Officials Report Construction Industry Adds 6,000 Positions June Construction employers added 6,000 workers to payrolls in June as the industry’s unemployment rate dropped to 8.2 percent, its lowest June level in six years, according to an analysis of new government data by the Associated General Contractors of America. Association officials cautioned, however, that recent employment gains could be undermined when the federal government begins scaling back transportation investments in August. “The construction industry continues to expand gradually and unevenly,” said Ken Simonson, the association’s chief economist.
“Despite recent job growth, construction employment is still more than 1.7 million jobs or 22 percent below its 2006 peak.” Construction employment totaled 6.015 million in June, the highest total since June 2009 and an increase of 186,000 or 3.2 percent from a year earlier, Simonson noted. Residential construction employers added 6,600 jobs in June and 106,300 (4.9 percent) over 12 months. Nonresidential construction employment was unchanged since May, but up by 80,000 (2.2 percent) since June 2013. see JOBS page 42
America’s rural heartland is home to nearly 50 million people, and its natural resources provide the energy, food and fiber that support the nation’s economy and way of life. But, a new report finds that the nation’s rural transportation system, which is critical to the nation’s booming agriculture, energy and tourism sectors, is in need of modernization to address deficient roads and bridges, high crash rates and inadequate connectivity and capacity. The report, “Rural Connections: Challenges and Opportunities in America’s Heartland,” was released July 10 by TRIP, a national non-profit transportation research group based in Washington, D.C. It defines Rural America as counties that lack an urban area of at least 50,000 in population or lack a large commuting flow to an urban county. The TRIP report finds that traffic crashes and fatalities on rural roads are disproportionately high, occurring at a rate nearly three times higher than all other roads. In 2012, non-interstate rural roads had a traffic fatality rate of 2.21 deaths for every 100 million vehicle miles of travel, compared to a fatality rate on all other roads of 0.78 deaths per 100 million vehicle miles of travel. Rural traffic fatality rates remain stubbornly high, despite a substantial decrease in the number of overall fatalities. “More than 46 million Americans live in rural and less densely populated areas of the country where their primary mode of transportation is a personal vehicle,” said Kathleen Bower, AAA vice president, public affairs. “Motorists expect and deserve safe, well maintained roads and bridges no matter if they are traveling on see TRIP page 64

ubblemaster held a three-day demo event June 26 to 28 in Williamstown, N.J.
The machine demonstrations were held at Neri’s Construction & Rentals and were coordinated with Rubblemaster dealer CC&T of Folcroft, Pa. Rubblemaster showcased its complete line of compact crushers — all four models — the RM60 skid mount crusher; the RM 70GO! entry-level tracked crusher; the RM 80GO! tracked crusher; and the RM 100GO!, which is the company’s flagship model and the machine for high volume producers and/or custom crushing contractors. This was the second time Rubblemaster has offered such an event, with the first being held two years ago in White Plains, N.Y. That event’s success led to the late-June event in Williamstown. “It’s not only been a customer event,” said Alex Taubinger, sales manager, Americas, of Rubblemaster, “but it has also drawn in all dealers from all over the country to introduce the new RM screen line. We have launched and introduced our HS tracked scalper screening plants — three sizes available — the HS3500 which is a 9-foot by 4-foot tracked scalper screening plant, the HS5000, which is a 12foot by 4.5-foot (and this unit was onsite for demo as well), plus the HS7500, which is a 16-foot by 5-foot.” Taubinger added that Rubblemaster’s goal with the demo was to draw in new leads and prospects, to stay in touch with existing customers and to show them the company’s new RM screen line, which was launched during this event. “It’s been a great success so far with more to come since we’re experiencing a pretty active and prosperous season with a strong demand,” he said. “Contractors can’t afford to part with their profits anymore — they have to go new routes when it comes to managing construction debris by recycling, most likely onsite and producing their own aggregates.”

Central Atlanta Tractor Adds SANY Line, Makes First Sale By Brenda Ruggiero CEG CORRESPONDENT
Central Atlanta Tractor Sales, based in Austell, Ga., recently became the SANY excavator dealer of central and north Georgia, and the first SANY excavator was sold to Tag Grinding Services Inc. in Palmetto, Ga. Jerry Brooks of Tag Grinding Services had looked at a SANY excavator at work on a job site in Atlanta. When Central Atlanta Tractor Sales received its initial machine inventory, Brooks visited Chuck Spooner in need of a new excavator for his wood recycling operation in Marietta, Ga. He demoed and purchased the SANY SY215C excavator. Brooks noted that the SANY is comparable in size to the Komatsu 200 and Caterpillar 320 that he had been using, and he has been pleased with the results he’s had from the SANY. “So far, so good,” Brooks said. “It’s been an easy machine. It’s only a couple of months old, but it’s been no trouble. It’s been a good machine, and steady. It’s stable and doesn’t rock.” Brooks explained that he had a working relationship with Spooner for the last 14 or 15 years, purchasing both new and used Komatsu and Caterpillar excavators from him. Because of this, he was comfortable in dealing with him for the SANY machine. “I have complete confidence in Central Atlanta Tractor, and I know that if there are any issues with the machine, they will take care of me,” Brooks said. “Having a local dealer and dealer representative close to my operation in Marietta is also helpful.” The only additions made to the machine was a Solesbee thumb attachment and catwalks, which Brooks adds to every machine. He found the pricing to be somewhat less expensive than other models, but feels he gets the same, if not better, performance. “It’s a good machine,” he said. “If people have any doubts, I recommend that they rent one from Chuck for a month and see how it does. For me, I got on it and ran it a little bit on the yard, and I could tell it was a good machine.”
Brooks also was pleased with the Klean Aire air precleaner that is standard on SANY excavators. He noted that it significantly reduces the amount of grinding debris that reaches the main air filter, resulting in less need for removing and cleaning it. Other conveniences to Brooks that are standard on SANY excavators are the pattern changer and the fact that the machines are plumbed for two-way auxiliary hydraulics. Spooner noted that all SANY excavators come standard

with a three-year/3,000 hour full machine warranty, and the SY215 and SY235 models are still able to use Tier III Cummins engines, which are very fuel efficient. At Tag Grinding Services, Danny Rainwater runs the SANY most often, and noted that it’s smooth, quick, comfortable and has good visibility. He also mentioned that it’s quiet. “Every once in awhile, I have to open the door to hear if the tub grinder is running or idle,” Rainwater said. Redland Finds Shoring Flexibility Renting Efficiency Shoring’s Build-A-Box By James McRay SPECIAL TO CEG

The Redland Company, headquarted in Homestead, Fla., was recently subcontracted by project owner Layne Heavy Civil to perform utility work converting all residential and commercial buildings in Islamorada, Fla., from septic tank to sewer system. The project is part of the village’s Sewer System Conversion. The utility project requires a variety of sewer pipe installation including vacuum sewer line, force main, low pressure main and gravity. Material of pipe being installed varies including HDPE to SDR; also in various lengths and diameter. Additionally, as with all remediation and conversion utility projects, existing utilities are common and frequent. For Redland, that meant installing pipe around water, phone and electrical lines and some storm drainage. All of these variables posted a unique challenge for Redland to keeping its workers safe in the pipe installation trench, and the type of shoring system Redland used. Flexibility was central, and Redland found that flexibility by renting an Efficiency Production manufactured Build-A-Box modular trench shield from Efficiency Shoring & Supply’s Miami branch office. Build-A-Box is designed to easily assemble into two, three or four-sided configurations. The advantage of the modular shoring system is that the 2 ft. (.6 m) aluminum panels can be
added, taken out and even pinned up in the corner posts to allow for crossing utilities to travel under the shield’s sidewalls. For the Islamorada project, Efficiency Shoring delivered two sets of 6 x 4 ft. (1.8 x 1.2 m) two-sided shields with short spreaders so Redland could dig a narrow trench for installing the pipe; a critical consideration while working in the more congested sections of the Islamorada area. “The biggest challenge was trying to stay within OSHA [excavation] standards while laying pipe,” said Cliff Scott, Redland Company. “At first, the Build-A-Box did not seem practical, but after trying different things and making the adjustments that [Efficiency Shoring & Supply’s] David Diaz recommended; it really helped ease the situation. “They have gone above and beyond to make my job easier and have peace of mind,” Scott said. National Trench Safety Unveils Mobile, Ala., Facility National Trench Safety LLC (NTS), a Houston-based company specializing in the rental and sales of trench and traffic safety equipment; trench and traffic safety engineering; and OSHA- compliant training classes, announced the opening of a new branch operation in Mobile, Ala. “We are extremely excited to about the potential in the Mobile market,” said Ron Chilton, president of NTS. “Mobile will be an important industrial market for us and immediately strengthens our branch network along the Gulf Coast into Florida. Case Threatens Alabama Subcontractors’ CGL Coverage Even though the Alabama Supreme Court recently issued an opinion in a case that confirmed coverage for construction defects under state law, subcontractors in Alabama are facing another threat to the coverage for which they pay premiums. “Construction insureds pay substantial premiums for liability insurance to protect themselves from property damage arising out of inadvertent and alleged construction defects,” the American Subcontractors Association, the Associated General Contractors of America and the Alabama AGC wrote in an amici curiae brief to the U.S. Court of Appeals for the 11th Circuit in Pennsylvania National Mutual Casualty Insurance Company v. St. Catherine of Siena Parish. “Only a few months ago, the Alabama Supreme Court issued its opinion in Owners Ins. v. Jim Carr, a case that confirmed coverage for construction defects under Alabama law. The district court’s application of the Contractual Liability Exclusion supports a back door circumvention of that cover-
age through an unwarranted overextension of the Contractual Liability Exclusion. Taken to its logical end, that over-extension will result in the elimination of the coverage preserved in Jim Carr. Therefore, Amici Curiae request the court reverse the district court and render judgment in favor of St. Catherine’s.” In the underlying case, the dispute involved a project by the parish to replace the roof on two of its buildings with a 40-year roof shingle. The parish contracted with Kiker Corporation for the work, and Kiker obtained a commercial general liability policy through carrier Penn National. The policy provided coverage to claims for property damage caused by an “occurrence” defined an as “an accident.” The policy also contained the standard “your work” and “contractual liability” exclusions. Kiker subcontracted the roofing portion of the work and work was completed in March 2004 on one building and in February 2005 on the second building. The second building almost immediately began leaking and two years later
the first building also began to leak, causing extensive damage. Despite repair efforts, the problems were not fixed and the parish hired a roof inspector, who investigated and claimed the leaks were caused by installation errors, construction defects and other breaches by Kiker. The parish sued and, though Penn National defended Kiker, it did so under a reservation of rights, claiming there would be no coverage under the policy for damages caused by a breach of contract or breach of warranty. At trial, the jury awarded the parish $350,000 in compensatory damages for breach of contract. After the verdict, Penn National initiated a declaratory judgment action in federal court asking the U.S. District Court for the Southern District of Alabama to determine whether it was responsible to indemnify Kiker and pay the verdict. Penn National argued it had no such obligation because a breach of contract claim was not an “occurrence” under the policy and even if such claims were an occurrence, the contractual liability and/or “your work” exclusions
would bar recovery. The U.S. District Court for the Southern District of Alabama held that there was coverage for the property damage caused by the leaks because an “accident” meant an unintended and unforeseen injury and the allegedly faulty workmanship led to damage to other areas of the structure and thus damage beyond simply the cost to replace the defective roof. The court held that the “your work” exclusion did not bar recovery for the cost of the defective roof replacement because the subcontractor had performed the roofing work. However, the court used the “contractual liability” exclusion to deny coverage of any claims arising from a breach of contract, stating “under binding Alabama law the breach of contract claim and the implied warranty claim are excluded from coverage under the contractual liability exclusion.” Kiker petitioned the 11th Circuit Court of Appeals asking it to reverse or certify the question of the breach of the contractual liability exclusion to the Alabama Supreme Court.
In their brief, the associations wrote: “Some insurers are extremely adept at finding reasons, some would say excuses, to deny what otherwise appear to be claims more than arguably within the coverage of the policy. This is particularly true as to claims involving allegedly defective workmanship by insured contractors under their commercial general liability policies, and if the position advocated by Pennsylvania National is adopted by this Court, insurers will invariably have yet another excuse to deny legitimate claims. Applying the Contractual Liability Exclusion to property damage to an insured contractor’s work simply because that property damage may breach its contract has a profoundly negative effect on CGL coverage for the construction industry.” ASA’s Subcontractors Legal Defense Fund financed the brief. Crusader Crews Demo Compromised Building in Port of Palm Beach, Fla. By Brenda Ruggiero CEG CORRESPONDENT
Crews on a demolition project at the Port of Palm Beach in Florida are utilizing equipment from National Attachments in Gorham, Maine. The $100,000 contract for the project was awarded to Crusader Demolition in Lakeland, Fla., under the direction of John Valois. The project started on May 27 and was set for completion at the end of June. The contract called for the demolition of a 25,000 sq. ft. (2,322.5 sq m) structurally compromised solid concrete warehouse structure. This included utility disconnects; the import, placement and compaction of 500 cu. yds. (382.2 cu m) of crushed concrete base material; and the import, placement and compaction of 500 cu. yds. (382.2 cu m) of crushed asphalt material. Valois noted several challenges with the project. “Close proximity to surrounding structures created a challenge,” Valois said. “Others were preventing the migration of asbestos contained in roofing, working in an active port, being adjacent to full fuel storage tanks and rail lines, and maintaining a recycling rate of 95 percent. In addition, the warehouse is extremely structurally compromised, so much that the shoring that is supporting the structure will need to be removed as the demolition progresses.” Equipment used on the project included a Caterpillar 330C excavator equipped with National Attachments’ quick coupler, grapple, 54-in. (137.1 cm) bucket and NYE concrete pulverizer; a Doosan 4 cu. yd. (3 cu m) loader and a buffalo water turbine for dust suppression. “National Attachments is a 25-year old company who are professionals in getting you the right tools for your jobs,” said Scotty Guimond, vice president of sales and acquisitions. “We have been doing business with Crusader for over 10 years. John is very happy with the products he has bought from us and highly recommends NA. This is the second NYE pulverizer he has bought from us.” No subcontractors were required for the project. According to Valois, the project will contain approximately 3,200 tons (2,902.9 t) of concrete to be recycled; 475 tons (430 t) of rebar and steel cable to be recycled; and 900 tons (816.4 t) of asbestos roof material. James River Names Dan Metcalf as GM of Asheville, N.C., Dealership By Eric Olson CEG CORRESPONDENT
James River Equipment, the construction and forestry machine dealership with more than 30 locations in Virginia and the two Carolinas, has announced that Dan Metcalf has been tapped to be the general manager of the company’s Asheville, N.C., store. Metcalf is a seasoned professional who spent 11 years working the sales territory of northern Virginia for James River from its Manassas Park location. Prior to that, he was a sales coordinator and inventory manager, also in Manassas Park. Metcalf grew up around equipment and at a young age worked with his father to operate a mulch business. When his dad retired, they sold the business and the younger Metcalf began working for a dirt contractor in Virginia. After a few years in that business, he went to work for James River. He began his new assignment in Asheville on May 1. James River’s Asheville store is a relatively new location for the company. The dealership was purchased by James River four years ago from Flint Equipment Co.

Renovated Governors Stadium to Include Four Levels AUSTIN from page 1
Austin Peay. “While the stadium served its purpose well for 67 years, the design was antiquated. Other than some moderate renovation and maintenance such as turf, press box and scoreboard replacements, the original design had essentially remained the same for all those years.” From its early days, Governors Stadium became the home field for football games and track events. Fans turned out for countless competitions however, time has taken its toll. Today, the worn facility is dilapidated and desperately in need of a facelift. It became apparent in recent years the stadium had seen better days. “Locker rooms, bathrooms, concessions areas and seating design were insufficient for a positive game-day experience,” Persinger said. “It was also a turn-off for both recruiting of students and student athletes. Whether a student wanted to play football or participate in track and field, or that student simply wanted to be part of the athletic experience, the facility simply didn’t convey excellence to those students. We were well overdue for change.” Once the renovation is complete, Governors Stadium will consist of four levels, with most of the offices, dressing rooms and a training room located on the first floor. On the second floor, there will be meeting rooms and an additional weight room. Fans on levels three and four will find the amenities of club seating and skyboxes. The skyboxes are tiered stadium-type seating with up to 22 seats per viewing room. In addition, each skybox has a bar with locations for bar stools, tables and chairs to seat four to six people. The skyboxes will have sliding glass at the front of the viewing rooms, a push button to control a public address speaker and two television monitors. Bell & Associates serves as construction manager for the project. Bell provided preconstruction phase services and is currently overseeing the work. The plans call for football facilities, track and field to be upgraded, along with the construction of new grandstands, an open air concourse and club level. The club level consists of a lounge that will accommodate 336 club chair back seats and 47 stools. The suites level consists of 13 suites that include seven basic suites, five larger suites and one presidential suite. The initial construction will house a football locker room, a football player lounge, an equipment room, a visiting locker room, an officials’ locker room, training/game day space, building support spaces and a lobby. “Throughout construction, Bell & Associates and our subcontractors, have utilized an array of equipment to complete the Austin Peay Governors Stadium Project,” said Michael Bouldin, Bell & Associates project manager. “Currently on site, there are two 135 foot boom lifts, one 80 foot boom

lift, and six 60 foot boom lifts. The structural steel erector used a 100-ton truck crane, and the precast erection is currently using a 200-ton truck crane. “The building frame was a structural steel building with concrete on metal deck that utilized fiberglass fibers as the reinforcing,” said Bouldin. “The exterior skin of the building includes metal panels, EFIS, precast panels, curtain wall and brick.” Bouldin clarified what is currently taking place on the project. “We are completing mechanical, electrical, plumbing and sprinkler rough-in on all floors,” Bouldin said. “We are also completing the pre-cast concrete erection on the north and south ends of the building. We are installing curtain wall and storefront on the field side of the building. The project has an extremely aggressive schedule. The project started at the end of November and has to be completed by the end of August 2014.” Demolition work on the west side of the stadium was completed without complications, according to David Morgan, Sr., president of Morgan Contractors Inc. “About 5,000 tons of concrete was downsized. We had one or two very tall lights that we hired an electrical company to take down. They were very tall poles, and once they were removed they had to be salvaged. We had a 380 Volvo track hoe with a thumb attached to the bucket, with a very skilled operator who started taking down the stadium. We moved in a couple of track hoes with jaws on them, as well.” It took about two weeks to demolish the stadium. The area was roughly 360 x 100 ft. (109.7 x 30.4 m). Morgan’s crews also were responsible for grading, which took about three weeks to finish. Approximately 7,000 to 8,000 cu. yds. (5,351.8 to 6,116.4 cu m) of dirt was

The sector’s recent employment gains could be undermined, however, by cuts in federal transportation funding that are expected to begin taking effect in August, association officials warned. The funding cuts will come as the balance in the highway account of the federal Highway Trust Fund runs short of money later this summer. Association officials urged Congress and the Obama administration to work together to find new revenue for the Fund that will keep federal highway investments levels from dropping. “It is hard to imagine how the industry will continue to recover amid significant cuts to the largest single federally-funded construction program,” said Stephen E. Sandherr, the association’s chief executive officer. “The last thing Washington should be doing is needlessly creating more obstacles for economic growth.” Even as many construction firms brace for federal transportation funding cuts, others are struggling to find enough skilled workers to meet current demand. Growing labor
shortages are less a measure of the strength of the sector’s recovery and more of an indication that many former construction workers have left the industry, while relatively few young workers seek new careers in construction, association officials observed. The unemployment rate for workers actively looking for jobs and last employed in construction declined from 9.8 percent a year earlier to 8.2 percent in June — the lowest June rate since 2008. Simonson noted that over the past six years, the number of unemployed workers who last worked in construction declined by 1.075 million, but industry employment increased by only 512,000. “The belated and partial nature of the construction recovery means many experienced workers have left the industry and fewer new entrants have chosen construction as a career,” Simonson commented. “That will make it hard for contractors in many regions to find the workers with the right skills over the coming months.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

AE USA Inc. hosted an open house event on June 5 at its North American headquarters in Flowery Branch, Ga., to commemorate FAE’s 25th anniversary. The open house-demo event has become an annual FAE USA event, and this year boasted the largest turnout yet. FAE was founded in 1989 and its first manufacturing facility was a small warehouse in the Italian Alps in Northeast Italy. The company has experienced explosive growth over the last 25 years, which has included the introduction of FAE USA in 2001. In addition, development of numerous quality-engineered products has propelled the company to become the largest forestry mulcher manufacturer in the world — with sales in 50 countries across the globe, according to the company. The open house and 25th anniversary kicked off with breakfast and an opportunity for the attendees to explore the grounds of the FAE USA headquarters. Various departments featured displays of machines and attachments. Giorgio Carera, CEO of FAE USA, expressed his excitement to the crowd regarding the anniversary and praised and awarded the people that made it possible. “We’re proud to have the most complete line of attachments and prime movers for land clearing and construction,” said Carera. Versatile Surface Miners Cut, Crush, Load in One Operation

Surface mining offers a far more economically efficient and environmentally friendly solution to quarrying and removal of ore, as it’s capable of cutting, crushing and loading rock in one single working pass. Wirtgen America’s 4200 SM selectively mines coal and iron ore, as well as soft to medium-hard rock. The 2500 SM offers flexibility and performance when mining without blasting, and the 2200 SM is versatile in soft and medium-hard rock. The new 2500 SM Vario is designed for hard mining. This technology cuts expenses for machines and personnel and saves a considerable amount of time when compared to conventional methods. At the same time, it produces even, stable surfaces and embankments, and permits the selective mining of individual rock layers, cutting of haul roads and refinement of drainage, according to the manufacturer. And that’s not all: Surface mining is a low-dust, low-noise method that causes no
damaging vibrations and therefore permits effective mining of useful minerals close to residential areas or roads. Surface mining also provides an alternative for road right-of-way construction in urban areas or on environmentally sensitive projects where blasting is not allowed. From the surface miner, the mined and crushed material is so small that it can be processed profitably, requiring minimum subsequent treatment. Mining bauxite, phosphate, kimberlite or salt has become increasingly profitable with the surface miner, which can even mine hard limestone or granite with unconfined compressive strengths of up to 260 MPa without blasting. The operating method of surface miners resembles that of asphalt cold milling machines. A special cutting drum cuts and crushes the material. Robust conveyor systems then load the material on dumpers or discharge it to the side of the miner. Alternatively, the material also can be
deposited as a windrow between the miner’s crawler tracks. A highly precise automatic levelling system maintains the cutting depth. This method enables useful minerals, coal or limestone to be mined selectively and with high purity, according to the manufacturer. The mechanically driven cutting drum works against the direction of travel. Extremely strong cutting tools on the drum mine the material by removing and crushing it. The tools are arranged on the drum in the shape of a helix. Ejectors on the cutting drum assist in transferring the small-sized material to the conveyor system. The primary conveyor picks up the material in the drum housing and transports it towards the rear of the machine, where it is then accepted by the slewing and heightadjustable discharge conveyor. The discharge conveyor either loads the material onto trucks or dumpers, or discharges it to the side of the machine. The discharge
height can be adapted to the height of the transport vehicles. Mining the material in precisely the required thickness is crucial for the selective mining of rock layers. That is the job of the machine’s automatic levelling system: It maintains the specified cutting depth. Two control loops — one for each machine side — continually match the actual cutting depth with the pre-selected target values. This is achieved by optical or mechanical sensors scanning a reference surface. Changes in the reference plane level are compensated by means of proportional control. The automatic system responds quickly and without overshooting. Slope sensors additionally can be used for leveling when the cut surface needs to have a particular cross slope. Rufus Johnson Associates served as architects for the renovation. “In early February, 2011, our firm had been hired by the Tennessee Board of Regents and the State of Tennessee’s Building Commission to revisit a Governors Stadium renovations master plan that we’d previously prepared in July of 2008,” said Rufus “Rudy” Johnson, AIA. “The 2008 study was initiated at the request of President Tim Hall, who was new on the scene at Austin Peay, but fully aware of the fact the stadium was an eyesore and detrimental to the success of the football team. “As we were finalizing the 2011 revised master plan, I visited with President Hall to give him an overview of our preliminary findings. During our visit, Tim made the statement that 80 percent of the complaints he received about the campus had to do with the unsightliness of the stadium.” Johnson realized a portion of the stadium simply needed to be demolished and rebuilt. “We had to document the tearing down of the existing west stands and, more importantly, do a full-blown renovation of the existing east stands into a true visitors side, complete with a visitors’ locker room and support facilities,” said Johnson. “That has been extremely difficult and time-consuming, as we had no existing drawings to aid us in our efforts. “The design must allow for stress and
wear and tear. However, the stadium proper portion of this project will be used between five and seven times a year. The support facilities incorporated into the structure will be used daily and maintained accordingly. The biggest design provision the design team has to make is to make sure the seldom-used structure will endure all the climatic changes that occur over time. “The facility we are replacing had served well since 1948, and I fully expect this new stadium to do likewise for at least 66 years, as well. This is truly going to be the house that Tim Hall built. ” “As a Clarksville native and Austin Peay alumni who grew up playing sports in the stadium, and an employee for more than 20 years, I’m thrilled it’s happening, because the university has outgrown the current facility,” Persinger said. “I had some great experiences in Municipal Stadium, especially in high school. Municipal Stadium was where all the high schools played football, and one of the few places back in the 1970s and ‘80s that had artificial turf. Getting to play there was unique. But it’s time for a change, and that’s the overwhelming consensus of faculty, staff and students.” Austin Peay, a four-year public university, is operated by the Tennessee Board of Regents. The school is named after former Tennessee Gov. Austin Peay, a native of Clarksville. The school is a four-masters level university, offering more than 56 majors. Congress must act quickly to provide a sustainable solution for the federal Highway Trust Fund to ensure that states can continue to make necessary infrastructure investments that will benefit all travelers.” In addition to disproportionately high traffic fatality rates, the roads and bridges in rural America have significant deficiencies. In 2012, 15 percent of the nation’s major rural roads were rated in poor condition and another 40 percent were rated in mediocre or fair condition. In 2013, 12 percent of the nation’s rural bridges were rated as structurally deficient and 10 percent were functionally obsolete. “America’s rural transportation system is an integral component to the success and quality of life for U.S. farmers and ranchers,” said Bob Stallman, president of the American Farm Bureau Federation. “Adequate roads and bridges are necessary to deliver our agricultural bounty to markets at home and abroad. As we see additional growth and opportunities in rural America, we must work together to take advantage of those opportunities and to ensure that infrastructure supports and enhances our rural communities.” The report also finds that the development of major new oil and gas fields in numerous areas as well as increased agricultural production are placing significantly increased traffic loads by large trucks on non-Interstate rural roads, which often have not been constructed to carry such high load volumes. The average travel per-lane mile by large trucks on major, non-arterial rural roads in the United States has increased by 16 percent from 2000 to 2012. The federal surface transportation program is a critical source of funding for rural roads. But a lack of adequate funding of the federal program may result in a significant cut in federal funding for the country’s roads, highways and bridges. The impact of inadequate federal surface transportation revenues could be felt as early as this summer, when the balance in the Highway Account of the federal Highway Trust Fund is expected to drop below $1 billion, which will trigger delays in the federal reimbursement to states for road, highway and bridge projects, which would likely result in states delaying numerous projects. “So many of our industry’s manufacturing facilities and their workers are located in
rural America, where they depend on safe and efficient roads for their livelihoods,” said Rick Patek, group president of Astec Industries and 2014 chairman of the Association of Equipment Manufacturers (AEM). “As Congress weighs how to extend the Highway Trust Fund, they would be well-advised to read this report and consider the effects of their actions on rural roads.” Nationwide federal funding for highways is expected to be cut by almost 100 percent from the current investment level for the fiscal year starting October 1, 2014 (FY 2015) unless Congress provides additional transportation revenues. This is due to a cash shortfall in the Highway Trust Fund as projected by the Congressional Budget Office. The TRIP report finds that the United States needs to adopt transportation policies that will improve rural transportation connectivity, safety and conditions to provide the nation’s small communities and rural areas with safe and efficient access to support quality of life and enhance economic productivity. To accomplish this, the report recommends modernizing and extending key routes to accommodate personal and commercial travel, implementing needed roadway safety improvements, improving public transit access to rural areas, and adequately funding the preservation and maintenance of rural transportation assets. “The safety and quality of life in America’s small communities and rural areas and the health of the nation’s economy ride on our rural transportation system,” said Will Wilkins, executive director of TRIP. “This backbone of the heartland allows mobility and connectivity for millions of rural Americans. The nation’s rural roads provide crucial links from farm to market, move manufactured and energy products, and provide access to countless tourist and recreational destinations. But, with longterm federal transportation legislation stuck in political gridlock in Washington, America’s rural communities and economies could face even higher unemployment and decline. Cat Auction Services Teams Up With Alban CAT in Va.

at Auction Services teamed up with Alban CAT for another successful auction at its Winchester, Va., location. The auction took place on June 26, and this is the third sale Alban CAT has hosted with Cat Auctions. The sunshine made for a great day to host an auction, and onsite attendance was up from the company’s December sale. The auction brought a large crowd of local contractors, in addition to the always present online audience. Both Cat Auctions and Alban were extremely pleased when a 2011 Cat 349EL hydraulic excavator sold for $275,000. Customers agreed this auction produced great results and the prices were right. Many customers were impressed with Cat Auctions Cat Certified inspections that were available. “I had a few people comment on how these inspections

helped solidify their decision to purchase the item,” said Brooke Sanders, marketing coordinator.
