After Hurricane Katrina hit New Orleans in 2005, all of the city’s public libraries sustained some type of damage. There was such destruction in five of the public

libraries that the Federal Emergency Management Agency (FEMA) declared them more than 50 percent damaged. This declaration allowed for the agency to cover the cost to demolish and rebuild the five facilities. Construction of the five libraries see KATRINA page 56

NEWARK, New Jersey (AP) New Jersey’s governor wants to kill a $9 billionplus train tunnel to New York City because of runaway costs. Far away, Hawaii’s outgoing governor is having second thoughts about a proposed $5.5 billion rail line in Honolulu. In many of the 48 states in between, infrastructure projects are languishing on the drawing board, awaiting the right mix of creative financing, political arm-twisting and timing to move forward. And a struggling economy and a surge of political can-

didates opposed to big spending could make it a long wait. Has the nation that built the Hoover Dam, brought electricity to the rural South and engineered the massive interstate highway system lost its appetite for big public works projects? At a time when other countries are pouring money into steel and concrete, is the United States unwilling to think long-term? “My sense is things have changed,” said Andrew Goetz, a University of Denver professor and an expert on transportation policy. “People now tend to see any project as a waste of money, and that’s just wrong.” see PROJECTS page 58

The main shaft of the 125-year-old San Jose Mine near Copiapo, 500 mi. north of Santiago, Chile, collapsed on Aug. 5, 2010. An estimated 700,000 tons of rock shifted, trapping 33 men 2,300 ft (700 m) underground. The group was able to reach a reinforced area serving as an emergency refuge in the gold and copper mine, privately owned by Compania Minera San Esteban Primera. The majority of the trapped men are from Copiapo and range in age from Mario Gomez, who is in his early sixties and has worked in mines since he was 12, to 19-year-old Jimmy Sanchez, a new father whose baby was a month old at the time of the collapse. A meticulously organized rescue plan to be carried out by an international cooperative effort swung into action, overseen by Codelco, the stateowned mining enterprise and the largest company in Chile. However, it was not only due to the sterling above-ground efforts that the men returned safely. The party organized itself to help itself, led by shift supervisor Luis Urzua. According to psychologists assisting the trapped men to cope with their situation, this cohesion and direction of purpose was vital to their mental health, while also helping them see RESCUE page 26

GULFPORT, Miss. (AP) State officials are considering a plan to make available about $150 million of hurricane recovery funds diverted for the expansion of the Port of Gulfport for housing and job projects for low- to moderate-income residents. The port received a total of $570 million for Hurricane Katrina recovery, originally intended to assist those residents. Officials with the port and the Mississippi Development Authority (MDA) now say because the expansion will take six years, a loan fund may be created to make use of some of those recovery dollars in the meantime. The Sun Herald reported that MDA officials will accept ideas and proposals until 10 a.m. Dec. 9. “Basically, if we don’t have any qualifying needs out there, or if the needs don’t meet the requirements that

the port and MDA think are appropriate, we probably wouldn’t go to an action plan and a program wouldn’t be created,” said Daron Wilson of MDA, which administers Katrina-relief money provided by the U.S. Department of Housing and Urban Development. Wilson said proposals must meet Community Development Block Grant guidelines and Katrina-recovery goals. The economic development projects must result in a work force with 51 percent low- to moderate-income employees. More than 51 percent of housing units built must be for residents who earn 80 percent or less of the area median income. Wilson said loans will be for 2-1/2 years or less, but can be extended in some circumstances. Wilson said these short-term loan programs generally help with construction until permanent

financing can be arranged. MDA must write an action plan for the program, but proposals are being solicited first to determine if the need exists. Wilson said projects in the three coast counties will receive preference, but projects in other areas damaged by Katrina and strategic to port expansion plans also will be considered. If a loan fund is established, it will not change the stance of the Mississippi NAACP, the Gulf Coast Fair Housing Center and people who contend the $570 million diversion to the port violates fair-housing laws, said Reilly Morse, senior attorney for the Mississippi Center for Justice. The state requested the money go to the port project, and won approval from HUD. Morse said “depending on how [the money] is used, it may offer a good-faith effort toward community involvement with the port.”

Construction to Begin in November on Sea Wall in Bay St. Louis, Miss. BAY ST. LOUIS, Miss. (AP) The Army Corps of Engineers expects to begin work to rebuild the sea wall along Beach Boulevard in November. The $17.1 million project is expected to be completed in spring, 2012, The Sun Herald reported. Lisa Coghlan, a spokeswomen of the corps’ office in Mobile, Ala., said little disruption in tourism is expected. Bids on the project were awarded last January, but a protest was filed and delayed the process. Mayor Les Fillingame said the corps will stage its equipment near the foot of the U.S. 90 bridge and build a berm or roadway along the seawall for the heavy equipment to work from. “The convoys of trucks with the

heavy fill won’t be using Beach Boulevard,” Fillingame said. “Other than seeing them and hearing them, they won’t block traffic at all.” The new concrete seawall will match the height of Beach Boulevard, and a 150-ft.-wide beach will be built on the Mississippi Sound side. The corps will haul in sand to create the beach, and several hundred thousand cubic yards to fill behind the seawall. “It’s going to be a huge construction project,” Fillingame said. The old seawall, built before World War II wasn’t built high enough in that 1.5-mi. section of Bay St. Louis. “It ran the full 12 miles of Hancock County waterfront, but the highest it

got was 8 feet,” Fillingame said. “So the downtown area has been washed away several times.” The new seawall will follow more closely the contour of the land, he said. At the foot of Main Street it will be 24 ft. high. The project is part of the Mississippi Coastal Improvement program the corps has been drafting since Hurricane Katrina struck in August 2005, Fillingame said. “We feel it will offer the kind of permanent protection the beachfront has never had, especially in the downtown area,” he said. “It’s way overdue. We’ve lost businesses and homes along Beach Boulevard.”

Stafford Announces Formation of New Aggregate Division Stafford is in the midst of restructuring its business model by segmenting into different divisions; each division with its own focus and management group. The Stafford agricultural division, under the direction of Vice President Lonnie Ray, and the Stafford Construction Division, under the direction of Vice President Tim Tomberlin, have already shown the value of having stand-alone business units, according to the company. With the success of these divisions to guide them, the Stafford management group announced its newest division, Stafford aggregate division. This division will be lead by Ray Henry, who joined the Stafford team in August as the vice president of the division. Henry brings to Stafford more than 28 years of experience in the aggregate business and was most recently the vice president of Tennessee Alabama Crushing Equipment. He also has served on the board of directors of several crushing and screening companies. To cover all markets that Stafford serves in the aggregate industry from a centrally located branch location, Henry will be based in the Lawrenceville branch in Northeast Georgia. On Oct. 22, Stafford held an open house at its Lawrenceville facility to introduce customers and prospects to the new Stafford aggregate division. Folks from the industry came out to enjoy lunch and to gain more information on the product offerings from this new division. Manufacturer representatives were on hand to lend their support and provide “walk-

NEW ORLEANS (AP) New Orleans got $2 million in federal money Oct. 20 to look at tearing down an elevated section of Interstate 10 that runs past the French Quarter that’s been blamed for ruining one of the city’s most important black neighborhoods when it was built in the 1960s. The federal government wants the city to study tearing down the section of interstate that looms over Claiborne Avenue, a main boulevard that runs through downtown New Orleans. The study also will look at how to make neighborhoods along that route more vibrant. The money comes from the U.S. Department of Transportation and the U.S. Department of Housing and Urban Development. “The future of New Orleans lies in improving our quality of life,” said

Mayor Mitch Landrieu. “This grant will guide strategic integrated investments in housing, transportation and land-use planning to realize the full potential in neighborhoods along the Claiborne corridor.” Tearing down the interstate has become one of the more dramatic proposals in the wake of Hurricane Katrina, which flooded more than 80 percent of the city after it hit on Aug. 29, 2005, leading to a flurry of urban planning studies and proposals. It’s not clear yet how surface street traffic would be affected if the span were torn down, but the existing auxiliary route called Interstate 610 would allow traffic to move uninterrupted to the east or west. Urban planners said the elevated interstate ruined many historic neighborhoods and cut off neighborhoods from the central business districts and French Quarter. Before it was built in the 1960s, Claiborne was a pivotal

business corridor for blacks. Today, the boulevard is marred by blight and poverty. The number of businesses along Claiborne dropped by 75 percent after the freeway was built, studies have shown. “It was a disaster from the outset,” said Bill Borah, a New Orleans land use attorney who fought plans to construct interstates in historic New Orleans when they were proposed in the 1950s. He said neighborhoods along Claiborne would blossom if the interstate were taken down. He said the proposal to tear it down bubbled up only because of Katrina. “New Orleans was forced to plan after Katrina because 80 percent of the city was wiped out,” he said. Still, he said tearing down I-10 would not be “a piece of cake.” “It has been a problem [to tear down interstates] in even more progressive parts of the country, like San Francisco,” Borah said.

Mike Elliott, Mark Rutland and Dick Nelson founded Pile Equipment Inc., Green Cove Springs, Fla., as three equal partners in January 1987. The company was founded to rent, sell and repair piledriving equipment after Mississippi Valley Equipment (MVE), for whom the three all worked, was leaving the area. The partners bought out MVE’s interests in Florida and went into business for themselves. Pile Equipment started out representing MKT Hammers, Vulcan Iron Works of Chattanooga, Tenn., and Hydraulic Power Systems Inc., all of which it still represents today. Nelson brought in Pileco, Houston, which was followed by Demag becoming part of the company’s offerings. In 1997 two things happened that changed the path the company was on. Working out of a single location, the company offers service throughout the southeast United States, not only on various types of vibratory and impact hammers, but also on augers, jet pumps and foundation equipment. Keeping primarily to within an eighthour drive of the office, Pile Equipment easily serves North and South Carolina, Georgia, Alabama and part of Mississippi, in addition to Florida. “Our 13 staff members are very well versed in application so we can show our customers what to use and how to use it in the field. Our whole staff is prepared to train where necessary, but a lot of our customers already know how to use the equipment,” said Elliott. “We deal primarily in rentals, but we sell a fair amount of equipment on top of all the rentals. Dallas 1 Uses Trench Shields for Unexpected Excavation Job Dallas 1 Construction & Development, based in Thonotosassa, Fla., recently completed an unexpected excavation project to facilitate the installation of dual 20 in. (51 cm) chilled water lines as part of the University of South Florida (USF) Chilled Water Loop Upgrade. “Originally, we were not on site for the new chilled water line project, we were there to dig a jack and bore pit,” said Nick Maxwell, Dallas 1’s estimator. “But mechanical contractor Poole & Kent asked us to excavate, shore, and backfill for their installation of the new water lines because their original sub-contractor backed out,” Maxwell said. Poole & Kent installed approximately 250 linear ft. (76 m) of dual, insulated-wrapped 20 in. steel pipe side-by-side, ranging in depth from 8 to 14 ft. (2.4 to 4.3

The Hi-Clearance Arches pin-in-place over the trench shield sidewalls’ existing spreader collars. A John Deere 330 excavator was used to excavate the trench, install the trench shields, and back-

fill over the new pipes. Efficiency trench shields are designed and manufactured to stack on each other, and include stack packets to pin the stacked shields together. Dallas 1 stacked its trench shields when installing the pipe in depths exceeding 10 ft. (3 m). OSHA allows trench excavations to exceed the height of trench shields by 2 ft. (.6 m) All told, Dallas 1 rented approximately 18 trench shields from Professional Shoring & Supply’s Tampa office. to cooperate in their own interests. Thus under the leadership of Urzua and without knowing when or even if they would be rescued, the men stretched two or three days’ supply of food for more than two weeks, limiting themselves to a cracker and minute amounts of tuna and peaches every two days. Although they were unable to run it too long because of the likelihood of contaminating their air, the miners used a bulldozer to access a pocket of water, having also drunk water from the radiators of equipment entombed with them. Since the miners could not be reached from the surface and their whereabouts was initially unknown, boreholes were drilled in an effort of find them. Four T685WS exploration rigs manufactured by West Chester, Pa.-based Schramm Inc. were among nine used in these attempts. The rigs concerned are owned by Chilean drillers Adviser Drilling, Geotec Boyles Bros S.A., Major Drilling S.A., and Terraservice. All four companies work in the mineral exploration industry. Although this drilling began on Aug. 8, it was not until Aug. 22 that Terraservice’s T685WS drill reached the trapped miners. A note from the men written in red ink announcing they were well subsequently came up attached to the drill. Three boreholes of 5.5 in. (14 cm) diameter drilled by this rig and others of the same model were used to lower food, LED lights, water and similar supplies in 5 ft. long (1.5 m) plastic containers the miners dubbed pigeons or doves. Medications were provided by this route for three miners with health problems — Gomez has silicosis, Jose Ojeda suffers from diabetes, and Jorge Galleguillos, who is one of 14 brothers and has hypertension. However, Claudio Yanez was reportedly not pleased when instead of requested cigarettes he was sent nicotine patches. Communication with the outside world was facilitated via streaming video, a camera having been lowered to the men the day they were located. To reach the men, a narrow shaft was bored for the escape capsule, a task made more difficult because the shaft began at an angle before plunging vertically due to the necessity of curving its path to

avoid dangerous areas. The majority of the shaft passed through solid rock and in addition, once the shaft was drilled, to guard against the possibility of blockage it was necessary to close off fractured rock at its upper end. The first 165 ft. (55 m) were therefore lined and strengthened with steel casing. Three simultaneous drilling operations were undertaken to reach the men. Plan A involved a Strata 950 drilling rig run by Cemetation Canada Inc. South African mining company Murray & Roberts was already operating the rig in Chile and it was the first to begin boring an escape shaft. Due to the method of operation the miners had to clear away drilling debris in round-theclock shifts and it has been estimated they moved up to 771 tons 700 t) in this fashion. Plan C used a RIG-421 oil drilling rig. It, too, was already in Chile, but had previously only been used for oil exploration. Another Canadian company, Precision Drilling Corporation, ran the rig, brought to the mine in 40 trucks and assembled on site. While it was able to drill a shaft wide enough for the escape capsule immediately rather than having to make a borehole and enlarge it, at one point the drill size had to be reduced, causing a delay in operations. The Plan B team succeeded in reaching the miners first, and two Pennsylvania companies played vital roles in the daunting rescue task. One of the supply boreholes drilled by Geotec Boyles Bros S.A. on Aug. 27 became Plan B’s escape shaft. For the job, Geotec used a truck-mounted Schramm T685WS reverse circulation rig with a 750 hp onboard 500 psi air compressor. The job involved enlarging the 5.5 in. diameter tunnel to a 12-in. (30.5 cm) diameter and then to 28 in. (71 cm), using a Schramm T130XD self-propelled mobile drilling rig. Special measures were needed in order to accomplish the task and drilling tool manufacturer Center Rock Inc., of Berlin, Pa., designed and manufactured the two drill systems involved. “We contacted the Chilean government when we heard about the accident, quickly designed a drilling program using our equipment, and proposed it to the

Mining Ministry. Fortunately they accepted our proposal and it was put into action as Plan B,” said Brandon Fisher, president of Center Rock Inc. The two companies cooperated closely during the drilling, with Fisher in daily communication from Chile with Greg Hillier, product manager of Schramm. Richard Soppe, Center Rock’s director of construction and mining tools, also was in Chile. He and Fisher were on site for 37 days, supervising the operation and maintenance of the

collapse, drilling ended at a depth of 2,041 ft. (622 m). Finally, on Oct. 13, the rescue capsule, having passed its test runs with flying colors, began its first journey to the bottom of the rescue shaft. Painted white, red, and blue — the colors of Chile's flag — the 13-ft. (4 m) long steel cage was the biggest of three constructed by Chilean Navy engineers. The capsules were named after the Phoenix, a legendary bird said to rise again from its own funeral pyre.

The Schramm T130XD “Plan B” arrives at the site to drill the larger hole necessary to free the miners. This was the rig that would eventually reach the miners.

Schramm drill, which was fitted first with a Center Rock 5.5 in. by 12 in. (14 by 30.5 cm) DHD Hammer drill bit, changing to a 12in. by 28-in. (30.5 by 71 cm) LP bit as work progressed on enlarging the borehole. Schramm also worked with Jim Stefanic, Geotec’s mine site operations manager, and sent its field service engineer Jeff Roten to Chile to ensure the T130XD drill performed to its highest level in round-the-clock operations. The 12-in. diameter borehole reached the miners on Sept. 18, after a delay due to severe damage to the drilling bit caused by a steel bolt in the mine roof at 879 ft. (268 m). In addition to repairing the bit, the crew had to remove the bolt and the broken bit, using makeshift tools created on site. Drilling to enlarge the borehole commenced on Sept. 19. By Sept. 23, the drill was 364 ft. (110 m) down. Five days later, it had reached 987 ft. (301 m), having safely passed through the area where it had encountered the bolt. By Oct. 4, the drill had reached 1,532 ft. (467 m) and on Oct. 9, more than two months after the

While there was always the possibility of disasters such as the capsule being trapped by rock fall in the shaft, the main concern once the men began their journey to safety was whether they could cope with the extremely confined space in the capsule. With two-way communication and a camera broadcasting from inside it, the plan was that should signs of panic appear, the speed of extraction could be increased to as much as 10 ft. (3 m) a second, but fortunately the entire operation was carried out without the need to do so. Finally, about 10 minutes into Oct. 13, after a record 69 days underground, Florencio Avalos was the first miner rescued. He hugged his wife and son, and then embraced Chilean President Sebastian Pinera, who was closely involved in rescue efforts. Avalos’ brother Renan was the 25th to be rescued. Mario Sepulveda emerged second. His natural ebullience endeared him to many following the saga, and he did not so much emerge from the capsule as erupt from it. After hugging his wife, President Pinera, and anyone else

within reach, he presented the president with a rock signed by all the miners. The fourth man to appear was Carlos Mamani, the only Bolivian in the group. He had emigrated from Bolivia with 10 siblings due to lack of work. Other miners brought up included Omar Reygadas, who became a greatgrandfather for he fourth time while underground, Franklin Lobos, who played on Chile’s soccer team when it qualified for the 1984 Los Angeles Olympics, Richard Villarroel, an expectant father, Raul Bustos, a hydraulics engineer who had been in charge of the miners' water supply, and Jose Henriquez, who organized a prayer group underground. The last miner to come to the surface was shift supervisor Luis Urzua, followed by several rescuers who had descended into the mine to help the men get into the capsule. Initially it had been thought the rescue would take until Christmas to accomplish, but within 24 hours of breakthrough the seemingly impossible mission had been completed at an estimated cost of between $10 to $20 million. About the Companies Schramm Inc. is headquartered in West Chester, Pa. Founded in 1900, it manufactured air compressors and engine-driven machinery. The company, which now has 165 employees, was a pioneer in air flush drilling and built the first mobile drilling rigs 60 years ago. Building about 100 rigs a year, it specializes in mobile rigs, focusing on mineral, oil and gas, exploration and water wells, as well as an increasing number of mine rescues worldwide. It was named 2010 member company of the year by the World Trade Center of Greater Philadelphia. Center Rock Inc., was founded in 1998. The company assisted in a similar rescue in July 2002, when it helped free nine men trapped for three days in a flooded mine not far from its headquarters in Berlin, Pa. Landoll Corporation Designs Double Drop Model 353 Trailer

The Model 353 is equipped with 50,000 lbs. (22,679 kg) outriggers, which can raise the trailer deck and also side shift the trailer to align the bus or equipment being loaded onto the trailer.

Landoll Corporation, a manufacturer of specialty transport trailers, has designed and built an all-new double drop traveling axle trailer to transport a wide variety of oversize, over-height equipment including motor coaches, metro buses, front end loaders and tall mast forklifts. The Model 353 is designed with full hydraulic manual controls along with full

function wireless remote hand-held controls. The loaded deck height is only 26 in. (66 cm) and has a low load angle of 5 degrees. The Model 353 is equipped with 50,000 lbs. Two sets of aluminum ramps are included along with a mechanical “well

lift” system which is adjustable to various load carrying heights. The Model 353 is designed with no cylinders on the undercarriage travel reducing the overall height of the deck. The undercarriage cam bearings roll on top of the flange which eliminates any damage to the trailer frame. The Model 353 double drop features

Load Concentration Makes Difference in Trailer Capacity There is confusion in the marketplace about what trailer capacity really means. Questions such as: Why is there sometimes a significant price difference between two “identical” capacity trailers? One important factor that is often overlooked is the load concentration of the trailer deck. Load concentration relates to the design engineering assumption that is “behind” the trailer’s stated capacity. Of note: There is no industry standard by which a trailer’s capacity is established. Each trailer manufacturer sets its own standard to determine the load concentration. Engineers begin by deciding what is most likely to be hauled on the trailer, which is expressed as a weight that is compared with the trailer’s deck length and wheelbase. Whether this theoretical load is a “block” or self-supporting load also is a factor. These engineering decisions determine the size and strength of the main beams, and most impor-

tantly the performance level of the finished trailer. For example, two trailers from two different manufacturers rated to carry 55 tons (50 t) may not be equal because of different engineering decisions. A trailer with a higher load concentration, designed to carry a block load over a shorter distance of the deck, will benefit a customer who wants a long-lasting trailer or a trailer that performs well, no matter what 55-ton load is carried. The trade-off is in the empty weight of the trailer. A trailer with a higher load concentration tends to be heavier because the beams are large. Higher strength steel (i.e. 130,000 psi yield steel) helps to keep the weight lower while maintaining the maximum load concentration. Why is this important? The fact is that a trailer designed to carry a 110,000 lb. (49,895 kg) load concentrated in 12 ft.6 in. (3.8 m), such as a bulldozer, has a much stronger deck

than a trailer designed to carry a 110,000 lb. self-supporting load with two contact points that are 12 ft.-6 in. apart, such as a wheel loader. The trailer with concentrated load is approximately 14 percent stronger than the one designed for a self-supporting load. Yet, both are called 55-ton capacity trailers, and the price can be thousands of dollars different. Single-Directional Vibratory Plates Bomag’s redesigned line of BP single-directional vibratory plates includes five models and are ideal for small landscaping and soil compaction jobs, and also can be used for patios and asphalt. With a higher centrifugal force, wider working width and a higher working speed, the series offers improved performance over the previous models, according to the manufacturer. All of the models feature an air-cooled Honda engine with oil alert. The engine is vibration isolated, extending the life and reducing wear. The compactors also feature engine protection to prevent damage. An available Vulcolan mat can be used for paving stone applications. For asphalt jobs, the series includes optional water sprinkler systems. The asphalt model also includes a specially shaped base plate as standard equipment. The vibration-isolated steering handle offers low hand-arm vibrations, making the compactors easier and more comfortable to use. Cat Plans New Factory in China PEORIA, Ill. (AP) Caterpillar Inc. plans to build a new plant in Asia to help meet the growing demand for equipment in China. The Peoria-based equipment company on Sept. 28 said the new factory in Wujiang, China, will produce minihydraulic excavators.

Construction is scheduled to start later this year, pending approval by officials in China. The (Peoria) Journal Star said Caterpillar didn’t announce how much the plant will cost or how many people it will employ. Production at the plant is expected to begin in 2012.

Public Works Projects Face Uncertainty PROJECTS from page 1

“I call it the Bridge to Nowhere syndrome,” he added. “High-profile projects get publicized and they become a symbol for any infrastructure project that’s out there, and even the ones that are justified get tarnished by the same charge.” The so-called Bridge to Nowhere would have cost hundreds of millions of dollars to connect one Alaskan town to an island of 50 residents. It figured in the 2008 presidential election when then-Alaska Gov. Sarah Palin was criticized for initially backing the plan, which was eventually scrapped. The other cautionary tale is Boston’s Big Dig, the highway and tunnel project that was originally envisioned at less than $3 billion and wound up costing nearly $15 billion. The Big Dig has made it far easier for motorists to get to and from Boston’s airport, and it eliminated a noisy and unsightly elevated highway that cast a shadow over some historic neighborhoods. But construction was plagued by years of delays, corruption and shoddy workmanship that resulted in the death of a motorist in a ceiling collapse. Other countries are spending heavily on job-creating infrastructure. Projects include Algeria’s $11.2 billion eastwest highway; a planned $10 billion bridge linking the Indonesian islands of Java and Sumatra; and China’s $60 billion Yangtze River diversion project. Australia plans to spend $38 billion to relieve traffic congestion in Melbourne, while Britain is preparing for a $45 billion high-speed rail link between London and the West Midlands. Japan is building a $70 billion highway from Tokyo to Osaka, scheduled for completion in 2020. A report this month by the U.S. Treasury Department and the Council of Economic Advisers paints a picture of a country dissatisfied with the state of America’s aging infrastructure and in favor of improvements, but not necessarily eager to commit the dollars to fix it. Infrastructure spending in the United States stands at 2 percent of the country’s gross domestic product — half what it was in 1960 — compared with approximately 9 percent in China and 5 percent for Europe, according to the government report. “During recessions it is common for state and local governments to cut back on capital projects — such as building schools, roads and parks — in order to meet balanced budget requirements,” the report concluded. “However, the need for improved and expanded infrastructure is just as great during a down-

turn as it is during a boom.” The American Society of Civil Engineers calculated that the United States would need to spend an additional $1.1 trillion over the next five years to restore roads, bridges, dams, levees and other infrastructure to good condition. In its latest report card, the engineering society gave the nation’s public works a “D” grade. “Somehow we believe if we ignore it, it will go away,” said Blaine Leonard, the society’s president. “And it won’t. We have to stop hitting the snooze button on this problem.” He said now is a good time to spend money on infrastructure because construction companies in this weak economy are hungry for work and the costs are relatively low as a result. Major infrastructure projects of the past benefited from strong leadership, notably the interstate highway system pushed by President Dwight D. Eisenhower in the 1950s, he said. Today, though, “there isn’t any highlevel leadership about infrastructure,” so there’s no agreement about priorities, Leonard said. CG/LA Infrastructure LLC, a Washington consulting firm, recently put together a list of the worthiest 100 large infrastructure projects in North America, totaling about $400 billion. Among the suggestions: a next-generation air traffic control system; highspeed rail linking Minneapolis, Milwaukee and Chicago; a pair of highway projects in Texas; and the tunnel that New Jersey’s governor has threatened to scuttle. To be sure, there are large-scale projects under way, notably in California, where a combination of federal dollars and voter-approved bonds and local tax increases are funding improvements, from highway widening to the $6.2 billion renovation of the Bay Bridge between San Francisco and Oakland. And recently, Arizona and Nevada hailed the opening of a $240 million bridge that bypasses Hoover Dam. However, many projects recently completed or in the pipeline secured funding before the economy went into a slide. Some of them might not be approved today. In New Jersey, construction on a rail tunnel connecting New Jersey and New York City — the largest transportation project under way in the United States — began in 2009 under then-Gov. Jon Corzine, a Democrat. It is projected to double train capacity at peak times as well as provide 6,000 construction jobs immediately and up to 40,000 jobs after its completion in 2018. About $6 billion of the cost is being covered by the federal govern-

ment and the Port Authority of New York and New Jersey. In early October, Republican Gov. Chris Christie announced he was pulling the plug because the cost had escalated from $5 billion in 2005 to more than $9 billion by the federal government’s estimate, and as much as $14 billion by Christie’s reckoning. “I simply cannot put the taxpayers of the state of New Jersey on what would be a never-ending hook,” he said. Christie later agreed to reconsider. In Hawaii, Republican Gov. Linda Lingle announced recently that she wouldn’t sign off on a federally subsidized rail line until an updated economic study is conducted. And that may not be completed before she leaves office in less than two months. That means the project’s fate could be in her successor’s hands. In Seattle, new Mayor Mike McGinn is threatening to hold up construction of a massive highway tunnel to replace the waterfront’s dilapidated, earthquake-damaged Alaskan Way Viaduct because he fears city taxpayers will be on the hook if costs spiral beyond the $4.2 billion price tag. “The issue of the overall cost of the tunnel has been a concern to voters since before the recession, and I think the severity of the state’s and the city’s fiscal situation is causing people to take a harder look at ... an expensive and risky project,” McGinn said. In Wisconsin, Ohio and California, Republican candidates for governor have vowed they won’t endorse highspeed rail projects, despite the promise of billions of dollars from Washington. In the United States, it often takes a catastrophe to give infrastructure improvements more urgency. The Minneapolis bridge collapse in 2007 that killed 13 people prompted reviews of aging bridges around the country. “Unfortunately, our attention span is short,” Leonard said. “You would think the Minneapolis bridge collapse would have sent repercussions throughout the system that would have resulted in a transportation funding bill, but it didn’t. Even bridge funding bills didn’t get through Congress.” Consultant Norman Anderson of CG/LA Infrastructure said the federal government’s recent emphasis on smaller, “shovel-ready” projects to stimulate the economy is misguided and shows a lack of vision. “You don’t do ‘shovel-ready.’That is idiotic and extremely uninformed,” he said in an e-mail. “You do projects now because they produce value for an economy 20 to 30 years into the future, as well as producing immediate jobs.”

we go out a to a site and help the customer to match the right equipment to the job.” According to Elliott, many of Pile Equipment’s customers are involved in unique jobs such as working on big bridges and cruise ship terminals and other types of specialty work, which makes Pile Equipment’s role of matching equipment to the job that much more complex. “Hayward Baker, for example, is working on a big sinkhole in the phosphate mines. They are drilling down 400 to 450 feet at steep angles. Then they grout the holes so they can pull the pipes out,” Elliott explained. “They can’t pull the pipe out with a crane because there is too much friction, so we made a special rig using a vibratory hammer and leads that grab a special top plate that screws into the pipe. This way, they can get the pipe out of the hole. What makes this unique is the angle of 45 degrees or more. That angle makes it difficult to get oil into the bear-

ings and gears of the hammer, so we had to figure out a method for doing that.” Because Pile Equipment has been around for long enough and is staffed with long-time members of the industry, these challenges are easy for the company to meet. “The big thing is that we have been doing this long enough that our experience level is high.
