It may not be Bermuda, but some of North Carolina’s commuters might feel a little lost when the state’s first toll road opens next year. The 18.8-mi. (30.2 km) six-lane divided highway near Raleigh-Durham is designed to provide relief from congestion on existing routes between the Research Triangle Park business area and western Wake County to the south. First proposed back in 1958 when Research Triangle Park was created, the Parkway is being built on a corridor of land preserved from development specifically for the roadway’s eventual see EXPRESSWAY page 24

Because of time and lane restrictions, some work was done on nights and weekends, mostly during the summer between Memorial Day and Labor Day. Two concrete paving seasons were coordinated at night to take advantage of cooler temperatures and for better productivity.

LITTLE ROCK, Ark. (AP) Arkansas voters will be asked to raise the state’s sales tax by one-half cent in exchange for a $1.8 billion highway improvement program that backers say will create 40,000 jobs and build four-lane highways to link much of the state. Commercials in favor of Issue 1 began airing in Little Rock, Fort Smith, Fayetteville and Jonesboro, even though the ballot measure has drawn no organized opposition. Move Arkansas Forward, the group formed to campaign in favor of the measure, has budgeted $600,000 to air the 30-second ads in the state’s major markets. “The upcoming election gives Arkansas voters one vote for more jobs,” the ad’s narrator said. “One vote for safer roads. One vote for four-lane highways connecting all parts of the state. And one vote for a better Arkansas economy without raising taxes on groceries, medicine or gasoline.” The campaign has raised more than $700,000 and hopes to reach more than $1 million, Move Arkansas Forward spokesman Craig Douglass said. The amendment calls for the authorization of $1.3 billion in bonds to fund highway projects. Those bonds would be paid for by a half-cent salestax increase that, if approved, would increase Arkansas’ state sales tax to 6.5 percent from 6 percent. The tax would end when the bonds are paid off, which is expected to take no more than 10 years. see TAX page 22

August, September See Employment Increase Construction employers added 5,000 jobs in September while the industry’s unemployment rate hit 11.9 percent, according to an analysis of new federal data released Oct. 5 by the Associated General Contractors of

America. Association officials cautioned that construction employment has been relatively flat for more than a year as growing demand for residential and some commercial projects has been offset by declining public sector

construction activity. “Despite the slight uptick in construction employment for the past month, the industry is a bit smaller than it was one year ago,” said see EMPLOYMENT page 72

L

inder Industrial Machinery recently hosted its first annual Oktoberfest at the Lakeland, Fla., location. The company plans to make this an annual event, according to John Coughlin, Linder’s president and COO. They hosted one earlier this year in Columbia, S.C., and plan to do one a year in the Carolinas and in Florida. In 2013 the events will be in Jacksonville, Fla., and Raleigh, S.C. The event carried the Oktoberfest theme through with German food and music. More than 50 machines were on display from various manufacturers, giving Linder’s staff the opportunity to show customers a large portion of the equipment they represent. “This show was all about the equipment.” said Coughlin. “It gave us the opportunity for face time with our customers to show them our equipment and to enjoy some food and music together.” see OKTOBERFEST page 26

John Coughlin (L), president and COO of Linder Industrial Machinery, and Jim McEvoy, president and CEO of Wirtgen America.

(L-R): Tony Yanis of Linder explains the finer points of this paver to Alexis Luis and Lazel Orami, both of A. Luis Milling & Service.

This Vogele paver was getting a close look from Shaye Brook (L), Lane Construction, and Steve Ricke, Wirtgen.

ELFA Release September Survey of Economic Activity The Equipment Leasing and Finance Association’s (ELFA) Monthly Leasing and Finance Index (MLFI-25), which reports economic activity for the $628 billion equipment finance sector, showed overall new business volume for August was $6.9 billion, up 21 percent from volume of $5.7 billion in the same period in 2011. Volume was up 5 percent from the previous month. Yearto-date cumulative new business volume increased 16 percent. Receivables over 30 days decreased for the third consecutive month to 1.9 percent, down from 2.2 percent in July and down 24 percent when compared to the same period in 2011. Charge-offs were unchanged from the previous month at 0.4 percent, and down by 33 percent compared to the same period last year. Credit approvals decreased slightly to 77.0 percent in August from 77.5 percent in July. Sixty-two percent of participating organizations reported submitting more transactions for approval during August, down from 65.5 percent the previous month. Finally, total headcount for equipment finance companies was unchanged from the previous month, and declined 3.0 percent year over year.

Separately, the Equipment Leasing and Finance Foundation’s Monthly Confidence Index (MCI-EFI) for September is 53.0, up from the August index of 50.2, reflecting increased optimism despite concerns over companies’ willingness to expand their businesses in the face of economic and political uncertainty. ELFA President and CEO William G. Sutton said, “The pace of new equipment financing continued throughout the summer months as the housing sector, for one, showed signs of a rebound. However, businesses, both large and small, continue to build up cash reserves, indicating lingering apprehension over increasing energy prices, instability in the Arab world and a still fragile Eurozone economy. Thomas Depping, chief executive officer, Ascentium Capital, said, “The general origination and credit quality trends detailed above mirror our experience at Ascentium Capital. The credit quality of our applications remains unprecedentedly strong and our delinquencies at historic lows. Although we have hedged ourselves against another possible global economic slowdown, we continue to expand our sales force as we have a generally optimistic view of our

future. One thing I have learned over the past 30 years in the industry is that being over-capitalized and having substantial excess liquidity is never a bad thing. About the ELFA’s MLFI-25 The MLFI-25 is the only index that reflects capex, or the volume of commercial equipment financed in the United States The MLFI-25 is released globally at 8 a.m. Eastern time from Washington, D.C., each month, on the day before the U.S. Department of Commerce releases the durable goods report. The MLFI-25 is a financial indicator that complements the durable goods report and other economic indexes, including the Institute for Supply Management Index, which reports economic activity in the manufacturing sector. Together with the MLFI-25 these reports provide a complete view of the status of productive assets in the U.S. economy: equipment produced, acquired and financed. The MLFI-25 is a time series that reflects two years of business activity for the 25 companies currently participating in the survey. The latest MLFI-25, including methodology and participants is available at http://www.elfaonline.org/Research/MLFI/

MLFI-25 Methodology The ELFA produces the MLFI-25 survey to help member organizations achieve competitive advantage by providing them with leading-edge research and benchmarking information to support strategic business decision making. The MLFI-25 is a barometer of the trends in U.S. capital equipment investment. Five components are included in the survey: new business volume (originations), aging of receivables, charge-offs, credit approval ratios, (approved vs. submitted) and headcount for the equipment finance business. The MLFI-25 measures monthly commercial equipment lease and loan activity as reported by participating ELFA member equipment finance companies representing a cross section of the equipment finance sector, including small ticket, middle-market, large ticket, bank, captive and independent leasing and finance companies. Based on hard survey data, the responses mirror the economic activity of the broader equipment finance sector and current business conditions nationally.

Low Bid on Miss. Bridge Hits $7.4M TUPELO, Miss. (AP) The lowest bid to build a bridge over the Natchez Trace Parkway came in $1.4 million higher than expected. Officials told the Northeast Mississippi Daily Journal that members of the Major Thoroughfare Committee would discuss the bids on Oct. 8 before taking a proposal to the city council. The bridge is part of the city’s northern loop road project. Three companies submitted bids with the lowest coming in at $7.4 million from Madison-based Key Constructors. The five-lane, 320-ft. (97.5 m) bridge had been estimated to cost $6 million during an analysis done nearly two years ago. The Major Thoroughfare Program is funded by a 10-mill property tax. The road commonly is called the northern loop and must cross both the Natchez Trace and U.S. Highway 78. The Mississippi Department of Transportation also must authorize the deal because the project will receive federal funds administered by the state. If all goes as planned, construction of the bridge could begin by mid- to late November. The project is expected to take 16 months. The bridge over U.S. 78 could start later this year or early next year. The entire northern loop is 4.5 mi. (7.2 km) long and paid mostly through revenues generated by the Major Thoroughfare tax levy.

Monies Collected Slated to Fund State-Wide Projects TAX from page 1

The measure also calls for the dedication of an existing 1cent-per-gallon fuel tax to fund road projects, which brings the total program to $1.8 billion. “Several things are of benefit to voters and it’s our job to inform them of the benefits, obviously,” Douglass said. “This will continue the construction of four-lane highway projects that connect all parts of the state. We have learned in talking with voters that they want Arkansas to be better connected.” Last year, voters approved the reissuance of $575 million in bonds to fund more than 400 mi. of interstate repairs. If approved, the new tax would fund improvements to highways throughout the state, along with a handful of interstate projects. The Arkansas Highway Commission selected the projects by “following the cars,” Douglass said. Among the projects that would be funded by

the tax include making Interstate 540 six lanes between Fayetteville and Bentonville while doing the same on Interstate 40 between Conway and Little Rock. The plan also calls for additional four-lane work in northeast Arkansas to connect Jonesboro and Paragould to U.S. 67/167 and Interstate 55. Gov. Mike Beebe is backing the proposal, spokesman Matt DeCample said. The fact that the measure has a sunset of 10 years and that it doesn’t raise taxes on groceries led the governor to support the increase, DeCample said. “We need opportunities for future highway funding and this is one that puts that choice directly to the people,” he said. Many groups, including the Arkansas State Chamber of Commerce and the Arkansas Farm Bureau also are supporting the plan. “From agriculture’s standpoint, our products can’t get to market without good roads. It’s

as simple as that,” said Farm Bureau President Randy Veach in announcing the group’s support. “Like everyone, we are cautious of using sales tax revenue to fund a building program. But as Arkansas’ largest industry, agriculture will benefit from any infrastructure improvements.” The measure is one of two referred by the Legislature during its 2011 session. The second proposal would allow cities and counties to create Sales Tax Anticipated Revenue, or STAR, districts. They are similar to Tax Increment Financing districts but use anticipated revenue from sales taxes to pay off the debt. If approved, the Legislature must adopt laws governing the use of STAR bonds before they can be issued and any district would have to be approved at the local level. The proposal has the backing of the Arkansas Municipal League and the governor.

List Of Ark. Highway Projects to Be Funded by Tax Here is the list of projects that would be funded if a half-cent sales tax increase is approved by Arkansas voters in November: Central Arkansas • Widening of U.S. 70 to four lanes between Interstate 30 and Hot Springs • Continuation of widening U.S. 270 to four lanes from Hot Springs westward •Completion of widening U.S. 64 to four lanes between Conway and Beebe •Completion of widening Interstate 40 to six lanes between Little Rock and Conway •Completion of widening U.S. 67 to six lanes from Jacksonville to Cabot •Improvements to Interstate 30 connecting Little Rock and North Little Rock, including widening the I-30 bridge over the Arkansas River •Continuation of widening Interstate 630 in Little Rock from Baptist Hospital to University Avenue Northwest Arkansas • Widening Interstate 540 to six lanes between Fayetteville and Bentonville •Completion of the initial two lanes of the future four-lane Bella Vista bypass

•Beginning four-lane construction of the U.S. 412 Springdale bypass from Interstate 540 to the Northwest Arkansas Regional Airport connector South Arkansas •Completion of widening U.S. 425 to four lanes from Hamburg to the Louisiana line •Completion of widening U.S. 167 to four lanes between Interstate 530 and El Dorado •Beginning the widening of U.S. 82 to four lanes from El Dorado to Magnolia to Texarkana Northeast Arkansas •Completion of widening U.S. 412 to four lanes between Paragould and Walnut Ridge •Completion of widening Arkansas 18 to four lanes between Jonesboro and Blytheville to Interstate 55 East Arkansas •Continuation of widening U.S. 64 to four lanes between Marion and Wynne North/North Central Arkansas •Continuation of widening U.S. 65 to four lanes between Harrison and Clinton

Loading some of the approximately one million yds. of rock that had to be blasted to make way for the road.

The paving operation incorporated a new 24ft.-wide (7.3 m) paver and was one of the first projects in the state to use stakeless technology.

construction. Despite this foresight, $230 million was spent to acquire 525 acres of additional right-of-way needed for construction. At $1,171.7 million, according to the Federal Highway Administration, the Triangle Expressway is the largest transportation infrastructure project in the state’s history, creating 13,800 jobs. Jason Peterson, Triangle Expressway project manager, said North Carolina has the second-largest statefunded road network in the United States behind Texas. In 2008, the State House voted to approve $25 million a year for 39 years for the project to cover the difference between expected toll collections and actual costs. However, due to the economic slump, funding from the gas tax and new car sales “can’t keep up with the need,” as Peterson puts it. Supplementing state funds and a Transportation Infrastructure Finance and Innovation Act loan are bond sales, which began in 2009. Divided Project for Divided Highway The toll way consists of two sections: the Triangle Parkway and the Western Wake Freeway, but two contracts divide the work into three sections. “The whole project is really two small design-build projects,” Peterson said. Phase I, Triangle Parkway, opened in December 2011 at a cost of $137.5 million. It extends the pre-existing NC 147 to the Northern Wake Expressway (NC 540). The 2.8-mi. (4.5 km) segment of NC 540 constructed by the N.C. Department of Transportation with Surface Transportation Funds opened five years ago and will be transferred to the North Carolina Turnpike Authority to oversee. “NC 540 was a free route, but it becomes a toll road [as part of this project],” Peterson said. S. T. Wooten Corp. of Wilson, N.C., was the general contractor on this portion of the project. Granite Construction of Watsonville, Calif., and Archer Western Contractors of Atlanta teamed up to form a joint venture as Raleigh Durham Roadbuilders to complete Phases II and III. These two sections comprise a separate contract for $446.5 million

and are collectively referred to as the Western Wake Freeway because the multilane road will link NC 540 in western Wake County to the NC 55 Bypass in Holly Springs, about 12.6 mi. (20.2 km) south. Work began in the summer of 2009. Phase II opened August 1, 2012. Phase III — the final 6 mi. (9.7 km) of the toll way — is scheduled to open January 2013. Work Detail The Parkway includes: 10 interchanges, 41 bridges, 22 box culverts for drainage, 71 overhead sign structures, 13 electronic toll sites and three greenway trails. “It’s multi-modal,” Peterson said. “It’s not just about cars.” Over the course of the 42-month project, crews will use 130,000 tons (117,934 t) of aggregate base course and 215,000 tons (195,044 t) of asphalt. Phase I used asphalt; the large project used concrete. Both projects brought temporary plants on-site. Of the 7.5 million yds. of excavation, anything that is 2 in. or smaller is used on-site for fills. Because the area features red clay with a streak of triassic rock that is strong and tough until it’s exposed to the elements, approximately 1 million yds. of rock had to be blasted to make way for the road. “They were blasting every day for eight or nine months,” Peterson calculated. As difficult as blasting was, perhaps a bigger challenge is the compressed schedule. “The sooner we open, the sooner we make revenue [from tolls],” Peterson said. “Bond repayment is 32 years. The first project was completed in two years; the second project is scheduled to be finished in three years, from cutting the first tree to opening.” To meet the deadline, crews work six days a week. Because the toll road is a new location project, there was little traffic to worry about: just some cross traffic at the intersections. Nevertheless, because of time and lane restrictions, some work was done on nights and weekends, mostly during the summer between Memorial Day and Labor Day. Two concrete paving seasons were coordinated at night to take advantage of cooler temperatures and for better productivity. “The site is less crowded because paving was the only operation going on,” Peterson said. The paving operation incorporated a new 24-ft.-wide (7.3 m) paver and was one of the

first projects in the state to use stakeless technology. “It’s easier on the subgrade,” Peterson explained. When it’s finished, the entire road will be easier on commuters. To ensure a smooth ride, crews are pouring to meet International Roughness Index specifications. “We mount a laser device to a vehicle to measure deviations in the pavement. The concrete max is 75; our numbers are in the 30s and 40s. The contractor is pretty proud.” The Triangle Expressway is one of the first projects in the state to adhere to IRI standards. The high standards set by the team are an example of their ultimate goal. “We strive to provide a great product,” Peterson said. “There’s a lot of pressure to get things right.” So far, they have. Phase II opened to rave reviews. Taking Its Toll on the Road Had the state not chosen to make this a toll road, Peterson said, the funding format wouldn’t have come up for 20 years. The state didn’t want to wait that long before it could afford to build the road, so the Turnpike Authority designated the Triangle Parkway as a toll way project in 2005. Two years later it was selected to become North Carolina’s first all-electronic toll road. “Originally, it was designed with traditional toll booths,” Peterson said. “But after studying tolls roads in the Northeast and in Texas, in 2007 the board decided not to use toll booths, opting for an all-electronic method of collection. It will save an estimated $60 million in capital costs of infrastructure for the toll lanes, toll booths and personnel. “Because of the novelty of the system, the public requires education on the advantages of tolling,” Peterson said. One of the chief benefits is how much faster it will be. The toll road is expected to shave 20 minutes off the commute in each direction. The speed of travel is augmented by a transponder toll program called NC Quick Pass that keeps traffic moving. Regular commuters can set up an account with the N.C. Turnpike Authority. They then install a pocket-size device in their vehicle’s windshield. Overhead gantries containing radio frequency readers collect the customer’s ID

number and automatically deduct tolls from a pre-paid account. “It’s just like getting on any other road,” Peterson said. “Drivers won’t even notice it.” Travelers without a NC Quick Pass are tracked by their license plate after a camera takes a photo. A bill will then be mailed to the owner of the vehicle. As an added benefit, because so many commuters also travel to regions in the northeast, Peterson said they’re working toward transponder compatibility with EZPass. “It will be seamless for the traveler if we reach an agreement.” Keeping drivers happy is key to the success of this innovative project. “We had to provide a benefit to get people on board. One benefit is an $8 million intelligent transportation system that will monitor the road, using 81 microwave vehicle detectors. The information they retrieve will populate a speed map, alerting drivers to delays, accidents and other important information. There will be full camera coverage of all 18 mi. It will help clear accidents faster,” Peterson said. “The goal is a higher level of service.” Because the Turnpike Authority wants the entire length of its first toll road to “look and feel different,” a separate landscape contract for $5 million was awarded: 140,000 grasses, shrubs and trees will be planted along the route. It’s the first design-build landscape contract in North Carolina. The toll way will be cleaner, with less litter, Peterson continued. And it will be carefully maintained by the Turnpike Authority, with funds built into the bonds for management and maintenance. If traffic picks up, causing increased wear, the funding from additional tolls increases to cover maintenance or expansion as necessary. “We built what we needed to handle existing traffic, with built-in funding for the future.” To keep the toll road in optimal condition, instead of the standard one-year warranty, the Turnpike Authority offered a three-year warranty, with periodic evaluations. “The Operations group gives a maintenance grade twice a year. They look for pot holes, low shoulders, guard rail damage… They’ll maintain it at a 90 percent level of service.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.) AGC to Continue Providing Its Fall Protection Safety Program The Associated General Contractors of America will continue to provide fall protection safety training next year due to a federal safety grant the association is being awarded. The association will use the $120,000 Susan Harwood Training Grant from the U.S. Department of Labor to offer the fall protection safety training designed to prevent potentially fatal falls among construction workers, officials said. “Nothing is more important to our members than the safety of every construction worker,” said Stephen E. Sandherr, the association’s chief executive officer. “The expanded program will help give construction workers the training they need to remain safe on the job site” According to the latest safety statistics, fall-related fatalities remain the single largest cause of construction deaths while the over-

all number of construction fatalities has declined by nearly 50 percent over the past five years, Sandherr said. In 2010, fall-related fatalities account for 35 percent of the total, 260 out of the 751 construction fatalities, he added. The fall protection safety program will be offered in eight different locations next year, reaching as many as 500 construction workers, Sandherr noted. The program will provide comprehensive information about fall protection for both commercial and residential construction, he added. In addition to the fall protection program, the association offers a variety of safety programs and materials that many member construction firms currently use. The association offers educational materials to member firms and in-seat safety training programs across the country.

Ritchie Bros. Auctioneers Achieves Record September Vancouver-based Ritchie Bros. Auctioneers sold approximately $561 million of equipment at 31 unreserved auctions around the world in September 2012, the highest September gross auction proceeds in company history and one of its largest ever months. The company also achieved its highest ever third quarter gross auction proceeds with approximately $848 million of equipment sold during the quarter ended Sept. 30, 2012. The Ritchie Bros. Web site attracted roughly 4.1 million unique visitors in the first nine months of 2012, a 39 percent increase compared to the same period in 2011. “Our record September and third quarter gross auction proceeds reflect steady improvement in equipment supply and demand dynamics, which we discussed on our August earnings call,” said Peter Blake, Ritchie Bros. CEO. “New equipment supply and demand continued to become more balanced during the quarter, which is beginning to increase the availability of used equipment in the market. This is a positive development for our business and growth prospects, though increasing equipment supply resulted in generally more variability in used equipment prices at our auctions in the month of September.

“We expect that increased availability of equipment will continue to stimulate the supply of used equipment.”

Peter Blake Ritchie Bros.

“We expect that increased availability of equipment will continue to stimulate the supply of used equipment to sell at our auctions. This is a promising sign as we move into the fourth quarter and we are confident in our ability to execute and achieve our 2012 plan.” Highlights from the month of September included: • Demand for heavy equipment and trucks remains strong in Alberta On Sept. 5 and 6, 2012, Ritchie Bros. Auctioneers sold close to $54 million of heavy equipment and trucks during a twoday unreserved public auction at the company’s permanent auction site in Edmonton, Alberta. Almost 5,000 registered bidders competed for 4,600 heavy equipment items and trucks, including a selection of more than 120 T/A truck tractors, more than 75

hydraulic excavators and more. • Close to 1,700 heavy equipment items sold in Australia in two days Later in the month, the company sold more than $67 million of heavy equipment and trucks at two Australian unreserved public auctions in Brisbane, QLD (Sept. 18) and Geelong, VIC (Sept. 20). In total, close to 1,700 heavy equipment items and trucks were sold in the two auctions, including 92 wheel loaders, 86 hydraulic excavators, 21 crawler tractors, 36 articulated dump trucks, 52 prime movers and more. • Strong international participation at two-day Texas auction More than 2,950 bidders from 58 countries participated at a two-day unreserved public auction in Fort Worth, Texas, on Sept. 25 and 26, 2012. The company sold more than $40 million of equipment items and

trucks at the Fort Worth auction, which featured more than 3,400 heavy equipment items and trucks. • Massive mining auction held in conjunction with North Carolina Grand Opening To wrap up the record-breaking month of September, Ritchie Bros. held a historic auction at the company’s brand new permanent auction site in Raleigh-Durham, N.C. on Sept. 26 and 27, 2012. More than 2,100 bidders from 51 countries registered on site in Raleigh, on site at a simulcast of the auction in Las Vegas, Nev., or online at www.rbauction.com to participate in the grand opening auction in North Carolina, which featured a massive selection of more than 300 mining and earthmoving equipment items that were used in coal mining operations in Kentucky and West Virginia. The company sold more than 60 Caterpillar D11 crawler tractors on day two of the auction. Local U.S.-based buyers as well as buyers from as far away as Australia and Hong Kong purchased the D11s on auction day. By the end of day two, the company had sold more than $76 million of trucks, heavy construction, earthmoving and mining equipment during the two-day unreserved public auction.

Like all of our equipment, the 850K was designed with extensive input by owners and operators like you. We listened and responded with numerous KSeries enhancements, including additional power and weight for increased productivity. An EPA interim Tier 4 diesel engine for work in nonattainment areas. Spacious redesigned cab that’s noticeably quieter and more comfortable. And best-in-class serviceability features, such as an innovative easy-to-clean “VCool” package. Add to those, the unsurpassed operating ease and maneuverability operators have come to expect from our crawlers, and the 850K is an obvious choice. To get your hands on one, see your John Deere dealer.

Case’s 650L Crawler Dozer Designed Confined Commercial Work Areas Practical for residential job sites and confined commercial work areas, the Case Construction Equipment 650L crawler dozer delivers 74 net hp (55 kW) through a fourcylinder, 4.5-L, electronically fuel-injected, turbocharged Case Family IV engine. Operating weights range from 16,250 to 17,550 lb. (7,370 to 7,959 kg). Low operating height allows the 650L to work around low overhangs, while its lighter weight is ideal for work in soft soil conditions. The short track means easier turning, making the machine extremely maneuverable on the job site. The compact size also makes the crawler dozer easy to transport from job to job. For more information, visit The Case 650L crawler dozer delivers 74 net hp (55 kW) through a four-cylinder, 4.5-L, electronically fuel-injected, turbocharged Case Family IV engine. www.casece.com.

WHILE SOME PEOPLE ARE HAVING A PROBLEM GRASPING THE CONCEPT, THEY’RE SURE NOT HAVING ANY DIFFICULTY GRABBING THE RESULTS. It’s a rubber tire roller that vibrates with enough centrifugal force to equal the output of a 55,000 pound pneumatic. The GW750 handles the toughest HMA mixes with ease, getting balanced high densities from the top through the bottom of the mat. Great on SMA, too! And it provides a sound interlock between new overlays and profiled surfaces. It’s bonus time! www.sakaiamerica.com 1-800-323-0535

Putzmeister Announces Latest Series of Concrete Spraying Equipment Putzmeister has announced its latest advancements in the areas of concrete spraying, mixing and transporting equipment for mining with the introduction of the SPM 4210 WETKRET series and the Putzmeister MIXKRET 4. Designed and manufactured by Putzmeister, the SPM 4210 WETKRET series’ reinforced spraying arm provides a vertical spraying reach of nearly 33 ft. (10 m), while the maximum concrete output of the double-piston pump mounted on the equipment is nearly 26 cu. yd. per hour (20 cu m per hour). Its proportional remote control can be operated both by cable and remote control, allowing for easy operation of the spraying arm, regulation of the concrete output, and adjustment of the dosing pump. The SPM 4210’s axles and reinforced turning system allow it to accommodate the rough working conditions in mining. “The new SPM 4210 incorporates numerous new design changes, from the chassis to the spray arm,” said Patrick Bridger, president of Putzmeister Shotcrete Te c h n o l o g y. “Additionally, it is now offered in various power configurations, which gives users more application options.” The SPM 4210 WETKRET series includes three versions that are designed in accordance with different job site requirements, allowing the equipment to be used in various working environments. The electrically operated, standard version includes an on-board air compressor. The dual drive version has a dual operating system, allowing all of its components to be operated either by diesel or electrically. This version also is available with an on-board air compressor. Finally, the rotor version works with a rotor pump, which allows the equipment to be used for both the wet and dry spraying process. It also includes an on-board air compressor.

Designed to improve efficiency in the concrete spraying process in mining, Putzmeister’s new MIXKRET 4 low-profile concrete mixer provides a concrete transport capacity of 4.4 cu. yd. (4 cu m) and includes a liquid additive tank for transporting and transferring additives to the shotcrete equipment. Equipped with a six-cylinder, 176 hp (130 kW) engine, the machine offers significant climbing and moving power, as well as the ability to work at high altitudes. The MIXKRET 4’s cab, mounted

Andes Tunnel to Speed Up Trade By Almudena Calatrava ASSOCIATED PRESS

BUENOS AIRES, Argentina (AP) South American engineers are trying to tackle one of the continent’s greatest natural challenges: the towering Andes mountain chain that creates a costly physical barrier for nations ever-moredependent on trade with Asia. Instead of pushing cargo over a 10,500-ft. (3,200-m) pass that is often blocked by snow for weeks, they plan to build the longest tunnels in the Americas right through the mountains. That would make billions of dollars worth of Chinese electronics, Chilean wine, Argentine food and Brazilian cars cheaper and more competitive. The proposed $3.5 billion private railway known as the Aconcagua BiOceanic Corridor would link train and trucking hubs on both sides with a 127mi.-long (205-km) railway, including twin 32-mi. (52-km) tunnels. Construction would take 10 years, but once completed, it could save millions of dollars and carve days off shipping times. As it stands, the only major Andean pass in the southern half of the continent is snowed in each winter, stranding hundreds of cargo trucks in temperatures that can fall to minus 13 F (minus 25 C). And Pacific ports remain inaccessible to the Atlantic nation of Brazil, whose trans-Amazonian highway becomes a boggy mess even before reaching the mountains. “There is a gigantic network of infrastructure on both sides of the mountain range with a bottleneck we must free up,” said engineer Nicolas Posse, who is directing the project for Corporacion America. The Argentine company leads a consortium that proposed the project, and both governments have committed to it as a matter of “national interest,” creating a binational commission that is inviting bids. Initial feasibility studies have already been submitted. Currently, much of the processed soy oils, wine and meat Argentina sends to China, as well as Asian electronics destined for Brazil, must first sail around the tip of South America, adding nearly 3,000 nautical miles and another week to the trip. Shipping by rail between Atlantic and Pacific ports would unite the most productive regions of Chile and its South American neighbors, making trade more competitive for all involved. The shipping cost would drop from $210 to $177 a ton for cargo that now moves between Cordoba, Argentina, and Manzanillo, Mexico, the closest

major port with direct rail links to the eastern United States. “This project is just what’s needed,” said Mauricio Claveri, an economist with the Abeceb.com consulting firm in Buenos Aires. He called it a strategic necessity for the Mercosur nations of Argentina, Uruguay, Paraguay, Brazil and Venezuela to develop more efficient trade links with China, Japan and Southeast Asia. Trucking company owner Ivan Caccia’s eyes light up when he calculates his potential savings from the tunnel, which promises to reduce the Andean passage from 12 hours to just 2 1/2 hours. Each trip Caccia & Sons trucks make carrying wine and fruit between Argentina’s Mendoza province and Chile’s capital of Santiago costs $1,400 and takes two days. With the tunnel, it would cost just $840 and his trucks could make it there and back in the same day. “The economic part of this project is important, but also the human aspect, because having a truck driver stuck in the snow for three or four days isn’t very pleasant,” he said. The world’s longest tunnel now in operation links Japan’s two largest islands, Honshu and Hokkaido. That will be surpassed in 2017 by the Gotthard Base Tunnel, which will run for 35 mi. (57 km) under the Swiss Alps. The Andean consortium also includes Japan’s Mitsubishi Corp., Chile’s Empresas Navieras SA, Contreras Hermanos SA of Argentina and Italy’s Geodata SpA, which helped design other proposed tunnels linking Turin, Italy, and Lyon, France, as well as Europe and Africa through the Straits of Gibraltar. All those efforts had government funding. What makes the Andean project unique is that it will be paid for privately by the consortium and through usage fees. The binational commission will provide loan guarantees, but put up no taxpayer money. Chile’s mining wealth and Argentina’s agricultural bounty have sustained their economies, delivering positive trade balances year after year, but both countries need to produce and move those exports more efficiently to maintain growth. Chile imported $75 billion worth of goods and exported $81 billion last year, while Argentine imported $74 billion and exported $84 billion, the U.N.’s regional economics commission reported Tuesday. The project takes its name from nearby Aconcagua mountain, which dominates the border and is the highest

peak in the Americas at 22,822 ft. (6,981 m) above sea level. The train engines, which would be powered by electricity rather than coal or diesel to reduce the environmental impact, are to link a transportation hub in Lujan de Cuyo on the Argentine side with Los Andes, Chile. The tunnels will descend from Punta de Vacas, Argentina, at 7,851 ft. (2,393 me) above sea level, to Saladillo, Chile, at 5,039 ft. (1,536 m), both below the steeper slopes and higher altitudes that get paralyzing snow each winter. The initial phase would open a single tunnel and cost $3.5 billion with a capacity of 24 million tons of cargo a year. Depending on demand, the capacity could grow to 77 million tons and the total price tag to $5.9 billion by adding a second tunnel and additional rail lines on either side. As many as four mechanical excavators will be used to carve through the mountains. “It’s a multimodal system: It works like a ferry. Each train, about 750 meters long, can transport containers of merchandise and trucks with their drivers as well as other train formations, which would switch locomotives to make the crossing,” Posse said. The idea is to enable cargo to make the entire journey between Atlantic and Pacific ports without having to be transferred along the way. Any megaproject faces difficulties in a region as politically and economically unstable as Latin America. To start with, there’s no guarantee that the consortium will win the bid, although Corporacion America and Empresas Navieras are corporate leaders in Argentina and Chile, and Mitsubishi is one of the world’s largest trading companies. Posse said there’s nothing particularly challenging about the Andes that engineers aren’t already resolving in the Alps. “An enormous amount of understanding has developed in the last 20 years and this is a huge advantage,” he said. “What has been learned digging long tunnels is that the most important thing is to be obsessively prepared for what might happen in the field.” And promoters say it will pay for itself and more through cargo fees that companies the world over will gladly pay to speed their products to market. “We’re betting on reducing the travel time to a third of what it is now, and thus bringing more profits all around. We’re talking about cargo fees that will make the shipments cheaper and Argentine and Chilean exports more competitive,” Posse said.

Bobcat Packs Increased Power in Its T750 Compact Track Loader Bobcat’s T750 joins the Bobcat MSeries loader line, which includes the T630, T650, T770 and T870 compact track loaders and the S630, S650 and S850 skid steer loaders. All Bobcat MSeries loaders share features such as improved power and performance, better visibility and operator comfort, according to the manufacturer. The T750 delivers a lift height-tohinge pin measurement of 132 in. (335 cm) — more than 3 in. (7.6 cm) higher than a T300 and features a 23-gal. (87 L)-per-minute standard hydraulic flow — 11 percent more than the T300 it replaces. The T750 has an operating weight of 10,327 lbs. (4,684 kg), a rated operating capacity of 3,325 lbs. (1,508 kg) and is powered by an 85-hp (63 kW) turbo-diesel engine. Production Is Key to Profitability The hydraulic systems on M-Series loaders have been engineered for higher standard flow and pressure that give attachments more power to work more quickly. New job-enhancing features were added to the optional deluxe instrumentation panel. Available only on MSeries machines, the panel intelligently monitors key loader functions, and the keyless start helps prevent theft. The new 5-in., full-color LCD screen offers better readability and interaction. Easyto-read virtual sweep gauges allow the operator to quickly read and understand the machine’s performance. Increased Uptime The loaders are designed to work long hours on demanding job sites, and operators want to spend minimal time on routine maintenance to start the workday earlier. Simple checks make it easier to perform maintenance correctly at the proper intervals, according to the manufacturer. The auxiliary hydraulic quick couplers are mounted directly to the front plate of the lift arm to provide a solid mounting, and hoses are routed through the loader arms for better protection. A guard bar extends in front of the coupler for added protection. Keeping the loader cool when working long hours is important in prolong-

ing the service life of the machine. That is why Bobcat designed the cooling system on the M-Series for increased efficiency and higher performance. The new design also makes it easier to clean out the cooling system, with an oil cooler that swings up, allowing the operator to clean the area between the oil cooler and the radiator. Improved Visibility The T750, like other M-Series loader models, features a cab-forward design that moves the operator closer to the attachment and provides enhanced visibility in all directions. Visibility is provided to the cutting edge of the bucket or the corners of an attachment because of the large cab door. The cab door threshold has been lowered and the overall surface of the door has increased more than 40 percent to provide improved visibility and make it easier for operators to enter and exit the cab. Windows on the sides and rear of the cab also have been increased in size to provide more visibility to the tires and to the rear. The larger top window makes it easier and more comfortable for the operator to see the attachment with the lift arms raised, an advantage when loading trucks or performing other tasks.

Cab Comfort Comfortable operators are more productive, so to create a better working environment, Bobcat increased the size of the M-series cab by 10 percent, improved cab pressurization and designed the interior to allow operators to adjust the environment to their individual preferences. Bobcat M-Series loaders have a pressurized cab, with a new one-piece seal that goes all the way around the door and fits into a special curved pocket. This minimizes the amount of dirt and dust that might enter the cab, creating more enjoyable working conditions and making it easier to clean the cab. Noise is another factor affecting operator comfort, and Bobcat reduced the sound level of M-Series loaders by more than 60 percent. New engine mounts improve isolation to decrease vibration and reduce sound levels. The control levers on the optional selectable joystick controls (SJC) move up and down in conjunction with the seat to reduce arm movement and fatigue as the operator controls the machine. The joystick mounts slide forward or backward to adjust to the preference of each individual operator. For more information, visit www.bobcat.com.

A total of 105 consignors had machines in this sale. Taking a good look at the dozers including this Cat D5H XL are independent contractor, Philip Ballard and his wife Jeanetta, Utica, Ky.

(L-R): Brandon Ritchason recently rejoined the Ritchason Auctioneers staff and was ready and waiting to get the sale under way with Daniel Pruitt, operations manager, and Dewain Ritchason, president. Sector’s Overall Employment Rate Remains Lower Than 2011 EMPLOYMENT from page 1

Stephen E. Sandherr, the association’s chief executive officer. “It appears that for every rebounding market segment, there is another one that is shrinking.” Construction firms employed 5.523 million people in September, up from 5.518 in August, Sandherr noted. Despite the monthly gains, however, the sector’s overall employment in September was 5,000 lower than one year earlier. The construction industry employs 2.2 million fewer people than it did six years ago when the sector’s employment peaked at 7.7 million workers. Both residential and nonresidential construction added jobs in September, even as residential construction outpaced nonresidential for the year. Residential building contractors added 1,100 jobs in September and have gained 3,200 for the year. Meanwhile, residential specialty trade contractors added 2,300 jobs in September and 19,700 for the year. Nonresidential building contractors added 1,100 jobs in September, but have lost 12,400 during the past 12 months.

Nonresidential specialty trade contractors added 1,500 jobs for the month, but lost 30,000 for the year. And the heavy and civil engineering construction sector lost 200 jobs in September, but has added 14,600 since September 2011. Sandherr cautioned that over two million former construction workers have left the industry, either to retire or for other jobs in faster-growing sectors. He said that as a result, the industry will have a hard time finding skilled workers once construction demand rebounds. The association official added that federal tax and spending uncertainties were making it hard for firms to encourage people to consider careers in construction. “Becoming a skilled construction worker requires months of training and practice,” Sandherr said. “It is hard to get new workers to start months of training for jobs that may not be there next year if firms are paying more in taxes and earning less on public projects.”
