Construction continues on a $2.8 billion, 582-megawatt energy facility on 3,000 acres (1,214 h) in Kemper County, Miss., about 20 mi. north of Meridian. The plant uses electric power plant technology called integrated gasification combined cycle (IGCC). “Mississippi Power has a need for a new base load generation resource by 2014. Base load generation runs 24/7,” said power company spokesman Jeff Shepard. “It’s been nearly 30 years since Mississippi Power last built base load generation to meet the needs of our customers.” Six years ago, a comprehensive generation study and evaluation of financial, environmental and technological assessments identified the Kemper County energy facility as the best new generation resource for meeting a growing customer demand, according to the power company. After two phases of public hearings, the Public Service Commission issued an order in June 2010, clearing the way for the plant to be built. see PLANT page 54

LOS ANGELES (AP) Confidence among U.S. homebuilders remains at its highest level in six years, reflecting improved optimism over the strengthening housing market this year and a pickup in visits by prospective buyers to builders’ communities. The National Association of Home Builders/Wells Fargo builder sentiment index released Oct. 16 rose to 41 this month, up from 40 in September. That’s the highest reading since June 2006, just before the housing bubble burst. Any reading below 50 indicates negative sentiment about the housing market. The index hasn’t been above 50 since April 2006, the peak of the housing boom. The gauge of current sales and builders’ outlook on sales over the next six months remained unchanged from September’s reading. But a measure of traffic by prospective buyers rose 5 points to 35, the highest level since April 2006. The survey is based on responses from 400 builders. It has been trending higher since last October, when the reading stood at 17. The index sank to 8, its lowest point dating back to 1985, in January 2008. Construction Sector Adds 17,000 Jobs in October Construction employers added 17,000 jobs in October while the industry's unemployment rate fell to 11.4 percent, according to an analysis of new federal data released Nov. 2 by the Associated

General Contractors of America. Association officials noted that total construction employment levels have changed little during the past year while the declines in the industry’s unemployment rate are

coming as more former workers leave the industry. “Despite five consecutive months of construction employment gains, the overall employment picture is essentially

Wright Express Corporation, a global provider of value-based business payment processing and information management solutions, in collaboration with IHS, a global source of information and analytics, released results of its Wright Express Construction Fuel Consumption Index (FCI), which indicated a decrease of 2.2 percent in August versus its level the previous year. The Wright Express Construction FCI measures national fuel consumption statistics for the construction industry, which provides an accurate and up-to-date indication of construction activity in the United States. “The results of the August 2012 Fuel Consumption Index reflect the continued struggle for growth in the U.S. construction industry,” said Rick Pomerleau, vice president, corporate development at Wright Express. “While in recent months we saw somewhat consistent FCI growth yearover-year and nearly flat growth in July, the decline in August serves as a reminder that the economy has yet to stabilize.” Wright Express worked with IHS to capture and analyze transaction data from its closed loop network of more than 180,000 fuel and vehicle maintenance locations, including over 90 percent of the domestic retail fuel locations and 45,000 vehicle maintenance locations. With this data, the Wright Express Construction FCI can be used to identify emerging trends within the construction industry and the national economy. The indicators were tested at monthly, quarterly, and annual frequencies, with the greatest insights produced using the yearover-year percent change of the monthly data. For August 2012, the Wright Express Construction FCI reported that fuel consumption by U.S. construction companies decreased by 2.2 percent versus August 2011 and also declined by 2.1 percent versus the previous month. The Wright Express Construction FCI, which is available monthly in advance of the U.S. Census Bureau figures on con-

struction spending, is available at www.wrightexpress.com/fci. Last month’s Wright Express Construction FCI corresponded with decreased construction spending levels evident in most of the government’s subsequent construction data releases. Construction spending excluding improvements — a good measure of activity — decreased by 0.2 percent in July; however, one positive segment was private residential construction, which rose by 1.6 percent. August housing permit statistics mirrored the declining Fuel Consumption Index by falling 1.0 percent in August to an annual rate of 803,000. Housing starts did climb to their second highest level since October 2008 with an increase of 2.3 percent in August. Total construction put-in-place decreased by 0.9 percent in July. IHS Analysis According to the IHS analysis, the decline for the Wright Express Construction FCI in August coincides with difficulties for the U.S. construction industry, but recent housing statistics suggest modest improvement. Existing home sales jumped 7.8 percent in August, which is the best figure since May 2010. Although there were some larger increases in 2009 and 2010, those were boosted by tax credits, while this month’s increase was driven by economic fundamentals including an improving economy, low interest rates, and a drop in the cancellation rate. Normal economic conditions are still at least a couple of years away even though the housing market is expected to see some improvement this year. The rise of home prices in recent months is due to a rising demand by investors, low interest rates, and a drop in the proportion of distressed sales. Any gain in prices is good news because the price gains reduce the number of homeowners with “underwater” mortgages. The current economic outlook, however, is for a modest recovery that lasts three to four years, not the sharp upswing that characterizes most housing recoveries.

ARTBA Names Transportation Development HOF Class A one-time chief executive officer of an international traffic safety firm and a top national engineer have been selected for induction into the 2012 American Road & Transportation Builders Association (ARTBA) Foundation’s “Transportation Development Hall of Fame.” Launched in 2010, the hall honors individuals or families from the public and private sectors who have made extraordinary contributions to U.S. transportation development during their careers. A committee of judges comprised of construction industry journalists reviewed the nominees and selected: • Harry Heltzer, former chairman and chief executive officer of 3M Company; and • James R. Madara, senior vice president of Gannett Fleming. Both men were inducted in the Transportation Design & Construction Industry Leaders (Individuals or Families) category, which honors men, women and families who have made significant contributions — beyond just having successful businesses or careers — that have notably helped advance the interests and image of

the transportation design, construction and safety industry. Harry Heltzer, 1911-2005 Heltzer’s legacy at 3M spanned five decades. He came to be known as the “father of reflective material.” He joined 3M in 1933 with a metallurgical engineering degree from the University of Minnesota. He quickly gravitated to the firm’s mineral laboratory, where his interest in the field of optics and retro-reflectivity led him to join a fledgling team of 3M researchers working with glass bead optical elements to improve the visual characteristics and durability of traffic devices. The group’s pioneering work — first in pavement marking applications and later in reflective sign sheeting — led to the first fully reflective traffic sign being erected at a Minneapolis intersection in 1939. He later oversaw production of what became known as “Scotchlite Reflective Sheeting,” and then served as vice president and general manager of the reflective products division. In 1970, he was named chairman and CEO, and was credited with

expanding 3M’s global reach and international growth. Heltzer was appointed by President Lyndon Johnson to the “President’s National Highway Safety Advisory Committee.” He held leadership positions at the Highway Users Federation, International Road Federation, National Safety Council, Automotive Safety Foundation, International Chamber of Commerce, and U.S.-USSR Trade & Economic Council. He passed away in 2005 at age 94. Jim Madara Jim Madara, a senior vice president with Gannett Fleming, has been making a mark as an engineer, volunteer association leader and good corporate citizen for nearly 60 years. He served as the firm’s first general manager and established its first human resources and business development divisions. A registered engineer in 12 states, he helped lead the expansion of its operations in Los Angeles, Anaheim, San Diego, San Francisco, Seattle, and international projects in the Far East. He was a principal on major rail transit, interstate highway and toll-road

projects. He has been an ARTBA member for more than 50 years and his leadership positions are unmatched: 1993 chairman, senior vice chairman, treasurer, western region vice chairman, planning and design division president, membership development chairman, Foundation trustee, and chairman of the Past Chairman’s Council. Over many years, Madara has played a key role in helping significantly boost the association’s membership base and service programs. One of the most visible impacts of Madara’s many contributions also can be found in his community. He has made hundreds of presentations to civic, local and church groups about the importance of infrastructure investment to jobs, the economy, and quality of life. He mentors middle school students in math and sciences in the Allentown, Pa., area, volunteers at the Good Shepherd Rehabilitation Center and is involved in numerous other civic activities. Heltzer and Madara will be honored during a special ARTBA Foundation Awards dinner June 2013.

Kawasaki Introduces Redesigned 95Z7 Wheel Loader Kawasaki unveiled its all-new 95Z7 wheel loader, a machine that has been completely redesigned to meet all EPA Tier IVi emission standards as well as to improve operating efficiency and productivity. At 388 net hp (289 kW) and equipped with a 7.3 cu. yd. (5.6 cu m) general purpose bucket, this production class loader is a pace setter in the industry. The 95Z7 was introduced at a two-day event in Pine Mountain, Ga., on Oct. 29 and 30. The most obvious change to the 95Z7 is its overall appearance. These styling changes are functional as well as aesthetic. The hood design improves rear visibility and serviceability. The powertrain for the 95Z7 provides power and durability. The reliable and fuel efficient Isuzu 6WG1 diesel meets all Tier IVi emission standards with the use of cooled exhaust gas recirculation and diesel particulate filter or exhaust filter systems. The 16-L engine is the largest in its class. The big planetary automatic‐shift transmission has automotive‐style smooth shifting from pulse width modulation in the control valve. This transmission also has standard lock‐up torque converter to improve fuel economy and performance. Plus the 95Z7 has standard traction control and torque proportioning differentials to reduce wheel spin and extend tire life. The service brakes are mid‐mounted for high capacity and cool operation and the final drives are outboard mounted for easy access. The totally redesigned hydraulic system uses reliable, high-performance Kawasaki variable displacement piston pumps that improve fuel efficiency. The operator station is roomy and provides excellent visibility, controllability and comfort to optimize productivity. Diagnostic systems have been improved to allow for more detailed data access to troubleshoot issues quickly and accurately. Serviceability is improved with easy access to the engine, cooling system cores and filters. Oil change intervals have been increased for the engine and hydraulic systems to reduce overall

JCB Secures $4.8M Engine Deal With Johnston Sweepers JCB has won a landmark deal to supply engines to the world’s leading manufacturer of street cleaning equipment. The agreement — initially worth almost $4.8 million per year — has been secured with Johnston Sweepers, which supplies its equipment to the public sector, contractors, the rental market and airports through a network of 200 global dealers. The contract is a significant milestone for JCB as it was secured just weeks after the new Tier IV Ecomax engine went into full production at JCB Power Systems in Foston, Derbyshire. JCB’s engines already power more than 70 percent of the construction and agricultural machines JCB manufactures each year. “JCB and Johnston Sweepers share the same values of producing world-leading products driven by both design and manufacturing excellence as well as efficient operation,” said JCB powertrain managing director Malcolm Sandford. “The JCB Ecomax engine will deliver huge benefits to

Johnston Sweepers, and we are delighted to secure this business.” JCB competed against fierce international competition before winning the deal with Johnston Sweepers. The manufacturer will begin producing engines for Johnston Sweepers’ equipment in December 2012. JCB will primarily supply Johnston Sweepers with JCB’s 4.4 L 55kW Ecomax engine, which is Tier IV final ready, without requiring SCR systems or diesel exhaust fluid / Adblue. Founded in 1904 and with two factories in Great Britain, Johnston Sweepers sells equipment all over the world, including the UK, western Europe, Australia, Russia and the USA. orking men and women of the oil and gas industry had the opportunity to check out the latest product developments, services and technologies at the Permian Basin International Oil Show, held Oct. 16 through 18 in Odessa, Texas. The exhibit featured more than 700 oil and gas related companies exhibiting in 1,114 specs. Every even-numbered year, the Permian Basin International Oil Show Inc., brings together people from every phase of the petroleum industry. Leaders come to Odessa, Texas, from every corner of the world to learn about the latest technology, the newest equipment, to transact business and renew friendships. The Permian Basin International Oil Show Inc., not only showcased the

latest technology, it also honored the industry’s past. A working cable tool rig operated daily on the show grounds during the threeday show, surrounded by trucks and oilfield equipment from the 1930’s, a key growth period for the industry in the Permian Basin. Over the years the show has grown not only in size but in importance as well. Having survived the booms and busts, industry slumps and slow-downs, wars and embargoes, the Permian Basin International Oil Show Inc., is still one of the largest Petroleum Expositions in the world today. The Permian Basin International Oil Show Inc., is a non-profit venture whose sole purpose is educational, designed to serve the oil and gas industry.

Crushing, Screening & Recycling Section Metso Unveils Latest Crushing and Screening Products Metso distributors and customers from throughout North America converged on Columbia, S.C., Oct. 24 and 25 for Metso’s 2012 New Product Expo. Kolberg-Pioneer Raises $20K for Sick Employee Through charitable employee and community contributions, local manufacturer Kolberg-Pioneer Inc. was able to help in efforts to raise more than $20,000 for employee Linda Stock, who has worked for the company since 1987 in the technical publications department and was diagnosed in July with a blood cancer called Myelodysplastic Syndrome. Several fundraising efforts were held, including selling “Team Stock” bracelets, holding raffles, splitting proceeds with local artisan Jean Koupel, working with Scentsy and Tupperware consultants who donated proceeds, and hosting a community benefit at Rounding 3rd in downtown Yankton. More than 400 people attended the benefit, and were entertained by the band “Mrs. Begley and the Boys,” which donated its time for the event. “Because of all of the bills that piled up due to testing and treatments, we decided to try to help out Linda as much as we could,” said Casey Sloan, who works in Service at Kolberg-Pioneer. “Linda is extremely grateful for everyone’s support — every little bit helped.” Stock, who will have a bone marrow transplant in October, will undergo chemo treatments in Omaha, Neb., for a few months, and hopefully return to Yankton in February. “I’ve realized through all of this how great KPI and its employees are, as well as the community of Yankton and all of my friends and family,” Stock said. “I’d like to thank everyone for their support — it means so much!” For more information, call 605/668-2524 or visit www.kpijci.com.

Komatsu Introduces 200 Ton Truck Class With 730E (AC) Building on the success of the 730E DC drive haul truck, Komatsu’s AC drive 730E (AC) mining truck utilizes a modern design concept with proven drive system technology and advancements in structure, hydraulics and telemetry. The AC drive 730E (AC) is slated for limited release in 2013, followed by full production in 2014.

Designed for the Future Komatsu recognizes that mining investment requires careful consideration for the total cost of ownership over the life of an asset. The 730E (AC) with AC drive is designed for today’s mining customer and configured for the challenges of the future. Miners are often moving to smaller ore bodies

in more remote locations. The new 730E (AC) design can be quickly deployed into difficult projects and then moved to the next opportunity as necessary, according to the manufacturer. The bolt-together design makes field assembly and disassembly less complicated and reduces the need for skilled technicians in the site erection process. The new frame and axle housing has a robust design and performance. Built for Availability and Ease of Maintenance As with all Komatsu mining trucks, the new 730E (AC) is designed with an easily removable powertrain module, further reducing the time needed to complete on-site maintenance. The simplicity of the 730E (AC) design makes it easier to train service technicians and complete regular maintenance tasks because the 730E (AC) has fewer hoses, bearings, pumps and wear components than other trucks available today. Technology That Today’s Miners Need The 730E (AC) is equipped with KOMTRAX Plus (former VHMS) technology, which sends machine operating information to a secure Web site utilizing wireless technology. Without any additional IT expense, data such as operating hours, component trends, machine utilization (including idle time and fuel consumption) and production information are relayed to the web application and made available online for analysis. In real time, the KOMTRAX Plus fleet monitoring system monitors machine availability, allows for remote diagnosis of machine issues, and provides a wealth of other information to drive business efficiency.

Liebherr Returns to 240-Ton Class With T 264 Mining Truck In order to expanded its product range and synergize with its line of hydraulic mining excavators, Liebherr has returned to the 240ton (218 t) class with the premiere of the T 264. Backed by 30 years of design and operational experience, this fuel-efficient mining truck is built for safety and reliability, and is sized to match the Liebherr R 996 B and R 9800 hydraulic excavators, as well as electric shovels and wheel loaders for optimal performance, according to the manufacturer. The T 264 combines a Litronic Plus AC drive system and a high power engine (up to 2,700 hp/2,013 kW) to yield higher speeds on grade. Developed and built by Liebherr, the Litronic Plus drive system determines the optimal way to extract power from the diesel engine. Efficient loading of the engine is critical to minimize fuel consumption and maximize performance. The advanced traction control system with four-wheel speed sensing capability automatically adjusts torque to the rear wheels in order to maximize traction when cornering, accelerating from a standstill, or traveling down wet or icy roads. With the addition of Super Econodyne, rated up to 88,000 lbs. GCWR, the aerodynamic Pinnacle offers even greater operating benefits while maintaining driver satisfaction. Contributing to the fuel-efficiency improvement is the Super Econodyne’s “down speed” feature. Super Econodyne is engineered to “down speed” more than 200 rpm at a highway speed of 65 mph, cruising at 1,160 rpm versus 1,380 rpm. This reduces fuel consumption by up to 2 percent compared with previous engine models, with a corresponding reduction in CO2 emissions. The Mack proprietary C125 drive axles deliver an additional 1.5 percent fuel economy improvement. “Super Econodyne builds upon our roots,” said David McKenna, Mack director of powertrain sales. “Mack pioneered the low-speed Econodyne engines in the 1960s. Historically, we’ve insisted on gearing fast, running slow. Now, we’ve designed a completely integrated system to run efficiently at 450 rpm above idle speed when before it was 700 to 800 rpm above idle speed.” The Mack MP8-445SE offers 445 hp (332 kW) and up to 1,760 lb.-ft. of torque. The C125 axles have a 2.66:1 ratio. All powertrain components communicate with each other via Mack software. “It’s the ultimate in complete powertrain integration,” McKenna said. “The engine seamlessly communicates with the transmission, which seamlessly communicates with the vehicle, resulting in instantaneous decisions. And home prices rose nationwide in July compared with a year earlier, according to the Standard & Poor’s/CaseShiller index. That was the second straight year-over-year gain. Construction of single-family homes rose in August to the fastest annual rate in more than two years. Home sales have been boosted by ultra-low mortgage rates. A limited supply of homes for sale also has helped drive prices up. Despite the positive strides, sales of new homes and the pace of new construction remain well short of levels considered healthy. And while many economists anticipate the turnaround will continue gaining momentum next year, the housing market isn’t expected to recover fully until job growth improves and the unemployment rate, now at 7.8 percent, declines further. Though new homes represent less than 20 percent of the housing sales market, they have an outsize impact on the economy. Each home built creates an average of three jobs for a year and generates about $90,000 in tax revenue, according to the NAHB’s data.

Now that construction is well underway, many local citizens are not only seeing the progress, but also are benefiting from the activities in their own communities. With the construction phase, many local businesses are benefiting from all the construction workers who are living near the site. In the future as the plant becomes operational and the permanent jobs are filled we hope to see many local people permanently employed. Many people across the state of Mississippi and maybe even the Southeast are more familiar with Kemper County now, due to the attention given to this project.” Mississippi Power also has signed longterm contracts to sell the by-products from the gasification process. Revenue from the sale of these by-products will lower the overall costs for customers by approximately $50 million annually once the plant is operational. Building the new plant, however, is not without controversy. Attorneys for Mississippi Power and the Sierra Club have been battling in court, debating whether the economics of the plant justify construction at this time. The plant is expected to be about three-fourths complete by the time a decision is reached. “When Mississippi Power was looking at options for new base load generation, we looked at all options,” said Shepard. “The Kemper County energy facility was the best choice for our customers during the approval process, and it remains the best choice. This facility will allow us to provide safe, reliable and environmentally responsible electricity to our customers for the next 40 years.” Mississippi has a four-billion-ton reserve of lignite, with the Liberty Mine in Kemper County providing a significant portion. The Kemper energy facility will use approximately 375,000 tons of the locally mined lignite per month, which translates to roughly 150 million tons over the next four decades. Mississippi Power, a Southern Company subsidiary, serves roughly 186,000 customers in almost two dozen southeast Mississippi counties. The sector’s overall employment in October is 20,000, or 0.4 percent, higher than one year earlier when firms employed 5.519 million workers. However, Simonson noted that overall construction employment remains down by nearly 2.2 million compared to six years ago when the sector’s employment peaked at 7.7 million workers. Both residential and nonresidential construction added jobs in October, with nonresidential construction outpacing residential construction for the month. Residential construction added 4,700 jobs in October, as residential building contractors lost 2,000 employees while residential specialty contractors added 6,700 new workers. Residential construction employment is now up by 12,300 compared to 12 months ago. Nonresidential building contractors added 12,200 jobs in October, but are only up by

7,600 jobs compared to one year ago. Nonresidential specialty trade contractors added 10,100 jobs for the months while nonresidential building contractors added another 4,600 jobs. However, heavy and civil engineering construction firms lost 2,500 jobs during the month as public sector investments in construction continued to decline. Association officials noted that the October data did not reflect impacts from the massive storm that damaged much of the eastern United States. They said reconstruction and repair work that was likely to take place in November and throughout the winter months would have minimal overall effect on construction employment. “Even as some firms pick up work repairing damaged buildings and infrastructure, other firms will suffer as previously planned projects are cancelled or delayed,” said Stephen E. Sandherr, the association’s chief executive officer. “Construction employment is not likely to change significantly because of Hurricane Sandy.”

Vac•Con Launches Revamped Web Site; Features New Design Vac•Con Inc. unveiled its new Web site after nearly four months of design and updates. The new Web site features a section for municipal and contractor markets that is tailored to their industries. Some of the highlights of the pages include product demonstration videos, photos of machines and product line information. The pages aim to provide pertinent information for both markets. The Web site also underwent a major facelift in order to refresh the site with a more contemporary image. The old site had a predominantly black and red color theme, whereas the new site is white and

gray. The site also features custom dealer pages that take the user to an internal webpage that displays dealer information in their geographic locations. The old site simply offered contact information. To go along with the Vac•Con branding of Expertise, Technology and Responsibility, the homepage layout features those three items, each one having an image associated with advertising and marketing, explaining how Vac•Con is at the forefront in those categories.
