A change in the way the federal government reviews bridge projects for possible historical significance — one longadvocated by the American Road and Transportation Builders Association (ARTBA) — could save taxpayers an estimated $78 million and reduce wait times for repair projects on more than 196,000 U.S. bridges. A Nov. 16 decision by the Advisory Council on Historic Preservation (ACHP) will allow the Federal Highway Administration (FHWA) to streamline the historic preservation process for concrete and steel bridges built after 1945 by allowing the projects to go through the regulatory review process as a group, rather than individually. In an Oct. 1 letter supporting the change, ARTBA noted that the approach is similar to how the agency dealt with historic preservation issues impacting rehabilitation and reconstruction of the Interstate Highway System (IHS) under the prior surface transportation reauthorization law. At that time, ARTBA similarly supported exempting large portions of the IHS from historic preservation regulations by identifying areas with historic value beforehand. ARTBA said the new review process “recognizes while there will certainly be instances where active steps to preserve historical portions of the bridges will be necessary, the majority of bridge improvements in this class will not affect anything of historical significance.” For more information, visit www.artba.org.

Virginia Legislates Selling Naming Rights for Its Roads Ê

Commuters in Virginia may see new names on familiar roads and bridges next year. In an attempt to generate revenue, the Commonwealth of Virginia recently passed legislation including a novel provision allowing the state to sell naming rights on transportation infrastructure. It’s all about revenue, stated Tamara Rollison, communications director of the Virginia Department of Transportation (VDOT). Facing increasing maintenance fees and dwindling revenue, Virginia threw its support behind Gov. Bob McDonnell’s transportation initiative in this year’s General Assembly, hoping the measure will generate tens of millions of dollars for roads. According to reports, the Virginia Center for Transportation Innovation and Research estimates potential earnings of $27.3 million in the first five years and $273 million over 20 years from this plan. “It’s a new thing,” indicated Rollison, who said she doesn’t know of another state with similar legislation. “We think it’s an innovation.

It’s definitely new territory for DOTs and for us. Now the question is, where do we start?” It starts with outlining the procedure. Expected to go into effect in July, the program is still being defined. “We’re in the process of developing guidelines and a plan to administer it,” Rollison said. Initial projections indicate prices ranging from $5,000 to $200,000, depending on location, although which specific roads and bridges will be included has yet to be determined. “Pricing depends on location and traffic volume,” Rollison elaborated. “Busy urban areas and high-traffic areas will cost more.” What’s In a Name Prices in high-traffic areas will be higher because of increased exposure. However, Sen. Barbara Favola, D-Arlington, who opposed the bill, not only doubts the plan will raise a significant amount of money, but told the media, “People aren’t going to spend millions of dollars to put their name on a bridge and be associated with congestion.” One organization has already
proven her wrong. People for the Ethical Treatment of Animals (PETA) expressed interest, hoping to name some Virginia road “Spay Today Way.” “It was an irresistible opportunity to get every commuter’s attention to the homeless animals crisis in a way that would make motorists smile and perhaps think, ‘Actually, I do need to call and get Daisy fixed,’” said PETA President and co-founder Ingrid Newkirk. PETA Executive Vice President Tracy Reiman said, “I think it’s something so basic that everyone who cares about animals can agree on. It’s not sexy. It’s not provocative. It’s just about the health and safety of animals.” “We batted about a lot of names, but this was our office favorite because it’s simple, clear and fits with a roadway,” Newkirk added. “PETA believes that ‘Spay Today Way’ would be a fun way to remind motorists about the lifesaving benefits of spaying and neutering dogs and cats and about their responsibility to have their own companion animals sterilized.” Of the eight million animals entering shelters every year, approx-
imately half are euthanized due to the lack of homes. “Every kind person in the world aches to see perfectly healthy dogs and cats put down,” Newkirk stated, “but the fact is finding a home for this one here and that one there doesn’t ‘fix’ the problem: it has to be cut off at the pass by spaying and neutering them so that we stop having litters of unwanted puppies and kittens filling our nation’s shelters and pounds.” Rules of the Road In addition to roadways, bridges, tunnels and a ferry also may become available for naming. Also potentially available are ad space on 511 transportation information signs and safety service patrol trucks and banners on the web site. In the future, it could be expanded to rest areas and welcome centers. “That’s not part of this legislation,” Rollison explained, “but it’s under consideration. We are looking at all assets for potential advertising.” Wherever the advertising is placed, it cannot contain any profanity, obscenity, vulgarity, sexually explicit or racially offensive mes-
sage. Nor can it condone violence. In addition, all signage must comply with Federal Highway Administration regulations regarding consistent signage. “Motorists have to be able to read it without it being a safety hazard,” Rollison said. Rollison said VDOT hopes to have guidelines developed by the fall. Once the guidelines have been approved by the Federal Highway Administration and the Virginia Transportation Board, an RFP will be issued. After that, they hope to award a contract by the beginning of the year. Expecting enthusiast response, Rollison points out that another proposal by Gov. McDonnell to divert part of the state sales tax to roads was not approved. “We don’t raise taxes for transportation programs. The last time did was 1986; we’re conservative.” Instead, she said, “Virginia is a leader in partnering with the private sector to generate improvement,” adding that this program “offers a lot of opportunity for the private sector.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.) Allied Paving Paves New Caterpillar Plant in Georgia Construction of the new Caterpillar plant in Athens, Ga., is well under way and Allied Paving Contractors Inc., Pendergrass, Ga., is on site for paving work. Allied is the same company that did the paving for the Caterpillar skidder plant expansion in LaGrange, Ga., approximately five years ago. A package of three new Cat paving products were purchased by Allied specifically for this project: A Cat AP1000E tier IVi paver; a Cat CB54B joystick control dual drum asphalt compactor; and a Cat CB434D dual drum compactor. John McLean, of Allied Paving Contractors Inc. stated that Plateau Grading, Austell, Ga., installed the base and subcontracted the curb work and Allied is putting the final grade on it and placing the asphalt. “We started on the job at the end of October and when we are finished, we will have laid 16,000 tons of asphalt pavement on approximately 100,000 square yards. We’re utilizing two specs, with the heavier being three inches of binder and two inches of topping and the lighter being the employee parking area to be two inches of binder and one inch of topping,” McLean stated. Allied will be placing the binder this fall and the topping in the spring — late February/early March. “It’s typical construction practice to do it this way so as not to damage the final surface

When James Gregory Poole Sr. and his uncle, William Lewis Gregory, founded an equipment dealership in Raleigh, N.C., in 1951, one of the manufacturers they aligned themselves with was Caterpillar. In the 1950s Gregory Poole Equipment Company specialized in sales and service of heavy construction and materials handling equipment. By the late 1960s, they had added an industrial division. Now run by J. Gregory Poole III, president, CEO and third-generation family owner, the company employs more than 850 people at 22 locations, where they provide sales, rental, parts and service for construction, agriculture, forestry, lift systems, floor cleaning, marine power, on-highway transportation, compressed air and electric power generation equipment to the eastern parts of North Carolina, South Carolina and Virginia. As the company continued to expand over the decades, they partnered with Advance Machine Co. in 1984 to provide cleaning equipment to commercial and industrial customers. That same decade, they went into the paving business with Cat. “We sold equipment and did well,” said Ben Bradsher, vice president and account manager. Paving the Way for the Future By the early 2000s, due to changes in the industry, Gregory Poole joined Carolina CAT in Charlotte and Blanchard Machinery Inc. in South Carolina to purchase Arrow Equipment Co., a full-service equipment distributor specializing in asphalt paving and related products. “We sold Caterpillar and Allied equipment through Arrow,” Bradsher said. Branches were established in Greensboro, N.C., and Columbia, S.C. A decade later, the partners came to a general consensus that each dealer could better serve customers independently. Arrow was dissolved in January 2012.

“It was just too difficult to service customers in outlying areas,” Bradsher explained. “We have heavy construction branches closer to the customer.” Now, Gregory Poole paving customers in 54 counties in eastern North Carolina are served through those branches, each of which has a paving technician. “Our customers are very happy,” Bradsher reported. “They have much better uptime.” They also have expert advice, due to a former Arrow sales representative Gregory Poole hired. “Cam Crumpler has 15 years in the business,” Bradsher said. “The customers like him. So do the company’s sales staff he supports. Cam works with territory salesmen. He knows the product, its capabilities and its limitations. He talks about the technical aspects of the product. Paving is a specialized business, so it’s good to have a special-
ist on our team.” As a full-service dealer with years of experience, Gregory Poole’s equipment inventory for the paving industry includes: asphalt pavers and rollers, small LeeBoy pavers, Rosco asphalt distributors and brooms, tack wagons and Weiler material transfer trucks. “In this industry, equipment is replaced cyclically,” Bradsher explained. Most of our customers trade in their machinery between 5,000 and 7,000 hours, which equates to roughly every four to six years. The used market is very competitive. “It’s even more competitive because, although Cat tends to be the most expensive equipment, it holds value better than other brands, so over its lifetime, it’s the least expensive, especially when taking into consideration service and downtime. Used Cat equipment is in demand.”
With the industry on an upswing, good equipment will continue to be in demand, whether it’s new or used. “We saw a good year in paving equipment,” Bradsher stated. “The industry continues to grow; there’s always work to be done resurfacing highways. Paving is always needed. A lot of miles of highway still need to be rebuilt, renovated or rejuvenated.” Serving Customers Cat is known for durable, reliable equipment. Bradsher said that’s due to their engineering, R&D, quality control and expertise. “Cat is quality-oriented,” Bradsher stated. “But good equipment doesn’t stay good without proper maintenance. Dealer service is another hallmark of Cat. Nobody can match that.” Today’s equipment is more
technologically advanced, which often requires dealer maintenance. “The equipment is all driven electronically,” Bradsher elaborated. “Automatic grade and slope control have taken the guesswork out and enabled contractors to produce a more consistent product, but it makes maintenance and diagnostics more complicated.” While some of the bigger companies continue to perform a lot of their own routine preventive maintenance, Gregory Poole offers CSA contracts for customers who prefer to leave it to the experts. “We do service at specified intervals: 250-500-1,000 hours,” Bradsher said. “We also do rebuilds and general repairs. Whatever type of service we provide, customers have a lot more information about how their equipment is performing, thanks to today’s technology. They also can diagnose problems much more quickly. That improves uptime and reduces trouble-shooting time — both of which save the customer money.” It’s difficult to speculate on what technological advances may be in store over the next 60 years, but one thing won’t change at Gregory Poole: customer service. “We’re extremely happy to be serving our customers,” Bradsher stated. “We cherish the business and will continue to do all we can to provide the best service in the industry.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.) ABBEVILLE, Miss. (AP) If a steel truss bridge is just the thing you were looking for to go over your backyard pond, the Mississippi Department of Transportation has one up for grabs. The MDOT is offering the Mississippi Highway 7 Tallahatchie River Steel Truss Bridge to anyone who wants to relocate it to another spot. Built in 1953, the three-span through truss bridge, just north of Abbeville in Lafayette County, has been determined to be eligible for the National Register of Historic Places by the Mississippi Department of Archives and History. MDOT released plans earlier this year to remove the old bridge and replace it with a newer, wider bridge. The replacement bridge will be a concrete span bridge with shoulders on both sides of the road. It will be built on the west side of the current bridge. The old train bridge is not being taken down. However, according to federal law, before the demolition of a historic bridge, states must sell or donate the bridge to an interested party who will agree to accept title for, preserve the historic integrity of, and assume the financial and legal responsibility for the continued maintenance of the bridge. MDOT engineer Mitch Turner said the agency is looking for proposals from interested parties and organizations that include a plan for removal of the steel truss that complies with federal regulations and that permits an allowable timetable for the removal of the bridge. Turner said when MDOT plans to demolish or remove a structure, officials check with the National Register of Historic Places before demolition. “We make them aware of construction projects and we fund the research to determine effects on historic places, structures ...,” he said. Interested parties may submit Relocation and Preservation Proposals which will be reviewed by the MDAH, the Federal Highway Administration and MDOT. MDOT will reimburse the person or organization taking the bridge the cost of relocation, provided it does not exceed the estimated cost of the demolition as determined by MDOT. The new owner will be required to preserve and maintain the structure and its historically significant architecture elements. Since owning a 60-year-old steel truss bridge may not be on everyone’s shopping list, if there are no takers, Turner said plans to construct the new bridge will not change. “[If no one applies] the department will be forced to demolish the bridge in accordance with federal regulations,” Turner said. “Whether it is donated and moved or demolished, we will move forward with construction of the new bridge.” MDOT will open bids in January from contractors vying to win the job of replacing the bridge. Turner said the job is estimated to cost about $12 million, but final figures won’t be known until after the bids have been opened. Funding for the new bridge will be 80 percent from federal funds and 20 percent from MDOT. The land where the bridge is built is owned by the U.S. Army Corps of Engineers which gave MDOT permission to replace the bridge.

Innovation Demonstrated at Caterpillar Press Event Caterpillar introduced several new technologies to national and international media on Oct. 15 to 17 at its facilities in Peoria, Ill. These technologies included a new more fuel-efficient wheel loader, a hybrid excavator and Tier IV Final. The event included a tour of the new Caterpillar Visitor Center. Caterpillar invested more than $52 million into the 50,000 sq. ft. facility and the new Peoria Riverfront Museum projects, which achieved LEED Gold status. The new visitor’s center allows for selfguided journeys of Caterpillar’s products, history, achievements and opportunities through interactive displays and exhibits. Visitors have the power to unleash their inner engineer and design their very own Cat machine, or hop onto a simulator and see first-hand what it’s like to operate a Caterpillar excavator, dozer or loader. A heritage gallery displays a Caterpillar D8 tractor and informs of the company’s milestones, while the Caterpillar Jobsite Theater promotes job opportunities at the company. The new center also features the 797F Mining Truck Theatre, which is a 62-seat theater that was converted from a working 24 ft.-tall (7.3 m), 400-ton (362.9 t) Cat 797F mining truck. The 797F is approximately the size of a two-and-a-half-story house, covering more than 4,500 sq. ft. (418 sq m). Caterpillar had to create new wheels for the truck-converted theater, since the tires on the 797F weighed too much (11,680 lbs [5,298 kg]). The Next Generation Is Here, the title Caterpillar gave to the event, refers to the idea that Caterpillar is bringing the future to the present. Cat 966 K XE The Cat 966K XE wheel loader; is powered by a Cat C9.3 Acert diesel engine, delivering a peak net rating of (290 hp) 220 kW. It incorporates a high-pressure common rail injection system for a clean, efficient burn. The Cat clean emissions module, which incorporates a diesel oxidation catalyst, a diesel particulate filter and the Cat regeneration system, functions automatically without interrupting the machine’s working cycle. The engine can be controlled to operate more efficiently over a wide range of conditions. During deceleration, machine momentum can be recovered as free energy to power implements or the cooling fan, while significantly lower working engine speeds result in reduced soot build-up for longer regeneration intervals, cutting fuel use further. The 966K XE is equipped with an advanced powertrain system, which delivers up to a 25 percent fuel efficiency, according

to the company. The 966K XE has been engineered to deliver efficiency by utilizing an integrated Cat continuously variable transmission system. A hydraulic pump and motor (variator unit), allows for a smooth and continuous gear ratio change between engine speed and machine speed. The variator provides this ratio flexibility while reducing the heat load generated by the drive train when the machine is digging, pushing and climbing under heavy load. The continuously variable gear ratio of the variator also enables the engine to run at a more efficient operating range independent of machine ground speed. Power is transmitted through the variator unit (versatile gear ratio) as well as a parallel mechanical gear path (highest efficiency). Power through the variator and mechanical paths are combined through a series of planetary gear sets in order to maximize the transmission efficiency over a wide range of operating conditions. hybrid technology developed by Caterpillar. “A hybrid is independent of any particular technology; it doesn’t have to be electric,” said Ken Gray, global product manager of large hydraulic excavators of Caterpillar’s excavation division. “Caterpillar has developed, built, and tested electric hybrid excavators, but, until now,
we had not found a hybrid approach that would actually lower our customers’ owning and operating costs. Large excavators operate in high-production applications in which fuel is a very significant operating cost for our customers. To achieve added fuel savings, the design of the 336E H uses three building block technologies that: 1) Conserve fuel with engine power management via the Cat electronic standardized programmable (ESP) pump, which smoothly transitions between the hydraulic hybrid power sources, engine, and accumulator. 2) Optimize performance using restriction management via the patented Cat adaptive control system (ACS) valve, which intelligently manages restrictions and flows to seamlessly control machine motion with no loss of power, and to ensure operators experience no difference in control, hydraulic power or lift capability. 3) Reuse energy via the hydraulic hybrid swing system, which captures the excavator’s upper structure swing brake energy in accumulators, and then releases the energy during swing acceleration. Customers can expect the 336E H to use up to 25 percent less fuel compared to a standard 336E, and up to 33 percent less fuel
than the 330/336D, said Caterpillar. All three of the technology building blocks, conserve, optimize and reuse, are integrated together to maximize fuel savings in a variety of applications. Press demoed the 336E H, not on a proving ground, but as a 3D hologram. Testing and building Cat products includes creating 3D machines and environments, as well as a suite of other productivity-enhancing technologies. The hologram is displayed in a room, called “The Cave.” The 3D glasses even monitor head movement, and adjust the image accordingly. Cat c9.3 Acert Caterpillar also introduced the next generation of the Cat C9.3 Acert industrial engine, which is designed to meet U.S. EPA Tier IV Final/EU Stage IV emission standards. The new engine is a six-cylinder, 9.3 L platform that produces power density with ratings from 300-400 hp (224-298kW). It is equipped with a fully-integrated clean emission module (CEM), which includes a diesel oxidation catalyst (DOC), diesel particulate filter (DPF), and selective catalytic reduction (SCR) technology. “Utilizing a Cat common rail fuel system and new aftertreatment technology, the Tier

Moving Ahead for Progress in the 21st Century Act This past summer, President Obama signed into law P.L. 112-141, the Moving Ahead for Progress in the 21st Century Act (MAP-21). Funding surface transportation programs at more than $105 billion for fiscal years (FY) 2013 and 2014, MAP-21 is the first long-term highway authorization enacted since 2005. MAP-21 represents a milestone for the U.S. economy — it provides needed funds and, more importantly, it transforms the policy and programmatic framework for investments to guide the growth and development of the country’s vital transportation infrastructure. MAP-21 creates a streamlined, performance-based, and multimodal program to address the many challenges facing the U.S. transportation system. These challenges include improving safety, maintaining infrastructure condition, reducing traffic congestion, improving efficiency of the system and freight movement, protecting the environment, and reducing delays in project delivery. MAP-21 builds on and refines many of the highway, transit, bike, and pedestrian programs and policies established in 1991. This summary reviews the policies and programs administered by the Federal Highway Administration. The Department will continue to make progress on transportation options, which it has focused on in the past three years, working closely with stakeholders to ensure that local communities are able to build multimodal, sustainable projects
ranging from passenger rail and transit to bicycle and pedestrian paths. Strengthens America’s Highways MAP-21 expands the National Highway System (NHS) to incorporate principal arterials not previously included. Investment targets the enhanced NHS, with more than half of highway funding going to the new program devoted to preserving and improving the most important highways — the National Highway Performance Program. Establishes a Performance-Based Program Under MAP-21, performance management will transform Federal highway programs and provide a means to more efficient investment of Federal transportation funds by focusing on national transportation goals, increasing the accountability and transparency of the Federal highway programs, and improving transportation investment decision making through performance-based planning and programming. Creates Jobs and Supports Economic Growth MAP-21 authorizes $82 billion in Federal funding for FYs 2013 and 2014 for road, bridge, bicycling, and walking improvements. In addition, MAP-21 enhances innovative financing and encourages private sector investment through a substantial increase in funding for the TIFIA program. It also includes a number of provisions designed to improve freight movement in support of national goals.
Supports the Department of Transportation’s (DOT) Aggressive Safety Agenda MAP-21 continues the successful Highway Safety Improvement Program, doubling funding for infrastructure safety, strengthening the linkage among modal safety programs, and creating a positive agenda to make significant progress in reducing highway fatalities. It also continues to build on other aggressive safety efforts, including the Department’s fight against distracted driving and its push to improve transit and motor carrier safety. Streamlines Federal Highway Transportation Programs The complex array of existing programs is simplified, substantially consolidating the program structure into a smaller number of broader core programs. Many smaller programs are eliminated, including most discretionary programs, with the eligibilities generally continuing under core programs. Accelerates Project Delivery and Promotes Innovation MAP-21 incorporates a host of changes aimed at ensuring the timely delivery of transportation projects. Changes will improve innovation and efficiency in the development of projects, through the planning and environmental review process, to project delivery.

in the future for an international terminal. There was a definite need to relocate the rental car facilities. This project will move part of the rental car operation. The bottom floor of the new deck will be used for the Quick Turn-Around (QTA) facilities where rental car operations will be able to fuel, wash and move the cars back up to levels two and three to rent them out again. The new parking decks will replace the current 2,700-space park deck situated in front of the airport’s terminal building. By the time the project is complete there will be additional hourly parking capacity plus new parking for the rental cars in that space. Jack Christine is assistant aviation director over development at Charlotte-Douglas International Airport. Christine covers all the planning design and construction for the entire airport facility. “We had to design and engineer this facility to be constructed in the middle of the front door of the terminal, a unique challenge,” said Christine. “This is a location where the operation has to continue all through the day and night while we are under construction; that was one of the tests we faced. “Another trial came with having to design a fuel system which is essentially inside of a building. This is a fuel dispensing system that you would not typically see inside of a parking facility. As far as we can tell we’re the only facility in the state of North Carolina to have ever done something like this.” This segment of the new facility made permitting a challenge. Those issues were resolved and the project is now under construction, according to Christine. The project has to be done in a staged approach because the existing hourly decks are still operating. This was approached by building the back half of the parking deck — which covers the surface parking lot which was taken out of service — to get the project moving. That part of the project is currently being worked on. The contractor is now vertical on the second story as it’s finished the slabon-grade for the other side that it’s working on. All of that work is being done in advance of tearing down the old deck. The demolition of the old deck will take place after
the first of the year. The hourly decks currently in front of the terminal are actually two halves. The west half will come down on January 13 and the east half of the existing deck will be demolished in March 2013. Once that happens, the contractor will have full access to the site and can continue to work through that area to start construction on the rest of the deck. That approach was taken because the airport wanted to maximize their ability to gain parking revenue for as long as they could and then find that sweet spot where they took the decks down and started building frantically to get the new deck up as quickly they could, according to Christine. “Where we are now is that we started the project in November 2011 and we are planning on moving into the deck in November 2014,” added Christine. “Initially we had anticipated that we would build the full back half of the deck first and occupy it before we took the hourly decks down, however, that would have had us finishing in March 2015. We figured out that by tearing down the hourly decks early we could pick up some extra months where we could get more money in the new deck rather than trying to string along the old one; that set the timeline to finish in November 2014.” Christine admits as well, that this is actually not the most complex project that they are currently undertaking. “While this one is complex, the most complex one is the inline baggage system that we’re working on inside the terminal itself,” Christine said. “That requires a lot of coordination because that again, is an active area where we have the existing baggage handling system which we cannot reduce capacity on throughout the period of the whole project. We have to build pieces of this, get it online and replace the old stuff before we start service with the new system.” The parking garage is complicated from an operational perspective because all the work is being done in front of everyone — including people who simply need to get to the airport in a hurry. “Our job is to try to build this in a way that minimizes the customer impact and in a way that gets them to their airplane as quickly as they can — while still getting the proj-

ect built,” Christine said. This is a seven-story deck, with a lot more of the floors yet to be constructed. The concrete being used is standard. Archer-Western is the general contractor on the job and they have subcontracted out much of the job. “Archer-Western from our experience so far has been a great contractor to work with,” added Christine. “They sequence the work to get in and out to the different jobs as quickly as they can. They’re very cognizant of the challenges that we have because they do share in them. “We work very closely with them to make sure that we are both helping each other out to the best of our ability to make the job go as smooth as we can with all those operational constraints that we have; there are a lot of them. So far we’ve been very happy with the way it’s going.” Some 4,400 piles will have been driven into the ground by the time the job is over. Approximately 37 percent of those are now done, enough to complete the back one half of the new deck, minus one of the helixes which will get done shortly. Another challenge came with the fact that the airport did not have total access to all of the aspects of the site because the Democratic National Convention was in Charlotte in late summer 2012. Many trees had to be removed to get some of the piles installed. Some utility lines also had to be moved. But the airport did not want to disrupt any of the landscaping until after the convention had ended. As a result the work had to be sequenced a little bit differently so as much work as possible could be done. “This didn’t really slow us down
so much as re-sequence the work so we could tear the trees down after the convention left town. The area where the trees were removed from will then become the rest of the deck. In designing this parking deck we’ve moved it further away from the terminal building so that we can make space for an expanded terminal curb front roadway and an expansion to the terminal lobby that will come in the future. But we need to get that spacing correct now so that we can do those projects as we get funding and have a need for them.” This new airport expansion project will eventually extend the existing building 90 ft., making the lobby larger to contain additional checkpoints. Airline ticket counters will be reconfigured as will some baggage claim areas on the lower level to help passengers move through that part of the building. These projects will be done within the next several years. The airport authority had some rain days built into the parking deck construction contract. So far they’ve been tracking well with that, according to Christine. “This year’s rainy summer hasn’t really affected the schedule too much,” said Christine. “But we are ready for some drier weather now for the next few months. Once the work gets above slab on grade the work gets a lot easier, then everything is just straight up. The difficult part is getting up out of the ground. “Most of the soil was easy to work with. There were some wet spots and some areas needed to be replaced, but for the most part it was fine. That’s what we deal with more, moisture in the dirt rather than bad dirt. After trying a few things to deal with soil that’s not working, eventually you simply
decide to replace it,” said Christine. The air traffic control tower for the Charlotte-Douglas Airport is right behind this parking deck. There were a series of steps that had to be taken in order to get approval from the FAA to have the tower cranes in place in order to construct a deck in the vicinity of a control tower, especially from a visibility perspective. “That took a little while to get ironed out,” added Christine. “But there were a total of five tower cranes that were being used at different points during construction and the FAA had to sign off on all of that. ‘That wasn’t so much of a challenge as it was a significant step to make sure that they were in line with what we were trying to do. The issue was simply one of a visual perspective and the FAA has plenty of radar equipment in order to see the whole airfield; they can still see everything with all the tower cranes up. We just had to prove to them that we weren’t blocking the airfield. The cranes may obstruct some view on the ramp, but they don’t control that part. They control the taxi lanes and runways.” The airport had to do some lineof-sight studies and walk the controllers through on how things were going to look from their perspective so that they understood what things were going to look like before the cranes went up. Another important step was the permitting of the deck with the fueling for the rental car facilities in it. Those involved with this project had never seen anything like this before and it took awhile to get that process completed so that there was satisfaction with what they were going to build. The purpose for this setup was when the rental car companies accept a car back after it’s been rented and all they’ve got to do is clean it up and fuel it, they can do it within the parking deck and not have take it to an offsite facility and then drive it back. Operationally and financially it doesn’t make any sense for them to have to drive cars back and forth, according to Christine. “That’s why it was so important for this facility to have that car wash and fueling in the building so that they could do that and get it back up on the floor for folks to see AIRPORT page 73

HCT’s Aftermarket Hydraulic Kits Meet Job Site Challenges For many years, hydraulic excavators were mostly dirt-digging machines. Over time, however, a huge number of attachments have been developed that have exponentially expanded the capabilities of the excavator. These attachments, which include items such as breakers, shears, thumbs, brush-cutters, augers and compactors, all require the installation of one or more additional (or auxiliary), hydraulic circuits that must be integrated into the existing hydraulic system. In the early days, the owner of such an attachment would have to use his own ingenuity to obtain this auxiliary capability. It was not unusual to see draped hoses tied up with wire, or even Schedule 80
threaded pipe, to supply the attachment. Leaking fluid and frequent downtime were commonplace, and perhaps even expected. Safety was sometimes sacrificed for expediency. Today, such methods are not acceptable. Safety and environmental concerns are paramount. Leaks and failures that were once viewed as unavoidable annoyances are now viewed as serious events with consequences. Terex Announces HyPower Hybrid System Retrofit Program Terex Utilities now offers customers the option to retrofit their current utility truck fleet with the Terex HyPower hybrid system, a plug-in power take-off (PTO) system that uses stored energy from the system’s rechargeable batteries to power the non-propulsion functions of most utility vehicles. The system helps customers save fuel and reduce exhaust emissions while allowing operators to function in a relatively quiet work environment, a benefit for noise sensitive job sites. “Retrofitting our HyPower system onto a current utility truck, including aerial devices and digger derricks, can help customers ‘green up’ their fleet at a reduced capital investment versus purchasing a new HyPower unit,” said Nick Cammisa, Terex national accounts manager. “Not only is this a less expensive option, but it’s also a faster way for customers to meet their company’s green initiatives. The HyPower system reduces the engine idle hours on the job site, resulting in fewer oil changes, lower fuel consumption, as well as reducing the amount of times an engine will need to go into re-gen mode. Most competitive aerial device makes and models qualify for this retrofit option.” The Terex HyPower Hybrid Retrofit Program can be applied to any Terex or competitive manufacturer’s aerial
devices five years old or newer and can be completed at any one of its 14 different Terex Equipment Services (TES) locations. For an aerial device to be considered for a HyPower retrofit, it needs to pass an initial inspection, which includes an understanding of the truck’s available payload capacity, body configuration and cab-to-axle length to accommodate the battery packs. Complying with national and regional air pollution rules and regulations, the Terex HyPower system reduces a whole range of exhaust emissions produced from diesel fuel and eliminates the noise from an idling engine normally used to run the hydraulic system. The HyPower system recharges from the electrical grid using a standard 110V — 15 AMP outlet. Mack Expanding Offer to Include Construction Applications Mack Trucks is expanding its natural gas-powered offerings and has taken a key step forward in its hybrid vehicle development process. Mack plans to offer natural gas-powered versions of the Mack Pinnacle and Mack Granite models in 2013. Both models will utilize the Cummins Westport ISX12 G engine. Customer testing is scheduled to begin this year. The addition of the 12-L natural gaspowered models expands Mack’s current natural gas solutions to on-highway and construction applications. Mack already offers natural gas-powered Mack TerraPro low entry and Mack TerraPro Cabover refuse models. Like their Mack TerraPro natural gas counterparts, the Mack natural gas-powered Pinnacle and Granite models will feature maintenance-free aftertreatment and
require only a three-way catalyst to meet EPA 2010 and CARB emissions standards, setting a new benchmark for lower alternative fuel vehicle lifecycle costs and improving customers’ return on investment. Mack’s natural gas-powered trucks are available with compressed (CNG) or liquefied (LNG) fuel systems. “Mack has a long history in alternative driveline technologies and in particular, natural gas,” said Kevin Flaherty, president, Mack Trucks North American sales and marketing. “We’ve offered natural gas since it became clear that it was a viable energy solution in the refuse segment. Mack also is investigating other alternative driveline technologies, including high pressure direct injection, which uses a combination of natural gas and a small amount of diesel in the combustion process, and DME (dimethyl ether), which can be produced from natural gas. Based on that, we decided to design the crusher cavity and kinematics first. Productivity Through Long Stroke and Fixed Jaw Die The productivity of the C120 is the result of several new design elements. The crusher features a long and aggressively directed stroke, and a fixed jaw die longer than previously seen in this crusher size class. The C120 has a large feed opening of 34 by 47 in. (86 by 119 cm) and an aggressive cavity cross section, resulting in a high performance and reduction ratio, according to the manufacturer. In terms of cavity volume and crusher weight, the C120 is positioned between the existing Metso C116 and C125 jaw crusher models. Easy to Install The C120 is easy to install, due to its compact design, and includes an optional integrated motor bed and guards. Telsmith Breaks Ground on Parts Distribution Center Leaders from Telsmith Inc., Astec Industries, and the city of Mequon, Wisc., broke ground Nov. 13 for construction of a 33,760 sq. ft. facility to handle worldwide parts distribution of Telsmith products. The new parts distribution center will be located adjacent to Telsmith’s existing manufacturing facilities in Mequon, 20 minutes north of downtown Milwaukee. “The new parts distribution center will allow Telsmith to better support our customers throughout the world with improved stock levels, ensuring that the right parts are available to meet critical customer requirements,” said Matt Haven, managing director of Telsmith. “We have realized growth over the last several years, which is reflective of the dedication of our 321 employees. This parts distribution center will allow for expansion well into the future, while also providing the service and support that our customers have come to expect from Telsmith.” Telsmith currently operates a 14,000 sq. ft. warehouse within its manufacturing facility. Liebherr Introduces LH 60M, A934 HD ERC Wheeled Material Handlers Liebherr Construction Equipment Co. introduced the LH 60M and A934 HD ERC wheeled material handler’s at the ISRI Tradeshow held at the Mandalay Bay Resort in Las Vegas, Nev. The LH 60 M continues in the “Liebherr Handler” series of design specific material handling machines. The LH 60 M and A934 HD ERC feature the energy recovery cylinder (ERC). The ERC is a nitrogen filled energy storage cylinder designed specifically for use on material handling equipment. The cylinder works by partially compensating for the weight of the working attachment (boom, stick and load). The principle is straightforward: as the equipment is lowered, the gas in the cylinder is compressed, storing energy, as the equipment is lifted, the stored energy assists the lifting action, so that less force is required. This in
turn enables the use of smaller hydraulic cylinders and reduced engine horsepower. The LH 60 M and A934 HD ERC feature additional fuel savings and performance achieved with the newly developed system “Liebherr Power Efficiency” (LPE). Drawing on the characteristic performance parameters of the hydraulic components and engine, LPE electronically ensures that the performance profile is adjusted to the maximum performance efficiency; at a lower engine rpm as well as reduced fuel consumption. These two innovations, ERC and LPE, combine to give the LH 60M and A934 HD ERC more than a 5 percent increase in production, 20 percent reduction in fuel consumption and a 2 db drop in sound levels; when compared to the previous model, according to the manufacturer. The machine features improved

Doosan DXB100H Breaker Uses Energy Recovery System The Doosan DXB100H hydraulic breaker features an energy recovery system that increases strike power for maximum productivity in rental applications. Delivering up to 750 blows per minute, the 2,061-lb. (935 kg) DXB100H is designed for use with excavators in the popular 11 to 16.5 ton (10 to 15 t) weight range, specifically the Doosan DX140LC and DX140LCR. Rated in the 2,000 ft.-lb. impact energy class, the DXB100H requires a hydraulic flow rate of between 18.5 and 31.7 gal. per minute (70 to 120 Lpm). The energy recovery system captures the piston’s rebound energy and uses it to increase strike power, maximizing performance. At the same time, the main control
valve system optimizes strike power. Blankfire protection is standard on the DXB100H and is accomplished by using a cushion of oil at the base of the piston, which reduces the metal-to-metal contact in case of a blank fire situation. The DXB100H breaker comes with a mounting cap, auxiliary hydraulic hoses, two moil points, toolbox and a nitrogen checking device. A one-year limited warranty also comes standard. Allmand Bros. Inc. Celebrates 75 Years in the Light, Heat Business Allmand Bros. Inc., recently celebrated its 75th anniversary. Founded in 1938 in a small garage in the tiny town of Huntley, Neb., the third generation company has grown to become a leader in portable lighting, heating and traffic safety equipment. MINNEAPOLIS (AP) Tractor maker Deere & Co. is taking a cautious view of 2013, as drought and economic uncertainty hold back spending in some of the world’s biggest farm economies. Also, its most recent quarterly profit missed analysts’ expectations. Deere shares fell $3.16, or 3.7 percent, to close at $82.83 Nov. 26. Deere is the world’s largest maker of agricultural equipment, like the bright green tractors and combines that prowl farm fields during planting and harvest seasons. Its fortunes rise and fall with those of farmers. In recent years, that’s been a booming business as strong crop prices have put money in farmers’ pockets. But there were signs of a slowdown in farm spending in Deere’s outlook for the fiscal year that began this month. And with the so-called “fiscal cliff” of potential tax increases and spending cuts looming in the United States, Deere is cautious about big spending projects. Deere expects agriculture sales in the United States and Canada to be flat for the year, as farmers continue to recover from a major drought in 2012 It also predicted that European sales would be flat to down 5 percent, and little changed in Asia. It expects 10 percent growth in South America. Overall Deere predicted that worldwide equipment sales will rise 5 percent for the year. Labor expenses are rising, too. Deere hired 5,000 more people this year to support its growth. And it will have spent $480 million shoring up its pension plans in fiscal 2012 — $5 million more than it had expected — and will spend some $550 million in the current fiscal year. Still, it predicted a fiscal 2013 profit of $3.2 billion, slightly above the expectations of analysts polled by FactSet. It said prices for its equipment will rise 3 percent for the year, on top of a 4 percent gain in the fourth quarter. In the quarter that ended Oct. 31, Deere’s net income rose 2.7 percent to $687.6 million, or $1.75 per share. Revenue rose 14 percent to $9.79 billion. Analysts surveyed by FactSet expected earnings of $1.88 per share. A year ago Deere’s net income was $669.6 million, or $1.62 per share. Equipment sales rose to $9.05 billion, topping analysts’ forecasts of $8.93 billion. Sales were strong in the United States and Canada, rising 26 percent for the quarter. Elsewhere, sales fell 2 percent. Sales of agriculture and turf equipment rose 16 percent, while construction and forestry equipment sales rose 7 percent. In addition to farm equipment, Deere makes construction and forestry equipment such as backhoes, excavators, riding mowers and leaf blowers, making the company sensitive to movements in the global economy. Deere is holding off on big spending projects as much as possible until January because of economic uncertainty, said Chief Financial Officer Rajesh Kalathur on a conference call. “As the economics now become clearer, we may modify our plans. We will pull levers and cut down on investments if the scenario worsens, and we may accelerate our plans” if economies turn more positive, he said. For the full fiscal year, Deere earned $3.07 billion, or $7.63 per share, up from $2.8 billion, or $6.63 per share, during the prior year. Revenue rose 13 percent to $36.16 billion for the year.

Construction Spending Rises Again All major segments of construction spending increased in October, bringing total spending to a 37-month high at an annualized rate of $872 billion, according to an analysis of new federal data released Dec. 3 by the Associated General Contractors of America. Association officials warned, however, that the fiscal cliff imperils future improvement in both public and private spending. “Widespread gains in spending in October, along with hefty upward revisions to estimates for the previous two months, show that construction has finally come out of its long slump,” said Ken Simonson, the association's chief economist. “Although all major spending categories are far below prerecession highs, they are well above their recent low points.” Simonson noted that total construction spending rose for the seventh consecutive month in October, up 1.4 percent from September's upwardly revised total and 9.6 percent from the October 2011 mark, bringing the total to the highest level since September 2009. Private residential spending reached the highest level since November 2008, increasing by 3.0
percent compared with September and 21 percent during the past 12 months. Private nonresidential construction edged up 0.3 percent for the month and 11 percent compared with October 2011. Public construction rose 0.8 percent in October, but slipped 1.0 percent year-over-year. Within the private sector, all three residential categories set multi-year peaks. New single-family construction rose to the highest mark since November 2008, climbing 3.6 percent for the month and 29 percent over 12 months. New multi-family construction hit a three-year high, soaring 6.2 percent for the month and 53 percent since October 2011. Improvements to existing residential structures — a category likely to grow further once reconstruction from Hurricane Sandy is included — climbed 1.8 percent in October and 8.9 percent over the year to a five-year high. Among private nonresidential categories, the largest power construction, which includes oil, gas and other energy projects rose 1.6 percent for the month and 19 percent over 12 months. Manufacturing construction decreased 2.5 percent in October, but was up by
3.6 percent year-over-year. Commercial construction, comprising retail, warehouse and farm structures, rose 1.2 percent in October and 9.5 percent over 12 months. Public construction achieved the highest spending level of the year. Highway and street construction spending, the largest public segment, dropped 2.4 percent in October and 5.0 percent year-over-year, while educational construction spending gained 0.9 percent for the month but fell 2.8 percent from year-ago levels. Stephen Sandherr, chief executive officer of the construction trade association, urged Congress and the White House to reach a quick and lasting agreement on federal spending, taxes and the debt ceiling. Without greater certainty on tax rates and federal spending levels, both private and public construction will quickly reverse recent gains, throwing newly-hired workers back into unemployment, he said. In addition, it is vital to provide funding to enable struggling communities, businesses and individuals to rebuild after the devastation from Hurricane Sandy.

Ritchie Bros. Draws 1,600 Bidders to Atlanta Auction
M
ore than 1,600 bidders participated online and in person at Ritchie Bros. Auctioneers’ multi-million dollar unreserved public equipment auction in Atlanta on Nov. 29.
Bidders came from 45 countries, including 47 U.S. states. More than 66 percent of the equipment was sold to out-of-state buyers, from as far away as Austria, Colombia, Hong Kong and Italy. Online bidders purchased more than 30 percent of the equipment sold (by dollar value). In total, more than 1,100 equipment lots were sold in the auction, including loader backhoes, hydraulic excavators, crawler tractors, multi-terrain loaders, wheel loaders, articulated dump trucks, truck tractors and more.

When finished, they’ll have a brand-new looking parking lot” said McLean. Allied has been in business for nine years and had traditionally used a different brand of paver. McLean stated that they’ve primarily used Caterpillar machines for their grading operations — motorgraders, wheel loaders, base rollers, etc. “We are new to buying Cat paving products and this is our first Cat paver and Cat asphalt roller purchase, although we have rented Cat products in the past.” This job required all Caterpillar products be used on the project. “The Cat AP1000E that we chose to purchase seemed to be a very versatile machine and exactly what we needed. It has the Caterpillar name behind it and the product support of Yancey Bros., who have done well in partnering with us to get the machine on the job. We’ve achieved a great working relationship with them and feel like we’ll get the support we need.” said McLean. Allied Paving is owned and operated by McLean and Kenneth House. House primarily works the operations side of the business and McLean works more with the estimating business. Both oversee the various projects the company carries, which is traditionally six or seven at any given time. An averagesized job for Allied is usually in the 3,000 to 5,000 tons (2,721 to 4,535 t) of laid asphalt range. “We do state highway work and are a certified GDOT contractor. Our forte in the public market would be county road work through the GDOT and city and county work. We also do a lot of big box retail parking lot paving and residential-subdivision

road paving, as well as a lot of industrial jobs like here at the Caterpillar plant. Our traditional markets have changed over the last couple years and we’ve had to change with them and segued a lot of our business towards pavement maintenance and parking lot repair and overlay,” said McLean. McLean stated that they had used Cat base rollers for many years, such as the CS533 models in the company’s fleet, and have been quite pleased with the operation of them. “We’ve gotten such great service out of them and other Cat products that we just decided to expand to the Cat asphalt rollers and the new tier IVi technology of the 2012 Cat AP1000E paver. “The operator and the guys on the screed really like the new paver. They were used to a previous brand and were a bit hesitant at first with this machine. But in a short time, everything operates quite well for them, and everyone really likes the mat it lays. This
seems to be a high quality paver,” McLean said. Allied crews had to get used to several differences, according to McLean. “The other pavers had flow gates, this one does not. This one has a lot more technology on it which is going to be advantageous for us, but it just takes a bit of getting used to. Our previous pavers were 2006/2007 models and technologically, a lot has changed since then.” Allied Paving’s Yancey Bros. Co. Sales Representative, Buck Buchanan, who is in the company’s Gwinnett County, Ga., branch stated, “This is the first tier 4i paver we’ve sold. We have tier III D model pavers in our rental fleet, but now we are exclusively selling tier IVi models. The fuel efficiency and low emissions of this machine should really help Allied in obtaining future bids, as some projects are now including utilization of tier IV equipment in the bid specs. There’s quite a story behind the tier IV technology
but the real story is fuel efficiency with cleaner emissions. When we got into selling the tier IV interim equipment, we heard that our customers were seeing noticeably lower fuel consumption. From our track hoes to our pavers, our machines seem to be doing more while burning less fuel. We, and our customers, are seeing a three to eight percent increase in fuel efficiency. “Service was a big part of the sale and our paving specialist, Danny McCain will spend quite a bit of time on this job site. We’re going to make sure the customer is absolutely comfortable and proficient with each of the new machines. With Allied owning an all-Cat fleet of earthmoving machines, they know what to expect from us from a service standpoint.” stated Buchanan Danny McCain, Yancey Bros. Co. Paving Specialist also works to train contractors on the use of their new machines. After training operators for a customer that bought a package of 10 Cat CB54B compactors — the ones without the steering wheel and the new joystick controls — McCain came to the Allied job site and trained the operators on the new rollers and the new paver. He said that everyone seemed excited and quite pleased with the operation and the ability of these new machines. McCain had trained this same staff on the D series Cat paver and they took to the Cat E series very easily as well. The plant will manufacture minihydraulic excavators and small track-type tractors. In addition to finished products, Caterpillar plans to export partially assembled mini-excavator units to Europe for final assembly, improving delivery times on that continent. rent again. Fueling and washing the cars off site was a nonstarter out of the gate. In order for the rental car companies to have fueling, that fueling had to be in the deck. There is not enough room around the facility to have that fueling anywhere else. There are some other airport facilities where the fueling is located off the outside of the deck, but in this case the fueling had to be inside of the deck in order for the operation to work. San Jose California has an airport deck with a different layout than Charlotte’s but the functions are very similar to what is being done at this airport,” said Christine. The five tower cranes are Linden cranes rented by Archer Western from Heede Southeast. Archer Western supplies all the erection and dismantling of the cranes as well as the operators for the cranes. This project is being funded by two different airport bond sources. The rental car portion of the deck is being funded through a special facility bond that is backed by the contract facility, which charge revenues that the Charlotte airport gets from the rental car companies, something called a CFC. That CFC is a charge per day that’s added to the rental for a car that is rented at the airport. This money is in turn remitted to the airport for funding of rental car facilities only. Some CFC cash is used to fund that portion of the project. The balance of the project, for the hourly portion of the deck, is being funded through a general airport revenue bond issue that was done in November 2011. This is a $120 million dollar project and this is how it is being paid for. The Charlotte-Douglas International Airport has the cash in hand and it is being spent as quickly as it can be spent, according to Christine. “For major airports, such as ours which is owned and operated by the city of Charlotte, yet which also is operated as an enterprise fund, means that we generate all the revenues that are spent on the airport. We don’t use one penny of general tax fund dollars to operate the airport. The money that we generate pays our bills and also funds the debt service for the construction that we do.” Originally the airport was built on farmland and forested areas near the city. Charlotte’s airport was originally constructed as a WPA project and was in turn operated as Charlotte’s airport for a period of time before the federal government took over the airport during World War II. At that time it became a bomber training base called Morris Field. After the war the airport was turned back over to the city of Charlotte which has operated it on its own, set up as an enterprise fund. When the new terminal development was started, general obligation bonds were issued, however they weren’t backed by the taxpayers but by the airlines operating at the airport. That’s what funded the current facility. “Smaller airports without the ability to raise enough revenue do use some general fund money,” said Christine. This project is using some 180,000 plus cu. yds. (137,620 cu m) of concrete for the whole facility. It will cover 3.2 million sq. ft. (297,289 sq m) total and there will be some 200 plus employees working at peak times during the construction of the new parking facility. The countless travelers passing through the doors of the Charlotte-Douglas International Airport will most likely hardly notice all the many changes going on in their midst — and that’s just fine with the busiest airfield in the Carolinas, the 6th busiest in the world.
