A $650 million renovation and expansion project is transforming the Memorial Hermann-Texas Medical Center in Houston. Part of the Memorial Hermann Health System, the hospital was the first to open in the Texas Medical Center. Known as the Breaking New Ground project, highlights include a new, state-of-the-art patient care tower and a second building with parking and infrastructure capabilities to support future growth and renovation of existing pavilions on the sprawling campus. Austin OK’s Construction, Demolition, Recycling Ordinance By Brenda Ruggiero CEG CORRESPONDENT

In November, the city council of Austin, Texas, approved an ordinance to increase the reuse and recycling of materials from construction and demolition projects. The Construction and Demolition Recycling Ordinance is set to go into effect in October 2016. The action came about through recommendations proposed by the Zero Waste Advisory Commission (ZWAC). As the ordinance was being developed, Austin city staff members received input from people involved with architectural design, engineering, construction, demolition, deconstruction hauling and material processing, as well as from civic groups.

Numerous meetings were held throughout the year, and ordinance drafts were created and revised in August, September, October and November. Currently, it is reported that construction and demolition projects generate at least 20 percent of all materials that go into Austin’s area landfills. Under the new ordinance, construction projects larger than 5,000 sq. ft. (464.5 sq m) will be required to have a 50 percent diversion of materials. In 2019, requirements will also include commercial demolition projects. “This ordinance takes a huge step toward achieving Austin’s Zero Waste goal by requiring more recycling and reuse of valuable materials,” said Bob Gedert, Austin Resource Recovery director. Gedert reported that the ordinance builds

on two decades of construction material reuse and recycling guidelines championed by the Austin Energy Green Building (AEGB) program. Because many affordable housing developments are already required to comply with AEGB standards (including 50 percent materials diversion), the ordinance poses a neutral impact on affordable housing. Other new projects could experience an increase of 0.1 to 0.2 percent in total construction costs. A workshop on deconstruction is planned for Feb. 4, 2016. Lift & Move Career Event Coming to Texas in February Industry support is growing for the second Lift & Move USA careers event. The oneday conference will take place in Houston, Texas, Feb. 10, 2016, and will promote careers in the crane, rigging and specialized transport industries. Backing the event are organizations including Houston-based crane company TNT Crane & Rigging — which will host the event at its facility — sponsors CICB, Tadano, and Bengal, plus the IUOE (International Union of Operating Engineers) and national vocational training body SkillsUSA. Also supporting the event are private companies Lifting Gear Hire, Mammoet and Berard Transportation. Lift & Move USA is an industry initiative to promote job opportunities in the crane, rigging and specialized transport industries, and is targeted at high school students, college students and military veterans. It will educate the next generation of drivers, mechanics, welders, operators and riggers on opportunities within the industry. The event is jointly organized by Specialized Carriers & Rigging Association (SC&RA), the National Commission for the Certification of Crane Operators (NCCCO), and industry publisher KHL Group, owners of American Cranes & Transport magazine.

Lift & Move USA is an industry initiative to promote job opportunities in the crane, rigging and specialized transport industries, and is targeted at high school students, college students and military veterans.

“There is real support for this initiative and one of the reasons for that is the growing recognition of the important role that skilled trades people play in our economy,” said Mike Appling, TNT’s president and CEO.

“The crane and rigging industry is facing a shortage of skilled labor. Lift & Move USA will meet that challenge by showcasing our industry to young people, showing them the many rewarding jobs and careers that are

available.” The Houston event will be hosted by TNT at its headquarters on the South Loop West freeway, Houston. The event is free for students and military veterans. Joel Dandrea, executive vice president of SC&RA, said he was pleased with the response from the industry to the second Lift & Move event. “The first event in Chicago was a great success, and now we are seeing that many of our members are interested in participating in Houston, or hosting events in different cities,” he said. “We know very well the wonderful careers that young people can have in this industry. Texas Firm Does the Math — Decides Leasing Is Best Option Faced with the many unknowns in the oil business, Ygriega Field Services, a Texas company specializing in on-site services for the drilling industry, developed a strategy for the future. After taking a hard look at the economics of heavy equipment, the company turned its attention to a Doosan DL250-3 wheel loader. The decision to purchase the machine has already made a significant impact on both the current financial situation of the firm and the plan to expand its workload. “We previously rented wheel loaders from local rental centers, primarily to handle pipe and crushed rock at drilling sites,” said purchasing manager Pablo Almaguer. “A six-hour rental could cost us as much as $1,200. We would usually do that twice a month. So, our total cost of having limited access to a wheel loader would be around $2,400 a month. That seemed high in today’s economic environment. Plus, we had no motivation to look for other work that would require a wheel loader because most of the additional income would go to the rental company. That’s why we began to consider alternatives.” Choosing the right wheel loader, based on what it could do and what it

rentals each month, we now are leasing — with an option to buy — a very productive Doosan wheel loader. The three-year arrangement allows us to use our monthly payments as a down payment if we want to purchase the loader. Or we can continue the leasing program with a new model after the current lease expires.” The financing arrangement is not the only benefit of having a top-of-the-line wheel loader available every day. “Once we got the DL250-3 wheel loader, we informed the well-drilling community that we were capable of taking on a variety of additional assignments,” Almaguer said. “There are many projects connected to well drilling that we can do much easier with our wheel loader. Our customers like dealing with fewer vendors, so the more services we can provide the better.” He points out that if the company can keep the wheel loader busy with one job a week, it can make the payment and keep employees busy. “Instead of the dollars going to a rental firm, more of the income is staying in our own pocket,” he concluded. The original facility was only 200,000 sq. ft. (18,580 sq m). Today, Memorial Hermann’s flagship hospital encompasses more than 2.5 million sq. ft. (232,257 sq m) and the expansion will create growth to 3.84 million sq. ft. (356,747 sq m). MEDICAL from page 1

In addition, the John S. Dunn Burn Center, the only comprehensive burn center in Houston verified by the American Burn Association, will expand to 20 beds. “One challenge with the project is that it is a tight, urban site requiring relocation of several operating departments to create the footprint

of the tower,” said Drew Munhausen of the Memorial Hermann public relations team. “Old foundations and undocumented underground utilities are within the project footprint. Another challenge is the disconnection and demolition of sections of the existing buildings including emergency generators which are within the project footprint.” Munhausen explained that the building type is uncommon: an 18story hospital building containing a Level 1 Trauma Center with a helipad on the roof. Construction has not yet started on the tower, and the project is not fully awarded at this time.

Plans Approved for Two New Bridges to Pelican Island GALVESTON, Texas (AP) Galveston County has approved an agreement with Galveston for construction of two new bridges to Pelican Island. The Galveston County Daily News reported that commissioners accepted a deal to use city property as a starting point for the rail and road bridges. The existing two-lane drawbridge for Pelican Island, which is home to Texas A&M University-Galveston, was built in 1957. Commissioner Ryan Dennard said the next step is reaching an agreement with the Port of Houston to use its property on Pelican Island for bridge landing points.
