Construction Moves Ahead on $270M Frisco Hospital By Chuck Harvey

The $270 million project launched last summer and clinical services on the campus are scheduled to start before the end of 2019.

The Texas Health Hospital being constructed in Frisco, Texas, will be much more than a typical hospital. It is referred to as a medical campus because it will have a hospital and medical office building and it will share the site with Texas Health and University of Texas Southwestern Medical Center. The sprawling campus will bring an acute care hospital and multispecialty clinic complex to a rapidly growing part of Collin County. The $270 million project launched last summer and clinical services on the campus are scheduled to start before the end of 2019. Located on 20 acres off the Dallas North Tollway in northwest Collin County, Texas Health Frisco will feature a 325,000-sq.-ft.,

80-bed acute care hospital that will include a 24-7 emergency room, surgical services, women’s services and a neonatal intensive care unit. A parking garage and surface parking lot also are being built. The garage lot will have decks with 600 parking spaces. The surface lot will have 336 parking spaces. The hospital is being built on a vacant lot, formerly used for farming. McConaughey ‘Minister of Culture’ at New $338M UT Arena The University of Texas at Austin (UT) and a group led by the Oak View Group (OVG) will build a world-class arena on campus that will be home to Texas Men’s and Women’s basketball games, graduations, concerts and other events. It is expected to be opened in 2021. The innovative 35-year agreement between UT and ArenaCo — which includes OVG, Live Nation, C3 Presents

and Matthew McConaughey — will be groundbreaking in college athletics and provide a public benefit for UT and the city of Austin for decades to come. The $338 million venue will be constructed on land fully owned by UT without using any university or public money. The arena will be located on a current parking lot south of Mike A. Myers Stadium. It will replace the 41-year-old Frank C.

Erwin Center, which will make way for the future expansion of the Dell Medical School. Austin Bold FC Breaks Ground on $5M Stadium Near COTA Austin Bold FC, Austin’s locally-owned professional soccer team, is on its way to making a purpose-built pro soccer stadium a reality in Austin. The stadium has been engineered with the soccer fan and soccer player in mind and is sure to fire-up fans ahead of the Bold’s inaugural spring 2019 season. The more than 5,000 seat Bold Stadium will be located adjacent to the Grand Plaza at Circuit of The Americas (COTA), the premier destination for entertainment and motorsports in the United States. By locating its stadium in the heart of COTA, Austin Bold FC can take advantage of existing infrastructure and amenities such as parking and concessions. That means the $5 million stadium construction cost can be invested directly into the stadium itself, with a focus on creating a quality experience for both the fans and the players. The entire construction cost is privately financed by local ownership. Bold Stadium will include a covered grandstand designed and positioned so that at kick-off most fans will be seated in the shade. There will be no bleachers — all seats will be individual chairs with chairbacks. Port of Galveston, Royal Caribbean Sign MOU for Terminal The Board of Trustees of the Galveston Wharves formally announced on Dec. 5 that it has entered into a Memorandum of Understanding (MOU) with Royal Caribbean Cruises Ltd. setting out the general terms for a new longterm business agreement for the development and operation of a new cruise terminal. The long-term lease negotiations could lead to a 60-year transaction: a 20-year initial term and four 10-year options. While specific designs and costs have not yet been announced, some details have been revealed. The new terminal will cover

approximately 200,000 sq. ft. on 10 acres of land in the southeast section of the Port known as Pier 10. Improvements to the pier bulkhead and apron will be made to safely accommodate the cruise line’s largest vessels. In addition, a staging and loading area, bus and taxi staging areas and substantial parking will be constructed. The new state-of-the-art facility is anticipated to open in Fall 2021. “This new cruise terminal to be built by Royal Caribbean allows the Port to continue investing in our infrastructure while growing our cruise business exponentially.

This partnership will bring both larger class ships as well as more visitors to the city of Galveston and the region,” said Rodger Rees, Port director/CEO. “This long-term lease agreement represents Royal Caribbean’s confidence in the Port of Galveston’s efficient cruise operations and the ability to attract passengers on its current and future sailings. Katy Boardwalk District Unveils Plans for Hotel, Retail The development team of Katy Boardwalk District has announced plans for a new lakefront destination to serve as a hub for entertainment, community and culture anchored by the area’s first full-service conference center hotel, firstto-market entertainment concepts, luxury loft residences and an impressive 90-acre nature preserve showcasing the region’s native trees, flora and wildlife. The announcement follows the Katy Development Authority’s recommendation to enter into a master development agreement with developer KBH Venture to bring a full-service, four-star conference center hotel to the 169-acre setting at Kingsland Boulevard and Katy Fort Bend Road just south of I-10. “The entire project is about creating something unexpected — truly a natural-suburban oasis,” said Kayce Reina, director of tourism and marketing of the city of Katy. The master development agreement calls for a full-service conference center hotel with a minimum of 300 rooms, a specialty restaurant, bar, pool and fitness center as recommended by Benchmark Global Hospitality, the international hospitality management company which will operate the hotel. The master development agreement also calls for a conference center of at least 43,000 sq. ft. The conference center hotel, designed by Gensler and built by Houston-based KDW, is expected to open fall 2021 with construction beginning in the fall of 2019. District development team said they are in advanced discussions with a leading global hospitality company, noting the opening of the area’s first full-service conference center hotel will be a major gamechanger for Katy. Katy Boardwalk District’s residential component, Lofts at Katy Boardwalk, will feature 319 loftstyle luxury residences with two resort-style pools, state-of-the-art fitness center, resident lounge, business center, outdoor cabanas and grilling areas and onsite management. Ideal for working professionals, nearly all residences in phase one will be one or two-bedroom floorplans.

“Our sense is these loft-style residences will be very well received among working professionals seeking a new, highlyamenitized home in these types of mixed-used settings,” said Ray Gabriele, vice president of real estate development of Sueba USA Corporation. Sueba Construction Inc. plans to break ground on the first phase of the Lofts at Katy Boardwalk in January 2019 with an expected completion by spring 2020. The residences will be designed by Sueba Consulting Inc. and managed by Southampton Management Inc. Katy Boardwalk District also

will feature approximately 155,000 sq. ft. of retail space, with an emphasis on restaurant, bar and entertainment concepts, along with 60,000 sq. ft. of Class A office space, all designed by Gensler. Construction on the retail phase is expected to begin by late 2019 with leasing for the project’s retail and entertainment phases currently underway represented by Lacee Jacobs of CBRE. Jacobs said Katy Boardwalk District’s retail and office will surround more than an acre of public green space designed for outdoor activities and events. “Between the hotel, retail, office and residential, our goal is to culti-

vate an active, vibrant setting at all times,” said Keith Dalton, president/CEO of KDW. Dalton also was among the group which brought the Typhoon Texas waterpark to Katy. Northwest Pipe Company to Supply Bois d’Arc Lake Project Northwest Pipe Company, a manufacturer of engineered welded steel pipe products for the water transmission market, announced on Dec. 5 it was selected by Garney Construction to supply two sections of the raw water pipeline for the Bois d’Arc Lake project, which represents more than 25,000 tons of pipe. This project will provide a critical new water source that will serve the needs of 80 communities in North Texas.

Garney Construction is a Construction Manager At-Risk for the North Texas Municipal Water District. Manufacturing is scheduled to begin early in 2019 and is anticipated to be substantially complete by the end of the year. “We look forward to again working with Garney Construction on this critical project to supply the water needs of many North Texas communities,” said Scott Montross,

TxDOT Breaks Ground on RM 2900 Replacement Bridge The Texas Department of Transportation, along with state and local officials from Llano County, held a groundbreaking ceremony on Nov. 16 to celebrate the construction of the RM 2900 replacement bridge, which began just three weeks after raging floodwaters washed away the old one. The Oct. 16 flood along the Llano River arm of Lake LBJ was the largest flooding event since 1935. At the height of flooding, the river was discharging an estimated 290,000 cu. ft. of water per second. After the bridge was washed out, TxDOT got to work immediately on plans for a new one, awarding a contract in just 15 days. “The new bridge will cost $17.3 million, which includes incentives for the contractor, Capital Excavation Company, to expedite construction,” said Terry McCoy, TxDOT Austin District engineer. “If all goes well, the new bridge will open by next April.” The bridge will be widened to include 12-ft. travel lanes, 6-ft. shoulders and a 6-ft. sidewalk. It will also be built as a “perch” bridge, meaning the center of the bridge will be higher than the ends. At its highest point, the new bridge is expected to be about 5-ft. higher than the previous bridge. "Texans expect their elected officials to work together in times of need, and I am proud to be part of the effort to have the 2900 bridge in Kingsland rebuilt as

Port of Corpus Christi, Carlyle to Develop Oil Export Terminal The Port of Corpus Christi Authority announced it has entered into an agreement with The Carlyle Group to work exclusively to develop a world-class crude oil export terminal on Harbor Island, connecting growing crude oil production in the United States with global markets. The Terminal would be the first onshore location in the United States capable of providing export service to fully-laden very large crude carriers (VLCCs) and would further the Port’s position as the preeminent global crude oil export hub. VLCC access at the Port of Corpus Christi will open the global markets for United States’ oil producers, pipelines, its supply chains and customers. The result could produce up to a $50 billion annual reduction to the national trade deficit. Importantly, the city of Corpus Christi would benefit from the thousands of direct and indirect jobs as well as billions in incremental economic activity. Under the terms of the agreement, the Port will work exclusive-

ly with Carlyle to bring together world-class oil producers, marketers, pipeline operators and marine terminal operators to ensure a significant portion of the new oil production in Texas will have a reliable gateway to international markets. As part of the agreement, Carlyle agreed to lead the construction and ongoing operations of the terminal on an exclusive basis. Carlyle also agreed that it would arrange for a private funding solution for a dredging project to bring fully-laden VLCCs to Harbor Island (at least a 75-ft. main channel depth). Construction of the terminal would require no capital outlay from local taxpayers. Under the terms of the agreement, the Port will realize significant regular rental payments, volume-based tariff income, land grants and other proceeds that will help the Port fund other aspects of its operations. Leaders Meet Booming Growth With Funding, Construction As the population and economy of Texas continue to boom, state transportation leaders have taken unprecedented steps to promote the great opportunities in Texas’ future while meeting and addressing the challenges of congestion, roadway safety, connectivity and the preservation of existing roads. Since 2015, the Texas Transportation Commission and Texas Department of Transportation established the Texas Clear Lanes initiative, which has led to significant strides toward improving the quality of life for millions of Texas drivers. “Governor Greg Abbott and Texas voters made it very clear that congestion relief around the state is a key priority to meeting the demands of our rapidly growing population and booming econo-

Over the next decade, the Transportation Commission has directed $3.4 billion to make repairs and improve roads in the energy-rich Permian Basin. Since 2016, nearly $1.8 billion has been invested in safety and infrastructure improvements in the Permian Basin. On the topic of safety, there is much improvement ahead of us around the state, though recent statistics are noteworthy. Safety education and awareness are vital aspects in affecting driver behavior. And that commitment is starting to show. From 2016-2017, we saw 70 fewer fatalities on Texas roads. Bicycle and pedestrian fatalities decreased by 10 percent. The Commission continues to make

substantial investment in education, training and awareness as we try to make Texas a safer place to work and live. Much like how the Erwin Center currently operates, the new venue will be a prime location for university, campus, community and high school events. Additionally, the new arena is designed to expand to 15,000 seats and will provide a worldclass venue for touring concerts and shows. “This is a truly wonderful opportunity for The University of Texas, our basketball programs and the city of Austin,” said Chris Del Conte, UT vice president and Athletics director. “We’re building one of the nation’s finest arenas that will provide an awesome home court advantage for our men’s and women’s basketball programs.
