OROVILLE, Calif. (AP) An epic winter of rain and snow has refilled California’s reservoirs and pressed into service a spillway at the nation’s tallest dam on April 2, a $1 billion structure that drained excess water for the first time since it crumbled two years ago and drove hundreds of thousands to flee the threat of catastrophic flooding. Water flowed down the spillway and into the Feather River as storms and melting snowpack are expected to swell the lake behind Oroville Dam in the foothills of the Sierra Nevada, said Molly White, principal engineer with the California Department of Water Resources. The spring storms follow a winter that coated the mountains with thick snowpack, which state experts measured on April 2 to determine the outlook for California’s water supplies. It was 162 percent of average after heavy winter rain and snow left the state

he FAE USA team kicked off a busy demo season with a two-day-long event in Longview, Texas, on March 7 to 8, 2019. FAE brought together local dealers, machine operators and multiple loaders and excavators with mulching attachments. Set on a 60-acre private lot, the FAE Power Days event was a great opportunity for customers to operate the new land clearing machinery. Richard Gunderman has been promoted from director to vice president parts and services, reporting to Clint Weber, vice president and general manager of Terex Utilities. Effective April 1, Doosan Bobcat North America transitioned its rights to the U.S. sales, marketing and service of the Montabert brand of attachments to Montabert SAS, creating a direct link between the brand’s U.S. distribution network and factory in Lyon, France. Gov. Stitt Announces Oklahoma Hwy. Govt. OKs Road at Bridges Climbing to Best in Nation Colorado Ski Resort Highlights of the Oklahoma Transportation Commission’s April 1 meeting include an announcement by Gov. Kevin Stitt about Oklahoma’s improved bridge conditions; kickoff of an Oklahoma Department of Transportation campaign focused on improving driver behavior in work zones; introduction of a new commission appointee and a speed limit change on U.S. 54 in Texas County. Contracts were approved for a major interchange reconstruction project on I44 in Tulsa and Rogers counties and resurfacing projects on U.S. 75 in Okmulgee County, U.S. 70 in Bryan County and U.S. 62 in Grady County. Tim Gatz, secretary of transportation and ODOT executive director introduced Gov. Stitt, who was attending his first commission meeting as governor. Stitt congratulated ODOT on its effort to address the condition of the state’s infrastructure, noting that Oklahoma’s bridges on the highway system are finally nearing the top of the list for the best in the nation. In its recent annual bridge inspection report, ODOT identified 132, or less than 2 percent, of the 6,800 total bridges on the highway system as rated structurally deficient or poor. The highway system includes non-tolled state, U.S. and interstate highways maintained by ODOT. Bridges on city streets and county roads are maintained separately by local governments. “I’ve made it clear that I believe Oklahoma can be a top 10 state in infrastructure, and we are quickly approaching that goal with our highway bridges.” Stitt said. “I want to continue this momentum as we address other critical infrastructure needs like pavement conditions and two-lane highways as well.” In 2004, an all-time high of 1,168, or a full 17 percent, of bridges were rated structurally deficient and Oklahoma had been ranked at the bottom nationwide in bridge conditions. Through its Eight-year Construction Work Plan, ODOT made the state’s bridge infrastructure its top priority and has replaced or rehabilitated more than 1,400 bridges since 2006. Nearly all remaining structurally deficient bridges are either currently under construction or scheduled in the Eight-year Plan to begin construction in the next year. The governor also helped kick off ODOT’s statewide work zone safety campaign, themed “In the Game of Cones, Safety Always Wins” in reference to a popular HBO television series. The campaign keeps the overarching message “Your Life Matters: Drive Like It” and seeks to remind drivers that they are far more likely than road workers to be injured or killed in highway work zones. Stitt presented a proclamation declaring April 1 to 14 “Work Zone Awareness Days” and noted that in the past five years, 65 people have been killed in a work zone in Oklahoma, including four ODOT employees. Speeding, following too closely or being distracted by cell phones are cited as the top reasons for crashes in Oklahoma work zones. “I am delighted to welcome Gov. Stitt on my first day as ODOT executive director,” Gatz said. “It’s very exciting for him to see the progress being made on bridges and to have his support in bringing the public’s attention to the major issue of work zone safety.” The commission also welcomed newly-appointed District 3 commissioner T.W. Shannon, of Norman, to his first meeting. Shannon works in the banking industry and previously

served many years in the state legislature, including as Speaker of the House. As a lawmaker, Shannon chaired the House Transportation Committee and authored landmark transportation funding legislation. As part of the consent docket, the commission approved a speed limit increase on sections of U.S. 54 to 70 mph through Texas County in the Oklahoma Panhandle. The road is primarily a four-lane divided highway and is a major commercial thoroughfare connecting New Mexico, Texas, Oklahoma and Kansas. State Rep. Kenton Patzkowsky was in attendance at the meeting and praised the speed limit

change. Commissioners awarded a $20 million contract to reconstruct the I-44 interchange at 163rd East Ave. in Tulsa and Rogers counties. The project will complete the widening of I-44 to at least six lanes between the I-244 eastern junction and SH-167/193rd East Avenue. They also approved several contracts for highway resurfacing projects, including more than 5 mi. of U.S. 70 west of Durant; 6.5 mi. of U.S. 62 west of Chickasha; and 8 mi. of southbound U.S. 75 between the Tulsa County line and SH 16 near Winchester in Okmulgee County. Altogether, commissioners voted to award 15 contracts totaling nearly $36 million to improve highways, roads and bridges in 14 counties. Contracts were awarded for projects in Beaver, Bryan, Caddo, Grady, Jefferson, Kay, Marshall, Murray, Okmulgee, Osage, Payne, Rogers, Tulsa and Wagoner counties. DENVER (AP) The U.S. Forest Service approved construction of a road across public land to reach private property where a developer plans to build condos and restaurants at a remote Colorado ski area. The decision was the latest milestone in a three-decade battle between the developer and environmentalists over the proposed Village at Wolf Creek in the southwestern corner of the state. Opponents said they were considering a challenge. The developer, Texas-based Leavell-McCombs Joint Venture, plans to build 1,700 to 2,000 housing units along with stores and restaurants at the base of the Wolf Creek Ski Area. The site is 175 mi. (280 km) southwest of Denver and 85 mi. (135 km) east of Durango. Environmentalists said the development would interfere with the migration of endangered lynx and damage wetlands and other sensitive habitat at the site, which is about 10,850 ft. (3,300 m) above sea level. Opponents also question whether local governments and communities have enough services to support a development of the size that Leavell-McCombs plans. Mineral County, which includes the site, has fewer than 800 residents. Leavell-McCombs has been trying since the mid-1980s to build the Village at Wolf Creek, but the company first needed access across Forest Service land to connect its property to the nearby U.S. Highway 160. The access road would be 1,610 ft. (490 m) long. The Forest Service said a 1980 federal law called the Alaska National Interest Lands Conservation Act requires the agency to give property owners access to private land within a national forest for “reasonable use and enjoyment” of the land. “We’re of course pleased with the decision, because we have claimed all along under that federal statute we are entitled to this road access,” said Clint Jones, project manager of Leavell-McCombs. Matt Sandler, an attorney for Rocky Mountain Wild, questioned whether the law applied to this case. He said the law was designed to give Alaska landowners access to their land if they had no other way to reach it. The Leavell-McCombs site is already connected to the highway by small Forest Service roads, Sandler said, although they might not be big enough to serve the planned development. “It seems like the Forest Service has been kind of holding hands with the developer throughout the decades of this debacle,” Sandler said. Jimbo Buickerood of the San Juan Citizens Alliance, another opponent of the project, said federal courts have already said the Forest Service did not adequately study the environmental impacts of the road. He called the decision “bewildering.” Sandler and Buickerood said their groups were considering a legal challenge but had not decided. Even without an appeal, construction of the road would not likely begin for 14 months while the company applies for local permits and completes other paperwork, Jones said. The company made previous attempts to get permission to build a road or to swap land with the federal government to get access to the highway, but they were stymied by legal challenges. Leavell-McCombs had said previously the project would include about 1,700 housing units. Jones said the company might expand that to nearly 2,000. 

LAX Officials Break Ground on $1.95B ‘People Mover’ Lori Tobias CEG CORRESPONDENT

Los Angeles city officials broke ground last month on a $1.95 billion Los Angeles Airport transportation project that is expected to dramatically improve the travel experience for the more than 87 million passengers who move through LAX annually. The electric train Automated People Mover (APM) will operate on a 2.25-mi. elevated guideway with six stations — three outside the terminal loop and three inside. Pre-construction work is under way with construction on the six stations due to start in the summer/fall 2019 and the APM fully operational in 2023. “Everyone traveling to or from LAX should have access to modern, reliable public transportation that gets them to their destination on time,” said Mayor Eric Garcetti. “The Automated People Mover is a historic investment in our city’s transportation infrastructure — a milestone that will create middle-

APM will be open for passenger services in early 2023. The APM will have nine trains, each with four cars with the capacity for up to 50 passengers and their luggage for a total of 200 per train. The trains will travel at about 47 mph and will be available at

each station every two minutes with a total of 10 minutes travel time end-to-end. Cars will feature large, wide doors for easy access, as well as 12 seats designated for travelers in need. It will be free to travelers and operate 24 hours, seven days a week.

Along with reducing traffic, the APM will use cutting-edge sustainability practices to reduce the airport’ carbon footprint. The fleet will consist of 44 cars that are fully electric powered; 98 percent recyclable; and generate a portion of see LAX page 20

SACRAMENTO, Calif. (AP) California sold $600 million in bonds on March 27 to help pay for its high-speed rail project even as lawmakers and Gov. Gavin Newsom acknowledge challenges to completing the line between Los Angeles and San Francisco. The bond money is a key source of funding for the troubled project, which has been beset by cost overruns and delays. Voters approved $10 billion in bonds in 2008 and the state routinely sells them. The entire project is estimated to cost $77 billion. “Today’s funding announcement is a continued sign of

progress to keep our transformative high-speed rail initiative moving forward in California,” Democratic Sen. Jim Beall of San Jose said in a statement. Wells Fargo and Jefferies LLC purchased the bonds, state Treasurer Fiona Ma said. The bond sale came ahead of a Senate hearing about how the state should move forward. It was the first public hearing since Newsom signaled changes to the project. But his administration provided few new details, saying those would come in an update to the Legislature on May 1. “Let there be no doubt, [Newsom] supports high-speed rail in California,” said Lenny Mendonca, the governor’s appointee to lead the board overseeing the project. see BONDS page 21

Just four years ago, then-Gov. Jerry Brown found a field at Phillips Station barren of any measureable snow amid a historic drought. With the increased rain and a snowpack not seen in years, water managers are beginning to discuss how best to manage and operate reservoirs, said John Paasch, chief of the department’s hydrology and flood office. “It’s been a great winter, but it’s not all fun and games,” he said. Officials opened Oroville Dam’s main spillway because of the growing snowpack that will melt into California’s waterways and expected storms, White said. The original spillway on the 770-ft.-high (235-m) dam, which is 150 mi. (241 km) northeast of San Francisco, was built in the 1960s.

In early 2017, storms drenched the state and the massive spillway broke apart as it carried heavy flows. Dam operators reduced the flow and allowed water to run down an emergency spillway — essentially a low area on the reservoir’s rim — but the flow began eroding the earthen embankment that had never been used. Authorities suddenly had to order an evacuation of nearly 200,000 people living in communities downstream. The threat of a dam collapse that would unleash a torrent of water did not happen, however, and people were allowed to go home days later. In January 2018, an independent panel of dam safety experts released a nearly 600page report that blamed the crisis on “longterm and systemic failures” by California dam managers and regulators to recognize inher-

The new spillway “was designed and constructed using 21st century engineering practices and under the oversight and guidance from state and federal regulators and independent experts,” said Joel Ledesma, deputy director of the water resources department’s State Water Project. Repairs have cost $1.1 billion. California requested about $639 million from the Federal Emergency Management Agency

Newsom in his state of state speech said there wasn’t a path for the project as planned and said he will instead focus immediately on completing and expanding a line through the Central Valley, adding about 50 mi. (80 km) of track to a line already under construction rather than going west toward the San Francisco Bay Area. But he also said he’d continue environmental work on the full line and seek private money to eventually build the full train. Lawmakers said they’re still seeking clarity on Newsom’s vision for the project. The project’s funding challenges were at the center of the hearing. Beyond bonds, the project gets money from the federal government and the state’s cap and trade program, which raises money through credits to emit carbon. The Trump administration recently threatened to withhold or rescind roughly $3.5 billion in federal money, a move that would put the project further in jeopardy. The state would need at least $50 billion more to meet the funding plan.

“The inspiring vision of high-speed rail, replete with dramatic pictures of speeding gold and blue trains but presented in advance of a credible financing plan is now meeting reality,” said Lou Thompson, head of a peer review group. “Action by the Legislature is badly needed.” Thompson and Helen Kerstein of the Legislative Analyst’s Office said lawmakers need to decide if they’ll provide more money or change the project, potentially by finishing the high-speed line in the Central Valley and connecting it to Los Angeles and San Francisco using existing train and commuter services. Senators also said the high-speed rail authority hasn’t been spending money or building as fast as it needs to ahead of 2022 deadlines. Construction slowed down through the winter months amid rain but an uptick is expected soon, said Joe Hedges, the chief operating officer of the project. Hedges and other rail officials said the federal government has also slowed down progress because it has not completed required environmental reviews. 

Delegation Secures $3M for Upgrades on Southwest Chief ALBUQUERQUE, N.M. (AP) Members of New Mexico’s congressional delegation have secured $3 million in matching funds to help complete safety upgrades and maintenance along the Southwest Chief train route. The delegation said that money provided by Amtrak will result in an investment of more than $26 million in the Southwest Chief, which connects Chicago to Los Angeles with stops in New Mexico and Colorado and other states. U.S. Sen. Tom Udall, a New Mexico Democrat, said the funding marks a major investment in rural infrastructure and will help to ensure the future of the historic long-distance passenger rail service. The delegation also pointed to legislation recently passed by Congress and signed by the president that prohibits Amtrak from replacing a significant portion of the route with bus service. 

Mauldin Unveils Three New Commercial Pavers Mauldin unveiled three new commercial class pavers at the World of Asphalt show in Indianapolis this year. The three new models have undergone changes to help increase product performance while maintaining operator convenience, according to the manufacturer. The 1860, which replaces the long-running 1750-C, is sporting a completely redesigned tractor packed with new features aimed to increase machine efficiency and operator convenience. The new machine is powered by a Cummins 110 hp Tier IV Final engine. The redesigned tractor now has a larger 9.5-ton (8.6 t) material capacity. The new lower conveyor utilizes heavy-duty greaseless heat rated bearings designed for longer life meaning less maintenance and downtime. The 1860 is propelled by larger 14 in. (35.5 cm) extreme poly pad tracks giving the machine a solid foundation and better traction. People familiar with the performance and mat quality of the 1750-C will see the same results from the new 1860. The 1860 shares the same Silver 16 screed which has been in production for 15 years. The Silver 16 is still the heaviest screed in its class at 4,500 lbs. (2,041 kg). Paired with the 4-auger feed system the Silver 16 provides a mat quality and density rivaled by none, according to the manufacturer. The electric heat for the screed still comes from a 16 kw 4-zone fail-safe thermostatic control system. Also new for the 1860 are two 5 in. (12.7 cm) digital displays on each operator stand. The thermostat-controlled heat system gets its power from a 14 kw direct-driven generator mounted directly to the engine. This means less horsepower is lost from a belt or hydraulic driven system resulting in the most efficient system on the market. Also new for the 1560 is a color 5-in. (12.7 cm) digital display replacing the analog gauges. In addition to gauges, the digital display also controls the auger material height and screed heating. Lastly, new for 2019 is the 650 gravity fed paver. The 650 is built from the same platform of the 690-G paver. The 650 is powered by a 24 hp Kubota Tier IV Final engine. The 650 is offered with either a track crawler or rubber tire propulsion system. The 650 comes standard with the propane heated 8 to 13 ft. (2.4 to 3.9 m) Freedom Four screed. Dynapac’s New FC Series Pavers Mean Less Reloading Dynapac North America upgrades commercial class paver range with the new FC1700C, FC1400 II and FC1300 II. The new pavers are equipped with EPA Tier IV Final certified emissions regulations-compliant engines and offer new features that takes the Dynapac commercial class paver range to the next level. The launch of the new FC1700 took place at the National Pavement Expo in Nashville, Tenn. The FC1700C replaces the previous FC1600C model. Although equipped with the larger 120 hp Tier IV Final Cummins QSB3.8 l engine, the FC1700C hood profile is not compromised offering best in class visibility to the hopper. The lower conveyor dumping height and larger 9.5ton (8.6 t) hopper capacity increases paving distance by a third before reloading the hopper is necessary. The wider 14 in. (35.5 cm) track pads further improves traction when paving on soft surfaces by reducing the ground pressure. HDOT Finishes Emergency Repairs on Roads After Hurricane, Volcano The Hawaii Department of Transportation (HDOT) Highways Division reports that the emergency repairs on Hawaii Island of damages caused by the Kilauea East Rift Zone Eruption (May to September 2018) and Hurricane Lane (August 2018) have been completed. Kilauea Eruption During the Kilauea eruption, daily earthquakes caused severe damage to Mamalahoa Highway (Highway 11) between mi. markers 28 and 32 in Volcano. HDOT first used Ground Penetrating Radar (GPR) to determine the nature and extent of damage to the highway at specific locations. Repairs were extensive and involved 24/7 lane closures that enabled reconstruction of the roadbed from depths up to 10 ft. In February, upon completion of site-specific repairs, a follow-up GPR survey was performed for the corridor between mi. markers 28 and 32. The GPR survey confirmed that all subsurface voids and cracks of concern under Mamalahoa Highway were properly repaired. Hurricane Lane As a result of Hurricane Lane, the HDOT Highway system sustained significant storm water damage from a record 50-in. of rain. The newly constructed Daniel K. Inouye Highway (Highway 200) between mi. markers 8 and 11 and Mamalahoa Highway (Highway 11) in the vicinity of Kurtistown and Mountain View experienced severe road and drainage system damage due to the sheer volume of runoff within such a short time period. All drainage systems have been repaired. The Hurricane Lane storm water also caused numerous landslides and embankment failures. Surface water flow caused landslides along Hawaii Belt Road (Highway 19) that threatened several residential structures at mi. markers 3.2, 3.6, 6.6, 7.1 and 15.6. The most severe landslide occurred at

mi. marker 7.1 at the State Right-of-Way (property line) and required construction of a mechanically stabilized wall. Other earthen slopes were restored and hardened with masonry. Surface water flow from adjacent private properties and an overflowing Makea stream exposed boulders in the roadbed of Hawaii Belt Road (Highway 19) and a landslide exposed a nearly 50-ft. cliff at mi. marker 11. Both the exposed boulders and cliff were stabilized using a system of 30-ft. long soil nails and covered by cementitious shotcrete material. Similar high water flows at Kapue Stream eroded the foundation at Kapue Bridge, Hawaii Belt Road (Highway 19) mi. marker 6.53. The contractor used masonry to stabilize the foundation and surrounding area to protect from future water erosion. 

CDOT Makes Progress on $350M I-25 South Gap Project CDOT from page 1

The $350 million undertaking is made possible through contributions from Douglas and El Paso counties, Pikes Peak Rural Transportation Authority and a federal INFRA grant. The project calls for widening shoulders outside and inside the travel lanes for safer vehicle pull-off and emergency response. This improvement also will help with drainage. After crews add an express lane in each direction of I-25, motorists can use the express lane in exchange for a toll, or use one of the two general-purpose lanes for free. Carpoolers and motorcyclists can ride the express lanes at no charge. As part of the construction, crews will build a number of new wildlife crossings and install deer fencing. They also will add a new overlay to the existing pavement for a smoother ride and reconstruct four bridges and extend ramps. In addition, truck climbing lanes near Monument Hill and the Greenland Road exit will be added and workers will modernize communications and power along the corridor to enable advanced technology. Work began in early September 2018, and is expected to be completed in 2022. Overall, construction is being completed in three sections — north, middle and south. Along the north end, between Castle Rock and Larkspur, crews have pushed traffic to the outside shoulders to work in the median, where new express lanes are being built. “Current construction activity includes paving, drainage installation, construction of the permanent concrete wall that will separate northbound and southbound I-25, soil stabilization and installation of erosion control measures,” said Neiman. “This work zone is five miles long.” Along the south end, between Monument and Greenland Road, crews are setting nearly 90,000 ft. of concrete barrier to protect the 7-mi. work zone. “They’ve installed some temporary pavement and shifted traffic. Clearing and grubbing has started. This work is in the median in some areas and in the shoulder in others. Work on the middle section, between Greenland Road and Larkspur, is set to begin this summer. “This stretch of highway hasn’t seen major improvements in about 60 years. Crews have been finding pavement that’s in poor condition, and though we try to address this prior to shifting traffic onto those areas, some other areas will show distress under traffic.” Said Neiman, “The existing roadway lacks sufficient shoulders as well, which creates challenges for phasing and sequencing the project and limits the amount of construction that can be completed in any given phase. The key to constructing this project safely is maximizing work areas, while providing two travel lanes of I-25 in each direction and spots for emergency pull-offs, as well.” Neiman noted that the forecast is always a consideration for construction teams in Colorado. “In some cases, wet weather can delay paving, or low visibility can halt work for a day due to safety concerns. However, the Kraemer North America team, which has a regional office in Castle Rock, is made up of people who are experts at anticipating these challenges, so we remain on schedule.” Motorists are coping with necessary traffic interruptions as best they can. “During construction, we have maintained two travel lanes in each direction during peak travel times, so our most significant impacts/delays have been during the unexpected — crashes in the corridor. place overnight Sundays through Thursdays from 8 p.m. to 5 a.m.” Neiman added that one of the unique and historic characteristics about the 18-mi. corridor from Castle Rock (just south of Denver) to Monument (just north of Colorado Springs) is the variety and quantity of wildlife. “While viewing wildlife along the corridor is enjoyable and unique to Colorado, wildlife has contributed to serious crashes in the corridor. To determine the location of four new crossings, CDOT and Colorado Parks and Wildlife analyzed locations along the corridor where collisions were highest, as well as areas of expected wildlife movements, existing game trails, culverts, drainages and existing bridges.” About 4,600 linear ft. of permanent concrete wall and barrier has been built in the north section and several sections of permanent paving are already complete in this section. Milestones will include the beginning of construction on the middle section, which is expected this summer. On the north end, crews will shift traffic to the center, newly constructed area, to work on the outside lanes. The work is scheduled to start this spring. Other key tasks include the reconstruction of the Greenland interchange into a twolane interchange, along with reconstruction of the ramps at County Line Road, near Monument, which should take place this year. The Greenland Road interchange will be rebuilt from a single-lane box culvert to an I-25 overpass bridge with two lanes underneath. Just to the north of the Greenland structure will be a new wildlife crossing. Ramps also will be reconstructed.

“During this work, drivers can still expect two travel lanes in each direction during peak travel times; however, all traffic will be shifted to one side of the highway and then the other,” said Neiman. “So, first, all northbound traffic will be shifted to the southbound side, and traffic will ride head-tohead, barrier separated. Then, it will switch. This work is expected to start this summer.” The Tomah Road to Greenland Road section is considered the most complex. “This section of roadway has some of the largest grade separations between northbound and southbound,” said Michael Blasi, deputy project manager of Kraemer North America, the general contractor on the project. “Along with some of the larger concrete box culverts for drainage, this stretch also will see the addition of a wildlife crossing near the old rest areas. Spruce Mountain Road NB on-ramp, I-25 over Plum Creek and Upper Lake Gulch structures will be replaced and I-25 over Union Pacific Railroad will see improvements to bridge rail and surfacing. These structures all exist in less than a 1-mi. stretch that will have to be phased together for construction.” Work on this stretch has not begun. Bridge replacements and the new wildlife crossing will be phased to allow crews to maintain two travel lanes in each direction of I-25 during construction, so these structures will be built in halves, with the exception of Upper Lake Gulch that has more complex bridge phasing. The general sequence is to shift traffic to create a work zone, demolish a portion of the existing structure and build the new bridge, then shift traffic onto the newly completed portion in order to demolish and reconstruct the other portion. Blasi said the main challenge on the project is the tight construction environment. “Crews have worked to balance commuter access by maintaining two travel lanes in each direction during peak hours, while still giving crews room to safely work. We’re using every inch of pavement and construction space. Speeding drivers make it especially dangerous for our team on the job site.” According to Blasi, a total of 1.4 million cu. yds. of materials will be moved during construction. Scrapers, tractors with discs, loaders, excavators, motor graders, forklifts, slipform barrier machines and asphalt pavers are required to complete the project, as well as heavy haul trucks, including end dumps and tandems used for material haul. Embankment, Class 1 backfill, aggregate road base, asphalt and some limited concrete pavement are among the materials needed on the job, as well as rebar and pre-cast concrete wall panels, pre-cast girders and concrete with rebar, reinforced concrete pipe, inlets and manholes, along with rip rap and various erosion control devices used for managing stormwater. Although much work remains, Neiman said it’s satisfying to see construction moving forward on the project. “It’s exciting to be a part of a project that will have a positive impact on the day-to-day quality of life for those who travel between Colorado Springs and Denver, but it’s most rewarding to deliver a project that will increase safety for both motorists and emergency first responders. In the span of a 12-month period, the Colorado State Patrol family lost two of its members while responding to minor traffic incidents along this stretch of roadway. So, it’s our honor to increase safety in memory of Troopers Jamie Jursevics and Cody Donahue, both young parents, who were taken too soon.”  CEG

of skid steers in the market is daunting. This guide is designed to help you cull equipment offerings and determine which machine is right for you. Readers will learn how to evaluate the merits of different skid steers, match machines to particular needs, and wisely choose between renting and buying a skid steer.

What Is a Skid Steer Loader? The original model of the compact loader was conceived 60 years ago by two Minnesota blacksmithing brothers, Louis and Cyril Keller. The original Keller Self-Propelled Loader was built to clean upper levels of barns. It was compact and could

pivot in its own length. A North Dakota firm, Melroe Manufacturing, saw its potential and contracted to produce the loader. To make the loader even more nimble, Louis Keller discarded the original model’s steerable rear wheel and let the machine roll on four fixed wheels. But how could fixed wheels be steered? Keller’s solution was to distribute the weight of his loader so that one end would always outweigh the other. In practice, this means when a set of wheels on the heavier end counter-rotates to pivot the loader, the two wheels on the lighter end are carried—or skidded—in the direction of the turn. Thus was born the “skid steer” loader, which Melroe soon marketed under the brand name of “Bobcat.” The rest is history. Part of that history, incidentally, involves the creation of a kindred machine, the compact track loader. The Kellers foresaw a market for compact loaders

rolling on rubber tracks, so they manufactured tracks for Bobcat skid steers. The tracks gave more flotation and traction on soft ground and birthed the parallel compact track loader industry, which today is a separate category of machine. This buyers guide is exclusively about skid steers. It is laid out so a reader can systematically and logically reach a conclusion about which model and which brand will best serve. If You Are Buying Selecting a skid steer is not a science, nor an art. It is a decision-making process rooted in logic. The logic of it can be boiled down to the following four considerations: 1) Match a skid steer to your need for the machine One size skid steer does not fit all situations. Nor does one size engine in a skid loader fit all tasks, nor one travel speed, one hydraulic capacity, or one lift height. These and other engineering distinctions in skid steers can make one loader more suitable then another. So, you need to look critically at your tasks. Will most of your work with a skid steer loader be at ground level, loading fill dirt, pushing snow, operating an auger? Or will you frequently need to work at a higher level, unloading material into a truck, for example? Will you be traveling far enough that speed becomes a consideration? Will you be using attachments that require high-flow hydraulics? You should know how you will use a skid steer loader before you go

shopping for one. 2) Evaluate a skid steer loader by what it can do and cannot do Equipment manufacturers engineer machinery to efficiently perform identified tasks. Heavy machines on steel tracks and a blade on the front are ideal for leveling a hill or pushing material into piles. They’re called bulldozers. Highly maneuverable wheeled machines with a long hydraulic boom are perfect for transferring materials from the ground to second-story levels. They’re called telehandlers. A skid steer can do none of that. It is designed to nimbly scoop up and dump relatively small bucketsful of earth, to blade or blow snow from a sidewalk, broom-clean a parking lot, transfer a hay bale from pasture to feedlot. A skid loader can perform these tasks with great efficiency and is a highly productive piece of compact machinery. Be realistic about what you want a skid steer loader to do and you won’t be disappointed. 3) Give some weight to brand and dealership considerations Only a fool buys a piece of compact equipment because it is green, or orange and white, or blue. While brand loyalty is understandable, blind loyalty to a manufacturer is short-sighted. Shoppers for a skid loader should enter the market with their eyes wide open. Truly excellent skid steers are produced by numerous manufacturers, and a smart buyer will evaluate them without bias. On the other hand, manufacturers and dealers also should be a part of your calculation. Company reputations matter in respect to customer support, product reliability, and swift delivery of parts. When a bearing wears out or a hydraulic pump fails, will it be an inconvenience for you or a major headache? A topnotch machine won’t bring you satisfaction if it is backed by a lackluster service department. Because different manufacturers’ parts aren’t interchangeable, the warehouse is fuller than necessary. Because service requirements vary, technicians must skip from manual to manual. And management software to monitor machine performance varies from brand to brand, so it is incompatible. This all can be avoided by selecting a manufacturer with a complete line-up of skid loaders and staying with it. 4) Don’t overlook machinery auctions The first impulse when you decide to shop for a skid steer loader probably is to visit a dealership for a new or used machine. While that’s a good choice — and can lock in dealer support — it is not the only choice. Machinery auctions are a trustworthy source for second-hand equipment. Nationwide auction houses have been around for decades and have established inspection and warranty policies to protect your investment. Sales are transparent and customer satisfaction drives the process. The auctions themselves are designed to be convenient. Heavy and compact machinery is arranged

for hands-on inspection and sometimes is driven across a staging area for seated bidders. Even more conveniently, the larger auctions are simultaneously conducted online. This has the added value of bringing to bidders a skid steer for sale that is not on site, that, in fact, might be parked in an equipment yard in another state or country. The same buyer-protection policies apply to these long-distance transactions. An auction by a reputable company is a reliable resource for a skid loader shopper.

If You Are Renting/Leasing Not being totally responsible for the skid steer loader you rent or lease lifts the burden of ownership from your shoulders. Long-term maintenance is someone else’s responsibility. Having a sophisticated piece of equipment sitting idle and unproductive is not a worry when you only have it around when needed. Still, you should give thought to which skid steer loader you want for the short term. 1) Is it a good fit for your project? Rental houses and dealers typically have in their equipment yard the more popular sizes of skid steers. These include powerful and sophisticated loaders for contractors who will lease them for a month to scoop and load and scrape 8-10 hours a day. But

Skid steer loaders operate in a world of vibration and jolts. Booms are stressed when full buckets bounce as a loader encounters a bump or dip. The arms and frame are impacted when the leading edge of bucket is driven into a pile of material or the ground. So, be aware of cracks and welds and other indications that a loader has been banged around. 4) Run the engine and see what happens. You may not know what a smoothrunning engine sounds like, but you can instinctively detect suspicious rattles. Pay heed. If the skid steer is

Tips on Inspecting a Skid Steer 1) If you are not a skid loader technician, take one along when you shop. These compact pieces of equipment aren’t incredibly complex, but they can hide deficiencies if you don’t know how to detect them. Let someone more knowledgeable than you evaluate a machine. If you are a mechanic or operator yourself, you don’t need assistance, but a second set of eyes can’t hurt. 2) Prioritize the hydraulics. The load-lifting and maneuvering of skid steers are mostly a function of hydraulic oil and pumps. Consequently, an intact hydraulic system is critical to performance. If a bucket sags lower while raised, worry. If the loader you are considering has leaking hoses or cylinders or balky pumps, you may spend more time working on it then working with it. 3) Visually inspect the frame.

powered by a diesel, black smoke may be emitted when the engine is switched on. If dense blackness continues, it could mean the engine has a compression or fuel injection problem. Rev it. Run it. Check it out. 5) Kick the tires, metaphorically speaking. Skid steer loaders are hard on tires because when they aren’t rolling, their skidding. Tire manufacturers compensate for that with extra thick walls and treads. Still, wear happens, so see how much rubber is left. Also ask if the tires are pneumatic, foamfilled, or solid. Each can be OK, but if

you’ve a preference, find out what the loader is rolling on.

What You Can Expect to Pay Pricing of skid steers depends on make, model and supply-and-demand pressures. Prices also can vary by region. So, guesstimates of the cost of a skid steer for sale are wide-ranging. However, some reasonable cost projections can be made. • New A small Bobcat S70 skid steer is powered by a 24 hp diesel engine, produces just under 10 gpm of hydraulic flow, is 36 in. wide and stands slightly under six ft. The diminutive loader will cost about $12,000. A midsize Case SR175 (67 hp) with a high-flow hydraulic package, 66-in. bucket, enclosed cab with AC, hydraulic coupler for attachments, and heavy-duty 12x16.5 pneumatic tires will come with a price tag of about $42,000. A larger loader costs more, of course. A 90 hp Gehl V420 has 32 gpm hydraulic flow, 14x17.5 severe duty tires, self-leveling bucket, hydra-glide, a vertical lift height of 12 ft. and a cab. Its price tag is $70,000, more or less. • Used Pricing used equipment is so dependent on condition that extrapolating prices is dicey. Still, it is safe to say a 2006 New Holland LS160 with a 42 hp engine with 1,500 hours on it, 1,500-lb. operating capacity, and 10x16.5 tires can be bought for $13,500. A larger used skid loader—a 2016 Takeuchi TS80V2 — with fewer than 300 hours on its 74 hp Deutz engine, a 2-speed transmission reaching 11 mph, 31 gpm auxiliary hydraulic flow, and maximum lift height of almost 11 ft. — could cost $35,000. A bigger machine yet — a 2017 100 hp John Deere 332G loader with a back-up camera, high-flow auxiliary hydraulics, deluxe lighting, an airconditioned cab and quick-attachment connections — can be found for $62,000. • Rental Rental prices for a mid-sized skid SEE GUIDE PAGE 54

also offered are entry-level machines suitable for puttering around a backyard, cleaning up after installation of an irrigation system, or undertaking a weekend project at the country place. Getting the wrong machine will either waste your money or your time. If you clearly explain what you plan to do with a rented skid loader, you can leave a rental yard with the right machine. 2) Is it a good match for your operator skill level? Skid steers are safer than some pieces of rental equipment—chipper-shredders come to mind. The operator is seated in a protective cage. The loader has a low center of gravity, so it is not easily tipped, especially during ground work. Controls are intuitive and the learning curve is shallow. Still, not everyone is born to operate a piece of equipment. If you are a novice, learn what models of rentable skid steers are in local stores, then Google the models. See if one offers more automatic features than another or if one gives an operator a clearer view from the seat. Get comfortable with a rented machine before you ever strap yourself into it.

An online survey suggests renting such a machine for a day can cost anywhere from $225 to $450 a day, $625 to $1,200 a week and $1,700 to $2,700 a month. In addition, some rental companies give corporate and fleet customers a lower rate. • Some financing options “Skid steer for sale” — the ad is enticing, but it means a substantial investment for a buyer, particularly if the buyer is a new contractor or a property owner. Equipment dealers understand this and offer a variety of ways for buyers to pay for the machines. In the first place, some dealers offer lease agreements with an option to buy, sometimes at rates lower than traditional financing. Tax benefits accrue just as if you owned the machine outright. Financing costs vary according to supply and demand, of course. Some manufacturers offer nointerest loans for five years or several thousand dollars in rebates up front. Some conventional loan providers specialize in heavy (or compact) equipment purchases, which is to say they understand that construction work seasons oftentimes are not 12 months a year and ag work is cyclical and seasonal. Tip: Investigate financing options before seriously starting shopping.

Specs and Features to Consider As noted earlier, skid steers offer different levels of performance because they are engineered to different productivity standards. Following are several indicators of performance to look for: 1) Load capacity — Lifting and carrying some hand tools and several armloads of turf is about all the smallest skid steer loader can handle, 600 to 700 lbs. at most. These ultracompact loaders only have 25 hp or so with hydraulic power to match, so lifting a boulder or a cubic yard of soil is out of the question. At the other end of the load spectrum are 100 hp skid loaders that can lift one and a half tons. Don’t oversize, though it always is a good idea to get a machine with slightly larger lift capacity than you normally require just to give yourself a comfortable working margin. 2) Lift height and reach — The pivoting arms on skid steers operate in one of two ways. A radial lift configuration swings from a single pivot point so that a bucket will arc forward slightly on its way up. The pivot of a vertical lift system, on the other hand, is more complex and eliminates the outward arc. Reach and lift height of skid steers vary between the two systems, though the differences have narrowed. Each system enjoys certain advantages. Knowing how you will use your skid steer will determine a preference for one boom system

or the other. 3) Hydraulic capacity and flow — Skid steers have auxiliary hydraulic systems that power a loader’s attachments — that is, the blowers and augers and mulchers that are hooked to the front of the boom. The separate hydraulic system comes essentially in two types: standard and high-flow. The first type typically ranges from 17 gpm on up to 25 gpm. That is sufficient flow for simple attachments such as grapples and augers. A high-flow auxiliary system tops out at 40 gpm, which is sufficient power to operate cold planers and snowblowers. When you rent or buy a skid steer, make sure it has ample flow to do the work you want done. 4) Dimensions — If the gateway to your backyard project is five ft. wide, you don’t want to rent a skid steer 66 in. from side to side. Or try to squeeze a seven-ft.-tall skid loader into a livestock alleyway 80 in. high. Size matters, and not just the size of the engine but also of the chassis. Manufacturers offer skid steers as narrow as 36 in. for narrow and confined applications. Numerous models are under 60 in. wide. While skid steers have grown larger with each new generation, even full-bodied skid loaders are still compact machines. Again, match the skid steer to the worksite application. 5) Engines — The EPA tiered regulation of diesel engines is 15 years old and pushed off-road construction equipment — including skid loader — engines into emissions compliance. Tier IV Final engines are equivalent to European Union Stage IV engines. A Tier V/State V level is in the wings. All that buyers of new or used skid steers need to know is that new and larger engines have emissions technologies that must be maintained, a cost-of-operation consideration. Older loaders may be less expensive to purchase because of lesser EPA requirements at the time of manufacture.

Attachments and Auxiliary Features When evaluating a skid steer for purchase or rental, have in mind the attachments you plan to use. This is key to selecting the right size of loader, but also to choosing a loader with the right features to accommodate desired attachments. Not all attachments are compatible with all skid steers because of power, weight, load capacity and hydraulic flow differences. Following are some popular attachments: 1) Bucket — This is the standard skid steer fixture at the end of the boom. Its many variations include low-profile, 4-in-1, snow, sifting, stump and side-discharge. The work-horse attachment is offered in numerous widths and gauges.

ened side walls. Another option is foam-filled tires for enhanced puncture resistance. Solid rubber tires are often used when material being run over is particularly harsh or jagged. One tire manufacturer has introduced a one-piece rubber-and-wheel “tire” that rides comfortably without the risk of going flat. The heavier the tire, as a rule, the more expensive it is. Enclosed cabs…The operator platforms on all skid steer loaders are enclosed in a steel safety frame, yet many are open-air seating. Glassedin cabs are an option with either slide-up front doors or wide-opening front doors for entry. A couple of manufacturers employ just one boom arm, therefore making a sideopening door possible. Midsized and larger skid steer cabs can be air-conditioned and heated.

Some Leading Skid Steer Loader Manufacturers 1) Bobcat — This North Dakota manufacturer (now owned by Doosan) pioneered the skid steer loader and spawned an industry. It remains a popular choice and offers a dozen models, including its A770, which can switch from skid steer to all-wheel-steer when an operator believes a different steering mode will help with a particular task. 2) Case — This Kansas manufacturer offers nine models of skid loaders, which are notably powerful machines in the industry. The company embraced Tier IV emission systems early on. Some models have operator-friendly electro-hydraulic controls that offer a range of speed and sensitivity settings so an operator can comfortably operate the machine. 3) Caterpillar — This Illinois manufacturer has eight skid steer models, the largest (272 D2 XHP) with a 110 hp engine and 40 gpm hydraulic flow. Each skid loader model features a hydraulically driven demand fan, which kicks in when worksite conditions especially tax the engine and extra cooling is required to protect the power plant. 4) Deere — This Illinois manufacturer long ago moved from building

agricultural equipment to construction equipment and offers eight skid steer models. John Deere models range from 50 to 100 hp. Operators of its popular midsized machines can choose between foot and joystick controls and otherwise adapt a machine to personal preferences. 5) Gehl — This Wisconsin manufacturer (now owned by French company Manitou Group) produces 10 skid steers, the smallest being a 33 hp model. The largest is the 90 hp V420 with a lift height of almost 12 ft. and an auxiliary high-flow hydraulic system that can pump 41 gpm. Weighing nearly six tons, the V420 is among the largest on the market. 6) JCB — This British manufacturer offers fewer models (4) than some manufacturers but more innovations. The company pioneered mono-boom skid steers, that is, just one arm on the right side raises and lowers material. This allows operator entry through a side door. The company also has introduced a “teleskid”— a loader with a telescopic boom. 7) Kubota — This Japanese manufacturer produces skid steers in two mid-to-upper-size versions: 64 hp and 74 hp. A unique feature is a slide-up, front-entry door, which means entry and exit are possible regardless of the position of the twin booms. Another standard feature is a climate-controlled cab for operator comfort. 8) LiuGong — This Chinese manufacturer offers one model in the North American market, the 385B, the latest generation of its skid steers. Powered by a 70 hp Yanmar Tier IV Final engine, the skid loader features a cab that tilts 80 degrees for easy access to the engine compartment for servicing. Attention was paid to reducing operator cabin noise. 9) Mustang — This Minnesota manufacturer (now owned by French company Manitou Group) has built skid steers for 50 years and today offers 10 skid steer models. The largest is the 98 hp 4200V with a tip load of 8,400 lbs. and a lift height of nearly 12 ft. The skid loaders come standard with an automatic hydraulic self-leveling system.

10) New Holland — This U.S.-rooted manufacturer (now owned by Italian company CNH Industrial) has seven skid steers in the market, four of them with the vertical-lift system the company invented. Its machines range from 46 hp to 84 hp. A safety feature is an in-cab switch to lock a boom in place, an insurance against accidental drops. 11) Takeuchi — This Japanese manufacturer offers two versions of the TS80 74-hp skid steer, one radial lift, the other vertical. It has an optional two-speed drive system that can zip the skid loader along at 11 mph, for projects with unusual travel distances. The heavy-duty machines each have a breakout force of about 5,900 lbs. 12) Volvo — This Swedish manufacturer has eight skid steers in its lineup, ranging in power from 48 to 74 hp. The company has adopted the single-boom design with side-door entry. The company’s latest generation models have stronger booms, which has increased maximum lift height to 10 ft. More spacious operator cabins are another feature. 13) Wacker Neuson — This Wisconsin manufacturer began skid steer production just four years ago and now offers six models. The largest, the SW28, is a 74 hp unit with a vertical lift height of more than 11 ft. The skid steers come with a three-year full-machine warranty and four-year powertrain warranty.

Summary The skid steer loader broke the “Bigger Is Better” mold for construction equipment and heralded a new day of compact machinery. It accomplished this because it is a versatile and productive tool carrier. With a host of tool attachments, one skid loader is the equivalent of several more specialized machines. Whether you are contemplating renting one to augment your fleet of equipment or buying one for personal or commercial use, the skid loader is a work horse that will not disappoint—so long as you get the loader that best fits your situation. 2) Fork — This second-most-popular attachment is characterized by two projecting flat-steel struts that can slip inside pallets or underneath objects. Commonly used in warehouse or truck-loading applications, the fork is notably simple and functional. 3) Blade — The dozer blade comes in assorted dimensions and is commonly employed for shallow digging and earthwork. Variations include a long, narrow blade and a box blade, each of which is used to roughly level a site for concrete or asphalt pavement work. 4) Grapple — This yawning hinged attachment grips a load rather than supports it. Grapples come in a myriad of tine combinations that are engineered to get a grip on such irregularly shaped materials as roots, brush, logs, boulders and brick stacks. 5) Auger — This earth-drilling attachment takes the back-work out of post-hole digging and similar applications. It requires sufficient auxiliary hydraulic capacity to operate and comes in direct-drive and planetarydrive versions, depending on soil conditions. 6) Broom — This is the answer to concrete surfaces littered with debris or driveways tracked with dirt. Some rotary brooms are angled for systematic side-to-side cleaning. Others have pick-up features that cart away unwanted accumulations of foreign material. 7) Snow-Handlers — These attachments make snow almost welcome. They include simple angled blades that windrow snow and sided blades that contain and mound it. Snow blowers with auger collectors blow it to one side or the other of the skid steer path. 8) Grade-Control Systems — Sophisticated grading attachments from Trimble and other tech manufacturers can fine-tune grades within an inch. Applications include finish-grading for paving and final landscaping. GPS or 3D technology makes it possible. 9) Auxiliary features – Solid tires… Most owners of skid steers choose to run their machines on traditional pneumatic rubber tires with thick-

Wacker Neuson is launching its Series II large frame skid steer and compact track loaders. The new SW24, SW28, ST35 and ST45 offer the latest enhanced cab design and service accessibility. As the big brother to the company’s medium frame line, the machines offer parts commonality and contractors a proven design on the job site. Wacker Neuson’s new large frame loaders will stand out in a crowded field for their daily maintenance service access, including a cab that fully tips forward with the loader arms down, providing complete access to all maintenance components. These machines are engineered to be user-friendly with a simple, open design and efficient layout that requires less time on daily service checks and more time on the job, according to the manufacturer. The Kohler diesel engines feature a maintenance-free, regeneration-free aftertreatment system, eliminating the impact of extreme heat and downtime due to regeneration or the need for cleaning particulate filters. The SW and ST Series II loaders usher in a new era of comfort features including repositioned joysticks that promote intuitive and comfortable operation. The high visibility cab includes angled pedals and foot bed, as well as conveniently located switches that significantly reduce operator fatigue. Access in and out is easy with a wide door and step, plus there is no restrictive lap bar. Control options for any operator include mechanical handfoot (SW models), electric-hydraulic (EH) handfoot and selectable EH (ISO and H-pattern). This ensures operators with varying experience can efficiently operate the machines with ease. Designed and built at Wacker Neuson’s Menomonee Falls, Wis., facility, the wheeled and track models can handle every job. The vertical lift models offer class-leading hinge pin height and all models feature the largest fuel tank in its class, 40-gallons, with an optional 50-gallon tank for track loaders, giving operators more time in the cab and less time spent refueling, according to the manufacturer. All models also feature a variable speed cooling fan that provides on demand cooling of the engine, which maximizes efficiency, improves fuel economy and assists in cold starts. Wacker Neuson’s Series II large frame loaders include two skid steer models (SW) and two compact track loaders (ST). All models are powered by a 74.3 hp Kohler diesel engine and offer standard auxiliary hydraulic flow of 22.1 gallons per minute and optional flow of 31.7 gallons per minute. An updated 5.7-in. full color display is standard on most models (optional on SW models with mechanical hand-foot controls) and offers owners and operators expanded functionality that allows for a variety of customizable options and controls. There continues to be an upward trend in demand for compact track loaders (CTLs), which is shifting sales away from skid steers in the marketplace. CTLs not only have a seat at the table among different machines in the industry, but they are at the head of it. According to EDA, CTLs ranked as the No. 1 construction machine in terms of sales in 24 states from Oct. 1, 2015, to Sept. 30, 2016. All signs point to these machines continuing to gain market share from skid steers. Versatility Is Key With the numerous types of attachments that are out there, customers are finding new ways of adapting CTLs into their business, and the machines’ popularity continues because of it. This is happening in all sectors from construction to forestry, landscaping and agriculture. Recently, there has been an increased demand for CTL’s with higher rated operating capacity (ROC). This is largely due to their flexibility on demanding job sites and their ability to utilize a wide variety of attachments. Their agility, high tractive effort, breakout forces, low ground pressure and auxiliary hydraulics for various attachments, in addition to easy hauling to job sites, makes them convenient and profitable assets. Choosing the Right CTL for the Job It is crucial to make sure you are operating the right size

CTL for the job by checking the ROC of your loader versus material weight and attachments that you will be working with. It is important to know both the limitations of the machine and all operational functions in order to operate the loader safely and effectively. Secondly, know your application. While CTLs are found in some hard surface applications — such as running a cold planer, which provides a rigid and stable platform — loaders are generally better for unstable, varied terrain. Tracked undercarriages will incur higher ownership and operating costs than a rubber-tire machine, especially when used in the wrong application. When purchasing a CTL, the owner should always consider track, roller, idler and sprocket costs — all which impact the bottom line. Turning on hard surfaces and running a CTL on rocky ground or demolition-type applications can greatly reduce the life of the track and undercarriage components. This is where the rubber-tire skid steer still has a place. Those same ground conditions are still tough on tires, but it is much cheaper to replace tires than tracks. Most areas have been taken over by the track loader because of higher production as well as the ability to operate much better in soft and muddy conditions. As long as there is dirt to be moved, and new applications and attachments for these versatile machines, there is no end in sight to the CTL’s popularity. At the end of the day, there is no doubt that utilizing these versatile machines in the correct applications will result in a profitable return. ron Bound Auctions held its March 26 sale at its yard in Odessa, Texas, located at 17700 I-20 West, Odessa, Texas 79763. Iron Bound also has auction sites in Seminole, Texas, and Dalhart, Texas. A large crowd of bidders was on site and was joined by online buyers from all over the world. The sale featured excavators, skid steers, wheel loaders as well as trucks, trailers, light towers, generators and oilfield equipment.
