LYP Tackles Grade-Separated Interchange

Texas-based general contractor Larry Young Paving (LYP) is making steady progress and will deliver the Texas Department of Transportation’s (TxDOT) SH 6 and FM 2 Intersection Project in Grimes County this upcoming winter.

The work began in November 2021, south of the city of Navasota, and consists of constructing new frontage roads, lowering the elevation of SH 6 at the intersection of FM 2, building an overpass for FM 2 over SH 6 and replacing two SH 6 bridges over Beason Creek. The project will improve safety for motorists. While other work continues, the bridges have been constructed. However, at this point they are not open to traffic.

“The project is replacing the current standard crossover with a grade-separated interchange,” said Colwell. “This design will no longer allow traffic to directly enter the high-speed intersection without using an on/off ramp to merge into traffic.”

The right-of-way width varies from 210 ft. to 450 ft., according to TxDOT. The entrance and exit ramps will have a 14-ft. lane with 4-ft. inside and 6-ft. outside shoulders. Right turn lanes will be provided at the intersections with FM 2. The

World of Asphalt 2024 Shatters Records in Nashville

Arecord number of asphalt and aggregates professionals convened in Nashville for the largest World of Asphalt and AGG1 Aggregates Academy & Expo in the show’s history. Running March 25 to 27, 2024, the show set new records in both attendance and square footage.

More than 15,800 industry professionals took in the three-day event in the Music City, exploring more than 440 exhibitors and 120 educational sessions. This is a 38 percent increase in attendance, shattering the previous record of 11,400 set in 2022.

The exhibit floor encompassed more than 207,000 sq. ft. of the Music City Center; a 14,000 ft.-increase compared to 2022’s event in the same space.

Volvo VNR Electric Trucks Support SoCal Fleet Operators

Two Class 8 Volvo VNR Electric trucks will be utilized to launch the pilot ONE Electric Truck Program, which offers small drayage fleets in Southern California a free three-month lease on the zero-tailpipe emission Volvo VNR Electric trucks.

The ONE Electric Truck Program was developed by Ocean Network Express (North America) Inc. (ONE), a global container shipping company that services the Port of Los Angeles and the Port of Long Beach, to facilitate the transition to zeroemission vehicles for small drayage fleets which are essential to the operation of the ports.

Volvo Trucks North America customer BoxLinks (member of LX Pantos) is ONE’s regional partner and purchased the two Class 8 Volvo VNR Electric trucks. BoxLinks will manage the leasing contract and operations on the program that will provide small fleets the opportunity to experience the benefits of the battery-electric truck and determine if it is an operational fit for their fleet prior to making a purchase decision.

The ONE Electric Truck Program will manage the short-term rentals of electric trucks that are inclusive of charging, insurance and the vehicle lease agreement. This comprehensive package is designed to make the transition to electric vehicles as seamless as possible for both independent operators and small fleets.

Maintenance will be handled by Volvo Trucks Certified Electric Vehicle Dealer TEC Equipment — La Mirada and covered under the Volvo Gold Contract.

The Volvo Gold Contract, Volvo Trucks’ premier service offering for the VNR Electric, is a turn-key solution that allows customers to have operational peace of mind with electric vehicles. The service offering includes scheduled and preventative maintenance, towing and vehicle repair including the vehicle’s lithium-ion batteries to maximize peak vehicle uptime, performance and productivity.

This innovative new program will deploy two enhanced Volvo VNR Electric trucks that feature a six-battery pack configuration with a total battery capacity of 565 kWh. The battery-electric truck offers up to a 250kW DC charge rate that can achieve an 80 percent charge in about 90 minutes. The Volvo VNR Electric is an ideal solution for drayage applications due to their limited daily mileage, predictable routes and efficiency during idle time.

The deployment of Volvo VNR Electric trucks at the Port of Los Angeles marks a significant stride towards sustainable freight transportation. The battery-electric trucks not only reduce emissions but also enhance driver comfort, especially during the hot summer months. Drivers can utilize the Volvo VNR Electric truck’s electric HVAC system to run air conditioning while waiting to be loaded or unloaded to adhere to the no-

idle zone regulations within the port or run heat during cold weather deliveries and pickups. The Volvo VNR Electric truck also features standard heated and ventilated seats with a lumbar back cycler. This ensures a more comfortable environment for drivers and demonstrates Volvo Trucks’ commitment to creating innovative solutions that prioritize both environmental sustainability and driver well-being in the demanding logistics industry.

The ONE Electric Truck Program also includes charging at Forum Mobility’s charging depot at the Port of Long Beach, conveniently located at 260 Pico Avenue, next to the terminals. Forum Mobility is building a network of charging depots around California’s busiest ports, and along common trucking routes to warehouse destinations. This network offers a onestop solution that makes it easy for carriers servicing marine terminals to access battery-electric trucks.

The two Volvo VNR Electric trucks were funded in part by CARB’s Hybrid and ZeroEmission Truck and Bus Voucher Incentive Project (HVIP). The goal of HVIP is to accelerate the adoption of cleaner transport solutions by providing financial incentives for the purchase of hybrid and zero-emission vehicles. The ONE Electric Truck Program aligns with the HVIP program goals of supporting fleets in adopting zero-emission vehicles.

‘AEM Manufacturing Express’ Set to Hit Road This Summer

The Association of Equipment Manufacturers (AEM) announced that it will hit the road this summer for an unprecedented initiative to tell the story of the U.S. equipment manufacturing industry and celebrate the 2.3 million men and women who help build, power and feed the world.

The “AEM Manufacturing Express” will launch on July 1, 2024, at Weiler Inc. in Knoxville, Iowa, and travel across the country through October when it will wrap up with a finale event at Komatsu in Milwaukee, Wis. The tour will visit more than 20 states, with stops planned at more than 80 equipment manufacturers in communities across the Midwest, Southeast and MidAtlantic.

Participating manufacturers include iconic companies such as AGCO Corporation, CNH Industrial, Caterpillar Inc., Cummins Inc., Deere & Company, Komatsu, Kubota, The Toro Company, Vermeer Corporation and Volvo Group.

ARTBA CEO Makes Statement On GHG Mandate Overturning AED Files Suit to Challenge ‘Advanced Clean Fleet’ Rule

Associated Equipment Distributors (AED) filed suit in the United States District Court for the Eastern District of California challenging the California Air Resources Board’s (CARB) “Advanced Clean Fleets” rulemaking.

AED is one of two plaintiffs in the legal action, along with the American Free Enterprise Chamber of Commerce (AmFree).

The suit challenges California’s “Advanced Clean Fleets (ACF)” regulation. The ACF regulation requires fleet operators to phase out their internal-combustion trucks and replace them with zero-emission trucks, starting in 2024.

“AED members supply and service the equipment critical to our nation’s construction, agriculture, forestry, industrial and energy sectors,” said Brian P. McGuire, AED president and CEO. “We cannot sit on the sidelines as California exceeds its legal authority and businesses are forced to adopt products that aren’t readily available in the marketplace.”

Equipment dealers have expressed great concern with the rule, particularly as it relates to service and delivery trucks, as well as the cost increases and equipment delivery delays that will ensue. Technology is not ready, the charging infrastructure does not exist and the availability, reliability and cost of zero-emission trucks are a significant burden. Most importantly, CARB has exceeded its legal authority in promulgating the ACF mandate. The rule will have ramifications across the country, as well as internationally. A carve out in the Clean Air Act allows California to not only adopt environmental rules more stringent than the federal government, but also permits others states to emulate the Golden State. There are many jurisdictions eager to imitate the Advanced Clean Fleets rule and other similar California mandates. Consequently, this suit is critical to both cease illegal regulatory overreach in California and to prevent it from proliferating across the country, and North America. 

Federal Courts in both Texas and Kentucky have now ruled that the Federal Highway Administration (FHWA) lacks the statutory authority to impose a Biden administration greenhouse gas (GHG) performance mandate on state transportation departments. The rulings invalidate the FHWA regulation, affirming that states have the autonomy to pursue their own environmental policies when it comes to GHG emissions.

While the federal government may choose to appeal the rulings or deploy other legal strategies, the new regulation will not take effect as FHWA had planned.

The American Road & Transportation Builders Association (ARTBA) and Associated General Contractors (AGC) of America filed joint legal briefs Feb. 16 in both courts supporting 22 states challenging FHWA’s imposition of a requirement that congressional leaders purposely excluded during negotiations leading to passage of the landmark 2021 Bipartisan Infrastructure Law.

LeeBoy Hosts 60th Anniversary Celebration at Its Facility

Since 1964, the Lee family has been building and delivering products for the commercial asphalt industry.

In 2024, LeeBoy is marking its 60th year in business and on March 20, 2024, the company held a celebration at its U.S. manufacturing facility in Lincolnton, N.C.

BR Lee developed the first self-propelled commercial paver in 1970. That Model 500 featured three patents — for its tilt hopper, its hydraulic extensions and its under-auger cutoff gates — and opened the door to profitable commercial paving for thousands of paving contractors, according to LeeBoy.

BR’s son, Mike Lee, is still involved in the business today. He has

seen the company grow and change in many ways over the years but listening to their customers on how they can help them improve their business performance has always been a priority at LeeBoy, he said.

“I’ve seen a lot of hard work over the years to get LeeBoy to where it is today,” Lee added. “We are continuously making our products better, faster and more reliable for our customers and dealers. We value feedback from our customers to build and deliver the best products.”

From humble beginnings in BR’s garage where he built one drag box, the company has invested heavily in its own operations over the years.

“In 2001, LeeBoy hired the first group of engineers to assist in creating drawings to develop higher quality parts to make our machines function at peak performance,” said Mark Bolick, general manager of Product Support of LeeBoy. “Over the last 15 years, our engineering team has vastly improved documentation for equipment and parts manuals to ensure that our products continue to be the leaders of the commercial asphalt paving industry.”

LeeBoy has advanced in service processes and operations

to avoid machine down time for customers.

“Five years ago, the field service representatives were relocated into the manufacturing facility, forming the Rapid Response team as we know today,” Bolick added. “This team is dedicated service support for our dealers. LeeBoy Rapid Response along with our certified service schools, help our dealer technicians know more about our products, which allows them to make faster repairs for the end users.”

While much has changed over the years at LeeBoy, the feeling of family is something that has remained the same and those relationships will continue to drive success for the business and its customers, the company said.

Trimble’s New Roadworks Extends Functionality of Paving Control System

Trimble announced the availability of the Trimble Roadworks Paving Control Platform for Mills and Cold Planers, extending the functionality of Trimble’s next-generation, 3D paving control system.

Trimble Roadworks for Mills and Cold Planers runs on an Android operating system and enables operators to precisely control cutting depth of the mill or cold planer, according to project design.

The intuitive system allows operators to meet the most demanding specs on the most complex projects, minimizing over-cutting and creating a smoother surface on airport runways, highways, racetracks and other projects that require optimum smoothness. The 3D design is displayed to the machine operator showing areas that are on, above or below ideal grade, comparing the actual drum position and slope with the digital design. The platform automatically guides the milling drum to cut the ideal depth and slope without string lines or manual adjustments.

Roadworks for milling and cold planing takes both the guesswork and the re-work out of milling, making it easy for operators to mill precisely to a 3D design elevation. The benefits of this extend throughout the entire paving process, creating less work for pavers, decreasing asphalt usage, and increasing overall surface smoothness.”

The milling and cold planing software features the same user interface as existing Trimble Roadworks applications, with intuitive graphics, natural interactions and gestures, and self-discovery features, shortening training time for operators. The system is compatible with Trimble WorksManager software, which manages data transfer and tracks construction technology equipment across job sites, and with Trimble Business Center software, which is used to create 3D milling plans and comprehensive quality and production reports.

BOMAG Names New Director

BOMAG Americas announced that Bill Nittinger has joined the sales team as the director of dealer channel sales, western region and Canada.

Past Span Repairs Offer Insight Into Key Bridge Timeline

Fern Hollow Bridge, Pittsburgh, 2022

On Jan. 28, 2022, the 49-year-old Fern Hollow Bridge collapsed, injuring 10 people. Under the deck, a 16-in. natural gas pipeline was severed.

Local residents were evacuated after reports of a massive gas leak. Officials shut down gas lines in the area within a half hour of the collapse.

Contracts for a replacement bridge were awarded without bid because of the emergency declaration.

Building a new rigid K-frame bridge was not practical because of steel lead times of more than 18 months.

Construction of a three-span continuous composite prestressed concrete I-beam bridge was to start in late April 2022, in sections. Design changes to match the aesthetic of nearby Frick Park and the adjacent neighborhoods pushed the start back to May 9, 2022.

The replacement bridge was structurally complete by December 2022. It opened to traffic on Dec. 21, 2022, with a single lane in each direction.

Work continued into spring 2023 to complete the full bridge design. The structure officially reopened on July 7, 2023.

I-35W Mississippi River Bridge, Minneapolis, 2007

On Aug.1, 2007, during rush hour, the central span of the I35W Mississippi River Bridge suddenly gave way, followed by its adjoining spans.

The structure and deck collapsed into the river and onto the riverbanks below. The south section topped 81 ft.; northern sections fell into a rail yard.

It was decided that replacement of the collapsed bridge would cross at the same location as the original. Due to the highway’s function as a vital commuter and trucking link, the span was constructed on an accelerated schedule.

MnDOT announced on Sept. 19, 2007, that Flatiron Constructors and Manson Construction Co. would build the replacement bridge.

The new I-35W Saint Anthony Falls Bridge was opened to the public on Sept. 18, 2008.

The design-build project delivery method was utilized on this project, resulting in the bridge’s opening three months ahead of schedule.

I-10 Twin Span Bridge, New Orleans, 2005

After Hurricane Katrina on Aug. 29, 2005, the Twin Spans were damaged extensively when the rising storm surge pulled bridge segments off their piers.

The eastbound span was missing 38 segments; another 170 were misaligned, while the westbound span was missing 26 segments; 265 were misaligned.

The damage to the Twin Spans and to U.S. Route 90 to the east left only one route into New Orleans from the east.

The Louisiana Department of Transportation & Development (DOTD) accepted a bid on Sept. 9, 2005, to reconstruct the bridges.

The reconstruction project started with the less damaged westbound span. Phase 1 was to reestablish two-way traffic on the eastbound span within 45 days. Scavenged bridge segments from the westbound span were used to fill in the gaps in the eastbound span.

On Oct. 10, 2005, the east span was reopened to traffic with one lane in each direction. The 43-day contract was completed 15 days ahead of schedule.

Phase 2 of the project, concurrent with Phase 1, involved repairs to the westbound span. Prefab steel bridge spans were used in two areas. The steel spans replaced both destroyed segments and those segments used on the eastbound span.

The west span reopened on Jan. 6, 2006, returning four lanes of traffic to flow once again.

The prefabricated steel segments required both a 45-mileper-hour speed limit and weight restrictions on the westbound span. Additionally, the span was closed periodically for maintenance work, which was covered by Phase 3 of the original contract.

Following the Katrina damage, it was decided the old Twin Spans were too vulnerable to storm surge.

The long-term solution was two new taller spans. Ground broke on July 13, 2006, to build two new bridges 300 ft. east of the old spans.

This project constructed two three-lane bridges 30 ft. above the surface of Lake Pontchartrain, with an 80-ft. high rise.

I-40 Bridge, Webber Falls, Oklahoma, 2002

The I-40 bridge collapse in Webbers Falls, Okla., occurred on May 26, 2002, when barges on the Arkansas River collided with a pier supporting the bridge.

The failure of the supports that resulted from the collision caused a section of the bridge to collapse.

An estimated 20,000 vehicles per day were rerouted for approximately two months while crews rebuilt the bridge. Traffic resumed July 29, 2002.

The fact that it required just two months from disaster to reopening set a new national record for a project of this scope, normally approximately six months.

Queen Isabella Memorial Bridge, Port Isabel, Texas, 2001

On Sept. 15, 2001, four loaded barges crashed into one of the Queen Isabella Causeway bridge’s support columns.

The collision caused two 80-ft. spans to fall into the river, leaving a 160-ft. gap in the roadway near the highest point of the causeway.

Because the causeway is the only road connecting the island to the mainland, the impact of the accident was significant. The bridge also carried electricity lines and fresh water to the island. State officials brought in ferries to temporarily carry cars across the Laguna Madre.

In addition to the three toppled bridge sections, two adjacent also were replaced because of structural damage.

The causeway was reopened on Nov. 21, 2001, with several safety features added to the structure. The support columns were reinforced, and a $900,000 fiber optic collapse warning system was installed.

Sunshine Skyway Bridge, Tampa, 1980

The southbound span of the original bridge was destroyed on May 9, 1980, when the 606-ft. freighter MV Summit Venture collided with a support column. This took place during a sudden squall, causing the catastrophic failure of more than 1,200 ft. of the span.

The main support pier nearest to the channel withstood the strike with only minor damage. However, a secondary support pier just to the south was not designed to withstand such an impact and failed catastrophically.

This failure resulted in the entire center of the southbound span collapsing at 7:38 a.m.

While the state considered replacement proposals, the undamaged northbound span was converted back to a twolane, two-way bridge.

Ideas for the new structure included construction of a tunnel, deemed impractical, and a simple reconstruction of the broken section of the old bridge.

That, however, would not widen the narrow shipping lane. Gov. Bob Graham’s idea to build a “signature” cable-stayed bridge won out.

The design featured a span that would be 50 percent wider than that of the old Skyway Bridge. The channel would be marked by a 1⁄4 mi.-long series of large concrete barriers. Support piers would be protected by massive concrete “dolphins.”

Construction began in January 1983 with the pounding of pilings for the foundation, and work on the main piers began the following September.

After delays, an opening ceremony was planned for April 30, 1987. The day before, though, the new bridge’s protective bumpers were hit head-on.

The bumpers sustained minor damage and the bridge was unaffected by the impact of the 74-ft. shrimp boat. Opening ceremonies proceeded as scheduled.

Tacoma Narrows Bridge, Tacoma, Washington, 1940

The 1940 Tacoma Narrows Bridge opened to traffic on July 1, 1940, and dramatically collapsed into Puget Sound on Nov. 7 of the same year.

Construction began in September 1938, and from the time the deck was built, it began to move vertically in windy conditions. The motion continued after the bridge opened to the public, despite several damping measures.

The bridge’s main span collapsed in 40-mi.-per-hour winds on the morning of Nov. 7, 1940. The deck oscillated in an alternating twisting motion, which gradually increased in amplitude until the deck tore apart.

Efforts to replace the bridge were delayed by World War II. In 1950, a new Tacoma Narrows Bridge opened in the same location.

The new structure used the original bridge’s tower pedestals and cable anchorages.

The portion of the bridge that fell into the water was transformed into an artificial reef. The replacement bridge was opened to traffic on Oct. 14, 1950, and is 5,979 ft. long, 40 ft. longer than the original.

The new span also has more lanes than the original bridge, which only had two traffic lanes, plus shoulders on both sides.

Half a century later, a second, parallel, suspension bridge was constructed to carry eastbound traffic. The new parallel bridge opened to traffic in July 2007.  CEG

Kevin O’Connor of ‘This Old House’ to Deliver Keynote for Equip Attendees

Renowned This Old House host and home improvement expert Kevin O’Connor will deliver the keynote address, sponsored by Kress, at Equip Exposition this fall, focusing on energizing the landscapers, contractors, dealers and manufacturers who attend the trade show and helping them identify ways to build their business.

The award-winning trade show, which drew more than 27,000 people last year from all 50 states and 46 countries, will be held Oct. 15 to 18 at the Kentucky Exposition Center (KEC).

“We’re excited to have Kevin join us this October for Equip — he’s a seasoned contractor and really knows the business. He’s one of us, and he’ll have a great story to share with attendees,” said Kris Kiser, president of the Outdoor Power Equipment Institute, which owns and manages Equip Exposition. “Registration for the show is now open, so make sure you get your travel booked soon.”

O’Connor said he has profound respect for the professionals who attend Equip.

Trend Spotting

During his keynote address, O’Connor also is expected to address some of the larger trends happening in the industry.

He praises the backyarding trend, which is getting more homeowners to expand their living spaces outside.

“The backyard is the new front

porch,” he added, making the work of landscape contractors and others so important for creating these spaces as people move from formal living spaces to casual outdoor time.

“The outdoor kitchen is hot, and it is only going to get hotter as more products and solutions make this shift more affordable and comfortable. Patios, decks and yards can now have fire, refrigeration, water and lighting and our living space can grow by ten to thirty percent without adding an addition or moving to a new home,” said O’Connor.

And in his work, he sees the importance of landscape industry professionals and the tremendous opportunities available to them, with unprecedented growth and demand for landscaping services.

“Many homeowners have some sense of what goes into a bathroom renovation or a new paint job but very few understand the amount of work neces-

sary to prep the ground, properly grade, manage water, remove trees or bury conduit,” said O’Connor. “Educating homeowners early about the infrastructure necessary and the cost associated with that infrastructure will help avoid misunderstandings and better set expectations.”

He also added, “I think it’s important professionals are honest with homeowners and guide them wisely in their choices. Recommending best-in-class class materials and equipment that will last and perform is important.”

DEVELON Launches New, Digital Platform With Iron Telematics Data

An alarm sounded when a DEVELON machine’s fuel level suddenly dropped by 50 percent in just a few minutes. The dealer promptly responded to the alert, determined that someone was stealing fuel from the machine and took action to rectify the situation.

This real example and countless others are reasons why DEVELON dealers and customers are increasingly making use of construction equipment telematics data. As a result of the increased demand, DEVELON introduces the latest iteration of its fleet management system — MY DEVELON: a new digital platform for managing construction equipment.

“Dealers and customers can access and manage the DEVELON construction equipment maintenance and operation data using the MY DEVELON app or on a web browser,” said DEVELON Telematics Manager Stojan Arezina. “Our customers can remotely check the status of their equipment and communicate with their machines by sending certain messages.”

New Features

Some of the newest features now available on the MY DEVELON platform are the ability to download service tools and get personalized quotes for parts for DEVELON equipment.

“We provide a menu for customers to request a quote for DEVELON genuine parts from their local dealer,” he said. “It will be a very useful resource for customers. They can select the parts they want to receive a quote on and send it to their dealer. Additionally, customers can subscribe to our exclusive digital services.”

Increased Telematics Usage

More dealers and customers are utilizing telematics data, according to Arezina, based on data tracked by DEVELON. He said that during ConExpo in 2023, the company successfully showcased the telematics service and how it can benefit customers. Although some customers can be intimidated by the amount of data, Arezina said DEVELON and its dealers are working hard to develop training programs that help educate customers on how to navigate the system. That starts with DEVELON dealers using brief, streamlined training materials, which he said has been very effective with sales specialists.

“When a customer purchases a new machine, our dealership sales specialists provide some basic training about telematics with the customer,” he said. “When the customer leaves with the new machine, the customer has a telematics profile. The customer can log in and start tracking the new machine immediately.”

One of the most popular features of telematics services today, according to Arezina, is the ability to receive codes from machines. Dealers and customers can subscribe to receive notifications when a DEVELON machine requires service. He said this allows dealers to proactively engage with customers and their machines, thereby optimizing uptime protection.

“Our telematics offering helps keep our customers’ machines working the way they were intended,” he said. “Dealers and customers can better remotely monitor machines to ensure they are in good health and can schedule routine maintenance to ensure it’s done when it’s needed.”

Wacker Neuson’s ST27 Promotes Visibility, Flexibility for Working in Tightest Spaces

Wacker Neuson’s ST27 compact track loader is the smallest in the company’s line up of CTLs, but is an excellent pound-for-pound fighter in the compact medium frame size class.

Weighing in at only 7,350 lbs., this machine is easily towable and has a Rated Operating Capacity (ROC) of 1,890 pounds (@35 percent of tip).

Combine the ideal operating weight with a 74-hp Kohler KDI 2504 turbocharged engine, and the ST27 offers the best power-to-weight ratio in its class, according to the manufacturer.

The compact design, measuring 60-in. wide and under 80in. in height, makes it the perfect fit for working in tight spaces with low overhead clearance.

The design also maximizes the ROC of 1,890 lbs., while offering best-in-class reach at dump height of 36.5 in. This extra reach at max height means it is easier to dump material into the center of a dump box and keeps the loader farther away from the vehicle or trailer being loaded.

The vertical lift, ST27 offers a hinge pin height of 120 in. and dump height of 94.3 in.

Wacker Neuson’s ST27 features a two-speed standard travel drive that offers 9.1 miles per hour, resulting in faster cycle times. Enhancing the driving experience is a standard auto-shifting two-speed drive system, which can be active or disabled based on the application. It automatically senses the operators need to shift.

The auto feature engages in and out of the two speeds based on joystick input and eliminates the need for the operator to make manual shifts.

Operator comfort and visibility are at the forefront of all of Wacker Neuson’s product designs. The vertical loader arm linkage is designed to maximize visibility to the rear. The shape of the rear linkage aligns with the cab posts in the operator’s line of site in order to minimize visual obstructions, creating a better view to the rear. Additionally, the dedicated track frame design allows for a lower profile loader arm orientation, vastly improving side visibility, the manufacturer said.

The spacious cab offers all day comfort that includes a 5.7in. color display and controls to meet the operator’s preferences. The selectable EH joystick controls allow the operator to toggle between ISO and H-Pattern via a switch in the cab, and the large display makes it easy to adjust the joystick sensitivity and machine response settings for a fully customizable operating experience.

From switch location and layout, to an angled foot rest in the floor board, and the ergonomically located handles, joysticks and armrests, the cab is specifically designed to reduce operator fatigue. Even entering and exiting the machine is easier with a wide door and step and well placed grab handles.

Larry Young Paving Overhauls Road With New Upgrades

While the project has its hurdles, solutions have been developed to allow crews to proceed.

“The project experienced several challenges that are being addressed, such as the construction phasing due to ROW acquisition and utility relocations, poor soil quality, and managing environmental impacts,” said Bob Colwell, a public information officer of TxDOT's Bryan District. “The project phasing was designed so the contractor could begin work without having to wait on TxDOT to finish the ROW acquisition needed for the frontage roads and provide the utility companies time to relocate their utilities. TxDOT and its contractor worked with the communications, water and electrical companies to construct as much of the project as possible without impacting their services as they completed their relocations.

“Another issue being addressed daily is the poor soil quality, which primarily consists of highly plastic clay that is susceptible to moisture and is responsible for many of the pavement failures along SH 6,” he added. “Since most of the earthwork consists of excavation, the contractor will construct a solid foundation for the new roadway. Lastly, drainage through the phases of substantial earthwork presented challenges especially with the numerous large storms that occurred over the course of this project. Poor soil conditions do not allow for vegetation to grow easily even with hydroseeding, so TxDOT and the contractor have installed extra rock filter dams, silt fence, soil retention blankets, and other measures to keep the silt and water runoff to as minimal.”

The construction of the new frontage roads and overpass for FM 2 over SH 6, lowering the elevation of SH 6 at the intersection of FM 2 and replacement of the two SH 6 bridges is based on sequencing the work and maximizing production opportunities.

Colwell pointed out some key sequences:

• Shift NB traffic to SB side — tear down SB bridge and SB lane up to FM 2, rebuild all;

• Shift SB traffic to NB side — tear down NB bridge and NB lanes where needed to rebuild NB bridge and NB frontage road; and

• Shift SB traffic to SB frontage, shift NB traffic to NB frontage — tear out intersection and build FM 2 bridge and SH 6 main lanes.

“Phase 1 consisted of reconstructing the SB Beason Creek bridge and the southbound frontage road, as well as constructing temporary pavement to allow the southbound traffic to be shifted to the northbound lanes,” he said. “This was the first step due to the ongoing property acquisition and utility relocations in other areas of the project but led to a reduction in the number of lanes in each direction as the existing road was not wide enough for four lanes in each direction. Since this was a not desirable situation, the contractor worked diligently to complete the southbound bridge and the frontage road as quickly as possible.

“Phase 2 consists of reconstructing the NB Beason Creek bridge and the NB frontage road, including all temporary pavement that allowed northbound traffic to be shifted to the SB lanes,” he added. “This will allow for traffic to flow on either side of the construction that will occur on Phase 3 without impacts to travel time. Phase 3 consists of demolishing the intersection of FM 2 and SH 6, constructing the FM 2 bridge, and lowering the SH 6 main lanes 25 feet. Rebuilding the existing bridges for the traffic switches couldn’t begin on the NB frontage since property had not been fully acquired.”

This also is the case for rebuilding the frontage roads for safer geometry and building FM 2 bridge and main lanes.

To get around some of the challenges, LYP has “pursued significant work that was planned for later in the project to get ahead of schedule,” Colwell said.

Equipment-wise, operators are using excavators, dozers, loaders, skid steers, cranes and other standard pieces of iron.

On typical days, LYP has one to three crews on-site. This includes eight people on earthwork, five to 10 on concrete, and five to seven on paving. Subcontractors usually have

between three and six personnel on-site.

It is estimated that 286,000 cu. yds. of dirt will be excavated, which is equivalent to a cube the size of a football field that is 135-ft. high. In terms of materials being used, 41,000 cu. yds. of dirt have been dedicated for embankment; 16,500 cu. yds. of flex base and 48,000 tons of hot mix.

With a large amount of equipment on-site, LYP is ensuring that its mechanics and maintenance staff are taking care of everyday repairs, routine maintenance and ensuring that vehicles are receiving regular oil changes and replacement of fluids. LYP purchases and rents equipment from local and regional dealerships.

Need for Upgrades

In 2022, KBXT, a local media outlet noted that “the intersection has seen its share of accidents including a deadly one on Halloween 2016 when a driver on FM 2 was killed after being t-boned by a pickup truck that was traveling on Highway 6. In June of 2023, DPS was investigating an accident where a driver had to be hospitalized after trying to cross FM 2 and was hit by a vehicle on Highway 6.”

“We’re looking forward to completing this safety project,” said Colwell.

TxDOT annually reviews its roadway system to determine priority locations for safety improvements.

“This intersection of SH 6 with FM 2 was evaluated and selected for project development,” said Colwell. “The Bryan District office has studied design alternatives and investigated potential environmental impacts. The preferred alternative was presented at the February 9, 2017, open house. The project is converting the at-grade intersection to a grade-separated intersection with FM 2 going over SH 6. This [results in] a typical main-lane section on SH 6 with two 12 foot travel lanes bounded by 10 foot inside and outside shoulders. Ramps will provide access to FM 2.”

The new infrastructure was designed by TxDOT and its consultant, Kimley Horn. On a daily basis, more than 23,000 cars and trucks use the intersection and adjacent roads.

To protect motorists and construction workers, the speed limit on SH6 has been lowered in that construction zone. TxDOT has provided detours when highway lanes and sections of the intersections are closed.  CEG

Caterpillar Safety Services recently launched two updates to its programs contributing to resilient safety cultures: an updated Safety Perception Survey and a program focused on human and organizational performance.

Safety Perception Survey

The Caterpillar Safety Services Safety Perception Survey analyzes an organization’s safety culture. Building on 35 years of research and study, the new Safety Perception Survey updates language and modern concepts of safety culture excellence, adding questions related to psychological safety and human and organizational performance.

The new survey’s reports are streamlined with more modern visualization of the data. They

measure five safety activities — hazard identification, event learning, inspections, near miss and safety meetings — and address 11 cultural indicators, including caring climate, employee involvement, feedback, management credibility, training effectiveness and risk reduction. Importantly, they also show how safety is perceived differently among employees, supervisors and managers.

Human and organizational performance is a framework concept for talking about safety and creating a resilient safety culture. It’s a mindset that allows organizations to build more error-tolerant systems by teaching leaders that expecting perfection from workers, processes or procedures is not realistic.
