I-80 Pavement Rehab Project Moving Along

Construction crews in Northern California are making significant progress on the Yolo I-80 Pavement Rehab Project — a $280 million effort to serve motorists traveling along I-80 between Sacramento and Davis.
“The existing pavement has surpassed its service life,” said Dennis Keaton, Caltrans public information officer. “The condition of the pavement has degraded, resulting in a poor quality of ride and increasing maintenance for repair and preservation of the pavement.”
The project area is in and near West Sacramento, from 1.4 mi. east of Mace Boulevard to Sacramento River Bridge and also on Route 50 from Route 80 to Jefferson Boulevard Overcrossing.
Work began in mid-July of 2023 and is expected to be completed by fall/winter of 2026.

Due in large part to the 2021 IIJA bill, the construction sector is adding jobs to the U.S. economy. In September alone, the industry added 25,000 jobs compared with August. In fact, from September 2023 construction gained 238,000 jobs, which equates to a 3 percent increase. That’s three times faster than overall employment since before the pandemic. There are currently approximately 16 percent more construction jobs than in March of 2020, reported the National Association of Home Builders (NAHB). That’s 5 percent more than see JOBS page 26
The AGC found that 24 states and the District of Columbia added construction jobs between August and September of this year.

Sustainable Mining in North Texas
One of Silver Creek’s most innovative contributions to sustainable mining is its involvement in Texas’ state tire recycling program.
Those tires become a key component in its land reclamation efforts, along with other recycled materials such as dirt, rock and concrete, all of which undergo a rigorous seven-day testing to ensure that neither the land nor the water is harmed.
Another sustainable practice includes the organic recycling of liquid waste.
Onsite, the company receives pallets each week containing various liquids that, for one reason or another, cannot be sold to the public. Some of these products include soda cans, beer cans and sports drink bottles — all of which are introduced to mulch piles after being extracted from their original containers.
Silver Creek not only uses the liquids as food for the microbes in its mulch stockpiles, but it recycles all the aluminum, plastic and glass containers.
Silver Creek’s dedication to sustainable practices doesn’t stop at land reclamation and recycling liquid waste.
Another proud contribution is a 40-acre, 190-ft. deep well that pumps millions of gallons of clean water into the city of Fort Worth’s water supply. In a state often grappling with water shortages, this environmental stewardship is just as important as the mining operations.

CPI Lands Lone Star Paving in Austin for $654M, 3M Shares
Construction Partners Inc., a civil infrastructure company specializing in the construction and maintenance of roadways across six Southeastern states, announced on Oct. 21 that it closed on its agreement to acquire Asphalt Inc. of Austin, Texas.
Asphalt Inc, which does business as Lone Star Paving, is an asphalt manufacturing and paving company operating in high-growth markets in central Texas, with 10 hot-mix asphalt plants, four aggregate facilities and one liquid asphalt terminal supporting its operations.
The acquisition will be immediately accretive to earnings upon closing and is anticipated to generate an annualized runrate contribution of $530 million of revenue and $120 million of adjusted earnings before interest, taxes, depreciation and amortization (EBITDA) in fiscal 2025.

Federal, state and local officials gathered, along with community leaders and representatives from the aviation community, Federal Aviation Administration and American Airlines to mark the occasion.
“We are elated to be celebrating this monumental development with everyone and for the opportunity to bring a worldclass terminal to Stillwater,” Airport Director Kellie Reed said. “We extend our gratitude to American Airlines for eight years of commercial service in Stillwater, and we look forward to many
continued years of that partnership.”

Stillwater Mayor Will Joyce addressed the project’s significance to the community and its impact on economic development. The new terminal is the product of many years of effort, he said. The larger terminal will allow Stillwater to increase flight operations and continue to grow the region from which travelers flying in and out of Stillwater Regional Airport are drawn.
“It’s hard to overstate how big of a game-changer this is for us,” he said. “We’re so excited and so appreciative of all those who have made an effort to make this happen and are continuing the effort.”
Topcon Announces Significant Growth of Topnet Live Coverage
Topcon Positioning Systems announced a major addition to its reference station service, Topnet Live. New service areas are available through expansion within California, Hawaii, Oregon, Nevada, Utah and Washington, with 180 full-wave geodetic reference stations added to the network.
Simplifying the workflows for many different devices in many different industries, network corrections offer centimeter accuracy for high-end engineering, surveying, construction and agriculture measurement and guidance systems. This service also is utilized in many other markets, such as the turf industry, for automated mowing and input applications, line marking and imaging, as well as UAV operation for mapping and delivery.
“The addition of these new stations offers expanded RTK cor-
rections services to customers in many large metropolitan areas across several states and increases the total coverage of Topnet Live in the Americas by over 72,900 square miles,” said Jason Killpack, the director of business development of Topcon Emerging Business.
“The addition of all of these new stations increases the density and offers users in these areas full network modeled solutions for any number of applications.”
One of the key benefits for customers is the ease of access to globally supported NTRIP network corrections. NTRIP, or Networked Transport of RTCM via Internet Protocol, is a protocol that streams Global Navigation Satellite System (GNSS) corrections data over the internet for real-time kinematic (RTK) positioning.
Additional expanded services
include Differential Global Positioning System (DGPS) coverage for mapping, as well as an increased number of sources for Receiver Independent Exchange (RINEX) static files for static or static kinematic post-processing.

Funding for the $27 million project is provided by partners including the Federal Aviation Administration, the Oklahoma Department of Aerospace and Aeronautics, and the city of Stillwater.
Stillwater Regional Airport is one of only four airports in the state offering scheduled commercial passenger air service. The new terminal replaces a building constructed in 1952 that was retrofitted for the launch of commercial air service in 2016.
Offering modern facilities with concession space and two gates, the new terminal will serve Stillwater and the surrounding region for decades. McFarland Architects of Tulsa, Okla., handled the design work.
Phase I of the project consists of the new terminal building with two gates, a parking lot and a 4-lane dropoff. Further roadway improvements will be in Phase II. Completion of the terminal is expected in August 2026.

The Salvation Army has received a significant equipment donation from Bobcat Co., a global equipment and worksite solutions brand, to support ongoing relief efforts in the aftermath of Hurricanes Helene and Milton and beyond.
This donation, valued at $885,000, includes 23 essential pieces of equipment, such as forklifts, portable generators and light towers all vital for aiding communities impacted by natural disasters. These assets will be stored at The Salvation Army’s Emergency Disaster Services (EDS) warehouses and deployed across the Southeast, ensuring rapid and effective response to both the current and future disasters.
The Salvation Army has often needed to rent much of this equipment in times of disaster, a costly and logistically challenging necessity, particularly during times of high demand following disasters. With Bobcat’s support, The Salvation Army can respond immediately without needing to source critical equipment during emergencies, enhancing its capacity to serve affected communities effectively.
“This equipment will not only help with our immediate response efforts to Hurricanes Helene and Milton but will also save valuable time and money responding to future disasters,” said Commissioner Kenneth Hodder, national commander of The Salvation Army.
“Service delivery is severely impacted when critical equipment is unavailable during disaster operations, and this significant addition of operational equipment in our warehouses and the field is essential to ensuring the safety of our workers and in providing crucial services to survivors.”

JCB Engine Production Reaches ‘Magic Million’ Milestone
JCB has marked a major manufacturing milestone with the production of its one millionth engine.
Production started in 2004 at JCB Power Systems in Foston, Derbyshire, and expanded to JCB India in 2010 with the opening of a dedicated plant in Ballabgarh, Delhi. From three engines a day 20 years ago, JCB now produces around 500 a day, becoming a world leader in the design, development and manufacture of diesel engines and is now pioneering develop ment of hydrogen combustion engines.
JCB Chairman Anthony Bamford recently paid tribute to the JCB teams around the world who have played a part in the engine’s success. Lord Bamford said: “To have made one million engines in 20 years is quite some achievement. This real ly is a significant moment for our teams around the world, a real achievement. The JCB engine is very well respected around the world for its reliability and very well appreciated by our customers. JCB machines work in dirt and hot and cold climates, and from the moment they go to a customer, they are working hard and doing a full day’s shift. The engine really is the beating heart of that reputation for reliability.
“It was a major decision at the time to make our own engines and I was directly involved in that; it has paid off and I’m
very pleased we made the decision. As we hit the milestone of producing one million engines, the time is right to acknowledge
the part my played father in the design, not only of this engine, but other engines which he designed with other people in the past. My father died in 2001 so our engines were running as prototypes by that time, and he had a lot to do with it. I’m thankful he was involved in this engine so many years ago.”
JCB Power Systems’ engines have been instrumental in helping set world records — first when the JCB Dieselmax streamliner, powered by two JCB engines, became the fastest diesel-powered car in the world in 2006 when it reached a speed of 350.092 mph on the Bonneville Salt Flats — a record that still stands.

Proven Performance in Field of Railroad Ballast Production
In a recent field test, the CRC1350S was utilized in a highproduction railroad ballast application. The project involved processing drilled and blasted granite material into 2 in. minus railroad ballast. Material was fed by a Cat 349 excavator into a Powerscreen 32 in. by 47 in. jaw crusher with a 5 in. closed side setting, reducing the granite to 9 in. minus.
From there, the material was conveyed to the Cedarapids CRC1350S, which was configured to produce three product variations: railroad ballast at 2 in. by 7/8 in., 3/4 in. stone and 1/2 in. minus dust. The CRC1350S produced an estimated 425 tph, split across the three products. While the plant demonstrated excellent performance, there is potential for even higher production rates with the use of a larger excavator and minor adjustments to the circuit, according to the manufacturer.
The customer expressed high satisfaction with the CRC1350S’s performance in the rail ballast configuration, highlighting the plant’s significant production capacity and ease of transport.

MAJOR Improves Screen Media Durability With Strip Variant
MAJOR, a global manufacturer of high-performance wire screen media, introduced an advanced polyurethane (PU) strip variant for the FLEX-MAT Modular series.
The new variant increases the screen media’s durability, extending its lifespan and effectiveness in wet and corrosive environments, according to the manufacturer.
“While most screen media provide excellent durability, we noticed accelerated wear in some corrosive applications,” said Kevin Laporte, MAJOR R&D manager. “We immediately began testing to create a corrosive-resistant alternative we could develop into a new polyurethane variant. The new polyurethane strips would allow these specialty operations to benefit from FLEX-MAT’s productivity-boosting qualities while still maximizing uptime.”
The advanced PU strip features greater chemical stability to improve performance in alkaline, acidic and wet environments, such as limestone operations. Advanced durability extends the overall wear life of screen media in applications where the PU strips typically wear out before the steel wire and affect the integrity of the screen media.
"OPTIMUMWIRE bonds to our distinctive lime green PU strips to offer higher wire vibration than woven wire screen media. The unique chemical compound we developed for our advanced PU strips hold up well against corrosive materials to ensure the strips match the lifespan of our OPTI-

The new durability of the PU strips still allows the same flexibility as the standard option so the wires can vibrate
freely. The high frequency of the OPTIMUMWIRE wire remains — 8,000 to 10,000 cycles per minute — to speed up material separation and passing.
Like MAJOR’s standard polyurethane composition, the advanced PU strips are available for the FLEXMAT Modular D, S and T Series. The new variant is not intended to completely replace the standard polyurethane.
“The advanced PU strips aren’t meant as a complete replacement for standard polyurethane. Instead, they’re a special-order option for screen media going into harsh environments,” Edwards said. “The best use of the advanced PU strips is when operations are screening corrosive or wet materials or when the operation notices their polyurethane is breaking down faster than the steel wire. In most cases, the standard polyurethane strip option continues to perform optimally for our customers.”

Jobs Rise, But Finding Qualified Workers Remains Tough
the previous peak in 2006, according to Anat Nusinovich, economist of the National Association of REALTORS (NAR)
She said nationally the average growth rate of construction jobs from 2007 to 2023 was 0.4 percent.
Though the housing sector is one part of the construction market, it does serve as an indicator of just how construction jobs affect the economy.
Numbers Speak Volumes
Between 2007 and 2011, the construction jobs growth rate was negative, reaching a low of -16 percent in 2009 during the Great Recession.
“The rate saw another significant decline during the pandemic, dropping from 2.8 percent in 2019 to3.2 percent in 2020,” said Nusinovich. “However, the construction industry has since rebounded, reaching a growth rate of 3.3 percent in 2023,” — 0.5 points higher than pre-pandemic.”
The economist noted that this year, the local average growth rate for construction jobs is 2.9 percent, matching pre-pandemic numbers from 2019.
According to the NAR report, approximately 70 percent of analyzed areas outperformed this rate over the past year.
Notably, between 2019 and 2024, Cleveland, Tenn., registered the highest growth rate at 60.0 percent.
Elizabethtown, Ky., and Fayetteville, Ark., came in at 57.1 percent and 42.9 percent, respectively.
Further, two areas in Idaho — Idaho Falls with 37.5 percent and Boise City with 37.2 percent — came in the fifth and sixth places.
Punta and Cape Coral-Fort Myers, Fla., also showed “significant” growth, ranking fourth at 39.5 percent and tenth at 35.4 percent, respectively.
Meanwhile, Beaumont-Port Arthur, Texas, and ChicagoNaperville-Elgin, Ill.-Ind., experienced the lowest growth rates at 0.5 percent.
These two cities were followed by Midland, Texas, with 0.7 percent, “despite having the highest share of construction jobs in 2024,” said the NAR.
“Between July 2019 and July 2024, only 7.3 percent of the areas recorded no growth in construction jobs, with a growth rate of zero.”
However, NAR’s Nusinovich said, from before the pandemic until this summer, 17.3 percent of the observed areas experienced negative growth rates. That indicates a a loss of construction workers, she said, noting that the biggest losses were in Lake Charles, La., whose rate was -52.2 percent.
Next in line was Johnstown, Pa., with -37.9 percent, and AugustaRichmond County, Ga.-S.C., at29.9 percent.
“Ithaca, New York, which also had the lowest concentration of construction jobs, saw a decline of 21.4 percent in its construction workforce since 2019.”
The AGC also tracks construction employment trends and found that 80 percent of U.S. states saw jobs increases in September. In all, 24 states and the District of Columbia added construction jobs between August and September of this year, according to the association.
More states would have added workers year-over-year if contractors could find enough qualified applicants, said AGC.
“It is great that four out of five states have added construction jobs over the past year,” Ken Simonson, chief economist, said in a statement.
“Even more states would be seeing gains if there were enough qualified workers available to fill job openings,” the association told ConstructConnect.
In its BLS analysis, AGC found construction jobs rose from September to September in 40 states and declined in 10 states and the District of Columbia.
Texas added the most construction jobs, at 42,300, followed by Florida, with 37,100; Ohio, 16,400; Michigan, 12,600; and Indiana, 12,500.
The largest percentage increases were in Alaska, with 3,700 jobs and Hawaii, with 4,500. Oklahoma, at 7,800, and Nevada, at 10,000, followed.
New York State saw the largest loss at -6,900 or -1.8 percent, followed by Oregon, -4,800 or -4.1 percent and Maryland, -4,600 or2.9 percent.
AGC reported Oregon had the largest percentage loss, followed by Maryland and Maine.
“For the month, construction employment … was unchanged in Minnesota, Rhode Island and Vermont,” said the association. “Texas added the most jobs, followed by Ohio, Florida, South Carolina and Colorado.”
Ohio had the largest percentage gain, followed by South Carolina, Alaska and Nebraska.
Tennessee lost the most construction jobs in the month. Oregon and Louisiana followed.
North Dakota lost the highest percentage of jobs. Oregon and West Virginia were next.
“The value of construction starts rose 1.8 percent year-over-year in September,” said AGC.
But the sector “edged down 0.9 percent year-to-date in the first nine months of 2024 compared to January-September 2023,” ConstructConnect reported.
Nonresidential building starts rose 1 percent for the month but fell 7.5 percent year-to-date. Civil starts increased.
Among the 25 largest categories, AGC found that the best-performing year-to-date are electric power infrastructure and airports.
On a year-to-date basis through September, total construction starts were up 2 percent from 2023, according to Dodge Construction analysis.
Nonbuilding starts slipped 3 percent over that year and miscellaneous nonbuilding starts were up 10 percent.
Environmental public works starts were up 7 percent; highway and bridge starts, 3 percent and utility/gas starts down 23 percent.
Nonresidential building starts rose 2 percent year-to-date; institutional starts were up 13 percent; commercial starts were down 2 percent.
According to AGC, the Fed’s take on the construction picture is that economic activity was “little changed” since early September.
The government reported commercial real estate markets were generally flat, although data center and infrastructure projects boosted activity in some areas.
“Contacts noted that it remained difficult to find workers with certain skills or in some industries,
such as technology, manufacturing and construction.”
According to ConstructConnect, AGC officials urged Congress to increase funding for construction workforce training and education programs.
The association believes the funding will help address workforce shortages likely holding back employment growth in the sector.
“Enabling more people to learn about construction as a career opportunity is essential,” said Jeffrey Shoaf, CEO of AGC, adding that learning would help fill the openings created by the infrastructure, power and manufacturing projects under way.
Industry Looking Toward Future
Also tracking the construction jobs market, and chiefly how IIJA stacks up jobs-wise at its midway point is ARTBA.
The transportation builders association said the highway, street and bridge construction industry added nearly 40,000 jobs over the first half of IIJA.
“Industry employment surpassed record levels in 2023 and has continued rising since on a year-over-year basis,” said ARTBA.
Looking forward, the Eno Center for Transportation believes 2024 could be “the tipping point” for IIJA funding to “start pouring out of the U.S. Treasury.”
Jeff Davis, Eno senior fellow, recounted that IIJA loaded the Highway Trust Fund with 24 percent more money for highway account programs.
The 2021 bipartisan bill also allotted 32 percent for mass transit. Increases afterward are estimated in the 2- to 3-percent range per year.
Davis said through the first 10 months of fiscal year 2024, highway account outlays are up 20 percent from the 10-month mark preIIJA, in FY 2021.
“And mass transit account outlays are up 49 percent over FY 2021,” said Davis, adding that the 2021 level suffered more from COVID aid displacement.
At IIJA’s half-way point a year ago, the Brookings Institute predicted that IIJA’s total economic impact would “continue to evolve.”
Adie Tomer, senior fellow, said
that as more states and localities put federal dollars to work, an increased demand for skilled labor was expected.
He said that economists expected a high number of separations within infrastructure occupations would continue to challenge recruiting and retention.
“Construction of IIJA-funded projects will last well beyond 2026, when the legislation expires,” said Tomer.
Inflation Reduction Act tax credits will support energy-related projects for another nine years.
“America needs to get serious about growing and diversifying the infrastructure talent pipeline, because time is running out,” he stressed a year ago.
Marcum, a construction accounting firm, found in an industry survey that in 2024 the outlook across the board is a positive one.
“Our survey reveals that despite the challenges facing the construction industry, the overall outlook remains positive,” said Joseph Natarelli.
The top concerns revealed in the survey can help business strategize for the future, said Roger Gingerich, leading Marcum’s Midwest construction practice.
The survey found that ongoing labor recruiting and retention struggles remain a top concern for construction companies. In fact, 29 percent of Marcum survey respondents cited it as the biggest threat to their business.
The Associated Builders & Contractors noted that though construction firms have made gains, BLS statistics show a sharp decrease in job openings
“At the same time, there is not a lot of labor out there but demand for labor has subsided a little,” said Zack Fritz, ABC economist.
As of September, construction unemployment was at 3.7 percent, just above the August mark of 3.2 percent.
“To be a craft worker in construction, you generally need to have experience and credentials in the construction field,” said AGC’s Simonson said.
He called it a chronic problem and despite the economic gains he believes the labor employment picture will continue to hamstring the industry. CEG

Voters Approve $41B for State, Local Transportation Investment
Voters Nov. 5 approved 77 percent of 370 state and local ballot initiatives that are expected to generate $41.4 billion in new and renewed funding for roads, bridges, trails and rails, according to initial results the American Road & Transportation Builders Association (ARTBA) compiled.
Some revenue will be available immediately through bond agreements, while most will be generated through sales, property, or other taxes collected gradually over decades.
Transportation funding measures tracked by ARTBA’s Transportation Investment Advocacy Center (TIAC) appeared on ballots in at least 25 states, with 23 states approving at least one statewide or local question.
“The support for these ballot measures during one of the most consequential national election cycles in modern history proves that transportation investment continues to transcend partisan politics,” said TIAC Senior Director of State Funding Policy Carolyn Kramer Simons. “Voters from all parties and geographic areas agree on the need to invest in roads, bridges, and transit infrastructure.”
Among the key outcomes:
• Washington state: Voters chose to keep the state’s carbon credit market, a portion of which is used for its transportation budget on projects to improve transit, electrify ferries, advance high-speed rail and for initiatives to improve pedestrian safety.
• California: Voters rejected a statewide measure lowering the threshold required to pass local bonds and special taxes from 66.67 percent voter approval to 55 percent voter approval. This would have eased the burden on counties, cities and towns seeking revenue to maintain and improve roads, bridges, trails and related infrastructure.
• South Carolina: Four out of nine counties renewed or enacted a local sales tax for transportation purposes, approving $11.7 billion in funding for roads, bridges, and transit.
• Arizona: Voters renewed a half-cent transportation sales tax, which will generate $14.9 billion in revenue for two more decades.
• Nashville: Voters approved $3.1 billion for the city’s transit system, sidewalks, and roads after overwhelmingly supporting a half-cent sales tax increase.

Sustainable Mining Hallmark of Silver Creek Materials
Legacy of Reliability
At the core of Silver Creek Materials’ success is its relationship with Powerscreen Texas, a partnership that dates to the 1990s.
After years of struggling with unreliable screening equipment, Robert Dow met with Powerscreen Texas President Sam McNabb. The introduction was timely, as Silver Creek needed high-output screeners capable of handling the heavy volume of material its expanding operation demanded.
“We made a pros and cons list of numerous screener manufacturers that we’ve used onsite and, for us, we found that Powerscreen had the longest list of pros. From that point, we have stayed true to Powerscreen Texas,” Marshall Dow said.
Equipment: Getting the Right Answer
Marshall Dow’s initial experience with Powerscreen machinery was during a site visit hosted by Powerscreen Texas in partnership with Powerscreen of California, Nevada and Hawaii at a landfill in California. The Warrior 2400 was in operation and immediately impressed him. He was convinced to buy a Warrior 2400 after witnessing material that is clay-bound, like the material in Fort Worth, consistently being processed through the machine at high throughputs of between 700–800 tons an hour.
The company now runs a fleet of machinery from Powerscreen Texas, including three Powerscreen Warrior 2400s, two Warrior 1800s, a Titan 2300 screen, a Komptech Starscreen and the CBI 6800CT horizontal grinder.
This diverse range of machines is responsible for processing Silver Creek’s primary products: sand, gravel, clay, fill dirt, recycling and compost. Its top-selling aggregate product is a 2-in. minus material, while the finest sand product is between 1-in. minus and ¾-in. minus.
“The Powerscreen Warrior line complements our topselling products extremely well,” Marshall Dow said. “They are running constantly, and we can always rely on the truth that they will produce the best products for our business.”
The machines Silver Creek bought from Powerscreen Texas ensure consistent, top-quality material for a diverse range of aggregate.
The Powerscreen Warrior 2400, one of the largest scalping screens in the Warrior range, boasts a massive 20-ft. by 6-ft. screen box that is highly versatile in allowing Marshall Dow and his team to efficiently process large quantities of aggregate with minimized downtime.
“You can swap screen media in and out so easily,” he said. “The ability to change the product we are making without stopping production for long is key in allowing us to meet our customers’ demands.”
The 2400 was favored by Silver Creek for its heavyduty scalping, making it ideal for its gravel and claybound material. The large screening area combined with its aggressive throwing action allows for effective screening of the most difficult materials, such as wet or sticky clay, with minimal clogging or blockages.
The Warrior 1800 also was added to the Silver Creek fleet, as the machine is known for compact yet powerful productivity.
Slightly smaller than the 2400, the 1800 features an 11-
ft. by 6-ft. screen mostly used for processing smaller volumes of sand and fill dirt onsite. Though compact, the 1800 provides the same level of reliability and ease of use as larger models but with greater transport flexibility across the 600-acre site.
On the front end of the recycling operations sits the CBI 6800CT horizontal grinder.
Silver Creek uses the 6800’s high throughput and sheer power to grind a variety of materials, from wood waste to construction debris. Those materials are turned into an array of mulch and compost for customers.
The 6800CT features a 15 percent larger screening area than the 6800BT, allowing for production capacity to reach up to 200 tons per hour, a feature that greatly impacts their operations.

Though its quarry reaches depths of 190 ft., the Dows are not solely focused on what lies beneath. KEMROC Expands; Plans to Increase Nationwide Presence

Klaus Ertmer, founder of KEMROC, has been described as a visionary pioneer in the construction equipment industry. His decades of engineering expertise have led KEMROC to the forefront of specialized excavator attachments for demolition, trenching, mining, tunnelling, subsea excavation, soil mixing and recycling operations.

In 1999, Ertmer founded his first company, and by 2000, manufactured the first transverse drum cutter in Germany. By 2010, the company had a presence in China, India, Qatar and Saudi Arabia.
In 2012, a subsidiary was established in Arizona and in 2014, another subsidiary was in Brazil. In 2016, a welding parts plant was opened in Qatar, with the KEMROC brand being established in 2017.

Sacramento to Davis Paving Project Proceeds Smoothly
explained. “Weather has been cooperative, and there haven’t been any issues with supply or equipment. The contractor is a joint venture between Flatiron and Teichert. Both contractors are well suited for the magnitude of work this project requires.”
The ongoing work is causing traffic issues, but Keaton said there are no major issues.
“Temporarily, motorists are experiencing longer than expected commute times at peak times; however, Caltrans works diligently in communicating with the public to make them aware of coming closures, traffic shifts or any other construction-related changes that will affect their commute,” he said.
“Caltrans also recurrently reinforces the use of QuickMap to let the public know real-time traffic conditions and closures.”
Keaton noted the main concern for the crews is coordinating the work around the River Cats and Oakland A’s baseball schedule.
“The A’s are moving to share a stadium with the River Cats in spring 2025. Other challenges include the high traffic volume that runs through the project’s corridors on U.S. 50 and Interstate 80.
“The constraints tied to working around the high traffic volume hours/days make it difficult at times. The project team is doing its best to work around all this and continues to push the project to the finish line.”
Crews are focusing on CRCP installation, conduit installation, drainage inlet removals, roadway excavation and AB placement. The pre-stage shoulder work was completed in 2023.
Stage 1A work was performed in June 2024, which consisted of removing the median barrier, removing/installing drainage systems and reconstructing the pavement with CRCP and HMA.
Stage 2A construction began in July 2024, and is actively being worked on to construct CRCP lanes and reconstruct the ramps with HMA.
Key project tasks remaining include continuing CRCP, HMA and median barrier installation.
According to Keaton, placing CRCP overlay involves
removing the existing structural section, preparing and compacting the subgrade, paving an HMA bond breaker layer, building a rebar mat and finally paving the CRCP.
“To rehabilitate ramps, the contractor removes the existing structural section, places new Class 2 AB and paves various layers of HMA.
“To rehabilitate bridge decks, the bridge deck needs to be sounded to ensure there are no hollow areas to be repaired. Once the bridge inspection is cleared, the contractor paves a thin layer of polyester overlay on the bridge.”
Keaton said crews must always be mindful of the forecast.
“Concrete is sensitive to high/ low temperatures and humidity but, so far, weather has been cooperative. If construction needs to be paused due to climate, the project schedule would be adjusted accordingly, so the overall completion date is not affected.”
The main equipment on the job includes a CRCP paver, HMA paver, an excavator, graders, skip loaders and rollers. Chief materials being used are CRCP, HMA-A, RHMA-G and Class 2 AB.
The project calls for a total of 176,000 cu. yds. of roadway excavation and 165,000 cu. yds. of Class 2 AB.
While there is still plenty of activity at the job site, Keaton said each day brings a sense of accomplishment to the work crews.
“It’s rewarding knowing that all the hard work put in every day and over the life of the project will be used for many years to come in the future by people from the Bay Area, Sacramento and Lake Tahoe.
“When the project is completed, motorists will have a rehabilitated roadway with CRCP overlay, rehabilitated ramps, upgraded barriers and guardrail to concrete barrier.
“There will also be rehabilitated bridge decks, bridge median widening at two locations, upgraded bridge railings, replaced overhead sign structures and installed fiber optic lines.
“The project will improve ride quality for motorists. It’s very rewarding to see the progress of all the hard work that the contractors and Caltrans puts in every day to keep the project on schedule and on budget.” CEG

Volvo to Launch Long-Range Version of FH Electric Truck
The electrification of heavy trucks is continuing across the world and longer distances are now becoming a possibility.
Next year Volvo will launch a new longrange version of its FH Electric that will be able to reach up to 373 miles on one charge. This will allow transport companies to operate electric trucks on interregional and longdistance routes and to drive a full working day without having to recharge. The new Volvo FH Electric will be released for sale during the second half of 2025.

FEMA Grants $10M to Enhance Safety of Marlette Lake Dam Near Carson City
U.S. Sens. Catherine Cortez Masto and Jacky Rosen of Nevada announced on Oct. 22 that the Federal Emergency Management Agency was making a $10 million grant “to enhance the safety and functionality of the Marlette Lake Dam, reducing the risk of a dam breach during an earthquake,” according to a news release, the Nevada Appeal reported.
Grant sub-applicant the Nevada State Public Works Division has spent the last year fortifying the earthen dam, which dates to the 1800s. The mountain lake supplements Carson City’s drinking water.
The State Public Works Division (SPWD) said total construction costs will be about $20 million. The state of Nevada has allocated $13.4 million for project planning and construction of the project.
“SPWD is proposing to stabilize Marlette Lake Dam to reduce hazards from seismic events by enlarging the downstream embankment with fill, replacing the existing corroded and leaking outlet works and raising the crest of the dam to address freeboard deficiencies,” according to a 2024 FEMA environmental assessment. “SPWD is also proposing to replace the aging spillway, which is currently undersized and open to snow and debris that could restrict emergency flows, with a covered concrete box culvert.”
The assessment said, “The Marlette Lake Dam is in an area of high seismic hazard. Annual inspections indicate a high probability of a dam breach should there be an earthquake of magnitude 6.5 or larger because of the age and condition of the dam.”
The assessment said a dam breach would not only impact the safety of nearby residents but could impact “the ecology and water quality of Lake Tahoe and the delivery of water to Carson City and areas of Storey County and Lyon County.”
“SPWD assumes that the lake drawdown process would begin in October 2024 and end in March 2025, at the latest,” the assessment reads. “Major project construction would extend from May 2025 through October 2025, after which the cofferdam would be removed to allow the lake to begin to refill, and the site would be stabilized and remain inactive during the following winter.
“In May 2026, final construction of the mechanical con-

trol building and minor appurtenances, in addition to capping, would be completed and the site would be restored by summer 2026. The lake is expected to take approximately six years to naturally refill, depending on annual precipitation.”
Carson City is prepared for the anticipated impacts, with a local water treatment plant having its capacity raised.
Marlette Lake was created in 1873 when the dam was first built. The dam was raised to its present height of 45 ft. in 1959.

Terex Supports Breast Cancer Research During 2024 Rodeo

Terex Utilities displayed various operator aids and tools during the International Lineman’s Rodeo & Expo, held Oct. 16 to 19, in Bonner Springs and Overland Park, Kan.
What stood out the most was the Terex Stand Alone Core Barrel auger tool, painted in custom pink colors, and backed by a “Digging for a Cure” banner promoting Breast Cancer Awareness.
“Every year, Terex Utilities recognizes and supports October Breast Cancer Awareness month,” said Justin Pinkalla, regional sales manager.
As in years past, visitors were invited to sign the banner to show their support of breast cancer research. The company also will donate $1,000 to the Susan G. Komen Foundation Midwest Region, which invests in breakthrough research to prevent and cure breast cancer.
Two of the products on display in the Terex utilities booth help digger derrick operators improve efficiencies in drilling applications. The custom pink Stand Alone Core Barrel auger tool can increase productivity when drilling hard rock, such as limestone material, when a flighted auger will not do the job. The core barrel tool fits directly on a standard Kelly bar and can be stowed like a standard auger on the boom, eliminating the need for any attachments or having to remove for transportation, the company said.
“Terex is the only digger derrick manufacturer that also manufactures auger tooling,” Greg Adler, regional account manager of
Auger Tooling, said. “We understand how to design auger tools for maximum productivity and efficiency for the entire application.”
Also on display was the Terex Hollow Kelly Bar, which allows distribution crews to easily install screw anchors when used versus the traditional locking dog and square bars. Digger derrick operators can shave minutes off the process for every screw anchor that needs to be installed.
Terex Utilities’ design combines the auger extension shaft and screw anchor drive. The screw anchor rod inserts directly into the hollow Kelly Bar, eliminating the need for a screw anchor adaptor on the digger derrick.
“This helps eliminate manual handling, improves safety through less lifting, and increases productivity,” said Adler.
Finally, Terex displayed the HyPower SmartPTO by Viatec, a simple and reliable ePTO system that reduces idling, increases fuel savings, and minimized noise and air pollution by utilizing plug in electric power to operate the equipment. The SmartPTO powers the primary unit and auxiliary functions as well as directly powering lights and the optional integrated cab A/C using factory vents and controls.
The SmartPTO comes standard with a 14kWh battery, which gets most crews through the normal workday. In the higher-use applications, an optional 21-kWh battery is available.

Unique Skid Steer Tire Improves Snow Clearing Efficiency
When snow needs to be quickly cleared from public areas, municipalities and landscape contractors often rely on skid steers with snow removal attachments to efficiently complete the job. However, poor tire traction can slow or halt work as well as threaten safety.
Conventional skid steer tires can be prone to slipping or sliding in icy environments or heavy snow. When a skid steer loses road traction in these conditions, the operator can lose control of the vehicle and a collision, accident or injury can occur.
“Typical skid steer tires, not built for snow and ice, can be up to 14 inches across so tend to stay on the surface, leading to poor traction and safety,” said Jerry Holman, president of SnowWolf Plows, a Minnesota-based manufacturer that offers various snow removal accessories such as snow blowers, plows and pushers which are compatible with skid steers, compact loaders, wheel loaders, front-end loaders, tractors and other machinery.
In response, industry innovators have helped to minimize wheel slippage and sliding with skid steer-specific snow tire designs that provide superior traction. The improved traction, in turn, translates into greater safety and productivity when clearing snow from public spaces. The enhanced safety provided by superior tire traction also reduces the risk of accidents and collisions as well as required repairs and maintenance, prolonging the usable life of the vehicle and snow removal attachment.

and snow. Depending on the model, WolfPaws are 6.6 to 8.5 in. wide compared to most skid steer loader tires at 10 to 14 in. so can exert nearly double the ground pressure, dramatically improving traction, snow clearing, and safety.
WolfPaws range from 28 to 36 in. in height and fitments are offered for machines as small as the Bobcat Toolcat all the way up to the largest of skid steers. Some customers prefer to go with a larger diameter tire than what comes standard on their machine which gives the added benefit of increasing the skid steers’ travel speed and hence, an even greater improvement in productivity.
According to Holman, the skid steer snow tires, which are made in the USA, are not a retread and not a truck tire but a completely new tire designed for this one purpose. Due to the unique width and special tread, the snow tires come as a complete package…four tires installed on the correct wheels for your machine and aired up to spec.
“The specialized tread pattern is specifically designed and molded for use with machinery on snow and ice, and many of the models are compatible with carbide studs which you can add as an option. While the snow tires are designed to increase traction, ground pressure and productivity while eliminating sliding, slipping, and spinning in snow, add the carbide stud option will give you incredible traction even on ice,” said Holman.

Kage Innovation Releases 54-in. 2-in-1 Sidewalk Snow Plow

Buyers Products released a straight blade plow specifically designed for use with most ½-ton and smaller pickup trucks. Much like the 2022 SnowDogg VMXII, the MXII snow plow has been structurally optimized to weigh less than 450 lbs., which allows the plow to be mounted on lighter trucks like the Ford F-150s, Chevrolet Silverado 1500s and RAM 1500s, as well as many SUVs and smaller trucks.
The SnowDogg MXII is an extension of SnowDogg’s rapidly growing straight blade plow line, which also includes the EXII for one-ton-plus pickup trucks and CMII for Class 4-6 trucks. Designed to move heavy, wet snow in a compact design, the plow features a genuine, 304 stainless-steel blade and a frame built to absorb heavy impacts. Caterpillar Inc. announced a new alliance with IMA Engineering to enhance Caterpillar’s Cat Precision Mining initiative.
This collaboration aims to use cuttingedge technology to provide real-time, detailed information about ore, the raw material extracted in mining, enabling sites to improve the efficiency and accuracy of mining operations.
Cat Precision Mining is Caterpillar’s advanced vision to improve every step of the mining process, from extraction to processing. By incorporating real-time data and the latest technologies, this initiative aims to ensure that mining operations can adjust more quickly and precisely to the natural variations in ore.

The television special on Machinery Pete’s show on RFD TV came about through a more than 20-year friendship and business relationship between Jack Lyon and Lynn Odland, CEO and founder of Dakota Shine/Dakota AG Innovations.
Odland felt it was time for Alex Lyon & Son’s story to be told and brought in his friend Machinery Pete to not only interview Lyon, but also to film the story for his Machinery Pete show. Debuts New Construction Foreman Certification Program
The National Center for Construction Education and Research (NCCER) released its new Construction Foreman Certification Program, another comprehensive program in its Construction Leadership Series.
Developed in conjunction with industry subject matter experts, this online training and certification program provides a flexible, turnkey solution to train and qualify current and upcoming foremen in the critical areas of people management, communication, quality, safety and productivity.
Research from the Construction Industry Institute highlights a significant gap in formal training for construction foremen, as many craft professionals are promoted to foreman without the proper preparation. The research further states that industry investment in training for foremen is “one of the biggest opportunities for the industry to improve productivity and performance,” yet many contractors cite time and resource constraints as barriers.
NCCER’s new foreman training program eliminates these bar-
riers by providing a self-paced, online program accessible anytime, anywhere. The engaging courses include audio, text, activities and videos with industry leaders talking to individuals through practical, real-world lessons.
“Foremen are the backbone of our industry. They make plans reality by leading people, managing work, solving problems and making decisions. The foreman is crucial to project success,” said Boyd Worsham, NCCER President and CEO.
