When the project is completed in 2014, the 4 mi. (6.4 km) of SR 522 from the Snohomish River Bridge to Monroe, Wash., will feature four lanes with a median barrier to separate oncoming traffic, a roundabout, a noise wall and upgraded lighting and signage. Four new bridges will be added, including a new 1,700 ft. (158 m) bridge over the Snohomish River that will be 9 ft. (2.7 m) higher than the existing bridge. Constructed of
structural steel, concrete girders, the new bridge on the north side of the existing Snohomish River Bridge will carry westbound SR 522 traffic. A wildlife crossing also will be added. Nearly 28,000 vehicles travel this stretch of SR 522 each day. Heavy congestion and delays are common in the Puget Sound region, and this small inland city experiences them routinely. As the terminus for SR 522 since the 1970s, Monroe connects with larger cities to the south via Interstate 405, which has established it as a see SNOHOMISH page 10
DENVER (AP) The military awarded more than $400 million worth of construction contracts in Colorado in 2012, roughly in line with other years but especially significant as the state slowly emerges from the recession. The projects include facilities for a new helicopter unit at Fort Carson, a new operations center for top-secret defense intelligence agencies at Buckley Air Force Base, National Guard and reserve centers in Colorado Springs and Loveland, and renovations at the Air Force Academy. The best way to gauge the impact of the spending is to ask “What would happen if we didn’t have it?” said Don Addy, chairman of the Colorado Thirty Group, a nonprofit based in Colorado Springs that advocates for cooperation between the military and civilian governments. “It would be a big hole because of the ripple effect,” Addy said, noting that the construction money is spread out among suppliers and subcontractors who work on the projects. SHAWNEE, Okla. (AP) Work is expected to begin in January on the restoration and renovation of St. Gregory’s University in Shawnee,
about 14 months after the largest earthquake in recorded Oklahoma history resulted in major damage to the small campus’ main building. The 5.6 magnitude earthquake on Nov. 5, 2011, toppled one of the four turrets on each of the four corners of Benedictine Hall and caused

Winter Park Contractor Wins Case Community Challenge Case Construction Equipment named Hubbard Construction the winner of the Case Community Challenge. The program recognized construction contractors for supporting their local communities with significant community service projects. Hubbard Construction, Winter Park, Fla., received the award for donating labor, materials and the use of equipment in helping build 28 “mud volleyball” courts for the 19th Annual Mudd Volleyball Challenge for the March of Dimes. The event was held in Orlando, and attracted the participation of 164 teams from all over the state of Florida. The tournament raised approximately $165,000, including matching grants, for the March of Dimes Central Florida Chapter. Hubbard donated the use of a wheel loader, two excavators, a dump truck, water trucks and electric generators in preparing the eight-acre event site. Crews from Hubbard also set up a stage, a mobile office and a 260-ft.-long tent at the site that served as hospitality headquarters for teams raising $1,500 or more. The project required a few weeks of site preparation and another week to restore the site following the event. As grand prize winner of the Case Community Challenge, Hubbard Construction received one year’s free use of a Case 580N backhoe/loader. In addition, Case made a $5,000 cash donation to the March of Dimes. “Case congratulates Hubbard Construction and all of the contractors who were nominated for the Case Community Challenge award,” said Jim Hasler, vice president, CNH Construction. “These contractors provide outstanding examples of community service, and they testify to the important role that the construction industry plays in every town and city throughout North America.” “Hubbard Construction is honored to receive this award, and pleased with the recognition it brings to the annual March of Dimes Mudd Volleyball Challenge,” said Ray Birko, equipment manager. “We not only provided equipment and services to prepare and restore the event site, we also sponsored four volleyball teams in the tournament. It’s a great event for a great cause.” Semifinalists for the Case Community Challenge award received a $1,000 CNH parts and service reward card, and the charities their projects supported received a $1,000 donation from Case. Semifinalists were: • Michael O’Keefe Ltd., Windsor, Ontario, for its work in developing Canada’s first Miracle League baseball field for special-needs athletes in the southern Ontario town of Amherstburg. O’Keefe used a fleet of Case excavators, crawler dozers and loader/backhoes to provide drainage, subbase, base and final grading for 25 acres of the site.

The camp is used by the New York District Royal Rangers, an adventure program and local ministry designed for boys and young men ages 5- to 17-year olds. • Reames Concrete, Valdosta, Ga., for participating in the Second Annual week-long Freedom Build, organized by the ValdostaLowndes County Habitat for Humanity. A complete home was built to honor the U.S. military and those who lost their lives in the September 11. Reames Concrete excavated and poured the concrete foundation and driveway for the home. • Seneca Landscapes, Wake Forest, N.C., for donating labor, materials and the use of equipment in helping build the first “greencertified” home built in Raleigh by Habitat for Humanity of Wake County, N.C. Seneca designed and installed landscaping that helped create a resource-efficient home.

future market conditions, Kobelco Construction Machinery and CNH have mutually decided to operate their businesses on their own, and with the initial term of the original agreement ending on Dec. 31, 2012, the three companies decided not to renew their alliance. The cooperative relationship among the three companies for 10 years under the global alliance has been meaningful and significant. From now on, while respecting their positions, Kobelco Construction Machinery and CNH will grow their own business operations throughout the world. Future Plans Under the global alliance with CNH, Kobelco Construction Machinery’s sales and marketing rights were limited to the Asia and Pacific area, including Australia. From Jan. 1, 2013, Kobelco Construction Machinery will market and provide services on its own in North America, Europe, South America, the Middle East, Africa and the CIS countries. With the ending of the global alliance, equity participation with CNH also will be terminated. At the end of the year, Kobe Steel will buy back the 20-percent equity that CNH currently holds in Kobelco Construction Machinery. As for the equity that Kobelco Construction Machinery holds in CNH’s affiliate companies, the shares will be sold back to CNH. After the initial term of the global alliance ends, CNH will continue to be entitled to manufacture and sell hydraulic excavators

In addition, for a five-year period until the end of December 2017, CNH will have the right to procure hydraulic excavators from Kobelco Construction Machinery on an OEM basis. Global Alliance With CNH In September 2001, Kobe Steel, Kobelco Construction Machinery and CNH signed an agreement to form a global alliance. In January 2002, Kobe Steel transferred 10 percent of its shares in Kobelco Construction Machinery to CNH. In addition, Kobelco America Holdings Inc. transferred 65 percent of its shares in Kobelco Construction Machinery America LLC to CNH. In July 2002, Kobe Steel transferred an additional 10 percent of its shares in Kobelco Construction Machinery to CNH. Kobelco Construction Machinery transferred 100 percent of its shares in Kobelco Construction Machinery (Europe) B.V. to CNH. The noise study showed that future noise levels for the neighborhood on the northwest side of SR 522 between 171st Avenue SE and Mountain View Road SE would exceed 66 decibels, which is the threshold for considering a noise wall. In addition to the 9 to 10 ft. (2.7 to 3 m) noise wall, a 42in. (106.7 cm) concrete barrier will be installed along the outside lanes of SR 522 between 164th Street SE and 154th Street SE — 10 in. (25 cm) taller than the barrier typically used on this type of project. Besides preventing vehicles from leaving the roadway, the barrier is expected to reduce tire pavement noise by 1 to 2 decibels, due to the additional height.

The lengthy approach accommodates the bridge’s proximity to wetlands, he explained. “It’s been challenging to accommodate the environment and the weather,” Strutner said. Summer saw a 90-day stretch with no precipitation, but winter is showing its teeth with abundant rainfall. Fortunately, he said, they planned the project with rain in mind. Nevertheless, with 35 named wetlands and 8 tributaries plus the Snohomish River, the expansion project presented a “substantial environmental challenge.” A revised plan was developed to mitigate environmental impact during installation of an intermediate bridge. “Our original permit plan called for two seasons [of work] back to back to coordinate with ‘fish windows’ from January 1 to September 30,” Strutner said. Instead, they regrouped by compressing their schedule and applying for a one-month extension to reduce the disruption. “The trade-off is that we have to do it in one season.” Happily, he said they completed the work with two weeks to spare. The substructure for the Snohomish bridge is done, but work on the superstructure is still going on. Strutner said that 50 percent of superstructure is completed. The second half — erection — will begin in March. The superstructure sits on a pier — a 30 ft. (9 m) column with 10 ft. (3 m) diameter drilled shaft. A temporary access work trestle was built to enable crews to construct the structure. “We’re using a girder launching system because there’s no way to go across the river using a crane,” Strutner said. This system is typically reserved for areas with environmental impact, he added. Subcontractors SB Structures and Apex Steel are responsible for the launching system. “It takes precision and a willingness for risk.”

Lowboy Trailer, VRT Ideal for Mining Eqpt. Transporting Philippi-Hagenbuch (PHIL) is officially launching its HiVol lowboy trailer and vehicle recovery tool (VRT) system for transporting equipment. The two pieces of equipment are designed to work independently or together as one integrated system to haul the largest, heaviest off-highway mining equipment quickly, easily and safely. The system also is designed for fast return on investment, typically paying for itself within a year, according to the manufacturer. The HiVol lowboy trailer-VRT combination provides the capacity necessary to haul ultra class rated equipment, a standard for mining equipment such as drills, loaders and high-capacity shovels. The system offers a hauling capacity of 400 to more than 2,000 tons (363 to 1,814 t). Whether providing initial transport into the mine pit, relocating a shovel from one pit to another or hauling a piece of downed equipment to the shop for repair, PHIL’s system is able to move nearly any piece of mining equipment, eliminating the need for multiple vehicles and trailers, according to the manufacturer. Acting as the intermediary between the haul vehicle and trailer, the VRT is key to allowing up to 22 percent more hauling weight than the trailer alone. The VRT evenly distributes the load over the axles and tires of the VRT, the haul truck and the trailer. By distributing the weight of the load, PHIL’s ultra-class lowboy trailer is able to haul the larger loads safely. Transporting large equipment is safe with the HiVol lowboy trailer-VRT combination, as well. The VRT’s wide base provides greater stability and balance for control of the load during transport. While traditional lowboy trailers use a gooseneck and require more time, manpower and effort to front load the trailer, the HiVol lowboy trailer features a rear-load system, designed for safe, efficient loading and unloading for all sizes of equipment. In fact, most pieces can be loaded or unloaded in less than 20 minutes. The trailer’s rear axles swing out and drop the deck to ground level while rear loading ramps descend. The equipment easily “walks” up the ramp for fast, convenient loading. Additionally, the ramp is designed to maintain a consistently flat plane with the deck of the trailer, elimi-

nating apex loading and potential damage to the idlers and rollers on tracked equipment and the trailer. Once a machine has been secured on the trailer, the ramps raise, and the axles swing back into transport mode, fully containing the equipment for safe transport. At this point, the deck raises and the trailer is ready to move. In addition to enhancing safety, efficiency and convenience, the HiVol lowboy trailerVRT combination makes moving large mining equipment less expensive than traditional means. When a machine such as a mining shovel moves under its own power, excessive pressure and unnecessary wear is placed on the undercarriage: tracks, rollers and idlers. Because replacing an undercarriage can cost up to $3 million, in most cases the system easily pays for itself within the first year, according to the manufacturer. While intended to work as a unified system, the HiVol lowboy trailer and VRT can operate independently of one another for added versatility. Philippi-Hagenbuch custom builds every HiVol lowboy trailer to fit an operation’s exact needs and expectations. Overall, it is the largest capacity heavy haul unit on the market, with a capacity that can exceed
1,600 tons (1,451 t). When not used in conjunction with the VRT, the trailer attaches to a haul vehicle with Philippi-Hagenbuch’s standard six-way kingpin style hitch. The trailer and hitch feature a low-maintenance design with minimal moving parts, components and hydraulics for high uptime. In addition to its direct interfacing capabilities when paired with the HiVol lowboy trailer, it can be used on its own as a towing device with the ability to tow inoperable offhighway haul trucks weighing up to 400 tons to the shop for repairs or to any desired location within an off-highway environment. The VRT interfaces with the front bumper of the disabled haul truck and lifts the front tires off the ground, evenly distributing the weight between the rear tires of the disabled vehicle, the VRT and the prime mover. The VRT’s wide wheelbase provides stability and balance, eliminating the need for a counterweight on the tow vehicle’s chassis and ensuring safe towing with no added pressure on the truck or the haul vehicle. When used as in intermediary between the prime mover and a PHIL lowboy trailer, the VRT conveniently attaches to the gooseneck of the trailer itself through a lowboy interface point located on the top of the VRT.
To disengage, the VRT pivot actuation system hydraulically adjusts the height and pitch of the lowboy interface point and the VRT can be moved out of the way, ready to be used for towing disabled vehicles. Building upon customer feedback, PHIL has enhanced its VRT and lowboy trailer with the ability to have them operate without the need of an off-highway truck. Through the use of a PHIL dolly interface system, a tracked loader can be connected to the dolly with the ability to pull and operate the VRT and lowboy trailer within a minesite environment. This enhancement provides the added flexibility for mines to operate a VRT and lowboy trailer without tying up an expensive prime mover for support operations. Every HiVol lowboy trailer and VRT is completely assembled and tested by PHIL prior to shipment at its Peoria, Ill., factory. Four outboard shock mounts distribute vibrations evenly while keeping the attachment level, improving compaction efficiency and extending component life. Standard flow controls prevent over-speeding, which can lead to poor compaction and reduce bearing life, according to the manufacturer. Applications for the plate compactor attachments include compacting trenches, footings and slab areas. An excavator-mounted plate compactor attachment provides more powerful compaction force than handoperated compactors and reduces the need for workers

The money is crucial for the Colorado Springs area economy. “The economy in Colorado Springs has been struggling and not recovering as fast as other areas of the state ... because it’s not as diversified,� said Natalie Mullis, chief economist of the Colorado Legislative Council. About $190 million worth of the 2012 contracts will be spent on facilities for the 4th Combat Aviation Brigade, expected to be activated at Fort Carson in April. The Pentagon originally designated the unit as the 13th Combat Aviation Brigade but changed it to the 4th in mid-2012. The projects include a hangar, control tower, barracks, refueling areas, roads and other infrastructure. The brigade will have up to 2,700 soldiers and 113 helicopters. Construction to accommodate the unit is expected to cost a total of about $730 million, but not all the contracts have been awarded. The Defense Department awarded con-
tracts worth nearly $26 million to renovate a dormitory and gymnasium at the Air Force Academy outside Colorado Springs and more than $58 million for new National Guard readiness and training centers in Colorado Springs. The largest single construction contract awarded in Colorado in 2012 was nearly $117 million for a new operations facility for military intelligence agencies at Buckley Air Force Base in Aurora. About 3,500 military and civilian personnel work for secretive intelligence agencies at Buckley, including the National Security Agency and the National Reconnaissance Office. The Pentagon also awarded a $10.5 million contract for a new Army Reserve center in Loveland. More than $286 million of the 2012 contracts were awarded to Colorado construction companies. Hensel Phelps Construction of Greeley won the most, with contracts worth $226 million. Hensel Phelps’ Austin, Texas, office was awarded another contract worth nearly $45 million.

A second turret was so badly damaged that it had to be demolished by pushing it over, while the other two were dismantled brick-by-brick and will be reconstructed, said St. Gregory’s President Greg Main. “If you saw how it used to be, with the turrets on all four corners of the main tower of this building gone, it really looks kind of bruised,” Main said. “We’re trying to move it back to its original splendor. It was a magnificent edifice when it was first constructed,” Main said. The building, referred to by local residents as “the castle,” has the spires that rose from the turrets at the top of the fourfloor building cropped off at the roof. There also was dam-
age to the outer brick structure of the building and to the stone stairway that leads from the parking lot into the lobby. Main said the stone used in the original stairway construction has been traced to a quarry in St. Louis that will be reopened to provide an original replacement for the steps and that aluminum window siding added in the 1960s will be replaced with wood, as was in the original structure, Main said. The university did not have earthquake insurance, Main said. “No one anticipated we were going to have an earthquake of the size and magnitude that it was.” The $5 to $6 million cost of the restoration project is being paid for through a private fund-raising effort that Main said has raised about half of the estimated price. He said the National Park Service granted approval to plans to renovate the structure, including steel reinforcements within the turrets, that are currently hollow inside. “Somebody once said that you should never waste a good disaster, you know, and we haven’t,” Main said. Main said his hope is that the repairs will be completed in 2015, the 100th anniversary of the opening of Benedictine Hall. The cause of the 2011 earthquake, which eclipsed a 5.5 magnitude quake centered in El Reno in 1952, remains under investigation, according to Austin Holland, a research seismologist for the Oklahoma Geological Survey at the University of Oklahoma.
A process known as “fracking” in which natural gas companies inject liquids into the soil to release gas in order to extract the gas and is suspected as a possible cause of earthquakes was not taking place in the area, Holland said. One possibility, though slight, is disposal wells in which brackish water that is separated from gas and oil is injected back into the soil, Holland said. “The lead researchers here at OU believe these earthquakes were triggered by injections. I would say it is possible, but not likely,” Holland said. “The data we have isn’t sufficient to answer the question. The energy added to the earth [via injections] was really small compared to the energy released in that earthquake. “We know there was no fracking going on in the area, so we can rule that out,” Holland said. The university was started near present-day Konawa in 1875 by two Benedictine monks as Sacred Heart Mission and is the only Catholic institution in the state, Main said. The original building burned and the Citizen Potawatomie Nation donated land that it now sits on north of downtown Shawnee. Earthquakes, geologists say, are impossible to predict, but Main said the university will be ready for the next one. “We are going to make sure that when those turrets go back up that they are reinforced. One of the reasons they fell is that they were just masonry structures, there was no internal structural steel or reinforcement,” Main said. “And we do have earthquake insurance now.”

Caltrans, in partnership with Amtrak and Operation Lifesaver, recently announced an interactive educational application on Facebook. “The Mysterious Adventure” encourages high school students to “be track smart” near railroad tracks. This unique campaign educates students about rail safety to reduce the number of railrelated incidents and fatalities in California. They can create an adventure for themselves and share the game with their Facebook friends. “Safety is Caltrans’ top priority, and it is critical that students, particularly new drivers, grasp the significance of rail safety when approaching railroad crossings,” said Caltrans Director Malcolm Dougherty. “By sharing the ‘be track smart’ safety message through social media, we reach the online generation.” Students at high schools located near rail-
road tracks are being targeted with posters in schools, appearing through August 2013. As an added incentive, “The Mysterious Adventure” rail safety experience culminates in a monthly drawing where students may enter for a chance to win four Amtrak California tickets, courtesy of Amtrak. Las Vegas’ First Live Cat Auction Makes Grand Entrance A large and lively bidding crowd participated Dec. 19 at Cat Auction Services’ first Las Vegas area auction. The multi-million dollar unreserved public equipment auction was held at Cashman Equipment’s corporate headquarters in Henderson, Nev., just outside of Las Vegas. Bidders attending the auction came from many countries and nearly every state in the United States More than 80 percent of the equipment was sold to out-of-state buyers, some from as far away as countries such as Jordan, Australia, and Saudi Arabia. Online bidders purchased approximately 50 percent of the total equipment sold by dollar value. In total, more than 400 equipment lots were sold at the auction at an approximate total value of $11 million, which included backhoe loaders, track-type tractors (dozers), hydraulic excavators, wheel loaders, skid steer loaders, motorgraders, and much more. “The rainy weather in the morning might have kept a few folks at home,” said Todd Gilligan, Cashman Equipment’s general manager of sales and marketing. “But whether they were participating here in person or elsewhere online, the bidding action at the auction seemed pretty fast and furious.” “Cat Auctions sells the best quality equipment of any North American auction company,” said Rick Albin, president of Cat Auction Services. “The results of this auction show that equipment buyers can bid with confidence, which generates a very positive result for our consignors.”
