Last winter, the Colorado Department of Transportation (CDOT) began reconstructing a one half mile portion of Federal Boulevard (U.S. 287) from W 67th Avenue to W 70th Avenue through the City of Westminster in Adams County. The $11,669,000 project is sponsored by the Bridge Enterprise Program. The reconstruction of the area includes the replacement of a structurally deficient and functionally obsolete bridge over the Burlington Northern Santa Fe Railroad. The new bridge will accommodate the new RTD Eagle P-3 Commuter Rail Line underneath and will be built wider to meet phasing requirements for maintaining two lanes in each direction during construction. The project also will include extensive

earthwork at the bridge approaches and new retaining walls, as well as an asphalt overlay, safety improvements, storm sewer expansions for better roadway drainage, and enhancements to the recreational path underneath the bridge. As part of the project, CDOT also will be constructing enhancements
and aesthetic improvements for the City of Westminster that tie into work occurring for the Westminster Station Transit-Oriented Development adjacent to the project. These enhancements include aesthetic fencing and pedestrian railing, sidewalk additions and improvements, a raised see BRIDGE page 32
President Obama Signs Key Tax Extenders Bill Into Law On Dec. 18, President Obama signed into law tax extenders legislation that will extend more than 50 expired provisions of the tax code, including several key pro-business initiatives. Among the most vital aspects of the legislation, the extenders bill will expand and make permanent the Research and Development (R&D) Tax Credit, providing U.S. companies much needed certainty and greater access to one of the most valuable and
pro-growth tax incentives. The two key expansions to the R&D Tax Credit will begin in 2016. First and foremost, businesses with less than $50 million in gross receipts will now be able to claim the credit against their Alternative Minimum Tax (AMT), thereby removing the single greatest barrier preventing companies from claiming the credit in the past. Schools Tested on Their Seismic Safety By Sandi Doughton THE SEATTLE TIMES
YELM, Wash. (AP) On the count of three, a scrum of sixth graders flung themselves in the air, landing with a thud that vibrated the ground under their feet. Nearby, their classmates huddled around a computer, watching jagged tracings scroll across the screen as sensors picked up shaking from the mini-earthquake at Lackamas Elementary School. Surrounded by boisterous 11- and 12-year-olds, geologist Recep Cakir explained that he and his crew are measuring the way seismic waves move through the soil to estimate how hard the ground will shake in future earthquakes. The work is part of a pilot project, which also includes building inspections, to determine how well several Thurston County schools will stand up to a major quake. With a $45,000 grant from the Federal Emergency Management Agency (FEMA) and volunteer assistance from structural engineers, the project is evaluating the seismic safety of 15 schools in three districts. But the bigger goal is to develop a standard process that could be applied to schools across the state, said John Schelling, of Washington’s Emergency Management Division. see SAFETY page 22

Oregon Highway, Transit Funding Sees Boost From Federal Transportation Bill By Jonathan J. Cooper ASSOCIATED PRESS
SALEM, Ore. (AP) A federal transportation bill signed Dec. 4 by President Barack Obama includes help for several Oregon transportation projects. The Oregon Department of Transportation said state and local highway funding will increase by 5 percent to $507 million in the first year, with additional hikes over the next four years. Oregon also will get a boost in transit funding. The money is not earmarked to specific projects. Obama signed the five-year, $305billion bill a day after it was overwhelmingly approved by Congress to address the nation’s aging and congested transportation systems. The bill is the first long-term transportation plan approved in years, ending a cycle of short-term fixes that have repeatedly rescued the Highway Trust Fund from insolvency. All seven members of Oregon’s
congressional delegation voted in favor of the legislation. Rep. Peter DeFazio and Sen. Ron Wyden, both Democrats, played lead roles in negotiating the plan. “This is a common-sense, bipartisan bill that provides our state and local governments with the certainty they need to begin to plan for long-term projects that bring our aging system into the 21st century,’’ DeFazio said in a statement. In addition to the boost in funding, the Newberg-Dundee bypass and the Oregon portion of Interstate 205 were designated high-priority corridors, which makes it much more likely that they’ll get federal funds in the future. The first phase of the NewbergDundee highway is already under construction to relieve the heavily congested Highway 99 in Oregon wine country. Interstate 205, a major artery through the Portland metro area, is also prone to backups. The two Oregon projects were
among just eight projects added to the high-priority list. “Rebuilding our country’s infrastructure creates much-needed certainty for businesses looking to invest and for state legislatures working to unsnarl transportation gridlock keeping too many workers stuck on the road instead of home with their families,’’ Democratic Sen. Ron Wyden said in a statement. Additionally, the legislation included $95 million in grants for states to experiment with new funding mechanisms to replace the gas tax, which has funded highways for decades but has resulted in ever-declining revenue as vehicles become more fuel-efficient. ODOT said the money may help an Oregon program that’s experimenting with a per-mile charge in lieu of the gas tax. The Occupational Safety and Health Administration renewed its alliance with the National Institute for Occupational Safety and Health and Roadway Work Zone Safety and Health Partners to protect workers in roadway construction work zones from injuries, illnesses and fatalities. The renewed alliance will continue for five years. The alliance promotes a culture of safety in the roadway construction industry, especially among non- and limitedEnglish speaking workers. Members collaborate to reduce workplace incidents, especially preventing worker exposures to run-over and back-over hazards, excessive noise, sprains and strains, and illnesses related to silica exposure. “Employees who work in highway construction work zones face serious dangers, not only from construction equipment but from motorists as well,” said Assistant Secretary of Labor for Occupational Safety and Health David Michaels. “I am confident that the information and resources generated from this renewed alliance will prove beneficial in reducing worker injuries and fatalities.” Created in 2007, the alliance has developed case studies on worker fatalities in roadway work zones, produced an Infographic on the causes of the fatalities, and contributed to the development of documents and training courses to prevent falls and other construction safety hazards. Early Adopter of Mechanization — Doosan Log Loaders Pacific Northwest Logging Company Is Always Ready to Try Something New
Almost five decades ago, in 1967, Frank Chandler Sr. began his logging career and started a new business in the logging industry. With no funding available, plenty of bills to pay and understanding it was a huge risk, he thought he could make it work if he just worked hard. So, he began working from sunrise to sunset, his motto becoming, “if I can get just one more log, it will be okay.” Once the business — C & C Logging — got established, the company became a pioneer in the use of mechanization in Washington and Oregon. “That is a big factor in our success,” said Chandler Sr. “As soon as we saw something that might work for us, we wanted to try it. When it comes to equipment, I think you have to be on the leading edge. If there is a product that is going to be good for your industry, you don’t want to be the last one to get it.” That philosophy recently led to the purchase of three Doosan DX225LL log loaders and a DX300LL-5 log loader. “One of the ways I evaluate equipment is really simple: I ask ‘Does it run every day?’ said Chandler Sr. “These three machines are very dependable and durable. Early Adopters Choose Doosan Equipment Chandler Sr. said that C & C Logging was among the first companies in the Northwest to use Doosan log loaders. “I was a little concerned at first because we had no experience with the brand,” he said. “We have a very good dealer — Feenaughty Machinery Company in Portland — and we trust their
judgment. Not only have the log loaders been a valuable addition to our equipment fleet, but I like the fact that Doosan is paying attention to the needs of our industry even though as a whole we are a fairly small group.” Chandler Jr. added: “It’s kind of exciting that Doosan is taking such an active interest in what we are doing. It was just ‘how am I going to make a buck today? Authorities Evaluate School Safety During Earthquakes SAFETY from page 1
“The time is right to look at the state of the science and really assess how vulnerable one of our most precious assets is — our kids,’’he said. Over the past 25 years, scientists have discovered that the Pacific Northwest is subject to megaquakes and tsunamis from the offshore fault called the Cascadia Subduction Zone, as well as powerful, shallow quakes on faults under Seattle, Everett, Tacoma and other cities. But many of the state’s schools predate modern building codes that take those hazards into account. Using a FEMA model and an estimate of the mix of building types across the state, the Office of the Superintendent of Public Instruction (OSPI) calculated a magnitude 9 Cascadia quake could hypothetically cause more than $4 billion in damages and loss of services at school facilities, kill 117 students and staff and injure more than 3,000. A similar analysis by FEMA estimates half the schools in Washington’s I-5 corridor would
suffer medium to high damage. But no one really knows how widespread the risk is — or which schools are in the greatest peril. “Washington is really the only state on the West Coast that hasn’t completed a detailed, comprehensive assessment of all school facilities,’’ Schelling said. California first started evaluating and upgrading schools in the 1930s. British Columbia made seismic safety a priority a decade ago and has spent $2.2 billion to strengthen high-risk schools. Earlier this year, Oregon’s state Legislature earmarked $300 million to retrofit schools and other critical facilities, spurred by a survey that found 1,100 school buildings potentially at a high or very high risk of collapse in a major quake. “I think it’s pretty safe to say it’s a similar story in Washington,’’ said Cale Ash of Degenkolb Engineers, who’s helping coordinate the pilot project and donating time to inspect school buildings. “The two states have similar ages of construction.’’ In Washington, the seismic safety
of schools is primarily the province of school districts. Due to voterapproved levies, Seattle has retrofitted the majority of its older school buildings and several projects are in the works. But in less-affluent districts like Aberdeen, where a previous survey identified seven schools and administrative facilities at high risk of collapse, there’s little money to pay for upgrades. Many districts haven’t evaluated the seismic safety of their schools. The state Legislature also failed to act on recommendations from the Washington State Seismic Safety Committee to fund a statewide survey. OSPI recently analyzed earthquake, flood and other natural hazards confronting schools across the state. Among its findings is that 32 schools and school facilities sit in the likely path of a Cascadia tsunami. But only 25 of the state’s 295 school districts have signed on for more-detailed analysis of the threats they face. “It’s important to get a baseline assessment of where we are statewide, so we can understand how pervasive the problems are
and give districts good information so they can set priorities,’’ Schelling said. During the pilot project in Thurston County, engineers are inspecting each school, looking for structural weaknesses and hazards like bookshelves that aren’t bolted to the wall. Those observations will be combined with the data Cakir and his team are gathering on how solid — or shaky — the ground is at each site. It’s important to examine each building, Ash said, because looks can be deceiving. For example, Lackamas Elementary’s Craftsman-style main building and gym were constructed in the early 1900s and at first glance seem like they would be reduced to rubble if the ground shook very hard. But both buildings got retrofits in 2005, including new shear walls and bolts to secure the frames to the foundations. Throughout the buildings, shelves and coat racks also were firmly attached to the walls. The only concern turned up during the inspection was an unse-
cured heating system that might be damaged in a quake, Ash said. A report on the pilot project, which covers schools in the Yelm, North Thurston and Tumwater school districts, is expected in February. Expanding the survey program across the state would cost about $13 million and take about eight years, said Tim Walsh, chief hazards geologist for the Washington Department of Natural Resources. The agency also employs Cakir and his team, and is overseeing their seismic surveys. Beyond the immediate priority of keeping kids safe, school upgrades also can ensure that buildings are usable as emergency shelters after a quake — and that kids can get back to school quickly, Ash pointed out. “The key to resilience is getting the economy up and running again,’’ he said. “If you’re a parent, and school isn’t in session, that can hamper the recovery process.’’ (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)
Wyoming Fuel Tax Helps Complete 25 Projects in 2015 Twenty-five pavement preservation projects have been completed using the additional fuel tax revenue WYDOT received during the past two years, and work is either underway or under contract on 13 more projects. Work is expected to begin on another 14 10-cent fuel tax projects in fiscal 2016, and 17 more in 2017. The 25 projects already completed with the additional revenue were pavement preservation projects on 182 mi. (293 km) of highway, primarily involving milling off a few inches of deteriorating pavement and replacing it with a new layer of pavement the same thickness. “The increase in the fuel tax was dedicated to be used on non-interstate highways,” said John Cox, WYDOT director. “We’ve been able to do a number of quick-hitting projects that will preserve the life of the existing pavement, consistent with our pavement preservation program. So it will allow us to go further in between restoration projects off of the interstate system.” The projects being moved ahead in the State Transportation Improvement Program are ones for which the need had previously been identified, but funding constraints had

delayed them. “We have very similar projects already in our program for the next two years running, where the funds will be used in the same fashion for prolonging the life of the pavement in ways that will be visible and will improve the driving conditions on the highways,” Cox said. WYDOT uses an asset management system made up of pavement, bridge and safety management components to identify and prioritize necessary work. If the recommended rehabilitation can be completed in time, the need for reconstruction work that costs four to eight times more can be delayed. “The revenues that are generated by the increase in the fuel tax were greatly needed by the department for construction projects,” Cox said, “We’ve been able to demonstrate on the ground and in ways that drivers will be able to see and feel as they drive on highways, that we’re putting those funds to good use quickly.” For more information, visit www.dot.state.wy.us/. Landoll Introduces New Hydraulic Operating Systems After more than a year of development, the Next Generation Landoll Trailer has arrived. The Landoll Trailer Line is taking a huge leap forward with the introduction of the all new hydraulic operating systems, nicknamed H.O.S.S., and high visibility lighting package. The 440 and 455 “A” Series traveling axle trailers will be the first models with these added standard features. H.O.S.S. cuts the overall operational time in half. The axle traveling forward has increased by 36 percent and moving back by 58 percent. Tilt deck positioning has increased to nearly 63 percent, while winch in and out speeds are closer to 66 percent. This improvement will allow for more loads to take place. “The speed will be the most noticeable change, but the long term value will be in the damage and downtime prevention,” said Gary Dwerlkotte, Landoll Trailer sales coordinator.

Restrictors in the system have been removed to eliminate much of the back pressure, leading to cooler operational temperatures and noise reduction. Long term, wear on components and seals will require less maintenance, yet the quieter system will be a daily benefit. The continuous oil encasement of the valves in the control panel overcome the need for maintenance needed before with the exposed components. In the previous system, the open center inlet
required the oil to circulate through the entire system before returning to the tank, allowing for only a 14 GPM (53 Lpm) flow. Oil will now only travel through the inlet and back to the tank, creating a 20 GPM (76 Lpm) flow, according to the manufacturer. Terex Crossover 8000 Offers 360-Degree Load Radius The Terex Crossover 8000 is an 80 ton (72.5 t) capacity class boom truck that blends truck crane and boom crane designs to offer a 360degree load radius. Featuring the same upper structure as the fieldproven Terex T780 telescopic truck crane, the Crossover 8000 boom truck offers almost identical load ratings throughout most lift situations, regardless of lifting from the front, rear or sides of the crane. The Crossover 8000 crane boasts the same X-pattern outrigger design pioneered in the boom truck market by the Terex Crossover 6000 model. This outrigger design allows for enhanced all-around lift capabilities. Wider, Safer Bridge Being Constructed Over Santa Fe Railroad in Westminster
The new bridge will accommodate the new RTD Eagle P-3 Commuter Rail Line underneath and will be built wider to meet phasing requirements for maintaining two lanes in each direction during construction. BRIDGE from page 1
improvements, a raised median with planters, and a new signal at 69th Avenue. The $12 million project was awarded to Hamon Infrastructure Inc., and notice to proceed was given in January 2015. The project will be completed in three phases, and is scheduled to be finished in January 2017. A shoring failure area on southbound Federal Boulevard just north of the bridge abutment delayed the original project end date. “Completion of this project will result in a wider bridge that will allow for future expansion of the roadway,” said Emily Wilfong, CDOT communications manager. “ADA curb ramps will be added for handicap access, and
new wider sidewalks on each side of Federal Boulevard will improve pedestrian safety. Raised medians will be added to separate traffic and aesthetic enhancements will include a raised median planter with the Westminster city logo and future sculptures. Mellott Company recently became the first in the United States to try Metso’s new rock breaker solutions, installing the boom-and-hammer attachment on its Lokotrack LT116 mobile jaw plant. Mellott Company has been a Metso distributor since 2000, providing new equipment sales and rentals, engineered systems, spare and wear parts, and comprehensive field and shop services. Mellott also provides a wide range of small- and large-volume contract crushing services to its customers, utilizing Metso’s complete range of Lokotrack trackmounted crushing plants. Mellott is using the Lokotrack LT116 primary jaw plant, with Metso rock breaker attachment, at contract crushing jobs in the eastern United States. Safest Way to Manage Build-Ups Rock breakers are commonly used in primary crushing applications to break oversized boulders that are fed into the crusher, and to safely clear clogging in the cavity. Today, most primary crushing plants use this combination to guarantee smooth, continuous performance and to minimize idling caused by build-ups and blockages. Metso recently expanded its product portfolio with the addition of a new rock breaker series designed for pri-
mary stationary crushing stations. The hammer-boom combination, already well known in mobile solutions, is now also available for stationary aggregates production and mining applications. The remote-controlled rock breaker boom and hammer, with radio remote control, is part of Metso’s standard scope of supply. This means that the boom and hammer can be operated from a safe location that gives the operator unlimited visibility into the area where the rocks are moved or broken. Metso rock breaker solutions also are engineered to be safe and easy to maintain, with single-point lubrication of the boom joints as a standard feature, according to the manufacturer. “Today, safety at work is undeniably the number one issue within the construction and mining industries. The remotely controlled hammer-boom combination provides, without a doubt, the safest solution for clearing clogged crusher cavities,” said Ilkka Somero, product manager of Metso rock breaker solutions. In addition to safety considerations, production also is significantly increased when the primary mobile or stationary crushing plant is equipped with a rock breaker. Downtime due to build-ups and blockages can be easily kept to a minimum. These factors came into play when Mellott Company

The 830 M-Ts are the only log handlers that can tow 132,250 lb. (59,987 kg). “Before the Sennebogen 830s arrived we were using wheel loaders, which can’t stack as high as the 830s can. Wheel loaders can’t tow either, so we’re moving more logs and stacking them more efficiently with a bookend system. The way we use space within the yard has improved dramatically,” said Bruce Hutchins, project lead. “This reconfiguration also eliminates our old log deck and waterfall system, which means the wood is handled less, resulting in fewer opportunities for damage and loss of fiber,” said Hutchins. They have to be taken into account from start to finish in every project,” she said. Requirements Turned Into Solutions One of the most important functions of safety standards is to inform manufacturers of the current technical safety level required from their equipment. To this end drill rigs now have a specific European safety standard EN16228 — Drilling and Foundation Equipment — Safety. The preceding standard for drill rigs had become outdated due to technical and regulatory development, for example, since it was first published 20 years ago. The work for creating the new standard lasted several years, with the final requirements coming into force at the end of 2014. “We turn the requirements of the safety standards into technical solutions,” Kautiainen said.
Standardization work is usually carried out over several years in continuous international cooperation between different manufacturers and authorities. “Because drilling is one of our core businesses, it is very important that we are constantly involved in the development of related standardization. The new safety standard is a harmonized product type specific C-type standard, which provides conformity with European requirements. In addition to this, we certainly need to know about and adapt to the safety requirements currently in force in other areas, because the whole world is our market. Safety is important wherever our equipment operates,” she said. “Safety is also a priority to our customers. For example in the USA and Australia the level of safety requirements concerning drill rigs is high.” Helping Customers World-Wide As surface drill rigs operate in a variety of different and demanding conditions, including land strewn with boulders, in blasting areas, or on slippery rocks, but always in dusty, noisy conditions under constant vibrations and often at great heights, solutions to the new requirements have to accordingly take into account these diverse operating
conditions. This has led Sandvik to produce practical solutions which adhere to the new standards, but also benefit customers in other ways. “Naturally we pursue development for competitive advantage in the market, of which safety is one of the most important ones. We focus on improving safety all the time. For example, one of the most notable changes in the new standard is the requirement of covering the spinning drill steel. We solved the problem by building a protective cover to be installed on the feed beam, which prevents the operator from accidentally getting into touch with the rotating steel,” said Jarno Viitaniemi, product manager of surface drill rigs. “In addition, our 3D hole navigation system, together with the drilling pattern design program, significantly improves safety and productivity of the drilling-blasting process. “In developing drill rigs we constantly pay attention to machinery and functional safety, which in turn helps our customers to improve their own safety at work,” said Viitaniemi. “Nowadays the customer is able to choose such items such as remote controlled drill rigs, dust sealing compound systems and noise protective systems, as our customers are increasingly seeing the bene-
fits of professional safety design and safety solutions. “We started a specific product development project for taking care of even the smallest changes required by the new standard. The standard came into force on the 30th November 2014 and all equipment manufactured after the date had to comply with the standard. We were so well prepared that the first product delivery with the new safety features — a Ranger DX — was completed already on the 8 December.” Viitaniemi concluded by explaining that European standards carry great importance even in countries outside of Europe. “Though this is an EN standard, we have a lot of customers in various markets who want drill rigs that are built according to EN standards, and therefore possess high quality safety solutions, even if their local legislation does not require them.” This means that wherever Sandvik Construction drill rigs are in operation in the world, customers know that the drill rigs are built to the highest standards available.
