The ongoing construction of the $587 million SR 520 Evergreen Point Floating Bridge and Landings Project in Seattle, Wash. — the longest floating bridge in the world to date — is a complex and sophisticated project. It is bringing together underwater and surface construction techniques and the utilization of a wide variety of equipment to ensure that the delivery date is met. The project, commissioned by the Washington State Department of Transportation (WSDOT), is being constructed via a joint venture consisting of Kiewit Corporation, General Construction and Manson Construction (KGM). FORT WORTH, Texas (AP) The Texas Department of Transportation needs an additional $1 billion a year to keep up with maintenance on 80,000 mi. (128,747 km) of roads in the state, the agency’s executive director said Jan. 10. Phil Wilson told a group of officials that TxDOT also is likely to need an additional $3 billion a year to deal with growing congestion on interstates and other roads. Construction Sector Adds 30,000 Jobs in Dec. Construction employers added 30,000 jobs in December while the industry’s unemployment rate hit 13.5 percent, according to an analysis of new federal data

NIEMCO Acquires Klein Products of Kansas, Expands Product Line, Services Niece Equipment/NIEMCO has recently welcomed Klein Products of Kansas to its family of companies. The acquisition, which was finalized in August, not only expands each company’s product line and services, but also adds to the years of experience each has in the construction and mining equipment field. Combined, the companies offer the industry more than 90 years of proficiency and skill. Though Klein Products of Kansas will now identify as Klein-Niece, at the moment, nothing else will change, said Al Niece, founder and president of Niece Equipment and NIEMCO. “Klein-Niece will operate completely autonomous from Niece Equipment [and NIEMCO],” he said, adding that business partner Pat Flanagan will run the daily operations of Klein-Niece, with Tom Schnackenberg, production and sales manager, alongside.

“The addition of Klein-Niece will complete a full line of larger units for mines and quarries worldwide,” Niece said, noting that Klein-Niece, which is located in Ft. Scott, Kan., has actively continued to fill a list of orders for clients based as far as South Africa and Australia. He adds that his line of smaller water and fuel/lube trucks and tanks manufactured by NIEMCO will continue operations in Austin. The Web-based system was built to help configure, price and sell metal buildings. After implementing a successful new model and then serving as the production manager the first few years, Lee passed the day-today responsibilities to Gonzalez in 2010, who oversees all orders from the initial quote stage to customer support, continuing through delivery. From the growth perspective, Gonzalez has effectively doubled the operation each of the first two years she’s had it. Both share credit for the success of ExpressPlus and remain important as the business moves into the future. The STEP Awards are part of the larger STEP Ahead initiative launched by The Manufacturing Institute, Deloitte, University of Phoenix and the Society of Manufacturing Engineers to examine and promote the role of women in the manufacturing industry through recognition, research, and best practices for attracting, advancing and retaining strong female talent. “These hardworking women are the faces of exciting careers

‘Dump Hunger’ Campaign to Fill Five Dump Trucks With Food When the calendar turns to January, donations to local food banks drop dramatically — a 36 percent decrease on average in Idaho alone. In 2008, the Dump Hunger campaign planned to fill one dump truck with 75,000 lbs. of food and support local food banks when donations are needed most. Five years and nearly two million lbs. of food later, the 2013 Dump Hunger campaign launched with its loftiest goal yet. Western States CAT, Albertsons and Wells Fargo plan to fill five dump trucks and raise 375,000 lbs. for community food banks across the Intermountain West. “Hunger is just as prevalent today, if not greater, as it was when we launched Dump Hunger five years ago to support the communities we call home,” said Western States President Tom Harris. “This daily struggle for many families doesn’t change after the holidays. Due to the tremendous support of our customers, employees and the great partners of Albertsons and

Wells Fargo we’re excited to fill those trucks and give back to the communities we serve throughout the Intermountain West.” Dump Hunger kicked off in early January and runs to Feb. 8 throughout Idaho, western Wyoming and Montana, and eastern Oregon and Washington. The goal of the 2013 campaign is to fill five Cat 730 dump trucks, the industry’s largest payload vehicle in its class, which are individually capable of holding 75,000 lbs. of food. Food donations to the campaign can be made at any Western States CAT location, participating Albertsons stores or Wells Fargo locations. Western States CAT and Wells Fargo locations also accept monetary contributions for the campaign. Donations made to Dump Hunger stay in the local communities, supporting food banks at the most critical time of year. Legacy Helps ODOT Double Its Salt Storage Capacity The Tulsa Port of Catoosa has opened a new bulk salt storage facility for the Oklahoma Department of Transportation (ODOT). Erected by Legacy Building Solutions, the massive tension fabric structure provides 50,000 tons (45,359 t) of storage capacity for roadway deicing salt, nearly doubling ODOT’s available storage across the state. “ODOT will distribute the salt stored at this new location to maintenance distribution sheds ahead of impending snow or ice events during the winter,” said Craig Swengle, associate vice president of Dewberry Engineers Inc., the primary engineer/architect for public improvements at the Port of Catoosa. “Previously, salt was stored in the open and covered with tarps after being off-loaded from barges. The new building will protect the salt supply from being compromised by wind and precipitation.” Measuring 203 ft. (62 m) wide by 400 ft. (122 m) long, the structure features 16-ft. (4.9 m) cast-in-place concrete walls and a rigid frame roof design that maximizes the usable interior space. To eliminate corrosion concerns, Legacy Building Solutions installed a PVC tension fabric roof with structural steel frame that peaks to a maximum height of 70 ft. (21 m). All of the building’s steel, components and hardware are hot dip galvanized.

“Once the general contractor completed the footings and floors, Legacy installed the fabric building very quickly, in about two weeks,” said Swengle. “It was a very positive process with professional communication between Legacy and Dewberry throughout the project.” The new salt storage building is primarily cladded with tan fabric, while also incorporating a white skylight to allow sunlight to illuminate the structure’s interior. The building is ventilated with mesh eaves and is designed to withstand winds of 90 mph and hold snow loads of 20 lbs. (9 kg) per sq. ft. Ditch Witch Expands Its Operations Into Kan., Neb., Wyo. The Ditch Witch organization recently announced that Ditch Witch of West Texas, Inc., Amarillo, Texas, recently purchased the stock of Kansas UnderCon, Inc., doing business as Ditch Witch UnderCon. Ditch Witch of West Texas, Inc., is jointly owned by father and son team, Lenny and Jake Sadler. Lenny and Jake Sadler will continue to do business in Kansas and Nebraska under the name of Ditch Witch UnderCon. Their newly acquired territory includes all of Kansas except a few of the easternmost counties, central and western Nebraska and a portion of eastern Wyoming. The Sadler family has a long and proud history with The Charles Machine Works, Inc. (CMW), manufacturer of Ditch Witch underground construction equipment. Russ Sadler, Lenny’s uncle and Jake’s grand uncle, came to work for CMW in the mid to late 50’s, and was the first owner of Ditch Witch of Oklahoma.

J.D. Sadler, Lenny’s father and Jake’s grandfather, was CMW’s Chief Financial Officer during the 60’s and 70’s until his retirement in 1983. The Interstate-880 corridor is a significant route for commuters traveling to and from the Silicon Valley, from the Tri Valley Area and Central Valley in the north, and the San Jose area to the south. Traffic has continued to increase along this route, primarily in the “Golden Triangle” area bounded by SR 237, Route 101, and I-880. The Santa Clara Valley Transportation Authority (VTA) and the California Department of Transportation (Caltrans) partnered to effectuate a $70 million improvement project that will add more than 4 mi. (6.4 km) of HOV (High Occupancy Vehicle, or carpool) lane in each direction of I-880 in Santa Clara County. The improvements take place between State Route 237 in the city of Milpitas and U.S. 101 in the city of San Jose. The project will fill an existing HOV lane gap by extending the HOV system that connects northern Santa Clara County to Alameda County, a distance of about 20 mi. (32 km). Associations Ask Texas Supreme Court to Prevent Erosion of CGL Coverage On Dec. 21, 2012, ASA, ASA of Texas, and other construction industry trade organizations asked the Texas Supreme Court to respond to two certified questions about state law in a way that affirms legal precedent and prevents the erosion of insurance coverage provided by contractors’ CGL insurance coverage. The two questions, posed to the court in the case of Ewing Construction Co. Inc. v. Amerisure Insurance Co., relate to (1) whether the “Contractual Liability Exclusion” of a CGL policy excludes coverage for damage arising out of a contractor’s defective work, and (2) whether that exclusion does not apply, according to other terms in such policies that reinstate coverage for “liability that would exist in the absence of contract.” ASA, ASA of Texas and the other

amici curiae told the high court that contractors are owed the coverage promised in their CGL policies in either case. “Applying the Contractual Liability Exclusion to property damage to an insured contractor’s work simply because that property damage may breach its contract has a profoundly negative effect on CGL coverage for the construction industry,” the associations told the court. To decide otherwise would be “nothing short of a radical departure from the means by which CGL coverage has traditionally been provided by the insurance industry to contractors.” The U.S. Court of Appeals for the 5th Circuit on Aug. 8, 2012, asked the Supreme Court of Texas to decide when exclusions to insurance coverage apply. The appeals court vacated an earlier decision in the Ewing case on

the grounds that the state high court and not a federal court should decide the questions of state law. Contractors in Texas and across the country are keeping a close eye on the outcome in the Ewing case. “An unwarranted over-extension of the Contractual Liability Exclusion to an insured contractor’s liability for property damage arising out of its own breach of contract is truly a game changer for the Texas construction industry and has potential ramifications well beyond that industry,” ASA, ASA of Texas and the amici curiae said. the fiscal cliff has been — temporarily — relieved, construction employment should continue to slowly rise in 2013.” Construction firms employed 5.564 million people in December, up from 5.534 million in November, Simonson noted, an increase of 0.5 percent. However, the sector's overall employment in December was only 18,000, or 0.3 percent, higher than one year earlier when firms employed 5.546 million workers. The industry unemployment rate fell from 16 percent a year earlier, indicating that formerly unemployed construction workers are leaving the industry at a faster rate than they are being rehired. Both residential and nonresidential construction added jobs in December, with residential construction outpacing nonresidential construction for the month. Residential construction added 18,100 jobs in December, with residential building contractors adding 5,800 employees and residential specialty contractors adding 12,300 new workers. Residential construction employment is now up by 29,800, or 1.5 percent, compared to 12 months ago. Nonresidential contractors added 11,900 jobs (0.3 percent) in December, but are down by 12,400 jobs (minus 0.4 percent) com-

pared to one year ago. Nonresidential specialty trade contractors added 5,600 jobs for the month, while nonresidential building contractors added another 7,000 jobs. However, heavy and civil engineering construction firms lost 700 jobs during the month, dragged down by continuing cutbacks in government infrastructure spending. Association officials said the growth in construction employment was likely restrained by uncertainties about what federal tax and spending levels would be in 2013 as Washington officials worked to address the pending fiscal cliff. They noted that the stopgap measure passed early in January would do little to resolve broader fiscal problems that are making it increasingly difficult for the federal government to invest in vital infrastructure projects. “Until Washington can address the broader challenge of out-of-control entitlement spending we are going to see more political standoffs like the fiscal cliff and fewer investments in infrastructure,” said Stephen E. Sandherr, the association’s chief executive officer. “Congress and the administration need to focus their energy on addressing the fiscal imbalances that are the root cause of these recurring political crises.”

need to tackle road financing as the state’s population grows. TxDOT, which currently has a $10 billion annual budget, relies on a 20-cents-a-gallon fuel tax that hasn’t been raised since 1991. State officials say they’ll soon run out of money for any construction or expansion without changes. Among some proposals, the top ideas appear to be rededicating sales tax revenue on vehicle purchases to TxDOT or adding $50 to the annual vehicle registration fee. Other proposals include ending diversions from the gas tax revenue and taking $1 billion from the state “rainy day fund” to create a highway infrastructure bank. Wilson, speaking at a 35W Coalition meeting at Texas Motor Speedway in Fort Worth, declined to offer support for any spe-

cific funding proposals, The Dallas Morning News reported. But he said “there’s a lot of desire” from the House, Senate and governor to address infrastructure needs. Wilson did offer backing for a couple of broader proposals that could affect TxDOT’s financial standing. He said he hoped the Legislature would continue to approve public-private partnerships, such as the LBJ Express in Dallas or North Tarrant Express in the Fort Worth area. Those efforts, known as comprehensive development agreements, typically feature managed toll lanes and allow for expedited project timelines. Wilson also said the problem of road damage from heavy trucks associated with oil and gas development should be addressed.

SECTION Dynapac Unveils 5th Generation of Single Drum Rollers Pages 31-37

Dynapac USA has introduced four models of its CA-series single drum vibratory rollers. The CA5000, CA5500, CA6000 and CA6500 have been equipped with a number of enhancements over previous models, including optimized drum amplitude, automatic bouncing control and an overall design that makes it easier to service the equipment, according to the manufacturer. Compaction is delivered by the new models utilizing drum amplitude of .083 in. (.2 cm.) This increased force allows rock fill to be compacted in layers almost 9 ft. (2.7 m) thick with rock sizes up to 3 ft. (.9 m) in diameter. It also requires fewer passes to reach compaction specifications.

Automatic bouncing control measures feedback from the drum and eliminates drum bouncing or over compacting. This feature improves compaction performance while extending the useful life of the equipment by eliminating drum double-jump, which could lead to premature failure of machine components, according to the manufacturer. The CA6000D

model also features a governor to avoid compacting at too high a speed. A full package of design features enhances the serviceability of all models. The cross-mounted engine not only offers easy access for service and maintenance, it also provides enhanced weight distribution and reduces overall machine length. The hydraulic pumps, arranged in line with the engine, are easily accessed for servicing. Another key feature is the “ECO mode” fuel conservation system that minimizes fuel consumption as well as carbon dioxide emissions by ensuring that the roller does not consume more power than needed at any given time. The models also give attention to enhanced safety features with electronic drive control, which provides a “quick brake” function and a tilt indicator. Dynapac’s anti-spin traction system ensures consistent on-the-go traction and gradeability. The combustion air intake is placed on the engine hood with the

outlet running down the sides, thereby keeping the inlet air as clean as possible. When combined with the ejector exhaust outlet, this placement also serves to minimize noise levels. The CA rollers have static linear loads of 280 pounds per linear inch (pli) on the CA5000, 310 pli on the CA5500, 335 pli on the CA6000 and 365 pli on the CA6500. All four models are equipped with interim Tier IV engines from Deutz, and can use a mix of biodiesel and regular diesel fuel. Optional features on the new rollers include: • Service interval alert on instrument panel indicates when a particular service is required • Sustainability package: an rpm management system, biodegradable fill-for-life hydraulic fluid, 50 hours service kit, electrical engine block heater and working lights with LED lamps (CA6000D only.) • Air-conditioned cabs with spin-around seat and steering module, offering movement of up to 180 degrees without stressing neck or body. Spin-around seats also are available as a standalone option, without the cab. • Productivity software, including Dynapac CompBase, providing task planning, execution and analysis, and CostCtrl web-based software for lifecycle cost control and increased machine availability. The Volvo PF6160 and PF6170 wheel-mounted pavers are part of the PF6000-Series highway-class asphalt paver line that utilizes global technology to provide solutions that increase paving performance and provides maximum uptime for the machine, according to the manaufacturer. Both the PF6160 and PF6170 are powered by a 205-hp (153 kW) Tier III-certified Cummins engine. A level-load suspension design uses the two drive wheels and the center of the bogie hydraulic system. This provides consistent and even ground contact for stability. Both the PF6160 and the PF6170 come standard with the two-wheel front-wheel assist; however, the PF6170 can be configured with an optional four-wheel front-wheel assist for all-wheel-drive capability. The torque is adjusted based on the hopper load, optimizing the machine’s traction.

A hopper capacity of 14.38 tons (13.04 t) gives each paver a practical production rate of 820 tons (744 t) per hour. Standard on all PF6000-Series pavers are hopper locks that keep hopper wings secure during transport.

Material Management A number of features on these pavers provide contractors with more options in material flow. The auger system is independent of the conveyor system with each of the two auger and conveyor drives using sonic sensors for more precise handling of material. The conveyor system has chains that are automatically tensioned for proper performance and less downtime. The conveyor chain cover cleans itself, providing easier maintenance. Reversible augers and conveyors are optional equipment.

Your Choice of Screed The Volvo PF6160 and PF6170 can fit the Omni 318, Omni 1000 or Ultimat 200 screeds, allowing the flexibility to build a paver to fit the needs of the application. Both pavers have a screed width of 10 ft. (3 m) and a maximum paving width of 26 ft. (8 m). PF6000-Series pavers have a 30-kilowatt generator providing plenty of power to the screeds. Anchorage Mulls Options for Troubled Port Expansion Job ANCHORAGE, Alaska (AP) The best options for the troubled Port of Anchorage expansion project involve removing most of the new dock areas built, then either replacing the old dock or shoring it up, city officials said. One possible fix would leave the two major cargo carriers at the Port of Anchorage’s old dock, which officials say is deteriorating, the Anchorage Daily News reported Dec. 17. Possible ways to resolve the project came out of a recent three-day session involving key players, including the port, cargo carriers, consulting engineers CH2M Hill and the U.S. Maritime Administration, the federal agency that managed the beleaguered project. The city has been working for more than a decade to improve and replace the 51-yearold dock. Under a design patented by PND Engineers Inc. as open cell sheet pile, the new dock was being built as a series of Ushaped steel cells backfilled with gravel to create new land, instead of a traditional dock on piling.

Major construction was halted in 2009 and 2010 after components of the new dock were damaged. Last year, the Maritime Administration, or MARAD, contracted with the U.S. Army Corps of Engineers to determine whether the cell sheet pile design could be constructed at the port site. The Corps hired CH2M, which concluded an open-cell dock structure could fail during an earthquake even if the steel sheets were driven into the seafloor correctly. PND Engineers disputes that contention. “We at PND and our subcontractors stand behind the design and analysis we performed, which was validated after multiple reviews by MARAD, USACE [Corps of Engineers] and other public entities as well as PND’s 32-year reputation and history of success,” PND president John Pickering wrote in a Dec. 4 letter to the municipality. PND still is reviewing its draft copy of the CH2M Hill study, but wants to help the municipality complete the port project, Pickering wrote. The 2,200-page study is scheduled for public release in February.
