After delays that twice pushed back the opening date of the San Jose Earthquakes new major league soccer stadium, work is again on track and surging ahead. And people are taking notice. “The road right next to the stadium, Coleman Avenue, is a busy road,” said Quakes President Dave Kaval. “When you see this steel superstructure coming up out of the ground, you can’t help but stare. We’ve had some people bumping into other cars because they were busy staring at the cranes. I’m sure there are going to be more of those.” The Quakes have been looking for a site for its own stadium for years, Kaval said. It currently rents from the Santa Claire University where the

team plays at the Buck Shaw Stadium. “We worked with city of San Jose to find a location that really fit the transportation and environmental needs,” he said. “But there are a lot of restrictions in the Bay area in terms of what you can build and where you can build it.” Then, the team came upon the 74acre site of defense contractor FMC’s former manufacturing plant. Across the street from the Mineta San Jose International Airport in northern San Jose with easy access to Caltrain and multiple freeways, it seemed a great fit for the soccer team stadium, but it was not, as it turned out, without its challenges. Construction began in February of 2013 with the demolition of the defense manufacturing plant. The site had been used since the 1940s to build see STADIUM page 30

Construction employment expanded in 211 metro areas, declined in 67 and was stagnant in 61 between November 2012 and November 2013, according to a new analysis of federal employment data released Dec. 31 by the Associated General Contractors of America. Association officials said the employment gains were encouraging, but cautioned that future gains were dependent on continued economic growth and new investments in aging domestic infrastructure. “Construction employment continued to expand in many parts of the country in November, but most areas have a long way to go before reaching prior peak levels,” said Stephen E. Sandherr, the association’s chief executive officer. “It will take many more months of strong economic growth and new investments in public infrastructure before many places experience construction employment levels close to their prior peaks.” Atlanta-Sandy Springs-Marietta, Ga. added the largest number of construction jobs in the past year (10,500 jobs, 12 percent), followed by Los Angeles-Long Beach-Glendale, Calif. (9,100 jobs, 8 percent), Santa AnaAnaheim-Irvine, Calif. (8,200 jobs, 11 percent) and Tampa-St. PetersburgClearwater, Fla. (6,400 jobs, 12 percent). State Needs $170M to Finish 520 Bridge SEATTLE (AP) A design error is leading the state to deplete its reserve funds for the new Highway 520 floating bridge, and state officials said Wednesday they will need an additional $170 million to complete the bridge replacement. Lawmakers had capped the project budget at $2.72 billion, but state transportation officials

are now asking the Legislature to raise that to $2.89 billion. Washington Transportation Secretary Lynn Peterson said the agency doesn't foresee the need for new funding sources to complete the work at hand. Popular JCB CEO Bows Out After Almost 25 Years of Service Colleagues have bid a fond farewell to JCB Chief Executive Officer Alan Blake who is retiring from the company after almost a quarter of a century of service. Blake will remain as an advisor to JCB. Blake became JCB CEO on Jan. 1, 2010, making him only the fifth person to hold the position in JCB's history. Dozens of friends and colleagues gathered at the World HQ in Rocester to say goodbye at a special presentation. Chief Executive Officer Designate Graeme Macdonald will take over as CEO on Jan. 1. “Alan has contributed a huge amount to the growth and success of JCB over many years,” Macdonald said. “The expansion projects Alan led enabled JCB to double its production from 36,000 to 72,000 machines over a five year period. “In addition to his vast achievements at JCB, he will also be remembered for his humility and for making time to speak to everyone, no matter what their rank or position and that’s something we are all going to miss. “On behalf of the 11,000 JCB employees around the world, our dealers and customers, we wish him a very long and happy retirement.”

“Coming to JCB was one of the best decisions of my life,” Blake said. “The breadth and width of what you can learn here is enormous, and the opportunity to achieve great things is endless. “I have been fortunate to have a great career here and one that has coincided with the global growth of the company. met and worked with some truly brilliant people all around the world and I will never forget my time at JCB.” Blake joined JCB in 1989 from Somersetbased Westland Helicopters after a distinguished 19-year tenure at the company, which saw him rise through the ranks from apprentice to head of Helicopter

Transmissions. He joined JCB Transmissions in Wrexham in 1989 as operations director with responsibility for developing new transmissions for two of JCB’s two key products: the backhoe loader and Loadall telescopic handler. In 1995 he was promoted to managing director of JCB Transmissions and led the company through an unprecedented period of growth which saw the doubling of production capacity with the opening of a second plant at the Wrexham site. In 2000, Blake was appointed managing director of JCB Service with the task of maximizing JCB’s reputation for excellent customer service as the company rapidly expanded its dealer network and customer base in new and expanding territories. In 2003, he became group manufacturing director, making him responsible for JCB’s global production operations. Blake led the biggest expansion and investment program in the company’s history. Blake became JCB’s chief operating officer in 2009 before taking up his current position. New Holland Backs Troops With Donation New Holland Agriculture and Construction announced a donation of $57,800 to the Fisher House Foundation. The funds were generated as part of the True Blue Salute program that ran from Sept. 11 to Nov. 11, 2013. “We’re proud to support the Fisher House Foundation and the great work that they do on behalf of our military families,” said Abe Hughes, vice president, New Holland North America. “The goal of the True Blue Salute program is to support Fisher House and recognize the courage, service and sacrifice so many people make every day to keep us safe and free.” Through the True Blue Salute program, New Holland offered a $911 “Thank You” coupon off selected models of New Holland Agriculture and Light Construction equipment to members of the Armed Forces, police officers and firefighters, as well as their families. In addition to the “Thank You” for military and first responders, New Holland donated $250 to the Fisher House Foundation for each qualifying model sold under this program. Because members of the military and their families are stationed worldwide and must often travel great distances for specialized medical care, Fisher House Foundation donates “comfort homes,” built on the

grounds of major military and VA medical centers. These homes enable family members to be close to a loved one at the most stressful times — during the hospitalization for an unexpected illness, disease or injury. There is at least one Fisher House at every major military medical center to assist families in need and to ensure that they are provided with the comforts of home in a supportive environment. Annually, the Fisher House program serves more than 12,000 families, and have made available over three million days of lodging to family members since the program originated in 1990. By law, there is no charge for any family to stay at a Fisher House operated by the Department of Veterans Affairs; and Fisher House Foundation uses donations to reimburse the individual Fisher Houses operated by the Army, Navy and Air Force. Motorgrader design slowly standardized on machines built from the ground up, rather than being attachments for use on crawlers or wheeled tractors. “Self-propelled graders dominated the industry by 1940,” Berry said. The crawler loader appeared on the scene as a product of the 1930s, along with the asphalt paver, which replaced unpowered screeds and finishers. Road Show participants included the Highway Industries Association (HIA), whose members formed ARBA’s Manufacturers’ Division in 1927, and the Construction Industries Association (CIA), who were among the forerunners of the Construction Industries Manufacturers Association (CIMA) in Milwaukee, Wis., now the Association of Equipment Manufacturers (AEM). Shows were held annually and then biennially throughout the 1920s and 1930s, although they were on the low-key side during the Depression years. Show sites during the 20s and 30s included Chicago, Cleveland, Atlantic City, St. Louis and Detroit. Motor scrapers became increasingly popular in the 1940s because of their greater speed, though pull scrapers continued to be widely used into the 1950s. One of the biggest breakthroughs of this decade was a quantum improvement in hydraulic systems. The pneumatic power drill was another major improvement. Rubber-tired loaders replaced crawlerdrawn wagons and rubber-tired bulldozers appeared on sites. The 1940 Road Show took place in Chicago, Ill. Then the nation, and the industry, went to war. The next show was eight years later, 1948, in Chicago. It was the most comprehensive up to that time, reflecting the postwar spirit of growth and vitality. As computers and other technology revolutionized equipment during the decades that followed, machines have become larger, more powerful and much more productive. The descendants of the horse-drawn units are today’s computer-aided 350-ton cranes, hydraulic excavators with 60-ft. (18 m) reaches, backhoes with 72-ft. (22 m) super-reach booms, powerful dozers and wheel loaders, satellite-aided graders, and the wide range of versatile equipment being displayed at ConExpo-Con/AGG. ConExpo More elaborate shows meant more planning time. The next show, in Chicago in 1957 — at the beginning of the Interstate Era — was the first to be produced exclusively by CIMA, now AEM. It was followed by shows in 1963, 1969, and 1975, also in Chicago. In 1963, the show became the Construction Equipment Exposition. It adopted the ConExpo name in 1969 and became known as the International Construction Equipment Exposition in 1975. The 1981 Show was held in Houston’s Astrodomain Complex. ConExpo ’87 and ConExpo ’93 were held in Las Vegas. The stage was set for the next big event, combining with the Con/AGG exposition in 1994 to produce the first ConExpo-Con/AGG in 1996.

Con/AGG The Manufacturer’s Division that had supported Road Shows exhibited for the first time at the annual convention of the National Sand and Gravel Association (NSGA) in Detroit, Mich., in 1928. Thus begins the story of Con/AGG. NAGA and its division, the National Ready Mixed Concrete Association (NRMCA), held biennial shows at that time. Their exposition was renamed the “Combined Biennial Show” in 1956. They were joined as a co-sponsor

in 1964 by the National Stone Association (NSA). (NSA and NSGA are now combined as the Natinal Stone, Sand and Gravel Association.) The show was then renamed “The Concrete and Aggregates Show” in 1970 and International Concrete and Aggregates Show in 1980. This is the event which combined with the ConExpo exposition. ConExpo-Con/AGG 2002 In 1994, the owners and producers of the two shows joined forces to establish ConExpo-Con/AGG. Their first show, in March 1996, in Las Vegas, drew more than 95,500 attendees and 1,280 exhibitors. The second, in 1999, grew to 124,000 attendees and 1,882 exhibitors. This triennial event has become the Western Hemisphere’s largest show for the construction, aggregates and ready mixed concrete industries. The co-owners and co-producers of ConExpoCon/AGG 2002 are AEM (formed on Jan. 1, 2002, by the consolidation of CIMA and the Equipment Manufacturers Institute), NRMCA, and NSSGA.

Early on, the Road Show attracted other construction associations, a phenomenon which has continued until the present, when ConExpo-Con/AGG has become an industry-wide meeting for the construction and construction materials industries. “It’s a huge event,” commented Brian Deery, senior director of the Highway Division of the Associated General Contractors of America [AGC], which is listed as one of the show co-sponsors. AGC is sponsoring the Information Technology Pavilion at the show, which will showcase software, contractor applications, support equipment, telecommunications and other equipment or services for technology-type and management service companies such as insurance and consulting. “The pavilion kind of parallels what we do on off-ConExpo years but it is part of ConExpo,” said AGC spokesperson Dennis Day. “This is the second time we are listed as a show co-sponsor but the first time that we are actually sponsoring part of the show with the pavilion.” AGC, ARTBA, and the National Utility Contractors Association (NUCA) are among the nine industry organizations that are holding their national conventions in Las Vegas during the show. Officials of the organizations say their members can attend special meetings, with their own speakers and social events, at their convention programs, but also benefit from the networking and wide range of information at the big show. AGC expects 3,500 people at its national convention. NUCA, co-locating its convention in conjunction with ConExpo-Con/AGG for the first time, expects about 800. Also co-locating for the first time will be the International Exposition for Fluid Power. “We’re hoping to receive additional exposure from being associated with the show,” said Bill Hilllman, NUCA’s executive vice president in Arlington, Va. “We’re hoping to have all kinds of people learn more about NUCA, and there’s also greater cost-efficiency for our members who can ‘kill two birds with one stone’ by attending both events. We also gave up our own equipment show because of ConExpo being there.” “Being associated with the largest construction and aggregate trade show is a benefit for our members, who can not only attend our educational sessions but also go to ConExpo to see the latest equipment and services,” said AGC’s Day. “Anytime you can get over 100,000 people together at a show, it’s a great benefit. I can’t imagine it not being a hugely successful show.” From the first Road Show in 1909 to the spectacular gathering in 2002, the industry displays its vigor as it moves onward and upward. $68 Billion Bullet Train in Limbo After Legal Setbacks SACRAMENTO (AP) — Officials overseeing California’s $68 billion high-speed rail project have taken pains in recent weeks to assure the public that construction plans are moving ahead, characterizing a series of recent setbacks as “a bump in the road.” That optimism comes despite recent court rulings against the project, creating confusion about the bullet train’s prospects. A Sacramento County judge rescinded the rail authority’s funding plan, forced it to show how it will pay for the first 300 miles of construction and rejected a request from the authority that would allow the state treasurer to sell $8.6 billion in bonds. But members of the California High-Speed Rail Authority board seemed undaunted during their December meeting. They praised staff for filling key positions at the agency and pointed to a nearly $1 billion construction contract signed in 2013 as evidence of progress. “They just paint a rosy picture, charge ahead, without acknowledging they have any serious issues to deal with or addressing how they’re going to deal with it,” said Michael Brady, one of the attorneys representing a group of Kings County residents who sued the state, leading to the judge’s rulings. Challenges also are mounting outside the courts. Republicans in Congress have vowed to block any further funding for the rail line and will hold a railroad subcommittee hearing in January to investigate the state’s spending of $3.3 billion in federal funds that are supposed to be matched by the state. Richard said officials hope to have shovels in the ground in the Central Valley in January or February and projected that the federal money might last through “late spring.” “The state cannot sell bonds in the current legal environment,” said Tom Dresslar, a spokesman of state Treasurer Bill Lockyer, who sought the so-called validation lawsuit the state filed to seek blanket authority to sell the bonds, which the judge rejected. What happens next in the legal saga is up in the air, after Sacramento County Superior Court Judge Michael Kenny ruled that the rail plan no longer complies with the promises made to

state voters when they approved $10 billion in rail bonds in 2008. That ballot measure promised that the state would have all the funding in hand for the first useable segment of rail and have all the necessary environmental clearances before construction started. Kenny said it failed to do that. Rail officials appear poised to deliver a new funding plan to their own high-speed rail board for approval, while the plaintiffs who sued believe the plan needs to go before the state Legislature, which approved a 2012 funding bill that squeaked through the Senate with only one vote to spare. “I think there was a lot of assumptions by my colleagues when we voted that there was a pretty good chance of getting more federal funds and a pretty good chance of getting private funds,

neither of which has materialized,” said Sen. Mark DeSaulnier, DConcord, chairman of the Senate Transportation Committee, who voted against the 2012 legislation. DeSaulnier’s committee plans a hearing on the project in February. Gov. Jerry Brown, a Democrat, remains a strong supporter of highspeed rail and has appointed top advisers to the board, including Richard. Democrats also control both houses of the state Legislature and many of them are supportive. If a new vote is needed, some might be wary of funneling money to a massive project that appears on the ropes, especially in an election year. “The climate has changed in the last year. You might see people in the Legislature saying, ‘We should cut our losses and just move on,’” said Brady, the attorney represent-

ing Kings County plaintiffs. Rep. Kevin McCarthy, a Bakersfield Republican who has sought to block federal funding for the project, said now is a good time for Brown to reflect on his highspeed rail dream and back out. He said it’s becoming clear that “it will not fulfill the promises made to voters.” There is still more legal wrangling, including the second phase of the lawsuit in which plaintiffs have asked the judge to block the state from all high-speed rail spending. They will argue that the state can no longer fulfill several of the promises made to voters at the time of the bond vote, including sending passengers between San Francisco and Los Angeles in 2 hours and 40 minutes and operating the trains without public subsidies. At the same time, supporters are eager to launch construction, which would make it harder to pull the plug. Richard said the worst result of the negative legal decisions has been the public perception that the project is stalled. “Nothing in those rulings changes our ability to move forward,” he said. “We’re ready to build this project.” Rod Diridon, a former board chairman who remains supportive and is now executive director of the Mineta Transportation Institute at San Jose State University, noted that the judge allowed the signed construction contracts to stand, showing that he did not intend to kill the project. amphibious assault tanks. In the 1950s during the Cold War, the firm started building underground basements for storage of the equipment in case they were bombed. The need for the basements was very short lived, said Kaval. But the contractor kept the basements and used for them storage. That’s where stadium builders ran into trouble. “Because of the water table, it’s very rare to have basements in California,” Kaval said. “When we dug down, there was a very high water table. We dug out all these vaults and they filled with water. We had to work with soils engineers to fill in the space without impacting the foundation of the new stadium. Sometimes these basements were like two stories deep. You’d start digging down with excavators and you’d keep going. Whenever they hit one they’d be like ‘Oh it’s an iceberg,’ because they had no idea how long it was going to go on.” The crews can laugh about it now, said Kaval. “But at the time it was concerning.” Frustrating as it was, the perseverance paid off. (35 m) long — in the U.S. The European-design roof will cover all the stands, retaining sound and building atmosphere. The plans also call for the primarily steel stadium to meet the criteria to earn LEEDS Silver Certification. Ninety-percent of the steel is recycled. “The environmental impact of our building has been key,” Kaval said. “It’s critical to the ownership, the philosophy of club and as a member of the community.
