The Mesquite and Vado interchanges along New Mexico’s Interstate 10 (I10) are undergoing a oneyear upgrade via a $9.2 million contract awarded El Terrero Construction LLC by the New Mexico Department of Transportation (NMDOT). The much needed work began in February 2014 and should be completed by the end of April 2015. “This project has been challenging due to the high volumes of traffic between Las Cruces and Texas,” said Benito Trevino, the project manager of the NMDOT
project, “as it serves as an access point for residents and business for Mesquite, Vado, Anthony and Chaparral. The crews have installed additional signage in order to alert motorists of the work zone since we understand safety is a priority for everyone. Therefore, I am confident see NMDOT page 36
The I-10/Vado Interchange is located at MP 155 (Exit 155) along I10 located in Vado, which is approximately 9 mi. (14.5 km) north of the N.M./Texas state line. This interchange provides access to N.M. state Road 227 (N.M. 227), which is functionally classified as an arterial. AED Urges Congress ELFA Predicts Top Trends to Spur Job Growth On Jan. 7, Associated Equipment Distributors (AED) President and CEO Brian P. McGuire delivered a strong message to Capitol Hill urging swift, bipartisan action to spur economic growth and job creation in a letter outlining the association’s policy agenda for the 114th Congress. The association recommends a series of key actions to make it easier for construction equipment distributors to succeed by reducing costs of doing business and expanding product markets, including the association’s top priority — providing long-term certainty to the federal highway program. see AED page 63
The Equipment Leasing and Finance Association (ELFA), which represents the $903 billion equipment finance sector, revealed its Top 10 Equipment Acquisition Trends for 2015. Given U.S. businesses, nonprofits and government agencies will spend nearly $1.5 trillion in capital goods or fixed business investment (including software) this year, financing a majority of those assets, these trends impact a significant portion of the U.S. economy. Businesses will find opportunities presented by a steadily improving
economy and favorable credit conditions as they make their decisions for equipment replacement and expansion. ELFA President and CEO William G. Sutton said, “Equipment financing is a critical source of funding for a majority of U.S. businesses, allowing them to acquire the equipment they need to operate and grow. It enables equipment acquisition, which plays a critical role in driving the supply chains across all U.S. manufacturing and service sectors. see ELFA page 64

Volvo Gives Back to Community Construction equipment has a reputation for being tough and durable. But at Golden Equipment Company in Albuquerque, N.M., the rental fleet of Volvo construction equipment has a softer side — one that has helped children, the homeless, and wounded warriors through the Colors for Our Community program. The company started the Colors for Our Community program in 2010 as a way to give back to the community. The program raises funds and awareness for a local service organization by putting the charity’s logo on a piece of Volvo construction equipment and renting it out to contractors. Golden Equipment rents the equipment for 12 months and gives 25 percent of the rental proceeds directly to the organization. Golden Equipment relies on Volvo construction equipment to generate the revenue and visibility necessary for the success of the program. “Quite honestly our Volvo machines are the only product that have the consistent utilization and rental rate for what we were trying to achieve as far as donation and awareness,” said Michael Bahrmann, vice president, Golden Equipment Company. The program raises approximately $15,000 annually by renting a Volvo wheel loader or a Volvo excavator adorned with the charity’s insignia — past rental units have included two EC240 excavators, an L120 wheel loader and currently an L90F wheel loader. The frequent requests for the machine and its utilization on high-profile job sites around the state helps to build awareness. “Ideally, the machine will be working in a public area where people driving by notice [it], and it sparks questions and interest in the charity,” said Bahrmann. The customized machine is rented at the standard rate as other pieces of equipment in Golden Equipment’s rental fleet. It can be rented for any period of time; however, contractors typically rent the machine for a twomonth period of time. It hasn’t been difficult to find support among the local contractor community for the program. Not only does a portion of the rental fee go directly to an organization that supports the community, but the decision to rent from Golden Equipment also supports the local economy. “Golden Equipment is one of the only local equipment dealers left in the state, so those dollars keep turning in

the community,” said Adam Triolo, CEO of AUI Inc., a contracting and construction company. “That money doesn’t hit the storefront of a big conglomerate and leave the state.” Triolo is interested in building the state’s economy from a business perspective, and as the past president of the Carrie Tingley Hospital Foundation board of directors — the charity selected to receive the funds from the 2014 Colors for Our Community program. The foundation, which provides medical and financial assistance, education and quality of life programs for families of children with special needs, is funded purely through donations and fundraising events — like the Colors for Our Community program. “Our staff is limited and for Golden Equipment to reach out and do a fundraiser of this magnitude on our behalf is a win-win situation for us,” said Executive Director Jeff Hoehn. The Colors for Our Community program will provide a generous contribution to the foundation’s fundraising budget in 2014. Because the foundation serves children throughout the state of New Mexico, the awareness created by the program is equally as important as the monetary donation. “We’re able to expand our footprint by virtue of having this piece of equipment bouncing around the state [with our logo],” said Triolo. “It could end up in Farmington, Carlsbad or Albuquerque, so it’s another good way for us to get our brand out in the community.” Hoehn added that individual contri-
butions have increased considerably over prior years. And although a direct connection can’t be made, certain conclusions can be drawn. “I’d attribute a lot of that to programs like the Colors for Our Community program,” he said. While the end goal of the program is to help the community, it also has been good business for Golden Equipment. The community recognition around the charitable program is smart marketing, and when the charity-emblazoned piece of equipment has already been rented out, a large fleet of Volvo construction equipment is available to help get the job done. At the end of the 12-month fundraising period, the rental machine simply remains in the rental fleet —but history has shown that it doesn’t stay there long. Bahrmann said each piece of equipment used for the program has eventually been purchased. “They still had all the logos and decals on them,” he said. Since its start, the Colors for Our Community program has benefited El Ranchito de Los Ninos, Wounded Warriors Project, Greater Albuquerque Habitat for Humanity, and currently the Carrie Tingley Hospital Foundation. Soon the company will designate another charity for the program, continuing its mission of giving back to the community that has contributed to its success.

Tried and True: National Attachments Delivers XCP4 By Brenda Ruggiero CEG CORRESPONDENT
Morgan Asphalt of Salt Lake City, Utah, has expanded far beyond its namesake and into a full service infrastructure company that reports that its quality of customer service is rivaled only by the quality product it delivers. Founded in 1996 by Thomas Morgan, Morgan Asphalt is known throughout the industry for its ability to install complicated underground utilities and lay a smooth surface, all while maintaining a tight and efficient schedule. Morgan’s employees are its greatest asset, according to its founder, and many have been with the company from the beginning. There are more than 100 during the peak paving season, comprising of four mainline paving crews, one mill crew, six grading crews, four excavation crews and three utility crews. Brice Butler, the company’s operations manager, noted that he started as a transport driver and worked his way up. He has been there for nearly 20 years now. Morgan Asphalt’s relationship with National Attachments began in 2008 when it purchased a 30CP class NYE pulverizer. “It was an awesome, awesome pulverizer,” Butler said. “We used it until the fall of last year and didn’t have any problems with it. We decided to upgrade the track hoe, so we bought a different brand, which was the worst mistake we ever made, and we ended up going right back to National Attachments.” Butler said he heard good things about the other company, and they were pleasant to work with, so he ordered the new machine. “When I got the machine and attached it to my track hoe, it lasted five working days and it broke right in half,” he said. “The welds were sub-par, they grind the rust off the pipe and they welded it together. I called them to let them know what was going on, and they said they would give me a price on the repair of it. I’m going — you’re going to charge me to fix it? I paid a local company to put it back together. When I purchased it, I also purchased a quick coupler from the same company. I think it

lasted about two weeks. It was just one thing after another. We tried to talk to the company to see if they’d work with us, and one day they hung up on me four times in a row. They wouldn’t even talk. That was one of the worst mistakes I’ve ever made. I didn’t purchase from another company because of National Attachments. I was just thinking I was going to save money, and it just cost me a lot of money in the long run, which was a bad thing.” Butler returned to National to buy a new XCP4 Series pulverizer for a 345 excavator, and had great results. “Brice was so pleased with the quality, performance, and durability of his first NYE Concrete pulverizer that when it came time to

purchase another one for a larger machine, there was only one option, a Nye from National Attachments,” said Gabe Guimond, vice president of demolition products. Butler is happy that he returned to National Attachments, and won’t leave the company again. “You definitely get what you pay for, and the way to go is National Attachments,” he said “It stays at my recycle plant all the time. It doesn’t leave. And it’s pulverizing concrete all day, and all year long. It’s very productive. It’s
a very good tool. I’ll definitely buy through them for all my pulverizers, and probably other pieces that are attachments, just because of the way they treated me and how good their products are. When I first got the pulverizer, they sent me the wrong mount. I called them, and the mount was there within two days — the right one. They were extremely apologetic, and they treated me like a king to get me the right part as soon as possible so I could get to work. I have nothing but good things to say about them.”

He does not micromanage us at all. He’s more of a go get it done person, and I think that’s why we do so well. While he’s gone, he left five of us in charge to run his company, and we all work great as a team. It’s more a family that it is anything. (AP) California broke ground Jan. 6 on its $68 billion high-speed rail system, promising to combat global warming while whisking travelers between Los Angeles and San Francisco in less than three hours. The bullet train project, the first in the nation to get under way, faces challenges from Republican cost-cutters in Congress and Central Valley farmers suing to keep the rails off their fields. Others doubt the state can deliver the sleek system as designed, and worry it will become an expensive failure. But Gov. Jerry Brown said highspeed rail is essential to meeting his latest goal: Encouraging the nation’s most populous state to get half its power from renewable energy by 2030. “It’s not that expensive. We can afford it. In fact, we cannot NOT afford it,” Brown said before signing a symbolic section of rail. “All these projects are a little touch and go. You’ll have these critics say ‘why spend all this money?’” “On the other hand I like trains, I like clean air,” Brown said. “And I like to enjoy the comfort of trains. I like to get up and walk around and shake hands.

MCK Completes Phase 3 of Bay Bridge

When a bridge carries approximately 270,000 vehicles a day, the approach ramps and access roads are just as vital of an element as the actual span; it’s a well-oiled machine, in a way — if one part of the transportation link comes up short or doesn’t do its job, the whole system could fail in its goal to alleviate traffic congestion. For the new San Francisco-Oakland Bay Bridge, MCK Services Inc., based in Martinez, Calif., was the contractor for Phase 3, the final phase of the massive project, which involved paving approximately 1 mi. Bullet Train to CTC Allocates $254M to Upgrade Highway, Boost Calif. Jobs Rail, Active Transportation Projects The California Transportation Commission (CTC) allocated more than $254 million for 41 transportation projects that will enhance the safety and mobility of Californians throughout the state, which includes $3.4 million for locally-administered Active Transportation Program projects that encourage biking and walking. “Investing in our infrastructure benefits Californians for generations to come and these projects will improve mobility for all users of the transportation system, whether they choose to travel by car, take transit or ride a bicycle,” said Caltrans Director Malcolm Dougherty. The allocations included $116.2 million from Proposition 1B, the 2006 voter-approved transportation bond. This included $108 million to purchase diesel-electric locomotives and bilevel passenger railcars to improve intercity rail service by providing new
capacity and replacing aging Amtrakowned locomotives. Portions of that allocation also will be utilized for installing video and audio communications to ensure compliance with the Americans with Disability Act. Since its passage, more than $18 billion in Proposition 1B funds have been put to work statewide for transportation purposes. The remaining $134.9 million in allocations came from assorted transportation accounts funded by state and federal dollars. Some of the notable projects that received allocations include: • San Diego County received $8.5 million to upgrade median barrier along Interstate 8 from Waring Road to College Avenue. The improvement will help reduce the number and severity of collisions. The CTC also approved $64.7 million in supplemental funds for the
Route 101-Willits Bypass project in Mendocino County. The funds are necessary to address time delays needed to complete the project due to unexpected costs incurred by work stoppages caused by protesters, increased environmental permitting requirements and an increase to the pace of environmental mitigation. Legislation requires development and implementation of a pilot program in California to study Road Usage Charge alternatives to the current gas tax, per SB 1077. As such, the CTC also approved 15 members to the Road Usage Charge Technical Advisory Committee whose recommendations will be used to inform the development of the pilot program. By comparison, riding Amtrak between east San Francisco Bay and Los Angeles now takes 11 to 19 hours, and costs $59 to $138 each way. That rivals the expense of an airline flight, which takes about an hour and 15 minutes. By car, the journey takes at least 6 1/2 hours in the best traffic, and the price varies widely depending on the type of car, gasoline prices and highway tolls. Gina McCarthy, administrator of the U.S. Environmental Protection Agency, said the all-electric trains, running on renewable energy, will take cars off highways and provide an effective alternative to flying on jet fuel, which pumps far more greenhouse gas into the atmosphere. “High speed rail is good for our health, it is good for our climate and it is good for our economy,” she said. About a dozen protesters shouted “show me the money” during the groundbreaking, which was held in an industrial section of downtown Fresno, where the city’s bullet train station will be located near old rail lines that still ship produce and other cargo. The system will initially share existing rails with freight trains, but eventually travel at higher speeds on dedicated rails, California High-Speed Rail Authority chairman Dan Richard said. The authority needs to speed up the eminent domain process, since only 100 of the 500 land parcels needed for the rails and stations have been purchased. But Richard said “voters are going to get exactly what they asked for.” Californians approved a nearly $10 billion bond for the train in 2008, and in 2012 the Obama administration dedicated $3.3 billion in stimulus funds. Part of the greenhouse gas fees to be collected under the state’s cap-and-trade program also will go to the train. Bullet train systems make money in other countries, and California officials are banking on this one to entice private investments and development around the stations to offset the costs. The initial work is on a 142-mi. (228.5 km) stretch north and south of Fresno. By 2029, planners hope to complete 520 mi. (836.9 km) of rails linking the San Francisco’s downtown Transbay Terminal to Union Station in downtown Los Angeles. “Are we capable of making similar serious investments for future generations? The answer is not only yes we can, but yes we will,” said U.S. Rep. Jim Costa, a Central Valley Democrat. Rep. Jeff Denham, a Central Valley Republican, has vowed to block funding, since he doubts the trains will be as fast or carry as many riders as promised. “It’s hard to celebrate breaking ground on what is likely to become abandoned pieces of track,” he said. But project managers say 632 people are already designing and planning a system that will produce 20,000 jobs a year now that construction has begun. Fresno’s Republican Mayor Ashley Swearengin backs it, saying it will create jobs in the short term and eventually connect the Central Valley to the rest of the state’s economy. “We’re stuck right in the middle, and it’s difficult to get in and out,” she said. “It fills a deficit for Central California.”

Equipment would prove to be just as important on the project. MCK Services already had one Vogele 5100 paver in its fleet, but for this job, it would need another one, which it purchased from Nixon-Egli Equipment Company. Caterpillar Adds AP1000F, AP1055F Pavers With Key Benefits Performance improvements and technology with a customerfriendly interface are key benefits of the new F-Series pavers from Cat Paving Products. Fuel Efficiency Several features help improve fuel economy while maintaining high performance levels. Engine performance is aided by the 225 hp (167 kw) Cat C7.1 ACERT engine, which meets European Stage IV and U.S. EPA Tier IV Final emissions regulations without sacrificing power. On some F-Series models, a Cat C7.1 engine also is available that meets emissions equivalent to U.S. EPA Tier III and E.U. Stage IIIA. It provides power of 249 hp (186 kW). Eco-mode is standard on FSeries pavers. When used with automatic engine speed control, Eco-mode efficiently manages engine RPMs to optimize fuel economy, reduce sound levels and keep the paver running smoothly. The control automatically adjusts RPMs when the engine reaches a high load threshold or needs additional cooling. Integrated Generator and Screed Heating System An integrated generator, the power behind a new screed heating system, is another fuel-saving enhancement. The F-Series generator was developed by the same team that designed and engineered the Cat D7E track-type tractor. The integrated generator is directly connected to the paver engine and operates as a core part of the machine. The SE60-Series screeds’ refined heat distribution combine with the generator to bring the screed to the proper temperature in approximately 15 minutes, compared with the previous 30 to 45.
The F-Series pavers run at about 1,300 rpms while heating, compared with the more common 2,200 rpms of some other machines. The lower rpm requirement lessens sound levels and can lead to earlier start times in residential areas. Technology Touchscreen displays provide increased flexibility for operating and adjusting the machine. The color display offers high visibility and more user-friendly options. New feature controls are accessed through the touchscreen. The most frequently used functions are still controlled by switches. The new single-switch auto-fill feeder system simplifies setup and helps provide consistency for operators of varied experience and skill levels. The screed-heating system diagnostics enable uninterrupted paving in the event a screed temperature sensor fails. The system automatically compensates, allowing consistent, uninterrupted paving. Ratio control for the conveyors can now be controlled from the screed. Previously only the tractor operator could control conveyor ratio. Likewise, the tractor operator can now adjust mix height for increased flexibility. A pendant control that enables the screed operator to stand alongside the machine is now available. Operating Consoles The operator console features enhanced functionality. Controls are as simple as the contractor needs, and as flexible as they want. Crews who prefer limited options have an organized, efficient control system at their fingertips — and mostly in the same locations as on earlier models. Those who want to

Sixwheel drive utilizes enhanced hydraulics to optimize traction and provide 200 percent more front pull force over previous models. A front wheel assist or four-wheel drive option increases front-wheel pull-force by 50 percent over previous models. A new radial tire offers increased traction. SE60 VT XW. The XW models share common frame structures, with the V XW providing vibratory only and VT XW offering vibratory and tamper bars. Screed plate life is extended with the utilization of abrasionresistant steel that is proprietary to Caterpillar. The same steel is used in motorgrader cutting edges as well as the AS3301C, AS3251C and AS4252C screeds. Screed extensions are equipped with two-speed proportional control for enhanced responsiveness near obstacles and more precise control on highway applications. A pendant control adjusts the height of optional hydraulic end-gates, as well as extender width and towpoint height. The control provides the screed operator with much more flexibility regarding their location. The addition of a machined screed frame eases installation of the screed plates, which bolt flat to the frame. The SE60 V screed delivers enhanced ride and mat qualities, while providing versatility in urban areas, due to its smaller footprint and lighter weight. This screed replaces the current AS3301C vibratory screed. The SE60 XW-Series screeds delivery extremely tight mat textures, with higher densities. The XW-Series also features full hydraulic control of crown, extension slope and extension height at the full width of 33 ft. (10 m). Cat Grade Control now can be operated from the tractor consoles if desired. A single-button autofeeder system does the work of four switches. An auto-fill button alternates between running the augers and conveyors, helping operators build a proper head of material from the start. A warm-up/cleanout mode runs the feeder system at a reduced speed, enabling the operator to perform wash-down duties. It also automatically lifts the auger for simplified transport. If a crew doesn't want to utilize all controls and the associated technology, “lockouts” are provided on the screed to prevent accidental access. Mobil-Trac Undercarriage The F-Series pavers feature innovative undercarriages. Fullybogied support rollers maintain contact with the surface regardless of irregularities. The oscillating
bogies minimize deviations and tow-point movement, leading to smoother mats. The Mobil-Trac System (MTS) features oscillating bogies and a rubber belt instead of the standard steel track. The rubber belt is friction-driven, and is available with treaded or smooth tracks. MTS enables travel speeds that match the pace of wheeled pavers. The system essentially combines the traction of track pavers with the speed and mobility of wheeled pavers. Enhanced maneuverability is another key benefit.

Vögele Super 1300-3i Goes Where No Paver Goes The new Vögele Super 1300-3i is a compact but versatile paver with unexpected power and performance for its size. No component on the Super 1300-3i extends beyond its slim silhouette. With the hopper wings folded up, its basic width comes to no more than 6 ft. 1 in. (1.8 m), this in conjunction with a length of just 16 ft. 3 in. (5 m). As a result, it can be driven nearly anywhere and fit through almost any opening. For the Vado Interchange, El Terrero will construct round-abouts on each side of the bridge to improve traffic flow. “The east bound on-and-off ramps at the Mesquite Interchange are open to traffic,” said Afsar. “We plan to open the west bound onand-off ramps and I-10 to two lanes of traffic on December 31. The Vado ramps and the bridge [N.M. 227] will be closed to traffic at the time for the construction of roundabouts.” Several subcontractors are involved in the work (300 calendar days), including MANS Construction for all the earthwork, base course, and hot mix asphalt; San Bar Construction for the permanent signing and striping; RT electric for the lighting, and Valley Fence for the guardrail and fencing. On an average day there are 20 to 25 construction workers and staff on site — El Terrero personnel and subcontractors. A daily shift of the nine hours is the norm for the project. Equipment-wise, El Terrero is using a P & H 100 ton (90.7 t) crawler crane, a Grove RT 28 ton (25 t) crane, a water truck, a John
Deere 270LC excavator and a John Deere 310SG loader backhoe, a Volvo motorgrader, a Genie S60 boom lift, and a Freighliner FL80 dump truck. The company does not have an onsite mechanic, but mechanics are brought in for routine maintenance and immediate repairs from its yard in Rio Rancho, N.M., about 230 mi. (370 km) away from the work site. “The number of pieces of equipment does not require a mechanic to be on site fulltime,” said Afsar. “Our operators inspect the equipment and vehicles daily and report any issues to the superintendent. Routine maintenance is critical so that unexpected breakdowns are minimized. Investment in equipment and software will reach an all-time high in 2015. As the U.S. economy continues to improve, business investment is forecast to reach a record $1.484 trillion in 2015. As business investment grows, demand for equipment financing will increase. 2. Businesses will invest in equipment not just to replace aging assets, but also to aid in expansion. The pent-up replacement demand that has driven equipment investment in previous years may be supplemented by long-awaited expansion investment as capacity utilization rates in some industries reach or surpass levels historically known to spur business investment. Industries poised for investment growth include oil and gas extraction and transportation equipment manufacturing. 3. While some equipment types will see strong growth, others will moderate. In 2014, equipment and software investment increased 9.6 percent in Q2 and 9.3 percent
in Q3. Looking ahead, growth in equipment and software investment is expected to moderate somewhat, as it is unlikely to keep up the strong pace seen in Q2 and Q3. A still healthy growth rate of 6 percent is forecast for 2015. Aircraft, trucks and other industrial equipment are projected to be among the higher growth types, while agriculture, computers and software are expected to see slower growth. 4. Improving market conditions will continue to increase credit supply and demand for equipment acquisitions. As the economy steadily improves and business confidence continues to increase, credit standards should modestly loosen. The propensity to finance decreased in the wake of the financial crisis as businesses deleveraged and refrained from new business investment. Since bottoming out in 2010, the rate at which businesses finance their capital spending has grown consistently and will continue to increase in 2015 with steady economic recovery and shifts in Federal Reserve policy. 5. Eyes will be on short-term interest rate increases. Expectations for the Federal Reserve to raise short-term interest rates in 2015 should spur equipment investment as businesses seek to lock in equipment financing at lower rates. Despite rate increases, businesses will find that a highly competitive “buyer’s market” will continue to make financing an attractive option for acquiring equipment. 6.
