Crews operating a Hitachi Zosen Corporation tunnel boring machine began boring operations on July 30 on the $2 billion, 1.7 mi. (2.7 km) tunnel to replace the SR 99 Alaskan Way Viaduct (SR 99 Tunnel Project) in Seattle, Wash., and have made substantial progress since.

The tunnel, a design-build project for the Washington State Department of Transportation (WSDOT), is being built by the Seattle Tunnel Partners (STP), a joint-venture of Dragados USA and the Tutor Perini Corp. When completed, the tunnel will replace a more than 60-yearold double-deck highway with a doubledeck tunnel with two lanes in each direc-

Construction Employment Increases in 34 States Construction firms added jobs in 34 states over the past 12 months, but construction employment declined in 32 states and the District of Columbia between November and December as many parts of the country coped with weather, according to an analysis released Jan. 28 by the Associated General Contractors of America of Labor Department data. Association officials noted that while cold, wintry weather in parts of the country likely contributed to many of the declines, they urged Washington officials to take steps to ensure

continued growth for the industry and the economy. “While the year-over-year numbers are encouraging, we want to make sure the monthly declines are more about the weather than they are a sudden downturn in demand,” said Ken Simonson, the association’s chief economist. “While we will have to wait for more data to understand where the market is heading, the industry could certainly benefit from more private-sector activity and public-sector invest-

ments.” Mississippi led all states with an 18 percent rise (8,500 jobs) in construction employment between December 2012 and December 2013. The state ranked 18th out of 50 states plus D.C. between November and December, with no net gain or loss. Conversely, South Dakota topped the monthly rankings, adding 3.4 percent (700 construction jobs), and added 4.9 percent (1,100 jobs) over 12 months. Parties Reach Accord on Work for Road to Skywalk FLAGSTAFF, Ariz. (AP) A dude rancher has reached an agreement with the federal government over construction of a road that leads to the Grand Canyon Skywalk. Nigel Turner said he won’t charge visitors for traveling on the road that crosses his property. He had imposed a toll on Diamond Bar Road earlier this year, fueling outrage from the Hualapai Tribe that runs the Skywalk. The tribe turned to the U.S. Bureau of Indian Affairs for a bypass road. Turner argued in federal court that the construction harmed his ranch guests and didn’t comply with a 2007 settlement over amenities for a new road. A judge’s order gives the BIA a temporary easement for road construction. The agency also must give Turner notice before opening up the new road to public use.

JCB New Heater System Warms Backhoe Cabs, Engines JCB backhoe operators are in for some heart-warming news as the first icy blast of winter strikes. With cold temperatures throughout much of North America, the company has made a new heater system available that automatically heats the cab and engine before the operator arrives for work in the morning. The device means the machine now takes much less time to reach operating temperature in cold weather and is ready to start its daily shift much faster, boosting productivity for owners and operators. “This is another fantastic innovation on JCB’s backhoe loaders that will allow operators to simply get in and drive without having to defrost windshields or warm up the engine,” said Tim Burnhope, JCB’s chief innovation and growth officer. “As well as providing greater operator comfort, the new system will cut downtime and boost productivity.” Available as an option on JCB’s 3CX and 4CX backhoe loaders, the system can be activated using a 24-hour timer with up to three pre-

set start times or manually through a switch in the cab. The heater also can be used manually throughout the day when the machine is not in use, maintaining a comfortable working environment. It works by using a water heater that is inte-

grated into the engine’s coolant circuit. The water heater unit automatically runs a safety check before heating, prior to starting an integrated diesel-fueled burner. Atomized fuel is sprayed into the

combustion chamber and ignited with a high-tension spark. The hot combustion gases flow through a heat exchanger, which transfers the heat to the engine coolant system. This thermal energy is forwarded to the cab through the machine’s

ventilation outlets, with residual warmth remaining in the engine. As the heater is electronically and thermostatically controlled, it works intermittently, only burning for the amount of time required to reach the desired temperature. Furthermore it only consumes a 0.071 to 0.163 gal. (.27 to .6 L) of fuel per hour, making it a low-cost option. A self-diagnostic function ensures trouble-free operation. The heater system is much more than simply a comfort option, however. It also removes the requirement for an engine block heater in colder climates and extends engine life by reducing engine cold starts. As the heater runs off the machine’s own fuel supply, there is no need for additional tanks or storage. SEATTLE (AP) The giant machine digging a highway tunnel under Seattle was expected to resume light work, but officials still don’t know what stopped the giant drill for nearly two months, the Washington State Transportation Department said Jan. 27. Crews working for the contractors, Seattle Tunnel Partners, planned to finish their underground inspections of the machine’s cutterhead on Jan. 28, the highway department said in a statement. The contractors then planned to have the machine advance 2 ft. (.6 m) so the next tunnel ring could be built. After that, the machine and its operating systems would be evaluated. The machine called Bertha had been idle for more than seven weeks, since Dec. 6. The Transportation Department said that inspection crews found a hard object more than 3 ft. (.9 m) wide stuck in the machine’s massive spokes. They also found metal and plastic piping in the machine but have not concluded what exactly caused the problems that halted digging. None of those things was really sufficient to slow the machine down, department spokeswoman Laura Newborn has said. Officials previously said the machine also ran into an 8-in. (20 cm) diameter metal pipe that had been left in the ground in 2002 after the Transportation Department checked groundwater in the area. Working 60 ft. (18 m) underground, Bertha is only onetenth of the way toward completing a 1.7-mi. (2.7 km) tunnel. The tunnel will carry Highway 99 traffic and allow the removal of the aging Alaskan Way Viaduct along the Seattle waterfront. The inspection crews spent 134 hours over 10 days checking the cutterhead and the area just in front of the machine, the Transportation Department said. “While we understand the interest in knowing the reasons why mining was stopped in December, it will take time to review the results’’ of the inspections and consult with tunneling experts, the statement said. The results of the initial mining and the extent of any required maintenance will determine when more substantial digging resumes, the department said. The “next critical milestone’’ will come when the machine has tunneled another 500 ft. (152 m). That spot “was proposed by the contractor as a controlled environment for maintenance prior to mining under [the viaduct] and downtown Seattle,’’ the Transportation Department said, adding it plans to close the highway while Bertha is tunneling beneath it. The Seattle Times reported Jan. 27 that the Transportation Department has already paid $774 million to Seattle Tunnel Partners, or just over half of the $1.44 billion total contract, as of November. ConExpo 2005 Las Vegas, Nevada Equipment Hunters Strike It Rich at ConExpo This ConExpo article was published in Construction Equipment Guide (CEG) on April 6, 2005. This and other ConExpo articles to follow will be part of a continuing series that take a look back at ConExpos past through the reporting of CEG. We hope you enjoy these retros as much as we did searching for them deep in our archives.

There seemed to be enough heavy equipment in Las Vegas March 15 to 19 to reconstruct the world. From the smallest component parts to the towering cranes, contractors came to check out the latest the industry has to offer. More than 1,900 exhibitors covered approximately 1.88 million sq. ft. of space (more than the size of 41 football fields) at the Las Vegas Convention Center. Approximately 125,000 people roamed the exhibits and 20,000 of them attended part of the series of educational sessions. With all of these people in town, Sin City was expected to be on the winning end of $160 million in non-gaming economic impact through the week. Co-chairman Brent Cook said the attendees this year already had a notion of what they were looking for at the convention, while in the past, it seemed to be more of a window-shopping mentality. “This time, they came with a shopping list,” he said. Gerry Shaheen, the other co-chairman of ConExpoCon/AGG, said organizers are proud of the fact that this year marked grand strides in breaking out of the “North American show image.” The average visitor spent 2.5 days at the show, about

twice as long as the time spent at an average trade show. Two waves of people attended — those who stayed Monday to Thursday and from Thursday to Saturday. International attendance set a new record high at more than 20,000 people from 131 countries. In addition, 44 official international customer delegations representing 35 countries were organized by the U.S. Department of Commerce. Among these delegations was the first private-sector trade delegation from Iraq in more than 40 years. The Iraqi companies represented in the delegation came with a business proposal and investment opportunities, said Eric Nigh, vice president of corporate development of the Iraqi-American Chamber of Commerce and Industry. Under the regime of Saddam Hussein, Nigh said construction companies were closed to outside technology and new ways of doing business. He said the nation lacks sufficient infrastructure and the money with which to repair it. That’s why they spent months planning the visit to Las Vegas. Amer Paulos of Al-Haikal Group, a consortium of 20 companies, said Iraq is focused on the reconstruction of existing facilities, such as hospitals, universities and laboratories. But before that can happen, the construction workers need

appropriate training. “We have to make an investment in people before an investment in materials,” Paulos said. Diyar Kader of Diyar Group said the previous regime did not give workers the opportunity to improve upon their skills. But as Iraq transforms from a socialist state to a nation

with a free market, the private sector is re-establishing itself, Paulos said. Bassam Ridha Al-Khaleej of Al-Kabeer Group said his companies are working with 10- to 20-year-old equipment. The industry in Iraq could use “billions of dollars” in new equipment. Construction crews, Al-Khaleej said, have to tinker with equipment on a daily basis just to get it running for the task at hand. It’s lasted this long because, “Iraqis take very good care of the things that they have,” Nigh said. In roaming the showroom floor of ConExpoCon/AGG, Al-Khaleej said the equipment on display would allow for great strides in the reconstruction of Iraq. The representatives said Iraq already has a talented base of workers, but needs foreign companies to invest money, equipment and expertise to be able to complete the arduous task. “Security is a big issue for all of us,” AlKhaleej said. Iraqi construction companies lose employees amid the insurgency against American troops far too often. Foreign investors wouldn’t have to make the same sacrifice, though. “They don’t have to come to Iraq and bear the risk because there’s already companies bearing

that risk,” Nigh said. In addition to the Iraqi delegation, representatives from Thailand and Indonesia discussed with the construction companies their need for relief following the tsunami and reconstruction needs. As ConExpo-Con/AGG organizers look into the future of the event, which they confirmed will be held at the Las Vegas Convention Center every three years through at least 2023, there have been discussions about expanding its focus to include mining and structural companies. But they cautioned they do not want to get too large, as it then might become confusing for the attendees. “Never say never, but this show is pretty well focused,” Shaheen said. The show will have room to grow in the coming years, as plans are in the works for an expansion of the convention center. The work will include an additional 100,000 sq. ft. of exhibition space, a direct connection of the monorail into the center and a police substation. tion. A replacement was necessary following a 2001 earthquake that damaged the structure. The tunnel and a new Alaskan Way street are designed to work together to replace the functionality of the viaduct, according to the project’s Web site. “The tunnel will have the capacity to accommodate trips through downtown, while the rest of today’s viaduct users will access downtown using ramps at either end of the tunnel. Along the waterfront, a new Alaskan Way street will provide several east-west connections to downtown, replacing the function of today’s midtown viaduct on-ramp and off-ramp.” In addition to the tunnel, the project — Alaskan Way Viaduct Replacement Program — also includes: a mi.-long stretch of new highway that connects to the south entrance of the tunnel, a new overpass at the south end of downtown Seattle that allows traffic to bypass train blockages near the city’s busiest port terminal, and the demolition of the viaduct’s downtown waterfront section in 2016. Additional improvements will be conducted by King County, the city of Seattle and the port of Seattle in terms of street upgrades, transit, a new seawall and a redesigned waterfront. The tunnel will change the way current traffic uses the SR 99. Those wishing to bypass downtown, will continue through the tunnel, while those wishing to exit into downtown will use new on and off ramps at either end of the tunnel. At the south end, SR 99 will connect to a new Alaskan Way providing easy access into downtown. The tunnel is expected to be completed in late 2015 or early 2016, with all the various projects costing more then $3.1 billion, with funding coming from a variety of sources including federal, state, local, tolls and the port of Seattle. The Hitachi Zosen machine — named Bertha, is 57.5 ft. (17.5 m) in diameter, 326 ft. (99 m) long and weighs nearly 7,000 tons (6,350 t). Prior to the start of operations, STP crews were trained to operate the boring machine. It is part of a complete system — a cutter head bores into the soil and the debris is then transported out of the tunnel. Simultaneously, pre-cast concrete sections are installed to form the tunnel liner. Tested in Japan, Bertha —nearly as tall as a five-story building, arrived in Seattle on April 2 and was reassembled in a launch pit to the west of Seattle’s sports stadiums. Bertha will cross under 154 buildings, numerous utilities and other infrastructure assets in downtown Seattle through various soft ground conditions along the route. It is expected that the boring operations will remove more than 850,000 cu. yd. (649,871 cu m) of soil. Tunnel spoils will be

barged to CalPortland’s Mats Mats reclamation facility at Port Ludlow where they will help fill a gravel quarry. The machine’s cutterhead chips away the ground as it rotates and carry excavated soil back through the machine using a spiral screw conveyor. From here, the spoils are placed on a conveyor belt which will eventually reach 9,000 ft. (2,743 m) in length. The spoils are then placed on barges based at nearby Terminal 46 in the port. The Foss

Maritime Company is responsible for the barging operation. Tunneling under a major city is no easy task. “There’s a lot to keep track of,” said the project’s Web site. “Steering, for instance. And of course the soil in front of the machine. The important thing to know about soil is that not all of it is the same. There are eight different types of soils along our tunnel route. In general, the looser the soil, the more

likely it is to move as you tunnel through it. Sand, for example, is harder to control than clay. Other things workers might encounter underground: boulders, gravel, logs and various man-made objects. “[The] machine can handle almost anything, but that doesn’t mean our crews won’t use extreme caution,” the Web site continued. “They will constantly monitor ground conditions as they drive the machine forward. Safety measures began before tunneling even started, when some 200 buildings above the tunnel alignment were examined and fitted with monitoring equipment that allows crews to detect even the slightest movement. Buildings and other structures that are thought to be sensitive are stabilized prior to tunneling. There are a number of ways to do this, including ground improvements and construction of angled walls below the ground that hold the earth in place above the tunnel.” The boring operation has been divided into 10 zones and currently crews are in zone 1. On average, Bertha can cover approximately 35 ft. (10.7 m) per-day. Studies were completed on each section to determine soil types and the location of buildings and underground infrastructure. Bertha requires a crew of 25 people, including 2 operators. After the soil is removed, curved concrete segments are installed behind the machine’s front end to form rings that serve as the tunnel’s exterior walls. The tunneling machine uses a laser as a reference as it moves forward through the earth. Projected from a fixed point behind the machine, the laser is received by a guidance system at the front of the machine that is precisely calibrated to the tunnel’s predetermined path. The guidance system is referenced by the machine’s operator to ensure the machine remains on course. The operator steers the machine by making slight adjustments with each push forward. Having started near the city’s sports stadiums, Bertha is expected to emerge near Sixth Avenue North and Harrison Street (near Seattle Center) in the late half of 2014. Bringing in and installing the precast concrete panels to line the tunnel is the shared responsibility of several managers. A full ring panel weighs 360,000 lbs. (163,293 kg); although some vary in weight. Two erector arms lift the segment using a vacuum and set them in place. Seismic activity still poses a danger for the remaining viaduct and this is not taken lightly but routine safety inspections and maintenance keep the viaduct safe for public use. “In 2008, crews strengthened four column footings where the viaduct had settled approximately five-and-a-half inches into see TUNNEL page 54

In an effort to support the cultivation of trucking industry technicians, seven Mack Pinnacle Axle Back models were provided by Mack customer PITT OHIO for the Technology and Maintenance Council (TMC) National Technician Skills Competition — TMCSuperTech 2013. Mark McLean Jr. of FedEx Freight from Montgomery, N.Y., was the first-place winner of the 2013 competition. As the grand champion McLean has earned his spot as “the industry’s best technician,” and a trip to the 2014 Daytona 500, according to TMC. The ninth annual TMCSuperTech, conducted Sept. 9 and 10 in Pittsburgh, Pa., awards superior skill and encourages excellence among truck technicians. This year, 130 technicians from the United States and Canada participated in the competition. The 2013 competition was expanded to two days, allowing more technicians to participate. Day one was the qualifying round, which included a written test plus several hands-on skills challenges. The 112 technicians scoring the most points the first day advanced to the next day’s competition, where they put their diagnostic and problem-solving skills to the test. Competitors participated in a variety of trouble-shooting tests in categories such as HVAC, drivetrain, brakes, electrical, wheel ends, suspensions and engines. Protection for hydraulic components and hoses has been increased, and an improved motor guard gives greater motor protection. Also, access to the cylinder has been made easier and the cylinder rod protection has been optimized. The number of greasing points has been reduced so servicing becomes easy. Daily maintenance requires only greasing, checking wear and replacing any worn parts. The multi-processors are fully supported by Cat dealers so that customers can order parts and service for machines and work tools from a single source. Allmand recently manufactured its 75,000th light tower. The light tower, which went to Wagner Rents — The Cat Rental Store in Denver, Colo., was a Mine Spec II light tower. A special gold serial number plate was made for the light tower by a local jeweler and was presented to Wagner Rents at the Allmand vendor, customer and employee golf tournament. The Mine Spec II light tower features include six 1,250 watt SHO-HD metal halide light fixtures, a fire extinguisher,

wheel chocks, a low fuel warning light and a secondary fixture retention system to provide additional safety on the work site. The column safety project limits settlement in this area of the viaduct and prevents further damage to the structure. “We also installed a system designed to close the viaduct automatically in the event of a moderate to severe earthquake in the greater Seattle area,” said the Web site. “The new automated closure system consists of traffic gates at all viaduct access points controlled by an earthquake detection system. If the earthquake monitoring system detects significant ground movement, it will simultaneously lower all nine traffic gates and safely close the viaduct in two minutes. STP will take ownership of Bertha after it has completed 1,000 ft. (305 m) of operations without any problems. Maintenance and repairs of Bertha is a major task and this requires a sizable crew of mechanics, electricians, and related personnel to do scheduled maintenance and effect repairs on unexpected breakdowns. Bertha operates 20 hours per-day. Information technology systems allows operators and repair crews to monitor systems to determine when parts, oil and various fluids, batteries and other elements need to be replaced and repaired. Some of the major equipment employed by STP includes an American HC230 230ton (208.6 t) crawler crane, a Grove RT9100 100-ton (90.7 t) rough terrain crane, a P & H CN-150 50-ton (45 t) crane, a Bauer BG 40 rotary drilling rig, a Bauer BG 50 rotary drilling rig, a Caterpillar 330CL excavator, a Caterpillar 345CL excavator, a Caterpillar 365BL excavator, a Caterpillar 385BL excavator, a Komatsu PC750LC-6 excavator, a Komatsu PC1100LC-6 excavator, a Volvo A40 articulated rock truck, a Caterpillar 140H VHP motorgrader, a Caterpillar D7 dozer, a Caterpillar 973C track loader and a Caterpillar 980H rubber-tired loader. Major subcontractors include HNTB (for design), the Frank Coluccio Construction Company (for utility relocation), J.H. Kelly (for mechanical and electrical), Malcolm Drilling (for secant piles and jet grouting), Harris Rebar (for furnishing and installing reinforcing steel), J. Harper Contractors (for demolition), Ballard Diving & Salvage (for hyperbaric services), and Barnhart Crane (for tunnel boring machine assembly). About 75 percent of the subcontractors, including contractors, consultants and suppliers, are with firms within the state. The lead designer for the new tunnel is HNTB Corporation. “This unique design-build project will be delivered nearly a year ahead of the initial estimated schedule,” said Phil Petrocelli, HNTB president west division. “The alternative technical concepts developed by

These industry-first efforts drew from staff and projects from every division within HNTB.” HNTB is responsible for the design of the tunnel structure, which includes cut-andcover sections, open cut sections and the bored tunnel structure — mechanical and electrical components of the tunnel structures, ventilation buildings, fire life safety, civil work, roadway design and building settlement mitigation measures for structures along the tunnel alignment. With more than 45 years of experience in the design, construction and restoration of tunnels and underground structures, including soft ground, rock and underwater crossing tunnels, HNTB engineers take into account the needs of construction companies to do their work more efficiently and rapidly in terms of materials used, construction processes, and safety for crews and equipment. “Collaboration between the design team and the contractor (joint-venture) was of paramount importance during the initial stages of the design,” said Rich Johnson, HNTB vice president and design manager of the SR 99 Alaskan Way Viaduct. “There was a synergistic relationship achieved by combining the expertise, experience and knowhow between the contractor and the designer. This yielded several noteworthy innovative alternative technical concepts, including the reconfiguration of the south roadway approach to the tunnel to reduce the footprint, and the incorporation of a portion of the final in-place structure as part of the tem-

porary support of excavation.“ The experience of the companies in the joint-venture on other tunnel projects influenced the HNTB design team, resulting in the South End Settlement Mitigation (SESMP) being incorporated into the proposal and construction plan. “Protection of the existing Alaskan Way Viaduct (AWV) from tunnel induced ground movement for the first 1,500 feet of mining was of pronounced concern for WSDOT, as well as the contractor,” said Johnson. “To address the concern, geo-structural solutions were developed and referred to as the SESMP. They consist of a collection of fivefoot diameter drilled shafts used to isolate the foundations of the AWV from potential tunnel induced ground movement in the first 1,500 feet of mining. Beyond the first 1,500 feet, double rows of eight-inch diameter micro-piles are used to isolate the AWV foundation from potential tunnel induced ground movement.” He added that consultation with the contractor (joint-venture) was daily and sometimes hourly from the first kick-off meeting at the start of the tender period, through the submittal of the proposal, and the ongoing construction. The join-venture and HNTB have offices adjacent to the construction site to coordinate the construction and troubleshoot problems that arise. “The onsite personnel include two geostructural engineers, a civil/utility engineer and me,” said Johnson. “Our role is to address questions from the contractor in the form of requests for information; review the construction as it progresses at the request of

the contractor for conformance with the construction documents and liaison between the contractor and the balance of the offsite design. “As the world’s largest soft-ground bored tunnel,” he added, “the project is providing profound experience in incrementally expanding the feasibility of increasing the diameter of machine mined tunnels.” Future seismic activity that could impact the new tunnel is critical to the HNTB design. “The bored tunnel was designed to a duallevel seismic criteria with an upper level 2,500-year average return period (rare earthquake) and lower level 108-year average return period (expected earthquake). The deformation due to seismic events controlled the design of the gaskets, bolts and shear bicones located between the concrete segments of the tunnel liner. Additionally, approach structures were designed to withstand liquefaction of the upper 60 feet or so of soft soils,” said Johnson. HNTB brought together 65 engineers and various professionals to downtown Seattle and another 40 professionals working offsite during the project’s design phase, which took place between 2010 and 2011. The design team did not provide a specific maintenance plan for the tunnel, however Johnson said that “operations and maintenance manuals are provided through the equipment manufacturers’ for the various mechanical and electrical components of the tunnel. The owner, such as WSDOT, are typically very experienced and have the appropriate equipment for the maintenance of the more traditional heavy civil and building aspects of the project. Considered as a collective whole, WSDOT has the information necessary to synthesis a formal and automated maintenance plan, which I believe they will do. “WSDOT and its peer agencies are very knowledgeable owners,” he added, regarding the importance of feedback between HNTB and DOTs. “The standards they set as necessary for a project to achieve a 75- to 100-year life and to protect the value of their assets. The standards they set are based on known standards, AASHTO or the International Building Code for example. If each party knows and understands contractual relationships and requirements, the collaboration is organic and beneficial to all parties involved.” HNTB was presented with the Tunneling Advisor/Program Manager of the Year Award at the 2012 International Tunneling Awards for the Devil’s Slide Tunnel project in San Mateo County, Calif. The Doosan BX-80WH vibratory plate compactor provides contractors with operator-friendly features that make for more efficient, convenient operation. Dec. Numbers Still Cause for Concern Despite Modest Growth EMPLOYMENT from page 1

(minus 4.5 percent, minus 5,500 jobs) and D.C. (minus 5.1 percent, minus 700 jobs) had the steepest 12-month declines, Simonson pointed out. States with strong 12-month percentage gains besides Mississippi included Connecticut (11.6 percent, 5,800 jobs), Florida (8.4 percent, 28,800 jobs) and Wyoming (8.3 percent, 1,800 jobs). California added the most jobs over the year (28,900, 4.8 percent), followed by Florida, Texas (13,500, 2.3 percent), Georgia (9,900, 7.1 percent) and Mississippi. A total of 15 states plus D.C. shed construction jobs between December 2012 and December 2013, while employment was constant in Nebraska. The largest number of losses occurred in Pennsylvania (minus 7,600, minus 3.3 percent), followed by Indiana, North Carolina (minus 3,700, minus 2.2 percent) and New Jersey (minus 3,300, minus 2.5 percent). For the month, 17 states added construction jobs, 32 and D.C. lost jobs, and employment held steady in Mississippi. In addition to South Dakota, the steepest one-month gains occurred in Alaska (2.8 percent, 500 jobs) and Alabama (2.6 percent, 2,000 jobs). Ohio added the most construction jobs in December (4,000, 2.3 percent), followed by New York (3,100, 1.0 percent) and Texas (3,400, 0.6 percent). The steep-

est losses for the month occurred in West Virginia (minus 5.0 percent, minus 1,800 jobs), New Jersey (minus 4.9 percent, minus 6,500 jobs) and Maine (minus 4.1 percent, minus 1,100 jobs). New Jersey lost the most jobs over the month, followed by Illinois (minus 4,500, minus 2.4 percent) and Missouri (minus 4,200, minus 3.7 percent). Association officials noted that even as the industry experienced some modest growth in 2013, the December numbers are cause for concern. They said that while many firms reported being slowed for the month by wintry weather. But they said Washington officials could help support growth for the industry and broader economy by ensuring federal transportation investments do not stop as early as this summer and passing other critical infrastructure measures. “The President has a great opportunity to call for long-term fixes to the funding challenges that once-again threaten highway and transit investments this summer,” said Stephen E. Sandherr, the association’s chief executive officer. “There are few better ways to protect our economy and help all workers than investing in the infrastructure that all American businesses rely on to succeed.”
