Texas Historic Rainbow Bridge Gets Facelift By Irwin Rapoport
Rainbow Bridge carried traffic in both directions. Today the bridge carries close to 27,000 cars and trucks with heavy loads on a daily basis. “We’re completely repainting the bridge and doing all the repairs that need to be made,” said Harriet Sarah Dupre, public relations office of the beaumont district of TXDOT. “It’s a very well-known bridge and a symbol of the area. It meant a lot when it was built and it was a huge accomplishment. Some people have said that has enough steel to build a battleship, so it is a huge bridge.

The Rainbow Bridge, a cantilever structure that was built in 1938 and placed on the National Register of Historic Places in 1996, is now undergoing a two-year re-painting via a $26.6 million contract awarded by the Texas Department of Transportation (TXDOT) to Wilmington, N.C.-based Saffo Contractors Inc. This two-lane bridge allows for state Highway 87 and state Highway 73 to connect Port Arthur in Jefferson County on the southwest bank of the Neches River with Bridge City in Orange County on the northeast bank. WASHINGTON (AP) The Republicancontrolled Senate on Jan. 29 approved a bipartisan bill to construct the Keystone XL oil pipeline, defying a presidential veto threat and setting up the first of many battles with the White House over energy and the environment. The 62-36 vote advanced a top priority of the newly empowered GOP, and marked the first time the Senate passed a bill authorizing the pipeline, despite
numerous attempts to force President Barack Obama’s hand on the issue. Nine Democrats joined with 53 Republicans to back the measure. This bill “is an important accomplishment for the country,’’ said Majority Leader Mitch McConnell of Kentucky. “We are hoping the president upon reflection will agree to sign on to a bill that the State Department said could create up to 42,000 jobs and the State Department said creates little to no impact on the environment.’’ see PIPELINE page 48
Construction employers added 48,000 jobs in December and 290,000 for the year, the largest annual increase since 2005, as the sector’s unemployment rate fell to 8.3 percent, according to an analysis by the Associated General Contractors of America. Association officials said many firms are expanding payrolls to keep pace with growing construction demand, but are having a hard time finding qualified workers to fill key positions. “Construction firms are clearly ramping up their hiring to keep up with swelling demand for construction,” said Ken Simonson, the association’s chief economist. “Demand for workers to construct apartments, pipelines and huge industrial projects is likely to remain robust in 2015.” see AGC page 44

ALLU Screener Crusher Meets Tough Demands of Alaska For contractors in Alaska, nothing comes easily. Beyond the harsh site and the weather conditions that continually put man and machine through the stiffest of tests, the materials themselves can be hard to come by. For more than 25 years, Osborne Construction Company has specialized in complex and challenging projects, often in remote locations; that is, projects that require extensive preplanning and the ability to coordinate and manage difficult logistical issues. Finding a piece of equipment that makes the company’s job easier and one that can be used on each of their jobs helps that coordination and logistical planning go much more smoothly. After using the ALLU D-Series DH427/60 screener crusher attachment for a job in 2010, Osborne went to ConExpoCon/AGG 2011 and purchased one from ALLU Group, Inc. to attach to its 66 ton (60 t) John Deere 600C LC excavator. “To date we’ve already used the ALLU attachment on three job sites and are getting ready to use it on a landfill job coming up,” said Don May, civil manager of Osborne Construction Company. “At each job site it has helped us overcome challenges quickly to get the job done on schedule. One of the advantages of the ALLU screener crusher is that you don’t have to set up a big operation for screening and loading. We just attach the ALLU and get the job done. We were direct-loading 40 ton arctic trucks on one of the jobs and were getting 300 to 360 ton per hour of screened material. Having as small of a footprint as possible is important to us, and this one piece

(6.4 to 38 cm) in diameter, in the raw material. Osborne built the previous housing phase 2 near the site in 2004 to 2006. “On the Phase 2 we ran into poor concrete yield, 15 to 20 percent off from theoretical yield projections because the cobbles were causing the edges of the areas excavated for
the thickened edge slab of the slab to collapse. For phase 3 we considered using more concrete but it was much cheaper to screen the top three feet of under slab material,” said May. They started off screening 140,000 yds. (128,016 m) of minus 2.5-inch with an ALLU screener crusher attachment rejecting cobbles ranging from 2.5-in. (6.4 cm) all the way up to 15-in. (38 cm). To keep material in spec and a good foundation quality, Osborne brought in the ALLU screener crusher attachment to screen the cobble material for the slabs. “Once we screened the bones, the yields came back to within a couple of percent of what the theoretical yield projected. We had great success not having the bigger rock there.”
Railroad Extension While building a railroad extension in September of 2012, the Osborne crew was using a ripper bucket on the John Deere 600C LC loosening to a depth of 6 ft. (1.8 m) for a length of about 3,000 ft. (914 m) after they ran into frozen material. “The material made spec, but it was full of frozen chunks,” said May. “Normally all the material would have been hauled off and replaced. Instead, we ran the material through the ALLU attachment, screened off the big stuff and reused the material in place. Everybody was really happy.” Specializing in complex and challenging projects requires extensive preplanning and the ability to coordinate and manage difficult logistical issues. Finding a piece of equipment that makes the company’s job easier and one that can be used on a variety of jobs makes that preplanning go much more smoothly. “The ALLU attachment fits this criteria. At each job site it has helped us overcome challenges quickly to get the job done on schedule without setting up a big operation. Alaska Cancels Ferry Project Bids After Bout With Canada By Becky Bohrer ASSOCIATED PRESS
JUNEAU, Alaska (AP) The state of Alaska on Jan. 21 canceled bids for a ferry terminal update that the Canadian government threatened to block because of a dispute over the use of American steel. The Canadian government issued an order that would have blocked the state from doing the project on land it leases at Prince Rupert, British Columbia, unless a resolution was reached. The dispute centered on “Buy America’’ requirements for steel, iron and manufactured products used in projects funded by the Federal Highway Administration. Much of the construction funding for the project was to come from the federal agency, with the rest coming from the state. The cost of the ferry terminal replacement project was estimated at between $10 million and $20 million. Canadian officials called the requirement
to only use U.S. steel on Canadian soil unacceptable. They suggested that the state seek a waiver from the federal government of the “Buy America’’ provision, but Gov. Bill Walker said he had not seen a need for one. Another option would have been for the state to fund the project itself, but Alaska faces multibillion-dollar budget deficits because of the fall in oil prices. It was not immediately clear what the Jan. 21 action will mean for the project in the long run. The Prince Rupert terminal is part of the Alaska Marine Highway System. Patricia Eckert, the associate director of international trade within the governor’s office, said by email that the state transportation department can maintain normal operations at the port “over the next several years until this is sorted out.’’ The ferry system signed a 50-year lease with Prince Rupert in 2013, she said. (7.6 cm) of tail overhang over the side, making it ideal for working on confined job sites. “The DX235LCR is a real good fit because we regularly work around light poles and buildings,” Yaskus said. “A gas tank is usually 8 to 10 feet in diameter and 30 to 40 feet long. When you have to dig a couple of those out of the ground, there is not a lot of room to maneuver. The tank area can take up to a quarter or half of the site, so an excavator that can work in limited space is a must. The guys love this machine and it’s hard to get them out of it.” Yaskus said that as his volume of site work continues to increase, the economic advantages of having his own excavators is substantial. “I put about 1,600 hours on the DX225LC excavator from 2006 to 2011,” he noted. “The DX235LCR accumulated that many hours in its first year. It wouldn’t bother me if we only used it for 500 hours — it would still be very valuable. I figure what I previously paid in rent will pay off the loan on this machine within two years, and the following years will be free.” In addition to his excavators, Yaskus also has a Doosan DL200TC (tool carrier) wheel
loader. He takes it to almost every job, using the pallet fork attachment to unload trucks and move materials around the site. “It provides a smooth ride and is an excellent pick-and-carry machine,” he said. “The DL200TC is a good, all-around piece of equipment.” Yaskus is sold on the reliability and value of Doosan products. “Having good, reliable Doosan excavators has really helped my business grow. Talbert 65-Ton Spread-Axle Trailer Outfitted With E2Nitro The 65-ton (59 t) spread-axle trailer outfitted with the E2Nitro nitrogen-assisted equalizing system by Talbert Manufacturing provides haulers the versatility they need to switch axle configurations and comply with individual state road regulations. This trailer also can be operated in a 70-ton (63.5 t) close-coupled configuration. Haulers can use the 65SA with a close-coupled fourth axle for a 70ton rating or a spread-axle configuration for a 65-ton rating, and the trailer’s empty weight is lighter compared to West Coast-style trailers. The trailer’s East Coast-style E2Nitro spreader features a bearing pivot and pivot lockout for backing the trailer. In addition, the E2Nitro operator can hydraulically
set axle loads and keep them there in all terrains. It also allows for a 14-ft. 1-in. (4.3 m) spread between the third and fourth axle, which is ideal for haulers traveling into states that require that spread. The E2Nitro system articulates left and right and uses nitrogen to equalize the up and down movement to provide proportionate weight distribution in each axle grouping. Through a combination of hydraulic and nitrogen equalization, the E2Nitro absorbs hauling and loading shocks and provides a greater range of suspension movement for reduced stress and a smoother ride. WSDOT Creates Tool to Help Truckers Avoid Low Bridges By Martha Bellisle ASSOCIATED PRESS
SEATTLE (AP) Hoping to avoid a repeat of the 2013 Skagit River Bridge collapse, state transportation officials have created a new online tool to help truckers plan their routes and avoid collisions. A section of that bridge on Interstate 5 fell into the Skagit River on May, 23, 2013, after a truck carrying a tall load hit the bridge in Mount Vernon, about 60 miles north of Seattle. Two other vehicles also went into the water and three people had to be rescued. The drivers survived but a state trooper was killed while handling all the traffic. The National Transportation Safety Board investigated and said one of the causes was insufficient route planning. It recommended better warnings of low-clearance

The Terex Finlay 893 is a highly versatile and aggressive machine engineered and built for working in quarrying, mining, construction and demolition debris, topsoil, recycling, sand, gravel, coal, ore and aggregate applications. This aggressive forward facing inclined modular configuration screenbox has a 20 by 6 ft. (6.1 by 1.83 m) top deck and an 18 by 6 ft. (5.5 by 1.83 m) bottom deck. Depending on the working application of the machine, hydraulic adjustment can be used to vary the working range angle of the screen box between 14 to 18 degrees. The screenbox top deck can be fitted with a variety of screening media including mesh, punch plate, bofor bars and tines. The bottom deck can be fitted with mesh, punch plate and cascade fingers. A high performance 44 in. (111 cm) apron feeder and hydraulic gearbox drive is fitted to the machine as standard and has proven performance and versatility in demanding and varied working environments. The hopper has a 13.1 cu. yd. (10 cu m) capacity as standard. The machine is powered by either a
Tier 3/Stage 3A Caterpillar C6.6 202 hp (151 kW) or a Tier IVi Caterpillar C4.4 173 hp (129 kW) and is equipped with three hydraulically folding discharge conveyors allowing for maximum stockpiling capacity and associated benefits of rapid set up and tear down times. The heavy duty crawler tracks, and optional radio remote control unit, make onsite mobility very easy. A key feature of the machine is the ability to hydraulically raise the screenbox 24 in. (61 cm) at the discharge end to provide additional clearance for ease of media change as well as routine maintenance of the screenbox and fines transfer. The plant has the capacity to process at a rate of up to 882 ton (800 t) per hour and can be fed either by a tracked mobile crusher or an excavator. This fully self-contained plant can be hydraulically folded and ready for transport in less than 30 minutes, making it the ideal machine for large scale contract screening projects where a highly productive and dependable screen is paramount. World of Asphalt 2015 Earns IBP Select Service Status World of Asphalt 2015 has been selected to participate in the International Buyer Program (IBP) Select Service of the U.S. Department of Commerce. The IBP Select Service helps bring qualified international customers to U.S. trade shows and facilitates connections with export-minded exhibitors. The 2015 World of Asphalt Show & Conference will be held March 17 to 19, 2015, in Baltimore, Md., at the Baltimore Convention Center. Co-located is the AGG1 Aggregates Academy & Expo. IBP Select offers the same assistance as the broader IBP program, but with a scope of five countries. Construction employment totaled 6.16 million in December, the highest level since March 2009, with a 12-month gain of 290,000 jobs or 4.9 percent, Simonson noted. Residential building and specialty trade contractors added a combined 13,500 employees since November and 132,100 (6 percent) over 12 months. Nonresidential contractors hired a net of 34,400 workers for the month and 158,200 (4.3 percent) since December 2013. The heavy and civil engineering construction segment, which includes pipelines, petrochemical and power plants, and public works construction, added 11,600 jobs in December and 57,900 (6.6 percent) over the year. The number of workers who said they looked for work in the past month and had last worked in construction fell to 680,000 from 958,000 a year earlier. The latest total was lower than in any December since 2000. In addition, the average workweek for craft workers (“production and nonsupervisory employees”) lengthened to 40.1 hours, the
most since the series began in 1947, as firms ask employees to work more overtime to make up for the difficulty in finding additional workers. Association officials said the construction employment gains come as more contractors report having a hard time finding enough qualified workers to fill available positions. They urged Congress to act quickly to reform and increase funding for the Perkins Act, which funds most career and technical education programs in the country. “We need to make sure our education system is giving students an opportunity to qualify for the high paying opportunities that the construction industry is creating,” said Stephen E. TXDOT Creates List of Repairs as Crews Remove Paint BRIDGE from page 1
“We did a complete renovation of the bridge in the early 1990s,” she added, “and the work that will be done this time will concentrate on the nuts, bolts, and any of the beams that need to be replaced. These types of repairs are done about every 20 years.” TXDOT takes bridge maintenance seriously and all of its bridges are inspected every two years. “The Rainbow Bridge is inspected every year,” said Dupre. “It’s an important bridge and it carries a lot of traffic because we have a lot of chemical plants in our area and a lot of people live in Bridge City and work in Port Arthur.” As the work continues, TXDOT will keep one lane closed and DOT inspectors will be monitoring the work on a constant basis. “We want to make sure that everything is done correctly — that the bridge is safe and that drivers are going to have a safe drive every day when the renovation is completed,” said Dupre. Saffo Contractors operates in many states, specializing in industrial painting (plants, chemical, pulp and paper, etc.) and bridge maintenance and rehabilitation. Nick Saffo, the owner and president of the firm, points out that 85 percent of the work force on the site is based in Texas. “This project calls for the total removal of the bridge’s paint system and the installation of a new three-coat paint system,” said Saffo, “and we have several line items for bolt repair and rivet replacement and structural steel repair. Our crews arrived last December and we have just begun the process of rigging the bridge. The major challenge is the rigging — it is extremely difficult because of the bits — the legs that are holding up the bridge, and the other challenge is the weather conditions in Texas — high humidity, rain, and wind.” The first step for Saffo will be to remove the paint — not an easy task. “There are different spans and sections and some are easier then others,” said Saffo. “The approach spans, which account for 28 spans on the north and south sides, should be blasted and painted with-
in two to three months. As you get into the truss spans — there are six of them, because they are deeper, you have to rig at different levels for accessibility. Safety is key issue on this job. Successful painting requires good conditions on a multi-day basis to account for various coats and drying times between them. “The first coat [primer coat] is a zinc-based paint and normally you can get back on it within 24 to 48 hours,” said Saffo. “Then you apply your intermediate coat, the striped coat, and finally the top coat. You can paint 24/7, but it depends upon the conditions. In the summertime, your conditions may be more favorable in the evening because of the heat and in winter they may be more favorable in the day because of the cooler conditions. “We maximize every hour to get the job done,” he added. TXDOT inspections of the bridge have created a list of rivets and nuts to be replaced and repaired, but as the paint is removed, Saffo anticipates that additional sections of the structure will require repairs. When possible additions are found, TXDOT inspectors are brought to the location to determine whether they need to be added to the list. Re-painting begins after the section of bridge super-structure is dealt with. When the work on the bridge peaks, Saffo expects to have between 40 and 50 workers on site (Saffo and subcontractors). At the moment, there are about 25 people on site setting up the rigging. Approximately 375 tons (340 t) of paint will be removed from the bridge, and with the lead paint having been removed in the 1990s, it is not considered to be hazardous. Saffo expects that 10,000 to 12,000 gal. (37,854 to 45,425 L) of primer will be used, with similar amounts for the intermediate coats and the top coats. The firm has an office/yard and laydown area in The Groves, nearly 10 mi. (16 km) from the job site. Mechanics are brought on site when needed. “Aside from routine maintenance,” said Saffo, “the main repairs will likely be for compressors that malfunction, and we have several vendors close by that are

Electronic monitoring also is crucial. “Everything that happens on the job via the equipment is sent electronically through a share file system,” said Saffo, “so we’ll know all about here at the home office, at the field office, and obviously, the superintendents know about any problems immediately.
“We’ve had this system for five years and I have some very innovative staff that put all this technology together, including the schedules, safety reports, contract documents, contingency documents, and plans,” he added, “so if you’re in the field and you need to take a look at a blueprint, you can open up a share file on your laptop or ipad. TXDOT and other DOTs also are going electronic for reports to keep with the work that is per-
formed daily and to help resolve issues rapidly when they come up.” Saffo added that electronic monitoring of equipment and vehicles is helping to reduce maintenance costs and extend lifespans via timely and efficient replacement of oils and hydraulics, and alarms that serve as reminders for oil changes and potential equipment breakdowns. Each piece of equipment has a file that covers its history and repairs. “One of our most valuable assets is our equipment and maintaining it properly is a must for us to deliver our projects on time,” said Saffo. TXDOT has recognized Saffo Contractors as a prequalified contractor. Nick Saffo and his team take pre-planning for projects and the choice of project seriously. “We studied the whole market of all the states, including projects coming out of TXDOT and reviewed them to see if we wanted to be involved with them,” said Saffo. “Even though we are prequalified, you still have to be the lowest bid in any kind of state or federal project. For the Rainbow Bridge, we did a field trip and it fit. Vote Marks First Time Senate Passes Bill for XL Pipeline PIPELINE from page 1
Still the vote was short of the threshold needed to override a veto, and the legislation still must be reconciled with the version the House passed. “We hope President Obama will now drop his threat to veto this common-sense bill that would strengthen our energy security and create thousands and thousands of new, good-paying American jobs,’’ said House Speaker John Boehner. Most Democrats framed the bill as a gift to a foreign oil company that would have little benefit for the American people, because much of the oil would be exported. They tried and failed to get amendments on the bill to construct the pipeline with U.S. steel, ban exports of the oil and the products refined from it, and protect water resources. The Senate agreed to add an energy efficiency measure, and went on the record saying climate change was not a hoax and the oil sands should be subject to a tax that helps pay for oil spill cleanups. Oil sands are currently exempt. “This bill is a disgrace,’’ said Sen. Barbara Boxer, D-Calif., the top Democrat on the Senate environment committee. “We tried on our side to make this a better bill and they turned us away.’’ TransCanada Corp., the pipeline’s developer, disputed the export argument, saying it didn’t make sense. “Those who argue this pipeline is for export are not being factual,’’ said Russ Girling, president and CEO of TransCanada. “It’s time to approve Keystone XL so we can transport Canadian and American oil to fuel the everyday lives of the American people.’’ In Philadelphia, anti-pipeline protesters chanted outside a hotel where Obama was addressing a retreat of Democratic lawmakers: “Hey, Obama, we don’t want no Keystone drama.’’ First proposed in 2008, the $8 billion pipeline project has been beset by delays in Nebraska over its route and at the White House, where the president has resisted prior efforts by Congress to force him to make a decision. In 2012, Obama rejected the project after Congress attached a measure to a payroll tax cut extension that gave him a deadline to make a decision. The pipeline’s developer, TransCanada Corp., then reapplied. The 1,179-mi. (1,897 km) pipeline is proposed to go from Canada through Montana and South Dakota to Nebraska, where it
would connect with existing pipelines to carry more than 800,000 barrels of crude oil a day to refineries along the Texas Gulf coast. Obama has said he will not be forced to make a decision on the pipeline, which requires presidential approval because it crosses an international border, until the review process concludes. Federal agencies’ comments on whether the project is in the national interest were due Feb. 2. Environmental groups have called on Obama to reject the project outright, saying it would make it easier to tap a dirty source of energy that would exacerbate global warming. The State Department’s analysis, assuming higher oil prices, found that shipping it by pipelines to rail or tankers would be worse for the planet. It also concluded that the project, after construction, would create only 35 permanent jobs, a figure Sen. Chuck Schumer, D-N.Y., compared to a fried chicken franchise. “The facts are clear: the Keystone XL pipeline will only create 35 permanent jobs while dumping millions of tons of carbon pollution into the air and threatening waterways and communities across the Midwest,’’ said Tom Steyer, the investor and philanthropist who founded the NextGen Climate political action committee. Supporters say the pipeline is a critical piece of infrastructure that will create thousands of jobs during construction and boost energy security by importing oil from a friendly neighbor. “We urge the president to make the right decision and approve KXL because it is in this nation’s best interest,’’ said Jack Gerard, the president and CEO of the American Petroleum Institute. “The fact is that if all other infrastructure projects are delayed like Keystone XL, we are years away from approving anything that could create jobs and enhance our energy security.’’ Sen. Heidi Heitkamp, D-N.D., a consistent supporter of the pipeline, and one of nine Democrats to back the bill, said the pipeline had a “distorted position in the energy debate.’’ “Keystone is first and foremost an energy infrastructure project,’’ Heitkamp said in a call with reporters. “It has become something bigger than what it is.’’ (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)
