Washington State Ferries prioritized replacing its existing timber trestles. However, the price tag of $40 million was too much even for this critical link, and Washington State Ferries sought a workaround that would still deliver the seismic upgrade at a lower cost. “The initial idea was to replace the trestle, [but] the money was not there. We only had about $14 million and that’s where this innovative type seismic retrofitting of a trestle came in that’s different than just a
The U.S. heavy equipment distribution industry loses at least $2.4 billion each year as a result of dealers’ inability to find and retain technically skilled workers. The figure, based on an estimated 9 percent of earnings foregone by American dealerships represented by Associated Equipment Distributors (AED), was included in a report released on Jan. 20 by The AED Foundation (AEDF). The foundation, established in 1991 and directed by AED members, focuses on professional education and workforce development issues specific to the equipment distribution industry. AEDF commissioned a team of public policy researchers from the College of William and Mary to analyze the industry’s technician shortage based on a summer 2015 survey of AED’s members in North America. “This report provides a window into the current state of our industry’s workforce,” AED President & CEO Brian McGuire said. “Distributors have known for far too long that finding the right people is tough and it’s getting tougher. A report like this tells policymakers this isn’t just an anecdotal or local problem, it’s a national crisis.” According to the report, the equipment distribution industry is suffering badly from the mismatch between the capabilities needed to fill technical roles and the skill possessed by prospective employees. This “skills gap” has been the focus of

PHOENIX (AP) Veto-proof majorities in both the Arizona House and Senate have signed on as sponsors of a bill repealing a $30 million cut to high school career
and technical education programs. The cut enacted in the current year budget takes effect on July 1 and many of the 14 stand-alone districts that oversee the programs say they will be badly hurt if they lost the money. The 72 lawmakers who have
signed onto Senate Bill 1258 include Republicans and Democrats from rural areas and from the Tucson and Phoenix metro areas. The pushback to the cut that appeared in last year’s budget at the last minute has been growing for months.

The company will close a forest products facility in Prentice, Wisc., resulting in about 220 job cuts. Other moves will affect plants in Indiana, Mississippi, Texas and China. Caterpillar Inc. said most of the moves are part of a broader consolidation effort announced last year, which was expected to affect about 10,000 jobs over three years. Caterpillar currently has about 106,000 workers around the world. The Peoria, Ill.,-based company reported an $87 million loss in the fourth quarter on sales of about $11 billion. It’s been struggling with weak demand for mining equipment because of lower mineral prices around the world. Caterpillar Closing Five Plants, Cutting 670 Jobs Caterpillar said it plans to close five plants, causing a net reduction of about 670 jobs in Illinois and several other states, as part of a broader cost-cutting campaign announced last year. The mining and construction equipment company will cut about 230 jobs for office and production workers at a major manufacturing campus in East Peoria, Ill., where Caterpillar said it’s consolidating some manufacturing and transferring some work to outside contractors. Another 120 employees there will be placed on indefinite layoff. Caterpillar also is closing factories and cutting about 250 jobs in Thomasville, Ga., and Santa Fe, N.M. — although the company said it will consolidate some operations and add about 160 jobs at an existing plant in Pontiac, Ill.

PHOENIX (AP) The Arizona Department of Transportation has selected a consortium of firms and companies from among three finalists to design and build a major new 22-mi. (35.4 km) long freeway in the Phoenix metro area. The department said it expects to finalize a contract with Connect 202 Partners on the Loop 202 project by midFebruary. Construction is to begin next summer and take up to four years to complete. The new freeway will connect Interstate 10 in the Chandler area with I-10 on the west side of Phoenix. Connect 202 Partners includes Fluor Enterprises Inc., Granite Construction Co., Ames Construction Inc. and Parsons Brinckerhoff Inc. The department said such a large project normally would be split into several smaller ones but that the state will save money by having one team handle it entirely. AED Holds Summit, CONDEX Show in Washington D.C.

he Associated Equipment Distributors (AED) held its 2016 Summit and CONDEX show in Washington, D.C., Jan. 19 to 22. The AED Summit and CONDEX is an annual convention designed specifically to provide equipment distributors with opportunities to see new products, meet with current and prospective business partners, attend educational seminars and network with dealer peers. This year’s event was held at the Gaylord National Resort and Convention Center. An impressive lineup of keynote speakers highlighted the four-day event. Former President George W. Bush spoke Thursday evening (Jan. 21) from 7 p.m. to 8 p.m. Billed as a “Conversation with George W. Bush,” the former president discussed his eight consequential years in the Oval Office. Contractor Puts 30,000 Hours on His Favorite Attachment Chute Construction, based out of Brantford, Ontario, has put approximately 30,000 hours on the company’s original RT60 Rototilt tiltrotator. “That Rototilt never comes off the machine; it stays on 365 days a year,” said company co-owner, Tyler Chute. “Even if we work with concrete or in frost, we still use it. Depending on the application, we just change the bucket. With the Rototilt, we eliminate the need for another machine.” Chute Construction is a fully equipped contractor of large and small residential, commercial and industrial projects. They provide rough grading, final grading, fill removal, complete site preparation, and designing services, as well as landscaping, drainage and demolition services. The company purchased the RT60, as well as another Rototilt, back in 2002. “At the time, we had been looking for years for a way to perform our grade jobs better,” said Chute. “We had considered a ditching bucket, but decided to pay the higher price and purchase a Rototilt.” According to Chute, it did not take long for the company to see big benefits to their investment. “Immediately, we decreased our ground crew from two to one. Also, moving objects fastened by chain to the excavator is easier and now we can get a solid grip of armour stones when we use our grapple. Placing stones is also now a breeze.” Excavating and grading are the company’s main line of work. “When digging a basement, we can get the machine lined up with the wall, and don’t have to maneuver the excavator to the perfect spot,” explained Chute. “Also, on the grading end, with the Rototilt, we can do swails or grade in a front or back yard. We can’t fit a dozer in between houses, but we can fit an excavator. “We used to put 2,000 hours on a dozer each year, but now we don’t even put 400 hours a year. We no longer have a full-time dozer operator, and we don’t have to float another piece of machinery to a job site. By using an excavator equipped with a Rototilt instead of a dozer, we save about $60,000 each year. And, equipment maintenance and

purchases costs are down, because our dozer lasts longer. We used to change out the dozer every 4 to 5 years, but since purchasing the Rototilts, our dozer has lasted 15 years.” The Rototilt also comes in handy when working to contain demolition materials following a fire. In fact, Chute Construction is often called in to assist the Fire Marshall’s office. “We’ll get the call and they’ll want a machine on site right then,” said Tim Chute, who co-manages the company with Tyler. The Rototilt eliminates the need for a swinging crane and allows sensitive areas to be contained more easily. “As long as you replace seals and bushings [when necessary], the Rototilt tilt rotator will last longer than the carrier,” said Chute. Chute Construction’s first Rototilt is now attached to its fourth machine — a Caterpillar 321 LCR reduced radius excavator. The other Rototilt that the company had purchased in 2002 was traded in for a newer model a few years ago, and now has nearly 12,000 hours and is equipped to a Caterpillar

320 EER. Both excavators are designed for working in tight spaces. “Rototilt is great to deal with,” said Chute. “You can’t ask for better service. Their knowledge of hydraulics is second to none, and they have been very responsive to the few issues that we have had throughout the years.” The Chute Construction legacy began back in 1947 and spans four generations. Stan Chute and his son Del launched one of the first excavating services in Brant County, and it wasn’t long before they became known for their high-quality work. Del was an innovator who brought specialty equipment to the job and the know-how to use it. In the early 1970’s, Del’s son Mike took over the operation and, today, the company continues the legacy with his sons, Tim and Tyler Chute, who co-manage the operation. Okla. Governor, Turnpike Authority Launch ‘Driving Forward’ Project Gov. Mary Fallin and The Oklahoma Turnpike Authority (OTA) announced the launch of “Driving Forward: Investing in Oklahoma’s Future,” an extensive expansion and improvement plan that will lay the groundwork for the future of turnpike transportation in Oklahoma. “The ‘Driving Forward’ plan is about ensuring safe travel, relieving congestion to shorten commutes and sustaining economic development for years to come,” said Fallin. “As Oklahoma’s population grows, it will require a greater commitment to modernizing and improving our transportation infrastructure. Making these investments today will prevent our state from having to respond to a crisis in the future.” The Driving Forward plan will be a total of six large-scale projects that will modernize, enhance and improve safety, reduce congestion and support population growth on the Turnpike system at an estimated cost of $892 million issued via bonds. Because the project is fully paid for by bonds, it will not affect any part of the state budgeting process and revenue will not be diverted from other state priorities. Planning and preparations will begin immediately, with construction set to begin in the third quarter of 2016. Gary Ridley, Oklahoma secretary of transportation called the plan “visionary.” “Mary Fallin realizes that forward progress only happens if we have the roads and transportation system needed to support it,” said Ridley. “I appreciate her providing a transportation vision that will continue to benefit Oklahomans long after she leaves office.” Kell Kelly, chairman of the OTA board of directors said the plan supports OTA’s mission to be forwardthinking. “Oklahoma’s transportation leaders have always been very cognizant about the need to plan for future growth,” said Kelly. “If all we are doing is worrying about the current transportation problems, we have done a real disservice to our kids and grandkids and have not as a board fulfilled the mission of the authority. Our mission is to provide our customers with a choice of a safe, convenient, efficient, user-funded transportation network focusing on fis-
cal responsibility and promoting economic development.” Tim Stewart, OTA executive director, said the projects outlined in the Driving Forward plan address issues that need immediate attention. “We must make plans now for population and economic growth so we can be in a good position for increased traffic that is going to happen in Oklahoma,” said Stewart. “I know there might be some who would like for us to wait, or just do a little at a time, but the need is now and will become stronger in the future to make our system safer and easier for our customers.” The details for each project are below: Gilcrease Expressway • Project Length: 2.5 mi. (4 km) • Cost: $28 million from OTA and partnership with city of Tulsa • Type: New road construction • Overview: This project connects L.L. Tisdale to I-44 and completes the western loop around the Tulsa metro area. It will help relieve urban traffic congestion during peak periods. (35.4 km) • Cost: $300 million • Type: Reconstruction for more lanes and safety features including lights and other future safety enhancements • Overview: The Turner Turnpike is a vital turnpike corridor that connects Oklahoma’s two metro areas. Improving safety and convenience on this road is a priority for the OTA. This reconstruction/safety project will occur
between Bristow and the Creek Turnpike West (State Highway 364) section of the Turner Turnpike. In the last five years there have been 15 fatalities and 514 wrecks on this section of road. This project will create an “urban turnpike corridor” with lighting, wider lanes and the addition of lanes. It will allow for the future creation of truckspecific lanes for quick and safe access. According to Rick Dohrn, owner of Maverick, this approach can save the buyer of up to 50 percent off the cost of a new truck. It was not dust that first motivated Dohrn to start building water trucks. The business was born from a need he identified while operating the paving/milling contracting business he founded in 1985.

In 2005, he decided to sell the paving/milling business and turn his focus to building water trucks and pro-
moting the Maverick Water System name brand. Today, all Maverick trucks are custom built to meet the specific needs of the customers. The interior of every tank features epoxy coating, which extends the life of the tank, giving it twice the amount of the service compared to untreated steel tanks. Standard features also include an 8 ft. (2.44 m) rear pressurized spray bar and cab controlled suction plumbing for canal fill capabilities. “We incorporate all of our customer’s favorite features into our standard truck,” Dohrn said. Popular options on a Maverick unit include a 360-degree directional spray water cannon — which can be used to spray up to 185 ft. (56.4 m) to specific areas at distance from the truck; and a duckbill side spray — used to spray difficult places to access, such as mountainous areas or hillsides. Both features help to reach and distribute the water evenly. Maverick trucks are built primarily on Kenworth and Peterbilt frames, but Dohrn reports that the new 2016 Fords with standard automatic transmission are now becoming just as popular. In addition to Maverick’s popular 2,500 gal. model, the company also builds a 4,000 gal. (15,142 L) unit, and continues to build 12,000 gal. (45,425 L) water towers for re-filling on the construction site. The 4,000 gal. model requires a modified wheel base and beefed up frame. Maverick does both modifications at the shop facility in Chandler, Ariz. Dohrn said customers are happy with his policy of quoting a single price that includes design, customization, build and freight. He noted that customers often want a truck delivered within days, and he does whatever possible to accommodate their needs. “We deliver all units and build the freight cost into the selling price. You’re doing half, then you shift traffic onto that half when it’s done, and then you do the other half. It adds a significant time to the project with it being an operating terminal. And with three ferries usually running to the terminal, it’s a little bit slow.” Yet even with the work moving slowly, the project is still on schedule for completion in summer 2016. Franco said the first phase of work consisted of cutting the 200 ft. of timber trestle into sections and lifting it onto a barge, pulling up the piling, and then dismantling the material in preparation for shipping to Roosevelt Regional Landfill in Klickitat County in eastern Washington. “We’ve been driving pile from our barges and setting structural steel at this point. The first 200 feet is getting ready to complete on the west side, and the next several hundred feet that gets the seismic retrofit, it’s almost at the stage where it’s ready to asphalt. As global pellet markets continue to heat up, the market for raw material also is increasing, making the woods an even more interesting place to be in business. The global market for wood pellets is expected to grow from $4 billion in 2013 to $9 billion in 2020, according to Michele Rebiere of Viridis Energy Inc., who spoke at the Pellet Supply Chain Summit, March 24, 2014. That’s a lot of wood pellets, and most are coming from the United States to feed the worldwide demand. That’s why producers who look to enter or increase production in the exploding U.S. pellet export market are turning to Bandit Industries’ whole tree chippers and The Beast reduction machines to meet that demand. In fact, more micro chips and Bio Sawdust are produced from Bandit machines than any other processing machines. IROCK Portable Crusher Improves Efficiency, Quality The IROCK RDS-20 is a highly portable, easy to operate mobile crushing unit. It combines a closed circuit design, high-performance four-bar impactor and heavy-duty components for reliability, increased efficiency and the precision to produce a uniform, cubical product. It also is versatile enough for use across multiple industries and can process a variety of materials, including quarry rock, demolition debris, recycled concrete, recycled asphalt and base rock for oil fields. The machine features a 5- by 16-ft. (1.5 by 4.8 m), double-deck screen. It has the ability to crush, screen and separate up to three different sizes of materials, two sized and one crusher run, at a rate of up to 500 tons per hour (453 t). The initial vibrating feed opening is 52 in. by 17 ft. (132 cm by 5 m), while the crusher feed opening is 56 by 32 in. (142 by 81 cm). The equipment’s closed-circuit design allows both decks of oversized material to return to the feeder for another pass through the crusher after the initial round of screening. This allows for 20 percent greater production than other machines. In addition, with on-board power supplying full plant operation, the entire process is self-contained. The crusher is powered by a 440-hp
Caterpillar C-13 ACERT Tier III engine. The RDS-20 also can be supplied with a Tier IV engine. Performance and production are further enhanced by IROCK’s four-bar impactor design. The RDS-20 provides the ideal balance inside the crushing chamber to optimize production and ease uneven wear on the impact bars. A heavy-duty, two-step tapered grizzly removes fines and allows only large materials into the crusher.
Hydraulically adjustable aprons allow for ease of adjustment and better control over sizing, while three optional auxiliary conveyors sort and stack processed materials. The RDS-20 is available with IROCK’s Hydraset hopper. The Hydraset hopper is designed to attach and remove the hopper/feeder unit in one piece, with just one person, so it does not require the use of any outside lifting device. The system operates from an internal power pack, which
allows the unit to be easily detached and placed on a trailer in a matter of minutes. The mobile crusher features IROCK’s rock box, an alternative to discharge chutes found on similar units, which cuts down on costly labor and wear parts. The rock box uses a shelf system with abrasion resistant wear bars that allow crushed material to build up and act as a wear liner, effectively reducing maintenance. It also incorporates specialized AR-400 steel plate liners for each material transfer point, which provides enhanced durability over rubber liners used by other crusher manufacturers, according to the manufacturer. To reduce cleaning and maintenance requirements, the RDS-20 features a standard dust suppression system. Catwalks enable easier screen changeouts and provide convenient access to crucial maintenance and cleaning points. And operators can remove the machine’s control panel and operate the crusher from up to 30-ft. (9 m) away to remove it from the dust and vibration of normal operating conditions. GT205 Multi-Frequency Screen Enhances Fines Separation The track-mounted GT205 multi-frequency screen features KPI-JCI and Astec Mobile Screens’ multi-frequency screen design, which blends the technology of conventional incline and high frequency screens to create a screening tool that increases fines separation more than any other in its class, according to the manufacturer. Conventional incline screens function by applying a lower speed (900 to 950 rpm) and increased stroke (1/4 to 3/8 in. [.6 to .9 cm]) to the entire screen box to convey the material down the screen and maintain consistent bed depth. High frequency screens apply high speed vibration (3,600 to 4,200 rpm) directly to the screen media to allow for increased stratification and separation of material. The GT205 multi-frequency screen combines the two screening theories to produce a one-of-a-kind vibration that creates a versatile screen prepared to tackle any application, according to the manufacturer.

Dolan Discusses Auction Balance of ‘Bricks and Clicks’ Terry Dolan, president of the U.S. and Latin America division of Ritchie Bros., recently spoke with Construction Equipment Guide (CEG) to discuss the importance of maintaining a physical auction site in an ever-increasing digital world. It’s what Dolan referred to as leveraging a balance of “bricks and clicks.” Here’s what he had say about this as well as other challenges affecting auctioneers in the 21st Century. Dolan: Think about the way you buy. I buy a fair amount online, but I also buy a lot at the local presence. I use info online to educate myself and gain more knowledge, but I still go to the physical site to buy and to have that interaction with a salesperson or whoever is in that facility to gain more knowledge, to get the confidence that I need to make that transaction. The physical sites still provide extremely unique buying and selling atmospheres for our customers. When you have customers from around the world, or around the United States or around large regions that are looking to buy at the auction, they still want to have the ability to go and physically inspect the units and to understand that we have control and care of those units in our possession. It’s very important to them. Everything has been researched to ensure all titles are clear and loans have been paid off, etc. Customers have pure clarification on that and know that if they are looking for a certain type of truck or excavator or bulldozer or anything else, they have the ability to come in and inspect and evaluate a number of units that will be there all at one time. If it’s a customer in Poland or in South America and there’s an auction going on in Orlando, they have the ability through networking to hire service technicians or other people to go to these physical sites. It’s so much better for them and a better use of their time; they can do quick evaluations all at one time, and at that point, they also can see other products that maybe they weren’t necessarily in the market for, but they can now go and view. A lot of them will go back to their sites, bid online and have that flexibility to bid only on the products they are looking for and do that online. It’s a great balance between the two. CEG: Do you see the number of bidders staying the same 10 years from now or do you see it decreasing because that generation is so accustomed to doing so much online? Dolan: I’m sure you will continue to see

a larger outreach toward people wanting the ability to purchase online or evaluate online, but I still think you will see the balance of that in the sites, where they still want to have the ability to come and physically inspect equipment. This is a large capital investment that they are making. It’s a significant investment, especially with family-owned businesses — sometimes the biggest capital investment that they are going to make is in the equipment they use to generate the revenues for their business. They rely on that product that they are purchasing, especially if it’s in previously owned condition. It isn’t a brand new piece of equipment, so they need to have that certainty of the inspection and have the ability to go out there and see it. We see the millennials in our audience, sitting down with their father or the leaders of their business, and they are doing some research online. They might be bidding on items online while they are at the physical site, but they will have that need to go touch the equipment. CEG: What are some of the latest digital advancements that Ritchie Bros. will be undertaking or has undertaken? What can people look forward to in 2016 and beyond? Dolan: Much of this will involve information, the quality of information, the amount of information and delivering it in a way that the customer is looking for. It will be ensuring that customers who are looking for some specific types of information or
products can go to our site and find it. We want our site to not only be one that advertises and promotes what the next sale is, but also what will be the next equipment that is on sale. We want it to be a portal where customers can go and understand the trends in the marketplace, as well. On our site, we have two years of pricing history of products that are sold through our auctions — this provides a great reason for customers to continue to come to our site. Customers also have the flexibility to say, “I’m looking for certain types of products … please let me know when these products become available.” They might be a contractor in Michigan and they are looking for a particular type of truck or wheel loader or excavator; they might be agnostic to what’s going to be in the Ft. Worth, Texas sale, or what’s going to be in the Houston sale, or what’s going to be in a Florida sale. They will send someone to go view it. They want to be given the heads up that it’s coming. You will start seeing a lot more of this and as a result, e-mail notifications for this will be going out to them. You will see a lot more interaction between our customers and Ritchie Bros. … essentially 24/7 communication. CEG: If a customer is online and has a question, how quickly can he or she get that answered? Dolan: You have the ability to pick up the phone and call somebody. If you send an email, it will go to our customer service group and we will make outbound phone calls to

satisfy the customers’ questions. There are other ways that we can look at in the future, such as pop-up conversation boxes and so forth. CEG: You talked about something called “Big Data,” which will help Ritchie Bros. to provide better service in 2016 and beyond. Can you define Big Data? Dolan: Ritchie Bros. has been operating for more than 55 years, and we have collected an enormous amount of data on products sold, regions, markets, buyers, sellers, etc., and you will continue to see us find more ways to take that information and provide it to our potential consigners and buyers; we will continue to make them a more educated buyer and seller, such as where equipment pricing is, where the trends are, what products and markets are hot right now. Again, everything we do has to be able to provide these customers the information they are looking for — to make them the best educated buyer and or seller. CEG: What can customers expect at the Florida Auctions? Dolan: We are excited about this year’s Orlando auction — three weeks out from the auction and we already have more than 7,000 items consigned from 600 owners! Last year, we sold more than 10,500 items and attracted more than 9,350 bidders from 81 countries, including 5,000 online bidders, and we fully expect to have similar types of results this year. A lot of that will be through online presence, as well as people flying in and coming to the sites. It’s a world-class facility [in Orlando] that ensures our customers are comfortable while they are there. They will have access to free Wi-Fi, seating in our climate controlled auction theater, concession stands, food trucks and more. A unique element that we are adding to the Orlando sale this year is that we secured an area at the Port Tampa Bay foreign-trade zone, so that if a product is from outside of the United States and, based upon the Tier level for its engine, is not allowed to be sold into the United States, customers will have the ability to physically see it and inspect it and then bid on it in the Orlando auction as we will sell it by photo. I think that will be fantastic for us to have that presence. CEG: Do you feel this strongly differentiates Ritchie Bros. from the other auction companies? Dolan: It helps us to provide the level of service our customers are asking for. We are see DOLAN page 56

doing surveys after our auctions to understand how we performed, what were bidders looking for and what do bidders want us to change or improve. There are some great competitors out there right now. We are focused on what the customers are asking us for, what do the customers want to see that will help them in their buying and selling decisions. You also will see Ritchie Bros. Financial Services at our Orlando auction. This is a fantastic offering that we have had here for a couple of years now. This enables our buyers to work on getting and establishing a credit line before or while they are on site to buy equipment. Again, increasing that flexibility for them. Doing what customers are asking us for and how we focus on improving that experience for them is our mission. CEG: Discuss the market and transportation funding as well as declining oil prices. Has this affected the business in any way? Dolan: Our business is pretty agile. Since oil prices have dropped we have seen more equipment coming to our auctions from companies servicing this sector. However, a lot of the equipment coming from these companies is regular construction equipment used by multiple sectors: wheel loaders, trucks, trailers, etc. CEG: We finally have long-term infrastructure transportation funding in the United States. Have you seen any change in bidders’ motivation for investing in equipment?
Dolan: I think it’s too early to see. The construction market has been pretty good. We’ve seen a relatively mild winter, which has enabled a lot of contractors to continue working longer into the year. The transportation act is long-term and will have a great impact on our industry in total — the construction transportation industry in total. CEG: What are some events that Ritchie Bros. has planned this year? Dolan: In February we have the big sale coming up in Orlando, as well as U.S. sales in Houston, Phoenix, Las Vegas, and Tipton, all open to bidding on RBauction.com. We will host somewhere in the neighborhood of 180 auctions this year just in the U.S. market alone. We will continue to drive that. You will continue to see a larger presence with EquipmentOne in 2016. EquipmentOne is our online marketplace for pure online sales where customers keep the product in their yard. Sellers are going to work with our team to get the product up online; they will run their own 14-day sale. It actually gives them the ability to set a reserve price if they choose to have a reserve price. Not all of the products sold through Equipment One have reserves. You also will continue to see that our live auction facilities — we have 23 world-class facilities here in the United States and one in Mexico and Panama, just in my region alone — have a significant capability of doing refurb, painting, service, etc. You won’t see us getting into the day-to-day service to compete with dealers, etc., but as customers are looking
for refurb or repainting, pre-auction, post-auction, outside of the auction window, you will see a larger presence with that. Again, it’s the things our customers are asking for, that they come to our sites and see the capabilities that they have, they are asking us to provide more and more of those types of services for them. CEG: In conclusion, why attend a Ritchie Bros. auction? Dolan: Ritchie Bros. has been in this business and in the marketplace for 55-plus years, and it has continued to develop its model of transparency in being the largest unreserved auction company in the world, with the broadest selection, reaching the largest group of customers on a global basis. That’s the benefit of participating in a Ritchie Bros. auction, whether you are a seller or a buyer — knowing you have that transparency, knowing everything will be sold that day to the highest bidder, that it’s not going to be bought back by the owner and that it will be sold with no reserves. The care and control of having the product come to the site and providing the customer with the largest visibility of equipment that they want to see and the most expansive product lines. If there is something that they need, there is a very high likelihood that they are going to find it at a Ritchie Bros. sale and in the condition they are looking to buy. quicker we fix it the better.” Gov. Doug Ducey’s budget proposes a new $10 million per year grant plan for tech programs that partner with businesses, but it appears in deep trouble among lawmakers. The governor’s spokesman said Ducey remains open to other proposals. “Gov. Ducey agrees that career and technical education needs to be supported in our state so that our students are prepared for life. That’s why his budget includes a new investment in this priority,” spokesman Daniel Scarpinato said in a statement. “Our office is open to reviewing any recommendation that brings dollars to this area while also ensuring the budget remains balanced.” Nearly 100,000 Arizona high school students are enrolled in the programs run by special districts called Joint Technical Education Districts, or JTEDs. They offer classes in health, technology, construction, auto mechanics and other skills around their regions or in stand-alone schools. Alan Storm, superintendent of the Pima County JTED, said the payments will set off a cascade of closures. That’s because the districts return the extra
funding they get to local districts to support the programs, and the budget cut will take about half of the cash those districts receive for the programs. For instance, Storm’s district gets about $900 for each of the 16,000 students enrolled, then returns about $700 per student to local schools. When the cuts go into effect, half of that $700 will go into normal operations. “If they say ‘I can’t afford to lose $344 every time a kid takes a class,’ they’re going to start cutting the [career and technical education] classes. They’re going to lay off the teachers,” Storm said. “It’s only going to take two years to completely decimate career and tech ed in the entire state of Arizona.” Rep. Noel Campbell, R-Prescott, said the high graduation rate of students enrolled in JTEDs is proof of the program’s success. “We need good mechanics, electricians and plumbers,” he said. He said that while the governor’s plan is a good start to restoring funding, it doesn’t go far enough to help rural counties. Ducey’s plan offers $10 million a year for three years with matching funds from local businesses that support the programs. But businesses in rural areas such as Prescott are
fewer, and often have less money to support JTED, than in big cities and counties. “It would certainly be easier in Maricopa and Pinal County, but it doesn't really work for us up there,” he said. Although Campbell supports restoring the JTED funding cut last year, he said that any such proposal should make recommendations for streamlining the funding of the programs. Senate President Andy Biggs raised the issue publicly earlier in January at a legislative preview luncheon. He said he believes some schools are gaming the system by classifying core classes at technical education to get extra cash. He didn’t sign onto the restoration bill. “We need to make sure there is strong technical education available to kids.
