AGC: 139 of 337 Metro Areas See Employment Rise Construction employment increased in 139 out of 337 metropolitan areas between December 2011 and December 2012, declined in 131 and was stagnant in 65, according to a new analysis of federal employment data released Jan. 28 by the Associated General Contractors of America. Association officials noted that growing private sector demand for new construction projects boosted employment in a slight plurality of metro areas. “Private sector demand for energy, health care, higher education and residential construction is having a positive impact in a growing number of metro areas,” said Ken Simonson, the association’s chief economist. “Unfortunately, construction employment in almost as many metro areas appears to be suffering from declining public sector demand and a private sector market that is still well-below peak levels.” Pascagoula, Miss., added the highest percentage of new construction jobs (42 percent, 1,900 jobs) followed by Haverhill-North AndoverAmesbury, Mass.-N.H. State departments of transportation (DOTs) and local governments committed a little more than $117 billion in funding for highway, bridge, transit, port and other transportation-related construction projects during 2012, according to
new analysis of the most recent U.S. Census Bureau data by the American Road & Transportation Builders Association (ARTBA). ARTBA’s monthly report, “Value of Transportation Construction Put in Place,” was
compiled by Alison Premo Black, the association’s chief economist. Black noted that while this represents a one percent increase over the $116 billion committed in 2011, real transportation construction activity fell well short of its
2010 peak, when $129 billion worth of construction work was “put in place” during the year, in large part because of the American Recovery & Reinvestment Act. Black’s analysis also found the see TRANSPORTATION page 60

Attendance was strong as many bidders from all over the United States, including northerners who took a break from the harsh winter, especially in New England, while adding some iron to their fleets in hopes for a busy 2013.

Florida Conference to Feature Industry’s Leaders...
AEMP Set to Accelerate, Aggregate, Elevate at Upcoming Conference Fast tracking professional growth, getting together with the best and brightest in the profession and rising to new levels of knowledge and expertise. This and more awaits asset managers and their counterparts in heavy equipment manufacturing during the Association of Equipment Management Professionals (AEMP) Management Conference and Annual Meeting March 17 to 19, 2013. The Management Conference and Annual Meeting, which will be held at the Hyatt Regency in Jacksonville, Fla., is now in its 31st year. It is AEMP’s largest event, one that brings together the industry’s leaders and practitioners with those who design and manufacture the equipment they oversee. In addition to networking opportunities, the 2013 event will allow those professionals to share ideas, participate in educational and issuerelated seminars and visit the extensive exhibit hall to gain practical knowledge on the latest topics in fleet management. Highlighting the conference will be a mini management seminar presented by C.E.M.P.’s Mike Vorster and John Hildreth titled “Adding Value in Equipment Management.” Vorster, owner of C.E.M.P., is a Virginia Tech professor emeritus of civil and environmental engineering. Hildreth is an assistant professor of construction management at UNC Charlotte. During their half-day program, Vorster and Hildreth will discuss critical skills in three areas: how to add value through a full understanding of the equipment management function; how to add value through effective cost management; and how to add value through data analysis and fleet age planning. This half-day seminar is designed for equipment managers, financial managers and operations specialists who seek tools and ideas to improve their fleet management and increase their return on investment. Greg Bennick, producer and writer, will kick off events and sessions on the first day of the conference and will emcee the recognition of AEMP’s latest certified professionals. Bennick blends comedy with audience participation to deliver a powerful message about how to turn you into a leader. Also appearing will be Parker Schnabel, “the Young Master” on the Discovery Channel’s hit series “Gold Rush.” Hailing from Haines, Alaska, Schnabel has worked in his grandpa’s Big Nugget mine since his feet could touch the pedals of mining equipment. End users and Strategic
Alliance Partners are invited to join Schnabel for humorous outtakes and questions during the 2013 Fleet Master’s ceremony. In all, the conference will include 36 educational sessions with crucial topics that include essential fleet metrics, equipment ownership cost, understanding customers, cutting fuel costs with telematics and elevating the asset manager role. In addition, the exhibit hall will be open March 17 to 18 with industry exhibits and demonstrations. Conference and meeting attendees also have the opportunity to attend Professional Development Institute (PDI) sessions March 17 to 19. PDI sessions help industry professionals prepare for either the Certified Equipment Manager (CEM) or Certified Equipment Support Professional (CESP) exam. The sessions cover a range of topics under the five core standards of professional asset management: finance, information, controls, policies and customer service. Certification exams will be administered on Wednesday, March 20 from 8 a.m. to noon. Applications for either exam are required by February 25 so that AEMP can determine eligibility. Beyond the seminars and the PDI, the conference and meeting will feature several annual events. Opening day will begin with the keynote address and recognition of newly certified professionals, continue with the AEMP Foundation 2013 Technician of the Year luncheon sponsored by John Deere and the AEMP Foundation, and close with the evening gala. Day two will feature the Fleet Masters Award Ceremony and dinner sponsored by AEMP’s Strategic Alliance Partners. Kicking off the third day of events will be the inauguration awards breakfast, where AEMP recognizes its top members and new AEMP board members and board president will take the oath. TTS Engineering First in Calif. to Purchase LiuGong Iron From the moment he saw its machines at ConExpo 2011, Tim Wilson knew he wanted to learn more about LiuGong Construction Machinery. Wilson is the president of TTS Engineering Inc., a Southern California based general engineering contractor that specializes in site development. He was looking for high-quality equipment at competitive prices that would allow him to keep his operating costs in check due to the tight budgets on today’s construction jobs. Earlier this year, TTS Engineering became the first company in California to purchase a piece of LiuGong equipment through Westrax Machinery, the local LiuGong dealer. LiuGong is the 17th largest construction equipment manufacturer in the world and is the global leader in the number of wheel loaders manufactured each year. Wilson’s company earned this distinction when they bought a LiuGong 922D excavator and an 842 III wheel loader. Wilson’s firm completes site development in Orange County, Calif., including site clearing, grading, underground utility work and concrete and paving operations. Like most construction companies, TTS was hit by the sluggish economy, but Wilson could foresee better days on the horizon and wanted to have the right equipment in place when the recovery began. Wilson had a long-standing relationship with Westrax Machinery, an equipment dealership based in Rancho Dominguez, Calif. Dennis McShane, the sales manager of Westrax, had told Wilson in 2010 that they were taking on the LiuGong line and that it might offer the perfect combination of quality and price he was looking for. “We had been talking to Westrax about this new line called LiuGong, and I have to say I was intrigued,” Wilson said. “Once I got to see their equipment for myself at ConExpo, I was definitely interested.” But in a surprising development, McShane refused to sell Wilson any LiuGong machines. At least at first. McShane explained, “I told Tim we were going to stock a number of LiuGong units and put a few of them into our rental fleet. We wanted to make sure the machines were as high quality as we thought before having a customer invest. Thankfully the quality was as good as we anticipated, so we quickly worked with TTS on the sale.” Wilson said the LiuGong 922D excavator has been a hit with TTS Engineering from the time they purchased it in January 2012. The 922D has been successfully used for site development work at Park Place in Irvine, Calif. TTS used the 922D to load more than 10,000 cu. yd. (7,645 cu m) of dirt and to excavate a new 15-in. (38 cm) sewer system on the project.
Earlier this year, TTS Engineering became the first company in California to purchase a piece of LiuGong equipment through Westrax Machinery, the local LiuGong dealer.
Standard features like a closed cab with heating and air-conditioning enable Wilson’s crews to work year-round in comfort. The unit has one of the widest cabs on the market for added operator comfort, as well as a large color LCD monitor with a user-friendly interface and simple operation. The excavator has a Cummins QSB6.7, 155 horsepower engine and a travel speed of up to 3 mph. The machine has a maximum digging depth of 21 ft. 8 in. (6.6 m) and an operating weight of 50,500 lbs. (22,906 kg) for solid results across a variety of uses. The standard bucket capacity is 1.31 yd. (1.2 m) and the fuel capacity is 108.8 gal. (412 L). Climate control, AM/FM radio and an adjustable suspension seat are just a few of the standard features offered on the 922D. The 842III wheel loader was Wilson’s second and most recent LiuGong purchase which was finalized in May 2012. The 842 has spent time in the field working at Fashion Island, an open-air retail development in Irvine. “We were doing preliminary work for a new retail building pad,” Wilson said. “The
842 was used to perform excavation and recompaction work for a 25,000 square foot building pad. And I have to say, this loader has been a real workhorse.” The wheel loader has a Cummins QSB6.7, 193 gross horsepower engine with a net horsepower of 186. The Loader has a standard bucket size of 3.5 cu. yds. (2.7 cu m) and an operating weight of 33,601 lbs. (15,241 kg). The standard bucket’s breakout force is 30,574 lbs. (13,868 kg). The standard dump clearance is 9 ft. 9 in. (3 m). Some of the features that Wilson and McShane admire on the 842 III is its easy engine access, a diagnostic system that gives fast, accurate maintenance support, a wet disc braking system and a reversible cooling fan for easy cleaning. “The LiuGong machines have performed up to or better than our expectations,” said Wilson. “They are very effective in completing the work that I bought them for. And as far as the daily costs versus competitive units considered, LiuGong has been great. We’re very pleased.” TTS Engineering was established in 1996

Contractor Has Moved 80,000 Cu. Yds. of Material to Date DRIVE from page 1
for Surface Transportation and Economic Recovery (FASTER) program implemented by the State of Colorado. FASTER is dedicated to repairing and replacing poor bridges and making safety improvements on Colorado highways. The project began July 11, 2011, and is on schedule to be complete by approximately Sept. 30, 2013. The prime contractor is Hamon Contractors, Inc., and the job is under the direction of Ted Schmidt as superintendent, Brad Davis as project manager and Sara Aupperle as project engineer. The contract covers the second construction stage of the reconstruction of I-25 from Alameda to Broadway. The first stage replaced the Alameda Bridge over I-25 and completed drainage improvements in the area. This second stage includes the reconstruction of I-25 bridges over Santa Fe Drive and new construction of a flyover ramp. The last two stages are scheduled to begin in Jan. 2014, and will complete the Single Point Urban Interchange for Santa Fe Drive and I-25, replace the old southbound Santa Fe structure over the Platte River, and replace the old Alameda structure over the Platte. It also will add another flyover structure at Alameda and northbound I-25. According to Daniel Housand of the Colorado Department of Transportation, average traffic in the project area is 250,000 vehicles per day. “Traffic control is an ongoing challenge,” he said. “Phasing has allowed traffic to move unimpeded through our work zone, but not without some complaints from the traveling public. There are known hazardous soils and water on site. We have extensive plans to deal with those safely and
environmentally.” The flyover bridge was designed by Summit Engineering and utilized curved box girders, which were segmentally pieced together between pier caps and post tensioned. The I25 structures over Santa Fe were similar, but were not curved. To date, the contractor has moved 80,000 cu. yds. (61,164 cu m) of material and placed 4,500 cu. yds. (3,440 cu m) of concrete. Subcontractors include Slaton for MSE walls and temporary wire walls, Statewide for traffic control, Parker Steel for placing reinforcing steel and VSL Corporation for post tensioning with strand. Trucking subcontractors include PPI for placing HMA, PAA for placing concrete pavement and Rocky Mountain Structures for erecting girders.

Tips for Tracking Undercarriage Wear on Mini-Excavators By Amber Reed SPECIAL TO CEG
Because the undercarriage on your compact excavator works as a system, wear is unavoidable. “All of an undercarriage’s moving components — sprockets, idlers, chain and pads — are wear items,” said Jesus Santos, product specialist, Terex Construction Americas. “Because these components are costly to replace and time consuming to install, you should protect your investment by taking the time to inspect and maintain your compact excavator daily. The most costly part of an excavator the undercarriage can make up almost 20 percent of the machine’s purchase price and nearly 50 percent of its maintenance cost. Such valuable components should never be neglected. Tip #1: Check Track Tension and Sag to Avoid Excessive Wear One way to avoid premature or excessive wear of your undercarriage is to make sure that your compact excavator’s track chain is adjusted for correct tension. The components of your compact excavator’s undercarriage are designed to wear evenly. If some components wear more quickly than others, it can affect the productivity and wear of all the components. “Loose tracks can de-track and can increase wear,” said Santos, “so be sure to check the track chain for proper tensioning every 10 to 15 hours of use, or at least every day. Tracks that are too tight can cause excessive roller and idler wear and can tear the tracks.” Santos suggested the best way to inspect the tension of the track chain is to raise the machine up — in this raised position, the track should sag enough to leave about 10 to 15 mm of free
space under the center track roller. “For your excavator’s correct track inspection and tensioning procedures, always refer to the operator’s manual for the manufacturer’s recommended guidelines,” said Santos. Tip #2: Keep the Undercarriage Clean and Covered Job site debris, like mud, snow and rocks, packed around the undercarriage also leads to faster component wear. Compact excavator manufacturers, including Terex, recommend that the undercarriage be inspected, cleaned and greased daily. “At the end of each workday, knock away any debris that’s accumulated in the tracks, and then while the machine is still warm, wash it down to get rid of any remaining materials that could cause corrosion or contamination,” said Santos. The end-of-day wash-down process is a good time to remove embedded foreign objects from the tracks and to lubricate all moving parts. “The daily wash down is also an excellent time to look for any loose, worn, cracked, bent, broken or missing components. Replace these items immediately.” If your compact excavator is going to be parked for a period of time, particularly in the extreme heat, it is important to cover the tracks or to exercise the machine at least once a week. This prevents water and condensation from building up in the undercarriage and rotting the components. Tip #3: Train Every Operator on the Proper Driving and Digging Techniques Your excavator operators have more influence on the life and longevity of an undercarriage system than all of the manufacturer’s best efforts.
“The operation and upkeep of your compact excavator,” according to Santos, “directly impacts your repair time and downtime costs.” Santos recommends that each operator be taught the correct way to drive your compact excavator, understanding what they can do to keep it running in top form. For example, operating at higher speeds can cause more wear on the undercarriage, so drivers should apply the slowest possible operating speed for the job. Also, said Santos, operators need to alternate their turning directions during the day — continuous turning to the same side can cause asymmetrical and accelerated wear. “And quick or sharp turns ought to be avoided entirely, especially when operating in rocky conditions,” added Santos. Operators also should learn to control track spinning when filling the bucket because unnecessary spinning also accelerates wear and causes cuts in the tracks. Operators also need to be cautious when driving over edges, curbs or other sharp angles to prevent breaks in the tracks. “It is always best,” said Santos, “to use boards, beams or small ramps when driving on or off any angle.” Finally, operators must learn to plan the machine’s movements with the terrain, not against it, to reduce wear. “Working uphill,” said Santos, “adds stress to the rear of the machine, as working downhill shifts the stress to the front. Balance the wear of the undercarriage’s components by alternating the work direction on the slope.” At the end of the day, usage conditions greatly influence the life and longevity of your compact excavator’s undercarriage. Proper care of this valuable investment will go a long way in reducing maintenance costs.

Offering greater digging forces and faster cycle times, the machines that make up the Volvo middleweight excavator range offer high-quality performance and boast fuel efficiency improvements of up to 14 percent, according to the manufacturer. Spanning the weight classes between 14 and 28 tons, the EC140D, EC160D and EC220D also offer enhanced lifting capacity and stability, allowing heavier objects to be lifted. Fitted with the latest Volvo D4 engine (EC140D, EC160D) and Volvo D6 (EC220D) Tier IV interim emissionscompliant engines, these units also are more fuel efficient — up to 14 percent. Couple these efficient engines with well-matched components and a smart hydraulic system and the operator can enjoy smooth and highly responsive combined operation and travel, due to prioritizing oil flow according to requirements, according to the manufacturer. Featuring greased and sealed track chains as standard, each track is powered by an automatic two-speed shift travel motor, maximizing tractive force. The track brakes are multi-disc, and travel motor, brake and planetary gears are all well protected within the track frame. The superstructure features a host of anti-slip plates, steps and handrails — allowing safe access to the machine. A new rear access located behind the cab of the EC140D and EC160D models brings the main hydraulic components and engine within easy reach.

Running on All Volvo Cylinders All machines are fitted with the latest Volvo D4 and D6 diesel engines, delivering enhanced performance and fuel efficiency — attributes maximized when combined with new Volvo hydraulics and well-matched components. The engines use precise, high pressure fuel injectors, turbo charging, intercooling and advanced electronics to optimize engine performance. Maximum net power is 113 hp (84 kW) for the EC140D and goes up to 172 hp (128 kW) for the EC220D. When compared to the previous C-Series excavators, this represents an average increase in gross engine power of up to 7 percent across the model range.
Operators can select the best work mode for the task at hand, ensuring optimum performance and fuel efficiency. Modes include I-idle, F-fine, G-general or H-heavy with the machine automatically setting the appropriate engine speed for the work mode. Eco mode is a new feature that works in H or G mode and provides better fuel efficiency without loss of performance in most operating conditions. Pump flow is controlled for combined digging and swinging operations to reduce the flow loss through the overload relief
valves, while maintaining digging power and maximum swing torque. Power Is Nothing Without Control The new “smart” hydraulics system is designed for high productivity, high digging capacity, easy maneuverability and fuel economy. It features improvements that increase total flow and improve cycle times up to 2.5 percent. An attachment management system can store up to 18 pre-sets and enables hydraulic flow to adjust to meet the requirements of the attachment in use.
Room With a (Great) View The operator’s cab has easy access via a wide opening door and offers operators visibility, due to large glass windows and thin pillars. A rear view camera also improves visibility and safety by allowing the operator to check blind spots around the work site. The project includes the reconstruction of the Loveridge Road interchange, freeway auxiliary lanes, and a median wide enough to accommodate mass transit. The contractor for this portion is O.C. Jones and Sons Inc., under the direction of Mike Lovelace. Work began in June 2010 and will be complete in early 2014.

A major road project with various phases is currently under way in California. The California Department of Transportation (Caltrans), in cooperation with the Federal Highway Administration (FHWA) and the Contra Costa Transportation Authority (CCTA), is widening State Route 4 (SR 4), its interchanges, and affected local roadways. “This is not just another highway widening project, but an opportunity for improvements to the State Route 4 corridor that will help revitalize eastern Contra Costa County,” said Susan Miller, director of projects for CCTA “The projects include the addition of a new BART [Bay Area Rapid Transit] extension to the city of Antioch [eBART], which will greatly improve transit accessibility for the region and help reduce traffic congestion and enhance the quality of life for the 250,000 residents of eastern Contra Costa County. We have four contractors working side by side and are partnering with BART to incorporate construction of many elements of their project into the freeway construction for the utmost efficiency to the traveling public.” There are five separate construction packages in the SR 4 project, and the overall completion date for the freeway portion is summer/fall 2015. Work is currently running on schedule. The full dollar amount for the project, including the eBART extension to Anitoch, is about $1 billion. The cost increases to about $1.3 billion if work that CCTA is involved with further east along the SR 4 corridor is included. Funding sources include a Measure C and Measure J sales tax as well as state, federal, and other local funds including bridge toll funds for the eBART extension. Measure C and Measure J are voter-approved half-cent sales tax increases to fund transportation improvements. Measure C increased sales taxes between 1988 and 2009.
The projects will involve widening SR 4 from the existing four lanes to eight lanes.
In 2004, the voters of Contra Costa passed an extension of Measure C (known as Measure J) with 71 percent approval. Measure J is a 25-year measure from 2009 to 2034, which will generate $2.7 billion for transportation needs in Contra Costa County. “The 1.3 billion invested in the State Route 4 corridor employs a variety of roadway, bridge, and transit contractors,” said Randell Iwasaki, executive director of the Contra Costa Transportation Authority. “This record investment in Contra Costa’s infrastructure is helping Northern California contractors, labor, and material and equipment suppliers recover from the ‘great recession’.” The projects will involve widening SR 4 from the existing four lanes to eight lanes. The widened freeway will provide one High Occupancy Vehicle (HOV) lane and three mixed-flow lanes in each direction. Sufficient width will be preserved in the SR

(10 km), and includes 949,130 cu. yd. (725,662 cu m) of earth moved, 300,104 cu. yd. (229,446 cu m) of subbase material, 228,236 tons (207,052 t) of asphalt concrete, 41,605 cu. yd. (31,809 cu m) of concrete pavement, 14 million lbs. (6.4 million kg) of structure steel, and 76,245 cu. yd. (58,293 cu m) of structure concrete. In addition, there are 15 bridge structures (including eBART bridges), and eBART element structures include a maintenance access tunnel, a median platform, a pedestrian overcrossing, and a station entry house.

The contractor for this portion is CC Myers Inc., under the direction of Bob Coupe. Construction began in March 2012 and is expected to be complete in mid-2015. The Lone Tree Way — A street segment includes widening Highway 4 from just west of Lone Tree Way to just west of Hillcrest Avenue, reconstruction of the SR 4/Lone Tree Way/A Street Interchange, and will widen the highway median to accommodate mass transit. The contractor for this portion is Bay Cities/Myers Joint Venture, under the direction of Dan Baker. Construction began in Aug. 2012, and estimated completion is set for mid-2015. The Hillcrest segment is scheduled to begin in early 2013, with work continuing until summer 2015. It includes the widening
of Highway 4 and a median wide enough to accommodate mass transit, as well as provisions for a new BART station just east of Hillcrest Avenue. The contractor for this portion is Bay Cities/Myers Joint Venture, under the direction of Bob Coupe. The Sand Creek Road Interchange portion will widen SR 4 from two lanes to four (two in each direction) from Lone Tree Way to Sand Creek Road. The project also includes the construction of the Sand Creek Road Interchange and will provide a median wide enough to accommodate mass transit. The contractor for this portion is Bay Cities/Myers Joint Venture. Construction began in June 2012, and work is expected to be complete in the spring of 2014. BART recently held a groundbreaking for eBART, which is BART’s new rail service to eastern Contra Costa County and a part of the SR 4 project. The groundbreaking was for the Antioch Station Facility, which includes station park-
ing and project maintenance. Diesel multiple-unit (DMU) trains are high-speed, highcapacity trains that will transport passengers from the Antioch Station at Hillcrest Avenue and SR 4 to the Pittsburg/Bay Point BART Station, where passengers can then transfer to a BART train. “First and foremost among construction challenges for the SR 4 corridor project is keeping 130,000 vehicles per day moving as major construction and demolition work continues along this regional transportation corridor,” Miller said. “This entails extensive coordination and staging of the five separate and concurrent construction projects along the corridor, as well as clear communications with the motoring public and other stakeholders. “A challenge also lies in telling a consistent, well-defined and comprehensive story about the corridor improvements, with the objective of enlisting motorists’ patience and continued cooperation throughout several years of traffic shifts, detours, and closures that are required to complete all work by 2015.” Miller added that efforts to address these communication challenges include providing regular updates to the motoring public at key intervals, and also in “real time” through a robust Web site and other communications vehicles. “The team also works closely with members of the communities along SR 4 to ensure that project neighbors and other key stakeholders are kept well informed of upcoming work,” she said. The project covers approximately 6.3 mi.

Nashville Convention Center Hosts National Pavement Expo
T
he Nashville Convention Center in downtown Nashville, Tenn., hosted this year’s National Pavement Expo (NPE) on January 23 to 26. Considered to be the largest event specifically dedicated to paving and pavement maintenance professionals, NPE provided attendees with the opportunity to expand their knowledge and learn new techniques through workshops, seminars, conferences and in-depth industry networking. Industry roundtables were very popular and provided opportunities for industry professionals to network and socialize while sharing challenges, solutions, and actual experiences. More than 110 exhibitors participated in the show. Many manufacturers also used the NPE platform to unveil their newest product offerings, as well. For the first time in NPE history, the exhibit floor was opened on the first day of the show for a preview night from 4:30 p.m. to 6:30 p.m. This was an opportunity for attendees to enjoy snacks and refresh-
ments on the exhibit floor while connecting and networking with peers and get a sneak peek at the displays and equipment and supplies of the industry’s leading manufacturers, dealers, distributors, and service providers. Bruce Monical of Wirtgen America Inc., Antioch, Tenn., was pleased with show’s attendance. “What we’ve noticed about this show [and I’m not saying this is different from the other shows], folks are here for a reason,” he said. “They’re here to attend the educational seminars and are people in the business that are looking for what products, services and methods are available to them to improve the way they do things to increase their earnings while giving a better product to their customer.” Dave Dennison, product manager of Bomag, Kewanee, Ill., also was pleased with the NPE show. “It was a good show. For the first time, we brought our new Bomag BM 600/15 trimmer mill and it drew a lot of attention.” see NPE page 42

Alex Lyon & Son Kicks Off Annual Florida Auctions
A
lex Lyon & Son once again kicked off the Florida Auctions with a nine-day sale in Kissimmee, Fla.
This year marked Alex Lyon & Son’s 20th annual Sunshine State auction. A wide variety of equipment went on the block from Feb. 2 through Feb. 10, with each day featuring more than 1,000 lots of equipment.
This 1965 Chieftain combat military tank (a British model tank), which saw action in the Falklands war, is still fully operational, with the exception of the gun. George Maranuk of Western Reserve Trading, Youngstown, Ohio, who was buying for Jerry Alexander of Alexander Equipment Rental, Bourbonnais, Ill., had the top bid. “I have a few other military items and I just always wanted a tank,” Alexander said, who plans to keep it indoors at his equipment rental business facility and move it outside in nice weather. Having Interstate frontage on I-57, Alexander feels this machine will definitely draw attention to his aerial lifts when he parks it beside them near the interstate.

On Jan. 16 Case Construction Equipment announced an agreement with Sonsray Machinery LLC of Los Angeles, under which Sonsray Machinery will acquire and operate 11 Case dealership branch office locations in California, Nevada, Oregon and Washington. The largest job losses were in AtlantaSandy Springs-Marietta, Ga. (minus 4,900 jobs, minus 5 percent); followed by Portland-Vancouver-Hillsboro, Ore.-Wash. (minus 3,600 jobs, minus 7 percent); TampaSt. Petersburg-Clearwater, Fla. (minus 3,500 jobs, minus 7 percent) and Northern Virginia (minus 3,200 jobs, minus 5 percent). Jackson, Miss. (minus 20 percent, minus 2,000 jobs) lost the highest percentage. Other areas experiencing large percentage declines in construction employment included Columbus, Ind. (minus 19 percent, minus 300 jobs); Springfield, Mass.-Conn. (minus
18 percent, minus 1,400 jobs) and Danville, Ill. (minus 13 percent, minus 100 jobs). Association officials noted that construction employment is benefitting from growing demand for construction, driven primarily by the private sector. They added that the rebounding housing market and relatively strong demand for health care, energy and higher education facilities boosted construction spending levels by more than 7 percent for the year through November. But they cautioned that construction spending was still more than $300 billion below peak levels amid declining public sector activity and weaker demand for office, retail and lodging. “Contractors in some areas appear confident enough about market conditions to begin adding staff,” said Stephen E. Sandherr, the association’s chief executive officer. “The question is whether private sector demand will continue to grow in 2013 or stall as it has done in prior years.”

following changes in value by mode: • Highways — Down 4.3 percent to $45.9 billion, compared to $47.9 billion in 2011, this is the only mode that did not experience an increase in construction last year. • Bridges — Up 4.5 percent to $28.3 billion, compared to $27.1 billion in 2011. The total was a record for bridge construction. It remains to be seen how long the upward trend can continue, but the market should get a short-term boost from repair work on bridges damaged by Hurricane Sandy. • Airport Runways — Up 14.1 percent to $4.8 billion, compared to $4.2 billion in 2011. The upward trend suggests that enactment of Federal Aviation Administration reauthorization legislation in February 2012 is beginning to have a positive impact on airport construction. • Subway & Light Rail — Up 16.7 percent to $6.6 billion, compared to $5.7 billion
in 2011. Virtually all year, construction spending on transit projects exceeded the 2011 pace, including a 21 percent increase in December. Enactment of MAP-21 should continue to have a positive impact on this market. • Ports — Up 10 percent to $1.6 billion, compared to $1.5 billion in 2011, ports had a strong year in preparation for the expansion of the Panama Canal and the larger freight vessels it will most likely bring. • Railroads — Up 7.3 percent to $10.3 billion, compared to $9.6 billion in 2011, private rail is benefiting from the growth of freight shipments, which generates a need for more maintenance. ARTBA’s analysis found that transportation construction activity accounted for 13.8 percent of all U.S. construction work put in place, down from 14.6 percent during 2011 and 15 percent in 2010.
