TxDOT Oversees Lubbock Passage Project Brenda Ruggiero CEG CORRESPONDENT

The Texas Department of Transportation (TxDOT) is currently overseeing a major project to improve the Quaker/Erskine interchange on northwest Loop 289 in Lubbock. The Loop will be widened from Slide Road to 1 mi. (1.6 km) east of Quaker Avenue, from a four-lane divided facility to a six-lane freeway facility. In addition, the Loop bridges will be rebuilt to span over Quaker Avenue and Erskine, and the frontage roads also will be rebuilt. Erskine will be extended under the Loop 289 bridge to connect with Texas Tech Parkway. The contract was awarded last summer to Haydon

data, the index reports a qualitative assessment of both the prevailing business conditions and expectations for the future as reported by key executives from the $725 billion equipment finance sector. Overall, confidence in the equip-

ment finance market is up for the third consecutive month at 58.7, an increase from the January index of 54.2, reflecting industry participants’ increasing optimism despite a wary eye on economic conditions and government manage-

Case 570N XT Offers Enhanced Fuel Economy, Productivity Case Construction Equipment has launched the 570N XT loader/tool carrier, offering enhanced fuel economy and productivity, along with superior breakout force and reach, according to the manufacturer. The Case 570N XT loader/tool carrier achieves Tier IV Interim certification through the use of cooled exhaust gas recirculation (CEGR) technology and a diesel particulate filter. The machine features a Case turbocharged engine rated at 78 net hp (58 kW) that delivers a minimum five-percent increase in fuel efficiency and faster response times than previous models, while meeting current emission standards. “The Case 570N XT combines proven emission-control technology with a slightly smaller, more efficient engine to achieve better fuel economy. It delivers Tier IV Interim certification, without sacrificing power or productivity,” said Katie Pullen, Case brand marketing manager. “The new model also offers important enhancements to the operator environment and delivers on the well-earned Case reputation for ease of serviceability.” The Case 570N XT boosts productivity and efficiency by retaining more material during the dump cycle. To help reduce material spillage during roading, Case offers the 570N XT with optional ride control. The three-point hitch with variable-flow hydraulics delivers greater precision and lift capacities. An optional hydraulic power takeoff and dual tilt on the box blade provide more versatility and ditching capabilities. The Case 570N XT loader/tool carrier offers the same powertrain components that are standard on the Case brand’s N Series loader/backhoes, including the engine, axles, four-speed transmission and powerassist brakes. Four-wheel drive is a standard feature on the 570N XT. “With power-assist brakes, the operator doesn’t need to apply full force to stop the machine,” said Pullen. “This not only extends the brake life, it also reduces operator fatigue.” Designed to perform a variety of applications for landscaping, construction and utility contractors, as well as agricultural applications, the Case 570N XT has an operating weight of 12,898 lb. (5,851 kg), bucket breakout force of 9,271 lb. (41,239 N) and hinge pin height of 11 ft. 3 in. (3.41 m). The machine’s front loader features an optional hydraulic quick coupler to easily connect and disengage buckets and other attachments. Bobcat Company Adds Rebar Bender Attachment to Lineup Bobcat Company has added a rebar bender attachment to its line up. Mounted on the left Bob-Tach mount, the rebar bender comes with five mandrels that provide the ability to bend rebar into a variety of angles and repeat bends for added efficiency and consistency. It offers the ability to bring the equipment right on the job site when conditions are soft, rough or muddy. Rebar up to a number 6 grade can be bent up to 200 degrees, and the remote attachment control (RAC) allows for easy, safe operation of the rebar bender from outside the cab, and allows operators to start and stop their idled loader or Toolcat utility work machine from outside the cab. The wired remote control starts and stops the rotation of the bend pin.

An optional bar stop is available that can be set at almost any angle for an automatic stop and a repeatable angle setting. Compatible machines for the rebar attachment include all Bobcat skidsteer loaders, compact track loaders, all-wheel steer loaders and Toolcat utility work machines. Constructed of 100,000-psi steel, the RigEm&Roll is independently powered by a self-contained 24-volt battery and hydraulic system. It weighs approximately 500 lbs. (227 kg) and has a lifting capacity of 5,500 lbs. (2,495 kg).

Diversified Products has introduced the RigEm&Roll, a remote-controlled grapple for the tree services industry. The product attaches to the load line of a crane for safely grabbing and picking large limbs, eliminating the need to go out on the limbs to set chokers, according to the manufacturer. Constructed of 100,000-psi steel, the RigEm&Roll is independently powered by a self-contained 24-volt battery and hydraulic system. It weighs approximately 500 lbs. (227 kg) and has a lifting capacity of 5,500 lbs. (2,495 kg). The grapple jaws close

using 1,000 psi of force for grabbing limbs up to 20 in. (51 cm) in diameter. Furthermore, the hydraulic cylinders offer fast cycle times and feature integrated check valves, ensuring the jaws remain firmly closed until the operator releases them. This maximizes productivity and safety. The RigEm&Roll includes positioning spikes for rigging limbs angled up to 70 degrees from horizontal. Additionally, it comes with a remote control, allowing the unit to be operated up to 400 ft. (122 m) away through a direct line of sight. Due to a quick-attach system, the

RigEm&Roll attaches to the load line of a crane in less than a minute. The unit is capable of picking approximately 60 limbs on a fully charged battery, and a warning light is included to indicate low battery. Doosan DXB260H Breaker Features Two-Speed Control The Doosan DXB260H hydraulic breaker features two-speed control of breaker frequency for improved efficiency in demanding demolition and rock-breaking applications. Delivering up to 600 blows per minute, the 5,400-lb. (2,500 kg) DXB260H is designed for use with excavators in the 30 to 41 ton (27 to 37 t) weight range, specifically the Doosan DX300LC and DX350LC. Rated in the 8,000 ft.-lb. impact energy class, the DXB260H requires a hydraulic flow rate of between 39.5 and 63.5 gal. (149.5 to 240 L) per minute. With two speeds, the DXB260H breaker frequency can be adjusted between short and long stroke settings. This allows the operator to match the breaker frequency to the ground conditions for optimized productivity. Standard features include a cradle-mounted grease station and blank fire protection. The cradle-mounted grease station delivers continuous grease flow, reducing bushing and tool wear while minimizing maintenance costs and downtime. Blank fire protection uses a cushion of oil at the base of the cylinder to reduce

metal-to-metal contact. The breaker’s suspension system extends excavator workgroup life by absorbing harmful vibrations and stress waves. Also, the valve design reduces hydraulic pressure peaks that can reduce pump life, crack excavator workgroup welds and cause system overheating. Finally, an energy recovery system on the DXB260H increases strike power by using energy generated by piston rebound, according to the manufacturer. The DXB260H breaker comes with a mounting cap, auxiliary hydraulic hoses, cradle-mounted greaser, two moil points, toolbox and a nitrogen checking device. A one-year warranty is standard. KPI-JCI Equipment Featured on Discovery’s ‘Gold Rush’ Fans of Discovery Channel’s Gold Rush likely noticed a big difference this season with the addition of new equipment, which has enabled Team Hoffman to bring in more gold than any other season. Reality TV show Gold Rush follows the trials and tribulations of down-on-their-luck men who are risking everything to strike it rich mining for gold in Alaska. Currently in its third season, the show focuses on Todd Hoffman, Dave Turin, Dakota Fred and Parker Schnabel. This year, Hoffman and Turin doubled down on equipment, personnel and mining sites — which includes KPIJCI’s Cascade incline vibrating screen, manufactured at its Johnson Crushers

International (JCI) location in Eugene, Ore., and Kolberg conveyors, manufactured at Kolberg-Pioneer, Inc. (KPI) in Yankton, S.D. In the season opener Oct. 26, Turin and Hoffman divide Team Hoffman and manage two claims — Indian River and Quartz Creek. Turin, a quarry and mining expert who happens to be a longtime KPI-JCI customer, invested in the KPI-JCI Cascade incline vibrating screen, which is commonly used in that geographic region. Hoffman took a riskier approach and invested in a trommel screen, which is less commonly used for rock and more commonly used for topsoil and compost. At the end of January, viewers watched as Hoffman shut down the defunct trommel screen for good and joined forces with Turin and his KPI-JCI Cascade screen on the Indian River claim. “It will be interesting to see how the remainder of the season turns out,” said Lisa Carson, marketing manager of KPI-JCI and Astec Mobile Screens. “Discovery

WASHINGTON (AP) Transportation Secretary Ray LaHood, who lifted the profile of distracted driving as a national safety concern, is stepping down, presenting President Barack Obama with another Cabinet vacancy at the start of his second term. The former congressman from Illinois and one of only two Republicans who served in Obamaâ&#x20AC;&#x2122;s Cabinet, LaHood worked for more safety in the air and on the ground and pushed for improvements of roads and bridges. Under his watch, the department demanded tougher fuel efficiency requirements for automakers and took steps to address airline pilot fatigue. Obama, who at one point served with LaHood in the Illinois congressional delegation, said they were â&#x20AC;&#x153;drawn together by a shared belief that those of us in public service owe an allegiance not to party or faction, but to the people we were elected to represent. And Ray has never wavered in that belief.â&#x20AC;&#x2122;â&#x20AC;&#x2122; LaHood said in an interview with The Associated Press that he told Obama a week after the November election that he needed to move on. But he also said he was still â&#x20AC;&#x153;conflictedâ&#x20AC;&#x2122;â&#x20AC;&#x2122; by his decision because he liked working for the president and considered it the â&#x20AC;&#x153;best job Iâ&#x20AC;&#x2122;ve ever had in public service.â&#x20AC;&#x2122;â&#x20AC;&#x2122; He said he plans to remain at the department until his successor is confirmed by the Senate, which he expects in about two months. The only other Republican who was in Obamaâ&#x20AC;&#x2122;s first-term Cabinet was Defense Secretary Robert Gates, who stepped aside and was replaced by Democrat Leon Panetta earlier. LaHood, who once considered likely to run for governor in his home state, said he would not seek public office and indicated he didnâ&#x20AC;&#x2122;t have any specific plans. â&#x20AC;&#x153;I have had a good run. Iâ&#x20AC;&#x2122;m one of these people who believe that you should go out while theyâ&#x20AC;&#x2122;re applauding,â&#x20AC;&#x2122;â&#x20AC;&#x2122; he said. LaHood said he was content to watch from the sidelines as his oldest son, Darin, serves in the Illinois state senate. His move continues an exodus that will give Obamaâ&#x20AC;&#x2122;s team a new look in his second term. Secretary of State Hillary Rodham Clinton, Panetta and Treasury Secretary Timothy Geithner are departing and in addition to LaHood, the heads of the Interior and Labor departments also have announced their resignations. Obama has nominated former Nebraska Sen. Chuck Hagel, a Republican, to serve as defense secretary to succeed Panetta. Possible replacements for LaHood include Los Angeles Mayor Antonio

Villaraigosa, who has pushed for increased rail service in Los Angeles and served as chairman of last yearâ&#x20AC;&#x2122;s Democratic National Convention, and Debbie Hersman, the chairman of the National Transportation Safety Board. The name of former Rep. Jim Oberstar of Minnesota, who led the House Transportation and Infrastructure Committee, also has been mentioned. LaHood served seven terms in Congress representing a central Illinois district that includes his hometown of Peoria, Ill., before he was chosen by Obama for the post. He traveled widely, visiting 49 states, 210 cities and 18 countries promoting Obamaâ&#x20AC;&#x2122;s agenda. He made trips that allowed him to ride some of the worldâ&#x20AC;&#x2122;s fastest trains and inspect the latest vehicles at auto shows. In Washington, he would occasionally don a bicycle helmet and pedal around the District to promote bike lanes. At the start of the new administration, LaHood spearheaded efforts to stimulate the economy through transportation construction projects and promoted the administrationâ&#x20AC;&#x2122;s vision of a nation connected by highspeed trains. But the high-speed rail program, which was supposed to be one of the presidentâ&#x20AC;&#x2122;s signature projects, has been on life-support since Republicans regained control of the House in the 2010 election. The department struggled with how to pay for the repair and improvement of the nationâ&#x20AC;&#x2122;s aging transportation network and eventually reached a compromise with Congress last year on a more limited, scaled-back 2-year plan that gives states more flexibility in how they spend federal money. Perhaps LaHoodâ&#x20AC;&#x2122;s most passionate work involved distracted driving, which he called a â&#x20AC;&#x153;national epidemic.â&#x20AC;&#x2122;â&#x20AC;&#x2122; He launched a national media campaign to end texting and cellphone use by drivers, an awareness campaign that drew comparisons to efforts to promote seat belt use more than a generation ago. He buttonholed auto executives to help reduce driver distraction and would even yell at other drivers on occasion to put down their cellphones. â&#x20AC;&#x153;Every time someone takes their focus off the road â&#x20AC;&#x201D; even if itâ&#x20AC;&#x2122;s just for a moment â&#x20AC;&#x201D; they put their lives and the lives of others in danger,â&#x20AC;&#x2122;â&#x20AC;&#x2122; he said in 2010. During his tenure he slapped Toyota Motor Co. with record fines for delaying safety recalls and failing to promptly report problems to federal regulators. Terex Fuchs MHL360 E Boosts Power, Reduces Emissions The Terex Fuchs MHL360 E material handler offers the Blue Evolution approach to machine design. Featuring a sixcylinder, 254-hp (190 kW) turbo-charged engine, the MHL360 E offers more power than the D Series, while improving fuel consumption and meeting stringent Tier IVi emissions standards, according to the manufacturer. The engine and hydraulic system of the new MHL360 E material handler efficiently work together to offer fluid load cycles, resulting in faster operating cycles at increased efficiency. The high-performance hydraulic system features a separate slewing circuit, allowing machine swiveling to quickly start and stop. Offering simultaneous swiveling and lifting functions with precision, the handler is more responsive to operator commands, even when handling heavy loads. The Terex Fuchs energy recovery feature feeds braking energy back into the main hydraulic pump as the operator slows slewing of the upper structure to reduce load on the engine. The handler’s environmentally friendly Tier IV interimcompliant engine features exhaust gas recirculation (EGR) technology to reduce emissions compared to previous models. Regeneration of the diesel particulate filter (DPF) occurs automatically, without impacting machine performance. The regeneration process can be temporarily interrupted, if necessary, by pressing an indicator button located on the control panel. Engine start/stop is now push-button controlled to properly manage engine shutdown while under critical load conditions or during DPF regeneration. A revamped high-performance cooling system keeps the engine operating efficiently, even when working in extreme temperatures. Both the engine and hydraulic system incorporate larger cooling systems, protected by vented panels, to increase airflow. At 23 percent larger than previous designs, the wide video graphics array (WVGA) color display includes an improved high resolution and high contrast screen with an antiglare shield and scratchresistant coating. Color video of the work area behind the machine is captured by the standard rear-view camera system and shown on the WVGA monitor for easy viewing by the operator. Intuitive controls, including quick-access push buttons for frequently used functions, make for a short learning curve of MHL360 E operation, and the ergonomic multifunction button delivers effortless fingertip navigation through the display screens. The handler’s hydraulically height-adjustable cab offers a maximum eye-level elevation of up to 20.1 ft. (6.1 m) above ground level and independent forward movement up to 7.2 ft. (2.2 m), making loading and unloading simpler. Its cushioned cab elevation system provides absorption of shocks and jolts for operator comfort. FAE USA Annual Sales Meeting, Training Demo in Ga.

AE USA recently held its annual sales meeting and training demo for all U.S. territory managers. The first of two days of meetings started at Lake Lanier Islands resort in north Georgia with product training and marketing strategies and continued on day two with additional training and a demo. With the addition of several new territory managers, the FAE USA staff focused training on the entire FAE and PrimeTech equipment and attachment lines. Several new FAE product offerings for 2013, which were introduced at the meeting, had many looking forward to getting back to their territories to spread the good news. “The new low flow DML/HY125 and DML/SSL125 are going to be the hottest selling attachments on the market,” said Dave Evans, territory manager in the Carolina’s. “If you think about the low flow industry for heavy brush clearing, there’s only brush cutters and flail mowers. There’s maybe only one other low flow drum style rotary mulcher on the market. The way FAE has designed their new low flow mulcher, I truly believe this is going to be one of the

FAE demoed a Challenger MT665D with the new RSM 225 PTO driven attachment, mostly for road reclamation, but also a multi-purpose machine that works as a rock crusher, soil stabilizer and forestry tiller.

tractors that own low flow machines who want to do multiple jobs and be able to add the ability to grind and mulch material and underbrush. What we saw were a lot of low flow skid steers owned by contractors looking for other options to fully utilize their machines and expand into other types of work. With the majority of the skid steer loaders on the market being low flow machines, this was a natural progression for our lineup of mulchers. These new attachments also carry over into utilization in the farming industry.” Carera added, “FAE prides itself on using the best engineering and technology available as well as the best materials, such as Hardox steel. The majority of the attachment body that contains the main wear parts are protected by Hardox. itchie Bros. Auctioneers held its Florida Auctions in Orlando Feb. 18 to 23, selling more than 9,400 items for more than $176 million. The six-day auction set a new company record for online sales as online buyers generated more than $53 million in gross auction proceeds or 31 percent of total gross auction proceeds generated during the auctions. Approximately 8,300 bidders registered for the sixday, unreserved public auction from 80 countries, 50 U.S. states, all Canadian provinces and one territory. More than $38 million was purchased by buyers in Florida while more than $137 million (or 78 percent) was sold to buyers located outside the state of Florida, with more than $58 million (or 33 percent) of that amount being sold to buyers outside the country. Items in the auction were sold for more than 780 sellers. Associations Offer Their State of the Union Reactions On Feb. 12 President Barack Obama delivered the State of the Union Address. Below are statements from both the American Road & Transportation Builders Association (ARTBA) and the Association of Equipment Manufacturers (AEM). American Road & Transportation Builders Association ARTBA President and CEO Pete Ruane released the following statement regarding the State of the Union address: “We appreciate President Obama continuing to highlight the link between a strong, properly-functioning transportation infrastructure network and economic competitiveness. “His call for increased investment in roads, bridges and transit systems has been echoed repeatedly by scores of congressional leaders from both parties, the nation’s governors, and state and local transportation officials. Everyone is in agreement. So let’s use the opportunity at hand to start developing real solutions to address America’s infrastructure deficit. “An overwhelming majority of Congress voted last year to support final passage of the highway and transit bill, MAP-21. The

law’s program consolidation, meaningful policy reforms and accountability provisions provide the foundation for building a much broader infrastructure investment package. MAP-21, however, only provided enough financial resources to maintain highway and transit investment at current levels for two years; a scenario that does nothing to reduce the increasing economic costs and personal toll from worsening traffic congestion. “Generating significant new revenues to complement to MAP-21’s reforms would spur economic growth and job creation, and improve the efficiency of the nation’s transportation network. We stand ready to work with the President and members of Congress from both parties to achieve these goals.” AEM AEM President Dennis Slater issued the following statement: “Last night, President Obama used his State of the Union address to express the need to create jobs and grow our economy. I couldn’t agree more. And while he touched on the important subjects of growing the manufacturing sector and improving

our nation’s infrastructure, there was a glaring absence of focus on policies that could immediately create jobs and provide certainty to our economy. “The President stressed the need to become energy independent, but failed to mention any plan to approve the Keystone XL pipeline. Thousands of jobs are just waiting for the Administration to approve this pipeline so that more Americans can get to work. Additionally, millions of farmers, ranchers and business owners are anxiously waiting to see if Congress will pass a longterm farm bill. The short-term extension passed this year did little to increase economic certainty and has deterred farmers and businesses from investing and growing. President Obama’s failure to address this issue was a real disappointment to the agriculture community that’s so vital to our nation’s economy and wellbeing. “AEM is pleased to see the President once again emphasizing the need for increased infrastructure investment, but we also recognize that short-term stimulus funding is nothing more than a quick fix and fails to address the long-term improvements that our nation requires. The most effective way for the United States to stay competi-

tive in job creation is to invest in a national, strategic vision to improve and preserve our infrastructure for years to come. It is our sincere hope that Congress and President Obama will quickly come together to develop a robust, realistic and sustainable financing program for our nation’s long-term infrastructure needs, and that the President takes the strong leadership role this critical issue demands. “AEM has long advocated that we must fix the nation’s debt through a balanced approached of reduced spending and increased revenue. at Auction Services held its Florida auction Feb. 15 in Kissimmee, Fla. More than 1,000 bidders participated, vying for 292 lots from 22 consignors. Approximately four bidders purchased more than $1 million worth of equipment each. New customers accounted for 57 percent of registered bidders, while 20 percent of buyers were online. $4.5 billion obligated during the same time period last year. “The current obligations levels are much more in line with what we expect to see in the marketplace,” said ARTBA Chief Economist Alison Premo Black. “The passage of MAP-21 has provided some stability — obligation levels were quite low in FY 2012 and FY 2011 as state transportation departments were dealing with a series of continuing resolutions for the federal aid program.” ARTBA’s monthly report, “Obligation of Federal Highway Funds,” finds that the $2.3 billion obligated in January was 13 percent higher than the amount obligated during January 2012 ($2 billion), but 3.9 percent less than during January 2010 ($2.4 billion) when state DOTs were rushing to obligate the last of their American Recovery & Reinvestment Act funds. Although obligations are off to a good

start, there are still some unknowns ahead, Black said. Legislation to fund the federal government must be enacted before the end of March if states are to receive more than the $16.9 billion of highway funds that are required to be obligated before the end of the fiscal year. The obligation of federal funds is a leading indicator of state level market activity. When a state or local DOT has an eligible project ready to go under the federal-aid highway program, it enters into an agreement with FHWA that obligates the federal government to pay its share of the costs. Customer Input Drives Deere’s Design of Its New 655K The 655K features a John Deere PowerTech 6.8-L IT4/Stage IIIB diesel engine. The new model boasts a net horsepower of 145 hp (108 kW) at 1,800 rpm.

The new 655K crawler loader from John Deere was designed and built using significant customer input, to provide contractors a machine that helps increase productivity and uptime and lower daily operating costs. The latest addition to the K-Series line builds on the 755K crawler loader. Both of these models are assembled in Dubuque, Iowa. “On today’s job site, crawler loaders continue to be the most versatile tool for moving materials, digging, backfilling, and loading trucks. The 655K provides the right balance of horsepower, bucket capacity and breakout force for maximum productivity while lowering contractor input costs per yards of material moved,” said Jon Gilbeck, global product marketing manager of crawler loaders, John Deere Construction & Forestry. “Although operational uptime was the number one project initiative for the new 655K, productivity-enhancing features such as automated loader functions and the ultimate in cab comfort were not overlooked.” The 655K features a John Deere PowerTech 6.8-L IT4/Stage IIIB diesel engine that delivers a productive combination of power and torque. The new model boasts a net horsepower of 145 hp (108 kW) at 1,800 rpm. A key feature of the 655K is the hydrostatic transmission, a feature John Deere first pioneered in crawler dozers in North America in 1976. These transmissions provide customers infinite speed control, power management, live power turns, counter rotation while staying in gear, and

dynamic braking, according to the manufacturer. Designed with customer input, the transmission controls allow operators to pick between the V-pattern or joystick transmission control option to get work done. In addition, total machine control allows customized machine response that can be tailored to meet the needs of individual operators. Customers can choose between two-bucket options: a general-purpose bucket or a 4-in-1 multipurpose bucket with lifetime lubricated bucket pivot pins to increase uptime by eliminating periodic service. In addition, a rear ripper design helps turn materials on the job site. John Deere’s Quad-Cool system isolates coolers from engine heat for increased efficiency and durability. A standard hydraulic-driven variable-speed suction fan runs only as needed, reducing noise, fuel consumption and cooling component wear. “Ground-level maintenance access and the Quad-Cool system provide ease of service that is imperative for operators in the field,” said Gilbeck. “If the crawler loader is easier to service on a daily basis, that makes it more likely that service will get done, ultimately extending the life of the equipment and increasing productivity for our customers.” Inside the cab, operators will find increased comfort due to quieter operation, larger access doors and a standard air suspension seat. A viscous cab mounting reduces noise from

vibration while double-laminated rear window glass and complete interior sound-dampening treatment significantly reduce noise levels. The 655K also features a sealed switch model (SSM) with keyless start and the ability to enable features such as turbocharger cool-down and auto shutdown. A touchpad security system requires a numeric pass code to prevent unauthorized operation. Onboard diagnostics include a standard display monitor that provides real time values for every temperature, pressure and speed sensor on the machine. The crawler loader constantly monitors transmission temperature to avoid damage to the hydrostat system. If the transmission temperature is too cold or too hot, the associated light on the monitor will illuminate.
