Officially opened in 1914, the 48-mi. long Panama Canal connecting the Atlantic and Pacific Oceans via the Caribbean Sea by cutting through the Isthmus of Panama has greatly reduced travel time for ships. ARTBA: Highway Trust Fund Fix Will Be Painful Fixing the Highway Trust Fund (HTF) without generating any new revenue would require the equivalent of Congress passing and the president signing a 2013-level Murray-Ryan budget deal every year just to maintain current highway and transit program investment levels, American Road & Transportation Builders Association (ARTBA) President Pete Ruane told a Senate panel Feb. 12. According to a new Congressional Budget Office (CBO) report, the HTF will be unable to support any investments in new projects come September, and will require, on average, $16.3 billion annually just to preserve the current transportation program. By comparison, over a two-

year period, the Bipartisan Budget Act of 2013 — the Sen. Patty Murray (D-Wash.) and Rep. Paul Ryan (R-Wis.) budget deal — reallocates resources to increase the non-defense discretionary spending cap by an average (ironically) of $16 billion per year. Calling that process a “painful scenario,” Ruane warned the Senate Environment & Public Works Committee that if the HTF shortfall is not addressed, more than 12,000 highway, bridge and safety capital projects across the nation — on the routes most important to the U.S. economy — could be lost. Ruane noted that trucks carry freight worth

more than $11 trillion over the nation’s roads and bridges every year, and nearly 75 percent of that travel takes place on the federal-aid system. “Without that federal investment in these roads, trucking mobility and economic productivity are at risk,” he said. Ruane explained ARTBA’s economics team set about to research how the public’s federal gas tax dollars were put to use in 2012. Unfortunately, it took a Freedom of Information Act request and sophisticated computer analysis of literally millions of data points to get answers. SEATTLE (AP) A fossilized mammoth tusk discovered in a Seattle construction site was retrieved Feb. 14 from a 30-ft. (9 m) deep pit to the sound of cheers and clicking from people taking pictures. Scientists and construction crews used a crane to retrieve and hoist the tusk, which was placed on a pallet, encased in plaster and covered in blankets, to a waiting flat-bed truck. The tusk headed to its new home a few miles away at the Burke Museum of Natural History and Culture on the University of Washington’s Seattle campus, where it will be preserved, studied and eventually put on display. The tusk, believed to be of a Columbian mammoth, was measured at 8.5-ft. (2.6 m) long after it was fully exposed overnight. It’s between 20,000 and 60,000 years old and with the plaster encasing could weigh up to 500 lbs. (227 kg), said Christian Sidor, a paleontologist from the Burke Museum. The tusk is water-logged, and scientists say properly restoring and preserving it could take at least a year. Construction workers found the tusk about 30 ft. below street level, thinking at first that it might be a pipe or a root. The company building a 118-unit apartment complex at the site has nearly stopped construction to accommodate the scientists. No more fossils were found during the overnight dig, the museum said. “Generally tusks like these are the last thing left’’ after animals and time remove the bones and the rest of the creature, Sidor said. The tusk’s fate was entirely up to the landowner, who decided to donate it to the Burke Museum. The costs of the delay aren’t known yet, said Scott Koppelman of AMLI Residential, which also owns apartment complexes to the south and west of the construction site. The benefits to the community “outweigh the costs,’’ he said. Mammoths and mastodons were ancient elephant relatives that roamed North American lands that were not covered in ice. Both became extinct as glaciers retreated at the end of the Ice Age. Columbian mammoths grew to 12 ft. at the shoulder, or about the size of today’s Asian elephants, the museum said. Fossilized mammoth remains have been found numerous times in the Seattle area and across the state, so much so that the Columbian mammoth is the state’s official fossil. Still, most of the Burke Museum’s collection is fragments. This tusk would be one of the largest and most intact specimens found. The museum’s collection has 25 mammoth fossils from King County, including a tooth that was found a few blocks away from the tusk when the Mercer Street on-ramp to Interstate 5 was built years ago. Children at a daycare next door and adults all cheered as the pallet hung over the construction site. Fixing Seattle Tunneling Machine to CBO Report States Take Months, Says Contracting Team HTF Needs $16.3B SEATTLE (AP) The contracting team hired to dig a highway tunnel under downtown Seattle told the Washington state Transportation Department on Feb. 10 that it will take months to fix broken seals on the world’s largest tunneling machine, the Transportation Department said. Seattle Tunnel Partners is working with Hitachi Zosen, the machine’s manufacturer, to determine how best to fix the broken seals surrounding the main bearing of the machine called “Bertha,’’ which is 60 ft. (18 m) underground, Transportation officials said in a statement. The contractor is looking at accessing the area through the back of the machine or by drilling a shaft in front of it. “Either way, this process will take months,’’ the Transportation Department said. The machine has been mostly idle for two months and is only one-tenth of the way toward completing a 1.7-

mi. (2.7 km) tunnel. The tunnel will carry Highway 99 traffic and allow the removal of the aging Alaskan Way Viaduct along the Seattle waterfront. Chris Dixon, director of Seattle Tunnel Partners, told The Seattle Times that his team is considering “four or five options’’ for a front-end approach. Once the shaft was dug, the 630-ton (571.5 t) cutter head would be detached and lifted using a crane, the newspaper said. Dixon said a decision hasn’t been made yet. Depending on what inspections show, the contractor might be able to deliver the parts through the back of the machine. On Feb. 7, the Transportation Department said inspections conducted in January found that many of the machine’s cutter-head openings were clogged with dirt and other things. Transportation officials also announced that the seal system protecting Bertha’s main bearing was

damaged. This was revealed after “higher-than-normal heat sensor readings’’ appeared. Seattle Tunnel Partners “has not yet fully determined the cause of the seal problems and, to date, they have not shown any evidence that suggests the state or taxpayers will be responsible for cost overruns associated with these repairs,” transportation officials said Feb. 10. “We have requested and expect detailed plans on how the repairs will be made and how STP can recover lost time on the tunneling project,’’ the state said. The project is budgeted at $1.4 billion. The total viaduct replacement is estimated to be a $3.1 billion project. The tunnel project is supposed to be finished in late 2015. ConExpo 2011 Las Vegas, Nevada ConExpo 2011 Attracts Hundreds of Thousands to Vegas This ConExpo article was published in Construction Equipment Guide (CEG) on April 13, 2011. This look-back marks the end of our series on ConExpos past. We hope you enjoyed these retros. We, along with everybody in our industry, look forward now to a successful ConExpo 2014. The mood was overwhelmingly positive at the ConExpo-Con/AGG and IFPE 2011 expositions held March 22-26 in Las Vegas. Despite continued uncertainty in U.S. construction markets and the overall economy, industry professionals expressed hopeful optimism for a sustained U.S. upturn in the coming months, while global sales continue to be strong. ConExpo-Con/AGG and IFPE 2011 attracted nearly 120,000 registered attendees; the shows were the global industry gathering place for the year and the largest gathering in North America since 2008 for the construction, construction materials and fluid power/power transmission/motion control industries. The shows were

held at the Las Vegas Convention Center. Attendees said they were at the shows to examine the newest equipment and product technologies and innovations to help them prepare for future business; exhibitors cited the high quality of customers and reported strong purchases and sales leads to new as well as existing customers. “The construction industry has been through some very tough times, with record unemployment, since the last ConExpo-Con/AGG and IFPE in March 2008. With these positive numbers and the industry support of the shows, we’re optimistic about the future and looking forward to seeing these new sales orders fulfilled,” said Megan Tanel, AEM vice president of exhibitions and events. “There was such a tremendous upbeat feeling at the

shows; it was really great to see our industry looking ahead with some enthusiasm after the recession,” said Mike Haberman, chairman of the ConExpo-Con/AGG 2011 management committee and president of Gradall Industries. A record number of more than 860 co-located events, educational programs and pre-planned meetings were held with the shows, plus dozens more meetings scheduled onsite. Co-locations included ICON Expo for the concrete products industry and several annual conferences of national industry associations. Quality Attendance, International Scope International registrations accounted for a record 24 percent of the total, representing more than 150 countries. ConExpo-Con/AGG 2011 and IFPE 2011 were among a select group invited to participate in the U.S. Department of Commerce International Buyer Program, which facilitates the participation of international visitors. The shows hosted 42 official international customer delegations from 37 countries, organized by the U.S. Department of Commerce as well as in-country associations and related groups. The majority of show attendees were key company decision-makers, including 44 percent with the top titles of president/owner and vice president/general manager/chief financial officer. “The increased global participation by attendees and exhibitors underscores the importance of world markets to our industry. The U.S. economy is slowly improving and we have a ways to go, especially in construction, but after 18 to 24 months there is more pent-up demand for equipment to be ready for the upturn,” Tanel said. “IFPE-related markets have fared somewhat better than construction and there definitely was a lot of positive momentum and interaction on the show floor. At both shows, attendees told us this was the place they needed to be to check out what’s new and get up to speed on the latest industry trends,” said Melissa Magestro, IFPE show director. On the Show Floor Altogether on the show floor there were more than 2,400 exhibitors taking more than 2.34 million net sq. ft. of exhibit space. IFPE was the largest ever, and ConExpo-Con/AGG’s exhibit space was the second largest in the show’s history. Reinforcing the global scope of the shows were 10 international exhibit pavilions — IFPE with pavilions from China, Italy and Taiwan, and ConExpoCon/AGG with pavilions from China, Finland, Germany, Italy, Korea, Spain and United Kingdom.

IFPE 2011 featured exhibit pavilions from the American Gear Manufacturers Association (AGMA) and the Power Transmission Distributors Association (PTDA), as well as an exhibit pavilion, which highlights the expanded presence of sensors manufacturers at the show. ConExpoCon/AGG 2011 featured the IT & Business Solutions pavilion, sponsored by the Associated General Contractors of America. Educational Opportunities Industry-focused education was an important component of the show experience, and there were a record number of education, training and certification programs offered. ConExpo-Con/AGG’s education program featured a record 126 sessions across nine tracks, with sessions emphasizing industry issues and trends, management and applied technology, and numerous industry training and certification programs also were held. New for 2011 were a Crane and Rigging Conference and the Green Roads Summit. At IFPE 2011, the 52nd National Conference on Fluid Power featured a record 114 presentations, and the Innovations Theater offered 14 sessions developed from abstract submissions for the conference. New for 2011 were national conference keynote presentations from leading industry and university researchers, and sessions from the Center for Compact and Efficient Fluid Power. IFPE also offered new college-level courses. More than 80 allied associations and groups were official

show supporting organizations, coming from the United States, Canada and more than a dozen countries worldwide. They promoted the shows’ value and brought qualified buyer groups to the events, and many helped develop direction and content of the shows’ education programs to ensure they met industry needs. Safety, Training, Workforce Initiatives A Lift Safety Zone focused on cranes and other aerial lift equipment and ensuring adequate ground support for the machine and load carried. In conjunction with the Crane and Rigging Conference, a Crane Rodeo promoted education and safety at the same time as providing a hands-on operational experience. These and the many certification and training programs held at the shows helped ensure a properly trained workforce of equipment operators and other jobsite personnel. The International Mixer Driver Championship by NRMCA recognized driver skills and inspection expertise. The AEM teen-focused Construction Challenge competition presented by Volvo Construction Equipment generated

interest in construction careers. The I Make America national grassroots campaign had a substantial presence to promote job-creation policies for manufacturing and construction that improve the economy and keep the U.S. globally competitive. Los Angeles Workers Break Guinness World Record for Largest Concrete Pour LOS ANGELES (AP) A Los Angeles project laying the foundation for the tallest building west of the Mississippi has broken the world record for the largest continuous concrete pour, a Guinness World Records adjudicator said. Round-the-clock pouring started at 4:47 p.m. Feb. 15 with 208 trucks making more than 2,100 trips and pouring 82 million lbs. of concrete during an 18 1/2-hour period, said Sean Rossall, a spokesman of the project building a skyscraper called the New Wilshire Grand. Ultimately 21,200 cu.yds. (17,559 cu m) of concrete were poured by 11:30 a.m., beating the existing record of 21,000 cu. yds. set by The Venetian hotel in Las Vegas in 1999, Guinness World Records adjudicator Michael Empric said. “We just wrapped up, and we broke the world record,'” said Rossall excitedly by phone minutes after blaring horns officially announced the last pour. Empric monitored the pour overnight by smartphone before meeting with contractors and engineers to check their final numbers. Empric, who had just finished judging a successful Valentine's Day effort to set the record for the most people feeding each other simultaneously, said he has learned a lot about concrete and the challenges of such a pour. “If they don’t cool the concrete as it’s poured, it’ll go into this thermal reaction and crack,” Empric said. He called the record amazing. Each truck made 10 to 14 concrete drops traveling through the night between eight different concrete plants within a 20-mi. (32 km) radius, Rossall

Once finished, the skyscraper will soar 1,100 ft. (335 m), making it the tallest structure west of the Mississippi River. It will boast a 900-room hotel, convention space and offices. The New Wilshire Grand project, developed by Korean Air, is estimated to cost more than $1 billion and has been a huge undertaking. For the past several months, crews have prepared the site by digging an 18-ft. (5.5 m) deep pit and lining it with 7 million lbs. of reinforcing steel. They then added the concrete. Because the concrete must be poured within 90 minutes of being mixed, trucks had to arrive on time. In case of freeway jams, alternate routes were mapped. Rossall said traffic had a minimal impact on the pouring, which had been scheduled to last 20 hours. Rossall said the crews “doubleplanned and triple-planned” to ensure no disruptions. Mammoet Transports Nacelle on Scheuerle InterCombi On Sept. 6, Mammoet Wind Brande A/S transported one of the world’s largest nacelles. The total weight of the unit was 303 ton (275 t). In addition to this was the securing equipment, which fixed the cargo in position on the transporter. Designed and produced by Siemens, the generator has an output of six megawatts at full load when installed at its final destination. For the transport, Mammoet used 30 InterCombi axle lines from Scheuerle. From Fanø, the northernmost

and most famous Danish Wadden Sea island, the harbor in Esbjerg can easily be seen. Starting in Brande, Denmark, the freight safely arrived after nine hours on the road. The Danish regulations for road transport presented only one of many challenges for the Mammoet team. All bridges negotiated on the route could only be loaded with a maximum 15 ton (14 t) axle load. In addition, the closely-spaced load points — the main load was distributed over a

length of 10.5 ft. (3.2 m) — made the transport even more difficult, which is why Mammoet decided in favor of two 23.6 in. (60 cm) high securing means for load distribution. The total length of transport was 223 ft. (68 m) including the two tractor units while the dimensions of the nacelle reached 54 by 21 by 22 ft. (16.6 by 6.5 by 6.9 m). After setting off from Brande, the transport continued along mostly well-constructed federal highways. Transportation only

common on the seven-lane bridge, which is part of Interstates 87 and 287. In addition, due in part to the fact that it carries more traffic than it was designed to, the bridge is deteriorating and has nearly outlived its 50-year design. Concerns about the bridge’s structural integrity led to plans to replace the bridge. After numerous options were considered, federal and state authorities determined it best to demolish the old structure and build a new double-span bridge to replace it. Public input gathered for years indicated a desire for public transportation to be included. Several replacement alternatives were studied by the New York State Department of Transportation as part of the required environmental review, each of which included a plan for the inclusion of public transportation. However, in October 2011, Gov. Andrew Cuomo and the Federal Highway Administration came up with a less expensive plan that did not include any form of public transportation. Estimated cost of the project is $3.9 billion. The first span is expected to open in 2016, with final completion scheduled for

2018. In 2013, Tappan Zee Constructors LLC (a consortium that includes Fluor, American Bridge, Granite and Traylor Brothers, plus design firms HDR, Buckland & Taylor, URS and GZA), contracted by the New York State Thruway Authority, began taking down the longest span in New York in order to build what will become one of the widest spans in the world. The bridge and approaches will stretch 16,013 ft. (4,880 m), Its cantilever span will be 1,212 ft. (369 m), with 138 ft. (42 m) of clearance over the water. Up to the Task Officially registered with the U.S. Coast Guard as the Left Coast Lifter in 2009 when it was used to aid in the erection of the new eastern span of the San FranciscoOakland Bay Bridge, the 6,750-ton (6,123 t), 400-ft.-long (122 m) crane assembled in Shanghai has been dubbed by New York’s governor the “I Lift NY super crane” for the Tappan Zee project. Outfitted in Asia, the specially made crane that was commissioned by American Bridge and Fluor is one of the world’s largest. Permanently mounted on a barge made by U.S. Barge LLC in

Portland, Ore., the Lifter is an actual vessel. As such, it was never intended to travel on land. Owned by Tappan Zee Constructors (TZC), it will allow them to complete the job more quickly at less cost. According to Carla Julian, community outreach/diversity manager of Tappan Zee Constructors LLC, use of the crane contributed the consortium’s ability to bid $800 million less than their competitors. Gov. Andrew M. Cuomo elaborated about using the crane on what he calls “the state’s most ambitious infrastructure project of the 21st century,” telling the New York Times, “The I Lift NY super crane can lift the equivalent of up to 12 Statues of Liberty at once, shortening construction time by months and reducing project costs by millions of dollars.” Built on a 384-ft. (117 m) barge, the crane’s 1,900-ton (1,723 t) lift capacity comes from three dieselpowered 601 kW main generators and one 91 kW auxiliary generator. Its 328-ft. (100 m) shear leg boom, a welded tubular truss structure with a capacity of 3.75 million lbs. (1.7 million kg), will be used to help construct modular sections weighing 900 to 1,100 tons (816 to 998 t) at a nearby assembly yard on

the Hudson River. The sections will then be brought to the worksite by barge, where they will be installed by the crane as bridge deck and supports. “It can pick up large pieces,” Julian said. The crane is capable of hoisting 1,900 tons in a single heave. That allows the crews to perform modular construction activity in a staging yard before the Lifter transports the large blocks to the project site and sets them in place. “It allows us to control the quality better and provide a safer working environment.” It also allows them to cut costs. The large pieces that will become bridge deck and other portions of the new bridge are so heavy that they would typically require two cranes to lift them into place. Using the Left Coast Lifter reduces the amount of equipment and labor needed to perform the task. Once the first of two side-byside spans is open to traffic (scheduled in December 2016), the crane will allow TZC to disassemble the bridge more safely, more quickly and more efficiently because it can remove larger pieces. Travel Plans Before it could begin work on the Tappan Zee Bridge, the mas-

sive crane had to make its way from California to New York. Escorted by two tugboats and a crew of 6 to 8, it departed from Oakland, Calif., on Dec. 22 for its 6,000-mi. (9,656 km) journey. The crane is designed to fold up for 32.8-ft. (10 m) vertical clearance while navigating U.S. waterways, due to features such as the boom skidding system that allows booming down to a near-flat position of 4 degrees, along with stowage of the collapsible A-frame and boom for transit purposes. The boom heel slides back on rollers from the stern toward mid-ship, allowing the boom tip to rest on a barge-mounted stand. As Structure magazine put it, “In order to lower the A-frame, the backstays were designed to fold like links in a chain.” Further facilitating transport, “the boom design allows a 66-foot boom tip section to be removed to reduce the length to 262 feet,” according to Structure magazine. The A-frame truss with sea transport braces resists the barge’s listing and rolling forces. This substantially reduces the loads on the boom during the voyage. Metso, LiuGong Establish Joint Venture in China Metso and Guangxi LiuGong Group Co. Ltd. (LiuGong) have obtained all necessary approvals from the Chinese authorities and the 50-50 percent joint venture between the two companies has been officially established. Headquartered in Shanghai, LiuGong Metso Construction Equipment (Shanghai) Co. Ltd. (LiuGongMetso), will combine Metso’s know-how in track-mounted crushing and screening business and technology with LiuGong’s extensive distribution resources (approximately 900 customer service locations in

China) and manufacturing capabilities in China. The initial scope of the joint venture will cover the design and manufacture of localized versions of Metso’s Lokotrack mobile crushers and screens, first of which is expected to be launched during the first half of 2014. The products, whose range may be further expanded in the future, will be sold under dual branding: LiuGong Metso. The joint venture also will promote Metso’s global track-mounted crushing and screening equipment in China. The

value of the investment made in the new company will not be disclosed. “The joint venture enables the capture of a significant market share of the fast growing mobile crushing and screening market in China. Our target is to build a market driven technology offering and the joint venture with LiuGong is a major step towards this direction. fabricated and attached to the crane, extending 86 ft. (26 m) beyond the stern of the barge to allow the boom to be lowered to its transit position. “Components were wrapped with a heavy poly material to protect them from salt spray during the voyage. A temporary electrical generation system was installed so that power to key pieces of equipment could be maintained during the journey, and to power dehumidifiers added to keep rooms and compartments dry.” Replaceable ductile links were designed to yield to and limit the force on the side of the barge in the case of an accident. This design helps avoid incurring holes or other damage to the barge Guided by a crew of mariners, the floating crane traveled down the coast of California, Mexico and Central America, about 50 mi. (80 km) from the shore. On Jan. 15, the crane reached the Panama Canal, where it was lifted 54 ft. (16.4 m) above Pacific sea level in two stages in the Miraflores Locks. According to the New York Times, the Lifter was pulled by the tugboat Lauren Foss and the Canal’s locomotive “mules.” Because the barge is only 10 ft. (3 m) narrower than the 110ft. (33.5 m) locks, it took a halfhour for a Panama Canal Authority pilot to navigate each lock — three times the typical amount of time. (The Canal’s third, wider lane of locks is currently under construction and won’t be open until 2015.) To protect the crane during transit, “rub rails” were installed along the side to prevent contact with the lock walls. “After sailing through the main

channel of the 48-mi. (77 km) canal and being dropped about 85 ft. (26 m) at the Gatun Locks on the Atlantic side, the engineless barge crane, chaperoned by two tugboats, headed north across the Gulf of Mexico and started up the East Coast,” reported the New York Times. Julian noted that a crew change took place at the Canal. While some reports indicate that the toll for traversing the Canal was $70,000, Julian declined to confirm any specific amounts. Tappan Zee Constructors paid a transport company to handle all costs associated with the move. Settling Into Temporary Quarters After passing through the Panama Canal, the floating sheerleg crane crossed the Gulf of Mexico and made its way up the East Coast, through the New York Harbor to the Hudson River within the six- to eight-week schedule. It will remain docked in the Port of New York & New Jersey until it’s taken to the site of the New NY Bridge project in the spring. “We don’t need it until spring,” Julian said, “but we wanted to have it on site in order to be ready when it’s needed.” She said weather, safety and protection of the crane were factors in the timing of its trip to New York. After undergoing a “birthing process” at a private facility in the spring, the Left Coast Lifter will remain on site for the full duration of the Tappan Zee Bridge project. “It will be used to set large units — decking for the two new spans — and removing the old bridge,” Julian said, noting that the Tappan

Before it could begin work on the Tappan Zee Bridge, the massive crane had to make its way from California to New York. Escorted by two tugboats and a crew of 6 to 8, it departed from Oakland, Calif., on Dec. 22 for its 6,000-mi. (9,656 km) journey.

Zee Bridge that will be demolished was originally built by American Bridge, which is one of the partners participating in the new bridge project. Once it gets to work, the barge will be stabilized during large lifts by three removable barge stability floats that are attached to each side of the barge. According to

Structure magazine, the float design criteria required that the floats be easy to install and remove on the water; therefore, a guidance system was designed to help align the floats with the barge. Once the floats are guided into the lower connection, the float is attached to the barge deck at the upper connection, using two 2.95-in. (7.5
