part of a major redesign of the crossing which originally had two bridges (one perside and 625 ft. [190.5 m] in length) with main lanes (three lanes per-bridge). “We did not have access roads across the Brazos River,” said Jodi Wheatley, Texas Department of
Transportation’s I-35 public information officer of the Waco District, “and because it’s a safety concern to not have continuous access roads, we were able to get funding for those bridges ahead of the overall Waco expansion project.” see BRIDGE page 39

WASHINGTON (AP) Defying the Republicanrun Congress, President Barack Obama rejected a bill Feb. 24 to approve construction of the Keystone XL oil pipeline, wielding his veto power for only the third time in his presidency. Obama offered no indication of whether he’ll eventually issue a permit for the pipeline, whose construction has become a flashpoint in the U.S. debate about environmental policy and climate change. Instead, Obama sought to reassert his authority to make the decision himself, rebuffing GOP lawmakers who will control both the House and Senate for the remainder of the president’s term. Obama vetoed the bill in private with no fanfare, in contrast to the televised ceremony republican leaders staged earlier in February when they signed the bill and sent it to the president. House Speaker John Boehner said republicans were “not even close” to giving up the fight and derided the veto as a “national embarrassment.” The move sends the politically charged issue back to Congress, where Republicans haven’t shown they can muster the two-thirds majority in both chambers needed to override Obama’s veto. North Dakota Sen. John Hoeven, the bill’s chief GOP sponsor, said republicans are about four votes short in the Senate and need about 11 more in the House. Although the veto is Obama’s first since republicans took control on Capitol Hill, it was not likely to be the last. GOP lawmakers are lining up legislation rolling back Obama’s actions on health care, immigration and financial regulation that Obama has promised to similarly reject. “He’s looking at this as showing he still can be king of the hill, because we don’t have the votes to override,” Republican Sen. Jim Inhofe of Oklahoma, a vocal opponent of Obama’s climate change agenda, said in an interview. “If he vetoed this, he’s going to veto many others that are out there.” see PIPELINE page 57

Colorado Turns to Toll Roads to Make Up Highway, Construction Funding Gap By Nicholas Riccardi ASSOCIATED PRESS
DENVER (AP) As funding for highway construction and upkeep dwindles, Colorado has increasingly turned toward a once-unthinkable way to fund road expansion: tolls. The federal highway trust fund gave the state nearly 9 percent less last year than in 2008 after adjusting for inflation, mirroring a nationwide dwindling of earmarked funds for road maintenance. But in Colorado, state budget woes and a unique tax limitation law have exacerbated the trend, according to transportation officials. The state’s Department of Transportation said it now spends $1.2 billion on roads when in 2007 it spent today’s equivalent of $1.7 billion. Plans to replenish the agency’s coffers from Colorado’s newly flush general fund are being dashed by the state constitution’s requirement that excess revenues are refunded directly to taxpayers.
Nobody thinks the state can successfully raise its already-low gas tax. That has left government with two options, according to Don Hunt, the outgoing Department of Transportation executive director — improved cash management and tolls. Reshuffling the way the agency manages its available cash has let it keep up with maintenance needs so far, Hunt said, but he called that “pulling the last rabbit out of the hat.’’ To expand lanes the agency is relying on private companies to charge tolls. Some residents last year objected to the state allowing a firm to charge vehicles for use of additional lanes on U.S. 36 between Denver and Boulder. But the state also plans to allow a company to charge tolls on new I-70 lanes both in the mountains and on the way to the airport. “We just don’t have any other place to turn,’’ Hunt said. “We can’t grow by millions of people and not invest in transportation.’’ Democrats are increasingly talking
about asking voters to let lawmakers keep some of the extra revenue generated by the recovery rather than refund it to taxpayers as required by the 1992 ballot measure known as TABOR, or the Taxpayers Bill of Rights. More Than 1,400 Attend AED Summit, Condex Show
T
he Associated Equipment Distributors (AED held its 2015 Summit and Condex show in Orlando, Fla., Feb. 10
to 13. The AED Summit and Condex is an annual convention designed specifically to provide equipment distributors with opportunities to see new products, meet with current and prospective business partners, attend educational seminars and network with dealer peers. More than 1,400 people attended; of that, 433 were equipment dealers. The Condex show was sold out with a total of 122 exhibitors with 45 exhibiting for the first time. During the event, Don Shilling was inducted as the new 2015 AED chairman. Shilling is president of General Equipment & Supplies Inc. and General Aggregates Equipment Sales, Fargo, N.D. Ken Taylor, owner of Ohio CAT, was presented with the AED Democracy Award during a special AED PAC reception During the event, U.S. Department of Transportation’s (DOT) Deputy Secretary Victor Mendez laid out the Obama administration’s ambitious highway reauthorization plan while encouraging equipment distributors to press for congressional action. Mendez emphasized the impact the federal highway program’s uncertainty on the construction industry while outlining the Obama administration’s Generating Renewal, Opportunity and Work with Accelerated Mobility, Efficiency, and Rebuilding of Infrastructure and Communities throughout America Act (the GROW AMERICA Act). The proposal increases surface transportation infrastructure funding over the next six years and “provides a strong investment in aging highways and bridges across the nation, to ensure that they are safe, reliable and well maintained.” Mendez highlighted the broad job creation and economic benefits of a robust, multiyear highway bill as well as the value
of public-private partnerships as tools for rebuilding the nation’s crumbling infrastructure. Recognizing AED’s top-tier advocacy program, the Deputy Secretary of Transportation implored attendees to urge lawmakers to take immediate and decisive action to restore certainty to federal surface transportation programs. From his own experience, Mendez recalled meeting with the Arizona congressional delegation while serving as the state’s top transportation official and used the memory to underscore the importance of constituent engagement, particularly at a local level. Small business owners and executives are powerful advocates. By educating Congress about AED’s policy priorities, equipment distributors can illustrate the needs of the entire industry. Atlas Copco Attachments in EC Range Atlas Copco has added three new hydraulic breaker attachments to its Essential Case-Mounted (EC) range to fit 22- to 49-ton (20 to 44 t) carriers. The new heavy range breaker attachments — the EC 140 T, EC 150 T and EC 155 T — like the full line of EC breakers, give rental centers and contractors fast ROI by simplifying maintenance and operation. “The heavy range EC breakers generate powerful breaking power inside a streamlined body,” said Kevin Loomis, construction tool business line manager. “Their simplicity also makes them a perfect addition to rental and equipment fleets because they’re easy to maintain and handle.” The EC breaker attachments feature Atlas Copco’s box-style mounting systems, which eliminate the need for removing external fasteners to access components, such as wear bushings and seals. This translates to expedit-
ed turnaround times for maintenance and, as a result, higher utilization rates. The heavy-duty attachments are as light as 4,000 lbs. Tyler’s all new, all-inclusive Hydro-Clean mobile test plant enables operations to test HydroClean washing technology at their sites before committing to a capital investment. W.S. Tyler is introducing the new mobile test plant and demonstrating its capabilities at booth #1307 at AGG1 in Baltimore, Md., March 17 to 19, 2015. Washing material with the Hydro-Clean results in cleaner products, higher selling values and new income from the sale of material that previously was considered waste. With the mobile test plant, aggregate, recycling, coal mining and other types of operations can see first-hand the Hydro-Clean’s success in washing their own materials on site. W.S. Tyler has improved its Hydro-Clean mobile test plant by incorporating all the crucial com-
ponents needed for testing — a feed hopper, a feed conveyor, the Hydro-Clean unit and a larger, single-deck rinse screen — all selfcontained on a 53-ft. (16 m) trailer. “Supplying some of this equipment can be inconvenient for many customers,” said Michael Honea, W.S. Tyler process engineer. “The new mobile test plant is completely self contained to make testing as easy as possible for our customers, and provides results that clearly illustrate how the technology can add value to their operations.” Tests completed with the mobile plant, using a client’s contaminated material, will accurately determine the effectiveness of the HydroClean technology. It also allows W.S. Tyler to establish a baseline for the expected production capabilities of one of its full sized units. Finally, the cleaned, finished product allows for analysis of the

portable Hydro-Clean systems are available in three sizes with varying capacities: the HC350, HC1000 and HC2000. The highpressure water liberates the desired material from the clay better and faster than traditional washers. The Hydro-Clean uses 75 percent less water than traditional washing methods, and since only 10 percent fresh water is required to operate it effectively, operations can use recycled water to reduce water consumption even further, according to the manufacturer. NDA Announces Keynote Speakers The National Demolition Association (NDA) announced that popular motivational speaker and passionate advocate for financial education, Chris Hogan, has been chosen as the opening keynote speaker for Demolition 2015, the association’s annual convention and expo taking place March 21 to 24 at the Gaylord Opryland Resort & Convention Center in Nashville, Tenn. Bomag Welcomes Glenn Leighton Bomag Americas Inc. announced that Glenn Leighton has joined Bomag as the territory manager of the West/Southwest U.S. territory. Leighton has more than 15 years industry experience, working for both heavy equipment distributors and equipment manufacturers during a sales career that has spanned 30 years. Indexator Changes Name to Rototilt On March 1, 2015, Indexator Rototilt Systems changed its name to Rototilt. Behind this apparently undramatic change lies a larger, long-term decision about continued product development and a determined marketing initiative in North America and Europe. “We see an enormous potential in places like North America, England, France and Germany where tiltrotators are still not used to the same extent as here at home, but where developments are beginning to pick up speed,� CEO Anders Jonsson said. The key to success for Rototilt lies in a well established foundation in the Nordic countries (90 percent of all sold excavators under 33 tons are equipped with a tiltrotator) together with established sales channels and an increased interest from end users and suppliers on the new markets. Rototilt’s investment in modular production — which allows the customer to determine how the tiltrotator
should be configured — also will be a significant success factor here, according to the company. “The international market is not homogeneous. Needs differ greatly from country to country and from contractor to contractor. Thus in the future, all the major manufacturers will offer customized tiltrotator solutions, but Rototilt already provides this freedom of choice today.â€? The investment also is good news for the town Vindeln in northern Sweden. In order to manage the company’s continued expansion and growing market share, it is now making a number of strategic recruitments within IS, IT, finance and HR. Scott Equipment Adds Compaction to Its Offerings With Atlas Copco/Dynapac Scott Equipment, of Fontana, Calif., has recently added the Atlas Copco/Dynapac line of rollers to its multi-line dealership. “In 2014 we looked at the lines we were representing, and realized that compaction equipment was the one element we were missing,” said Jason McCluer, Scott Equipment operations manager. That’s when Scott decided to take on Atlas Copco. “It is the perfect complement to our Doosan, Kobelco and New Holland lines” he added. With so many Dynapac rollers in use in the Southern California market, the Scott Equipment management team believed, accurately, that adding the line would also create an instant, additional revenue stream. “It has done just that,” said McCluer. “We saw an instant, significant spike in our parts and service departments. “Atlas Copco is a proven, established roller line with excellent opportunity for growth in this market. We’re excited about the future with them.” Offering the line at Scott’s sister company Western Rentals also will open sales opportunities as customers experience the rollers on a rental basis. Pre-planning for the work began around February 2012 and while the bridge was a $43 million project, it was part of a $212 million project that has Lane widening 10 mi. (16 km) of I-35 in Lorena, south of Waco in McLennan County from two to three lanes in each direction. This will be completed in 2016. BRIDGE from page 1
Motorists and truckers were able to cross the river via the main lanes. Daily traffic on the bridges is nearly 115,000 vehicles. “In order to get across you had to get up onto the main lanes from the access roads and then get down again. This meant contending with merging traffic and lots of trucks and since it was built 50 to 60 years ago, there were no accommodations for pedestrians, bicyclists and anyone not in a vehicle. It added to the congestion, said Wheatley. The results of a traffic count, based on findings from last October, will reveal details on the amount and type of traffic using the new spans. In addition to the bridges, there also was some road work needed to create a connection between the existing access road and the onramp, where the traffic would move onto the main lane, and also change the part of the access road that connected to the new bridges. “We didn’t go as far as changing the first intersection for this project,” said Wheatley, “but we did have to re-arrange on both sides of the river, which led to considerable reconstruction.” The main lane bridges were built via standard girder construction. With Waco being the largest city in the TxDOT district, having the capacity to handle a large amount of traffic is essential and an additional bridge per side is mak-
ing a difference. Now motorists can cross the river without having to merge into mainlane traffic. The new lanes are connected to the existing bridges by ramps. “Structurally they were not built together but there are ramps where you can get off the main lanes onto the new access bridges and viceversa. When we get funding for reconstructing the main lanes, we’ll be replacing the main lane bridges as well,” said Wheatley. The construction plan reversed the standard process of building off-ramps first. The design of the new bridges is based on an extradosed design, a combination girder and cable-stay bridge. The city of Waco was looking for new bridges for the city to tie it visually to the Historic Waco Suspension bridge, an icon of the downtown area that was built 145 years ago. At the time, it was one of the longest suspension bridges in the world. The same designer prepared the design for San Francisco’s Golden Gate Bridge. “This bridge is original part of the Chisolm Trail for moving herds of cattle across the river and now it’s a pedestrian bridge,” said Wheatley. “Some of our designers came up with the idea of the extradosed bridge, which has been used quite a bit in Europe and other parts of the world. Until our bridges were completed, there was only one example of a completed bridge in the U.S.
“Cable-stay bridges usually have very tall towers and the design we used allows for much shorter towers,” she adds, “which creates a significant savings in cost, but it has the cable that has some visual elements of a suspension bridge. And this is a short span, so a suspension bridge would have been way out of reason for cost. This was a good combination visually, structurally, and historically.” TxDOT and other DOTs are considering employing the extradosed design for other bridges. The Minnesota DOT recently contacted Wheatley because they are building a similar bridge and they were seeking information on how TxDOT handled the construction. completed an extradosed span on the northbound side. The southbound side is expected to be completed in late 2015, but the design requirements of the Brazos River spans make them “the first in the nation with a completely steel super-structure.” With proper maintenance, the new bridges should have a lifespan of between 50 to 60 years. “Usually the superstructure was concrete girders,” said Wheatley, “but in this case, because they have to be specifically designed, they could not use the standard shapes and sizes of concrete. It was actually less expensive to have the girders built from steel. The decks of the bridges are concrete.” In addition to the long-term planning for this project, TxDOT also faced major challenges in

diverting traffic and ensuring that the Lane Construction Company and its subcontractors could bring in their vehicles and equipment and building supplies. This was further complicated by a request from Baylor University, located right on the river, which recently acquired a property on the northeast corner of the bridge to build a new stadium. “They received a major donation and jump-started their plans to build the new stadium so suddenly all the plans that we had already made for access had to be revamped. They asked us if we could move up the completion date by several months to allow the bridges to be completed before they had their first home game of 2014, which was played last August. We actually had the bridges delivered a little sooner and had a ribbon cutting ceremony in July. Our project managers and contractor got it done and it was impressive,” said Wheatley Crews are still installing the LED lighting for the bridge — both the safety illumination for travel and special decorative lighting, which was requested by both the city and the university, who are also contributing to the cost of the installation. IronPlanet/Cat Auction Services Hold Joint Sale in Florida

ronPlanet and Cat Auction Services sold 1,430 items for $48.1 million in gross merchandise value at its live unreserved public auction in Kissimmee, Fla., which took place Feb. 11 to 13. The auction showcased equipment from 131 sellers, which included 25 Caterpillar dealers. A total of 21,284 people attended the auction, onsite and online, from 132 countries. see IROPNPLANET page 46

Ritchie Hosts Record-Breaking Global Auction in Orlando

itchie Bros. sold a record-breaking 10,500-plus equipment items and trucks at its global auction Feb. 16 to 20 in Orlando, Fla. The five-day unreserved public auction attracted 9,350plus onsite and online bidders from 81 countries and generated more than $179 million in gross auction proceeds, including a record $66-plus million sold to online buyers. Multiple Orlando auction site records also were set, including total number of registered bidders (more than 9,350), number of online bidders (more than 5,000), total number of buyers (more than 2,650), number of online buyers (more than 1,300) and number of sellers (875). “Our February Orlando auction is the largest auction we hold each year,” said Ravi Saligram, chief executive officer, Ritchie Bros. “The record 10,500-plus industrial assets sold at this year’s sale, and the record number of worldwide bidders the auction attracted, demonstrates the global reach and cross-sector appeal of this multi-day event. In fact, we sold more transportation sector assets at this sale than any of our previous Orlando auctions before, including a record 310 truck tractors on Friday. We’re also pleased with the strong performance of the transactions we underwrote at this auction.” Ritchie Bros. sold equipment for 875 sellers, including 80plus heavy construction items for Hermanos Yarull T. & Co., a civil engineering contractor based in the Dominican Republic. “This was our first time selling with Ritchie Bros. and we were blown away by the magnitude of the auction and the efficiency of how it all came together,” said Cesar Alvarez of Hermanos Yarull T. & Co. “We’ve been in business for more than 40 years and have tried selling equipment piece-bypiece in a variety of ways before and it was a headache. With Ritchie Bros. we just give all the equipment to them and it’s done. We get better resale prices and great customer service." The auction attracted equipment buyers from across North America and around the world, in person and online. Close to $144 million of equipment (or 80 percent) was sold to

ore than 3,200 bidders participated online and in person at Ritchie Bros. Auctioneers’ multi-million dollar unreserved public equipment auction in Phoenix, Ariz., on Feb. 26. Bidders came from more than 45 countries, including 49 U.S. states. Approximately 64 percent of the equipment was sold to out-of-state buyers, from as far away as the United Arab Emirates, Egypt, Jordan, Nigeria, Thailand and the Philippines. Simultaneous Baylor Stadium Work Proves Challenging BRIDGE from page 39
said that the lighting will be installed within the next six months. “We’re just working through some of those issues with the designer to get the lights to work properly — it’s a pretty sophisticated system,” he said. “We have that subcontracted out to Star Operations Inc., but it’s basically taking lights with long lead times.” Pruemer said that the roadwork covered the approaches from the University Parks Drive intersection on the south side to the Martin Luther King Jr. Blvd. Intersection on the north side. The bridges were the heart of the work, with the extradosed design being a major challenge. “It gives you an aesthetic look and you don’t have the big cables on top,” said Ernest Trussell, Lane’s project engineer. “It’s a nice looking bridge, and yet for a smaller bridge, it makes sense. The most unique problem was that the engineering for the cable-stay design is in France and we were building all of the steel beams locally, and the engineers that we used were local. Thus there was a lot coordination to make sure that everything was going to fit together. “The time zones were a great problem, but we got used to it,” he added. “We were sending questions out in the late afternoon and they would reply overnight. First thing in the morning, we would be catching them before their day would end. It brought people together in a hurry because we didn’t have time to waste or we would lose another day.” The issue with Baylor’s new stadium being constructed simultaneously was another challenge. “We didn’t realize that it was going to be there when we bid for the job and neither did TxDOT when they put the bridges out for bids,” said Pruemer. “It required a lot of coordination. There were a lot of big structural items coming in for the stadium at the same time we were doing the work and we had to make sure that they had access to get them into the stadium work-site. “The Texas Ranger Museum is located on one corner, which brings in a lot of tourists and on another corner was Buzzard Billy’s, a popular local restaurant,” he added. “Basically all four corners where we were building the bridge were highly traveled and we could have made a big impact — they all had different hours of business and peak seasons, but the effort paid off.” Also to be dealt with was a soil stabilization effort, which had Lane bring in DGIMenard Inc. from Bridgeville, Pa. The firm installed all the controlled modulated columns that had four-foot centers and for which they drilled a 12-in. (30.5 cm) hole placed a grout column all the way down to

the bedrock. “This stabilized everything underneath the roads, retaining walls, and box filters,” said Trussell. “That was quite a feat and to do so many holes in that area, and after that work was done, we had some very significantly deep large box culverts for drainage that were installed and they actually deadended it into the river underwater. They were very deep and next to the existing I-35 Mainlane roadway, and at places approximately 10 feet below the water level of the river. Seeing that it is very sandy soil there, you had all that water coming in. Actually, it was more difficult than building the bridge because we’re dealing with the significant amount of groundwater.” The safety of the construction crews also was paramount, with systems set up to protect them from traffic and to minimize hazards that could arise from the use of cranes and barges. Lane crews started on the project in September 2012 and delivered the bridges in at the end of June 2014. Pre-planning for the work began around February 2012 and while the bridge was a $43 million project, it was part of a $212 million project that has Lane widening 10 mi. (16 km) of I-35 in Lorena, south of Waco in McLennan County from two to three lanes in each direction. This will be completed in 2016. “We anticipated most of the problems and came up with solutions,” said Trussell. “We had a contract time where the bridges didn’t
have to be installed until about mid-January, but we were able to work with TxDOT to show them how they could be built and cut six months off the construction time.” Key subcontractors for Lane included: Freyssinet for cable stay design and installation, Hirschfeld Steel for Steel Girder Fabrication, DGI Menard for subsurface improvements, and Star Operations for Signing and Lighting. At peak times, there were about 40 to 50 Lane employees on site and about 10 contractor employees. Lane crews self-performed all of the bridge erection, concrete flooring, and the paving. There was very little demolition, save for the existing frontage road turn-arounds, which were removed and replaced with the continuous frontage road lanes across the river. “It not only helps get people across the bridge rapidly,” said Pruemer, “but it is going to help when they do the interstate widening through the center because when they need lane or road closures, they will be able to divert traffic onto those frontage roads; and if there is an accident on the I-35 they have the ability to put traffic on the frontage road and get across the river without a lull or hard-to-follow detour.” Materials were brought as needed and having access to a nearby municipal parking lot helped, but the work site was tight and the needs of the crews constructing Baylor’s stadium also had an impact. “In order for them to build the stadium,”
said Pruemer, “a lot of the lay down area we would have had went away.” However, despite all the challenges and issues associated with the project, Pruemer stressed that the experience allowed Lane to hone the skills of their crews and train new construction workers. “We hired a lot of local people,” he said. “There is a lot of work going on in the area and it’s hard to get skilled people, so we ended up training a lot of operators and carpenters and many will benefit from that.” The bridge site was 15 mi. (24 km) from the Lorena roadwork site, which allowed Lane to have both projects share equipment, operators, and mechanics. “We were able to bring in motorgraders, excavators, loaders and other pieces of equipment,” said Pruemer, “and we also have a substantial presence in the Dallas/Fort Worth area and we were able to share a lot of equipment with those locations. We also secured a lot of equipment from rental and lease houses.” For the two projects, Lane has two mechanical supervisors and nine full-time mechanics. “We do have three plants on site — an Erie Strayer MG-12CP concrete plant, a Gencor UD400 asphalt plant, and a Pugmill Systems 500B plant,” said Pruemer. “We also have a full eight piece asphalt paving spread and two three-piece concrete paving spreads and these take a lot of mechanics to keep all of that running. Most issues — routine maintenance and immediate repairs we can take care of ourselves. Some of the more complicated that take a lot of time, we prefer to handle at the shop.” Lane maintains a significant stock of parts and pieces on site and qualified mechanics to effect rapid repairs. At the Lorena site, the company has set up a large tent to serve as a temporary shop, offices for mechanics, fuel and oil storage tanks, and parking areas for the vehicles used by the mechanics. “Dealing with some of the rock and the weather can take its toll on equipment,” said Pruemer. Mark Bennis, one the mechanical supervisors, has been with Lane for 15 years. Lane owns about 50 percent of its vehicles and equipment, with 25 percent leased and 25 percent rented. “This is a new area that we moved into and we leased a lot of brand new equipment from the area,” said Pruemer. “We have a significant fleet and we work on projects from Maine to Florida and Illinois. Industry Expresses Disappointment Over Pipeline Veto PIPELINE from page 1
First proposed more than six years ago, the Keystone XL pipeline project has sat in limbo ever since, awaiting a permit required by the federal government because it would cross an international boundary. The pipeline would connect Canada’s tar sands with refineries on the Texas Gulf Coast that specialize in processing heavy crude oil. Republicans and the energy industry said the $8 billion project would create jobs, spur growth and increase America’s independence from Mideast energy sources. Democrats and environmental groups have sought to make the pipeline a poster child for the type of dirty energy sources they say are exacerbating global warming. For his part, Obama said his administration is still weighing the pipeline’s merits, and he has repeatedly threatened to veto any attempts by lawmakers to make the decision for him. Environmental groups said they were confident Obama’s veto was a prelude to a full rejection of the pipeline. But TransCanada, the company proposing the pipeline, said it “remains fully committed” to building. And the Canadian government said it was not a matter of if, but when. The GOP-controlled House passed the bill earlier in February on a 270-152 vote, following weeks of debate and tweaks in the Senate to
insert language stating that climate change is real and not a hoax. Republican leaders in Congress delayed sending the bill to the White House until they returned from a weeklong recess, ensuring they would be on hand to denounce the president when he vetoed the bill. The veto forced republicans, still reveling in their dramatic gains in the midterm elections, to confront the limitations of being unable to turn their ideas into law without the president’s consent — despite the fact they now control both chambers of Congress. Senate Majority Leader Mitch McConnell said the Senate would start the process to try to override Obama’s veto by March 3. Republicans were also considering inserting Keystone into other critical legislation dealing with energy, spending or infrastructure that Obama would be less likely to veto, said Hoeven. The president has said he won’t approve Keystone if it’s found to significantly increase U.S. emissions of carbon dioxide, the chief greenhouse gas blamed for global warming. A State Department analysis found that the tar sands would be developed one way or another, meaning construction of the pipeline wouldn’t necessarily affect emissions. The Environmental Protection Agency earlier this month called for that analysis to be revisited, arguing that a drop in oil prices may have altered the equation.
Industry Leaders’ Remarks
Following President Obama’s Keystone Pipeline veto, the Association of Equipment Manufacturers (AEM) President Dennis Slater released this statement: “I was disappointed — but not surprised — to learn that President Obama has vetoed legislation that would have begun long-overdue construction of the Keystone XL Pipeline. By any measure, the Keystone Pipeline is good —good for the economy and good for the equipment manufacturing industry. It’s also the safer option for the environment, compared to alternatives. At this point, Keystone has been relentlessly studied and scrutinized by the government and outside groups. And the evidence is in: Keystone would not pose a meaningful threat to the environment, and it would promise to create thousands of jobs in construction and manufacturing. The alternative to constructing this vital piece of U.S. energy infrastructure is the continued transportation of crude oil by rail. As we’ve seen recently in West Virginia, this is a volatile and potentially hazardous solution that further diminishes our national rail capacity. I urge Congress to redouble its efforts to pursue construction of the Keystone Pipeline and for President Obama to end his obstruction of this commonsense project.” Sean McGarvey, president of North America’s Building Trades Unions, echoed Slater’s disapproval with simular remarks: “President Obama just made a disastrous decision for thousands of American workers. He had the chance to sign a bill into law that supported American jobs. Instead, he chose to place politics ahead of the economic interests of American workers and deprive thousands of men and women desperate for good-paying jobs. “The Keystone XL pipeline would have created tens of thousands of jobs. It saddens our unions that a president who has sworn to fight for America’s workers has failed them.”
