Iconic Caterpillar Celebrates Turning 100 PEORIA, Ill. (AP) The $32 billion company that puts the Peoria area on the world’s financial map got its start 100 years ago with the deed to a bankrupt tractor plant and a dozen employees. Caterpillar, based in East Peoria, is easily the area’s biggest employer with more than 16,000 local workers. But it’s also 44th in the Fortune 500, employs more than 90,000 people around the world and serves as a bellwether for the economy because its construction and mining equipment is so widely used. “Over the years, our first plant along the banks of the Illinois River has been the birthplace for many of the products that have made us the company we are today,” Caterpillar CEO-elect and Vice Chairman Doug

Oberhelman said. He has been picked to replace outgoing CEO James Owens. Cat got its start when Holt Manufacturing Company of Stockton, Calif., chose East Peoria and the bankrupt Colean Manufacturing plant as its base east of the Rockies. Holt was looking at Minneapolis but a young Peoria businessman named Murray Baker steered Holt toward a relatively new tractor plant owned by the bankrupt Colean Manufacturing Company, according to Caterpillar archivist Nicole Thaxton. Pliny Holt, the nephew of Holt’s founder, came to the Peoria area to check it out, and loved it. “I spent last Sunday in Peoria, Illinois, investigating the plant of the Colean Manufacturing

Company and I must say that I am more than enthused with the location of this plant for our Eastern Manufacturing business,” Pliny Holt wrote in a letter dated July 1, 1909. Holt Manufacturing took the deed to the plant on Feb. 16, 1910, and started work as Holt Caterpillar Company right away. A group of investors bought Holt and another manufacturer, C.L. Best Tractor Co., in 1925, and merged them into Caterpillar Tractor Co. Caterpillar employment reached more than 110,000 and revenue topped $51 billion in 2008 before the recession cut sales and led the company to lay off workers.

The California Department of Transportation (Caltrans), the Federal Highway Administration (FHWA), and the cities of Ontario and Rancho Cucamonga are cooperating to fix Interstate 15 from state Route 60 in Ontario north to 6th Street in Rancho Cucamonga.

The American Recovery and Reinvestment Act of 2009 (ARRA) was intended to be an effective antidote to high unemployment and stagnant growth in the construction industry. A year after the Act passed, the consensus is that things would have been worse without it. There is no denying the impact on the industry of billions of earmarked dollars. Yet there is disappointment. While major construction associations continue to voice support for the stimulus package for which they lobbied hard, even they sound a little defensive about it. “To appreciate the success of the Recovery Act’s transportation provisions, it is necessary to sidestep the political rhetoric about ‘outlays’ and jobs created vs. saved,” declared a white paper authored in February by the Transportation Construction Coalition, co-chaired by the American Road and Transportation Builders Association and Associated General Contractors. “The simple facts from the Federal Highway Administration and Federal Transit Administration are that, as of Feb. 17: • $16.84 billion in recovery act highway funds are

As a Clean Energy Leader, New Holland has been pioneering the use of bio-diesel in agricultural machinery since 2006, and currently is researching the most advanced technologies. It developed the NH2TM tractor, the first to use hydrogen fuel cells, and the Energy Independent Farm concept, exploring ways to enable farmers to reach zero emissions and energy independence in the future. In the meantime, Tier IVA emissions regulations will become a legal requirement in 2011 for medium- and heavy-duty engines above 174 hp (130 kW). “We believe that a one size fits all approach just won’t work in modern farming,” explained Pierre Lahutte, director of Global Marketing and Communication of New Holland Agriculture. “We are committed to integrating the best available engine technology for every machine and operation.” To achieve these goals, New Holland has adopted SCR (Selective Catalytic Reduction) technology for machines with engines above 100 hp (74.5 kW) and CEGR (Cooled Exhaust Gas Recirculation), for engines below 100 hp. These solutions have been developed in partnership with Fiat Powertrain Technologies. It has already produced more

than 100,000 Cursor and Nef engines that effectively use SCR technology. Throughout this process, the technology has been continually developed and refined. This has resulted in a reduction in operating and maintenance costs, while increasing productivity and meeting emission requirements at a competitive price, according to the manufacturer. SCR is an after-treatment system that is separate from the main engine function and does not compromise horsepower or torque. The SCR system uses a catalyst that treats the nitrogen oxides contained in the exhaust gas with an odorless mixture of chemical urea and purified water, transforming them into harmless water and nitrogen. It is easy to use and simply requires the operator to fill the additive tank. “SCR will be further developed to guarantee our customers the most reliable, costeffective and state-of-the-art products, when future, ever more stringent emission regulations are introduced for the agricultural industry,” said Lahutte. “By using SCR technology beginning in 2011, New Holland has invested in research and development now that will be invaluable in helping us to achieve final Tier IVB requirements.” For more information, visit www.newholland.com/na.

JCB Pledges Financial Support for Chilean Quake Victims JCB Chairman Sir Anthony Bamford pledged assistance worth $100,000 to help in the rebuilding efforts in the wake of the Chilean earthquake disaster. He donated a 3C backhoe loader complete with attachments and spare parts to help with reconstruction efforts in the country’s second city Concepción, which was hit by an 8.8magnitude quake. More than 700 people were killed and approximately 1.5 million homes also were damaged. Initial estimates put the cost of rebuilding at between $15 billion and $30 billion. JCB, which has a backhoe factory in Brazil, is supplying the machine through its Chilean dealer Derco, which also is making available free-of-charge a fleet of used machinery for the authorities to use in rebuilding efforts. Derco’s HQ in the Capital Santiago — 270 mi. away from Concepción — has been severely damaged by the quake while its premises in Concepción appear to be largely unaffected.

Bamford said “This is one of the most powerful earthquakes on record and it has had a catastrophic effect on Concepción. I hope in some small part our donation will contribute to the rebuilding effort and help some of those people whose lives have been turned upside down by this disaster.” The contribution to the aid effort follows a series of other JCB machinery donations in recent years to other parts of the world hit by natural disasters, including the 2008 earthquake in Sichuan Province in China, when six backhoe loaders and a team of operators were sent from the company’s factory in Shanghai to help the clear-up effort in the region. JCB also donated machines to help in the aftermath of the Asian Tsunami in 2004, with JCB diggers deployed to Thailand, southern India, Sri Lanka and Indonesia. Earlier this year JCB donated equipment to help the disaster relief effort in Haiti following the devastating earthquake that killed approximately 220,000 people.

The Chrisp Company, also located in Fremont, is responsible for traffic striping and markers, and Stanton’s Modern Alloys, Inc. is doing the guardrail work. During the ongoing excavation, 53,000 cu. yds. (40,521 cu m) of earth will be removed. In addition, almost 82,000 lane-ft. (24,994 m) of pavement will be replaced. Some of this extra material will be used as base material in median paving and the rest will be crushed and hauled to a waste facility. After Phase 1 is complete, which included widening the bridges and median paving, the median lanes will serve as temporary traffic lanes while the Super-Slab is being put into place on the regular lanes. The project is expected to be complete by the spring of 2011. Caltrans is providing ongoing project information including closures at www.caltrans8.info.

Bucyrus Completes Acquisition of Terex Mining Business Bucyrus International Inc., a designer and manufacturer of mining equipment, completed its acquisition of the mining equipment business of Terex Corporation. The transaction will position Bucyrus as the premier supplier of mining equipment, serving its customers from nearly 100 locations around the world with a team approaching 10,000 people. “We are pleased to announce this important milestone for Bucyrus as we begin our 130th year in business. World of Asphalt Draws Record-Breaking Attendance

T

he co-located 2010 World of Asphalt Show & Conference and AGG1 Aggregates Forum & Expo have just concluded a record-breaking run despite the lingering downturn. The shows, which were held Feb. 15 to 18, at the Duke Energy Center in downtown Cincinnati, posted record numbers for registrants, amount of exhibit space taken and number of education session tickets purchased. Final registration numbers topped 6,200 for the two shows compared to 5,795 for the 2009 events, and included registrants from all 50 states, all 10 Canadian provinces and more than 30 other countries worldwide. More than 25 percent of the attendees were company presidents/owners, vice presidents, general managers or chief financial officers. All together, 80 percent of registrants were in managerial roles. The show floor covered 87,000-plus net sq. ft. of exhibit space, compared to the 2009 total of 85,900 net sq. ft. More than 340 exhibitors showcased the latest technologies, equipment and products for aggregates, asphalt, pavement maintenance and traffic safety professionals. Attendees purchased 6,600 education session tickets for the conferences, training programs and seminars held with the two shows, compared to the 2009 total of 5,730. “This was truly an industry gathering place with a positive buzz throughout the convention center. Participants connected to share experiences and get up to speed on the latest technologies and ‘best practices’ that will drive growth in tomorrow’s economy,” stated Show Director Melissa Magestro. “Our industry has been hit hard by this recession but there is some optimism looking ahead. We received very favorable feedback about the shows’ value in fostering these industry connections to help participants succeed,” Magestro added. “World of Asphalt and AGG1 are industry-run shows, and industry support has been key to their success,” explained Magestro. “We understand that attendees and exhibitors need to carefully evaluate their budgets and time and make choices. Our industry partnerships and co-located events broaden the depth of the show experience for all participants and provide maximum return on investment,” she stated. Co-locating with World of Asphalt and AGG1 in 2010 were the Flexible Pavements of Ohio annual meeting and the Plantmix Asphalt Industry of Kentucky (PAIKY) Winter Training School. Several educational gatherings also would held in conjunction with the shows. These included the AGG1 Academy; the People, Plants and Paving Program; and the Asphalt Pavement Alliance’s Asphalt Pavement Conference. Attendees also had access to the co-located National Traffic Management and Work Zone Safety Power Workshop, sponsored by the American Road and Transportation Builders Association (ARTBA); a NIOSH Seminar on Major Hazard Risk Assessment; a Project Management Essentials workshop; and an OSHA 10-hour course for construction workers certification program. The shows are not held during ConExpo-Con/AGG show years, so in 2011, World of Asphalt and AGG1 exhibitors and products will be spotlighted at ConExpo-Con/AGG, in March 2011 in Las Vegas. The co-located shows return in 2012 — March 12 to 15 in Charlotte, N.C. World of Asphalt is owned by the National Asphalt Pavement Association (NAPA) and Association of Equipment Manufacturers (AEM); AGG1 is owned by the National Stone, Sand and Gravel Association (NSSGA). AEM is the producer of the show.

under construction; • $8.46 billion in highway funds have been committed for specific projects; • $7.24 billion in recovery act public transportation funds have been awarded; and • $1.07 billion in public transportation funds are pending award.” Nonetheless, it is almost impossible to “sidestep the political rhetoric” of the ARRA. The stimulus package was a signature initiative of a new administration and was hailed as the major anti-recession weapon in the administration’s arsenal. The politics of the legislation were virtually interwoven with its other provisions. Assurances repeatedly were given about the number of existing jobs it would save and new jobs it would produce — with a Web site created to track them all. The legislation’s authors said the package of spending programs would spur immediate revival in the building industry via “shovel-ready” projects as well as lay the foundation for longer-term infrastructure renovation and replacement. Twelve months later, it is safe to say the promise of the Recovery and Reinvestment Act is not fully realized. Clearly, the money helped preserve construction jobs. Less clear is if the money actually stimulated construction activity beyond the work funded by the original federal infusion. It is not clear that the funding had a multiplier effect, that it was seed money for subsequent state and private sector investment. And the debt incurred in funding the initiative is worrisome to many. Mostly Overlay Work In Texas, Austin Bridge & Road picked up a stimulus-funded $30 million job in Louisiana shortly after the Act was passed, a project that won’t be complete until later this year. However, the Irving-based company has not landed anything comparable since. “We have picked up a few others, the socalled shovel-ready projects, mostly asphalt overlays. Those are the kind of projects that take three to six months,” said Jim Andoga, company president, “and that saved a few jobs, but I want to tell you that when those months ended, those people were gone. The stimulus needed to generate projects that were more long-term. Most were shortterm.” Austin Bridge & Road produced just under $500 million in revenue in 2009, but it still was a year of shrinkage. When 2009 began, its payroll numbered almost 1,300. More than 250 positions have been lost

since. “Some contractors had more than half their employees laid off,” added Andoga, who is western region vice chairman of ARTBA. “They had more than 2,000 employees and are down below a thousand now. They tell me, ‘Wow! You’ve done a hell of a job.’ Well, we were fortunate to have some other projects. Where we have lost is with the asphalt work, the stimulus jobs.” Andoga is concerned that he soon will have to cut deeper. “I look at my professional staff, my engineers and estimators. As the stimulus money goes away, I’m going to have to lay off salaried staff, the jobs that had been protected. I just don’t have that much work to chase, so I am sitting here with an estimating department without any work. “We are hearing similar stories throughout the country. Yes, there are some companies that were fortunate to have picked up a lot of these stimulus projects, but a lot of that work went very, very cheap.” At the other end of the country, Chuck Niederriter has a different take on the stimulus funding program. Niederriter is chief operating officer of Golden Triangle Construction Co., and president of Constructors Association of Western Pennsylvania. “If you don’t think the stimulus has worked, ask Chuck,” President Obama said in mid-February during a press conference marking the one-year anniversary of the ARRA’s passage. Niederriter was on the stage with the president. Golden Triangle has landed two projects that will begin this summer. The jobs had been on the planning shelf awaiting funding, which the stimulus package now has provided. One is a runway project at Pittsburgh International Airport and the other a state highway improvement project involving concrete overlay on asphalt. The two jobs will employ approximately 100 workers, Niederriter said — “most of whom will be recalled. If we hadn’t gotten this work, they wouldn’t have been called back.” Niederriter said that last year he anticipated winning stimulus-funded projects for Golden Triangle and subsequently did. “Maybe I even got a little more than I thought I would.” He said most of the 70 members of the

Power Side Discharge Bucket Ups Utility Case Construction Equipment’s power side discharge bucket for skid steers and compact track loaders increases machine utility, making it possible to do more work with the same machine. DIG-R-TACH Allows for Use Terex Ups Lift Height, Bucket With Large, Small Hydraulics Rollback With Updated PT-30 The new Terex PT-30 compact track loader is designed with a 26 percent increase in lift height, a 16 percent increase in operating capacity and a 45 percent increase in bucket rollback to enhance its production while continuing to offer operators the compact and maneuverable operation of its predecessor. “We continue to enhance our compact track loader lineup based on feedback from our distributors and customers,” said Rick Harris, senior product manager, Terex Construction Americas. “The original PT-30 was introduced in 2001 and continues to be one of our best-selling models for small landscapers and construction contractors, landowners, hobby farmers and municipalities. Our goal with the new PT-30 was to update it with the features that are most popular with our other compact track loader models, while keeping the attributes that have made it so well-liked.” The smallest compact track loader in the Terex lineup, the 4-ft. (1.2 m) profile of the PT-30 offers productive work in limited access areas. The 33.7-hp (25 kW) PT-30 offers an operating weight of 3,600 lb. (1,633 kg), a tipping load of 1,900 lb. (862 kg), with a 950-lb. (431 kg) operating capacity at 50 percent tipping load capacity, and a lift height of 101 in. (265 cm). With a low 3.0 psi ground pressure, the PT-30 easily works on soft or sensitive surfaces with minimal damage or impact, according to the manufacturer. Several features on the new PT-30 have

been updated to match the Terex PT-60 model, including the design of the loader arm. The PT-30 comes standard with loadermounted quick attach interface, allowing it to attach to a wide range of attachments including an auger, backhoe, brush cutter, leveler, pallet forks, box rake, snow blade and blower, tiller and trencher, as well as general purpose, light material and multipurpose buckets. Attachments from Terex for the PT-30 are performance-matched to ensure proper fit, balance and operation. The PT-30 is equipped with pilot-operated joystick controls and a comfortable operator station for easy operation. This model comes standard with a general purpose track with the Terex Posi-Track undercarriage technology and suspension, giving the PT-30 more traction, higher flotation and better operating comfort so operators can make full use of the machine’s higher travel speeds. SECTION GOMACO Offers IDBI Attachment for Commander III GOMACO has taken the Commander III four-track to the next level in concrete slipform paving. The Commander III, used around the world for lane additions, shoulders and variable-width paving with the V2 mold, now offers the new IDBI attachment for dowel bar insertion, according to the manufacturer. The new IDBI attachment is an independent unit providing dowel bar insertion behind a paver. The Commander III fourtrack with IDBI attachment, set to insert transverse joint dowel bars in pavements up to 16 ft. (4.88 m) wide, was on display for the first time ever at World of Concrete 2009 in Las Vegas, Nev. The IDBI attachment is a new generation bar insertion system. The attachment is powered by its own C4.4, Tier III, diesel Caterpillar engine with 91 hp (68 kW) at 2300 rpm. No power or hydraulics is needed from the Commander III’s engine. In fact, once the IDBI attachment is bolted to the framework on the Commander III, the only connection is the CAN cable for machine automation. The CAN cable connects the IDBI’s controls to the controller on the Commander III and allows the two systems to communicate. For example, when the Commander III stops

and starts, the tamper bar and screed on the IDBI turn on and off automatically in coordination with the paver. GOMACO engineers have designed a bar insertion concept and created an independent attachment that is selfcontained and self-powered. The new design features a new IDBI tray that is stronger, more compact and makes width changes easier. New adjustableheight bar extractors allow contractors to quickly and easily change the setup for different bar sizes for insertion requirements, according to the manufacturer. The IDBI controls have all been designed in-house by GOMACO controls engineers. Its new GOMACO G+ control system features the same graphical display as the G22 controller, with easy to learn and easy to understand controls. The IDBI information is presented in full color, commands are presented in full text, and it is able to operate in two languages, by customer’s choice. It offers the choice of metric or imperial measurements. The new IDBI control system also offers troubleshooting capabilities and other features that will make start up and general paving each day faster and easier, according to the

manufacturer. The new independent IDBI attachment features its own outriggers to aid in attaching the unit to the paver and also for loading and unloading the unit for transporting. The outriggers can be hydraulically lowered and placed on the ground to support the full weight of the IDBI as it is attached to or detached from the paver. The outriggers on the attachment have 48 in. (121.9 cm) of stroke and also are used to raise the unit so a trailer can be backed underneath for transport. The four-track Commander III paver with IDBI attachment requires the new pistonstyle legs, which utilize a round inner tube

and a keyway for steering control. The new legs have more steering torque for tighter turning capabilities and jobsite maneuverability. The other major change is the hydraulically telescoping leg pivots on the rear of the paver. The telescoping pivots allow the machine to achieve sufficient length to mount the IDBI to the paver. It also allows the legs to be retracted to meet shipping requirements or to pave without the IDBI. The pivot feature allows maximum versatility in track placement to meet job-site requirements. The Commander III fourtrack still has a shipping width of only 8.5 ft. (2.59 m). The IDBI attachment will soon be available for other GOMACO pavers. Auctioneers is selling its former 40 plus/minus-acre auction site just off the I-10 East Highway during an upcoming two-day unreserved public equipment auction at the company’s new Houston permanent auction site (15500 Eastex Freeway) in Humble from March 24 to 25 starting at 8:00 a.m. each day. The land will be sold on March 24 at noon to the highest bidder-regardless of price. “This is a great opportunity for buyers to purchase prime industrial land for fair market value. RENO, Nev. (AP) An ongoing effort to step up flood protection in the Reno-Sparks area is turning into a bit of a disaster itself. City officials said errors that were made while rushing through a flood plan for the Truckee River will delay congressional approval by another year. That means local residents could suffer through another significant flood like the one that caused nearly $800 million in damage in January 1997 before the project is ever built. “This keeps moving back,” said Ron Smith, a Sparks councilman who serves on a local coalition pursuing the flood project. “We’ve got a lot of risk out there, and this is unacceptable,” he told the Reno Gazette-Journal. Roger Henderson, the project manager of the U.S. Army Corps of Engineers, said the latest problem stemmed from a series of errors made in hydraulic models for the government’s proposal. The Corps intends to hire consultants to fix the problem by next September, a process that should delay congressional authorization until at least 2012, he said. Trying to rush the process was part of the latest problem, Henderson said. “We took a lot of short cuts, and there were risks, and for some reason, the risks didn’t work out for us,” he said. “If I’m going to give you a delay, I want this to be the last delay.” Any delay is a potentially serious problem, said Washoe County Commissioner Bob Larkin, who chairs the flood panel. “Every minute now that we procrastinate, we delay, brings us closer to the next event,” Larkin said. “And the next event won’t be a little event. It will be catastrophic to this community.” Sparks Mayor Geno Martini, whose city’s industrial area is among the most at risk from floods, said future floods are inevitable before the project is completed. Once approved, construction of the entire project is expected to take 10 to 15 years. “We’ll definitely flood before we get this done, maybe repeatedly,” Martini said. As the federal review continues, local government agencies continue to build components of the larger flood strategy with local funds. Multimillion-dollar projects completed or under way include construction of a levee and floodwall protecting the Reno-Sparks Indian Colony and restoration of downstream stretches of the Truckee River at the Mustang and 102 ranches and at Lockwood. Local officials have discussed the possibility of separating from the Army Corps and building whatever flood protections are possible with local funding alone. But because well-intentioned changes made by the federal government to the Truckee River decades ago are largely responsible for problems with the river today, some federal role is clearly justified, Larkin said. “The Army Corps of Engineers caused this problem in the beginning,” Larkin said. “The question becomes just how much participation the federal government should have in fixing a problem they caused.”

Former AED Washington Counsel Tony Obadal Dies Anthony J. Obadal passed away on Feb. 13, 2010, at the age of 77. He served as AED Washington Counsel for more than three decades and played a central role in the establishment of AED’s Government Affairs Program. In the early 1970’s, Obadal set up the AED Washington Office both to represent the interests of equipment distributors in the nation’s capital and to help AED members get more involved in the policy process at the grassroots level. Shortly after his retirement in 2002, Obadal received the AED Democracy Award for his lifetime of service to the association. “Tony was a great advocate for the equipment industry, a larger-than-life personality, and a good friend,” AED President and CEO Toby Mack said. “He deserves much of the credit for our association’s elevated political visibility in Washington, D.C., and the increased political activism of our members around the country.” In addition to his work for AED, Obadal served a number of other association clients through his law firm, including the Aeronautical Repair Station Association, the American Concrete Pipe Association, the American Concrete Pressure Pipe Association, the National Contractors Association, and the National Stone, Sand & Gravel Association. Before entering private practice, Obadal served as Court of Appeals attorney for the National Labor Relations Board and as labor counsel for the U.S. Chamber of Commerce. Obadal also was involved in a number of community and professional organizations over the years. He was a past chairman of the board of the Westminster School in Annandale, Va., served on the legal advisory board of the National Legal Center for the Public Interest, the board of The Road Information Program, and as a board member and president of the Thomas More Society of America. ago, “but the bill is without a doubt going to expand infrastructure-related equipment markets…” While a full release of stimulus dollars obviously hasn’t occurred, a significant market expansion hasn’t happened either. In fact, the Equipment Leasing and Finance Association’s leasing and finance Index for January showed new business volume has declined by 24 percent compared to the previous January. That squares with what Ronnie Rowe has seen from his vantage point as manager of a James River Equipment dealership in Greensboro, N.C. Rowe said most projects in his market area have been highway resurfacing jobs, which he dismisses as “the quick and visible fix. Contractors doing resurfacing don’t have a lot of equipment needs.” The dealership boss said business activity in 2009 was about as slow as he has seen, including during the “Carter recession” years when interest rates skyrocketed. Oddly enough, he was buoyed somewhat the last weekend of February when he attended the liquidation auction of an equipment dealership in Greensboro. “There was a lot of activity there, so maybe that means people are making moves.” Rowe actually is hopeful that 2010 will be busier at his place. In conversations with customers and engineers, he has come away expecting some “serious” stimulus-funded infrastructure work — major bridges and off-ramps — in the third quarter of the year. “That kind of work might take a little of our equipment.” Last spring, a Maryville, Mo., contractor, Loch Sand and Construction Company, won one of the first stimulus contracts let in the country. Four projects were handed out by the Missouri Department of Transportation in January contingent on passage of the Recovery and Reinvestment Act the following month. Work on all four jobs ensued the day of the signing. Loch’s $14.5 million job entailed milling off 7 mi. of Interstate 35 in Missouri and overlaying 8 in. of concrete as well as pouring four bridge deck replacements. “We had about 40 people on that job.” recalled Rob Loch, a principal of the company who works from the firm’s Kansas City office. “Without that job we wouldn’t have had a place to put about 35 of those people. Without the stimulus, I would think construction work in Missouri and Kansas

would have been substantially smaller last year.” But Loch voiced underlying concern about the debt incurred by Washington to float the stimulus funding package. Combined with other federal borrowing, the debt could be reaching a critical mass, he acknowledged. “I don’t like to spend money we don’t necessarily have,” he said, “but at least the country is getting a substantial product out of it.” Niederriter made the same point from his office in Pennsylvania. “The stimulus is not a social program,” he said. “This beats just giving money away. We’re giving back a product, a service that’s needed.” Nevertheless, the immediate and future cost of the stimulus initiative worries some economists — and possibly some contractors. In April 2009, USAToday quoted Dr. Eric Fruits of Economics International, a Portland, Ore., firm. The economist was asked how effective he believed the stimulus package would be. He responded that the borrowed money would have to be repaid and when payment time comes, “a job today may come at the cost of someone not having a job in two or three years.” When contacted in late February, Fruits continued to express skepticism. “Any sort of money you throw out there is going to have some sort of positive impact,” Fruits acknowledged in a phone interview, “but the objective of the stimulus was to jumpstart the economy, to prime the pump, or as some people put it, to put the paddles on the patient. I don’t think it really has been demonstrated that the stimulus is what has gotten the economy moving.” Even with a larger chunk of ARRA funding coming into the marketplace in 2010, Fruits and other economists are concerned that the eventual 2011 drop-off in stimulus funding will spark a regression in economic activity and job growth. “And in the long run,” Fruits said, “it is going to really drag down the economy. The huge deficits are going to become a drag on the economy. sold several million dollars worth of equipment in the Orlando auction, including wheel loaders, excavators, articulated dump trucks, crawler tractors and trucks. “There’s less work so we’re downsizing, but we’re not out of business,” said Laverne Young. “We were very thorough about this decision. We talked to four or five companies and Ritchie Bros. came up with the best plan for us. We are very, very happy with the results of the auction. About 95 percent of the items sold for more than we expected — and some went for a lot more. I think the amount of people at the auction, and the number of places they come from, is the biggest factor.”

Auctioneers in Orlando, Fla., from Feb. 15 to 19. Thousands of people visited Ritchie Bros.’s permanent auction site to inspect more than 7,200 equipment items and bid in person; thousands more participated online at www.rbauction.com. Bidders from outside Florida purchased $118 million of equipment (85 percent), including $61 million purchased by out-of-country bidders (44 percent). “There was such a positive atmosphere at the auction: we had a huge international crowd at the site, with active bidding online; buyers were impressed with the selection of equipment and the fairness of the bidding and sellers were pleased with solid pricing,” said Steve Kriebel, Ritchie Bros. regional manager. “We had thousands of people bidding on all five days of the auction, and they came from all over North America and the world. Thanks to the size and diversity of the bidding audience at the auction, pricing was strong across all equipment categories. This auction exceeded our expectations in pretty much every respect. We experienced overall growth in Orlando in 2009 compared to the prior year, and 2010 is off to a good start.” Ritchie Bros. sold equipment and trucks on behalf of more than 600 consignors, including Young’s Contracting of Niceville, Fla. Co-owners Laverne Young and his son, Kirk,
