onExpo-Con/AGG and IFPE 2014 took center stage in Las Vegas March 4 to 8 with tremendous energy and serious buyers. Total registration of 129,364 soared past the last edition of the shows as they achieved the second-highest attendance in their history. The shows also set new records for exhibit space, number of exhibitors and education tickets sold. Industry Rejects OSHA’s Crystalline Silica Proposal The Construction Industry Safety Coalition, which represents 25 different construction trade associations, issued the following statement as it filed comments regarding the Occupational Safety and Health Administration’s (OSHA) proposed Crystalline Silica Rulemaking:
“After an exhaustive analysis that involved hundreds of construction safety professionals, builders, construction managers and specialty trade contractors representing virtually every facet on the industry, it is our conclusion that the administration’s proposed new silica rule is significantly flawed and will do little to
improve workplace health or safety. Specifically, the proposed rule sets a silica exposure standard that cannot be accurately measured or protected against with existing equipment and includes a series of data errors that undermine many of the rule’s basic assumptions. “The proposed rule’s new silica exposure limit is virtually impos-
sible to accurately measure or protect against using existing technology. For example, commercially-available dust collection technology is not capable by itself of protecting workers from the rule’s new silica exposure limit. A limitation the agency appears to acknowledge in its see SILICA page 65

JCB Flies Flag for Innovation at Milestone Celebration JCB has celebrated the production of its 10,000th Teletruk forklift in patriotic style — by producing the milestone machine in the colors of Great Britain’s Union flag (also known as the “Union Jack�). The red white and blue machine was snapped up by one of the UK’s best-known waste management companies, Biffa, who runs one of the largest fleets of JCB Teletruks in the world. It was sold by JCB dealer Watling JCB of Whetstone, Leicestershire. The keys to the colorful machine — a TLT 35D 4 x 4 Eco — were handed over by JCB Chairman Lord Bamford to Biffa CEO Ian Wakelin, at JCB’s World Headquarters, before the machine was placed into service at Biffa’s new flagship mechanical biological treatment facility in Horsham, West Sussex, where it is the sole industrial forklift truck handling waste bales.
“We have long recognized the advantages the JCB Teletruk’s forward reach ability brings to our business, which is why we have over 50 of these innovative machines working at our plants across the UK,� said Wakelin. “Its ability to reach forwards and load and unload trucks from one side saves time, space and ultimately money, which is crucial in an industry as competitive as ours. We are delighted to have taken delivery of the unique 10,000th Teletruk, the only one in the world to be painted in the colors of the Union flag.� The red, white and blue Teletruk is highly specified with a full cab and air conditioning, waste kit and a Cascade bale clamp. It also is one of the first machines off the production line with the brand new “JCB Diesel by Kohler� engine, a highly fuel-efficient Tier IV Final/Stage IIIB, which not only meets the next stage of emissions legislation without the need for a diesel particulate filter (DPF), but also uses less fuel and improves efficiency. The JCB Teletruk, manufactured at JCB Utility Products, Cheadle, Staffs, is the only counterbalanced forklift in the world with the ability to reach forwards. It is the only industrial truck with 4x4 capability and can work in rough or unprepared ground conditions enabling customers to keep the machine working in spaces previously considered inaccessible and in a range of applications due to its ability to pick up a host of attachments including clamps, grabs, lifting hooks, buckets, forks and rotators, according to the manufacturer.

Attendees also took advantage of the shows’ strong industry education programs and the unparalleled opportunity to connect with industry peers, take the pulse of what’s happening and learn what the future holds. “The enthusiasm and traffic on the show floor was just incredible. Exhibitors cited the high quality of attendees; they told us these were serious buyers and reported robust sales to existing as well as new customers that exceeded their expectations,” said Megan Tanel, ConExpo-Con/AGG show director. Quality Attendance, International Scope ConExpo-Con/AGG and IFPE 2014 maintained the growing international scope of the shows with international registrations totaling more than 31,000, or an increase of nine percent from the most recent events. The number of countries represented increased to 170 from 159 in 2011, and the number of international attendees matched the record 24 percent of total attendance set in 2011. International attendance drew heavily from Latin America, China, Canada and Europe. More than 75 percent of show visitors were in managerial roles (with 36 percent of these with the top titles of president/owner and vice president/general manager/chief financial officer). Both shows set new records for exhibit space and number of exhibitors, ConExpo-Con/AGG with more than 2.35 million net sq. ft. of exhibit space and more than 2,000 exhibitors, and IFPE with more than 161,000 net sq. ft. and 400 exhibitors. A record 41,000 education ticket sales were sold to the shows’ education programs, underscoring their relevance to helping attendees succeed in today’s business environment. “ConExpo-Con/AGG and IFPE 2014 reflected the feeling of momentum building in the industry. We are industry-run shows with industry needs put first; these show numbers are a testament to the value attendees, exhibitors, and other stakeholders derive from their participation,” said Melissa Magestro, IFPE show director.

SCE to Auction Equipment Southern California Edison (SCE) announced March 10 that it plans a public auction to sell surplus machinery and equipment at the San Onofre nuclear plant, which was permanently retired last year. SCE has retained MRI Auctions Inc, a division of Machinery Resources International Inc. an industrial machinery auctioneer in Simi Valley, Calif., to facilitate the auction from March 26 to 28 via live Web cast or in person at San Onofre just south of San Clemente. Surplus inventory and components for sale include large capacity manual and computer numerical control (CNC) machine shops. CNC is a type of programmable automation which uses microcomputers to carry out machining operations. New parts, heavy metal and sheet metal fabrication equipment are among the other items listed for sale. No items for sale were associated with radiological plant operations. “The sale of such equipment is a standard practice for decommissioning industrial sites such as San Onofre,” said Doug Bauder, SCE vice president of operational services. “It’s an efficient way for SCE to reduce inventory and redirect valuable equipment to
companies that need it.” The auction begins at 10 a.m. on March 26 at the Mesa portion of San Onofre on the east side of Interstate 5. Bidders may register on the MRI Web site, as well as view pictures of the items for sale. Bidders also may inspect the equipment at San Onofre from 8 a.m. to 4 p.m. on March 24 and 25. Global Industry Gathering Place Among the show visitors were Acting U.S Deputy Secretary of Commerce Patrick D. Gallagher, Acting U.S. Deputy Secretary of Transportation Victor Mendez and former U.S. Rep. James Oberstar, who served as chairman of the House Transportation and Infrastructure Committee from 2007 to 2011. The shows were chosen for the prestigious U.S. Department of Commerce (DOC) International Buyer Program, which helps facilitate global attendance. More than 50 official international attendee delegations were organized by DOC as well as show industry partners. More than 95 allied associations and groups were official supporting organizations, coming from the United States, Canada and 16 other countries worldwide. Several national industry associations held their annual conventions or high-level board meetings at the shows; they joined hundreds of other industry and company meetings, from large events to smaller committees and other groups, all taking advantage of the shows to meet and share knowledge and learn from one another. Education, Exhibits The ConExpo-Con/AGG 2014 education program covered 120 sessions over 10 targeted tracks. The IFPE Technical Conference anchored IFPE 2014 education, joined by half-day “college-level courses” and a new Fluid Power Seminar series, from Hydraulics & Pneumatics magazine. ConExpo-Con/AGG featured a new Demolition & Recycling exhibit pavilion from the Construction & Demolition Recycling Association (CDRA) and the Technology & Construction Solutions pavilion from the Associated General Contractors of America. IFPE featured exhibit pavilions from the Power Transmission Distributors Association (PTDA) and for sensors manufacturers and product suppliers. Gary Davis Smith Passes at 54 Gary Davis Smith, 54, of Lake Oswego, died Feb. 22, surrounded by his friends and family. He was born Feb. 25, 1959, to Roger and Carol Smith and lived his whole life in Lake Oswego. Mr. Smith graduated from Lakeridge High School in 1977 and received a B.A. in business from Oregon State University in 1981. He then founded Construction Equipment Company with his father, Roger, that same year. Headquarted in Tualatin, Ore., the company manufactures rock crushing and screening equipment. Mr. Smith lived life to the fullest. Together, he and his wife Debbie had a positive outlook on life. “I have no bucket list and I am surrounded by people I love,” he said. “No regrets,” was his motto. He was also an avid photographer and Lakeridge baseball fan. He dedicated many volunteer hours. He took photos of many of your families. He lived in a house divided, but proudly wore the Duck shirt only to be caught with the Beaver shirt underneath so he did not get a rash. He loved traveling with his family and friends. Mr. Smith faced the last days of his life with dignity, humor and love for all around him. He fought bravely and without complaint for the last three years against not one but two primary cancers. Throughout his journey, he never lost his sense of humor, infectious optimism and the love he had for his family and friends. He is survived by his wife and best friend, Debbie; children, Lauren and Tyler; parents, Roger and Carol Smith; sister and brother-in-Law, Leasa and Jonathan Lowy; and nieces, Anna and Sophie Lowy. He was a chosen honorary father to Olga, Galina and Melissa; father-in-law, Wayne; brother-in-law, Mark; nieces, Amber and Ashley; and many friends. Smile if you are one of them because it is what he would want. Grow a mustache for him if you can. In lieu of flowers, the family is requesting that donations be made to the Lakeridge Baseball program in his honor, at pacerbaseball.net. Critics Heatedly Attack 50-Year Deal for Private Operation on Boulder Turnpike Critics heatedly attacked a 50-year deal Feb. 12 that would allow a private consortium to operate the main highway between Denver and Boulder, saying it will last too long and puts the public at risk. The Colorado Department of Transportation called a public meeting amid widespread criticism of its proposed contract with the consortium, Plenary Roads. Plenary would perform $425 million in construction to add toll lanes. The consortium would then collect all the tolls and maintain and plow the highway. Two lanes in each direction would remain free. About 250 people packed into a meeting room in Westminster, and many of the speakers denounced the deal, The Denver Post reported. “Fifty years is an insane amount of time,’’ Mike Skirpan of Boulder said. “Where is our protection?’’ “You never, ever sell a public entity to a private interest,’’ said Denver-area

This is the second generation of Bomag’s milling models. Its prior BM 500/600 series has quickly become a market success in the trimmer mill category by giving contractors enhanced comfort levels and quick change rotors. Now this next generation of commercial mills has arrived with three new models: The BM1000/35, BM1200/35, and BM1300/35. Bomag worked with experienced operators throughout the -35 design conception. Milling Machines Play Vital Role in Road Construction By Jeff Winke SPECIAL TO CEG
The description of the equipment and process may not reveal the significant role that the asphalt milling machine plays in road construction, but it is key. The asphalt milling machine — also known as a cold planer, pavement planer, pavement recycler, or roto-mill — is a construction machine used to remove bituminous pavement or asphalt concrete from roadways. The result is a somewhat rough but even surface that can immediately be opened to traffic. The milled surface is accomplished by bringing a rotating mandrel or “head” into contact with the pavement at an exact depth or slope. The mandrel has hundreds of hardened spikes or teeth on its surface, which bite and cut away at the roadway’s surface. The surface material that is removed is normally fed by conveyor into a dump truck or semi trailer, but can be left in place or windrowed to be removed or recycled later. A water spray system provides cooling for the mandrel, as well as dust management. In the 1970’s, Galion Iron Works, based in Galion, Ohio, manufactured the first production milling machines, which were called Galions. These first units resembled motorgraders in shape and size. The difference was there was a 30-in. wide (76 cm) milling head where the scraper blade would normally be. The cutter drum was set into action by a large hydraulic pump. Asphalt milling is the process of grinding up asphalt that can then be recycled. The process came about because many streets were getting layered higher and higher as new surfaces were added, thus reducing the curb height and creating roadway drainage problems. Early milling machines were simply a mining mandrel attached to a mobile undercarriage. They were designed to remove a layer of old concrete or asphalt so that a new layer could be applied to a better quality base than resurfacing over the old road surface. From the start, the emphasis for milling machines was to place more power to the cutting drum, which is needed to remove more material. Thus, the cutter head itself and the cutting teeth designs became critical. The cutting teeth would dull fairly quickly and needed frequent replacement. The replacement process could cause enough downtime to greatly detract from the initial efficiency of the milling process itself. So manufacturers worked on designs for quicker replacement as well as increased durability of the cutting teeth. Terex Bid-Well 4800 Paver Set to Record 186-Ft. Width on Florida Airport Project In October 2013, paving crew members of the Tutor Perini Ft. LauderdaleHollywood Venture tested the limits of the Terex Bid-Well 4800 paver when paving Taxiway Cell 3 at the Fort Lauderdale-Hollywood International Airport in Florida. One of 33 complex concrete pours completed by the 4800 paver, crews paved this part of the taxiway at a 45 degree skew, perpendicular to the beams, which required machine length to be set at 186-ft. (56.7-m) wide. “Had the machine been able to pave at the square, it would have been set to pave at 110-ft. wide,” said Larry Eben, regional sales manager of Terex BidWell. “The 186-ft. paver configuration is a record width for me and quite possibly for any bridge deck placed.” The 4800 paver features a standard 48-in. (122 cm) frame depth. When paving at extended widths beyond 150-ft. (45.7 m) wide, the paver starts with standard truss frame segments at both ends of the paver. Transition inserts are then used to increase the frame’s depth to 66 in. (167 cm) in the center, improving frame rigidity and preventing deflection to maintain surface smoothness. The frame is constructed of ultrahigh-strength steel nearly 120 percent stronger, yet weighing less than steel in conventional Terex Bid-Well pavers. “This allows us to keep the frame’s rigidity while keeping the weight relatively the same,” added Eben. Additionally when paving at these extended widths, the 4800 paver is
constructed with strong gussets, made of the same ultrahigh-strength steel, to connect the truss sections. The 1.5-in. (2.8 cm) crown bolts used in these connections also are larger than those used with standard 4800 paver configurations. The stronger leg mounting system consists of larger lift screws and heavier thrust bearings, mounting plate and coupler motor, all working in concert to help ensure more reliable operation at the project site. Taxiway Cell 3 required 970 cu. yds. (741.6 cu m) of a 4,000 psi standard Class-2 Florida Bridge Spec concrete, loaded at a 5.5-in. (14.0-cm) slump into concrete pumpers. Since paving direction was perpendicular to the bridge’s support beams, crews loaded concrete to the first three beams out and then to the 45 degree angle to get the right deflection. With this large amount of concrete on the deck, crews loaded the material to the top of the rebar and then capped it off just before the paver finished the concrete in order to prevent it from setting too fast. Once the deck was properly loaded with concrete, the 4800 paver and its paving carriage, set to the 45 degree skew, went to work. To help keep the carriage assembly moving freely along the frame, the drive is supported by a dual-chain hanger system to prevent the chain from sagging and reduce the load on the drive mechanism and sprockets. The paving carriage’s dual augers efficiently metered the concrete in front of the Terex Bid-Well Rota-Vibe
system. This feature delivers up to 5,000 vpm (83.3 Hz) over the vibrating roller’s 11.5-in. (29.2-cm) length to effectively reconsolidate the top 2.5 in. (6.4 cm) of concrete, delivering a denser and more uniformly consolidated concrete surface. Dual rollers smoothed the surface of the concrete, while crews used a combination of drag pans and burlap drag to get the desired surface finish. The Terex Bid-Well LED light kit, including eight lights, illuminated the paving carriage and the legs to help the finishers see the concrete surface and finish the slab. The sealed 5-in. (12.7 cm), 12-volt utility lights draw only one amp of power, yet contain 13 LED lights that flood a broad area with bright light to reduce the harsh shadows cast by tower lights. A few short hours after loading the deck and starting the 4800 paver, crews successfully finished placing and paving the 970 cu. yds. of concrete and added soaker hoses and blankets to help the concrete’s seven-day cure cycle. With the success achieved on Taxiway Cell 3, crews used the Terex Bid-Well 4800 paver to pave two more times in excess of 180-ft. (54.9-m) wide at the Fort LauderdaleHollywood International Airport project. For more information, visit www.terex.com. The Caterpillar AP255E paver weighs in at 9,920 lb. (4,500 kg), allowing for easy transport with other equipment. The AP255E offers a versatile paving range for working in a variety of applications. The standard range is 55 in. to 102 in. (140 to 260 cm), and with extensions can pave up to 133 in. (340 cm), making easy work of parking lots and urban streets. When equipped with the central paving attachment, the range is reduced to 20 to 55 in. (50 to 140 cm) for effective performance on cycle paths, sidewalks, and walking paths. When utilizing the right-side attachment, the paving range is reduced even further to 6 to 39 in. (15 to 100 cm). This option is beneficial for trench work and narrow shoulders. The operating station is strategically located over the screed in order to provide clear sight to the hopper, screed extenders and auger chamber. Machine controls are easily accessible from either side of the platform to ensure convenient operation and the platform is equipped with an operator presence switch that enables/disables machine functions. The material delivery system has many unique features including independent hopper control for working near buildings and other obstacles. Each auger also offers independent control and along with the conveyor are reversible, which limits handwork at the end of each pass. Three sensors with one mounted over the conveyor and two at the end of each extender ensure timely mix delivery. The adjustable height augers facilitate high clearance when loading for transport and for installation of the paving reduction attachments. The Cat C2.2 Tier IV Interim Stage IIIB emission compliant engine produces 46 hp (34.1 kW) of power, while the durable steel track undercarriage performs on inclines and soft base materials. The high ground clearance, which is unique to many pavers in this size class, overcomes manhole covers and simplifies transport on trailers. Also, a four-point lifting attachment offers an additional mode of transport with truck or trailer equipped hoists. The AS3143 screed utilizes a tractor-equipped generator to power the electrically heated screed plates for an operatorfriendly environment. Temperature sensors and multi-zone heating elements in each section including the optional extensions ensure that quick, even-heat distribution occurs throughout the screed plates. or a relatively new company, Cat Auction Services made a pretty big splash at last year’s Florida Auctions, and they did it again this
year. The company, started in 2008 when five Midwestern Caterpillar dealerships decided to create their own auction channel, had grown to the point a year ago that they felt confident in their ability to perform well at one of the construction equipment industry’s premier events. “The results say it all,” said Jo Linkert, director of marketing of Cat Auctions. “The February 2013 event in Florida was our inaugural year. We gave our customers a phenomenal experience and we are very proud of its success. We had huge attendance, quality iron, and both buyers and sellers were happy with our hammer prices.” For the Feb. 14 event, Cat Auctions promised that everything would be done bigger and better. Even more equipment and more service offerings were offered at this year’s event. All of Cat Auctions’ various programs and services were on display for inspection by buyers and sellers at the Florida Auctions in order for customers to see the superb value the company offers. Due to the severe winter weather that hit the northeastern U.S. in recent weeks, many of the sellers from the region who normally participate in the auction were unable to free up equipment from their job sites to add to last week’s auction. We also noticed a lower volume of cranes in this year’s inventory due to higher construction activity in the non-residential market. However, simultaneously we
saw a more diverse and larger selection of equipment from the energy and transportation equipment categories than previous years. This is an early reflection of our focused strategy to diversify and grow our volume in other sectors, in addition to heavy construction." More than $29 million was purchased by buyers from the state of Florida while more than $137 million (or 82 percent) was sold to buyers located outside the state, with more than $48 million (or 29 percent) being sold to buyers outside the country. Buyers participated from as far away as the United Arab Emirates, Guyana, Italy, Nigeria, Russia and Qatar.

Auctioneers. “We saw strong prices in many areas, more specifically in the backhoe, aerial, truck and trailer, motorgrader, and bulldozer categories. Even though our inventory count was slightly lower than in recent years, average sale prices were higher. Additionally, we sold 80 percent more one-to-three-year-old equipment items in
our core equipment categories, including wheel loaders, bulldozers, rock trucks, excavators, motorgraders and forklifts.
