The Wild West may soon find itself in another gold rush frenzy: Golden Queen is building the first fully-permitted gold mine to open in California in 50 years. Golden Queen Mining Company Ltd., a Canadian publically-held company, is developing the Soledad Mountain Project, a fully permitted, open pit, heap leach gold and silver project located just outside the town of Mojave in Kern County, Calif., about 90 mi. northeast of the Los Angeles International Airport. The project will use conventional open pit mining methods and the cyanide heap leach and Merrill-Crowe processes to recover gold and silver from crushed, agglomerated ore. Construction has started on site and commissioning is planned for 2015. “We expect to produce 1 million ounces of gold and 10 million ounces of silver over Guinn utilized equipment from Road Machinery, a Komatsu dealership headquartered in the next decade or so,” said Lutz Phoenix, Ariz., including an HM400-3 articulated truck, PC800 backhoe and PC490 excavator. Construction Spending Increases in January Construction spending rose modestly in January from year-earlier levels despite retreating from a six-year high in December, according to an analysis by the Associated General Contractors of America. Association officials cautioned, however, that those spending gains

could be at risk if Congress and the Obama administration fail to address highway funding shortfalls that once again threaten a new road repair season. “Construction continues to expand overall but with a lot of variability by month and segment,”

said Ken Simonson, the association’s chief economist. “The generally positive trends are obscured by an unreliable estimate for residential improvements, which purportedly shows a huge downturn that is inconsistent with other data.” Construction spending in

January totaled $971 billion at a seasonally adjusted annual rate, 1.1 percent lower than in December but 1.8 percent higher than in January 2014, Simonson noted. The divergent totals were reflected as well in major segments. Private see SPENDING page 70

42 TIME’S A WASTIN’ ON FRASER CREEK PROJECT Once the clock starts ticking this spring, crews on an Oregon Coast highway project will have just 75 days to get the job done. The U.S. 101-Fraser Creek Fish Passage Culvert Project, located at milepost 104 on the central coast, calls for workers to dig out a section of the highway and install a 105-ft. (32 m) long, 12 by 10 ft. (3.7 by 3 m) double barrel box culvert beneath it.

More Than 1,000 Attend RMACES in Denver, Colo.

T

he 42nd annual Rocky Mountain Asphalt Conference and Equipment Show was attended by more than 1,100 persons and exhibitors despite a snowy week in Denver, Colo. Some of the highlights from the conference, which was held Feb. 25 to 27 at the Denver International Airport, included the opening general session keynote speaker, former Navy seal Jason Redman, who spoke on the conference theme of leadership. Other highlights were John Ball and Charles Van Der Kooi. In total there were more than 75 speakers who participated in the second largest asphalt conference in the country this year. The general closing session featured Humorist/Mentalist Sean Bott, who wooed the crowd with his mental gymnastics, as well as announcements of the raffle winners. NTEA Work Truck Show 2015 Rolls Into Indianapolis, Ind.

T

he Work Truck Show 2015, held March 4 to 6, attracted more than 10,000 attendees to the Indiana Convention Center in Indianapolis, Ind. The event also featured the 51st Annual National Truck Equipment Association (NTEA) Convention in conjunction with the trade show. Spread out over 500,000-sq. ft. of exhibit hall space, the trade show featured the newest vocational trucks, vans and equipment. To provide a comprehensive overview of new products available in the rapidly changing industry, the 2015 show included a New Exhibitor Showcase and New Product Spotlight. These two programs highlighted new products and exhibitors in pre-show coverage and with special signage onsite. Also, during the show, 15 of the world’s leading vocational chassis manufacturers presented Chassis Update sessions on what’s new and upcoming with its product lines. The NTEA added “Fleet Management 101: Fundamentals of Truck Fleet Management” to The Work Truck Show’s slate of educational sessions this year. The fundamentals program highlights outsourcing and supplier management, analytics, benchmarking, vehicle cost and replacement, and safety. Senior representatives from Gaithersburg, Md.-based Mercury Associates, a fleet management-consulting firm, led the fundamentals session. In addition, the Green Truck Summit, an alternative fuel and technology conference, was held. Clean vehicle technology trends, shared implementation insights, funding opportunities for green initiatives and changes in upcoming fuel efficiency regulations were addressed. radall held an event for its distributors at Sea World in Orlando on Feb. 9 to introduce the company’s new Discovery Series hydraulic excavators and new Series V excavators. The evening event featured live music and a variety of food selections, however the stars of the night were the two new machines on display at the entrance of the pavilion. Gradall’s distributors joined manufacturer representatives to learn about the new machines. In all, approximately 70 dealers attended the product launch. Billed as the industry’s first crossover hydraulic excavator, the innovative new Discovery Series hydraulic excavators offer the versatility of Gradall’s trademark full tilting, telescoping boom movements combined with the over the road capabili-

ties of a Freightliner truck chassis. The Discovery Series hydraulic excavator is designed as a versatile and cost effective option for county and state governments as well as contactors seeking to maximize productivity and return on investment. Key benefits of the new Discovery Series hydraulic excavators is the ability to arrive at the job site work ready without the need of a low boy trailer and the boom design, which enables work in tight environments, often inaccessible for other machines. The new machines are designed with the functionality to perform tasks that might otherwise be performed by a backhoe, crane, grader or excavator. Discovery Series hydraulic excavators are offered in D152 models with two-wheel-drive, and D154 models with four-wheel-drive. The

Fifty years just wasn’t enough for Tom Hawthorne. After handing over the reigns of the San Diego area Cat dealership over to his son-in-law in 2007, Hawthorne wasn’t quite ready to call it quits. At the age of 79, Hawthorne saw an opportunity on the site of a bankrupt equipment rental business on Mission Ave in Escondido. The company maintain more than 200 pieces of rental equipment in addition to 100 pieces in the earth moving division. Sales have grown to $10.3 million in 2014. Gary heads up sales and marketing, Paul the finance end of the company, and Jack is in charge of all equipment service and maintenance. He also has the final say on all equipment purchases. Although “Tom has effectively turned over the keys of the business to the three of us,” according to Gary, he still is very active in the business and maintains a five day a week work schedule. Gary, Paul and Jack are the managing partners today. Jose Alvarez, one of the original employees from Rebel Rents, is rental and operations manager. A third generation Hawthorne, J Paul, is sales coordinator. While a satellite location in

PRS Rises to Forefront of Asphalt Recycling Technology Recycling isn’t just part of Pavement Recycling Systems, Inc.’s name, it is its mantra. While environmental mandates at state and local levels initially drove the push toward green road building, PRS, an employeeowned company based in Jurupa, Valley, Calif., now sees itself at the forefront of asphalt recycling technology and application. “We believe that existing pavement structure is the best source of raw materials for the construction of a new and stronger pavement,” said Marco Estrada, director of business development of PRS. Cost and time savings, as well as a reduction in community impact, are among the benefits touted by PRS as it continues to research new and better ways to improve and reuse in-situ materials. Its end goal: superior pavement at a lower cost. While PRS works to improve existing sustainable technologies such as cold in-place recycling, full depth reclamation and soil stabilization, it also looks to develop new technologies. Among them: RAP (reclaimed asphalt pavement) slurries for road preservation. Estrada said cost savings using recycled materials are in the 30 to 40 percent range. Time savings are even greater, averaging 50 percent, as compared to processes that remove the existing pavement materials and replaces them with new raw materials. Disruption of the surrounding neighborhood is also minimized, particularly in truck traffic in and out of the area. For example, one truckload of cement used in the subgrade stabilization process replaces 20 to 30 truckloads where traditional methods are utilized, he

The job called for reconstruction of approximately 6 mi. (9.76 km) or 1 million sq. ft. of residential roadway pavement which consisted of 2 to 5 in. (5 to 12.7 cm) of asphalt on 4 to 6 in. (10 to 15 cm) of aggregate base. To alleviate the distress such as alligator, map, longitudinal and transverse cracking that was preva-

lent in the existing pavement, the County of Los Angeles designed the new pavement to consist of 1.5 in. (3.8 cm) of ARHM on 3 in. (7.6 cm) of cold central plant recycled asphalt and 8 to 10 in. (20 to 25 cm) of cement stabilized subgrade. The asphalt recycling and soil stabilization processes resulted in a cost savings of $2.2 million. The project was started on March 3, 2014, and successfully completed on November 17, 2014, on time and under budget. Eco-Friendly California Looks Beyond Gas Tax to Fix Roads By Fenit Nirappil ASSOCIATED PRESS

SACRAMENTO, Calif. (AP) As state legislatures across the nation grapple with declining funding to maintain roads, bridges and other transportation infrastructure, California lawmakers are confronting the unintended consequences of policies aimed at achieving ambitious environmental goals. Gov. Jerry Brown, a Democrat, has called on the state to expand its landmark global warming law by slashing gasoline consumption in half and adding 1.5 million zeroemission vehicles by 2030. But California depends on taxes paid at the pump to fix roads. For more than 20 years, the state and federal government have charged separate 18-cent per gallon taxes for road maintenance, a rate that has not kept pace with inflation or been adjusted to address falling fuel use as Californians drive more

fuel-efficient vehicles. State revenues slid from $2.87 billion in 2003 to $2.62 billion in 2013, even as the state’s population has increased and vehicles are driving more miles. “Each year, we fall further and further behind, and we must do something about it,’’ Brown said in his January inaugural address. Federal gas tax money also is drying up. Figures compiled by The Associated Press show the total amount of road money available to states from the Federal Highway Trust Fund has declined 3.5 percent during the five-year period ending in 2013, the latest year for which numbers were available. During that span, the amount of inflation-adjusted federal highway money dropped in all states except Alaska and New York. California saw federal funding plunge 13.5 percent to $3.8 billion in 2013. Brown has called on lawmakers

to address a $59 billion backlog in state infrastructure repairs over the next decade. In response, Assembly Speaker Toni Atkins proposed an annual $52-a-year fee for drivers in addition to gas taxes. Atkins’ plan is in its early stages and her office has provided scant details, but the San Diego Democrat said motorists could be charged along with their annual registration fees or through their insurance at different rates depending on what vehicles they drive. She said potholes and cracked

roads already take a toll on Californians’ wallets through repairs to damaged tires and shocks. Lawmakers in other states facing similar quandaries are proposing gas tax increases or flat fees for electric car drivers. In California, raising such fees would require two-thirds support from the Legislature, including from taxaverse Republicans. GOP leaders in the Legislature say the state should look for infrastructure repair money elsewhere in the budget before asking

Californians to pay more. They have suggested redirecting $1 billion in truck weight fees being used to pay off state debt. They also have blasted the California Department of Transportation for overstaffing, citing a legislative analyst’s report last year showing $500 million in unnecessary personnel costs. Lawmakers last year authorized a study on whether to tax drivers by miles driven instead of gas guzzled, but such a proposal could take more than five years to implement. A so-called road user charge also is being studied in Minnesota and Nevada and will debut this summer in Oregon with 5,000 volunteers paying 1.5 cents per mile driven in exchange for potential gas tax rebates. Honnen Equipment Acquires Environmental Compliance Web Contract for CWP Locations Site to Get Major Upgrade Honnen Equipment, one of the largest construction equipment dealerships in the western United States recently acquired the contract for John Deere Commercial Worksite Products for its locations in Grand Junction, Colo., Casper and Gillette, Wyo. and Idaho Falls, Idaho. Honnen Equipment also has authorized CWP locations in Denver and Durango, Colo., Rock Springs, Wyo., and Salt Lake City, Ogden and St. George, Utah. This contract authorizes Honnen Equipment to sell new John Deere skid steers, compact track loaders, compact excavators and compact loaders in these markets. Construction contractors will have an easier time learning how to comply with federal and state environmental guidelines due to a new partnership with the U.S. Environmental Protection Agency and the private sector. The partnership between the Associated General Contractors of America, EPA and the National Center for Manufacturing Sciences (NCMS) will allow for a significant upgrade to the Construction Industry Compliance Assistance website, or CICA Center for short, association officials noted. “Getting a construction project under way is challenging enough without having to figure out which environmental rules apply and how to comply with them,” said Stephen E. Sandherr, the chief executive officer of the Associated General Contractors of America. “This newly revamped site will make it a lot easier for contractors to take the necessary steps to comply with all environmental regulations for their projects.” “EPA is pleased that AGC recognizes the value of the CICA Center and is assuming the oversight role and funding source for the Web site,” said Lisa Lund, director of the

office of compliance in EPA’s office of enforcement and compliance assurance. As part of the partnership, the construction association will help finance upgrades to the Web site, originally launched in the mid2000s with AGC’s assistance, designed to make it easier for contractors to comply with environmental regulations governing construction projects. As a result of the upgrade, contractors will now have comprehensive tools and the latest information on state and federal environmental requirements as well as green construction and environmental management programs. NCMS will continue as a managing partner for the new Web site, which can be found at http://www.cicacenter.org. EPA program office staff also will continue to review and contribute to the site. The construction association will provide relevant updates as well, and secure advertising revenue that will finance the continuous upgrades to the site and content. The new site launched Jan. 22. Once the clock starts ticking this spring, crews on an Oregon Coast highway project will have just 75 days to get the job done. The U.S. 101-Fraser Creek Fish Passage Culvert Project, located at milepost 104 on the central coast, calls for workers to dig out a section of the highway and install a 105-ft. (32 m) long, 12 by 10 ft. (3.7 by 3 m) double barrel box culvert beneath it. “When the highway was built in the 1950s, the raised elevation of the roadway created, in essence, a dam that blocked the historic tidal flow of Fraser Creek,” said Richard Little, spokesman of the Oregon Department of Transportation. “This project will restore the tidal flow and the natural estuary wetlands, benefitting endangered Coho salmon and other species in the important coastal river system.” The original plan called for a single diversion lane with 24/7 flagging, which was expected to be a challenge in the area that sees an average of about 3,000 daily trips. Just a mile south, the traffic volume jumps to 13,500 to 15,000. But contractor LaDuke Construction LLC, of Talent, Ore., was instead able to devise a plan that will divert both lanes of traffic and eliminate the need for lane closures or flagging. Work on the diversion lane is already under way, with trees removed and the site graded. The U.S. Forest Service, the lead agency on the project, has stockpiled the trees to use as habitat. Construction on the culvert is set to begin May 1 and finish by mid July. “There’s very strict construction time requirements,” said Ken Kohl,

ODOT project manager. “We have somewhat conflicting requirements depending on which side of the highway we are working on. In-water work periods are more tidal influenced. The east side of the highway is more of a river system. We have slightly different work periods. In-water work periods are typically early summer. We’re telling them when they can get in there and work in the water and they still have to isolate it. Out of water work we can do anytime. However, you still have the challenges of the weather on the coast and the particular soils.” Ideally, crews would do the work during the summer at low tide, Kohl said. But environmental restrictions won’t allow that. “Environmental permits regulate when you can work on streams based on what the fish are doing. So we’re trying to mitigate those conditions as best we can.” The $1.37 million project calls for

(.9 m) of rock and bedding to be more fish friendly. “The soils are not ideal,” said Kohl. “Historically, the soils are not very suitable for building much of anything. The mud flats you deal with are very soft. A lot of times you have to go very deep to find competent soil. We have to cast in place the box to make sure we can adequately deal with the subgrade and provide for a stable foundation to put the road back on top of the box. “We’re having to spread the load of the highway onto the soils. We can’t just build steep side slopes. We’re removing excess material below the culvert and putting back base material, rock material that will better hold up and distribute the load.” Crews will excavate the stream bed using a standard excavator and other small equipment. The challenge is to pour the concrete in place and then go back and put them stream material in the culvert itself, Kohn said. The smaller Bobcat equipment will be moving material around, then they’ll cast the top of the culvert and put it in place, he said. “When all is said and done, you shouldn’t see anything but brand new pavement and the shoulder slightly wider to accommodate the guardrail. Golden Queen Pours Millions Into Soledad Mountain Project QUEEN from page 1

The primary ore types that will be mined are rhyolite porphyry and flow-banded rhyolite, pyroclastics and quartz latite porphyry representing approximately 70, 10 and 20 percent of the ore tonnage respectively. Minor quantities of siliceous vein material (0.1 percent) will also be mined. The rock types will be found in different areas and at various stages of the mine life. The primary rock types are of extrusive volcanic origin and are quite similar in chemical composition and are high in silica with little or no clay. The crushing-screening plant includes a primary and secondary crusher and screen in closed circuit with the secondary crusher. The HPGR will be used as part of the crushing-screening circuit to prepare the ore particles for stacking on the two leach pads. The HPGR consists basically of two counter-rotating rolls — one a fixed roll and the other a “floating” roll. The “floating” roll is mounted on — and can move freely on — two slides, and the grinding forces are applied by four hydraulic rams. Ore is choke-fed to the gap between the rolls. Assessments carried out by two HPGR manufacturers, third party technical consultants and company management have indicated that benefits of using the HPGR could include: • Higher gold and silver recoveries due to the formation of microcracks in ore particles; • Faster gold and silver extraction rates; • Stronger agglomerates due to a more favorable overall particle size distribution. This also will impact

the flow rate of solutions through the heap; • Lower capital costs than a four-stage, conventional crushingscreening plant; • Manageable dust control with fewer transfer points; • Lower energy consumption and thus lower operating costs • Circuit flexibility that will readily permit future upgrades such as a finer HPGR feed size or the recycle of edge product The Soledad Mountain Project The Hilfiker wall, which is a critical first step in the construction of the crushing-screening plant, was completed in February and construction of the site-wide power distribution and water supply infrastructure is advancing rapidly.

manufacturer on previous mine projects, but found Komatsu was the best fit at the right price for the project,” said Klingmann. Klingman was attracted to Road Machinery because the two companies each share a strong connection to their community. “Community commitment is a huge part of what we are doing at Soledad Mountain, and we felt that Road Machinery felt that same commitment.” In addition to other benefits Road Machinery also agreed to open a service/maintenance facility in Mohave, the location of the project. “He saw us putting a branch in Mohave as tangible evidence of our commitment to the community of Mohave,” said Morico. Morico said a $17 million credit line for Golden Queen from Komatsu also contributed to the deal closing. Construction is approximately 30 percent complete and Golden Queen is on track to commission the facilities in late 2015. The site currently has 10 fulltime employees and the company expects that number to increase to 50 employees for the start of preproduction mining. Wacker Neuson BS-2i’s New Oil Tank Increases Run Time Wacker Neuson’s most popular series of rammers is its 2-cycle, oilinjected models. The newest BS2i models will sport a new oil tank that increases the amount of run time up to 100 hours per tank of oil. This no-mix system with extremely lean fuel to oil ratio and the low oil shutdown means fewer refills and more uptime. The oil tank has a new design with a lower profile cap that is further protected from damage. Wacker Neuson’s oil-injected series and standard 2cycle models are powered by Wacker Neuson’s own WM 80 engine that was specifically designed to withstand rugged rammer applications. This engine continues to meet Environmental Protection Agency (EPA) and European Community (EU) emission regulations. Wacker Neuson also offers 4cycle rammers and diesel rammers for the most complete line offered in the industry. Additional improvements to all 2-cycle and 4-cycle rammers include an air filter that is designed

for long life and less downtime. The four-stage air filtration sys-

tem includes a main element with 20 percent more capacity than the

previous design and still uses the rammer’s motion to self-clean, an

improved cyclonic pre-filter designed for more efficient dirt removal and a fourth stage “last chance” filter that prevents dust ingestion during filter changes. Dust is an inherent enemy of engines, so this new filtration system will provide for a virtually dust free engine for longer life and improved durability, according to the manufacturer. These upgraded rammers also include a longer lifting cable for better access when attaching lifting straps and a new throttle control design that enhances ergonomics and durability. The throttle is now shaped so it is easier to operate when the rammer is moving and it is coated with a softer gray material for increased grip. Both the fuel valve and ignition switch (made of a durable stainless steel) are still integrated in the throttle but they are now tucked into a lower profile position to limit their exposure to damage. Oscillation Now Available on Hamm Compact Rollers Hamm Oscillation compaction — previously available only in Hamm’s larger tandem asphalt rollers — now is available in Hamm’s compact line as well. Hamm's non-aggressive oscillation technology has changed the way contractors work in North America, according to the manufacturer. Oscillation technology compacts with a gentle rocking motion, not a vertical pounding, and can be a powerful new tool for boosting asphalt paving productivity and profits. Instead of vibrating straight up and down, the Hamm oscillatory design gives the drum a horizontal or “rocking” force which keeps the drum in contact with the mat. Hamm oscillation technology attains very high compaction numbers with minimal passes and no shattering of aggregate. Some contractors have found it permits contractors to remove one or more rollers from a job. Models of the new compact line — with drum sizes from 31 to 54-in. (78 to 137 cm) wide — are functional yet user-friendly, and quiet yet powerful. These articulated tandem rollers offer big-time compactive effort in a small package equally at home for patching, commercial or roadbuilding applications, according to the manufacturer.

The compact line includes the HD 8 VV, with a drum width of 31.5 in. (80 cm); the 39-in. (99 cm) HD 10 VV and the slightly smaller HD 10 C VV; the 47-in. (119 cm) HD 12 VV; the 51-in. (129 cm) HD 13 VV; and the 54-in. (137 cm) HD 14 VV. Each offers an offset capability to enable compaction right up against a curb without risking damage from the trailing drum. The compact line also offers combination rollers. The HD 10 VT, HD 12 VT, HD 13 VT and HD 14 VT are combination models with smooth drum in front, and four smooth pneumatic tires in rear. VV stands for “vibration front, vibration rear”, in which both drums offer vibration, with the capability of vibration running in the front drum only, in the rear drum only, in both drums, or no vibration. The compact line offers hydrostatic dual drum drive, automatic/manual vibration system, hydrostatic articulated steering and increased maneuverability. Key features of the compact line include its visibility to the drum edges, as the engine is mounted lengthwise and not sideways in the frame, low profile, and ease of handling. Its driving characteristics are due to its three-point articulation that maintains even weight distribution across the drum width,

Soledad Mountain History and Geology Gold mining on Soledad Mountain dates back to the late 19th century. The largest producer in the area was Gold Fields American Development Co., a subsidiary of Consolidated Gold Fields of South Africa. This syndicate operated an underground mine and mill on the property from 1935 to 1942, when the mine was forced to close by War Production Board Order L-208. Production after the war was minimal, as costs had increased while the price of gold remained fixed at $35 per ounce

until 1973. The Soledad Mountain deposit is a large, epithermal, multiepisodic, fault/fissure vein system. Gold and silver mineralization occurs in low sulfidation, quartz adularia veins and stockworks that strike northwest. At least 14 separate veins and related vein splits have been identified. Core veins range from less than 3.2 to 19.7 ft. (1 to 6 m) wide with gold grades typically greater than 3.5 grams per tonne, surrounded by lower grade mineralization with widths ranging from 3.3 ft. (1 m) to greater than 164 ft. (50 m). The level of oxidation extends to depth and the deposit is well-suited for heap leaching. States Look for Alternative Means to Fund Road Projects STATES from page 1

for repairs and improvements to highways. Here’s a look at some of those ideas: Fuel Sales Taxes Rather than taxing each gallon of gas pumped, some states have begun levying a tax on the wholesale price. Virginia in 2013 repealed its 17.5-cents-a-gallon gas tax and replaced it with a 3.5 percent wholesale tax on gasoline. Minnesota Gov. Mark Dayton recently proposed a wholesale tax that would be in addition to the state’s current per-gallon tax. Because of price swings, wholesale tax revenue can vary from year to year. But over the long term, supporters believe it could provide more revenue growth than a flat, per-gallon tax. Retail Sales Taxes Some states have begun funding highway projects by taxing all retail sales. Arkansas voters in 2012 approved a half cent sales tax

hike for highways. Michigan voters will decide in May whether to impose a 1-cent sales tax for transportation. Because they are broadbased, retail sales taxes can generate large sums for highways. But opponents note that sales taxes tend to have a larger proportional effect on lower-income residents. Missouri voters last August defeated a proposed sales tax increase for transportation. Mileage Taxes A tax on the number of miles traveled is one of the most commonly discussed alternatives to fuel taxes but has not been widely implemented. Oregon plans to test the concept this July with 5,000 volunteers, who will be charged 1.5 cents for each mile they drive while getting a refund on their gas taxes. The vehicle mileage tax also has been studied in California, Minnesota and Nevada. Its main obstacle has been privacy concerns from people reluctant to have their vehicles tracked with GPS devices.

Tolls Toll roads have been around for decades but are receiving renewed interest in some places. Delaware raised toll prices last year after lawmakers rejected the governor’s proposed gasoline tax increase. Governors in Connecticut and Missouri also recently cited the potential for tolls. But to pay for major projects, tolls might have to be expensive. One study found that covering the cost of rebuilding a 200-mile stretch of Interstate 70 in Missouri could mean tolls as high as $30 per car and $90 for heavy trucks. Private Investors Some states are turning to private investors to help finance big projects that otherwise would be out of reach. In December, Virginia opened a 29-mile stretch of express toll lanes on Interstate 95 outside Washington, D.C. The state provided less than 10 percent of the money for the $925 million proj-

ect. Private entities invested their own money, secured a federal loan and made use of tax-exempt bonds. In exchange, Virginia gave them the right to manage the road and collect tolls for the next 73 years. Fees and Diversions Rather than raising taxes, some states are redirecting existing revenue to roads. Idaho last year shifted part of its cigarette tax revenue to highways. Texas voters in November approved the transfer of a portion of oil and gas severance taxes from the state’s rainy day fund to roads. Some states have increased vehicle registration fees. Washington has imposed fees on owners of electric vehicles, and Gov. Jay Inslee recently proposed a carbon-emissions tax on the state’s largest polluters that would help finance transportation projects. He describes it as “transportation pollution paying for transportation solutions.’’

Federal Funds Various proposals from President Barack Obama and U.S. Senate and House members would help finance the federal Highway Trust Fund with taxes on the foreign-earned profits of U.S. corporations. Some proposals also would create a $50 billion infrastructure fund, to be financed by selling bonds to private companies or by taxes on foreign profits. Such a fund could be used to make equity investments and loans for state and local infrastructure projects. Separately, the nonprofit Eno Center for Transportation suggested in December that the federal government stop relying on dedicated fuel taxes, abolish its current Highway Trust Fund and instead pay for roads with general tax revenue. including multifamily construction (mainly apartments), 30 percent; manufacturing construction, 23 percent; lodging, 18 percent; office, 15 percent; and commercial (retail, warehouse and farm), 14 percent. The two biggest public segments also increased: highways and streets, 8.4 percent; and education, 0.6 percent. Association officials said the increase in highway spending was in jeopardy of reversing unless Congress and the administration can quickly agree on a long-term funding bill to replace the law that will expire on May 31. “If Congress and the White House can’t figure out a way to finance needed investments in infrastructure, our winter-ravaged roads and bridges will only deteriorate further,” said Stephen E.
