After close to six months of demolition, construction of the new Utah Performing Arts Center, which will now be called the George S. and Dolores Doré Eccles Theater due to a $15 million donation from the Eccles Foundation, in downtown Salt Lake City, Utah, is well under way. The George S. and Dolores Doré Eccles Theater is expected to open during the spring of 2016 and will feature a 10,223 sq. ft. (950 sq m) main stage for the 2,500seat theater, and a black

box theater with 200 seats for the experimental performances. The goal of the new theater is to attract traveling Broadway shows and concerts and provide space for local performances. It is expected to draw audiences from across the mountains to the west and it is hoped that it will bring new economic vitality to the downtown area. The process began with demolition in January of 2014 of six buildings in the compact downtown area between 100 South Main and 200 South Main, in order to make room for the new structure. IHS, PEG Report Construction Employers Industry Prices Add 29,000 Jobs in February Continue to Fall Construction employers added 29,000 jobs in February and 321,000 over the past year, reaching the highest employment total in six years, as the sector’s unemployment rate fell to an eight-year low of 10.6 percent, according to an analysis by the Associated General Contractors of America. Association officials cautioned, however, that construction jobs in the highway and transit sector were at risk because of Washington gridlock. “Despite challenging weather conditions in much of the country, both the number of workers and their average weekly hours rose last month to the

highest levels since the recession,” said Ken Simonson, the association’s chief economist. “There are lots of good-paying, full-time jobs available in construction, with more work on the way.” Construction employment totaled 6.35 million in February, the highest mark since February 2009, with a 12month gain of 321,000 jobs or 5.3 percent, Simonson noted. Average weekly hours of all employees climbed to 39.6 hours and weekly earnings averaged $1,066 in construction, the highest levels in the nine-year history of both series. Construction costs fell again in March, according to IHS and the Procurement Executives Group (PEG). The headline current IHS PEG Engineering and Construction Cost Index (ECCI) registered 44.7 in March, a slight uptick from February’s record low, but still considerably below a neutral reading. The headline index has not indicated rising costs since December 2014. “The rout in crude oil markets is clearly having a chilling effect on capital expenditure plans,” said Mark Eisinger, senior economist at IHS. “That said, survey respondents remain optimistic that projects are simply being delayed and not canceled.” The current materials/equipment index registered 43.0 in March, a slight improvement from February’s 39.6 reading, but still consistent with the overall narrative of see IHS page 57

Wyoming Residents Satisfied With State Highways, According to Analysis many topics,’’ Kingham told the Rawlins Daily Times. “We asked about plowing and sanding in the winter and moving traffic through construction zones in the summer.’’ Other questions included satisfaction with services, including interactions with highway patrol and drivers license offices. The survey sample included residents from every county in Wyoming through randomly generated phone numbers to ask residents a maximum 26 questions. “The survey was short enough so it didn’t take too much time,’’ Kingham said. “But it was detailed enough to provide good feedback.’’ The results have a margin of error of 3 percentage points with 95 percent confidence the state population’s opinions, as a whole, fall within that range. According to the survey results, 85 percent of the respondents agreed the

state’s highways and interstates usually permit travel with only minimal delays. Eighty-one percent said they were satisfied with state highway maintenance. On winter highway maintenance, 73 percent of residents said highways are plowed promptly, and 71 percent said plowing and sanding is done thoroughly. Thirty-six percent of the respondents said they had direct contact with Wyoming Highway Patrol personnel during the last two years. Of those respondents, 84 percent said Patrol personnel are courteous, 79 percent believe Highway Patrol responds in a timely manner and 78 percent said the state patrol meets their expectation. RAWLINS, Wyo. (AP) A strong majority of Wyoming residents are satisfied with how highways in the state are maintained, according to a recent survey. Wyoming Survey and Analysis Center interviewed 1,004 adult Wyoming residents between Dec. 1 and Dec. 19 by telephone to ask their satisfaction with Wyoming Department of Transportation’s state highway stewardship. According to the survey, 80 percent of individuals interviewed expressed overall satisfaction with WYDOT’s stewardship. The results remain the same since the last survey in 2012. NTEA Work Truck Show 2015 Rolls Into Indianapolis, Ind.

T

he Work Truck Show 2015, held March 4 to 6, attracted more than 10,000 attendees to the Indiana Convention Center in Indianapolis, Ind. The event also featured the 51st Annual National Truck Equipment Association (NTEA) Convention in conjunction with the trade show. Spread out over 500,000-sq. ft. of exhibit hall space, the trade show featured the newest vocational trucks, vans and equipment. To provide a comprehensive overview of new products available in the rapidly changing industry, the 2015 show included a New Exhibitor Showcase and New Product Spotlight. These two programs highlighted new products and exhibitors in pre-show coverage and with special signage on-site. Also, during the show, 15 of the world’s leading vocational chassis manufacturers presented Chassis Update sessions on what’s new and upcoming with its product lines. The NTEA added “Fleet Management 101: Fundamentals of Truck Fleet Management” to The Work Truck Show’s slate of educational sessions this year. The fundamentals program highlights outsourcing and supplier management, analytics, benchmarking, vehicle cost and replacement, and safety. Senior representatives from Gaithersburg, Md.-based Mercury Associates, a fleet management-consulting firm, led the fundamentals session. In addition, the Green Truck Summit, an alternative fuel and technology conference, was held. Clean vehicle technology trends, shared implementation insights, funding opportunities for green initiatives and changes in upcoming fuel efficiency regulations were addressed.

Mack Load Logic, Liftable Pusher Axle Option Impresses Further extending its commitment to application excellence, Mack Trucks introduced Mack Load Logic and a 6x2 liftable pusher axle option for the Mack Pinnacle highway model, bringing fuel efficiency and productivity improvements to bulk and liquid haul applications. Designed for applications that routinely haul out heavy and return empty, Mack Load Logic and the 6x2 with liftable pusher axle are designed to monitor trailer weight and adjust the truck’s driveline configuration to boost fuel efficiency without impacting performance. “Mack Load Logic and the 6x2 with liftable pusher axle are great examples of Mack’s focus on application excellence,” said Stephen Roy, president of Mack Trucks North America. “Our customers told us they needed a ‘nocompromises’ solution that reduces their total cost of ownership through improved fuel efficiency and enhanced productivity. We’re delivering both with these two new options, while still maintaining the same performance Mack customers have come to expect from a Mack truck.” Load Logic integrates an advanced sensor in the rear suspension with the Mack mDRIVE automated manual transmission. When a fully loaded trailer is detected, mDRIVE operates as a direct drive transmission, locking out 12th gear for increased performance and pulling power. When an empty trailer is detected, the transmission switches to overdrive, enabling

focused Super Econodyne system. In this combination, Load Logic delivers up to an additional 2 percent improvement in fuel efficien-

cy when compared to a standard engine rating. Similarly, the 6x2 with liftable pusher axle also is capable of determining payload by using sensors in the rear suspension and either lifting or lowering the foremost rear axle. When an empty load is detected, the axle lifts, allowing the tractor to operate as a 4x2 for less drag, better fuel efficiency and reduced tire wear, which helps lower maintenance costs. For full loads, the same axle is lowered to provide additional stability and distribution of the trailer’s weight on the fifth wheel. To deliver optimal traction, the system’s suspension pressure and ride height are continuously monitored and adjusted to maintain a load bias toward the drive axle. In addition, three driver-selectable traction control modes are available via a dash-mounted switch: • Enhanced Traction (ET) — Enhances low-speed traction for improved starts, docking and slippery road conditions. • Optimized Traction (OT) — The default setting, optimized traction maximizes load to the drive axle. If wheel slip is detected, the system can temporarily increase load to the drive axle for 30 seconds to provide improved traction. • Basic Traction (BT) — Lowers the lift axle regardless of suspension load and maintains a 50/50 load split between the lift axle and drive axle during loading or unloading, prolonged stops or areas that require 50/50 load splits between tandem axles. During normal operation, con-

trol of the lift axle is automatic based on payload. The system offers a manual control feature that enables a driver to raise or lower the suspension for easier landing gear retraction or trailer hook-up respectively. “The Mack Pinnacle model is already an ideal workhorse for weight and fuel-conscious customers,” said Roy Horton, Mack director of product marking. “With these new solutions, customers no longer need to choose between better efficiency and better productivity. Load Logic combines the performance of direct and overdrive transmissions into one, and our 6x2 with liftable pusher axle enhances traction, ride and handling characteristics, while still delivering increased productivity.” In addition to Load Logic and the 6x2 with liftable pusher axle, the Pinnacle model offers other lightweight and fuel-saving options to benefit customers with regional, bulk and tanker haul and diminishing load applications. The Pinnacle model can be spec’d with the Mack MP7, a lightweight yet powerful 11-L engine that weighs about 400 lbs. less than a typical 13-L engine. ROMCO Invites Transportation Policy Maker to Infrastructure Roundtable Recognizing the federal government’s important role investing and rebuilding the nation’s crumbling infrastructure, ROMCO Equipment Co. and Associated Equipment Distributors recently teamed up to show the U.S. House of Representative’s top transportation policymaker exactly how the uncertainty surrounding the federal highway program impacts construction equipment distributors. On March 9, Rep. Bill Shuster (RPA), chairman of the U.S. House of Representatives’s Transportation & Infrastructure Committee met with ROMCO’s executive management team and toured its Fort Worth facility while en route to participate in an Infrastructure Roundtable at Rice University. ROMCO was thrilled by the opportunity to host Chairman Shuster and introduce him to the company. “We wanted Chairman Shuster to get a firsthand look at a business and its employees whose livelihoods are directly impacted by the issues his committee helps promote on Capitol Hill. We tried to communicate the interests of contractors and travelers as well as those of equipment dealers and manufacturers,” said Robert Mullins, CEO of ROMCO. Meeting briefly with Mullins, Charlie Clarkson, Craig Burkert, and David Fitch, Rep. Shuster discussed a range of legislative issues. However, the primary focus was on infrastructure investment, including the need for long-term funding to give certainty to equipment distributors and contractors. Road construction involves expensive capital equipment and contractors won’t make that kind of investment without some certainty there will be work in the future, said Shuster. While everyone agrees on the need, the discussion quickly turned to exactly how to design a federal highway program that invests in our crumbling transportation network. Specifically, ROMCO executives and Shuster discussed the need for new revenue streams for the Highway Trust Fund. The most logical solution (raising the federal fuel tax) is politically difficult, so lawmakers are pursuing alternative funding mechanisms, such as using a tax on repatriated corporate earnings to invest in roads and bridges. However, no solution is easy and

ECO-W.E.R.C.S. Landfill Sees Expansion Thirty years ago, the city of Denton ECO-W.E.R.C.S. (Energy, Recycling, Composting and Solar) Landfill started with 32 original acres. About 13 years later, the city began expanding the landfill, and today, the landfill permit 1590-A now encompasses 152 acres. The need for landfill expansions is crucial, especially during the past 15 years. The national 2010 Census showed that the city of Denton, Texas, increased in population by 40 percent during the 10-year period since the previous count was taken, expanding from just more than 80,000 to 113,383. The growth trend continues to point in an upward direction. The most recent data, collected in 2013, showed the population at more than 123,000, and since 2006, the city has been among the nation’s top 25 fastest-growing cities with populations of 100,000 or more. In addition to a burgeoning number of individuals and families, the city is home to the University of North Texas and Texas Woman’s University. “We handle all the trash for the city of Denton, as well as from the two large universities located here and some refuse from surrounding counties,” said Bill Sangster, field service supervisor of the Landfill Division of the Solid Waste Department. “We have about 700 tons of waste per day, 80 percent of which is commercial waste from businesses, and the rest is residential waste. Our goal is to recycle a large percentage and keep as much as possible out of the actual cells.” The city’s curbside recycling program helps in that effort, as does a focus on sorting and diverting construction and demolition debris that comes in from contractors and through the city’s solid waste commercial roll-off service. It provides boxes at job sites and picks them up when they’re full. The city makes mulch from pallets and sells it and other wood products, as well as different colored mulch made from brush, leaves and small trees that the city collects throughout the year. “Additionally, residents can contact us if they want to dispose of chemicals or paints,” Sangster said. “They can arrange for us to pick them up. If household chemicals or paint are not toxic and can be reused, we put the items in the reuse store and allow residents to take them for free. If they are toxic, we dispose of them properly. We don’t want those items going down the drain or into the landfill.” Benefits of Water, Gas Two components contribute to the city of Denton ECO-

W.E.R.C.S.’s vision of sustainability. One is an enhanced leachate recirculation program. As water percolates through a trash cell, it’s collected at the bottom of the pit. Pumps send it back into the cell through a piping system that includes some perforated pipes. This allows the water to pass through the cell again. “Normally, it would take about 30 years for the materials in a cell to fully decompose,” Sangster said. “Leachate recirculation speeds up the decomposition by half or more, in most cases. We can also add stormwater or effluent water to help with decomposition. Then we can go into an old cell, mine out the inert material and reuse the cell. In a city such as Denton that continues to grow, that’s a great benefit.” Another advantage, and the second component of the landfill’s sustainability effort, is that it captures the methane that’s produced as the trash decomposes. The city of Denton ECO-W.E.R.C.S. program sends the gas to an onsite generator that produces electricity. The electricity is sent to the local power grid, and it is enough to power about 1,600 homes. “We constantly monitor the methane, which also helps us determine if a cell is ready to be mined,” said Sangster. “Eventually, the methane level drops significantly. When that happens, we can mine the cell and reuse it.” see DENTON page 57

FAE USA Showcases Iron at PrimeTech Power Day Demos

F

AE USA Inc. held two PrimeTech Power Day demo events in Oakwood, Ga., the first in late February and one in early March. The events were held to promote FAE’s PrimeTech division of self-propelled tracked carrier prime movers. The site, a heavily wooded area, proved ideal for a demonstration of the machines, and was located just a few mi. from FAE’s U.S. headquarters in Flowery Branch, Ga. The PrimeTech PT-175 (160 hp), PT-300 (275 hp) and the PT-600 (600 hp) machines were made available for demonstrations during the event. After his first time operating the big PrimeTech PT-600, Jon Flournoy of Richardson Service 1991 Inc., Conway, S.C., said he was pleased with the machine’s performance. “I like it. It’s powerful, it maneuvers well. It’s a good machine — very strong.” Flournoy gave high marks to the comfort of the cabin, and said the noise level in the cab was minimal. He noted that with the door shut, while machine is running, he was able to talk on the phone with ease with limited background noise. Flournoy demoed the PrimeTech PT-300 and PT-175 as well as other machines. “I like them — we use them. They’re really solid products, really well made products, they last a long time. All in all they’re good machines and good attachments.”Flournoy’s company is in the rental business and the company already has about 8 to 10 machines with FAE mulching attachments for rent and is now looking to expand and offer tracked carrier prime movers Jack Kaiser of Pattillo Grounds Management of Stone Mountain, Ga., covers multiple states in the southeast constructing office, industrial and warehouse buildings and handles the landscape arm of the company. “My interest in the PrimeTech machines is primarily for hiring subcontractors who utilize these machines to come in to do contract

land clearing. We have a lot of property and I just need to see for myself how these products can clear the property to make it ‘showable’ for prospects and for vegetation control. We utilize trackhoes and bulldozers for site prep, and clearing the site with the PrimeTech machines ahead of time could certainly save us some money. We also would be able to clear properties and show them before they’re purchased or leased. I’m quite impressed and want to see some more.” Eddy Queen of Queen’s Tree Surgery Inc. in Nashville, Tenn., a first time operator of PrimeTech machines, was quite impressed with the horsepower of the PT-175 and the travel speed of this machine. “While in operation you can easily slow down or speed up the travel speed, which gives an infinite range of motion. In other words, you can creep and then gradually speed up as the cutting speed increases while on the fly.” Kyle Fretwell of Mid-State Land Clearing, Nashville, Tenn., also had a chance to operate the PT-300. “You can tell it’s a very large machine when operating it. It’s consistent. This machine has consistent power and you can tell the barrel never stops spinning, and there’s a lot of instrumentation that tells you exactly what’s going on with the machine. I notice with my skid steer/mulcher combination that when the head slows down, you tend to have to wait a while for the cycle time to come around. Not with this machine. I love the cab and prefer the side entrance of this machine. It’s spacious, and you could spend hours in it and be in complete comfort the whole time without fatigue. Nonresidential contractors — building, specialty trade, and heavy and civil engineering construction firms — hired a net of 12,000 workers for the month and 153,400 (4.1 percent) since February 2014. The number of workers who said they looked for work in the past month and had last worked in construction fell from 1.09 million a year earlier to 906,000—the lowest February mark in nine years. Although winter conditions typically result in a high February unemployment rate for construction, the 10.6 percent unemployment rate for these workers was the lowest February rate since February 2007 and represented a steep drop from a year earlier, when the rate was 12.8 percent,

lenges. “Some of the old buildings were longtime Salt Lake structures. There was the old newspaper printing facility with its ink storage tanks that we had to remove along with some printing equipment,” said Allen Rindlisbacher, public relations specialist of Layton Construction of Sandy, Utah, the prime contractor of the project. “There was also some asbestos and so abatement was needed. And last winter was cold in Salt Lake City and we had 8 inches of snow on the roof. The excavator cut holes in the roof and used excavators and Bobcats to help remove the structures.” Removing some historical bronze seagulls, which is also the state symbol, in the Prudential Building added some challenges during demolition. The bronze seagulls had been architecturally designed into the building and were strung from the second level to seven stories in the air, Rindlisbacher said. The subcontractor had to cut those down, being careful not to damage them. They will possibly be incorporated into the new theater. Demolition in the Prudential Building also included the removal of two 84-ton (76 t) beams. “It was a meticulous process to take down everything around that beam, which supported the backbone of this building,” Rindlisbacher said.

The George S. and Dolores Doré Eccles Theater is expected to open during the spring of 2016 and will feature a 10,223 sq. ft. (950 sq m) main stage for the 2,500-seat theater, and a black box theater with 200 seats for the experimental performances.

Wagstaff Crane of Salt Lake City crews brought in three oversize cranes and positioned them into place. The beams sat in a saddle and each was cut into three pieces. Each crane had to lift simultaneously and take the beams out of its saddle and then pivot them together and lower them to the ground. “We all sat there and held our

breath as the three cranes lifted gradually, carefully and simultaneously to lift those beams out of place,” he added. “It happened like clockwork.” Once all the demolition was finished, crews with Layton Construction started construction in early June on the $116 million theater that was designed by HKS Architects and designer Cesar Pelli

sides of the structure. Main Street also will be connected to Regent Street with an open-air walkway on the theater’s south side as well as through the theater’s lobby and winter garden. The first step in construction was to dig a hole two levels deep, Rindlisbacher said. By September a footing of concrete was poured to support the new structure. The matt measures about 150-ft. (45.7 m) wide by 300-ft. (91.4 m) long and is 3 to 4 ft. (.9 to 1.2 m) thick. The depth was necessary to accommodate all the plumbing, electrical and reinforcing steel, Rindlisbacher added. “About 3,000 cubic yards of concrete was poured that day and several major concrete pours were needed to get the base in place.” In total, 380,000 lbs. of concrete and 4.4 million lbs. of structural steel were needed. Conducting the 3,000-ton (2,721.6 t) pour, which required about 300 concrete trucks, was

done on a weekend day where there would be less impact to downtown, Rindlisbacher said. “To see at least a dozen trucks lineup at one time required organization, cooperation and communication.” As of the beginning of January 2015 crews were working on the cast-in-place concrete walls, in particular the six-story north wall, which is about 65 ft. (19.8 m) high. Some steel had been placed on the deck. Another project just 4 in. (10 cm) away also impacts the downtown area’s traffic. A high-rise office tower approximately 25 stories high is being built next to the theater. “Once they clear our building, theirs cantilevers over ours to increase the floor plate above ours,” Rindlisbacher said. “Communication and cooperation is essential so the owners of each project sit around the table as though it is one project.” As the other project progresses

they are pounding pilings into the ground to support their structure, causing vibrations for the downtown businesses to deal with. “We have meetings to keep the local businesses informed. Pounding pilings is not pleasant but as long as we can communicate that makes the process easier,” Rindlisbacher said. “Our construction impacts a university building just to the south. College students are constantly moving in and out and we have pump trucks and concrete trucks moving in and out,” Rindlisbacher said. “And during the holidays, thousands of people were coming in to see the lights and the nearby symphony. There is also a major indoor/outdoor shopping center; we are within a block of that, creating additional traffic. And when the Utah Jazz, an American professional basketball franchise based in Salt Lake City, is playing the same night we probably have 100,000 people downtown wandering around and parking. So we are

working around all of those things, too.” As a company, Layton Construction has built other theaters so this one holds no surprises. “This project is fairly straight forward,” Rindlisbacher said. “It is just the concrete base, steel on the deck and the seating and acoustics, which will come later.” On the backside of the new theater is Regent Street. City blocks in downtown Salt Lake City are a full 10 acres, according to Rindlisbacher. “When the pioneers designed these they served the community well but now it is a challenge even getting around them. Regent Street used to be more of an industrial area where people could peer into windows of the printing press,” he said. With this new construction it is hoped that the entire block along Regent Street will change to a gathering area with new restaurants and clubs. Included on the backside will be an area for trucks to bring in equipment for perform-

ances. That area will also be used for seating for a community gathering place. The George S. and Dolores Doré Eccles Foundation’s donation helped provide the necessary funding to make the theater a reality. The theater also is sponsored by the Church of Jesus Christ of Latter-day Saints, a $2 million dollar donation from the Larry H. and Gail Miller Family Foundation, and by Delta Air Lines. The main performance hall will be named after Delta Air Lines. The new theater is jointly owned by Salt Lake City at 75 percent and Salt Lake County at 25 percent. The county will operate the theater through its Center for Fine Arts. The county will invest $28.2 million and will operate the facility for a 50-50 split of profits up to $2 million. softer prices. Nine of 12 individual components registered falling prices in March, led by copper-based wire and cable, carbon steel pipe, alloy steel pipe and fabricated structural steel. Copper-based wire and cable has now shown falling prices for five of the past six months. “Non-ferrous metals markets continue to be weighed down by the specter of slowing consumption growth in key emerging markets and dampened investor interest due to the pending normalization of U.S. monetary policy,” said Frank Hoffman, senior economist at IHS. Ready-mix concrete was the outlier in the March survey as the only underlying component showing higher month on month prices. “Three main forces are supporting cement and ready-mix prices in this environment,” said IHS economist Charlie McCarren. “First, the demand environment is improving, even if not all end markets are steadily progressing. Second, since the recession, the cement industry has become more concentrated, improving the remaining cement manufacturers’ leverage over pricing. And finally, a wave of potentially costly CAPEX investments will likely hit the cement indus-

try this year as it struggles to comply with the 2010 National Emissions Standards for Hazardous Air Pollutants [NESHAP]; the current pricing environment likely reflects the industry’s attempt to co-opt clients into sharing part of the costs.” The current subcontractor labor index eased further to 48.7 in March, down from 49.0 in February to its softest reading since January 2012. Nearly all regions registered flat labor costs, with eastern Canada as the only exception posting a slight easing. For the second month in a row, the southern United States did not register higher month on month labor costs. Nevertheless, tightness in skilled labor markets was still reported in the Gulf Coast. The six month headline expectations index dropped to 45.9 in March, a record low following the 48.7 reading in February. For just a third time in survey history, the forward looking index implies falling price expectations over the six month horizon and is another sign of the weakness in current market conditions. Moving Materials With Komatsu Soon the landfill will begin mining an old cell. Sangster said the process will involve removing the cap, then digging out the dirt and removing any remaining trash, about 40 percent of which will be recycled. The landfill will use four new pieces of Komatsu Tier IV Interim equipment that it recently purchased from Kirby-Smith Machinery, Inc. to dig and move the dirt and harmful materials. The list of machines includes a PC490LC-10 excavator, an HM400-3 articulated truck and a D65EX-17 dozer. The landfill rounded out its equipment package with a truck equipped with an 8,000-gal. (30,283 L) water tank that it uses to spray the cells and reduce the dust on haul roads. “We’re extremely pleased with the Komatsu equipment from every standpoint,” said Sangster. “Our operators like the ease of operation and especially the comfort of the trucks.
