Work on the $74 million project includes widening 11 mi. (17.7 km) of Loop 101 between Shea Boulevard and Loop 202 (Red Mountain), with the addition of one new lane in each direction. A second new northbound Loop 101 lane also will be constructed between the Loop 202 interchange and McDowell Road. Seven Projects in Wyoming...

Transportation Commission Awards $12.4M in Contracts The Wyoming Transportation Commission awarded contracts totaling $12.4 million for seven projects, including three that will be funded through increased fuel tax revenue, during its March meeting. The work the Wyoming Department of Transportation will complete in various parts of the state includes minor bridge rehabilitation, road grading and overlay and slide stabilization. S & S Builders of Gillette won the largest of the contracts with the low bid of $3.9 million to complete minor repairs to 22 bridges in Campbell, Crook, Johnson, Sheridan and Weston counties. The work will consist of rehabilitating the bridges and completing minor grading and milling at the bridge ends. The completion date is Oct. 31, 2017. Lewis & Lewis Inc. of Rock Springs won a $2.7 million contract for improvements to three streets in Green River. The work

will include full-depth reclamation in which deteriorating pavement is ground up and used as a base for a new layer of pavement, along with upgrades to sidewalks to meet the requirements of the Americans with Disabilities Act. The work will be done on Hitching Post Drive between Upland Way and Iowa Avenue, on West Teton Boulevard between Upland and Bridger Drive, and on East Teton between Colorado Drive and California Drive. The contract completion date is June 30, 2017. Bituminous Paving Inc. of Ortonville, Minn., submitted the low bid of $1.9 million for chip sealing work on a total of about 75 miles of road in Campbell, Crook, Johnson, Sheridan and Weston counties. Motorists may see some delays due to the construction, which will be completed by Sept. 15, 2016. The following is a breakdown of the work. • In Campbell County, the work will include about 18.4 mi. (29.6

km) on WYO 51 from Gillette to the east side of the Campbell County line. WYDOT also will work on 6.6 mi. (10.6 km) of WYO 59 north of Gillette in the vicinity of Weston. • Work in Crook County will be on 8.74 mi. (14 km) of WYO 111 from I-90 to Aladdin, and on 7.6 mi. (12.2 km) on WYO 112 north of Hulett. • In Johnson County, about 10 mi. (14.8 km) on WYO 331, starting in Sheridan and heading west. • In Weston County, the work will be completed on 8.3 mi. (13.4 km) on US 16 from the east side of Newcastle to the South Dakota state line, and on WYO 116 south of Upton for 6.5 mi. (10.5 km).

Mountain Construction Co. of Lovell was the lowest bidder at $1.6 million for chip sealing work, and guardrail and cattle guard replacement on 5.67 mi. (9.1 km) on WYO 170, Hamilton Dome Road, west of Thermopolis in Hot Springs County. The work will be paid for with revenue from the 10cent fuel tax increase and is scheduled to be finished on Oct. 31, 2016. Simon Contractors of Cheyenne won an $862,000 contract for chip sealing work on US 85. WYDOT will complete 10 mi. of work in various locations on US 85 from the Laramie/Goshen County line to the railroad tracks in Torrington. The agency also will complete the work in various locations in the town of LaGrange. The work will be paid for with revenue from the 10-cent fuel tax increase and is scheduled to be complete by Aug. 31, 2016. Work on a landslide stabilization project on WYO 24 between

Hulett and Alva in Crook County went to Earth Work Solutions of Gillette, which was the lowest bidder at $854,400. WYDOT will build a berm to stabilize the sliding road embankment, realign and reestablish the creek channel and will do grading and drainage work. The completion date is Oct. 31, 2016. Intermountain Slurry Seal of Watsonville, Calif., was the low bidder at $585,000 for microsurfacing work on 6.92 miles on US 16 starting at Osage and heading west toward Upton. WYDOT uses microsurfacing, which is typically a mix of oil and sand, to seal cracks and provide friction to a road. Motorists should expect some delays. The work will be paid for with revenue from the 10-cent fuel tax increase and is scheduled to be complete by Sept. 30, 2016. ODOT Firms Up Earthquake Bridge Inspection Process The Oklahoma Department of Transportation is relieved by the results of a recent scientific analysis showing it’s unlikely that a 4.6 or less magnitude earthquake will damage transportation infrastructure in the state, including bridges. The department plans to incorporate this new information into its bridge inspection protocol starting in April. “This is great news for Oklahomans concerned with the long-term effects of increased earthquakes in our state,” said Mike Patterson, ODOT executive director. “Our department has aggressively inspected bridges and infrastructure for the past few years and learned a great deal through this process about this relatively new phenomenon in our state.” Infrastructure Engineers Inc., a team of consultants that worked closely with researchers from the University of Oklahoma, validated ODOT’s inspection process. Additionally, the year-long study of earthquake data revealed there is no structural damage occurring on bridges after tremors below magnitude 4.7, indicating that bridge inspections are unnecessary below this level. The department will continue to inspect bridges after earthquakes, but starting at a threshold of 4.7 magnitude events. The magnitude of an earthquake will

determine how wide an area from the epicenter will be inspected. Starting in April, crews will respond immediately to earthquakes at these new levels: • 4.7 to 4.8 magnitude — 5-mi. (8 km) inspection radius; • 4.9 to 5.3 magnitude — 15-mi. (24 km) inspection radius; • 5.4 to 5.8 magnitude — 30-mi. (48 km) inspection radius; • 5.9 to 6.2 magnitude — 60-mi. (96.5 km) inspection radius; and • 6.3-plus magnitude — 120-mi. (193 km) inspection radius. ODOT previously checked bridges after almost every earthquake, then adjusting later to inspect after every 3.0-magnitude event. After consulting national experts, including the California Department of Transportation,

the U.S. Geological Survey and Oklahoma Geological Survey, that protocol changed in mid-2014 to inspections after every 4.0magnitude event within a 5-mi. radius of the epicenter. “We were conservative in our approach to bridge inspections, but now we have the science to know with more certainty that 4.0- to 4.6-magnitude earthquakes present no danger to transportation infrastructure in the state,” said Casey Shell, ODOT chief engineer. “This change in protocol allows the department to better focus its resources.” Shell said ODOT has never found any structural bridge damage in the state related to earthquakes since inspections began in 2013. Oklahoma’s bridges meet federal design standards, meaning they are meant to safely withstand some degree of vibrations

and movement. Another component of the current $575,000 study was the creation of a postearthquake bridge inspection manual that describes best practices in detail as well as providing a step-by-step inspection guide. This comprehensive document will be used by all ODOT bridge inspectors statewide, and will be shared with other state agencies and government entities such as the Oklahoma National Guard and with counties and municipalities. Additionally, the study provided training to ODOT personnel that also will be shared with other agencies, as well as detailed structural analysis on three bridges representing those typically used in Oklahoma. A second phase of the Infrastructure Engineers Inc. study is planned to begin next fiscal year, which will create an analytical program combining ODOT bridge data and earthquake data to help plan a localized inspection route. This will help inspectors respond even more quickly and be more cost effective while ensuring safety for motorists. For more information, visit www.odot.org. PHOENIX (AP) The decision to unravel rules requiring a 100-year water supply for new developments in some rural areas could be left to Arizona’s governor after the House signed off on the proposal. The bill by Sen. Gail Griffin, R-Hereford, would allow some cities in Cochise and Yuma counties to opt out of rules that require them to have enough water to last a century. Gov. Doug Ducey praised Arizona’s water management laws during his State of the State address in January. Spokeswoman of the governor Annie Dockendorff said that ensuring the sustainability of Arizona’s water supply is a high priority for the governor and he will consider that when the legislation hits his desk. The House passed Senate Bill 1268 in a 33-25 vote. Rep. Noel Campbell, R-Prescott, was the lone Republican to vote against the measure. The Senate has already approved the bill in a similar form but still needs to make a final vote to approve changes in the House. The bill would then move to the governor’s desk. If approved, the legislation also could help a developer begin construction of nearly 7,000 homes in Sierra Vista despite a pending lawsuit. The U.S. Bureau of Land Management sued the Arizona Department of Water Resources for signing off on Castle & Cooke’s water plan to build in Sierra Vista, in Cochise County. The federal agency claims the developer intends to use groundwater that is linked to a federally protected conservation area along the San Pedro River. Maricopa County Superior Court ruled against the Department of Water Resources, but it has since appealed — leaving the water rights issue hanging. Several Democrats opposed the measure during the vote, saying it poses an environmental threat to the Southwest’s last free flowing river. Others said it could hurt home buyers who might run out of water before their mortgages are paid. “I see the risk of picking off around the edges of what protects all homeowners for the long-term in Arizona,” said Rep. Debbie McCune Davis, D-Phoenix. Griffin has said her bill has nothing to do with the lawsuit. House Republicans said Sierra Vista has enough water to accommodate new development. “There is water there and we have enough to make sure people can go back to work,” said House Speaker David Gowan, R-Sierra Vista. A second bill by Griffin, Senate Bill 1400, would let water adequacy ordinances in Cochise and Yuma counties expire after two years and require a unanimous vote by the board of county supervisors to renew the ordinance for another five years. After sustaining near drought conditions for the last several years, heavy rains took their toll on a section of State Highway 3 at Slate Creek between Weaverville and Trinity Center, Calif. On March 15, two sections of roadway measuring about 100 yds. (91 m) washed away. A day earlier, saturation and cracks in the roadway were reported to the California Department of Transportation (Caltrans) District 2,

who sent a team of experts to assess the conditions. A temporary closure was put into place and crews were onsite when the road gave way. No one was injured. Caltrans contracted Tullis Inc. of Redding, Calif., for clean-up and replacement of the roadway. “Tullis pioneered roads to the bottom of the embankment to gain access to the site of the slide,” explained Jeff Bline, Caltrans resident engineer. “Fortunately, there was an existing disposal site within the project limits, which we’re utilizing for the rubble.”

According to the Redding Record Spotlight, Don Anderson, District 2 deputy director of Caltrans, said the repair option his agency is leaning toward is backfilling the chunk of fallen highway “with a lot more drainage components.” In a Crossroads newsletter put out by the University of Wisconsin, engineers estimated that at least 90 percent of a road’s problems are caused by water. The top three ways to preserve and extend the life of a road, they said, are drainage, drainage and drainage. see CALTRANS page 20

Nixon-Egli Has Right Equipment for Precision Cold Planing Full Depth Reclamation (FDR) coupled with soil stabilization is rapidly become the norm in repaving jobs, and no one typifies the move to the “green” processes more than Precision Cold Planing of Yucaipa, Calif. “We got into this business three years ago”, said Rob Rozhon, president of PCP. “We had been in the milling business for several years when we purchased the assets of company going out of business.” The company whose assets they purchased was involved in cold milling and soil stabilization and had two Wirtgen grinders — a W120 and a W2000 — as well as two Wirtgen pulverizers — a W2400 and a W2500. Rozhon saw recycling and soil stabilization had a solid future and chose to broaden the horizons of his business. Also, he recognized Wirtgen as the leader in the field. “When we expanded the fleet we could not find any other machines of the same quality,” he explained. “They are the leader and their products reflect that.” In early March, when the milling of the existing pavement on residential streets in the Sequoia Ave/Rolling Meadows area of Fullerton, Calif., exposed an inadequate subgrade, paving contractor RJ Noble called on Rozhon’s company for help in the stabilization process. The compromise of the existing subgrade was dramatic enough that even city garbage trucks were unable to get around. Neighborhood residents were asked to park on adjacent streets and walk to their homes. Robert Rineer, of the engineering firm of Smith-Emery Laboratory was consulted. He determined that the city of Fullerton’s desire to have a mixture of 6 in. (15.24 cm) of the existing aggregate along with the clay base and 5 percent cement added would adequately stabilize the subgrade. Two passes were made with PCP’s Wirtgen 240i cold recycler and soil stabilizer. The first, a dry mix pass, introduced the cement into the subgrade. On the second pass water was added. The two pass method results in a more thorough mix of the cement and aggregate, according to Rozhon. “The answer 10 years ago would have been to rip up and

replace” Rozhon said of the Fullerton job. “But there are so many advantages to this process”. Among the advantages cited by Ruzhon are a better overall quality subgrade and a huge reduction in the amount of hauled away from the job site. The Fullerton job, like most, had its own set of challenges. One of the streets was a tight cul de sac. There was little room for maneuvering recycling equipment and water trucks. Additionally, the intersection of Rolling Meadows and Sequoia is a busy intersection near an elementary school. Since

Nixon-Egli exclusively represents the Wirtgen line in Southern California. “We were in market but Wirtgen was in a backlog situation,” he said. “Nixon-Egli gave us a demo machine which we used for five months until our new machine arrived.” While Rozhon said Nixon-Egli has been great to work with throughout the relationship, he singled out Mike Burns, NE’s Wirtgen product support specialist. “Mike has been great,” he said. His support was critical in us staying with the Wirtgen product. For more information, call 909/446-0100.

About Nixon-Egli Nixon-Egli Equipment Co. specializes in road construction equipment, parts and service. The company serves all of California with offices in Ontario and Tracy. It also sells and service cranes and municipal equipment. In addition to Wirtgen, Nixon-Egli sells Leeboy, Link-Belt, Vogele, Johnston, Kleeman, Hamm and several other lines. For more information, call 909/930-1822 or 209/830-8600. (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

residents were being forced to park on neighboring streets and off the weak subgrade, time was also of the essence. “The Wirtgen 240i performed well, as always” remarked Rozhon when the three-day job was completed. His company left the streets ready for paving later that week. About Precision Cold Planing Started in 2001 as a milling contractor, Precision Cold Planing has grown to be a major player in cold

planning, pulverization and soil stabilization in Southern California. The small family business has grown to 25 employees. They work with small paving companies as well as large freeway contractors. Rozhon’s company has seven milling and soil stabilization machines, the latest another 240i purchased in July of 2015. “When we decided to expand the fleet, there really was an obvious choice,” he said. “We called NixonEgli and got things moving.”

Crews Make Progress on San Francisco’s St. Luke’s Hospital

Brian Haux, SkyHawk Photography photo

The hospital replacement project includes a construction management plan to help provide safety and limit noise levels during construction.

Approximately 11,000 cu. yds. (8,410 cu m) of concrete and 2,400 tons (2,177 t) of structural steel are being used in constructing the replacement hospital.

By Chuck Harvey CEG CORRESPONDENT

A $329 million project to replace San Francisco’s St. Luke’s Hospital with a modern, better-equipped facility is under way. The new structure is being built adjacent to the old hospital on Cesar Chavez and Guerrero Streets. St. Luke’s is part of the California Pacific Medical Center system, Once the new hospital opens, the existing hospital will be demolished. A new medical office building will be constructed where the current hospital now stands. The replacement hospital will provide inpatient care, diagnostics and treatment, urgent care and intensive care. It will meet LEED goals for energy efficiency and sustainable building practices. Work began in September 2014 on a project that will create a new sevenstory, 120-bed facility that is designed to be seismically safe. Substantial completion is scheduled for the second quarter of 2018 and the hospital should start accepting patients in 2019. The hospital will incorporate 100 percent filtering of outside air to keep air fresh and clean for patients. General contracting is being conducted by a partnership of Herrero Builders of San Francisco and The Boldt Company based in Appleton, Wis. Referred to as HerreroBoldt, the general contractor partnership is replacing the current hospital with an

acute care facility. Numerous trade specialists are on the job each day. “We currently have more than 50 subcontractors, vendors and consultants working on the project daily,” said Paul Klemish, project director with HerreroBoldt Partners. In regard to construction crews, about 100 union construction workers are on the day shift. So far there have been no problems that have caused delays or additional money, Klemish said. Construction is well along. Structural steel installation was completed in December 2015. All belowgrade concrete walls are complete. Workers are currently pouring concrete decks. That work is slated for completion in March of this year. Work on the interiors will be done through 2016, followed by training, stocking and licensing for the new operations. The hospital includes a 215,000-sq.-ft. (19,974 sq m) acute healthcare facility. Typical construction hours are from 7 a.m. to 5 p.m. Monday through Friday and 7 a.m. to 5 p.m. on Saturday. Substantial Use of Concrete, Steel Approximately 11,000 cu. yds. (8,410 cu m) of concrete and 2,400 tons (2,177 t) of structural steel are being used in constructing the replacement hospital, Klemish said.

Structural steel is used to improve stability. “The structural steel system utilizes buckling restrained braces to absorb the lateral energy of an earthquake,” Klemish added. The project has an established integrated delivery project team that includes HerreroBoldt; Boulder Associates of Boulder, Colo.; Smith Group JJR with multiple locations including San Francisco; and Sutter Health based in Sacramento. The integrated project delivery team identifies, develops and implements innovative strategies to the design and construction by reducing the project budget to meet the target cost. About 1,500 trades’ workers are employed for the project. Pankow, with multiple locations including San Francisco and Oakland, is the subcontractor for concrete work. Alamillo Rebar in Villejo, Calif., is in charge of rebar work.

Safety and usefulness during and after an earthquake are considered vital. “The hospital is designed to be operational following a strong earthquake to provide healthcare when patients need it most,” Klemish said. (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

Management Plan to Provide Safety During Construction The hospital replacement project includes a construction management plan to help provide safety and limit noise levels during construction. The plan provides for 24-hour security, fencing around the new hospital site, daily cleanup of debris in service ways and streets, implementation of a site safety and health plan and noise and vibration management and monitoring. Also, HerreroBoldt plans transparent communication with neighbors, community leaders and city hall officials as the project proceeds. It provides notifications of meet- CEG ings and project milestones as well as weekly and sixweek construction bulletins. For instance, the general contractor reported that installation of concrete walls takes place from 7 a.m. to 5 p.m. Monday through Friday. “The hospital is being built between the property lines of an existing hospital campus and adjacent residential neighbors,” Klemish The replacement hospital will provide inpatient care, said. “Logistically it is a very diagnostics and treatment, urgent care and intensive care.

Heavy Rains in Northern California Lead to Road Collapse CALTRANS from page 13

Tullis and Caltrans have set a deadline of Memorial Day to have Hwy 3 open “with limitations” to thru traffic. Finishing work may continue past that date. Crews worked around the clock to get detour roads cleared and serviceable for commuters between Weaverville and Trinity Center. Motorists with 4WD are directed to used Trinity Mountain Road/East Side Road between Highway 299 near French Gulch and Trinity Center. Due to tight curves, larger vehicles will not be able to negotiate this detour and instead, are advised to approach from the north on State Hwy 3 over Scotts Mountain Pass. Passenger cars with 2WD should follow the I-5 / Hwy 299 detour. Local traffic with 4WD is able to use the shortest detour, which bypasses the closure using four service roads and a logging road, cleared and prepped for the occasion. Trinity High School has rented 4WD buses so it can safely and efficiently transport kids to school while Hwy 3 is being rebuilt. Other roads in northern California have suffered the same fate this winter, including Highway 1 in Mendocino County where a Caltrans truck was nearly pushed off the highway by a mudslide. Caltrans budgets for such emergencies, allotting $10 million for the clearing and renovation of Hwy 3. For more information, visit http://www.dot.ca.gov/d2/index.html. (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.) CEG Signs of distress to the roadway appeared on March 14. The road was closed immediately for review.

Tullis Inc. of Redding began clearing on March 17, building temporary roads from the bottom up to clear the debris and prepare the road for rebuilding.

Caltrans budgets for such emergencies, allotting $10 million for the clearing and renovation of Hwy 3.

Potential Tax Increase...

L.A. Transit Agency Maps Out How It May Spend $120B LOS ANGELES (AP) Los Angeles County transportation officials have mapped out how they’d like to spend $120 billion that a potential sales tax increase would generate. The vision is to continue the traffic-choked region’s public transit renaissance by extending subway and rail service, as well as adding new freeway miles and converting some carpool lanes to toll lanes. Los Angeles International Airport would get a direct connection to the existing light rail system. Two-thirds of voters would have to approve a half-cent tax increase, and the Los Angeles County Metropolitan Transportation Authority’s board of directors has not yet decided whether to make the request on November’s ballot. Metro CEO Phillip Washington presented the staff’s recommendations, saying the projects would increase transit use from 7 percent of trips to 20-30 percent of trips. Drumcutters, Komatsu Offer Camelback Mountain Solution Years ago, the owners of a home on Camelback Mountain near Phoenix, Ariz., began removing approximately 14,400 cu. ft. (407.8 cu m) from the side of the mountain. They hoped to create what they called a “garage.” The 20- by 20-ft. (6- by 6-m) wide by 36-ft. (11 m) high space took years to create, using a combination of hydraulic drills and hammers. But work stalled when the original owners sold the property and the space sat unfinished — until this year, when new owners decided to complete the project. The house sits on the southwest facing side of the mountain, while the “garage” faces in a more northerly direction. The new owners’ goal was to have a walkway through the mountain connecting the garage to the living quarters. Employing the same hydraulic drills and hammers, the contractor quickly determined that another solution was needed to create the walkway from the garage to the home. Their limited efforts to open the passage through the mostly granite mountain resulted in noise and vibration complaints from the surrounding neighborhood, grinding the project to a slow crawl. In

the words of Mike Mitchell of Landis Mitchell Engineers, “The hammer was noisy and not at all cost-effective when you consider the time involved.” The engineering firm, which also owns the property, found the answer in a partnership between

The ER 650 attached easily to the stick of the Komatsu PC228.

Komatsu dealer Road Machinery and Drumcutters, a manufacturer of hydraulic attachments for cutting and grinding. The Drumcutters ER 650, which Mitchell had seen on a similar job in the area, is a revolving rotary drum cutter unit and is often used in tun-

neling. Using the attachment on a Komatsu PC228 LC has proven effective in tunneling — and quietly so — through the hard rock. The rock removal portion of the garage project, which includes the walkway up to the living quarters, was completed in late February, and

work on the entire project, which, in part, involves constructing a garage door, will wrap up soon. According to Mike Denton, account manager of Road Machinery, “in three weeks, the contractor was able to do the equivalent of nine months of work if he had been using the drilling/hammering method.” The ER 650’s 10,900 ft*lbf of cutting force was powered effectively by the Komatsu excavator. “It was the perfect application for the PC228 LC,” said Denton. “The Komatsu has the perfect combination of needed hydraulic power and torque to turn the drum cutter and the tight tail swing necessary to maneuver in the garage area.” In addition to cutting the 20- by 9- by 5-ft. (6- by 3- by 1.5-m) walkway, a “tool area” was cut farther into the mountain on the back side of the garage. All of this was accomplished in approximately three weeks, according to Tim Schutte, regional sales manager of Drumcutters. (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

The walkway connecting the garage to the main house was cut through granite. Again the smooth finish created by the ER 650 is contrasted with the holes left by the previous drilling/hammering effort.

Volvo Debuts New P7110B, P7170B Tier IV Final Pavers The latest highway-class pavers from Volvo CE feature the Volvo D8J, 8-L, Tier IV Final engine with continuous passive regeneration, boasting more than 12 hours of continuous run time without refueling and more than 5 percent improvement in fuel efficiency versus previous models. Along with the latest Volvo engine, these new pavers feature long hydraulic tunnels, a range of screed options, a four-sensor material flow system and 360-degree visibility — all of which adds up to greater quality and productivity at lower operating cost, according to the manufacturer. “The P7110B and P7170B build upon more than 75 years of Blaw-Knox and ABG paving technologies combined with the proven Tier IV Final Volvo engine. Engine development is a core strength for Volvo that we leverage across the entire Volvo Group, and the D8J is another great example of improving performance while also complying with EPA regulation,” said John Mooney, product manager, pavers at Volvo Construction Equipment. “The 7000 Series pavers were field-tested with more than 200,000 tons of placed material to prove performance and reliability. Not only did we prove reliability, we lowered the fuel usage, per placed ton, as compared to any previous model.” Safety and Visibility The latest Volvo tracked and wheeled pavers offer unobstructed, 360-degree visibility. The engine has been neatly packaged under the hood while keeping the same low hood height, profile and engine serviceability. To provide emissions component access, the length of the top cover has been increased and a removable side cover added. Careful attention was paid to keeping excellent forward visibility over the hood area while retaining low deck height. To increase operator comfort, new side air vents and a slightly higher seat have been added. The operator has a choice of two control consoles, which allow the machine to be operated from the left or right sides. The consoles

rotate and tilt to align with the adjustable operator seats, which can easily extend beyond the edge of the paver for an unobstructed view of material flow. Large steps, handrails and anti-slip plates permit safe entrance and exit. New optional LED work lights brighten work areas and are resistant to shock, vibrations and external impact. Powerful Precision With the simple press of a button, the operator can extend the two-stage, 42-in. (106.6 cm) hydraulic tunnels allowing head-of-material control without the need for bolt-on extensions. These B-series pavers also offer the selection of factory-installed Omni 318, Omni 1000 and Ultimat 200 screeds, as well as dealer-installed Wedgelock screeds. With the Volvo quick coupling system, extensions can be easily added or removed in minutes. To ensure smooth and consistent paving, four standard ultrasonic sensors — two above the conveyor and two above the auger — automatically regulate the proper delivery and flow of material to match the paver’s speed. The tow point indicators have been updated

to increase readability and accuracy. High contrast scales are now located at the tow point with a red indicator for accuracy. The larger scale is easily readable from the paver or screed operators’ positions. The large-capacity hopper works in combination with independently controlled conveyors and augers to ensure a constant flow of material to the screed. The heavy, abuseresistant, 2-in. (5 cm) thick hopper wings prevent material build-up, improve clean-up and provide counter-balance weight. Maintenance Made Easy The Volvo “green” key provides common access to ignition, heat box, fuel cap, center console and DEF tank cover, and a second key opens the four side access covers, cooler, hydraulic pumps and the smaller hinged panels located on the side, under the operator seats. Engine checks are easily performed from the deck with full-width engine hood. Filters and coolers are easily checked with vertically hinged doors on the side of the machine. All material flow components feature sealed bearings for long life. A redesigned exhaust outlet eliminates the need to fold the pipe prior to transport. Comes With CareTrack The B-Series pavers also are available with optional factory-installed CareTrack — the Volvo telematics systems that provides remote monitoring of paver location and engine run time, as well as geo-fencing and reporting in order to increase uptime, and better plan paver hauling and service. With Volvo’s expansive North American dealer network and the ability to customize customer support agreements to individual needs, customers have the robust support needed to ensure maximum uptime, according to the manufacturer. For more information, call 717/532-3408 or visit www.volvo.com. (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

The P7110B tracked paver and P7170B wheeled paver from Volvo Construction Equipment offer 360-degree visibility, improved fuel efficiency with more than 12 hours of continuous run time without refueling, and new options to enhance productivity and mat quality.

Cat Adds B-Series Tandem Rollers to Its Machine Family Caterpillar Inc.’s high-production BSeries tandem vibratory rollers includes the CB64B, CB66B and CB68B models. These machines are 13 to 15.4 ton (12 to 14 t) compactors that feature wider drum widths, highflow water spray system, increased operator comfort and enhanced technology to help operators and machines perform at higher levels. Many of the technological enhancements are provided through the optional Cat compaction control. Pass-count and temperature mapping systems combine infrared temperature sensors with GPS mapping to keep the operator informed of current mat temperatures, machine position, pass-count and pass coverage. This intuitive system greatly enhances nighttime performance, and also records information for future process analysis and quality control documentation. When combined with drum edge and drum surface lighting, Cat compaction control helps extend the workday and increase daily production by optimizing jobsite awareness in low-light conditions, according to the manufacturer. “Machine to machine” communication is another technological enhancement that improves jobsite efficiency. The system helps keep rolling patterns in sync by sharing coverage and pass-count maps between the operating displays of multiple machines. By viewing the color display, operators can monitor areas of coverage and the number of passes made. If a trailing operator sees an area of missed coverage, they can easily pick it up to ensure the entire rolling pattern gets the attention that is needed. This system is extremely helpful when performing echelon compaction when multiple machines are executing a five or seven pass rolling pattern. In addition, these rollers perform well in vibratory or static mode, enabling a single machine to perform breakdown, intermediate and finishing work. The rollers are wellsuited to all types of mix designs and applications. They provide high variation of amplitudes for breakdown and intermediate work, while their high static linear loads deliver enhanced results for finishing work. Typical applications include highways, city streets, county roads, lane additions, industrial sites, overlays, airport runways and other production-sized paving jobs. Efficient Power and Eco-Mode The Cat C4.4 engine meets U.S. EPA Tier IV Final and EU Stage IV emissions and provides 142 hp (106 kW) of power. Automatic eco-mode operates at a variable engine speed to deliver excellent fuel economy and lower sound levels. Keeping Operators Productive Working in unfavorable conditions is typ-

The CB64B, CB66B and CB68B models are 13 to 15.4 ton (12 to 14 t) compactors that feature wider drum widths, high-flow water spray system, increased operator comfort and enhanced technology to help operators and machines perform at higher levels.

ical in the paving business, but the operating station helps keep operators comfortable and productive. Visibility and comfort are enhanced by the standard 180 degree seating and optional 360 degree positioning. New handwheel steering technology eliminates the front steering console, enabling the operator to easily monitor water spray performance. An LCD display and push-button controls simplify operation for an all-around comfortable operating environment. Smooth, Maneuverable These models feature a newly designed center-articulating hitch with 6 degrees of oscillation that ensures mat contact and a smoother ride over uneven surfaces. An offset hitch option extends coverage up to 6 in. (15.2 cm) and simplifies control next to obstacles. It delivers excellent performance on longitudinal joints by pinching the edge with the lead drum and sealing the joint with the trailing drum. The CB64B is equipped with 79 in. (200

cm) drums, while the CB66B and CB68B utilize 84 in. (213 cm) drums. The Cat C4.4 engine rated at 142 hp (106 kW) comes standard with eco-mode and automatic speed control, leading to uniform compaction, fuel savings, reduced sound levels, and ultimately lower operating costs, according to the manufacturer. Versatile Vibratory Systems The B-Series tandem rollers offer a variety of vibratory options including dual amplitude, dual frequency, Versa Vibe and five amplitude systems. The Versa Vibe system creates a 2-in-1 machine with four amplitudes and two frequencies. This system provides two settings for lighter hitting and higher working speeds on thin lifts; and two settings for heavier hitting, and slower speeds, on thick lifts or those with challenging mixes. The five-amplitude system offers the widest range of amplitudes with a single frequency. This system is a heavy hitter, with more options that help fine-tune compaction performance on thick lifts. The system also

works well on tough-to-compact mix designs that consist of large aggregate and low levels of filler and binder. Durable Water Spray System Reliable water spray systems are needed to keep rollers on the mat and on pace with the paver. The high-capacity system on these models are designed with dual spray bars, dual pumps, triple filtration, adjustable intermittent operation and an optional freeze protection kit. The dual pumps provide back-up capability and alternate with the direction of travel to maximize service life. Clogging is prevented through filters at the fill point, water pumps and spray nozzles. The adjustable intermittent mode conserves water and minimizes re-fills for optimal efficiency. The optional freeze protection kit helps ensure the roller is ready when you need it. Work on the $74 million project includes widening 11 mi. (17.7 km) of Loop 101 between Shea Boulevard and Loop 202 (Red Mountain), with the addition of one new lane in each direction.

On this project, the operators are using Cat 336 and Cat 330 excavators, John Deere dozers, Link-Belt 65-, 70- and 90-ton (58.9, 63.5 and 81.6 t) cranes, Cat 426 and John Deere 710 backhoes, Cat 140H blades, and John Deere 744 and Cat 966 loaders.

change entrance ramp to McDowell Road; Chaparral Road traffic-interchange improvements, and the building of retaining walls and sound walls. Other elements include the addition of new merge lanes between interchanges, new lighting and signs, new landscaping, wider freeway bridges and realigned on- and off-ramps and a new layer of rubberized asphalt. “Whether it’s holding off on major closures for weeks at a time because of big sporting events or getting work done while also keeping traffic moving,” said Doug Nintzel, ADOT spokesman., “the widening project has been a true balancing act for ADOT and its prime contractor, Pulice Construction.” The work started in August 2014. “The job is part of the Maricopa Association of Governments’ 20year Regional Transportation Plan approved by Phoenix-area voters in 2004,” said Nintzel. “Widening the freeway, which often carries well more than 125,000 vehicles per day, is a freeway-improvement priority in the Valley of the Sun.” The ADOT-Pulice team has been required to make way for events such as the Super Bowl, spring training baseball and the Waste Management Phoenix Open golf tournament. Dan Haskins, ADOT’s senior resident engineer said keeping the job on schedule has been a successful lesson in coordination. “The contractor’s team and our owner’s team are in constant com-

munication, from top to bottom,” he said. “It enables us to verify that the work is being completed in a timely manner and in accordance with the contract’s stipulations. It’s impossible for everything to be perfect. But we’ve definitely worked to protect both parties from misunderstandings as we move toward finishing the job next year.” The project team has been able to maintain the same number of lanes within the work zones, including an HOV lane in each direction, while also shifting the lanes slightly to allow for the placement of temporary barrier wall. Key challenges have included the widening of existing bridges over major cross streets, as well as the reconstruction of on- and offramps to fit the freeway’s wider configuration. That has meant balancing ramp closures so drivers will find an open ramp at the next available interchange. “We’re doing a good job with the partnering process and that’s a big part of keeping the work ahead of schedule,” said Haskins. “Each week we have at least one formal meeting to discuss outstanding issue while also documenting any actions that need to take place. It has certainly limited surprises.” Loop 101 in the project area was originally constructed as a six-lane freeway through a series of projects in the 1990s. HOV lanes were added last decade. The current widening project has waited on the availability of regional transportation funding. “It comes down to building freeway improvements in stages, when the funding is available,” said

Nintzel. “In Maricopa County, that funding comes from the voterapproved, 20-year extension of a local half-cent sales tax (20062026). Revenue is programmed for freeway projects identified in the Maricopa Association of Government’s Regional Transportation Plan, a long-term blueprint for transportation improvements across the Valley.” ADOT said the project will provide “a quieter and smoother driving experience due to the use of rubberized asphalt on the widened roadway surface.” This includes the roadway surface from Shea Boulevard to McKellips Road. As of January 1, 70 percent of the work has been completed. “That meant that precast girders weren’t an available option for the lane additions,” said David Locher, ADOT transportation engineering specialist. “Crews had to build the components at the project location, which required falsework. That falsework, which is what crews constructed the additional Loop 101 lane on top of, hung lower than the final height of the bridge and had to be built high enough to give adequate clearance to the traffic traveling below on 90th Street. This meant that the crews had to build the new bridge a few feet above its eventual resting spot and when the bridge construction was finished, they had to lower it into place.” The lowering was accomplished with the help of four jacks — Enerpac 250-ton (226.8 t) cylinder. “They had to be strong,” said Locher. “We just lifted the lane ever so slightly so that we could

remove some of the timbers (part of the falsework) at a time. The bridge was lowered in three-inch increments until it was in place about 13 hours later. The southbound side was actually high enough to clear traffic because it is built on a banked curve. The slight incline gave crews the space they needed to build the additional southbound bridge without having to elevate the falsework.” “It’s almost like a puzzle,” said Chad Fischer, Pulice’s project manager, “and you have to make a schedule that has it all fit in together, so just the coordination and planning to make sure that everything is done on time and seamlessly without affecting traffic too much. We prepare daily plans, but sometimes it can be hourly if something falls through. It’s like a domino effect where you have to re-evaluate and reschedule everything. We have one more set of ramps to construct and there are a lot of landscape walls and barriers, and we have the final landscaping to complete — planting of trees and granite mulch.” Steve Campbell, Pulice’s senior vice president points out that consecutive ramps cannot be closed concurrently. “And there are a number of moratoriums that impact the closure dates because of the facilities around here — the casino and the spring training facility,” he said. “In addition to ADOT, there are two other partners — the Salt River Pima-Maricopa Indian Community, 90 percent of this job takes place on their land and the city of Scottsdale. We have to work

with their schedules.” The night work is reserved for certain aspects because they require full closures, which could also have crews working on weekends. “Once you close a ramp,” said Fischer, “you have 60 days to reopen it and we work hard to make sure to open the ramps on time.” The regular day shifts last eight hours and on a daily basis, there are about 150 Pulice and subcontractor employees on site. The major subcontractors include: McNeil Brothers for PCCP, curb, gutter, and catch basins; Roadway Electric for signing, lighting and ITS; Valley Crest for landscaping; TPAC for precast girders; and PAVECO for AR-ACFC Paving. The work is taking place yearround, and in the summer, a lot of the concrete pours are done at night due to the heat. Heavy traffic has also led to all of PCCP placement being done at night. “This is the only way to stay on schedule,” said Fischer. “Everything else was done during the day. We have sufficient space, for the most part, for our equipment, materials, and temporary offices and to do the work. The delivery of materials is scheduled to avoid rush hour traffic.” Pulice has worked on similar projects and is applying lessons learned to this one. “One of the things we learned is tying into the existing infrastructure, whether you are adding a lane to a road or a bridge,” said Campbell, “and having a better understanding of the behavior of see ADOT page 76

Practical Design…

JCB Launches Common Sense, Side-Entry Skid Steer Video on Social Media Channels In an effort to communicate the practicality of its skid steer design, JCB released a video on its social media channels (You Tube, Facebook, Twitter and Google Plus). JCB’s side-entry skid steer allows operators to safely enter the machine, just as they would any other piece of equipment, rather than climbing over a cumbersome attachment, as required by front entry models. “We are constantly looking for unique ways to communicate JCB product attributes,” said Thom Peebles, vice president of marketing of JCB North America. “This video serves as an entertaining way to highlight our safe, side-door entry, a feature made possible through JCB’s single power boom design.” JCB manufactures a full line of side-door entry skid steer and compact track loaders at its Savannah, Ga.-based North American Headquarters for distribution around the world. The video can be seen on you tube at https://www.youtube.com/watch?v=gD5qwKh87G g or on Facebook at https://www.facebook.com/JCBNA?fref=ts. Cat D2 Series Offer Advances in Performance, Comfort

World Class Attachments Come and see for yourself!

The Cat 272D2 skid steer loader, 297D2 multi-terrain loader, and 299D2 compact track loader — along with their more powerful XHP counterparts — build on the engineering advances in performance, operator comfort, visibility, control and machine security of their D Series predecessors.

The Cat 272D2 skid steer loader, 297D2 multi-terrain loader, and 299D2 compact track loader — along with their more powerful XHP counterparts — build on the engineering advances in performance, operator comfort, visibility, control and machine security of their D Series predecessors. Now standard on all six D2 Series models is the Caterpillar heads-up advanced display, and all feature a new engine-compartment sealing system for enhanced airflow debris control. Non-XHP models have increases in rated operating capacity (ROC), and XHP models now maintain their ROC numbers without external counterweights. All models have a vertical-lift loader linkage and use a Cat C3.8 engine meeting U.S. EPA Tier IV Final/EU Stage IV emissions standards. In addition to providing a theft deterrent system, the advanced display accommodates up to 50 operator security codes that allow each operator to adjust the machine to suit individual operating preferences. A fullcolor, 5-in. LCD monitor enables on-screen adjustment of implement response, hydrostatic drive response, creep control speed, ride control activation speed, language preference and gauge layout selection. Electronic instrumentation includes fuel level, DEF (diesel exhaust fluid) level,

hydraulic and engine coolant temperatures, and tachometer. An available rearview camera, standard on the XHP models, displays high-resolution images on the monitor to comfortably increase the operator’s field of vision for increasing job-site awareness. With increases in rated operating capacity of up to 8 percent, the D2 Series models provide excellent lifting performance for heavy loads and/or handling larger hydro-mechanical work tools. The 272D2, 297D2 and 299D2 models deliver ROC ratings of 3,400, 4,700, and 4,600 lbs. (1,542, 2,132 and 2,086 kg), respectively, at 50 percent of tipping capacity. Ratings for the 272D2 XHP, 297D2 XHP, and 299D2 XHP are 3,650, 4800, and 4,725 lbs. (1,655, 2,177 and 2,143 kg), respectively, at the 50-percent rating. For applications that require additional lifting capacity, all six models can be equipped with optional bolt-on external counterweights. The C3.8 engine, rated at 98 gross hp in non-XHP models and 110 in XHP models, now uses a selective catalytic reduction (SCR) system for control of nitrogen-oxide emissions to meet Tier IV Final/Stage IV emissions standards. see LOADERS page 56

New Loaders Have Improved Fuel System Maintenance LOADERS from page 50

The SCR system requires no maintenance other than periodic addition of DEF. The DEF level is easily monitored via the digital gauge provided on the standard advanced display. All D2 models have a lockable door cover for the DEF fill point, located on the right side of the machine. The DEF fill is identified with the industry-standard blue cap and has a smaller filler neck to deter filling with an incorrect fluid. Sealing around the rear engine enclosure and cooling package is now standard for all D2 models. The standard sealing package

The new D2 Series models provide easy, ground-level access to all routine service points. With more stringent emissions requirements, good fuel system maintenance has become even more essential. (rear engine door, rear bumper, cooling package grill, cab/cooling package) provides enhanced protection against material ingestion in applications with a high volume of airborne debris. The hydraulically driven demand fan operates only when required, saving fuel and reducing sound levels An optional reversing fan provides added value to customers operating in high debris applications. The reversing fan, with both an automatic and momentary purge capability, aids in the removal of material from the rear door intake screen to maintain maximum air flow to the cooling system. Premium D2 Series features retained from D Series predecessors include the one-piece sealed and pressurized cab (Cab One), electro-hydraulic controls, premium seat choices, lift arms, available electric work-tool coupler, and available intelligent leveling features, such as dual self-leveling, electron-

ic snubbing, return-to-dig and work tool positioner. The new 272D2, 297D2 and 299D2 models offer a battery disconnect option. The battery disconnect allows the battery to be isolated for machine service, minimize battery drain during storage or for additional machine security. The battery disconnect is standard for the 272D2 XHP, 297D2 XHP and 299D2 XHP models. The steel track option is best suited for customers that require improved traction due to working in challenging underfoot conditions that may contain high concentrations of protruding objects (such as boulders, stumps, demolition debris, etc.) and/or using heavy work tools, working on slopes and/or working near transitions. Undercarriage suspension is standard on all D2 Series MTLs and CTLs and isolates the undercarriage from the machine frame using torsion axles. The torsion axles allow independent up/down movement to distribute the load and absorb shocks and vibrations. This results in higher operating speeds, better material retention and increased operator comfort. Both the 299D2 and the 299D2 XHP can be equipped with an optional sealed and lubricated steel track system. The 15.7-in. (40 cm) triple grouser steel track delivers additional traction and/or track life in applications not ideally suited for a rubber track. The 297D2 and 297D2 XHP multi-terrain loaders feature a dual-suspension undercarriage, which offers a “second level” of suspension, in addition to the torsion axle suspension, using oscillating roller wheel assemblies. These roller wheel assemblies will independently pivot when they encounter an obstruction providing more track on the ground, better load retention, improved operator comfort and a smooth ride, according to the manufacturer. The new D2 Series models provide easy, ground-level access to all routine service points. With more stringent emissions requirements, good fuel system maintenance has become even more essential. With the customer in mind, the D2 Series (and D Series) models feature an electric priming pump with automatic air bleed for the fuel system, easing the task of replacing and priming the fuel filter/water separator. For added safety, a dead-engine/boom-down actuator is repositioned for easier access and the boom arms incorporate a lift arm brace that can be installed and uninstalled by one person. Bobcat S595 Skid-Steer Loader Features Higher ROC

Lift Loads Higher The vertical-lift-path S595 is able to lift loads higher, making it easier to clear highsided truck boxes and hoppers. Operators working in construction, landscaping and agriculture, as well as many other market segments, will appreciate this model because of its compact size and performance. Standard: Two-Speed Travel A standard feature for the S595 skid-steer loader is two-speed travel, with a top speed of 11 mph. The feature allows operators to choose between low and high travel speeds to match the jobsite conditions and tasks.

Operators can switch between travel speeds with a simple press of a button. All-Day Comfort The S595 has a best-in-class pressurized cab with a one-piece seal that goes all the way around the door and fits into a special curved pocket. This minimizes the amount of dirt and dust that might enter the cab, creating more enjoyable working conditions for the operator. S595 skid-steer loaders come with standard controls. Advanced Control System (ACS) and Selectable Joystick Controls (SJC) are available as options. Additional options include an enclosed cab with heat and air conditioning, radio, deluxe instrumentation and hydraulic bucket positioning.

• Hoses are routed through the loader arms for better protection • Simple checkpoints make it easier to perform routine maintenance Enhanced Visibility The M-Series, cab-forward design moves operators closer to the attachment and delivers enhanced visibility in all directions. Operators can see the cutting edges of a bucket, for example, for more precise work and better overall productivity on their job sites. The larger top win-

For operators looking for more performance and productivity in a 74-hp skid-steer loader, Bobcat Company offers the new S595. The Bobcat S595 skid-steer loader has the highest rated operating capacity (ROC) of any of the 500-series loaders in its lineup by boasting a 2,200-lb. ROC. This makes it ideal for those who need to lift and carry more material. Operators can move more material in a shorter amount of time and get more work done in the same amount of time for increased productivity, according to the manufacturer.

Looking Back at the History of the Modern Skid Steer By Giles Lambertson CEG CORRESPONDENT

(Editor’s note: This article was originally published in CEG in 2014.) In 1958, Louis Keller drove his truck into the barnyard of western Minnesota turkey farmer John Sonstegard. He entered the building where Sonstegard was working and told the farmer he had a machine outside that would efficiently clean his manure-laden barns. The farmer agreed to take a look at it. It was not love at first sight. “When we clean barns, we clean barns,” Sonstegard scolded Keller. “I don’t need a toy.” The rejection was classic, for Keller’s “toy” was the progenitor of the modern skid steer compact loader — specifically, the Bobcat loader. Keller and his brother, Cyril, had developed the machine two years earlier for another farmer and were shopping it around. Sonstgard’s dismissal obviously was not the end of the story. After the farmer strode back into his barn, Louis Keller didn’t slink away. Showing the indefatigable belief that marked his inventive career, Keller turned to the farm foreman and offered to clean a barn for free. The man agreed and Keller returned some days later with his machine. With Keller at the controls, the little loader scooped up manure and topped off five waiting trucks so swiftly that the truckers couldn’t keep up with him. Finally, Sonstegard himself walked into the area where the loader was working — almost being run over by the backing machine — and scolded Keller again, this time for not telling him how well the machine would do the job. He ordered two loaders. The story of the blacksmithing Keller brothers of Rothsay, Minn., has become a familiar one, about how they personally upended the construction machinery idea that bigger is better. The dimensions of their “toy” loader became the forerunner of a compact equipment market that still is expanding in 2014. Tens of thousands of skid steer loaders are sold every year, with the one millionth Bobcat expected to roll off the assembly line in June. But forget the numbers. Bobcat S570 Offers Operator Comfort The new Bobcat M-Series S570 skid steer loader provides operators with extensive feature upgrades, including increased visibility, a more comfortable cab and easier maintenance, according to the manufacturer. Boasting a rated operating capacity of 1,950 lbs. and an operating weight of 6,395 lbs. (2,900 kg), the S570 falls within the Bobcat loader family’s most popular size class. The medium-size machine features a vertical lift path, allowing operators to lift heavier loads higher. The skid steer loader’s newly improved cab-forward design places the operator closer to the attachment while providing a better vantage point in all directions. In addition to the loader’s enlarged cab door opening windows on the sides and rear of the cab increase visibility, creating a clearer view of the machine’s wheels or raised attachment. Further, the cab door’s lowered threshold and increased size enable operators to enter and exit the loader with greater ease. Although the height of the cab has been increased, providing additional headroom, the overall size of the machine at 6 ft. 4 in. (1.9 m) is still small enough to fit through smaller doors. Simple service checkpoints and superior design allow operators to spend minimal time performing routine maintenance before kicking off long, productive workdays. Areas that were once difficult to reach, such as the space between the oil cooler and the radiator, have been made more accessible for cleaning purposes. The S570’s pressurized cab features a one-piece seal, situated within a curved pocket. This design helps minimize the amount of dirt and dust infiltrating the cab while saving crucial cleaning time. The skid steer model offers two speed options which boost the maximum travel speed from 7.4 mph in low range to 11 mph in high range, reducing the time it takes to cross a large job site. Reduced noise levels and the choice between standard hand/foot controls or selectable joystick controls help alleviate operator fatigue during long work hours. Market Forces Shape Design of Early Skid Steers HISTORY from page 60

(2.7 m) machine was steered using two levers operating the power-transfer belts. With one wheel rolling forward and the opposite wheel rolling backward, the loader pivoted in its own length. “Everyone wanted a steering wheel,” Cyril Keller said now of customers’ initial reactions to the revolutionary loader. “Other machines had hydraulic controls operated by your hands, but now your feet were doing it. It was totally new.” The inventors monitored the first loader’s performance on the Velo farm. When the machine’s belts proved problematic, sometimes slipping off and rendering the machine inoperable, the brothers went back to the drawing board. The result was a durable clutch system that remained the mainstay of Bobcat skid steer loaders, even well beyond the advent of hydrostatics in 1970. The Buzz Begins After building and selling a half-dozen loaders, the brothers knew they were on to something. Bankers and community leaders in Rothsay and nearby Fergus Falls weren’t so sure. Neither community was willing to come up with $250,000 to set up a plant to build the Keller machine. So Anton Christianson, an uncle of the brothers, had another idea. Christianson sold agriculture implements for Melroe Manufacturing, a company located in Gwinner, N.D., about 70 miles west of Rothsay. When one of four Melroe brothers, Les, visited the company’s Elbow Lake, Minn., dealership where Christianson worked, Melroe was asked to drive to Rothsay and check out the patented loader. After seeing it demonstrated, Melroe invited the Kellers to display it at the Melroe exhibit at the 1958 Minnesota State Fair. It was a hit. In fact, after a thousand pieces of literature on the Keller Self-Propelled Loader were snatched up by curious fairgoers, Cyril Keller saw Les Melroe putting Melroe Manufacturing Co. stickers on the loader. “I said, hey, that’s our machine!” Keller gleefully remembers. A contract was worked up a month later and the Melroe loader — four years later rebranded a Bobcat — began to be produced in Gwinner. The brothers were asked to develop an improved “Melroe” loader and were assigned three employees to help fabricate parts. After the first six loaders were built, Louis Keller settled in to oversee continuing development and Cyril, the more gregarious of the brothers, hit the road selling them. “They asked me to go across Iowa and see what I could do, so I did and sold four machines. The last buyer wanted a discount and I had to call Melroe to see about that,” Cyril said. The company sold 25 Melroe loaders the first year and, more importantly, placed the loader in dealerships across the region. The Kellers collected and shared a $15 royalty from each machine sold, a formula that remained unchanged over the years even as the sales price of the skid steer loaders climbed. Cyril Keller traveled throughout the country, into Canada, and across the Atlantic Ocean to Europe, seizing every opportunity to show off the capabilities of the loader. “If I saw another loader parked somewhere, I would stop and demonstrate our machine,” he recalled. He scooped brown sugar from a boxcar in Texas and soda ash from the hold of a docked ship in Holland. He impressed bystanders at every stop with deft loader demonstrations, and amiably turned gawkers into buyers. Cyril enjoys telling of another classic misjudgment by a potential buyer. He was on his way to demonstrate the loader to a North Dakota farmer when he impulsively stopped at a

farmers co-op in Dickinson. He showed the loader to the manager and gave him a piece of literature, but was quickly rebuffed. “You know,” said the manager, “it is guys like you and stuff like this that makes people like me go broke.” Unfazed, Cyril Keller drove on for the scheduled demonstration at the farm. Afterwards, the farmer not only was enthusiastic about the Melroe loader, it turned out he was president of the very co-op Keller had visited. The co-op manager’s decision was reversed. Engineering the Skid As the loader grew in popularity, market forces began to shape the machine. Cyril Keller reported back to his brother at the factory that the rear caster wheel’s inability to handle soft earth was a recurring problem. After the two brothers talked through the matter, Louis Keller began to tinker in earnest. His solution was to get rid of the caster wheel and put an additional drive wheel on each side of the main housing. Because all four wheels were fixed, however, turning the machine was an engineering challenge. “Louie kind of figured that out,” Cyril Keller said. First joining the wheels on each side by chains and controlling them through the patented clutch system, Louis Keller then determined through trial and error that a 70-30 weight distribution would let the front or rear set of wheels skid sideways in a turn. A loaded bucket lightened the rear wheels, an empty bucket lightened the front wheels. This weight shift allowed the loader to pivot. The solution was skeptically received: Louis Keller was offered a steak dinner if the four-wheel loader actually turned. While he never got that steak dinner, it worked just fine, for when Louis Keller put his inventive mind to a task, success was the usual outcome. Several years before he and Cyril tackled the self-propelled loader, Louis built and sold the first tractor-mounted ribbon auger snowblower and then the first walk-behind snowblower. The skid steer was just the latest product of his original thinking. “Everything he worked on, he learned from. He was always quick to see when something wouldn’t work,” said Louis Keller’s son, Joe. The younger Keller remembers his father — who died in 2010 at age 87 — as a supremely selfassured innovator with great vision. “He would tell people, ‘I am just as confident that it will work as you are that it won’t work.” Firmly believing that a machine that lacked steerable wheels could somehow be turned, Louis Keller gave birth to the skid-steering system. With nothing else like it in the market, the Melroe compact loader was set loose to corner the market as an extremely nimble machine of tremendous utility. The Sibling Team Did Cyril Keller and his brother enjoy working as a team? “We were the best team in Minnesota … and North Dakota,” he quickly responded. “We loved to work together.” The team formed after World War II service overseas — Cyril as a Navy cook and Louis an Army mechanic. Louis started his blacksmithing business in 1947 and Cyril joined him in 1953, leaving behind a position as a New Holland mechanic. “Louie called and said, ‘There is so much work that I can’t take care of it.’ Something kept telling me to go ahead and do it,” Cyril Keller recalled. So he and his wife left their new home in Elbow Lake and moved to Rothsay. The brothers relocated the shop from a double garage to a larger space and, in a Cyril jest, hung a whimsical sign above the shop door: “We repair everything except a broken heart.” Cyril was the superior welder, Louis the better machinist. Building better plowshares became

their joint preoccupation. However, an inventive gene runs strongly through the family. The brothers’ grandfather liked to make things and Louis Keller often stopped by his grandfather’s house after school to tinker in his shop with him (sometimes leaving Cyril to do farm chores by himself). Eventually, each of the four Keller brothers was issued at least one patent for an invention. So when the loader project was dropped in their laps, the brothers’ fabrication work got more interesting. Putting their heads together, they brainstormed and began to see real possibilities. “We thought it could go,” Cyril Keller said, looking back, “but we didn’t imagine it would go like it did.” Such prodigious success was simply unimaginable in 1957. Later when the team took on specialized roles at Melroe — Louis fabricating and Cyril selling — it continued to function at a high level. Cyril Keller would relay feedback from customers to his brother at the plant. The two men probably communicated with one another better than they did with other Melroe personnel, said Louis Keller’s daughter, Marilyn Loegering. Both men were schooled only through the eighth grade, so their understanding of machinery and manufacturing was forged mostly of tactile memory and instinct. Their working terminology was coined from experience and served them well. The Later Years Cyril Keller retired in 1984 and turned 92 this month. He stepped back some 15 years after Louis, who left the company only to pursue another project. He wanted to build a smaller loader — a “mini-Bob” — that would fit through three-foot entranceways. Bobcat executives weren’t interested, so Louis set up his own shop at home and methodically downsized the skid steer. As the idea came together, the company got interested. In 1971, Bobcat sent the prototype and a larger model to a dealership convention in Phoenix, Ariz. In two days, the miniBob, later dubbed the M371, attracted 950 dealer orders. It ultimately stayed in production longer than the other exhibited machine. Louis Keller designed numerous attachments for the skid steer. He also introduced tracks to give the loaders additional traction. Because Bobcat again showed little interest, Louis turned to his daughter Marilyn and her husband, George Loegering. The couple geared up and manufactured the Loegering Tire Crawler Track, which spawned the industry’s compact track loader segment. Louis’ well of innovation never went dry. When he died four years ago, Louis Keller had sketches of ideas he hadn’t gotten around to fully developing, Joe Keller says. The skid steer story has earned the Keller brothers official state and industry recognition in Minnesota, North Dakota, and California. Some of their papers are in the Smithsonian Institution. The American Society of Agriculture Engineering honored them with its “Historic Landmark” award, an honor only periodically given out. Fortune Magazine saluted the pair by naming the skid steer loader one of the 100 best American-made products in the world. Just three years ago, a woman paid a particularly bright tribute to the skid steer loader. Cyril Keller told with relish how the woman reacted when her betrothed showed her a diamond engagement ring. “I would rather have a Bobcat,” she announced. She told her (probably stunned) future husband that she had learned to drive a skid steer at age nine and the machine still held a special place in her heart. Of such testimonies are legends made. Subsidies helped cover the remainder of the project including a $300 million package from the city of Aurora. Ira Mitzner, president of Houstonbased RIDA Development Corp., told attendees that the start of vertical construction would bring more than 10,000 construction jobs and more than 2,500 permanent jobs to Colorado. RIDA Development Corp. is project developer. HKS of Dallas is architect. General contractor is Mortenson/ WELBRO joint venture. The joint venture is a combination of M.A. Mortenson Co. of Minneapolis and WELBRO Building Corp. of Maitland, Fla. The joint venture was selected to be construction manager and general contractor based on qualification and fees. The manager-contractor contract was for just shy of $530 million. The project has more than 30 prime subcontractors and numerous sub-tier subcontractors. Major trade partners are RK Mechanical of Denver, mechanical work and plumbing; Intermountain Electric of Denver, for electric work on the convention center, Encore Electric of Englewood, Colo. for hotel electric work; and Kelley Trucking of Golden, Colo. for earthwork. “We are in the process of awarding many of the other prime subcontractors at this time,” said Nancy Kristof, senior marketing communications manager of the Mortenson Co. the largest contributors to population change. Regionally, the South gains the most net domestic migrants, with roughly 440,000 more people moving into Southern states than leaving them between 2014 and 2015.” According to the Census release, The Villages, Fla, which is a metro area west of the Orlando metro area, was “the nation’s fastest-growing metro area for the third year in a row,” with its population increasing 4.3 percent between 2014 and 2015. Five other Florida metro areas were also in the top 10: Cape Coral-Fort Myers, Punta Gorda, North Port-Sarasota-Bradenton, Orlando-Kissimmee-Sanford and Naples-Immokalee-Marco Island. Texas metros listed among the top 20 fastest growing between 2014 and 2015 were Midland, Odessa, Austin, College Station-Bryan and Houston. Three areas partially or completely within South Carolina were Myrtle BeachConway-North Myrtle Beach, S.C.-N.C. (which ranked second nationally), Hilton Head Island-Bluffton-Beaufort and Charleston-North Charleston. In addition to being among the 20 with the largest numeric gains, Houston, Austin and Orlando were the only three metro areas nationwide to also be listed in the 20 fastest growing (percentage gain) between 2014 and 2015. State population estimates released in December showed that North Carolina added more than 100,000 people during the last year, making it the ninth state with 10 million or more people. The growth was largely in Raleigh, N.C., and the Charlotte-Concord-Gastonia, N.C.-S.C. metro area. Other findings revealed that Los Angeles, Calif., is still the nation’s most populous county with 10.2 million people on July 1, 2015, but the nation’s second-most populous county — Cook, Ill. — reportedly experienced its first population decline since 2007. Two counties were noted as passing one million in population between 2014 and 2015: Fulton, Ga. (which includes Atlanta), and Wake, N.C. (which includes Raleigh). The nation’s metro areas contained 275.3 million people in 2015, which is a reported increase of about 2.5 million from 2014. A total of 285 of the 381 metro areas nationwide gained population between 2014 and 2015. The metro area of New York-Newark-Jersey City, N.Y.N.J.-Pa., remained the most populous between July 1, 2014, and July 1, 2015, followed by Los Angeles, ChicagoNaperville-Elgin, Ill.-Ind.-Wis., Dallas, and Houston. There was a change for the sixth position, with WashingtonArlington-Alexandria, D.C.-Va.-Md.-W.Va. surpassing Philadelphia-Camden-Wilmington, Pa.-N.J.-Del.-Md. Micro areas also increased by about 27,000 in the report, containing about 27.3 million people in 2015. The two fastest-growing micro areas in that time frame were Williston and Dickinson, N.D. Comprehensive Training Program Open to All Operators “We’re In This Together” is the philosophy at the Ditch Witch organization, a Charles Machine Works Company, and the core behind its training program to provide underground construction operators with training that fits their schedule and best suits their needs. “The industry is growing and needs a new generation of operators, especially as broadband expansions and other market demands continue as forecasted,” said Greg Wolfe, Ditch Witch director of training. “This training program provides the tools, information and convenience to learn HDD best practices effectively and safely at your own pace and at no cost. It also provides operators with immediate productivity on the job.” The initial launch of the Ditch Witch Certified Training program is focused on horizontal directional drilling (HDD), which extends the company’s onsite, classroomstyle training to allow novice HDD operators to train online at home, in a dealership, or on a mobile device. The program includes six training courses: HDD overview, best practices, drill pipe, tracking, HDD tooling and drilling fluids. Anyone interested — including industry newcomers and experienced operators — can register online and take the courses at their convenience, as

many times as needed. After completing all courses, participants receive a certificate of completion. “All equipment should be operated and maintained by well-trained operators,” said Wolfe. “But we’ve found that newer operators are intimidated because they’re not familiar with the use of HDD equipment.”

In addition to the online courses, the Ditch Witch Certified Training program includes instructor-led classroom training courses, HDD simulator training, and dealer-site training on the equipment and on the job site. Combined, these training solutions are designed to expose operators to real-world challenges and scenarios, and help them gain

an understanding of machine controls and learn proper operating procedures for improved productivity and enhanced jobsite safety. With plans to incorporate additional curriculum, the training program will eventually extend beyond HDD to focus on all segments of the underground construction industry. “The driving force behind the comprehensive training program is ‘we get crews ready.’ We are excited to bring new opportunities to the market and continue to serve as a trusted industry resource for our customers,” Wolfe added. Providing quality training and resources is a Ditch Witch standard. The company assembled its first training team in 1974, and has continued to provide expert training and jobsite solutions aimed at helping customers increase project safety and productivity. The online training courses are currently available in English, and will soon be offered in Spanish and German For more information, visit http://ditchwitch.com/training. the new structure. It’s really about having a better methodology to get the work done.” “This includes the removal of the existing overhang with bridge barrier to do the tie-in,” added Fischer. “Some of our demolition processes we used on previous projects are working well here.” Pulice expects to remove 50,000 cu. yds. (38,228 cu m) of concrete and 60,000 cu. yds. (45,873 cu m) of earth. When the work is complete, it will install 125,000 cu. yds. (95,569 cu m) of concrete, 65,000 tons (58,967 t) of AR-ACFC, and 800,000 lbs. (363 t) of steel. “We didn’t crush any concrete and the rubberized asphalt we peeled off was not suitable to be reused,” said Campbell. “We did reuse some of the aggregate base and asphalt and incorporate it back into the fill. We separate the steel rebar from the concrete and send it to a recycler.” Some of the key elements of the project are the bridges, particularly the 90th Street bridge, which had

to be raised temporarily and then lowered to its final grade. Staying on schedule is critical to Pulice. Jim Meadows, the firm’s operations manager stresses that many of his superintendents have between 20 and 30 years of construction experience. “They know what has to be done and how to get the best from their crews,” he said. “We have a lot of young foremen and superintendents that move up through the ranks, who have started as apprentices and carpenters and it’s the same on the equipment side. Mentoring programs are important to be able to pass on the experience of our senior people. We always have a number of people at different levels of training.” Pulice’s main shop/yard is about 20 mi. (32.14 km) from the work site, but this project has between two and three onsite mechanics. “If something breaks down,” said Meadows, “you cannot afford to wait an hour for the mechanics to get out there and take care of it. You need to have the mechanics

here all the time to get you back and running. The majority of their work is preventative maintenance.” The equipment operators do daily checks and report any problems to the supervisors. A fuel/lube truck visits the site every afternoon to ensure that the tanks are full and fluids are replaced.

So far all the equipment being used is from the Pulice fleet and when needed, specialized equipment and vehicles are rented from local dealerships. New equipment still under warranty is repaired by the dealerships. “We buy mostly Caterpillar equipment,” said Meadows, “but we also buy some John Deere

equipment. Most of our equipment is purchased locally.” These dealerships include Empire and RDO. On this project, the operators are using Cat 336 and Cat 330 excavators, John Deere dozers, Link-Belt 65, 70 and 90 ton (58.9, 63.5 and 81.6 t) cranes, Cat 426 and John Deere710 backhoes, Cat 140H blades, and John Deere 744 and Cat 966 loaders. Cat’s Visionlink monitoring software helps with maintenance. “It’s another tool that provides real-time information,” said Campbell. “The goal is to catch major failures before they occur and it’s definitely helpful, without question. Most of our equipment has Visionlink and we have some with GPS grading abilities for automation.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)
