America’s drawn-out and contentious debate about health care did not end with the passage of the Patient Protection and Affordable Care Act, which was signed into law March 23. In

some respects, the national argument has just begun — and construction equipment manufacturers Caterpillar and Deere & Co. suddenly find themselves at the heart of it. Just two days after the bill’s signing into law, President Obama was in Iowa when Deere, Iowa’s largest employer, announced that the

value of its assets dropped by $150 million as a consequence of one of the law’s provisions. Deere said the change would be recorded as a one-time cost in the second quarter; its stock dropped the next day, losing 29 cents per share to $60.20. see PROVISION page 12

Daniel Miller Named New President of Gehl Company

Daniel L. Miller is Gehl Company’s new president.

Daniel L. Miller succeeded Malcolm “Mac” F. Moore as president of Gehl Company effective April 1, 2010. Miller joined Gehl Company as director of manufacturing operations in October 2001 and was appointed vice president, manufacturing operations in December 2005. Prior to joining Gehl Company, Miller held a variety of senior management positions in manufacturing and distribution at Woods Equipment Company, a manufacturer of agricultural, turf and construction equipment. Miller also served as the president of the agricultural products group of TIC United Corp. in Dallas, Texas. Kawasaki Unveils Its ‘For the Cure’ Wheel Loader

Kawasaki is the newest addition to Mid-Country Machine’s breast cancer awareness program.

Kawasaki has designed and built a 70TMV-2 “For the Cure” wheel loader at the request of Mid-Country Machinery in Iowa.

Kawasaki has designed and built a 70TMV-2 “For the Cure” wheel loader at the request of Mid-Country Machinery in Iowa. Painted light pink with bright pink “Susan G. Komen for the Cure” decals, the wheel loader was ordered by the new Kawasaki distributor as an addition to its rental fleet. Bud PeCoy, a principal with Mid-Country Machinery, a construction equipment dealer and rental company headquartered in Fort Dodge, Iowa, along with partners Mark Swedlund, Lucas Peed and Bob Conaway created the (L-R) are John Roseberry, Kawasaki national accounts manager; Bud Pecoy, breast cancer awareness owner, Mid-Country Machinery Inc.; Aaron Reicherts, Kawasaki regional sales campaign when they learned manager; and Lucas Peed, partner, Mid-Country Machinery Inc. that one of their customers suffered from breast cancer. The construction and agriculture equipment manufacturer was not the only company to notify the U.S. Securities and Exchange Commission of its bookkeeping loss — as required by law. Fellow equipment-maker Caterpillar announced a $100 million loss, characterizing the law’s pertinent provision as a “tax increase.” “Although this tax increase does not take effect until 2011,” the company’s SEC filing stated, “Caterpillar is required to recognize the full accounting impact in its financial statements in the period in which the act is signed.” Firms besides Deere and Caterpillar that have announced the impact of the law on their bottom lines include, among others, AT&T ($1 billion), Verizon ($970 million), 3M ($80 million), AK Steel ($31 million) and ethanol refinery owner Valero Energy ($20 million). The estimated total impact on

businesses is $4.5 billion, as calculated by Congress. Private sector estimates range as high as $14 billion.

The “loophole” was created knowingly by 2003 legislation that added a prescription drug benefit to Medicare. Because some companies already provided the drug benefit to their employees,

Congress worried that those companies would simply drop their plans and let the retirees move onto the Medicare plan, thus upping the cost to taxpayers. So a deal was struck: A 28 percent subsidy, which Washington gave companies for continuing to offer a drug benefit, would not be counted against the companies at tax time. In other words, a company was allowed to ignore the subsidy in its tax calculations and deduct 100 percent of funds spent on drug coverage. The new law eliminates that privilege, meaning that a company can only deduct 72 percent of its drug benefit expenditures at tax time. Though the provision doesn’t take effect till 2013, the SEC requires that such projected changes in liabilities and assets be reported as soon as changes are known so investors have a clear picture of a company’s worth going forward. Is the Screening a Perfect Fit for the Application? In many applications, the screening process is the key ingredient in transforming a waste material product into a highly sought after marketable material. Several styles of portable screening plants are available, including shaker screens, trommel screens, severe shake shaker screens, starscreens and box screens. “Screening is simply the segregation of material by size,” said Rick Cohen, president of Screen USA Inc. located in Smyrna, Ga. “Although all screening plants are designed for the purpose of segregating material, different screening applications demand different screening technologies. Shaker Screens “Traditional shaker screens have been around for many years and are commonly used in screening aggregates and topsoil,” said Cohen. “The key to any screening plant is to have a nice consistent feed rate, and the shaker screens are no exception to this rule. Consistent feed rates allow the material to be evenly spread across the shaker screen to achieve the highest efficiency in screening. Many sand and gravel screening customers add spray bars to rinse the gravel during the screening operation. However, it’s important to understand that the addition of spray bars will rinse the rock, but not clean the sand. For optimal results, a fine material washer [sand screw] should be used in conjunc-

The results of the sieve analysis will dictate what additional screening accessories will be needed,” Cohen added. Shaker screens also are widely used for screening topsoil. In clumpy soils, many manufacturers equip their screening plants with high-speed shredders, which break up the clumps before screening. Cohen does not recommend starscreeners for material that is contaminated with twine, banding wire or any other string like material. Box Screens One of the more simplistic screening products is the box screen, which is simply a shaker screen mounted on a portable chassis. Instead of having a feeder, a loader or excavator must “bucket sprinkle” material onto to shaker screen. The screened material either falls through the screen onto the ground or onto a built-on conveyor, with the oversized material falling directly off the end of the screening plant. “These machines are excellent for coarser sizing, but are rated as fair to poor on precision screening. Since the loader or excavator bucket is being used as the feeder, it is difficult to provide a consistent feed. As a result, the machine is either overfed or is processing nothing at all. Over the past 10 years, many box screens have been introduced into the screening market. Most are extremely light duty, are marketed based on selling price, and work well for light duty screening work. However, for heavier applications, these light duty screening products will not hold up,” Cohen said. In these cases he recommended choosing a heavy-duty box screen. For still other applications, the industry has developed an alternative called heavy-duty severe shake shaker screens.

Severe Shake Shaker Screens As the name implies, heavy-duty severe shake shaker screens are used in heavy-duty applications such as construction and demolition. Instead of just having a shaker screen, the machines are equipped with a stout feeder, which utilizes a feeder belt with impact beds or a steel apron feeder. This allows the material to be fed at a consistent feed rate to achieve the highest level of production possible. Slabs of concrete, asphalt, quarry stone, etc. can be fed into these robust screening plants and they will typically screen into three fractions. Many of these machines are track mounted allowing for complete mobility. “Severe shake shaker screens are extremely efficient for log yard clean-up, screening root material and other tough applications. Many customers who own crushers purchase these screening plants as they can either screen crushed material into three sizes or use the same machine to scalp off the heavier materials to minimize unnecessary crushing,” Cohen said. “In the most simplistic terms, once the specific screening technology is determined, we must look at the size of the loader bucket to select the proper sized screening plant to suit the customer’s product need,” added Cohen. The military M400W skid steer and M400T compact track loader are equivalent in size and general specs to the construction/farm models 420 series 3 skid steer loader and 420CT series 3 compact track loader, respectively. The machines are modified to the military’s special requirements. Some of the modifications include: lifting and tiedown points for transport loading and securing, weapons rack and fire extinguisher, 24 volt starting and charging system to match all military vehicles, removable steel crawler tracks (M400W), a fuel injection pump that enables the equipment to use NATO (North American Treaty Organization) jet fuel, NATO slave cable receptacle that allows the machine to provide an electric jump-start to other military vehicles, ISO pattern joystick pilot controls, a minus 25 degree F cold start capability and a chemical agent resistant coating finish on all exterior painted surfaces. Vehicle attachments are shipped with each machine in custom designed containers for security and rapid deployment. These machines have been tested to withstand parachute drop-offs and verified radiated electronic emissions to confirm non-interference with communications. This Army contract ordered 3,400 units, all to be built at the Wichita, Kan. location. The long-term contract calls for as many as 1,900 skid steers and nearly 1,500 compact track loaders. The project is a boon to the Wichita plant, the local economy and has allowed furloughed workers to be called back to the plant. The ceremonies celebrated both this new project and CNH’s history of supporting the U.S. military. Everyone wins with this arrangement—the Army gets customized equipment, the economy gets pumped, Americans are put back to work and the U.S. troops overseas get the tools they need to get their job done.

The reason the “loophole” was signed into law in 2003 was to induce companies to keep their retirees in their own programs rather than dump them into Medicare Part D. According to benefits consultant company Towers Watson, some 3,500 U.S. employers are eligible for the drug benefit subsidy, with more than 6 million retirees in company plans. Towers Watson researchers concluded that the federal subsidy costs taxpayers less than $700 per retiree — about half what it would cost taxpayers were the retiree on the Medicare drug plan. So taxing the incentive provision will reduce the value of the subsidy — the incentive — about a third. How many companies will drop their drug plan now depends on a variety of considerations, includ-

ing the new law’s overall cost to them. One study by a former Office of Management and Budget official predicts as many as 2 million retirees will be shifted to Medicare. “The 2003 legislation encouraged companies to stay in the game and continue to fund their retirees’ prescriptions,” Deere spokesman Ken Golden said when the company announced its $150 million charge against earnings. Neither Deere nor any other company has announced how long it will remain “in the game” now that the rules have been changed. The Reaction The company announcements were not well received in Washington by advocates of the healthcare law. In fact, Rep. Henry Waxman ordered chief executive officers of Deere and several other companies to testify before a hearing of his House Committee on Energy and Commerce. They were

Aspen Redesigns Dolly for Mammoet’s New Liebherr 1400 The redesigned Aspen 40 ton (36 t) 5 axle crane dolly recently delivered to Mammoet Crane in Edmonton, Alberta, to connect to its Liebherr 1400 hydraulic crane is packed full of new features. This crane dolly offers increased protection for the hydraulic crane boom, operational features to meet the specific needs of the customer and even more safety features than previous designs, according to the manufacturer. Aspen’s engineering team designed this particular crane dolly

with all air ride suspensions for a smoother ride to protect the hydraulic boom from rough roads. The moving carriage on this dolly has both vertical and lateral greasable rollers and Teflon coated top rails on the dolly frame to ensure the carriage is free to slide as the crane negotiates corners, further reducing the strain on the crane boom. It is lighter weight than other crane dollies its size making it efficient for the self-propelled crane to tow, according to the manufacturer.

PT-30 Trailer Offers Package for Hauling, Storing Attachments

The PT-30 trailer package includes five attachments set on a custom-built trailer with a Terex ASV PT-30 compact track loader. A wide range of performance-matched attachments are available to customize the package for specific applications.

TerexASV’s PT-30 trailer with attachments includes five different attachments set on a custom built trailer with a TerexASV PT-30 compact track loader. The standard package includes a dirt bucket, pallet forks, land plane, trencher, and auger drive with 9, 18, and 24 in. (23, 46 and 61 cm) bits. A wide range of other performance-matched attachments are available to customize the package for specific applications. Custom built for Terex, the 74-in. (188 cm) wide trailer can haul up to 9,980 lbs. (4,527 kg). With a deck length of

14 ft. (4.3 m) there is plenty of room for the PT-30 plus attachments. All the attachments are conveniently located on standard mounts, and can be removed and replaced by one person. Other optional attachment holders can be added for extra storage space and transport. Loading and unloading the trailer is facilitated by the low-angle ramps. This package also includes the Terex ASV PT-30 CTL — the smallest TerexASV compact track loader. At 48 in. (122 cm) wide, it fits into confined spaces, reducing the need for

time- and labor-intensive hand labor. The PT-30, with its Posi-Track undercarriage technology, has very low ground pressure so it can work with minimal impact on finished lawns and landscaping or wherever fragile underground systems must be protected. It can complete the job quickly and efficiently with travel speeds as fast as six miles per hour. How committee members and business executives communicate to one another at the microphones might give everyone an idea of what to expect as the rest of the health care law rolls out for public examination. More than 250 attendees came from DOTs, turnpike and municipal organizations, and private paving contractors from Oklahoma and Texas. Seminars focused on basic paving techniques and the latest innovations, research and efficiencies of current paving challenges. Vogele America Inc. covered best practices for the distribution of asphalt, ranging from the principles and evolution of the free floating screed to segregation causes and cures, non-contact continuous paving including proper truck exchange, pick-up machines and material transfer vehicles. Hamm recently completed a new training facility in Antioch, Tenn., to supply customers with new knowledge and proper techniques for economical compaction and paving. The Wirtgen Group covered products used in the recycling of existing asphalt and included a session on recycling binding agents, foamed bitumen, emulsion sprays, cement treated base (CTB), roller compacted concrete (RCC) and fly ash/lime. VT LeeBoy’s seminar concentrated on distribution of materials using the proper calibration of the distributor trucks, economies of mixing products, testing, and the scheduled maintenance of the equipment was discussed in-depth. Broce Broom’s closing session concentrated on the attributes and efficiencies of the products used for required clean-up of paving projects.

Funds Allocated to Seismically Upgrade Elevated Structures CTC from page 1

caused by winter storms. Others are maintenance projects that have been on the back burner for some time. For instance, the CTC funds will allow the California Department of Transportation (Caltrans) to rehabilitate elevated structures on Routes 80, 101 and 280, in the heart of San Francisco, to prevent failure of structural elements and clogging of the drainage system. This $9 million project consists of replacing the current drainage system, as well as joint seals and rocker bearing pads, and treating the bridge decks with methacrylate. “Nothing is wrong but we want to make sure that nothing happens, to prevent any kind of structural failure,” said Stephen Williams, a public information officer for Caltrans Many of the structures in the area were built more than 60 years ago. Williams said: “It’s just necessary to seismically upgrade those, not only because seismic standards have changed and we live in a seismically active area, [but also because] after that amount of time, your infrastructure just starts to get old.” Williams estimates that construction on this project will begin in 2011; it will be coming out to bid in May or June. Construction is expected to take approximately 2.5 years, which means a completion date in 2013 or later — more than seven years after Caltrans first started looking at the project. The project may have languished longer without CTC

funding. When asked about the importance of the new CTC allocation, Williams replied: “Obviously we’re thrilled. And as long as that keeps happening, the roadways will remain safe
