Southern Utah Flourishes With Award Winning Dixie Drive Interchange By Jennifer Rupp CEG CORRESPONDENT

Construction of the new I-15 Dixie Drive Interchange in St. George, Utah, is nearing completion. The Utah Department of Transportation (UDOT) secured state funding and began design for the project in the spring of 2009. Construction commenced in fall of 2009. The new interchange was formed by realigning Dixie Drive along the north side of the Southgate Golf Course and connecting to I-15 at the south end of the Dixie Center. It is now connected to the Bluff Street Interchange through a system of one-way collector/distributor roads. Washington County Constructors (WCC) — a joint venture of Utah-based Ralph L. Wadsworth & Granite Construction — served as the prime contractor on the job. WCC was involved in the design phases as part of the CMGC (Construction Management/General Contractor) process. The project team has received two accolades for its leading-edge design and construction of the interchange. First was a recognition by the Associated General Contractors of Utah. Second, UDOT and Washington County

WASHINGTON (AP) The House on April 18 approved a Republican bill aimed at keeping alive prospects for enacting an overhaul of federal transportation programs and continuing the flow of highway and transit aid to states. The bill also would allow the Keystone XL pipeline to proceed. The pipeline, which would transport oil produced from Canadian tar sands to Port Arthur, Texas, was previously blocked by President Barack Obama. The White House has see BILL page 32

Construction employment increased in 171 out of 337 metropolitan areas between February 2011 and February 2012, decreased in 119 and stayed level in 47, according to a new analysis of federal employment data released April 10 by the Associated General Contractors of America. Association officials said employment was increasing in many metro areas due in large part to growing pri-

vate sector demand for construction. “It is encouraging that the number of metro areas experiencing construction job gains outpaced the number of areas with losses,” said Ken Simonson, the association’s chief economist. “The increases would be even more widespread if not for public sector budget woes and a shaky homebuilding market.” see INCREASE page 47

March Construction Employment Dips By 7,000 But Rises 1 Percent From a Year Ago BAYONET

The construction industry lost 7,000 jobs between February and March, following a similar decline of 6,000 the month before, but extended a pattern of modest yearover-year job increases, according to an analysis of new federal employment data released by the Associated General Contractors of America. Association officials said that lack of long-term federal highway and transit funding threatens to hold down future job gains. “Both the small monthly change and the March-to-March gain of 55,000 jobs or 1 percent are consistent with the uneven, tentative recovery that contractors have been reporting nationwide,” said Ken Simonson, the association’s chief economist. He noted that March was the seventh consecutive month that construction employment had risen from the same month a year earlier. “Meanwhile, the industry’s unemployment rate has been dropping faster than the pickup in construction jobs, implying that workers are leaving the industry, which could cause problems later,” he said. “Multifamily, manufacturing, distribution and energyrelated construction are booming,” Simonson observed. “In addition, private hospital and university work are starting to improve, but public construction is declining, while singlefamily homebuilding, office and retail work are largely limited to remodeling jobs.” Simonson stated the construction unemployment rate in March was 17.2 percent, or roughly double the national

unemployment rate, although the industry rate had improved from 20 percent in March 2011 and 24.9 percent in March 2010. “In the past two years, the industry’s unemployment ranks have dropped by more than 800,000,” he said. “That is good news for those who have found jobs, but unfortunately construction firms have not hired most of them. Construction employed the same number of workers — 5.55 million — in March 2012 as it did in March 2010. That means construction workers are leaving the industry, either for other jobs or to retire, and contractors may have trouble finding experienced workers in the future.” Association officials said the pickup in construction jobs is likely to remain anemic and unbalanced unless there is adequate funding for long-term infrastructure programs. They cited the continuing lack of action on a multiyear federal highway and transit bill as a particular problem. “Just when contractors should be adding workers and getting an early start on the spring construction season, Congress has again left town leaving highway funding on another short-term extension,” said Stephen E. Sandherr, the association’s chief executive officer. “When lawmakers return this month, they should follow through on a bill with enough funding to enable contractors and state agencies to make longer-run plans.”

Sixty-eight percent of the nation’s highway contractors had motor vehicles crash into their construction work zones during the past year, according to the results of a new highway work zone study conducted by the Associated General Contractors of America. Association officials added that the study found those work zone crashes are more likely to kill construction workers than they are to kill vehicle operators or passengers. “Any time your job site is just a few feet away from fast moving traffic, things can get a little too exciting,” said Tom Brown, the chair of the association’s national highway and transportation division and president of Vista, Calif.-based Sierra Pacific West. “Since construction workers don’t get the option of wearing seatbelts, they are more likely to be killed in a work zone crash than motorists are.” Brown said that 28 percent of contractors report their workers were

injured during work zone crashes this past year, and 18 percent had at least one construction worker killed during those crashes. While they are less likely to kill motor vehicle operators and passengers, highway work zone crashes do pose a significant risk for people in cars, Brown added. He noted that more than 50 percent of work zone crashes injure vehicle operators or users, and 15 percent of those crashes kill them. Work zone crashes also have a pronounced impact on construction schedules and costs, Brown added. He said that 35 percent of contractors reported that work zone crashes during the past year forced them to temporarily shut down construction activity. Those delays were often lengthy, as 47 percent of those project shutdowns lasted two or more days, Brown noted. Association officials said that 75 percent of contractors nationwide feel that tougher laws, fines and legal

penalties for moving violations in work zones would reduce injuries and fatalities. And 66 percent of contractors nationwide agree that more frequent safety training for workers could help. They added that many firms and the association have crafted highway safety programs. But Brown suggested that the best way to improve safety was for motorists to be more careful while driving through highway work zones. “The easiest way to improve work zone safety is to get motorists to slow down and pay attention,” Brown said. “When motorists see construction signs and orange barrels, they need to take the foot off the gas, put the phone down and keep their eyes on the road.” The work zone safety study was based on a nationwide survey of highway construction firms the association conducted in March and April of this year. Nearly 400 contractors completed the survey.

Caterpillar Announces Expansion of Manufacturing Facility in Sumter, S.C. Caterpillar Inc. announced plans to expand its manufacturing facility in Sumter, S.C., that will nearly triple the square footage. The facility currently produces small hydraulic cylinders used in a variety of Cat products. The additional capacity will bring the production of large hydraulic cylinders from the company’s Joliet, Ill., facility to Sumter. Once the expansion is completed, the Sumter facility will be the primary source for small and large hydraulic cylinders for North and South America. The expansion in Sumter will allow the Joliet facility to focus on increasing production for other components currently produced in Joliet. “This expansion is driven by growing demand for Cat products and will position our operations in both Sumter and Joliet to continue to grow and exceed customer needs as we drive toward Caterpillar’s strategy and goals,” said Hans Haefeli, Caterpillar vice president with responsibility for

The $20 million expansion plan includes an additional 170,000 sq. ft., bringing the Sumter facility’s total footprint to approximately 275,000 sq. ft. once complete. When the expansion is fully operational and at full capacity, it is anticipated Caterpillar will add more than 80 jobs over a two-year period. “It’s always great to see one of our existing businesses decide to grow its presence in South Carolina. Caterpillar

Work on the expansion will begin immediately and is scheduled to be completed by the fourth quarter of 2012. Hiring is expected to begin in the third quarter of 2012. Positions will be posted on the company’s recruiting Web site (www.jointeamcaterpillar.com) as they become available.

Star Buildings The U.S. Environmental Protection Agency (EPA) released the annual list of U.S. metropolitan areas with the most Energy Star certified buildings for 2011. The list of 25 cities is headed by Los Angeles, Washington, D.C., Atlanta, Chicago, San Francisco, New York, Houston, Dallas, Riverside, Calif., and Boston. By the end of 2011, the nearly 16,500 Energy Star certified buildings across America have helped save nearly $2.3 billion in annual utility bills and prevent greenhouse gas emissions equal to emissions from the annual energy use of more than 1.5 million homes. “More and more organizations are discovering the value of Energy Star as they work to cut costs and reduce their energy use,” said EPA Administrator Lisa P. Jackson. “This year marked the twentieth anniversary of the Energy Star program, and today Energy Star certified buildings in cities across America are helping to strengthen local economies and protect the planet for decades to come.” First released in 2008, the list of cities with the most Energy Star certified buildings continues to show how cities across America, with help from Energy Star, are embracing energy efficiency as a simple and effective way to save money and prevent pollution. Los Angeles has remained the top city since 2008, while Washington, D.C. continues to hold onto second place for the third year in a row. Atlanta moved up from the number six spot in 2010 to third place this year and Boston and Riverside broke into the top ten. Tampa, Fla., Colorado Springs, Colo. and Salt Lake City all are new to the list in 2011. California has six cities on the 2011 list — more than any other state. Energy use in commercial buildings accounts for nearly 20 percent of U.S. greenhouse gas emissions at a cost of more than $100 billion per year. Commercial buildings that earn EPA’s Energy Star must perform in the top 25 percent of similar buildings nationwide and must be independently verified by a licensed professional engineer or a registered architect. Energy Star certified buildings use an average of 35 percent less energy and are responsible for 35 percent less carbon dioxide emissions than typical buildings. Fifteen types of commercial buildings can earn the Energy Star, including office buildings, K-12 schools, and retail stores. Launched in 1992 by EPA, Energy Star is a market-based partnership to reduce greenhouse gas emissions through energy efficiency. This year marks Energy Star's 20th anniversary. Over the past 20 years, with help from Energy Star, American families and businesses have saved about $230 billion on utility bills and prevented more than 1.7 billion metric tons of carbon pollution. Today, the Energy Star label can be found on more than 60 different kinds of products and more than 1.3 million new homes. For more information, visit energystar.gov/ labeledbuildings.

Carbide Cutter G3 Mulching Head Attachment Unveiled As part of its VMLogix line of products, Loftness introduced the Carbide Cutter G3 high-performance mulching head attachment for skid steers. This new generation product incorporates the latest cutting-tooth technologies and power drive systems, while maintaining the rugged reliability expected of Loftness equipment, according to the manufacturer. The Carbide Cutter G3 is available with 51-, 61- and 71-in. (129, 155 and 180 cm) cutting widths. All models are offered with a variety of carbide-tipped and heat-treated steel teeth to match any job application. The precisely engineered spiral tooth pattern on the rotor ensures continuous tooth contact with the material being cut. For maximum cutting performance, the Carbide Cutter G3 features a two-stage cutting chamber with staggered counter teeth and a shear bar. This combination of features results in small particle sizes, while eliminating the jamming and wrapping issues associated with competitive products. An optional primary-stage shear bar also is available for ultra-fine mulching. The mulching heads operate at 1,700 to 2,150 rpm and feature a four-groove banded belt drive with spring-loaded tensioner. They come standard with a fixed-displacement,

piston-style motor that delivers hydraulic power at 97-percent efficiency, which is much higher than traditional gear-type motors offer. The fixed-displacement motor can be upgraded to the V-Drive system that includes a variable-displacement motor with

load-sensing technology. Under light loads, the V-Drive system operates at maximum rpm, and as the load increases, it automatically lowers the rotor rpm to maximize torque. The mulching head offers full rotation,

due to specially designed hose routing. This feature also allows the unit to easily position trees with the adjustable push bar and welded claw hooks. The push bar can be used to push falling brush and trees away from the power unit, and the claw hooks can pull material into position for proper feeding. Hydraulic push bar adjustment is optional. The Carbide Cutter G3 also is designed for maximum durability. For instance, highstrength Hardox steel is used in areas exposed to high wear. Furthermore, the Carbide Cutter G3 is equipped with a custom hydraulic control valve that protects the unit from pressure spikes, and it also stops the rotor quickly on shut-down without damaging the components. Other standard features include an onboard pressure gauge, steel deflector chains and adjustable skid shoes. Tooth options include standard carbide teeth, planer carbide teeth and quadco planer blades. Loftness manufactures the VMLogix line of vegetation management equipment, the GrainLogix line of grain-bagging equipment, and the CropLogix line of crop shredders. Atlas Copco’s New Service Division Now Operational

Matt Cadnum, vice-president of Atlas Copco Construction Technique Service USA.

In mid-2011 Atlas Copco announced the creation of a dedicated service division for its newly formed construction technique business unit. At ARA/The Rental Show in New Orleans, the company announced that the new division became operational as of Jan. 1, 2012, and supplied more details about the structure and resources of the division in the United States. According to the company, the construction service division is a more focused service organization serving the construction, demolition and road construction industries. It is believed that this focus will allow Atlas Copco Construction Service to be more responsive, agile and customer-centric. “We want to be a next-generation service provider, not just a parts provider,” said Matt Cadnum, vice-president of Atlas Copco Construction Technique Service USA. “In fact, we want to be the leader in service in the entire construction industry.” Cadnum outlined some of the resources that are in place to support that goal. In addition to a 24-hour tech support hotline and 14 existing Atlas Copco stores from coast to

coast, the new division has opened five ISO 18001 certified refurbishment and service centers located in Santa Ana, Calif.; LaPorte, Texas; Independence, Ohio; Covington, Ga.; and a satellite hydraulic attachment shop in San Antonio, Texas. All offer refurbishment, repair service and field service, and are staffed with factory trained technicians. “We want to provide the service the customer wants,” Cadnum added. “Some customers want to maintain and later resell their own equipment. In that case, we’re happy to supply on-time spare parts and technical advice. Other customers will want their equipment repaired in the field, or fully refurbished or rebuilt — we can do that. Or maybe the customer wants to trade in their used equipment on new or used Atlas Copco equipment, or they simply want to purchase used equipment from us. We now have a used equipment program that grades the used machine with from zero to five stars, from no warranty to a limited or even full warranty in the case of our Premium Used Equipment.” The new division also will offer service training to customers and dealers.

Dawes’ cranes were onsite from the outset — rough-terrain cranes from 65 to 130 tons (59 to 118 t) and crawlers from 175- to 660-tons (159 to 599 t) capacities, did everything from steel erection to placing new ductwork and chimney components.

construction on a new air quality control system, scheduled to be completed later this year. As a contractor, Dawes was able to provide as many as 20 cranes at one time. Dawes’ cranes were onsite from the outset — rough-terrain cranes from 65 to 130 tons (59 to 118 t) and crawlers from 175- to 660tons (159 to 599 t) capacities, doing everything from steel erection to placing new ductwork and chimney components. The Manitowoc 18000 crawler crane (660 tons) with an added MAX-ER was key to saving money on the project, increasing the crane’s base capacity to do the required work while reducing cost. Originally, project engineers handling the job wanted to hire a Manitowoc 888 crawler with a RINGER attachment to set the ductwork across a bluff on the shore of Lake Michigan, where the power plant is located. Adding a ringer attachment and pedestals to a crane distributes the load over a larger area and can increase the lifting capacity dramatically. But the cost and time delay can be dramatic, too. The large ringer attachment must be transported onto the job site, and a foundation must be built to support the ringer’s pedestals. Meeting on the We Energies site with the engineers, Dawes formulated a plan using its

Manitowoc 18000 that was already on the site. By adding a MAX-ER attachment and reconfiguring the boom, the customer could save hundreds of thousands of dollars in rental fees alone. The MAX-ER is a costeffective way to increase the 18000’s base capacity, eliminating the time and expense of transporting and setting up a larger crane — or, in this case, the 888 crane with a ringer, according to the manufacturer. The engineers fortified the road along the work area to support the 18000, and everything worked as planned. Dawes also came through when a 300-ton (272 t) Manitowoc 2250 crawler with luffing jib had to be erected on the side of a bluff between two groups of major power lines coming into the facility. The crane had to be built down below the bluff and brought up the hill separately from the boom so as to avoid the power lines. The luffing jib was then pinned to the boom from an adjacent parking area. Expert logistics and safety planning ensured a success. All in all, Dawes crane experts were able to save We Energies nearly $1 million in crane rental fees, according to the company. For more information, call 800/236-5335 or visit www.dawescrane.com.

Cat Brings Fuel Efficiency to 100-Ton Class With New 777G The new Cat 777G off-highway truck introduces performance, production and fuel efficiency in the 100-ton (91-t) size class. The 777 was first introduced by Caterpillar in 1977 and has proven to be a workhorse for mining and large earthmoving customers. The 777G replaces the 777F and delivers greater levels of production and fuel efficiency as well as enhanced safety, operator comfort and service convenience, according to the manufacturer. The 777G achieves greater production with seven percent more torque powering work and new transmission controls that produce quick haul cycles with automotive quality shifting. The production increases are balanced with new fuel saving strategies that include configurable economy settings as well as an adaptive economy mode that automatically optimizes fuel consumption based on the user’s production baseline. Fuel savings also are realized behind the scenes through features such as auto neutral idle and APECS transmission controls where the truck becomes more fuel efficient at idle in a forward gear and when climbing grades. Customers can choose to engage features like engine idle shutdown and speed limiting to further improve fuel savings. In addition to its fuel efficiency, the 777G is quieter and produces fewer emissions. Caterpillar is introducing its U.S. EPA Tier IV Final solution on the 777G two years in advance of the effective date of the regulation, which provides customers an opportunity to advance their sustainability goals. The solution is both simple and robust and includes engine technology combined with diesel oxidation catalysts. It requires the use of ultra low sulfur diesel fuel and low ash engine oil, but requires no

additional maintenance or operator input. For operations outside of areas regulated by the U.S. EPA, the 777G reduces emissions with Tier II or EU Stage II equivalent technology and fuel efficiency. Caterpillar has enhanced braking and traction control for G Series. Hydraulic oil-immersed disc brakes are now standard on all four corners of the truck. The system design increases slope holding capability and provides fade resistant, responsive braking performance. Design updates extend brake component life by increasing the force used to disengage the brakes. The optional Cat engine brake can extend service brake life and integrates with automatic retarder control, enabling fast downhill travel and reduced cycle times. The new parking brake system actuates the front brakes as well as the rear for solidly holding the truck on a slope. In addition to brake performance updates, the traction control system on the 777G is now able to differentiate between tire spin and high speed turns so it now

can activate at lower speeds. The system now uses the hydraulically applied service brakes for improved response time and modulation from one wheel group to the other. The 777G also features new designs to enhance the safety and comfort of operators and maintenance personnel. The access system is wider, low effort and convenient with new hand rails promoting three points of contact. Inside the cab, the operator experiences 50 percent less sound compared to the previous model. The Cat comfort seat is Series III with vibration reducing technology and a three point restraint system. It is highly adjustable and promotes allday comfort as does a new foot rest and automatic temperature control. The left side window is electric, and like the windshield, features laminated glass for safety. Emergency egress is available through the hinged window on the right side. Object detection comes standard on the 777G. Using a combination

of radars, an in-cab display and multiple cameras, object detection provides equipment operators with enhanced awareness for increased site safety. The 777G also offers tire monitoring through use of payload values from the truck production monitoring system and data such as air temperature and truck speed to calculate the load placed on tires. As tires approach their rated load-speed rating, a warning is given and customers can choose a course of action, including slowing down or reducing payload. Maintenance is quick and convenient with ground level service centers for both electrical connections (located on the front bumper) and fluid fill. The optional fluid fill center provides access to all fluids from one centralized location. It includes a lighted keypad with level indicators giving operators instant information on what needs filling. Additional fluid level monitoring is available to the operator in the cab. Caterpillar is extending its hydraulic oil filter service intervals to 1,000 hours, reducing cus-

tomer life cycle costs. Next Generation Cat Transmission Controls The 777G introduces the next generation of transmission control strategies from Caterpillar. Advanced productivity electronic control strategy or APECS provides greater productivity at better fuel rates with torque shift management that allows the truck to carry more momentum up grades. Drive train durability profits from next generation electronic clutch pressure control, and APECS further provides outstanding shift quality for a smooth ride. Tier IV Final Emission Controls Transparent to Operator New emission control strategies enable the Cat C32 engine to meet Tier IV Final emissions regulations in the USA and Canada. The strategy includes the Cat NOx reduction system and two diesel oxidation catalyst canisters, one for each bank of cylinders in the “V configured C32. Working in combination with ACERT, the Cat NOxreduction system diverts a small volume of cooled engine exhaust back to the combustion chamber. The result is reduced cylinder temperatures and reduced NOx formation. This NOx reduction system takes full advantage of the cleaner, less corrosive properties of ultra low sulfur diesel fuel and low ash engine oils to maintain service intervals and component life. The two diesel oxidation catalyst canisters trap residual hydrocarbons in the exhaust. This 777G Tier IV Final strategy is transparent to the operator and does not require additional service for the machine. For more information, visit www.cat.com.

DuraSeal Tire Survives 367 Punctures Without Losing Pressure While this year’s Mid-America Trucking Show in Louisville, Ky., drew a record number of attendees, The Goodyear Tire & Rubber Company set its own record of sorts during the threeday event due to its DuraSeal Technology. Mid-America Trucking Show attendees drove 367 nail holes into a Goodyear G394 SST wide-base trailer tire at the tire manufacturer’s booth — without any impact on tire inflation. Attendees punctured the tire using Goodyear’s “DuraSeal Popper,” a device that enables users to pierce the tread area of a tire by pulling down on a handle. (The tire was mounted on the DuraSeal Popper, but not under a load at the time.) “The results were eye-popping,” said Tim Miller, marketing communications manager, Goodyear Commercial Tire Systems. “DuraSeal Technology is the industry’s first and only built-in tire sealant, and is Mid-America Trucking Show attendees drove 367 nail designed for multiple punctures while holes into a Goodyear G394 SST wide-base trailer tire maintaining tire pressure.” DuraSeal is a yellow, gel-like rubber at the tire manufacturer’s booth — without any impact compound that instantly seals puncon tire inflation.

DuraSeal is a yellow, gel-like rubber compound that instantly seals punctures of up to 1/4-in. in diameter in the tread area of the tire. (It does not seal sidewall punctures.) As a nail enters the tire and reaches the tire’s inner liner, DuraSeal immediately surrounds the puncture to seal the leak.

tures of up to 1/4-in. in diameter in the tread area of the tire. (It does not seal sidewall punctures.) As a nail enters the tire and reaches the tire’s inner liner, DuraSeal immediately surrounds the puncture to seal the leak. “If the nail is pulled out, DuraSeal can instantly fill the hole and keep air from escaping,” said Miller. “People

are amazed that a truck tire can seal itself.” Goodyear’s DuraSeal Technology is available in drive and trailer tires for over-the-road applications, plus in allposition tires for mixed service and waste-haul applications. For more information, visit www.goodyeartrucktires.com.

This booming area is now Southern Utah’s largest city and the Dixie Drive Interchange is built in one of the fastest growing metropolitan areas in the nation. The project was delayed when widespread flooding from heavy winter storms pushed the Santa Clara and Virgin Rivers beyond flood stage. The flood affected several areas in Washington County. The project lies at the confluence of these rivers. A few weeks were lost to removal of sediment, local utility repairs and drying out the project area along with appropriate permitting and funding for the disaster. The “usual suspects” in machinery were used for the job, including three excavators, two 950 loaders, a Cat615 paddle wheel, two grade rollers, two water trucks, a 250-ton hydro crane, a 120-ton lattice crane, and several man lifts/forklifts. Granite cut 120,000 cu. yds. (91,800 cu m) of excavation and used it on the job. It used 70,000 tons (63,490 t) of hot mix asphalt for paving. According to UDOT, “this much needed project will dramatically improve the travel from Dixie Drive to I-15 and will also provide great benefits to the Dixie Convention Center in terms of accessibility and convenience. With the fast-growth predicted for the St. George, this project is also designed to relieve the congestion at the Bluff Street interchange as well as the Bloomington interchange.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipCrews pour the SPI deck adjacent to the Southgate mentguide.com.) threatened to veto the GOP bill, which it said bypasses longstanding practices for the approval of cross-border pipelines. The veto statement noted that a final pipeline route has yet to be decided. The bill, passed by a 293 to 127 vote, technically extends the government’s authority to spend money from the federal Highway Trust Fund through Sept. 30. That authority now is due to expire on June 30. But the real intent of the measure is to provide a parliamentary rationale for formal negotiations with the Senate on a more comprehensive transportation plan. Both parties have made passage of a transportation bill their top job-creation priority for the year. House Republican leaders decided on the strategy after repeatedly trying and failing to garner enough votes to pass their own, longterm transportation plan. That effort ran into opposition from tea-party conservatives, who say transportation programs should be paid for entirely by user fees such as federal gas and diesel taxes, even though revenue from those taxes isn’t enough to cover current transportation spending. Conservatives also would like to see the federal role in transportation dramatically reduced, with states picking up those responsibilities. However, moderate Republicans from suburban districts don’t want transportation spending cut and complained about the bill’s treatment of transit programs. Democrats have solidly opposed the GOP transportation plan, saying it undermines environmental protections, penalizes union workers and doesn’t spend enough money to meet highway and transit construction needs. Instead, Democrats have unsuccessfully pressed House Republicans to bring up a bipartisan, $109 billion transportation bill passed by the Senate earlier this year. Lawmakers in both parties said the Senate bill would likely pass the House, but possibly with more Democratic than Republican votes, an awkward prospect for House Speaker John Boehner, R-Ohio. That gave

rise to the House GOP’s newest tactic — trying to trigger a formal legislative conference with the Senate without actually having passed their own long-term legislation. But there is concern in Republican ranks that by using what is effectively a shell bill, the Senate will have the advantage in negotiations on a broad array of transportation policies. “Are we going to support the Senate bill? Absolutely not, Rep. Bill Johnson, R-Ohio, said at a conservative gathering the day before the House vote. The Senate is unlikely to go along with a final bill that requires approval of the Keystone XL pipeline, but Republicans said it was appropriate to tie to transportation programs a project they believe will increase the amount of oil available to the U.S. market and lower gas prices. “If anyone has not felt the pain at the pump, all they have to do is go to a local gas station, Rep. John Mica, R-Fla., chairman of the House Transportation and Infrastructure Committee, said. “This pipeline has been studied to death. But Rep. Ed Markey, D-Mass., called the pipeline a scheme to export oil to China that will do little or nothing to lower gas prices in the United States He said most of the oil that arrives in Port Arthur winds up being exported. “That oil is American oil, Markey said. “It should stay in the United States. Sixty-nine Democrats joined Republicans in supporting the extension, partly in the hope of keeping prospects for a long-term transportation plan alive. “A long-term bill will provide the certainty that states need to invest and proceed with their plans long on the books, said Rep. Nick Rahall, D-W.Va., the senior Democrat on the transportation committee. “It will provide the certainty that highway and transit contractors desperately need to give them the confidence to hire that one more worker.

Crushing, Screening & Recycling Section Superior Introduces Track-Mounted Mobile Pivot Base Superior Industries has a new option for maximum conveyor mobility. The track-mounted mobile pivot base, when applied with the TeleStacker conveyor (or other conveyor types) delivers free-ranging conveyor movement for increased on-site or transfer point mobility; or for increased flotation and total mobility on low pressure soils — all while reducing the need for haul trucks and loaders, additional labor and material handling, or other costly loading and unloading systems. Requiring no external power, the mobile pivot base is selfcontained and powered by an onboard 48 hp (35.7 kW) Deutz diesel engine with a 30-gal. (113.5 L) fuel and hydraulic oil tank. Featuring wireless remote control operation, the unit travels on two heavy-duty, hydraulic-drive rubber tracks. For greater stability and maximum flotation, the tracks are almost 9-ft. (2.7 m) in length, more than 40-percent longer than comparable units. An ability to maximize speeds for either the lower or higher range, allows precise control to link up to a feed point, or quicker travel from point to point within the site, according to the manufacturer. The mobile pivot base is engineered with a two-axis gim-

bal, which provides maximum stability and rotational freedom on uneven ground or rugged terrain, while eliminating any stress to the conveyor structure and frame. The new track-mounted mobile pivot base delivers increased mobility in a variety of applications and industries — and certainly anywhere where low pressure soils require greater flotation and traction. The unit is ideal for the optimum mobility desired in gold and copper heap leach opera-

tions. For barge and ship load/unload operations, its transfer point mobility allows it to work in conjunction with a tripper system, thus eliminating the need for large stationary shiploader systems. It also is suitable for dirt moving applications, or for roller compacted concrete (RCC) site mobility. For more information, call 320/589-7085 or visit www.superior-ind.com.

Atlas Copco Introduces HB 4100 Heavy Breaker Atlas Copco’s addition to its heavy hydraulic breaker line, the HB 4100 has a service weight of 9,039 lbs. (4,100 kg) — designed for carriers in the 88,185- to 154,324-lb. weight class — but is as powerful as other, much heavier breakers, according to the manufacturer. “The improvement is considerable,” explained Keith Becker, Atlas Copco product development specialist of hydraulic breakers. “We were able to achieve doubledigit percentage increases in power and efficiency while holding on to our known reliability.” Reduced weight and better performance means that similar results can be achieved with a smaller hydraulic breaker. A lighter breaker also means that a smaller excavator can be used, saving both investment and operating costs. “The return on investment is many times greater than the pure acquisition costs. The

reduction of total cost of ownership conserves resources such as man hours and fuel. The HB 4100 does this with its durability and simple maintenance concepts,” Becker said. Another improvement to the HB 4100 hydraulic breaker is a guide system that makes the breaker more stable and resilient. “Hydraulic breakers are ultimately subjected to use under the most extreme conditions,” Becker added. “A new cover plate for the retaining bars offers more protection in the lower part of the breaker. This area receives the most wear and tear, especially on demolition jobs. The HB 4100 also has increased wear protection at the bottom of the case, which has proven its worth with all heavy hydraulic breakers from Atlas Copco.” The new HB 4100 also includes the following standard features of the Atlas Copco heavy hydraulic breaker series:

• The VibroSilenced system protects operators against noise and vibrations. • PowerAdapt switches the breaker off in the event of a hydraulic overflow. • AutoControl adjusts the blow frequency and blow energy to match the hardness of the material. • ContiLube II is an integrated, automatic lubrication system. • StartSelect allows the operator to influence the startup and shutdown behavior of the hydraulic breaker. • The optional DustProtector protects the lower part of the hydraulic breaker from dust and rock particles. The HB 4100 hydraulic breaker is suitable for secondary and primary rock breaking in quarries, demolition of concrete, steel and pavement, trenching, dredging, tunneling and foundation work. Superior Adds to Its RazerTail Truck Unloaders Lineup Superior Industries has a new addition to its line of RazerTail truck unloaders. The new model is equipped with a 48-ft. (14.6 m) folding discharge conveyor. This development in design gives users the flexibility to hit higher feed points, eliminating the need for transfer conveyors between the truck unloader and larger radial stacking conveyors like Superior’s TeleStacker conveyor. Discharge heights hydraulically adjust between 8 to 12 ft. (2.4 to 3.6 m) on the 48 in. (122 cm) belt model. Superior’s complete line of RazerTail truck unloaders are designed to move material from belly or end dump trucks in minutes, reducing contamination from traditional transfer methods, according to the manufacturer. An electrical control panel with main breakers and starters features push-button operation of the hoppers, control pump and drive motors. Other features include: t Jaw crushers that use Quattro Movement, a figure-eight motion that increases feeding capacity and produces a post-crush at the outlet—like two crushers in one. t A pre-screen feature available on the PC 6 model for higher value end product. t Track mounted for mobility and maneuverability in a smaller footprint. t National support for parts and service from Atlas Copco Powercrusher—POWER is just the beginning.

JCB Adds Eight Small Platform Skid Steer, CTL Models JCB is building upon the success of its new generation skid steer and compact track loader line with the addition of eight new small platform machines. The eight new machines — the 135, 155, 175, 190 and 205 skid steers and the 150T, 190T and 205T compact track loaders — complement JCB’s nine large platform new generation models launched in November 2010. These smaller skid models are more maneuverable in tight, confined areas and are easily transported from job site to job site. However, they don’t sacrifice power, safety, comfort or productivity. According to John Patterson, JCB North America’s CEO and JCB Group deputy chairman, the small platform machines are designed to meet the needs of a growing market. “With this launch of these new small platform machines,

applications. Because they contain fewer pins and bushings, radial lift machines perform well in highcycle applications such as waste, recycling and demolition. The 175, 190, 205, 190T and 205T models offer vertical lift, which provides maximum reach at full height — an important consideration when loading dump trucks, lifting pallets or using an auger attachment. Serviceability Serviceability is always an important consideration when purchasing heavy equipment. JCB’s small platform skid steers and compact track loaders provide 21-percent or better serviceability than other models, according to the manufacturer. High-tech electro hydraulic servo controls minimize the potential for leaks while improving both service access and machine controllability. A large opening rear door with a tilting cooling pack provides the best total access for daily service and routine maintenance. A tilting cab offers unrestricted access to the machine’s inner workings when more detailed maintenance is required. Overall, these skid steers and track loaders have 38 percent fewer parts, 25 percent fewer leak paths and O-ring face seal fittings throughout, simplifying maintenance and virtually eliminating the possibility of hydraulic leaks. Safety As with all JCB machines, the new small platform New Generation skid steers and compact track loaders offer safety, comfort, serviceability, productivity and total overall value. With JCB’s Powerboom design, these machines feature a side-entry door that allows operators to enter and exit the machines without crawling over any attachments. This design also increases the JCB’s smallest skid steer, the 135 model, tackles a mound of dirt and gravel. operator’s visibility to 270 degrees.

Comfort JCB’s cabs are 46 percent larger than other machines. The operator compartments come standard with a mechanical suspension seat with an JCB’s new 190T compact track loader moves loads easily over option for a heated, air suspension seat with rough terrain. adjustable arm pods. Because a comfortable operator is a more productive operator, machines have the option of a fully enclosed cab with heat and air we now offer 17 models in our skid steer range — both conditioning. The machine cabs also are sealed and pressurwheeled and tracked with radial and vertical lift designs — ized to help eliminate dirt and dust ingress. Ergonomicallyproviding 97-percent market coverage,” Patterson said. positioned controls and instrumentation help to further “While the majority of these machines are sold in North reduce operator fatigue. America, international demand for smaller skid steers and track loaders is growing at a fast pace. By introducing these Productivity small platform machines, JCB is well-positioned to answer While safety, comfort and serviceability are important facthe unique needs of skid steer and compact track loader cus- tors to consider when purchasing a skid steer or compact tomers worldwide.” track loader, prospective owners also place great emphasis on machines that improve productivity. JCB offers 31 famiRadial and Vertical Lift Options lies of attachments that can handle virtually any application, The 135, 155 and 150T machines feature radial lift, which greatly enhancing the productivity and money-making offers improved digging geometry for heavy loading potential of its skid steers and compact track loaders. The

eight new small platform models also are available with an optional hydraulic quick-hitch that enables operators to change out attachments in the field 33 percent faster, according to the manufacturer. Value By combining productivity and fuel-efficiency with a lower cost of ownership and safer operation, JCB’s small platform new generation skid steers and compact track loaders offer value in a wide variety of applications, from construction and landscaping to agriculture and beyond. “By adapting the design of our Loadall telescopic handlers and applying it to skid steer loaders, we continue to manufacture a much safer machine that doesn’t sacrifice performance or versatility,” Patterson said. “Our small platform skid steers and compact track loaders are simply another example of how JCB’s innovative spirit continues to help owners and operators meet today’s challenges head-on.” For more information, call 912/447-2000 or visit www.jcbna.com.

Tight Budgets, End of Stimulus Jobs Decrease Public Spending INCREASE from page 1

Atlantic City-Hammonton, N.J., added the highest percentage of new construction jobs (33 percent, 1,300 jobs) followed by Michigan City-La Porte, Ind. (31 percent, 400 jobs). Denver-Aurora-Broomfield, Colo., added the most jobs (6,300 jobs, 10 percent). Other areas adding a large number of jobs included Los Angeles-Long BeachGlendale, Calif. (4,700 jobs, 5 percent); Portland-Vancouver-Hillsboro, Ore.-Wash. (4,300 jobs, 10 percent); IndianapolisCarmel, Ind. (4,100 jobs, 12 percent) and Philadelphia, Pa. (3,500 jobs, 6 percent). The largest job losses were in ChicagoJoliet-Naperville, Ill. (minus 5,400 jobs, minus 5 percent), followed by St. Louis, Mo.-Ill. (minus 4,200 jobs, minus 7 percent); Tampa-St. Petersburg-Clearwater, Fla. (minus 4,000 jobs, minus 8 percent) and New Orleans-Metairie-Kenner, La. (minus 3,600 jobs, minus 12 percent). Monroe, Mich. (minus 32 percent, minus 600 jobs) lost the highest percentage. Other areas experiencing large percentage declines in construction employment included

Springfield, Mass.-Conn. (minus 27 percent, minus 2,100 jobs) and Montgomery, Ala. (minus 17 percent, minus 1,000 jobs). Association officials noted that private sector construction spending shot up by 10 percent in the past year even as public sector investments in construction activity have dropped by 1 percent. They said that tight state and local budgets, the winding down of construction activity funded by the stimulus and Base Realignment and Closure programs, and delayed Congressional action on a number of infrastructure bills were all holding back broader construction employment gains. “As great as it is to see construction jobs being added in so many parts of the country, construction employment remains well below peak levels in virtually every metro area,” said the association’s chief executive officer, Stephen E. Sandherr. “If public sector spending continues to decline, it will take a lot longer for most areas to see construction employment levels return to where they were in the middle of the last decade.”

Ritchie Bros. Sells More Than 200 Cranes in Five Weeks Ritchie Bros. Auctioneers sold more than 200 cranes in five weeks at its first unreserved public auctions of 2012 in North America, Europe and the Middle East — with close to 90 cranes already scheduled to be sold globally by the end of April. Every crane was sold to the highest bidder, regardless of price — with no minimum bids or reserve prices. The highest dollar value crane sold so far this year: a 2008 Liebherr LTM1400-7.1 400-ton all terrain crane sold for $2.1 million to an online bidder from India at a Ritchie Bros. auction in France on March 6, 2012. “Our great selection and global footprint make Ritchie Bros. the best place in the world to buy and sell cranes,” said Steve Simpson, chief sales officer, Ritchie Bros. Auctioneers. “For our crane-buying customers we provide one of the largest selections of ready-to-work cranes in the world and for our crane sellers we provide a global audience of bidders unmatched anywhere else in the equipment industry. As a result, we have already set a new crane sale record this year.” So far in 2012 Ritchie Bros. has sold more than 70 rough terrain cranes, 25 all terrain cranes, 15 carry deck cranes, 15 crawler cranes, 10 conventional truck cranes, as well as 20 hydraulic truck cranes,

15 tower cranes and more. These cranes have been sold in auctions held in the United States, Canada, Dubai, France, Italy, Spain and The Netherlands. At its upcoming auctions around the world, the company has close to 90 cranes already scheduled to be sold by the end of April. The line-up includes more than 40 rough terrain cranes, 15 hydraulic truck cranes, 10 all terrain cranes, as well as conventional truck cranes, crawler cranes, tower cranes and more — with more cranes to be added. 2012 North American Crane Highlights Of the 200 cranes sold at Ritchie Bros. auctions to-date in 2012, more than 135 of them were sold in North American auctions, including more than 55 rough terrain cranes, 10 carry deck cranes, 15 hydraulic truck cranes, 10 crawler cranes, tower cranes, as well as 10 conventional truck cranes and more. Recent 2012 crane sales highlights from North America include: a 2007 Manitowoc 10000 crawler crane that sold for $565,000 to an online buyer from the state of Georgia at a Ritchie Bros. auction in Denver, Colo. (March 14). One week prior, at a Ritchie Bros. auction in Fort Worth, Texas (March

8 - 9), the company sold a 1994 Grove/Krupp KMK5175 175-ton all terrain crane for $340,000 to an on-site buyer from Mexico and a 2002 Kobelco CK850II 80ton crawler crane for $255,000 to an online buyer from the state of Georgia. The company already has a great selection of cranes to sell at its upcoming auctions across North America over the next few months, including auctions in Sacramento, Calif., on March 27 and in Lincoln, Neb., on April 25. In the March 27 Sacramento auction, Ritchie Bros. sold a 1996 Grove GMK5160 all terrain crane, a 1997 Grove RT9100 rough terrain crane, as well as several other rough terrain cranes, conventional truck cranes and more than 2,000 trucks and heavy equipment items. In the April 25 Lincoln, Neb. auction, Ritchie Bros. will sell two 2008 Terex RT780 rough terrain cranes, a 2008 Terex HC110 crawler crane, as well as several other rough terrain cranes, crawler cranes and hundreds of heavy equipment items. 2012 European Crane Highlights A new Ritchie Bros. European crane sale record has already been set this year: highest gross auction proceeds generated by the sale of a single crane at Ritchie Bros. auc-

tion in Europe in the history of the company, with the sale of a 2008 Liebherr LTM1400-7.1 400-ton all terrain crane that sold for $2.1 million dollars to an online buyer from India at a Ritchie Bros. auction in St. Aubin sur Gaillon, France on March 6, 2012 — this also is the highest dollar value crane sold globally so far in 2012 by Ritchie Bros. In total, close to 50 of the 200 cranes sold by the company in 2012 to-date were sold at European auctions and more than 15 sold in the Middle East. Other European crane sale highlights include a 2000 Demag AC500-1 all terrain crane that sold for more than $1.6 million to an online buyer from the Netherlands and a 2005 Liebherr LTM1090-4.1 all terrain crane that sold for $538,000 to an online buyer from Australia — both of which sold at an auction in Caorso, Italy (March 8). Ritchie Bros. already has a great selection of cranes at its upcoming auction in Moncofa, Spain on April 26 - 27, including a 2007 Liebherr LTM1055-3.1 all terrain crane and a 2003 Liebherr LTM1080/1 all terrain crane, as well as several other all terrain cranes and a hydraulic truck crane. Liebherr Debuts Material Handler Training Simulator

The simulator depicts the operation of a Liebherr wheeled material handler in a realistic environment performing scrap handling activities.

Liebherr Construction Equipment Co. introduced a “first in the industry” Material Handler Training Simulator at the ISRI Tradeshow held at the Mandalay Bay Resort in Las Vegas. Continuing its commitment to be a market leader in innovation and technology, Liebherr Construction Equipment Co. in the United States and Liebherr Canada partnered with Simlog to develop an affordable, high quality, realistic training simulator to assist Liebherr dealers and product owners in training their material handler operators. Simlog, a Montreal based company established in 1999, is a leading developer of simulation products. “Training simulators have come from costly show pieces to more affordable and practical applications in everyday operator training as we are showing here at ISRI,” said Mark Rangos, general manager, product support, Liebherr Construction Equipment Co. The simulator depicts the operation of a Liebherr wheeled material handler in a realistic environment performing scrap handling activities. The simulator will provide different operating scenarios and will measure the performance of the trainee during their training session. The simulator will be available in a basic and advanced version. The basic version will utilize a tabletop steering wheel, foot pedals, and Liebherr type joysticks. The advanced version incorporates an operator seat, an industrial steering wheel and foot pedals and Liebherr type joysticks. Both versions of the simulator can use a mid-range laptop or desktop computer. (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)
