Oso Remains a Recovery Mission After Slide By Lori Tobias CEG CORRESPONDENT

One month after a hillside collapsed burying dozens of homes and killing 43 victims, the work in Oso, Wash., remains a recovery mission, but plans are under way for rebuilding the stretch of highway devastated by the slide. The Washington Department of Transportation has been involved with recovering the victims, and will lead the efforts to establish State Route 530, the roadway linking the tiny town of Oso to the larger community of Darrington and beyond.

“There is a human aspect involved in this,” said Travis Phelps, WSDOT spokesman. “There were a lot of victims that lost their lives. Everyone is being very sensitive to that. We’re not just going in and bulldozing. We’re being very slow, thoughtful and meticulous. We’re using excavators, backhoes, hand digging tools and chain saws to go through this material very slowly, so if we encounter human remains we can get them to the medical examiner as quickly and in the best condition as possible.” see LANDSLIDE page 28

Remains at Two-Year High The Equipment Leasing & Finance Foundation (the Foundation) released the April 2014 Monthly Confidence Index for the Equipment Finance Industry (MCIEFI). Designed to collect leadership data, the index reports a qualitative assessment of both the prevailing business conditions and expectations for the future as reported by key executives from the $827 billion equipment finance sector. Overall, confidence in the equipment finance market is 65.1, remaining at the highest index level in two years for the second consecutive month. When asked about the outlook for the future, MCI survey respondent Thomas Jaschik, president, BB&T Equipment Finance, said, “The first quarter of 2014 had positive results with respect to new

business activity, and the economy is on a positive trajectory. The conclusion of the winter of 2013-2014 may be the catalyst for pent-up demand to begin to be released. This will have a positive impact on the equipment finance market throughout 2014.” April 2014 Survey Results: The overall MCI-EFI is 65.1, unchanged from the March index. • When asked to assess their business conditions over the next four months, 37 percent of executives responding said they believe business conditions will improve over the next four months, up from 31.4 percent in March. 60 percent of respondents believe business conditions will remain the same over the next four months, down from 65.7 percent in see FINANCE page 48

Construction firms added jobs in 38 states over the past 12 months, although job gains leveled off between February and March, according to an analysis April 18 by the Associated General Contractors of America of Labor Department data. Association officials said the ongoing year-over-year gains point to the urgency of revitalizing and initiating programs to encourage workers and graduating students to get construction careers. “The widespread gains in employment from a year ago are encouraging, given the tough winter many states experienced right through March,” said Ken Simonson, the association’s chief economist. “The never-ending winter of 2014 may account for the dip in the number of states that added construction jobs in the latest month, but it is also possible that single-family homebuilders are not adding workers as some forecasters expected.” Florida again led all states in both percentage and total construction gains with an 11.5 percent rise and 41,000 new jobs between March 2013 and March 2014. Other states adding a high percentage of new construction jobs for the past 12 months included Oregon (10.8 percent, 75,800 jobs) and Minnesota (10.4 percent, 10,200 jobs). see JOBS page 48

Road Grading May Have Caused Wyo. Landslide JACKSON, Wyo. (AP) A consultant said road grading projects may have contributed to a slow-moving landslide that has displaced nearly 60 residents and damaged homes and businesses. The area around the slide has been the site of grading and construction over decades, including construction of a residential road and grading of a main highway. Landslide Technology engineer George Machan told city officials the hill did not start sliding by itself. The Jackson Hole News & Guide reported the slide was discovered April 4 on a hill above a residential area and the ground is moving about an inch a day. Mueller Becomes Manager KPI-JCI and Astec Mobile Screens has hired Don Mueller as a regional sales manager of the northwest territory for its trackmounted products. In his new position, Mueller will cover Washington, Oregon, northern California, Hawaii, Alaska, British Columbia, Alberta, Montana and Wyoming. Most recently, Mueller served as a territory manager for Astec AggReCon West, a KPI-JCI and Astec Mobile Screens authorized dealer based in Eugene, Ore. Mueller has worked in the aggregate industry for nearly 40 years, starting at Telsmith in 1976 in the manufacturing facility, and later switching Don Mueller to the service department. He later worked for Cedarapids and then Balzer Pacific, a former KPI-JCI and Astec Mobile Screens authorized dealer. Steve Schetky, director of sales of the western United States, said Mueller’s vast and varied experience made him the prime

candidate for the position. “Don has a unique combination of understanding how manufacturers operate, how dealerships function, and how to call on the end users,” Schetky said. “From his experience as a field mechanic, he understands the workings of track machines, yet also knows what it takes to gain the customer’s confidence and trust. With the increased track population in western North America, we needed an additional track regional sales manager to get ever better coverage for our dealers and their customers. Kobelco Breaks Ground at North, South American HQ When Kobelco Construction Machinery USA relaunched its popular line of crawler excavators in North America in April 2013, the company had ambitious plans for expansion. Just shy of one year later, Kobelco has broken ground on a new Corporate Headquarters in Katy, Texas, to support its fastpaced growth. According to Pete Morita, president of Kobelco Construction Machinery USA, “We couldn’t be more pleased with the success and growth we’ve accomplished in the past year. As a team, we’ve worked tirelessly to bring back the Kobelco brand and core company values that contractors across the United States, Canada and South America value. The recent groundbreaking at the site of our new corporate headquarters is symbolic of our success and reinforces our long-term commitment to the marketplace.” The company’s LEED certified, 101,300 sq. ft. headquarters will be located at Ten West Crossing in Katy, Texas, and is situated on just over 7 acres of property. Kobelco will have room to add subsequent buildings as demand for the company’s products continues to increase. Encompassing the 101,300 sq. ft. of building space will be an 87,991 sq. ft. parts warehouse to house an estimated $92 million dollar, 40,000 plus line item parts inventory. An additional 13,339 sq. ft. of space will be dedicated to an expansive sales and service training area, complete with a hands on bench test facility. The balance will be comprised of employee offices. Kobelco chose the Katy, Texas., location due to its central time zone and three-airport system for ease of

transportation into and out of the city. With nearby Houston being the fourth largest city in the United States, its multi-access shipping system will allow the company to receive all shipments from overseas at local ports and ship products to dealers and customers via rail, freight or air, depending on the timeframe and need of the customer, product or part being transported. ConExpo-Con/AGG Sets 2017 Dates: Show to Be Held March 7 to 11 in Vegas The next ConExpo-Con/AGG international exposition will be held March 7 to 11, 2017, at the Las Vegas Convention Center in Las Vegas. Named ConExpo-Con/AGG 2017 chair is Richard M. Goldsbury, president Bobcat/Doosan North America & Australia/Oceania for Doosan Infracore Construction Equipment, West Fargo, N.D. Talbert’s New E3Nitro System Provides Haulers Versatility

The E3Nitro is designed for trailers with capacities of up to 85 tons (77 t) and can carry 74,100 lbs. (33,611 kg) — 24,700 lbs. (11,204 kg) per axle — in its 3+3 configuration.

Talbert Manufacturing, a leader in the specialty trailer and transport industry, introduced its new E3Nitro. The nitrogen-assisted equalizing system provides the versatility haulers with East Coast trailers need to run in 3+1, 3+2 or 3+3 spread-axle configurations, according to the manufacturer. The new E3Nitro is part of a larger series that also includes the E2Nitro and E1Nitro, with three, two or one pin-on axle(s), respectively. An ENitro system, with its nitrogen accumulator, oscillates around a central selftracking pivot points to provide proportionate weight distribution in each axle grouping. With the E-Nitro series, Talbert is able to build trailers with capacities well beyond what can be achieved with simple mechanical or rigid axle extensions. Historically, East Coast trailers had been limited to capacities below their potential because of axle-weight restrictions and permitting issues. But by incorporating the new Talbert E3Nitro axle extension, haulers can scale their trailers

appropriately and use them to their full potential. The E3Nitro is designed for trailers with capacities of up to 85 tons (77 t) and can carry 74,100 lbs. (33,611 kg) — 24,700 lbs. (11,204 kg) per axle — in its 3+3 configuration. An E2Nitro, which is designed for trailers with up to 65-ton (59 t) capacities, can support 49,400 lbs. (22,407 kg) — 24,700 lbs. per axle — in a 3+2 formation. Finally, the E1Nitro is designed for trailers with up to 55-ton (50 t) capacities and can carry 24,700 pounds — 24,700 per axle — in its 3+1 configuration. Unlike conventional, rigid East Coast spreaders that only provide self-tracking articulation left and right, the E-Nitro Series also provides articulation up and down. This gives drivers a much safer and stable alternative than the East Coast spreaders of the past. By using a nitrogen accumulator, Talbert’s E-Nitro system hydraulically sets axle load capacity and keeps it there as the system equalizes up and down articulation.

This provides a much safer and more stable platform that virtually eliminates “bridging” of the spreader, which is a situation in which entire load rides on the rearmost axle, according to the manufacturer. The flexibility of the E-Nitro spreader makes it a valuable asset in all terrain applications. It provides haulers the flexibility to travel into states that require the fourth axle to be at least 14 ft. 1 in. (4.2 m) from the third. With an ENitro system, they can obtain permits for any of these configurations and travel legally in 47 states (continental United States minus California). Both the E1Nitro and E2Nitro are built with two cylinders, and the E3Nitro has three. The extra cylinder is built to handle more capacity for heavy loads. In addition, the E3Nitro provides the ability to disconnect cylinders for capacity alterations. This makes running in 3+1 or 3+2 configurations possible because one cylinder can be removed. Because the E3Nitro is modular, the spreader can be removed and the trailer

can operate as a four-axle in addition to the 3+1, 3+2 and 3+3 configurations. The series also incorporates two-speed dual landing gear for greater stability when the E-Nitro is disconnected from the trailer. For increased mobility on the job site, the ENitro system uses nitrogen to transfer weight off the rear axles so they can be lifted out of the way for easy backing. Since no shimming is required, users save considerable operational time and can travel empty without removing the booster and attachment. E-Nitro is a new name for nitrogen-assisted systems that Talbert previously called The Equalizer series. Ervin Set to Sell Wabash DuraPlate Trailers From J.B. Hunt Ervin Equipment Inc., Toledo, Ill., has purchased 2,000 preowned Wabash Duraplate trailers from J.B. Hunt Transport Inc., a leading provider of logistics management and transportation services. Customers can purchase the trailers as they are at any of Ervin's 12 locations, or Ervin can adjust them on location to meet buyers’ specific needs. Ervin’s U.S. sites cover 75 percent of the country to provide easy accessibility for 90 percent of the country’s trucking companies. The company’s business model allows it to buy and accept delivery of large quantities of trailers in one transaction. J.B. Hunt, meanwhile, is able to drop trailers in multiple locations. Crews to Build Detour, Rebuild Highway Following Search LANDSLIDE from page 1

The mudslide occurred on the morning of March 22 in an area known as the Hazel slide, about 55 mi. (88.5 kg) northeast of Seattle. It traveled a little over a mile, coming down with enough force to go through a neighborhood, cross and dam the Stillaguamish River, cross the road and go up the slope on the south side, then came back down the south slope. “It acted like a wave,” Phelps said. “It sloshed up one side and came back down. It’s a pretty big slide. We’re looking at big trees, pieces of houses, cars and some very, very soupy clay, sand/mud mix. This material is still very wet. When the slide came down it changed the whole geography of the valley. The U.S. Geological Survey estimated that 1 million cubic yards of soil were displaced. It was not a small slide by any comparison by any measure. It altered the course of the Stillaguamish River.” In addition to looking for victims, workers also are taking care to find and preserve personal mementos, when possible, as well. But along with the challenge of the debris, the watery mud and enormity of the disaster, workers also must beware of contamination from gas cans, propane, septic sys-

tems and other toxins. Once the recovery efforts are completed, the task will be to build a detour around the highway, and then to rebuild the highway itself. The detour is expected to be about 2 mi. (3.2 km) and will travel over a Seattle City Light access road. “Mobility is a big deal,” Phelps said. “The Corps of Engineers is making significant improvements

to the access road. The National Guard made efforts to make it a more drivable road. We’re going to hire a contractor to maintain that road, open it up with limited hours as a one-way piloted detour for folks to get between Oso and Darrington. It will be for local residents only. You want to come and be a ‘Looky Lou’ and see the landslide, this is not the road for you.”

Currently, it takes about an hour and a half to drive from Oso to Darrington — about 15 mi. (24 km) apart by Route 530. Before the slide, the highway was two lanes in each direction. It carried about 4,000 cars a day — 2,000 eastbound and 2,000 westbound. Most of the traffic were commuters, traveling between the rural Oso and larger Darrington.

“It’s very rural here and there is a big lumber mill as well with lots of logging trucks out here. With this highway out of commission it is a huge blow economically to the whole region, and very big blow to Darrington,” Phelps said. When the work moves to rebuilding the highway, the first task will be removing about 100,000 cu. yd. (76,455 cu m) — or 10,000 dump trucks — of material from the highway. The debris covers about one mile of the highway and is at least 20 ft. (6 m) deep. But even once they do begin work on the highway, they will proceed much as they had while in recovery mode. “There is concern of human remains on the roadway,” Phelps said. “A team of trained archeologists will be making sure we’re checking any material we are picking up, and looking at it when we are scooping it. When we are moving the materials, there will be another spotter there to watch the material when it comes out. There is just a lot of stuff here. All different types of materials. It can be easy on the initial move to miss something. So we want to make sure we have fail safe built in.” Engineers won’t know what the condition of the highway is until see LANDSLIDE page 48

Doosan Material Handlers Strengthen Industry Presence Increasing its presence in the solid waste and recycling industries, Doosan Infracore Construction Equipment America has introduced three new material handlers and fourtine grapples. The first model being launched in North America is the DX225MH-3 material handler. Additional material handlers will include a larger model with steel tracks, the DX300MH-5 and a wheel model, the DX210WMH. Material handlers are not new to Doosan, but this is the first time Doosan is building machines specifically for material sorting and handling applications. Previously, dealers converted Doosan crawler excavators or wheel excavators into material-handling machines. Built for Material Handling Doosan material handlers were developed to meet the demands of material handling professionals by dedicated, in-house product engineering support. Each model is based on a proven and tested excavator model, factory fitted with cab risers for increased visibility, straight boom and droop nose arm for optimal performance and improved machine guarding for maximum uptime. Straight booms improve reach and lift height for better material placement, while droop nose arms provide good grapple clearance and enhanced access into containers, trucks and railcars. Features such as dual-boom cylinders and under-mount arm cylinder placement provide excellent lifting capabilities for Doosan material handler operators, according to the manufacturer. Cab Risers Provide Better Visibility Another commonly recognized material handler feature is its cab riser. Operators have better all-around visibility to the attachment and work area from the material handler’s cab riser. Standard fixed risers for the DX225MH-3 are 4 ft. (1.2 m), and 6 ft. (1.8 m) for the larger DX300MH-5. Available as an option on the DX225MH-3 is a 6-ft. fixed riser. Fixed risers can easily be lowered for transport with a self-contained, electronically powered hydraulic system. Available as

ore than 3,800 bidders participated online and in person at Ritchie Bros. Auctioneers’ multi-million dollar unreserved public equipment auction in Houston, Texas., on April 16 and 17. Bidders came from 59 countries, including 48 U.S. states. More than 50 percent of the equipment was sold to out-of-state buyers, from as far away as Belgium, Guatemala and the United Arab Emirates. Online bidders purchased 44 percent of the equipment sold (by dollar value). In total, more than 3,700 equipment items were sold in the auction, including 80 plus hydraulic excavators, 50 plus cranes, a large selection of oilfield transportation equipment and more.

And there are other considerations. “There are a couple of big challenges,” Phelps said. “There are a bunch of small feeder streams. All have been altered and the path of the river has been altered. In addition to having soil conditions change, there’s lots of water here. What sort of culverts are we going to put in? This is also flood country. What highway replacement design … how do we have to change the highway given the Stillaguamish River is different now? The Stillaguamish River east of the slide is now about 11 feet higher now than it was before the slide. If you are an engineer, you need to know what is the water doing, what is the soil doing, what part of the road is still there? We don’t have that information yet.” If the road is okay, WSDOT hopes to have one lane of State Route 530 open by fall. But if it’s badly damaged, it could take

longer. “We’re going to determine the scope of the work,” Phelps said. “We’re engaging families to see what their vision of the highway is. We need to get in there and do our homework, to say, here is what it will take to open it in current spot. Here is how we are going to deal with water, along with that will come a cost and timeline. Right now there are too many unknowns to say how much it is going to cost and when it is going to reopen.” The state also plans to reach out to local contractors, and expects everything will be competitively bid. “This is probably the biggest thing folks in the state of Washington have had to face since Mt. St. Helens erupted. It’s been the worst thing I’ve ever seen. California Adds Most New Construction Jobs in West JOBS from page 1

After Florida, California added the most new construction jobs for the year (37,100 jobs, 5.9 percent), followed by Texas (17,100 jobs, 2.8 percent) and Minnesota. Eleven states and the District of Columbia shed construction jobs between March 2013 and March 2014, while employment was constant in Alaska. The largest number of losses occurred in New Jersey (minus 4,600, minus 3.4 percent), followed by Kentucky (minus 1,900 jobs, minus 2.8 percent) and West Virginia (minus 1,700 jobs, minus 4.9 percent). West Virginia had the highest percentage decline in construction employment, followed by New Jersey and the District of Columbia (minus 2.9 percent, minus 400 jobs). Two dozen states and D.C. added jobs between February and March, led by Ohio (4,600 jobs, 2.5 percent), which rebounded from even greater job losses in the previous, winter-wracked month. North Dakota had the highest percentage increase (3.4 percent, 1,100 jobs) for the month. Louisiana ranked second in the number and percentage of monthly job gains (4,300 jobs, 3.3 percent). Construction employment declined in 23 states and remained unchanged in Montana,

South Dakota and Wyoming between February and March. Texas lost the most jobs (minus 5,300 jobs, minus 0.8 percent), followed by Illinois (minus 2,800, minus 1.4 percent). New Mexico experienced the highest monthly percentage decline (minus 4.2 percent, minus 1,800 jobs), followed by Alaska (minus 2.9 percent, minus 500 jobs) and Kentucky (minus 2.2 percent, minus 1,500 jobs). Association officials said that the construction industry is prepared to add many more workers but that training programs and other initiatives to draw workers into construction need to be beefed up. The association recently unveiled a multi-point workforce development plan to address these needs. “With each passing month, it becomes clearer that contractors in most states are hiring both experienced and new workers,” said Stephen E. No one expects “less” access to capital, unchanged from the previous month. • When asked, 37 percent of the executives reported they expect to hire more employees over the next four months, a decrease from 40 percent in March. 60 percent expect no change in headcount over the next four months, unchanged from last month. 2.9 percent expect fewer employees, up from no one who expected fewer employees in March. • 2.9 percent of the leadership evaluates the

current U.S. economy as “excellent,” down from 5.7 percent last month. 91.4 percent of the leadership evaluates the current U.S. economy as “fair,” up from 88.6 percent last month. 5.7 percent rate it as “poor,” unchanged from March. • 34.3 percent of the survey respondents believe that U.S. economic conditions will get “better” over the next six months, an increase from 31.4 percent who believed so in March. 62.9 percent of survey respondents indicate they believe the U.S. economy will “stay the same” over the next six months, a decrease from 68.6 percent in March. 2.9 percent believes economic conditions in the U.S. will worsen over the next six months, an increase from no one who believed so last month. • In April, 40 percent of respondents indicate they believe their company will increase spending on business development activities during the next six months, a decrease from 45.7 percent in March. 60 percent believe there will be “no change” in business development spending, an increase from 54.3 percent last month.
