Groups Urge Congress to Gov. Fallin OKs Address Worker Shortage Completion of Cultural Center Leading construction industry organizations are calling on Congress to make career technical education (CTE) a top policy priority. In a letter to lawmakers coordinated by Associated Equipment Distributors (AED) and delivered on April 18, 23 national associations urged members of the House and Senate to swiftly reauthorize and improve programs designed to help train technical workers. The groups praised Congress for recently passing transportation and tax bills but said the difficulty recruiting workers threatened to undermine the economic benefits. “By restoring near-term certainty to federal transportation programs and tax policy through passage of the FAST and PATH Acts in late 2015, Congress has set the stage for growth in construction, manufacturing, and business purchasing,” the letter said. “However, as companies prepare to take
advantage of new opportunities, they are confronted with a new challenge: a shortage of skilled technical workers.” The letter from construction, contractor, supplier and labor organizations highlighted the stark findings of a recently-released study sponsored by the AED Foundation. That report, prepared by researchers at the College of William and Mary, found the equipment technician shortage is costing dealers approximately $2.4 billion per year in lost revenue and economic activity. Citing a lack of “hard skills” as the top reason technician positions are going unfilled, the study noted that vacancies at construction equipment dealerships remain open for longer than three times the national average. “The workforce challenges facing the construction equipment industry aren’t unique,” AED President & CEO Brian see CTE page 50

AEM Launches New ‘I Make America’ Smartphone Game The Association of Equipment Manufacturers (AEM) launched a new smartphone game through its “I Make America” campaign to engage and educate voters on manufacturing issues this election season. The I Make America (IMA) Game is currently available to download for free through the Apple Store, Google Play and the Windows Store. The IMA Game is an interactive experience intended to educate users about the manufacturing issues at stake during the 2016 campaign in a fun and engaging way. Users compete in several small construction and agriculture equipment-themed challenges followed by multiple choice questions that gauge their knowledge of several manufacturing issues, like infrastructure, trade and renewable fuels. “AEM hopes that this I Make America Game serves as a compelling tool for manufacturing voters to get involved with I Make America and educate themselves on the issues that matter this election season,” said AEM President Dennis Slater. “This is an important part of our broader effort to raise
the profile of manufacturing issues during the campaign.” To support the game, the I Make America campaign plans to travel to more than two dozen manufacturing facilities throughout the United States to engage employees and allow them a chance to compete in the game. I Make America will award prizes to the highest-scoring game user at each event, and a grand prize (a 3D television) to the highestscoring app user by the election. Equipment manufacturers in Iowa include companies like Vermeer, John Deere, Kinze, Hagie, and many more. “The I Make America Game is a terrific tool to help manufacturers educate their employees and their communities about the issues that affect our businesses,” said Jim Barrett, executive vice president of marketing, farm, ranch, and agriculture division of Blount International. “I would encourage all equipment manufacturers to get engaged through I Make America this year to energize the manufacturing voter base.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

Montana Still Analyzing Coal Mine After Sponsor Shelves It By Matthew Brown ASSOCIATED PRESS
BILLINGS, Mont. (AP) Montana officials will keep studying the potential effects of a major coal mine near the Wyoming border, despite a bankruptcy filing by its sponsor Arch Coal and the recent cancellation of a key lease held by the company, a state official said. Regulators want to determine to what extent streambeds need to be protected from mining at the site near Ashland, said Kristi Ponozzo, public policy director for the state Department of Environmental Quality. The work would prove valuable if the Otter Creek Mine is revived or another proposal takes its place, she said. The mine as originally proposed would have produced up to 20 million tons (18 million t) of coal a year. “We didn’t want to completely drop it because we are so far along in the process and we have all the information we needed to finish
it,” Ponozzo said. The agency hopes to complete the work by the end of the year. Meanwhile, filings in Arch’s federal bankruptcy case reveal the company lost a private coal lease for Otter Creek more than three months before the St. Louis-based company announced it was suspending its application. That runs counter to claims from Arch and attorneys for the Tongue River Railroad, a proposed 42-mi. (67.5 km) line that would serve the mine. They said Otter Creek remains a viable proposal. Otter Creek lease owner Great Northern Properties sent a letter to Arch dated Nov. 30 informing the mining company that its lease for Otter Creek had been terminated. Arch had missed two payments to Great Northern totaling $4.5 million earlier in November, the letter said. Charles Kerr, Great Northern president declined comment citing the pending bankruptcy case. Arch spokeswoman Logan Bonacorsi said the company still
“If the DEQ thinks any company is capable of moving into the Otter Creek valley and constructing the infrastructure needed to build a coal mine, they haven’t been reading the news, which universally points to a dying industry with no market.” Jenny Harbine Earthjustice
has significant coal reserves in the area and could re-initiate its efforts “at some point in the future” if depressed coal markets improve. Ponozzo said the state cannot issue a permit for a company unless it has a valid legal right to mine. For mine opponents, the lease cancellation underscores their view that the mine and railroad will never be built. They want government officials to halt any further consideration of the projects. “If the DEQ thinks any company is capable of moving into the
Otter Creek valley and constructing the infrastructure needed to build a coal mine, they haven’t been reading the news, which universally points to a dying industry with no market,” said Jenny Harbine of Earthjustice, an environmental law firm that has worked against Otter Creek. The Great Northern lease includes roughly half of a 1.5 billion-ton (1.3 billion-t) coal reserve along Otter Creek that Arch acquired in 2010. The Montana Land Board sold the public mineral leases involved
for $86 million. Arch had agreed to pay $73 million for an adjacent lease from Great Northern, a Houston-based company that holds coal reserves throughout the Western U.S. Arch announced it was suspending its Otter Creek proposal in March, citing weak coal markets, a shortage of cash and an uncertain outlook for permitting. The Tongue River Railroad is co-owned by Arch, BNSF Railway and TRRC Financing. Approval for the project is pending before the U.S. Surface Transportation Board. BNSF spokesman Matt Jones said the railroad proposal is targeted at future demand for coal from southeastern Montana. He said the railroad “remains confident that over the long term potential domestic and foreign market opportunities will exist for coal from this region.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

$150M for Highways...
Colorado Senate OKs $27B Budget Bill With 30-5 Vote DENVER (AP) Colorado’s state Senate has passed a $27 billion state budget bill by a 30-5 vote. The budget for the fiscal year that starts July 1 includes about $150 million for highway construction and a slight increase for K-12 schools. A conference committee will iron out small differences with a House budget. They’ll consider a gap of $367,000 for state work on a federal clean air plan that’s been put on hold by the U.S. Supreme Court. Republicans say there’s no reason for that work; Democrats say it advances Colorado’s own clean air plan. The Senate allocated $100,000 for a suicide prevention program in its deliberations. Golden Driller Model Celebrates Tulsa Statue’s 50th Birthday By Ginnie Graham TULSA WORLD
http://goldendriller.com/ photo
The Golden Driller turns 50 this year.
TULSA, Okla. (AP) The Golden Driller spent a lifetime on construction sites, does not smile for photos and was forced to retire from the rodeo at age 74 after breaking his back in competition. And he did wear pants, the Tulsa World reports. No, the pants were not skin tight. He’s a real guy. Or, at least, a real guy who posed for artists while they created Tulsa’s most recognizable landmark. The Golden Driller turns 50 this year. A party was thrown last weekend at the fairgrounds, the statue’s residence since 1966, to celebrate. John Stephens, 79, recalls the project from sketching to installation. He was an unwitting model and oversaw the statue’s construction. Surrounded by photos from that time and a complimentary cast-iron miniature, he downplays his role. “I had no clue what it was to be. It was just another project in a long list of projects over the years,” he said. “There is really nothing special about me.” The chosen one: When the International Petroleum Exposition came to Tulsa in 1966, Stephens was the superintendent working for Dallas Meade Constructors. At two previous expos, temporary driller statues had been created. For this one, the Mid-Continent Supply Co. of Fort Worth, Texas, donated a steel and fiberglass Golden Driller as a permanent symbol of the expo. It was an international oil industry trade show when Tulsa was known as the “Oil Capital of the World.” The Golden Driller’s right arm rests on an actual derrick taken from an oil field near Seminole. One day, the owner called Stephens into the office. When he arrived wearing his hardhat and boots, he was asked to stand next to a small oil rig replica. Artist George S. “Grecco” Hondronastas and another artist, who went only by “Adrian,” were there, he said. “They started sketching,” he said. “They didn’t take my measurements. They would tell me to hold still a minute and things like that. It’s not really me there but a figure.” That’s not how his family and friends have viewed it. His co-workers had particular fun asking about the too-tight, seemingly nonexistent pants. “Oh, I’ve had to deal with that for years,” he laughs. Stephens has no idea why he was chosen. It could be he was on site every day, making it easier for the artists to refer to their muse. Maybe he had that hardened cowboy look. Or that he was simply available that day. “It’s not me. It’s a figment of George’s and Adrian’s imaginations. I was there doing
the best I could,” he said. One trait shared between Stephens and the Golden Driller: a neutral, almost stern, face. “You know, there are hardly any photos of me smiling anywhere,” he said. “When I’d luck out, win at a rodeo and have my picture in a magazine, my brothers would say, ‘Why do you look so serious all the time in front of photographers?’ It’s just the way I am, I guess.” Coming to life: Once the sketches and planning were done, the Golden Driller assembly started. Stephens was the coordinator and there at each stage. Photos show him standing in front of a skeleton of a hand, a metal outline of the hat and a still-to-be connected foot. “It was totally different than anything I’d done,” he said. The artists would draw a section in chalk on the pavement. Workers would put rebar on top and twist the pieces with heat and muscle to fit the drawings. Then, like a puzzle, it would fit together as the statue came to life. “Adrian and George had a talent and special eye for that,” he said. “They could look at a piece of metal the size of your finger and know exactly how it should be bent.” The Golden Driller fell into disrepair by the ’70s. In 1976, the big man needed $50,000 in repairs, but the Mid-Continent Supply Co. declined to pay the bill. It was going to be demolished before it fell down. A community-wide campaign raised the
money, and the statue was refurbished in 1979. That’s when the belt buckle was changed to “TULSA” from “MidContinent.” A waterproof finish was applied in 2011. “My heart almost broke when I drove by one time and saw it was in such bad shape,” Stephens said. “It hurt me to see that. That is as emotional as I could get.” Life before, after Driller: Stephens is as rugged as any wildcatter. A native of Sapulpa, he entered the Navy at age 19, serving four years. After his discharge, he married Evelyn in 1959 and they went to California for a welding job. The couple recently celebrated their 57th wedding anniversary. At one point Stephens worked temporarily in the Texas oil fields, but went back into construction. They returned to Tulsa in 1963 and raised two daughters and a son. They have six grandchildren and two great-grandchildren. He retired from construction in 1996 as the superintendent and project manager for the Bank of Oklahoma. Rodeo has been a lifelong pastime that he is having trouble giving up. In 2011, at age 74, he broke his back while competing in team roping at the Lazy E Arena in Guthrie. “Doctors said I couldn’t do it anymore. I’m having a hard time with that,” he said. Bragging rights: The Golden Driller has become the symbol for Tulsa. It’s a musthave stop for selfies. It’s in every video
footage about the city. It’s in pop culture. For Stephens, it’s more. “What the Golden Driller represents to me — what he was always meant to represent — were all of the tough, hard hours and days those oil roughnecks did to produce oil to make our way of life easier for all of us,” he said. “Those guys were out there when it was sleeting and snowing. “He’s a reminder of all that blood, tears and death — a lot died on those rigs. The rigs aren’t like how they are today.” His daughter, Sapulpa schools physical education teacher Belinda Spears, said she and her siblings would take turns taking the miniature commemorative statue to school. “We all called him the Golden Driller,” she said. “We were all so proud. Even now, and I’m 56, I drive by the Driller and think, ‘There’s my dad.’ I’ll see a coffee mug with the Driller and think, ‘That’s my dad.’ All our friends and teachers knew it, and we bragged on him all our lives.” A half century after Stephens unsuspectingly became a model, his daughter is gratified by the statue’s staying power. “It’s going to be there forever,” Spears said. “It’s a staple. It’s not going anywhere. My dad built it, so it’s built to last.” For more information, visit http://www.tulsaworld.com. ‘H’ Models Lower Operating Costs Vacuworx hydraulic “H” models feature the same powerful performance of Vacuworx diesel-powered systems with much lower operating costs. Available for the Vacuworx MC 5 and all RC series vacuum lifting systems, the hydraulic option takes lifting to the next level.
The RC series hydraulic vacuum lifting systems are designed to handle materials from 22,000 to 44,000 lbs. (9,979 to 19,958 kg) in conjunction with large-capacity host carriers.
Next Level Benefits Vacuworx hydraulic vacuum lifting systems attach easily to excavators and backhoes with a dedicated auxiliary hammer circuit, with or without a coupler system. Because the “H” models utilize the hydraulic system of the host machine,
there are no fuel requirements, which saves time and reduces operating costs. In addition, hydraulic vacuum lifters have fewer moving parts, which means greater reliability and less maintenance. Environmentally friendly Vacuworx hydraulic lifting systems produce zero noise and air pollution, providing the ideal solution for construction sites within city limits or with strict emission guidelines. Hydraulic operation provides improved startup performance in cold weather and eliminates the possibility of fuel freezing in extreme conditions. The hydraulic lifters also weigh less than diesel models, allowing farther reach and greater total lift capacities. The MC 5H lifter is designed for use with compact hosts vehicles such as wheel or track type loaders and excavators. Ideal for utility applications, the MC 5H has a lift capacity of 11,000 lbs. (4,990 kg) and is suited for lower weight specifications and smaller material sizes. The RC series hydraulic vacuum lifting systems are designed to handle materials from 22,000 to 44,000 lbs. (9,979 to 19,958 kg) in conjunction with largecapacity host carriers. They are best suited for larger diameter energy and infrastructure projects, as well as material handling at port facilities, pipes mills and storage yards. Each unit comes with a double set of lugs to accommodate any
single or double vacuum pad arrangement. The Vacuworx Advantage All Vacuworx Lifting Systems feature wireless remote operation from the cab of the host machine and 360 degree rotation to position materials without the need to tag line operators on the ground. These features offer a safer alternative to using hooks, slings or chains and help keep personnel out of harm’s way. Vacuworx Lifting Systems also are designed to increase productivity and benefit the bottom line. Vacuworx lifting allows faster load and unload cycles with less downtime than conventional methods since there are no slings and chains to hook and unhook. Vacuworx lifting virtually eliminates damage to materials and coatings without having to take extra precautions. And the need for fewer ground personnel reduces the risk of accidents and lowers payroll and insurance costs. Vacuworx also is dedicated to the highest standards of quality and safety. Vacuworx continues to meet or exceed global safety and engineering standards, including OSHA, ISO, ASME and CE. For more information, call 918/2593050 or visit vacuworx.com. Rototilt Compactors Offer Flexibility Rototilt’s line of hydraulic compactors is ideally suited to work with Rototilt for more compacting flexibility. Mounted on a Rototilt, the operator can work on flat, sloped or uneven surfaces and compact easily around obstacles or in tight areas. Designed to perform with low flow requirements these compactors can operate on the standard Rototilt “extra function”, eliminating the need for a separate auxiliary hydraulic circuit. They also can handle high back pressure and are suited to operate on almost any standard auxiliary hydraulic circuit, according to the manufacturer.
Other features include rubber isolation mounts in compression versus shears for longer life and all models are available with a variety of upper mount arrangements to suit any Rototilt quick coupler or can be attached directly to the excavator or backhoe. They are available in three models covering excavators from 3.3 to 33 ton (3 to 30 t). (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.) Rototilt’s hydraulic compactors can be mounted on a Rototilt quick coupler or attached directly to the excavator or backhoe.

Provides Environmental Benefits...
Colorado Governor Formally Endorses Windy Gap Project on Western Slope Gov. John Hickenlooper formally endorsed the Windy Gap Firming Project, a water project that will serve cities and farmers on the northern Front Range as well as provide environmental benefits on the Western Slope. The project expands the existing Windy Gap system built in the 1980s and includes the planned Chimney Hollow Reservoir southwest of Loveland to ensure more reliable supplies for the Northern Colorado Water Conservancy District and other project participants. It also includes several protective measures for fish and waterways on the Western Slope. “Northern Water and its many project partners have worked diligently, transparently and exhaustively in a collaborative public process that could stand as a model for a project of this nature,” Hickenlooper said. “This is precisely the kind of cooperative effort envisioned for a project to earn a state endorsement in Colorado’s Water Plan.” The Windy Gap Firming Project has been in the process of obtaining federal, state and local permits and certifications since 2003, including the required Fish and Wildlife Mitigation Plan approved by Colorado Parks and Wildlife, the Colorado Water Conservation Board and, most recently, the Section 401 Water Quality Certification from the Colorado Department of Public Health and Environment. “Colorado moves the needle today with endorsement of a project that makes gains for the environment and water supply together,” said James Eklund, director of the Colorado Water Conservation Board, the agency that facilitated development of Colorado’s Water Plan. “Grand County, environ-
mental stakeholders, and Northern Water set an excellent example of the collaboration necessary to achieve the bold measurable objectives of Colorado’s Water Plan and the Colorado and South Platte Basin Implementation Plans.” The Windy Gap Firming Project includes several measures to mitigate environmental impacts to protect fish, ensure stream protection, and reduce water quality impacts to Grand Lake and the Colorado River. These and other agreements were key to building support for the project across a spectrum of interests and for earning endorsement from the state. “Northern Water worked closely with state biologists to ensure that impacts on streams and rivers — and the fish and wildlife that depend on them — were identified and addressed through mitigation for the benefit of the environment, wildlife and recreation,” said Bob Broscheid, director of Colorado Parks and Wildlife. “This was a thorough and unified process and shows what we can accomplish when we work together to reach shared goals.” With necessary permits and certifications for the project in hand, Hickenlooper also directed his staff to work with the U.S. Army Corps of Engineers in the federal agency’s issuance of a Section 404 Permit, the final federal regulatory step for the project. Chairman Resigns Amid Concerns About Hawaii’s $6.5B Rail Project HONOLULU (AP) The chairman of the board overseeing Oahu’s $6.5 billion rail project has resigned amid concerns about excessive costs and mismanagement. Don Horner said he is resigning from the Honolulu Authority for Rapid Transportation because he does not want to be a distraction to the rail project. Mayor Kirk Caldwell said he will begin searching for Horner’s replacement immediately, Hawaii News Now reported. “For me, it’s about looking forward,” Caldwell said. “I’m still 100 percent behind this project. It’s absolutely worth fighting for. Yes, we’ll have problems in the future. We’ll have more hurdles, but every one of those efforts is worth it.”
Horner’s resignation comes just days after Honolulu City Council Chairman Ernie Martin called for the board’s leadership to step down. Martin pointed to a draft city audit that says there is no plan in place for how the rail system would operate and be maintained. It also noted weaknesses in the board’s financial plans. In a letter to Caldwell, Horner said that the HART board “needs an effective and constructive working relationship with both the city administration and the City Council.” “Hopefully, by my departure, as the council chair promised, the communications and appreciation for the many accomplishments of the HART staff will indeed strengthen,” he said. Caldwell appointed Horner, who is
the former CEO of First Hawaiian Bank, to a second term on the HART board in June 2015. His term as chairman of the board was set to expire on June 30. The rail project has continued to struggle with rising costs and city officials expect it to grow by up to another $800 million. Martin told Hawaii News Now last week that “nobody’s arguing whether the project is a necessity or not. It’s a matter of whether we’re doing it in a responsible manner.” For more information, visit http://www.hawaiinewsnow.com/. Remote Roadwork in Alaska to Ease Dalton Hwy. Flooding ADOT&PF photo
ADOT&PF photo
Often, only one lane of traffic was open during construction, but the overflow led to a month-long complete road closure and $17 million in emergency repair. Crews hauled gravel in double-bucket haulers in order to build a 5-ft. (1.5 m) gravel dike 3 mi. (4.8 km) long on the east side of the road to protect it from overflow from the Sag River between MP 394-397.
October through May or June, but it can be driven by winter,” Bailey said. Last year, she said they were “very busy” during their 100-plus days of construction. This year, “we started in January,” she said. Initially, they built snow berms and installed burlap fences. The burlap wicks up water and then freezes in place to form overflow ice barriers adjacent to the road. Eighteen workers used 16 pieces of equipment to construct the berms made of snow, burlap and rebar, with three state inspectors observing. High winds and poor visibility limited and even halted work in February, but eventually
the 5-berm was completed. To prevent the same thing from reoccurring this year, DOT staff and general contractor Cruz Construction dug and maintained 15 mi. (24 km) of trenches along the road to divert the water from the highway. “They had huge excavators on the ice, digging through five inches of ice to open the main channel of the river,” Bailey explained. It took four excavators to reestablish existing trenches and building new ones to divert water away from the road and toward the main channel of the Sag River. see ALASKA page 22

Last year ice developed in the MP 395-405 area when unusually warm temperatures in the Brooks Range and surrounding foothills caused a record melt that resulted in unprecedented flooding on the Dalton Highway. “River water was flowing,” recalled Meadow Bailey, Alaska Department of Transportation and Public Facilities. “It seeped through the ice and froze; there were several layers of ice and overflow near the road.”
Often, only one lane of traffic was open during construction, but the overflow led to a month-long complete road closure and $17 million in emergency repair. “It was a three-month crisis.” Trench & Berm Although crews typically don’t work during the winter in northern Alaska, when they saw an emergence of ice and overflow water near the road, repeating last year’s pattern, they knew they had to act. “Usually, there’s no work from

UNTIMED POWER BOOST: STRENGTH ON YOUR SCHEDULE We know what it’s like to sit in the operator’s seat when you hit solid rock. The power boost button on most excavators can deliver the extra force you need to break through – but only in short bursts. We knew there had to be a better way, so we took our jobsite experience and collaborated with our engineers. The result is an untimed power boost that comes standard in all KOBELCO conventional excavators from the SK210LC to the SK500LC. It provides all the extra muscle you need continuously so you can power through the toughest jobs without interruption.

Weather Thwarts Initial Plans for Reconstruction of Alaska’s Dalton Hwy. ALASKA from page 18
After reviewing current overflow patterns and locations on the Dalton Highway, in order to further protect the road, they resorted to contingency plans to protect the road from the Sag River. Crews hauled gravel in doublebucket haulers in order to build a 5-ft. (1.5 m) gravel dike 3 mi. (4.8 km) long on the east side of the road to protect it from overflow from the Sag River between MP 394-397. At mi. 397, the berm connects with the raised roadway, which was constructed last summer. There were challenges in getting the gravel to the jobsite. “They were hauling it 40-70 miles,” Bailey estimated, adding that ADOT and the GC were developing pits closer to the site. The gravel will be used later in grading, but for now it’s helping to keep the water flowing away from the road. The efforts worked — the water has been diverted from the road. Satellite imagery indicates that the trenching effort did divert flowing water away from the highway. Fewer sections of flowing water are near the road. “It’s an ongoing effort,” Bailey noted. Crews continue to dig trenches to divert overflow near the highway back toward the main channel of the Sag River. No water has topped the road this year, despite unseasonably warm temperatures in January and visible over-

flow adjacent to the highway. Monitoring continues by ADOT&PF, Alyeska Pipeline Service Company and the University of Alaska Fairbanks, with climate data provided by the National Oceanic and Atmospheric Administration, Bailey explained, adding that she believes they have done a better job of maintaining overflow this year. Nevertheless, she added, they continue to be worried about break-up this year. “If there’s a sudden thaw, there will be a lot of run-off.” Variables considered for breakup flooding risk include the amount and configuration of ice in the Sag River; the snowpack; and spring temperatures and the rate of thaw they initiate. If the spring warmup is gradual this year, it would result in less risk of flooding, see ALASKA page 24

AU Equipment Announces Two New Equipment Lines
Dominic McNamara, president of AU Equipment Inc., announced his company will offer additional product lines, including MB America.
The Portafill 6000 was introduced at bauma.
AU Equipment Inc., of Gilbert, Ariz., has announced that it will represent two equipment lines in Arizona and surrounding states. Dominic McNamara, president of AU Equipment, announced that his company has become a dealer for MB America in the state of Arizona. MB manufactures equipment, machinery and accessories
for the construction, demolition and recycling industries, including crusher buckets. In addition, AU has agreed to represent Portafill crushers, screeners, washing and conveying equipment in Arizona, New Mexico and southern Nevada. From its base in Ireland, Portafill manufactures a complete range of mobile screen-
ing equipment, which is distributed across the world. McNamara has more than 15 years of experience in sales of aggregate equipment. In addition to representing the MB America and Portafill lines, his company provides parts and service for all major screening brands sold in the United States. It also is a supplier
of used crushing and screening equipment globally. MB America’s crushers are used in construction and excavating, but also in special applications such as quarries, mines and environmental rehabilitations. MB’s equipment is used for crushing, screening and separating inert materials directly on site to reuse or allocate it to other uses.
Portafill, founded in 1999, has significantly increased its production capacity with a new plant in Ireland. For more information, call 602/295-9645 or visit http://www.auequipment.com/. (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)
Crews Work to Prevent Sag River From Flooding Dalton ALASKA from page 22
depending on the amount and configuration of ice in the Sag River channel and floodplain. However, a week or more of aboveaverage temperatures in the Brooks Range could increase the risk of flooding. During the winter, local temperatures hovered in the -20 to -30 range, which reduced the amount of overflow visible from the road, but as early as February, temperatures were once again in the unseasonably warm range, with lows of -6 and highs above zero. Fortunately, the overflow is minimal and does not threaten the road or traffic, due to the trenches, the berms and the fact that last summer the grade of the road was raised 8 to 10 ft. (2.4 to 3 m) from MP 397-405. Segments The project was broken into three segments of road to make it easier to construct and fund, Bailey explained. There are officially four projects from 2015-2019, with the final year consisting of paving work. “Last summer we worked on mile 307414, which we will complete in 2016. In 2015 we also started to raise the grade seven feet along mile 296-405,” Bailey said.
“Last summer we worked on mile 307-414, which we will complete in 2016. In 2015 we also started to raise the grade seven feet along mile 296-405. They are producing, mining and hauling gravel, and shaping the road.” Meadow Bailey Alaska Department of Transportation and Public Facilities
Crews also finished the repair work and began to add culverts. “They are producing, mining and hauling gravel, and shaping the road.” This year and into 2017, the same work continues on mile 379-307, as it will on mile 362-379 in 2017-2018. “The final year will be paving on mile 362-414”, Bailey indicated. She pointed out that some of the two-lane gravel road will be paved, but some will remain gravel.
“We want to pave as much as possible, but some sections are pretty challenging and expansive. You can get better traction with gravel.” The gravel currently used to mitigate overflow will be pulled up from the sides of the road to be used on the road surface. Design work started “years ago,” Bailey continued, and has continued since the project began. “We redesigned the road; the road grade is taller — about 8-10 feet above the tundra.”
Insulation in roadbed to protect against the permafrost was removed. Culverts have been added as a method of diverting water from the roadway. The project area is in a basin 30 mi. (48 km) out of Atigun Pass. The road passes through a treacherous mountain pass, which drains snowmelt into the basin, in a remote yet vast area. A small community exists on the way to the oil fields, but there’s not much else in this region. “It’s in an incredibly challenging geographical location — it’s remote and unique,” Bailey summarized. And yet, the Dalton Highway is considered vital infrastructure for the state. “There’s a sense of urgency on this project,” Bailey admitted. “Crews work long hours — and then go home.” She said work is going “exceptionally well,” and barring any other weather crises, is expected to finish on time and on budget. Funding for the total $135 million budget comes from federal sources with a state match of 8 to 10 percent. Curry Supply Introduces New Crash Attenuator Truck Curry Supply Company, one of America’s largest manufacturers of commercial service vehicles, has begun producing a truck-mounted crash attenuator truck. The newest addition to the Curry Supply product line has been designed primarily to protect the lives of motorists and jobsite workers. It also reduces the damage caused to structures and vehicles resulting from a motor vehicle collision at job sites and in high traffic areas. The new Curry Supply crash truck features an attenuator and an arrow board. The attenua-
tor device is crash rated up to 65 mph, which meets all federal and state regulations for impact. It consists of strut and cartridge sections that are linked together on a support frame. The curved side rails are made from corrosion resistant aluminum tubes, which offer full width impact protection along the entire length of the unit. The side rails were designed to safely re-direct errant vehicles away from the rear of the truck. Two aluminum boxes are filled with a moisture proof, aluminum honeycomb material. The boxes, together with the curved side rails, absorb the kinetic energy from an impacting vehicle. The aluminum boxes are painted with a bright yellow powder-coated finish, for lasting durability. flashing a brightly lit arrow pattern made up of 15 or 25 amber LEDs. The large, highly visible, weather-resistant display panel is controlled in the comfort and safety of the truck cab. From inside the cab, the operator can use a control panel to conveniently fold the attenuator and arrow board into two parts when traveling to and from the job site. The crash attenuator and arrow board can be installed on all makes and models of chassis, new or used. “Our new crash attenuator truck complements our product line perfectly,” said Jeff Shaw, sales manager. “Many of the companies who use our products — water trucks, mechanics trucks, fuel/lube trucks — also want to keep their employees and passing motorists out of harm’s way. We are pleased to be able to offer them a safety truck in addition to a work truck.” For more information, 800/345-2829 or visit www.currysupply.com. Kenworth TruckTech+ Provides Remote Diagnostics The future in mobile truck diagnostics is here today in the form of Kenworth TruckTech+ for Kenworth Class 8 customers. “Kenworth TruckTech+ is now operational in more than 10,000 new Kenworth Class 8 trucks equipped with PACCAR MX-13 engines, and those trucks have logged nearly 170 million miles since the system entered production last summer,” said Jason Skoog, Kenworth’s assistant general manager of sales and marketing. “The growth isn’t stopping there. We’ve expanded our Kenworth TruckTech+ offering this year by making it standard on new Class 8 Kenworth trucks with the PACCAR MX-11 engine now in production.” A complimentary 2-year subscription to TruckTech+ is available, as long as the truck is under the 2-year standard warranty. The subscription also is complimentary for customers purchasing extended engine warranties through Kenworth. After the warranty period, Kenworth’s remote diagnostics tool can be maintained by subscription. “Kenworth’s TruckTech+ is a break-
through in how fleets monitor the health of their Kenworths on the road,” said Skoog. “Since Kenworth TruckTech+ describes the issue, based on fault codes, it’s a game changer when it comes to keeping trucks on the road. Minor issues can be addressed on the road or back at the home terminal, while larger issues can be diagnosed and fixed at the nearest Kenworth dealership.” “It gives us real-time information and that’s vital to keep our refrigerated fleet running,” said Wade Day, president and owner of Hoosier Air Transport, which operates 32 Kenworth T680s. “I feel remote diagnostics is one of the biggest advancements that we’ve seen in truck technology in many years. It’s as if we were driving blind before, but now we have visibility. TruckTech+ is key for us in knowing exactly what’s happening with our trucks — whether we need immediate service, or if we can continue on and handle the issue at a later time. Before, if the fault light came on, our driver would call dispatch and we’d have to spend time figuring out what was happening. With TruckTech+ we know and can
make immediate decisions.” According to Skoog, notifications to customers, via email, may include keep driving, no action required; keep driving and have the fault addressed during the next service interval; head to a dealer for service; or pull over to prevent damage.

“If the customer needs to take the truck in for service, the system maps out the locations of the three closest repair facilities,” said Skoog. “In addition, the data is sent to a secure web portal where the fleet manager can review the truck’s location, status, iden-
tified issue and recommended solution.” According to Mike McDonald, director of fleet maintenance of Don Hummer Trucking, remote diagnostics and TruckTech+ represents a big advancement in keeping trucks rolling. Don Hummer Trucking is a truckload carrier with 215 company trucks and 85 independent contractors. It recently put 75 Kenworth T680s with the PACCAR MX-13 engine into service. “With hours of service rules, it’s important we understand what a dash light means,” McDonald said. “TruckTech+ tells us in simple-to-understand messaging the severity of the issue so we can take their remaining hours into consideration and decide how far we can let the driver continue and schedule service when it makes the most sense. Having this is a huge asset to our fleet.” For more information, visit www.kenworth.com. OKLAHOMA CITY (AP) It was conceived as a world-class showcase for Oklahoma’s American Indian heritage: a museum and cultural center in the heart of the state once known as Indian Territory would house artifacts and folklore to tell the history of Oklahoma’s 39 federally recognized tribes. During the next two decades, however, cost overruns led to political disagreements and a shift in priorities that halted work on the American Indian Cultural Center and Museum, now an empty concrete-and-steel curiosity that looms over two interstate highways near downtown Oklahoma City. But the dream that launched the 173,000-sq.-ft. (16,072 sq m) project is being revived in an agreement among the state and a partnership between the city of Oklahoma City and the Chickasaw Nation of Oklahoma. Last month, the city accepted the terms of legislation signed into law by Gov. Mary Fallin last year to finish and operate the center. City and tribal officials are working out a final agreement. “We are in a perfect position at I-35 and I-40 to get some of these cars off the highways and stay a day or two,” said Blake Wade, executive director of the Native American Cultural and Educational Authority. Bill Lance, secretary of commerce for the Chickasaw Nation, said the site is situated “literally at the crossroads of America.” Surrounded by more than 100 acres of undeveloped commercial real estate, the museum offers the opportunity to unite Oklahoma’s diverse tribes. “I think it’s everyone’s vision that this museum be a mechanism to strengthen tribal cooperation across the state, culturally and economically,” Lance said. Museum officials are moving forward with collecting exhibits and historical information from various tribes for eventual display. Exhibits and interpretive programs will be developed by Ralph Appelbaum Associates of New York City, whose work at the United States Holocaust Memorial Museum in Washington, D.C., and the Clinton Presidential Library in Little Rock, Ark., has drawn praise. “No one has understood how significant this is,” Wade said. Appelbaum’s involvement has opened doors for cooperation from

“I think it’s everyone’s vision that this museum be a mechanism to strengthen tribal cooperation across the state, culturally and economically.” Bill Lance Chickasaw Nation
many other tribal-related museums, including the Smithsonian Institution’s National Museum of the American Indian in Washington, he said. “We’ve been preparing for the last five years. He’s then going to take it over,” Wade said. “Because of him is why we’ve got all of this cooperation.” Construction is likely to resume this summer and with the structure fully operational in 2020. The state had spent about $90 million on the project before construction was suspended in 2012. Although incomplete, the state is paying about $7 million a year to maintain the property and make payments on earlier construction bonds. Under the agreement, the state will provide an additional $25 million in bonds for completion of the museum and transfer responsibility for its operation and maintenance to the city. The city will provide $9 million toward the structure’s completion. Wade said another $31 million will be provided by individual and corporate donors and that the Chickasaw Nation will provide the balance, about $15 million.
Tribal support for the project was critical to the city’s decision to accept the state’s offer to take it on, said Jim Couch, city manager of Oklahoma City. “It was dead without it,” Couch said, noting that operating a museum is not a key city function. In December, the tribe, which operates the 109-acre Chickasaw Cultural Center in Sulphur, offered to partner with the city to help complete the stalled project. The tribe owns the WinStar World Casino and Resort in southern Oklahoma and has extensive expertise in the tourism and hospitality industries. Lance said preliminary work has already begun on ways to develop commercial acreage surrounding the museum and hospitality is a part of the plan. “Our key strategy is to have supporting amenities,” Lance said. “This is a very complex commercial transaction. Oklahoma City and the Chickasaw Nation want to make sure it’s done the right way.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

Volvo EC350EL Offers Custom Options to Match Job Site A California-based demolition company, FERMA, is preparing Silicon Valley for a wave of new development due to a fleet of specially-modified Volvo high-reach excavators. As the sun slowly rises to the east of Sunnyvale, Calif., the still, dry air ignites with an escalating heat that is matched only by the city’s reputation for being a hotbed of high-tech giants such as Apple, Yahoo, Google and Microsoft. All are based, or have offices, in the Silicon Valley community. Located 40 mi. (64 km) south of San Francisco, Sunnyvale’s ambition to attract more high-tech businesses is unwavering. To make room for further growth, FERMA Corporation is using its own technologically-advanced machinery, including a fleet of Volvo EC350EL excavators, to help clear the way for the city’s future. The durably-designed EC350EL makes light of the In 1963, four brothers and heavy-duty load due to the attachments, purpose-built a partner started FERMA as a to form one solid, reliable unit. site-clearing business. McCausland added that Volvo is a big advocate of the demolition industry both in its support of the National Demolition Association (NDA) and in supplying machines specific to the demolition industry. As the third-generation family member to lead the company, Ferrari’s innovative ideas, such as the heavy-duty bucket-and-thumb attachment he designed that can grasp objects as small as a 1-in. (25.4mm) pipe, have helped FERMA’s annual gross revenue skyrocket from $40 million in 2012 to $70 million in 2014. Just as impressive, Ferrari has used his innovations and his Volvo EC350EL fleet to recycle an average of 98.5 percent of the material demolished by FERMA at every site, a statistic that is practically unheard of in the demolition industry. All Change And just as FERMA pushes the limits with its ideas, Volvo has shown it can do the same by making things easier and more efficient for the Bay Area company. “The EC350EL has two cameras and heavy-duty side bumpers. Volvo is quite supportive when a customer has unique needs to be able to work in a safe and protected environment. It says a lot about see FERMA page 34

Volvo Construction Equipment, how they tried to make me happy,” said Ferrari. “We also asked VCES to customize the controls. We now have digitalfrequency wired-in radios in the machines. We took out the factory stereos, put in the radios, ran them through the factory speakers and wired in toggle controls for the microphones and the push-to-talk, so now the operator never has to take his hands off the excavator controls to talk to the personnel around him. It’s a very nice safety feature.” Not as accommodating, however, are California’s strict restrictions on weight, which forced FERMA to make slight modifications to the EC350EL before it could be put to work in the Golden State. “The threshold for us is 92,400 lbs. so anything under that is legal,” said Ferrari. “When we tried out the Volvo EC380E, without all of our cus- FERMA’s specialty is high-reach excavators.

However, Ferrari’s most obvious modification request can be spotted from several blocks away. Volvo custom-painted the entire excavator fleet with FERMA’s unique green and white colors. “They really did an amazing job. People can easily identify our company by the FERMA-colored machines.” For more information, visit h t t p s : / / w w w. v o l v o s p i r i t magazine.com/. Metso Launches Nordberg GP7 Metso continues to expand its range of high capacity crushers by launching the Nordberg GP7, its largest Nordberg GP secondary gyratory crusher to date. The new 58-ton (52 t) crusher features an optimal combination of feed opening, cavity design and capacity. This combination ensures high crushing performance, even with the hardest feed, and helps keep operational costs low. In addition, the crusher is safe to operate and maintain, according to the manufacturer. Nordberg GP7 is well suited for both mining and aggregates applications. It can be fed with a large primary crusher such as the Nordberg C200 jaw crusher or Nordberg SUPERIOR primary gyratory crusher, and followed by a Nordberg HP6 cone crusher for tertiary crushing. Constant Feed Opening Offers Significant Advantages The Nordberg GP7 secondary gyratory crusher features a large feed opening of 18 in. (45.7 cm), which remains constant throughout the lifetime of the liners. This is one of the most significant benefits of the new crusher. The constant feed opening ensures steady performance and stable end-product quality, which translates into predictable revenue and excellent process throughput.
High Power Meets Flexibility Nordberg GP7 has seven strokes available as standard. The ability to select a suitable combination from the strokes — 1 to 2 in. (2.5 to 5 cm) ensures perfect adaptability for any application. The steep cavity and easily changeable stroke ensures high performance when using a power rating as high as 740 hp (550 kW). In fact, Nordberg GP7 has the highest power rating in its size class, according to the manufacturer. Due to the robust design specific to Nordberg GP, the GP7 adapts to varying feed conditions. Safe to Operate and Maintain The limited number of service points can be accessed safely and easily. As with all Nordberg GP crushers, Nordberg GP7 is delivered with all of the tools required for safe maintenance work. Process control is based on an advanced Metso IC automation system that provides easy, safe and trouble-free operation. The Nordberg GP7 secondary gyratory crusher has exactly the same footprint as the Symons 7 ft. and similar crushers, which makes replacement of an old crusher very easy. Atlas Copco Handheld Hydraulic Breakers Demolish Downtime Atlas Copco’s LH series of handheld hydraulic breakers benefits contractors by having relatively high power-toweight ratios and easy operation. This helps crews achieve maximum uptime while taking on a variety of materials, including concrete, asphalt and frozen ground. The breakers’ versatility — coupled with a relatively low cost — also contributes to a fast ROI. The LH 220, the LH 270, and the LH 390 are suited for breaking down tough materials that demand a high powerto-weight ratio. For example, the LH 220 weighs 50 lbs. (22.6 kg) and has an impact rate of up to 1,900 beats per minute. The breakers’ small bodies also make them easy to maneuver and fit in the back of a vehicle. Other attributes of the LH series include: oil flows ranging from 5 to 8 gpm (19 to 30 Lpm); about 30 in. (76 cm) long; and working pressures from 1,523 psi to 1,813 psi. Atlas Copco also offers LH breakers with optional ergonomic vibration-reduction handles. These significantly reduce vibration intensity, allowing operators to use the breakers comfortably for more than 8 hours, according to the manufacturer. “From a contractor’s standpoint, they’re easy to work with and reliable,” said Gus Armbruster, Atlas Copco product manager, handheld construction tools. “They’re also an ideal tool for the rental industry, since they’re easy to own and relatively inexpensive to maintain.”
Atlas Copco handheld hydraulic breakers range in size from 50 to 72 lbs. (22.6 to 32.6 kg). Their light weight makes them easy to transport, while still packing a high power-to-weight ratio.
Contractors can power LH breakers using a range of equipment, such as an Atlas Copco portable power pack or a carrier’s hydraulic system if it has an oil flow divider to regulate the oil pressure. The power packs operate efficiently and minimize fuel costs because their small engines require minimal fuel. The power packs’ small size also enhances maneuverability and ease of transport. New Development…
Bandit Offers Rope Shear Bar for Hand-Fed Chippers Bandit Industries has developed a shear bar device to help cut or dislodge a winch line, rope, vines or other lines that find their way into a chipper’s drum during chipper operations, potentially preventing a serious injury, death, or reducing the extent of a serious injury if an operator becomes entangled in a line that is pulled into a chipper. The shear bar device is standard on every new Bandit drum-style hand-fed chipper since 2012, and it is available as a retrofit option for all prior Bandit chippers. Bandit industries also has developed a disc-style shear device that performs the same function as the shear bar device on disc-style chippers. This device is standard on all new Bandit disc-style hand fed chippers, and available as a retrofit option for all prior Bandit chippers. Accidents involving winch cables and climbing ropes has become an important concern within the tree care industry. Incidents led to a safety video/notice pre-
pared by CALOSHA warning tree companies of the dangers of winch lines and climbing ropes entering the chippers. Both ISA and TCIA are warning of the potential dangers of ropes and cables entering the chippers. “We believe it is important that people within the industry are aware of the danger of ropes or other lines entering the chipper and the available technology to help prevent an injury should a line accidentally enter the chipper,” said Bandit President Jerry Morey. “We have a long history of developing and releasing safety innovations. We hope this latest innovation will contribute to individual operator safety and industry-wide safety awareness.” For more information, call 800/952-0178 or visit www.banditchippers.com. Lokotrack® ST2.8™ exceeds expectations in making a clean cement additive That’s how we make the big difference, the Metso Way.
A Lokotrack ST2.8 mobile scalping screen is helping a cement plant produce a clean additive for its production process, resulting in significant cost savings. The operator is saving up to $20 a ton by producing the additive using the ST2.8, rather than buying it from an outside source. The Lokotrack ST2.8 has a larger throw than most machines in its size class, which allows it to produce a cleaner end product. The unit’s powerful Caterpillar C4.4 diesel engine meets the latest emissions standards, and a new hydraulic system helps to reduce fuel consumption. Funding Needed for CTE Program Reauthorization CTE from page 1
McGuire said. “Companies up and down the supply chain in every industry are having trouble finding the workers they need to thrive. Congress urgently needs to shine a spotlight on the issue and explore solutions as this problem will continue to get worse if left unaddressed. The letter said reauthorizing the Carl D. Perkins Career and Technical Education Act would be an opportunity for Congress to put new policies in place to encourage better coordination between businesses, schools and government at the local, state and federal levels. The Perkins Act, which provides funding for CTE programs, is long-overdue for reauthorization and updating. The organizations reminded lawmakers that a reliable American technical education system will help students launch well-paying careers and companies seize new opportunities — a bipartisan effort on Perkins will help make the United States more competitive in the global economy. The following organizations signed the letter: American Coal Ash Association American Concrete Pavement Association American Concrete Pipe Association American Concrete Pressure Pipe
Association American Institute of Steel Construction American Rental Association American Road and Transportation Builders Association American Supply Association American Traffic Safety Services Association Associated Equipment Distributors Association of Equipment Manufacturers Concrete Reinforcing Steel Institute Heating, Air-conditioning and Refrigeration Distributors International Mason Contractors Association of America National Asphalt Pavement Association National Association of Manufacturers National Ground Water Association National Ready Mixed Concrete Association National Steel Bridge Alliance National Stone, Sand and Gravel Association National Utility Contractors Association Portland Cement Association Precast/Prestressed Concrete Institute For more information, visit www.aednet.org. Sundt Named Nation’s Safest Construction Company in 2015 Sundt Construction Inc. of Tempe, Ariz., was named the nation’s safest construction company in 2015 by the Associated General Contractors of America. The association, which oversees the Willis Towers Watson Construction Safety Excellence Awards, an annual ranking of construction safety programs, noted that 51 other companies were selected as winners for the quality of their safety programs. “The foundation of any successful construction project is workplace safety, said Charles Greco, the association’s past president and chairman of San Antonio-based Linbeck Group. “By demonstrating excellence in safety, firms like this strengthen our industry and set an outstanding example for others to follow. Greco said Sundt Construction was selected as this year’s Grand Prize winner because of its exceptional leadership in safety. He noted that the company was dedicated to the development and implementation of premier
safety and loss prevention programs. The company presented outstanding guidance in safety and occupation health management, risk control, safety training, work site hazard identification and control, and safety program innovation, Greco added. Greco noted that there are multiple winners because the awards are distributed for a number of categories, based on the size of the company, the amount of work performed and the type of work performed. He added that the AGC-Willis Towers Watson Construction Safety Excellence Award winners are selected by a panel of five independent safety professionals within the government, corporate and insurance industries. Final judging for the awards program took place during the contractors’ association’s annual convention. For more information, visit www.agc.org.
