NEW YORK (AP) One World Trade Center, the giant monolith being built to replace the twin towers destroyed in the Sept. 11 attacks, layed claim to the title of New York City’s tallest skyscraper on April 30. Workers erected steel columns that made its unfinished skeleton a little over 1,250 ft. high, just enough to peak over

the roof of the observation deck on the Empire State Building. The milestone is a preliminary one. Workers are still adding floors to the so-called “Freedom Tower” and it isn’t expected to reach its full height for at least another year, at which point it is likely to be declared the tallest building in the United States, and third tallest in the world. WASHINGTON (AP) Defying expectations, Congress has reached the homestretch on a major overhaul of federal transportation programs that is critical if the nation is to avoid steep cutbacks in highway and transit aid.

The bill is driven partly by election-year politics. Both Congress and President Barack Obama have made transportation infrastructure investment the centerpiece of their jobs agendas. OKLAHOMA CITY (AP) The first of nine new weigh and inspection stations for heavy trucks entering Oklahoma has opened for business, and state officials are pushing ahead with a nearly $100 million project to build the rest, the head of Oklahoma’s Department of Transportation said May 7. The first station along Interstate 35 near the Kansas border opened April 27, and a second station along Interstate 40 in far western Oklahoma is scheduled to open in a few months, ODOT Director Gary Ridley said. Eight permanent, manned stations are being constructed at key ports of entry into Oklahoma, along with a ninth unmanned “virtual” station that will allow regulators to use special equipment to weigh and check trucks as they move along the highway, Ridley said. Stations will be built along interstates 35, 40 and 44, U.S. Highway 69 in Bryan County, and U.S. Highway 271 in Choctaw County. The remote station will be along U.S. Highway 412 in Delaware County. “The whole idea is to allow the trucks free flow of movement without interruption, providing they are hauling a legal load or they have a permit to haul the load,” Ridley told members of the Oklahoma Transportation Commission during its regular meeting May 7. Each station will cost about $11 million to build, with most of the money coming from a 1-cent assessment on the wholesale purchase of gasoline and diesel fuel. Atlas Copco Launches Series of Pedestal Boom Systems Atlas Copco has introduced a series of extreme duty (XD) pedestal boom systems specifically designed for secondary rock breaking in mines and open pits. The new XD series is specifically designed for grizzly stations in underground mines and gyratory crushers in open pits. “Most other pedestal boom systems are developed for lighter duty applications and this often causes frequent breakdowns, low efficiency and unreliable access to spare parts when used on extreme duty applications like grizzlies underground,” said Thomas Müller, business line manager at Atlas Copco’s Underground Rock Excavation division. “In contrast, the XD-series is the only system on the market that is specifically designed and manufactured for these applications.” The RB600 XD “Extreme Duty” pedestal boom system from Atlas Copco.

Key components include the pedestal boom’s flexibase, slew mechanism, cylinders and pin-locking system. All components are sufficiently robust to withstand the rigors of the harsh rockbreaking environment. There are five systems in the series offering a horizontal reach from 8.8 to 30 ft. (2.6 to 9 m) and the ability to handle breakers weighing between 440 and 4,850 lbs. (199 and 2,200 kg). Award for Pentagon Project Arlington’s Pentagon renovation project was the most significant construction projects of 2011, the Associated General Contractors of America announced. As a result, the project’s contractor, Hensel Phelps Construction Co., was the grand award winner while 15 other firms received the association’s Alliant Build America Award in other categories. “These projects demonstrate the qualities that have made the construction industry great: hard work, ingenuity and world-class skill,” said Kristine Young, the association’s president and the CEO of Des Moines, Iowa-based Miller the Driller. “Contractors like these are not only building exceptional projects, they’re building a better, more prosperous America.” Hensel Phelps was tasked with renovating four sections of the Pentagon just three days after the 9/11 attack. Holt CAT Announces Series of Leadership Changes Holt CAT, the Caterpillar dealer of south, central, north and east Texas announced the promotion of five senior level managers. Ron Craft has been promoted to vice president of machine product support. A 19-year veteran in the heavy equipment business, Craft is responsible for all parts and service support for machine customers. Bob Harwood has been promoted to vice president of machine sales. Harwood is responsible for all new and used machine sales and rental equipment for the dealership. He has been involved in the heavy equipment business for 37 years. Edward Craner has been appointed vice president of strategy and marketing. He will lead strategy and marketing for all divisions of Holt CAT. Robert “Bert” Fulgium has been promoted to vice president of power systems product support. One World Trade Center Reigns Supreme in NYC Skyline WTC from page 1

asterisk. Crowning the world’s tallest buildings is a little like picking the heavyweight champion in boxing. There is often disagreement about who deserves the belt. In this case, the issue involves the 408-ft.tall needle that will sit on the tower’s roof. Count it, and the World Trade Center is back on top. Otherwise, it will have to settle for No. 2, after the Willis Tower in Chicago. Experts and architects have long disagreed about where to stop measuring supertall buildings outfitted with masts, spires and antennas that extend far above the roof. Consider the case of the Empire State Building: Measured from the sidewalk to the tip of its needle-like antenna, the granddaddy of all super-tall skyscrapers actually stands 1,454 feet high, well above the mark being surpassed by One World Trade Center on April 30. Purists, though, say antennas shouldn’t count when determining building height. An antenna, they say, is more like furniture than a piece of architecture. Like a chair sitting on a rooftop, an antenna can be attached or removed. The Empire State Building didn’t even get its distinctive antenna until 1952. The record books, as the argu-

ment goes, shouldn’t change every time someone installs a new satellite dish. Excluding the antenna brings the Empire State Building’s total height to 1,250 ft. That was still high enough to make the skyscraper the world’s tallest from 1931 until 1972. From that height, the Empire State seems to tower over the second tallest completed building in New York, the Bank of America Tower. Yet, in many record books, the two skyscrapers are separated by just 50 ft. That’s because the tall, thin mast on top of the Bank of America building isn’t an antenna, but a decorative spire. Unlike antennas, record-keepers like spires. It’s a tradition that harkens back to a time when the tallest buildings in many European cities were cathedrals. Groups like the Council on Tall Buildings, and Emporis, a building data provider in Germany, both count spires when measuring the total height of a building, even if that spire happens to look exactly like an antenna. This quirk in the record books has benefited buildings like Chicago’s recently opened Trump International Hotel and Tower. It is routinely listed as being between 119 to 139 ft. taller than the Empire State Building, due to the antenna-like mast that sits on its roof, even though the average per-

son, looking at the two buildings side by side, would probably judge the New York skyscraper to be taller. The same factors apply to measuring the height of One World Trade Center. Designs call for the tower’s roof to stand at 1,368 ft. — the same height as the north tower of the original World Trade Center. The building’s roof will be topped with a 408-ft., cable-stayed mast, making the total height of the structure a symbolic 1,776 ft. So is that needle an antenna or a spire? The needle will, indeed, function as a broadcast antenna. It is described on the Port Authority’s Web site as an antenna. On the other hand, the structure will have more meat to it than your average antenna, with external cladding encasing the broadcast mast. Without that spire, One World Trade Center would still be smaller than the Willis Tower in Chicago, formerly known as the Sears Tower, which tops out at 1,451 ft. (not including its own antennas). Debate over which of those buildings can truly claim to be the tallest in the United States has been raging for years on Internet message boards frequented by skyscraper enthusiasts. As for the Council on Tall Buildings, it is leaning toward giving One World Trade the benefit of the doubt.

“This is something we have discussed with the architect,” Hollister said. “As we understand it, the needle is an architectural spire which happens to enclose an antenna. We would thus count it as part of the architectural height.” But, he noted, the organization also has chosen to sidestep these types of disputes, somewhat, by recognizing three types of height records: tallest occupied floor, architectural top and height to the tip. Hollister also pointed out that, technically speaking, One World Trade Center isn’t a record-holder in any category yet, as it is still unfinished. The debate doesn’t quite end there. Neither the Willis Tower nor One World Trade are as high as the CN Tower, in Toronto, which stands at 1,815 ft. That structure, however, isn’t considered a building at all by most record-keepers, because it is predominantly a television broadcast antenna and observation platform with very little interior space. The tallest manmade structure in the Western Hemisphere will continue to be the 2,063-ft.-tall KVLY-TV antenna in Blanchard, N.D. As for the world’s tallest building, the undisputed champion is the Burj Khalifa, in Dubai, which opened in 2010 and reaches 2,717 ft.

Engines with this configuration are optimized to reduce particulate matter (PM) by operating at higher combustion temperatures and to reduce nitrogen oxides (NOX) with exhaust after treatment using SCR technology. Additionally, SCR systems offer increased fuel efficiency — as much as 16 percent on this machine — due to the engine optimization, which improves fuel burn. The 775-cu.-in. (12.7 L) engine features a high-pressure common-rail (HPCR) design with direct fuel injection, electronic control and four valves per cylinder. The high-pressure common-rail system increases the efficiency of fuel delivery by increasing the pressure up to 34,000 psi. The increased pressure allows the injector to inject a finer mist into the engine, which results in a more efficient combustion that in turn produces more torque and improved fuel economy, less noise, lower operating costs and cleaner exhaust, according to the manufacturer. Performance The upgraded DL450 has an optional hydraulic locking differential available as an alternative to the standard limited slip differential. navigate tough terrain. The differential may be locked manually or automatically, based on ground conditions. Another common option for the DL450 is a torque converter lockup clutch. This enables the machine to climb grades easier and faster, increasing productivity as much as 20 percent in certain stockpiling applications. The operator can set upper and lower limits for both the lift arm and bucket stop positions from inside the cab. This provides improved control of the lift arm and bucket positions and is particularly useful when setting return-to-dig positions for the lift arm and bucket, which reduces cycle times in digging and loading applications. Comfort The DL450 is now equipped with optional electric steering to decrease operator fatigue during repetitive cycle operations on the job site. A joystick has been added to the left armrest that allows the operator to control the directional movement without having to use the steering wheel. Volvo Construction Equipment Surges Into 2012 With Strong First Quarter Volvo Construction Equipment (Volvo CE) experienced a strong first quarter in 2012, seeing sales rise 17 percent and record levels of income and operating margin for a first quarter. These positive results come despite a flat total world market for construction equipment, compared to last year, and a Chinese market that was down by 26 percent. Despite this decline in the Chinese market, Volvo CE maintained sales in China and reinforced its number 1 position in the Chinese wheel loader and excavator market together with its jointventure partner, SDLG. A further highlight for Volvo CE in the quarter was an 111 percent increase in sales in North America. The company’s net sales during the first three months were driven by favorable demand for construction equipment in most markets outside of China, rising by 17 percent to SEK 17,999 M (SEK 15,422 M in Q1 2011). Volvo Construction Equipment also demonstrated strong profitability during the period, posting a 21 percent increase in operating income to SEK 2,131 M, (SEK 1,755 M) and an operating margin of 11.8 percent, up from 11.4 percent in the same period last year. Both measures of profitability are records for the company in a first quarter, and are attributable to sales price realization, currency effects and internal cost reductions. The value of Volvo CE’s order book on 31st March 2012 also was improved, being 35 percent higher than the previous year. “The strong sales growth and high profitability is a combination of growth in all regions, especially in North

Oklahoma’s current weigh stations were constructed in the 1950s and 1960s and are some of the most outdated in the country, Ridley said. “They’re about as old as any of them can be, because they were built around when the interstates were built,” he said. “They are antiquated. There’s no restroom facilities. We’ve had operators that have operated them standing in water because of heavy rains and problems with them.” The Oklahoma Trucking Association supports the construction because it ensures that the trucks operating on Oklahoma roads are not overweight and have all the proper permits, said Dan Case, the association’s executive director. “It will be a better situation for those of us who do things correctly,” Case said. “People who cheat, they probably aren’t properly permitted. They’re overweight. They’re getting by with things they shouldn’t be able to.” The weigh stations will be manned by employees of the Oklahoma Corporation Commission and Department of Public Safety.

The company opened a new plant in Linyi, China, that will make SDLG branded equipment, while in Bangalore, India, a new factory was inaugurated to make Volvo excavators, alongside the existing road machinery products already produced at the facility.
