NEW YORK (AP) One World Trade Center, the giant monolith being built to replace the twin towers destroyed in the Sept. 11 attacks, layed claim to the title of New York City’s tallest skyscraper on April 30. Workers erected steel columns that made its unfinished skeleton a little over 1,250 ft. high, just enough to peak over

the roof of the observation deck on the Empire State Building. The milestone is a preliminary one. Workers are still adding floors to the so-called “Freedom Tower” and it isn’t expected to reach its full height for at least another year, at which point it is likely to be declared the tallest building in the United States, and third tallest in the world. Those bragging rights, though, will carry an see WTC page 12

WASHINGTON (AP) Defying expectations, Congress has reached the homestretch on a major overhaul of federal transportation programs that is critical if the nation is to avoid steep cutbacks in highway and transit aid.

The bill is driven partly by election-year politics. Both Congress and President Barack Obama have made transportation infrastructure investment the centerpiece of their jobs agendas. But the political imperative for passing a bill has been complicated by House Republicans’ insistence on including a man see BILL page 40

OKLAHOMA CITY (AP) The first of nine new weigh and inspection stations for heavy trucks entering Oklahoma has opened for business, and state officials are pushing ahead with a nearly $100 million project to build the rest, the head of Oklahoma’s Department of Transportation said May 7. The first station along Interstate 35 near the Kansas border opened April 27, and a second station along Interstate 40 in far western Oklahoma is scheduled to open in a few months, ODOT Director Gary Ridley said. Eight permanent, manned stations are being constructed at key ports of entry into Oklahoma, along with a ninth unmanned “virtual” station that will allow regulators to use special equipment to weigh and check trucks as they move along the highway, Ridley said. Stations will be built along interstates 35, 40 and 44, U.S. Highway 69 in Bryan County, and U.S. Highway 271 in Choctaw County. The remote station will be along U.S. Highway 412 in Delaware County. “The whole idea is to allow the trucks free flow of movement without interruption, providing they are hauling a legal load or they have a permit to haul the load,” Ridley told members of the Oklahoma Transportation Commission during its regular meeting May 7. Each station will cost about $11 million to build, with most of the money coming from a 1-cent assessment on the wholesale purchase of gasoline and diesel fuel. The Oklahoma Turnpike Authority will be see PROJECT page 29

Atlas Copco Launches Series of Pedestal Boom Systems Atlas Copco has introduced a series of extreme duty (XD) pedestal boom systems specifically designed for secondary rock breaking in mines and open pits. The new XD series is specifically designed for grizzly stations in underground mines and gyratory crushers in open pits. “Most other pedestal boom systems are developed for lighter duty applications and this often causes frequent breakdowns, low efficiency and unreliable access to spare parts when used on extreme duty applications like grizzlies underground,” said Thomas Müller, business line manager at Atlas Copco’s Underground Rock Excavation division. “In contrast, the XD-series is the only system on the market that is specifically designed and manufactured for these applications.” The RB600 XD “Extreme Duty” pedestal boom system from Atlas Copco.

Key components include the pedestal boom’s flexibase, slew mechanism, cylinders and pin-locking system. All components are sufficiently robust to withstand the rigors of the harsh rockbreaking environment. There are five systems in the series offering a horizontal reach from 8.8 to 30 ft. (2.6 to 9 m) and the ability to handle breakers weighing between 440 and 4,850 lbs. (199 and 2,200 kg). Developed in response to strong demand for a more reliable extreme duty system, the XD-series is now available worldwide through the Atlas Copco organization, joining the company’s current range of pedestal boom systems for light, medium and heavy duty applications. For more information, call 800/732-6762 or visit www.atlascopco.us.

Award for Pentagon Project Arlington’s Pentagon renovation project was the most significant construction projects of 2011, the Associated General Contractors of America announced. As a result, the project’s contractor, Hensel Phelps Construction Co., was the grand award winner while 15 other firms received the association’s Alliant Build America Award in other categories. “These projects demonstrate the qualities that have made the construction industry great: hard work, ingenuity and world-class skill,” said Kristine Young, the association’s president and the CEO of Des Moines, Iowa-based Miller the Driller. “Contractors like these are not only building exceptional projects, they’re building a better, more prosperous America.” Hensel Phelps was tasked with renovating four sections of the Pentagon just three days after the 9/11 attack. The team was confronted with an accelerated schedule, new strin-

gent security upgrades, the need to harden the exterior envelope and the added responsibility of supporting recovery efforts from the attack. The team completed the renovation nearly four years ahead of the original schedule, allowing 25,000 Pentagon employees to continue working with minimal disruption. The Alliant Build America Awards recognize the nation’s most significant construction projects. A panel of judges, representing all areas of construction, evaluated a record number of submissions this year, assessing each project’s complexity, use of innovative construction techniques and coordination with partners, among other criteria. The awards, which were announced during the association’s annual convention in Honolulu, are considered by many to be the most prestigious recognition of construction accomplishments in the United States.

One World Trade Center Reigns Supreme in NYC Skyline WTC from page 1

asterisk. Crowning the world’s tallest buildings is a little like picking the heavyweight champion in boxing. There is often disagreement about who deserves the belt. In this case, the issue involves the 408-ft.tall needle that will sit on the tower’s roof. Count it, and the World Trade Center is back on top. Otherwise, it will have to settle for No. 2, after the Willis Tower in Chicago. Experts and architects have long disagreed about where to stop measuring supertall buildings outfitted with masts, spires and antennas that extend far above the roof. Consider the case of the Empire State Building: Measured from the sidewalk to the tip of its needle-like antenna, the granddaddy of all super-tall skyscrapers actually stands 1,454 feet high, well above the mark being surpassed by One World Trade Center on April 30. Purists, though, say antennas shouldn’t count when determining building height. An antenna, they say, is more like furniture than a piece of architecture. Like a chair sitting on a rooftop, an antenna can be attached or removed. The Empire State Building didn’t even get its distinctive antenna until 1952. The record books, as the argu-

ment goes, shouldn’t change every time someone installs a new satellite dish. Excluding the antenna brings the Empire State Building’s total height to 1,250 ft. That was still high enough to make the skyscraper the world’s tallest from 1931 until 1972. From that height, the Empire State seems to tower over the second tallest completed building in New York, the Bank of America Tower. Yet, in many record books, the two skyscrapers are separated by just 50 ft. That’s because the tall, thin mast on top of the Bank of America building isn’t an antenna, but a decorative spire. Unlike antennas, record-keepers like spires. It’s a tradition that harkens back to a time when the tallest buildings in many European cities were cathedrals. Groups like the Council on Tall Buildings, and Emporis, a building data provider in Germany, both count spires when measuring the total height of a building, even if that spire happens to look exactly like an antenna. This quirk in the record books has benefited buildings like Chicago’s recently opened Trump International Hotel and Tower. It is routinely listed as being between 119 to 139 ft. taller than the Empire State Building, due to the antenna-like mast that sits on its roof, even though the average per-

son, looking at the two buildings side by side, would probably judge the New York skyscraper to be taller. The same factors apply to measuring the height of One World Trade Center. Designs call for the tower’s roof to stand at 1,368 ft. — the same height as the north tower of the original World Trade Center. The building’s roof will be topped with a 408-ft., cable-stayed mast, making the total height of the structure a symbolic 1,776 ft. So is that needle an antenna or a spire? The needle will, indeed, function as a broadcast antenna. It is described on the Port Authority’s Web site as an antenna. On the other hand, the structure will have more meat to it than your average antenna, with external cladding encasing the broadcast mast. Without that spire, One World Trade Center would still be smaller than the Willis Tower in Chicago, formerly known as the Sears Tower, which tops out at 1,451 ft. (not including its own antennas). Debate over which of those buildings can truly claim to be the tallest in the United States has been raging for years on Internet message boards frequented by skyscraper enthusiasts. As for the Council on Tall Buildings, it is leaning toward giving One World Trade the benefit of the doubt.

“This is something we have discussed with the architect,” Hollister said. “As we understand it, the needle is an architectural spire which happens to enclose an antenna. We would thus count it as part of the architectural height.” But, he noted, the organization also has chosen to sidestep these types of disputes, somewhat, by recognizing three types of height records: tallest occupied floor, architectural top and height to the tip. Hollister also pointed out that, technically speaking, One World Trade Center isn’t a record-holder in any category yet, as it is still unfinished. The debate doesn’t quite end there. Neither the Willis Tower nor One World Trade are as high as the CN Tower, in Toronto, which stands at 1,815 ft. That structure, however, isn’t considered a building at all by most record-keepers, because it is predominantly a television broadcast antenna and observation platform with very little interior space. The tallest manmade structure in the Western Hemisphere will continue to be the 2,063-ft.-tall KVLY-TV antenna in Blanchard, N.D. As for the world’s tallest building, the undisputed champion is the Burj Khalifa, in Dubai, which opened in 2010 and reaches 2,717 ft.

Doosan DL450 Wheel Loader Offers Enhanced Power, Productivity Numerous performance, comfort and reliability enhancements accompany interim Tier IV (iT4) compliance on the Doosan DL450 wheel loader. Improvements ranging from more engine horsepower to increased optional driving power and steering capabilities highlight the 6.3-cu.-yd. (4.8 cu m) wheel loader. With an operating weight of 56,329 lbs. (25,550 kg), breakout force of 52,864 lbs. and a full-turn tipping capacity of 41,667 lbs. (18,900 kg), the DL450 is designed for larger material handling applications, such as quarries, mines, demolition and industrial operations. Power The DL450 horsepower has been increased to 354 (264 kW) with a 6cylinder water-cooled diesel engine that has been optimized for use with selective catalyst reduction (SCR) and diesel exhaust fluid (DEF) to comply with iT4 emission regulations. Engines with this configuration are optimized to reduce particulate matter (PM) by operating at higher combustion temperatures and to reduce nitrogen oxides (NOX) with exhaust after treatment using SCR technology. Additionally, SCR systems offer increased fuel efficiency — as much as 16 percent on this machine — due to the engine optimization, which improves fuel burn. The 775-cu.-in. (12.7 L) engine features a high-pressure common-rail (HPCR) design with direct fuel injection, electronic control and four valves per cylinder. The high-pressure common-rail system increases the efficiency of fuel delivery by increasing the pressure up to 34,000 psi. The increased pressure allows the injector to inject a finer mist into the engine, which results in a more efficient combustion that in turn produces more torque and improved fuel economy, less noise, lower operating costs and cleaner exhaust, according to the manufacturer. Performance The upgraded DL450 has an optional hydraulic locking differential available as an alternative to the standard limited slip differential. A hydraulic locking differential provides increased driving power when one wheel spins or loses traction, allowing the machine to

navigate tough terrain. The differential may be locked manually or automatically, based on ground conditions. Another common option for the DL450 is a torque converter lockup clutch. This enables the machine to climb grades easier and faster, increasing productivity as much as 20 percent in certain stockpiling applications. The operator can set upper and lower limits for both the lift arm and bucket stop positions from inside the cab. This provides improved control of the lift arm and bucket positions and is particularly useful when setting return-to-dig positions for the lift arm and bucket, which reduces cycle times in digging and loading applications. Comfort The DL450 is now equipped with optional electric steering to decrease operator fatigue during repetitive cycle operations on the job site. A joystick has been added to the left armrest that allows the operator to control the directional movement without having to use the steering wheel. A new door makes getting in and out of Doosan wheel loaders — and cleaning the inside of the cab — much easier. Interior cabin improvements also include a number of multi-function display panel upgrades on a centralized monitor that allows the operator to view comprehensive machine system information. The centralized monitor

displays critical machine information — such as engine rpm, engine coolant temperature, fuel level, DEF level, machine warnings, time and the transmission selected gear. A key exterior cabin improvement is lowered front side glass providing improved visibility of operations. Reliability More new options for Doosan wheel loaders include a diesel coolant heater to improve starting in cold weather or a block heater that warms the engine coolant before engine startup with an electrical heater. Service intervals on the front lift arm pins have increased 500 percent from 50 to 250 hours, reducing operating costs and downtime. Tilt cylinder hydraulic hoses have been rerouted for improved hose reliability, better hose movement and improved visibility to the attachment. The DL450 — like every new Doosan machine — is covered by a 48 hour parts guarantee. The program guarantees that if a “machine-debilitating” part is needed, Doosan will deliver it directly to the end user within two business days or Doosan will pay for a replacement machine rental. The 48 hour parts guarantee is subject to carrier delivery restrictions and/or governmental agency delays. For more information, visit www.doosanequipment.com.

Case 621F Wheel Loader Delivers Improved Fuel Economy The 621F wheel loader model from Case Construction Equipment provides up to a 10-percent increase in fuel economy over the previous model, while delivering faster acceleration, quicker cycle times and higher travel speeds, according to the manufacturer. To meet U.S. EPA Tier IV Interim emissions standards, the Case F Series wheel loaders use selective catalytic reduction (SCR) technology, which results in lower temperatures in the exhaust system while optimizing combustion. The Case 621F wheel loader features a 6.7-L Tier IV Interim-certified engine that delivers up to 162 hp (121 kW). Classified as a 2.75 cu. yd. (2.1 cu m) wheel loader, the Case 621F has an operating weight of 26,641 lb. (12,084 kg). The Case 621F offers four programmable power modes to save fuel and increase available power. These power modes — economy, standard, max and auto — give operators flexibility in matching engine power to their jobs. Other models in the Case F Series wheel loader lineup include the 721F, 821F, 921F, 1021F and 1121F. Case also offers the 521E and 1221E wheel loader models. Attachments Add Value Case offers a range of attachments for the 621F wheel loader, including pallet forks, brooms, jib booms, buckets and weigh-load systems. It also is available with JRB- and ACS-compatible couplers. Case F Series buckets are available with standard Case SmartFit bucket teeth or bolt-on edges. The SmartFit system provides stronger, more durable teeth and adapters, and hammerless, reusable locking pins. The SmartFit lineup includes general purpose, rock chisel, heavy penetrator, tiger, twin tiger and flare teeth. For more information, visit www.casece.com.

Paladin Construction Group’s JRB Side Dump Bucket Simplifies Material Placement The JRB side dump bucket by Paladin Construction Group is manufactured to provide wheel loader operators with more flexibility than a standard bucket can offer in construction and utility applications. This bucket can dump material from many angles, making it ideal for confined, hard-to-maneuver areas and jobs that require even material placement over long distances. One side of the JRB side dump bucket is shaped like a standard bucket to hold material, while the other side has a 45degree side-shoot dumping angle that allows for full side dumping and angle backfilling. It carries up to 4 cu. yds. (3 cu m) and is available in left- and right-hand dump functions. The JRB side dump bucket features the JRB sequence valve that locks and unlocks the bucket cradle and side dump function, providing added safety and control during transportation and placement. The standard inside center-mounted lift hook provides operator flexibility for other construction and utility applications that may require a chain or harness to move an object. The JRB side dump bucket is available as a pin-on bucket or is compatible with JRB’s quick coupler system. Paladin Construction Group is a leading manufacturer of couplers and attachments throughout North America for the construction, aggregate, agriculture, landscaping, land clearing, recycle, mining, demolition, utility, aviation and municipal market segments. For more information, call 800/428-2538 or visit www.paladinconstructiongroup.com.

Volvo Construction Equipment Surges Into 2012 With Strong First Quarter Volvo Construction Equipment (Volvo CE) experienced a strong first quarter in 2012, seeing sales rise 17 percent and record levels of income and operating margin for a first quarter. These positive results come despite a flat total world market for construction equipment, compared to last year, and a Chinese market that was down by 26 percent. Despite this decline in the Chinese market, Volvo CE maintained sales in China and reinforced its number 1 position in the Chinese wheel loader and excavator market together with its jointventure partner, SDLG. A further highlight for Volvo CE in the quarter was an 111 percent increase in sales in North America. The company’s net sales during the first three months were driven by favorable demand for construction equipment in most markets outside of China, rising by 17 percent to SEK 17,999 M (SEK 15,422 M in Q1 2011). Volvo Construction Equipment also demonstrated strong profitability during the period, posting a 21 percent increase in operating income to SEK 2,131 M, (SEK 1,755 M) and an operating margin of 11.8 percent, up from 11.4 percent in the same period last year. Both measures of profitability are records for the company in a first quarter, and are attributable to sales price realization, currency effects and internal cost reductions. The value of Volvo CE’s order book on 31st March 2012 also was improved, being 35 percent higher than the previous year. “The strong sales growth and high profitability is a combination of growth in all regions, especially in North

responsible for building the weigh station along Interstate 44 in far northeast Oklahoma. Oklahoma’s current weigh stations were constructed in the 1950s and 1960s and are some of the most outdated in the country, Ridley said. “They’re about as old as any of them can be, because they were built around when the interstates were built,” he said. “They are antiquated. There’s no restroom facilities. We’ve had operators that have operated them standing in water because of heavy rains and problems with them.” The Oklahoma Trucking Association supports the construction because it ensures that the trucks operating on Oklahoma roads are not overweight and have all the proper permits, said Dan Case, the association’s executive director. “It will be a better situation for those of us who do things correctly,” Case said. “People who cheat, they probably aren’t properly permitted. They’re overweight. They’re getting by with things they shouldn’t be able to.” The weigh stations will be manned by employees of the Oklahoma Corporation Commission and Department of Public Safety.

America, and our success in achieving sales and profitability is on a par with the preceding year in China, despite the significant weakening of that market,” commented Volvo CE’s President Pat Olney. “Our success in China was due to our continued ability to capture market share, thanks to a strong product portfolio and our efforts to establish stable distribution channels.” Market Situation These results come amid a generally flat total market situation. In Europe and North America the market increased by 16 percent and 35 percent respectively, while South America increased by 3 percent, Asia (excluding China) was up by 24 percent and China decreased by 26 percent. The prospects for the rest of the year remain positive. Europe is expected to grow by 10 to 20 percent, North America by 15 to 25 percent and South America by 0 to 10 percent. Asia (excluding China) is expected to grow by between 0 to 10 percent, while China is forecast to decline by between 15 to 25 percent. Notable Events During the Period Volvo Construction Equipment continued to invest and innovate during the quarter. The company opened a new plant in Linyi, China, that will make SDLG branded equipment, while in Bangalore, India, a new factory was inaugurated to make Volvo excavators, alongside the existing road machinery products already produced at the facility. Highway Bill Nears Decision, Provision Still Pivotal BILL from page 1

date for federal approval of the Keystone XL oil pipeline. The White House has threatened to veto the measure if it retains the Keystone provision. And there are other points of disagreement between the GOP-controlled House and Democratic-controlled Senate, including how to pay for transportation programs. Transportation Secretary Ray LaHood has said it’s unlikely Congress will pass a final bill until after the November elections. Despite LaHood’s pessimism, lawmakers and transportation lobbyists said they believe prospects are improving for passage of a final bill by June 30, when the government’s authority to spend highway trust fund money expires. The fund, which pays for roads and transit, is forecast to go broke sometime next year. A House-Senate conference committee was scheduled to begin formal negotiations May 8. It has taken Congress years to get this far. Work on a transportation overhaul began before the last long-

term transportation bill expired in 2009. The Senate finally passed a $109 billion bill with broad bipartisan support in March. The bill would give states more flexibility in how they spend federal money, step up the pace of road construction by shortening environmental reviews and impose a wide array of new safety regulations. House Republicans, after failing to corral enough votes to pass their own plan, recently passed a placeholder bill that allows them to begin negotiations with the Senate. That bill included the Keystone provision, “I feel like people are worn out on this issue and would like to get something done,” said Jeff Shoaf, a lobbyist with the Associated General Contractors of America, a trade association for the construction industry. “I think the prospects are good.” Winning approval of the Keystone provision, which would give federal regulators no choice but to approve a pipeline to transport oil from Canada’s tar sands, appears to be House Speaker John Boehner’s

top priority, lawmakers and transportation lobbyists said. Republicans portray Obama’s delay in the pipeline as a contributor to high gasoline prices. “Boehner wants to push Keystone as hard as he can because he sees it as a political winner,” said Joshua Schank, president and CEO of the Eno Center for Transportation, a nonprofit foundation dedicated to improving transportation. Senate Democratic conferees on the bill appear to have enough votes to block inclusion of the Keystone provision in the final product. Sen. Jay Rockefeller, D-W.Va., one of four Senate committee chairmen responsible for a portion of the bill, has announced he’ll oppose Keystone and other House environmental provisions. An open question is whether House Republicans will balk on an overall transportation bill if they can’t get Keystone. Similarly, despite their public statements, it’s unclear whether Senate Democrats would be willing to sacrifice the bill in order to block a Keystone provision, and whether Obama would fol-

low through on his veto threat, especially if the Keystone language were softened in negotiations. A transportation construction bill would boost employment and the economy, but “the House Republicans are refusing to pass a bipartisan bill that could guarantee work for millions of construction workers,” Obama said, referring to the Senate bill. “Instead of making the investments we need to get ahead, they’re willing to let us all fall further behind,” he said. The transportation bill “is incredibly important to the president,” said Ed Wytkind, president of the transportation trades department of the AFL-CIO. Both sides ultimately must decide whether they want an issue to be used as a campaign weapon or an accomplishment they can tout to voters. Dave Bauer, a lobbyist for the American Road and Transportation Builders Association, cautioned against reading too much into what congressional conferees say at this point.

SECTION Pavement Preservation Helps Contractor Meet Challenges Pages 41-47

By Peirre Peltier SPECIAL TO CEG

Slurry Seal. “This wasn’t going to be a terribly profitable job, but it was unique and historic.”

When Intermountain Slurry Seal, a division of Granite Construction Inc., submitted its bid in 2009 to repair more than 430,000 sq. yds. (359,535 sq. yds.) of roads and parking lots along the Grand Canyon’s North Rim, the company knew the job would come with challenges. The magnitude of those challenges, however, wasn’t known until after the bid was accepted. The significant changes in the job parameters, a heavy snow, forest fires and unique environmental and federal regulations caused Intermountain Slurry Seal to get creative. The flexible nature of pavement preservation processes, especially as they compare to other methods of paving such as mill and fill, allowed the company to suggest alternative treatment combinations. It reduced costs, sped up the work and patched more area to meet the original expectations and overall budget, ultimately leading to it receiving the 2011 President’s Award from the International Slurry Surfacing Association (ISSA). The remote road system leading from Jacob’s Lake, Ariz., to the North Rim Lodge had deteriorated to a point that the Federal Highway Association’s (FHWA) Central Federal Lands (CFL) Highway Division opted to use ARRA (American Recovery and Reinvestment Act) funds to repair them. No one knew exactly how long it had been since the roads and parking areas had received any real maintenance, but longtime staff members at the park estimate that no major work had been done for at least 15 years — and up to 25 years in some places. The area was 80 to 100 mi. (129 to 161 km) away from aggregate sources and viable lodging for contractors. The high altitude (greater than 8,000 ft. [2,438 m]) created a short season to complete the job. The fact that it was a national park meant there were unique environmental stipulations. And because it was an ARRA job, there were additional federal stipulations and collateral paperwork involved. “But, we were excited. We often do the same things day in and day out,” said Nathan Niemann, project manager of Intermountain

Changing the Game The original Grand Canyon National Park Pavement Preservation-North Rim project outline called primarily for chip sealing on all of the main roadways, micro surfacing for smaller roads and parking lots and some Type 1 and Type 2 flexible patching. Much of the asphalt surface within the park was originally multi-lift chip seal. And with the exception of Route 14 (the main park entrance road) and some patched areas on other routes, chip seal was still the functioning surface. Intermountain Slurry Seal was scheduled to begin work in April 2010 so it could be completed before the height of the tourist season. What the contractor didn’t know was that between bidding and the start of the project, the parameters for the job had drastically changed. In addition, a heavy-snow year at the North Rim pushed the job’s starting date back by almost a month. “Because of the heavy snow, the roads weren’t cleared until May 15 for us to get on site,” said Niemann. “When we got there, we realized the project owner had added six times the patching quantities over the original bid amounts.” Niemann explained that in addition to the roads being in worse shape overall than anyone anticipated, a forest fire occurred after the bidding closed and further damaged roads to a point that more work was needed over and above the original bid parameters. “We realized then that the project was going to not only push us into the busiest weeks of the season, but it would also be a challenge to complete before the weather started to cool off. There was going to be a very narrow work window for the chip sealing and micro surfacing,” said Niemann. A good contractor can roll with changes and make suggestions for better alternatives. Once it was on site, but before it started the North Rim patching work, Intermountain Slurry Seal recognized that Type 1 and Type 2 patching were in excess of what was needed in many areas to effectively repair the surfaces. Type 1 patching requires removal of

Narrow roads had to be closed and the chip sealing application modified in order to cover the full width of the road in one pass.

12 in. (30.5 cm) of material, replacing it with 6 in. (15 cm) of base and two 3-in. (7.6 cm) lifts of hot mix asphalt (HMA). Type 2 patching removes 6 in. of material and replaces it with two 3-in. lifts of HMA. But at the North Rim, most areas of the existing surface had only 1.5 in. (3.8 cm) of asphalt. “It didn’t make sense to put in a 6-inch deep patch,” Niemann said. “So because of the projected overrun of patching, we proposed to do Type 3 patching which would require removal and replacement of only 3 inches.” The Park Service agreed, and patching commenced from June through the end of July. “The additional 2,117 square yards of patching added 20 days to our schedule, which was already behind because of the snow,” added Niemann. The Challenges Grow With the completion of the patching at July’s end, the micro surfacing had to be finished by the end of August, with chip sealing to follow. Niemann explained that had Intermountain Slurry Seal applied the micro surfacing and chip sealing concurrently, it

could have expedited the process, but the practice also would have severely impacted tourists’ access to the park during its busiest month. “We chose to run a more linear schedule to reduce the impact on the park and its visitors,” he said. Micro surfacing was planned for a total of 43 parking- and camping-related surfaces. Scheduling was critical, and Intermountain Slurry Seal posted pre-notification for each area seven days in advance. “On average, it took three days to clear a parking lot, and we had to get creative on occasion,” Niemann said. For instance, up to 20 percent of the park’s visitors did not speak or read English, which caused some confusion. In addition, backcountry campers often left their cars parked for days at a time, and several did not see notification about the micro surfacing. “On one occasion, we had to send someone on horseback to locate the campers and get their car keys so we could move their vehicle,” Niemann recalled. “But, we did not have to tow a single car.” see PRESERVATION page 42

Flexibility Helps Paving Challenges in Grand Canyon Project PRESERVATION from page 41

Adding to the difficulties was the fact that because of trees and obstacles, many camping areas, including 87 campground stalls, could not accommodate equipment. In many of the parking areas, the rock curbing is considered to be a National Historic Landmark. To avoid asphalt emulsion splash or damage in these locations, Intermountain Slurry Seal handled almost 25 percent of the total micro surfacing for the project by hand. Chip sealing began at the end of August, which also ushered in monsoon season for the park. By this time, morning temperatures were too cool for the chip sealing process, and Niemann said on most days work could not begin until 9:00 or 10:00 a.m. Although the initial bid indicated 430,000 sq. yds. of chip sealing, Intermountain Slurry Seal worked with the CFL and the Park Service to modify that amount to just over 390,000 sq. yds. (326,090 sq m). “Because of the extra patching, we reduced the quantity of chip sealing to offset the cost. Cape Royal [Route 13] is 19.5 miles long, but because it was due to have reconstruction done in the next five years, we eliminated the chip sealing on the last seven miles of it,” said Niemann. Like the other processes preceding it, the

chip sealing required modification to the original plans, as well as ongoing good communication with the Park Service. For instance, the project plans for the bid indicated that the roads were 22 to 24 ft. (6.7 to 7.3 m) wide. All of the scenic drives, however, are only 18 to 20 ft. (5.5 to 6 m) wide — consisting of winding, mountainous roads. Intermountain Slurry Seal requested road closures for safety. Although the Park Service preferred not to close roads, management realized it was the only way to keep the public and Intermountain Slurry Seal’s employees safe. The road closures added tremendous pressure to keep the schedule, which had to be published a month in advance of the work and only allowed three days to complete each closed road. In addition, the narrow roads required a modified method for chip sealing application. All of the dump trucks ran in a group from the site to the stockyard in order to cover the full width of the road in one pass. Niemann explained this was because there was no way to allow the trucks to pass around the chipper without moving it off the road, which would have been impossible because of the mountainous terrain and environmental requirements stipulated by the Park Service.

The flexibility of pavement preservation processes, such as micro surfacing, provides contractors the option to use alternative treatment combinations when job parameters change.

“The Park Service also required us to pick up excess chips and take them to our designated disposal site, rather than sweep them to the side, which is typical for chip sealing,” Niemann said. This requirement is stipulated on all National Park jobs because the chip material is typically not native to the area. “But in general, the parks like to use these processes because chip sealing and slurry and micro surfacing are very environmentally friendly,” Niemann adds. Quirky Considerations The fact that this project was a FHWA CFL project in conjunction with the National Park Service, funded by ARRA, coupled with its remote, mountainous and historic location, created some additional challenges: • Crew lodging was not available near the park, so Intermountain Slurry Seal crews had up to three hours of travel time to the job site each day. • Radio and cell phone communications in the park were limited due to the terrain, putting added emphasis on planning. • Emulsion was shipped from Tucson, Ariz., and required the crew to place orders two days in advance. • The terrain also contributed to the biggest project risks: limited-sight distance, sharp curves, narrow roadways and steep drop offs directly adjacent to the roadway. • Material for chip sealing on federal projects is subject to quality acceptance testing, which was required every 20,000 sq. yds. (16,722 sq m). This equated to 20 samples that were collected, split and processed daily during the chip sealing process. • There was limited availability of ade-

quate or approved staging areas and multiple forest fires caused the crew to consistently relocate its micro surfacing stockyard and equipment, which then required retesting of material. • Foot traffic in the parking areas was a consistent problem. A Job Well Done Niemann said the care taken to meet every challenge paid off in several ways. When the project was complete and all of the paperwork finalized, a federal ARRA audit rated the job at an A-. “For all that we had to work with — the stipulations, additional work, weather and visitors — it went very well,” he said. “We all had our preferences as to what we wanted done and how we wanted it done, but everyone was willing to work together and find the best solutions. And, the different pavement preservation processes available allowed us to be flexible.” Ultimately, Niemann said, “With everything we went through, to receive the grade we did from the ARRA audit, and to be recognized by ISSA with the President’s Award for 2011 — it was really rewarding. We were never notified of any complaints and when we were finished and visitors pulled in, the park had something to be proud of.” Pierre Peltier, a 30-year pavement preservation industry veteran, is the president of the International Slurry Surfacing Association (ISSA) and general manager of marketing and business development at Terry Asphalt Materials Inc. It’s a rubber tire roller that vibrates with enough centrifugal force to equal the output of a 55,000 pound pneumatic. The GW750 handles the toughest HMA mixes with ease, getting balanced high densities from the top through the bottom of the mat. Great on SMA, too! And it provides a sound interlock between new overlays and profiled surfaces. It’s bonus time!

M&T EXPO 2012 M&T EXPO 2012 – Latin-America’s largest and most important event in the area of equipment for the construction and mining industries is 17% larger in exhibition area than the show’s previous edition back in 2009. The trade show takes place from

2012 Annual Asphalt Contractors Association of Florida Convention, June 21 to 23, 2012 at Orlando World Center Marriott, Orlando, FL.

May 29th to June 2nd at the Centro de Exposicoes Imigrantes, Sao Paulo – Brazil. This growth in exhibition area is justified by the success of the event among equipment manufacturers, the growing interest among a number of the sector’s companies in having more room to exhibit their introductions of equipment for construction and mining and, furthermore, to deploy distinctive promotional actions targeting those who visit the show. Among the outstanding attractions promoted by exhibitors are live demonstrations of equipment in the outdoor area of M&T Expo 2012. These promotional initiatives serve as an important marketing tool for brands since they are expected to attract a significant number of visitors who are interested in accompanying these kinds of attractions. Equipped with powerful AC technology, the new 2EPC5000 — 2EP6500 Series features improved energy efficiency and performance levels and premium operator ergonomics.

Cat Lift Trucks introduced the next generation of the 5,000 to 6,500 lb. (2,268 to 2,948 kg) capacity electric pneumatic tire lift trucks. Equipped with powerful AC technology, the new 2EPC5000 — 2EP6500 Series features improved energy efficiency and performance levels and premium operator ergonomics. “The material handling industry is continuing to see an increase in the use of electric lift trucks, as customers are looking for ways to reduce costs and improve productivity in their business,” said Kent Eudy, vice president of sales and marketing of Cat Lift Trucks. “At Cat Lift Trucks, we are committed to offering products and tools that assist customers in lowering their total cost of ownership, and the 2EPC5000-2EP6500 Series is designed specifically to meet those needs.” These durable 80-volt electric pneumatic tire lift trucks can deliver performance similar to (or better than) an internal combustion (IC) lift truck with all of the benefits of an electric lift truck, including an emission level reduction to almost zero and a reduction in overall maintenance costs, according to the manufacturer. The new electric pneumatic tire lift trucks also include such features and benefits as:

• Increased Energy Efficiency and Performance. The new model allows operators the ability to run up to two shifts on one battery charge in most applications and also features a 10 percent increase in energy efficiency over the previous generation. Also equipped with powerful three-phase AC technology, the mid-sized electric pneumatic tire lift trucks provide enhanced acceleration and top speed capabilities for increased operator productivity. • Designed for Durability. Equipped with sealed wet-disc brakes, electrical components and connectors, the new series is built with added protection for harsh, dusty and moist environments. • Enhanced Operator Comfort. Operators will experience a comfortable ride on rough or uneven floors with the combination of solid pneumatic tires, full-suspension seat and floating cabin. The highly-adjustable operator compartment and standard fingertip hydraulic controls also allow the operator to be as comfortable in the eighth hour of the shift as in the first hour. For added comfort, the new lift truck model also can be equipped with an optional enclosed cabin for further protection in cold or wet conditions. For more information, visit www.cat-lift.com.
