Interstate 17 is a vital roadway for Arizonans and a major connector along the state highway system, linking I-10 and I40. In addition to serving as a major interstate route to move people and goods between metro Phoenix and other parts of the country, I-17 also is the primary route to northern Arizona and the only highway serving the growing communities north of Maricopa County. The Arizona Department of Transportation (ADOT) recognizes its importance as a vital roadway for regional, intrastate and interstate travel, as well as an

WASHINGTON (AP) President Barack Obama is nominating Charlotte, N.C., Mayor Anthony Foxx to run the Transportation Department, a White House official said. The White House official said that as mayor, Foxx has experience in boosting transit infrastructure and using those projects to create jobs. He oversaw a program to create an elec-
tric tram service to Charlotte, an expansion of a light rail system and the opening of a third runway at the city’s airport. Foxx was first elected Charlotte mayor in 2009. Foxx would replace outgoing Secretary Ray LaHood, one of the few Republicans serving in the Democratic administration. Construction Employment Fluctuates Construction employment increased in 152 out of 339 metropolitan areas between March 2012 and March 2013, declined in 126 and was stagnant in 61, according to a new analysis of federal employment data released May 1 by the Associated General Contractors of America. Association officials noted that many metro areas are adding jobs as construction spending increased 4.8 percent, or $38.9 billion, during the same time frame. “Today’s figures on employment by metro area and construction spending nationally in March highlight the uneven and fragile recovery that construction is experiencing,” said Ken Simonson, the association’s chief economist. “The totals are up on a year-over-year basis and should continue to improve during the remainder of 2013, but not every sector or region will do well.” see EMPLOYMENT page 40

Today’s “doomsday preppers” and people of a certain age are familiar with emergency bomb shelters, but Ron Hubbard, founder and owner of Atlas Survival Shelters in Los Angeles, Calif., began catering to a new clientele in 2011 by marketing them as luxury underground homes for recreational use. “They’re bomb-proof shelters for recreational fun,” he said, explaining that he uses one as a hunting lodge. In fact, he said, there are prepper communities where people pay to put a shelter in and pay association fees. he Institute of Scrap Recycling Industries (ISRI) held its annual convention and expo April 9 to 13 at the Orange County Convention Center in Orlando, Fla. The expo featured more than 300 exhibitors, while the convention offered approximately 100 workshop sessions. Both former Pennsylvania Gov. Ed Rendell and former Mississippi Gov. Haley Barbour shared the stage at the start of the convention, offering opening remarks. Caterpillar sponsored guest speaker, Tom Brokaw, a former anchor and managing editor of NBC Nightly News. Dana Torres, 12time Olympic gold medalist, also addressed guests. The event conclude with the family-friendly Closing Night Party, held at Universal Studios and the Wizarding World of Harry Potter.

obcat of Cerritos celebrated customers and friends by showing off the new line of Bobcat equipment at its May 1 open house. The highlight of the open house was the Bobcat operator agility contest. The mini-excavator test was won by Rob Walters of So Cal Bobcat and Concrete Cutting with a time of 16 seconds. Project Will Create Through Traffic, Diamond Interchanges CORDES from page 1
emergency travel route between northern and central Arizona. More than 27,000 vehicles travel on Interstate 17 at the junction of state Route 69, with predictions by ADOT that this volume of traffic will more than double by 2020. Built in the early 1960s about 65 mi. (105 km) north of Phoenix, the Cordes Junction traffic interchange at the intersection of I-17 and SR 69 serves 27,500 vehicles on an average day. Cordes Junction is a residential area featuring gently rolling hills with panoramic mountain views. An easy commute to Phoenix, Prescott, Flagstaff and Sedona, it is a heavily traveled corridor. The current interchange design mixes local and through traffic, causing frequent congestion and delays, according to Tricia Lewis, senior community relations officer of ADOT. Therefore, a plan to reconstruct it was put into place. Long-Awaited Project The project will create two separate interchanges — one for through traffic and a diamond for local traffic. It includes construction of seven bridges and numerous new ramps, as well as realigning, widening and paving several associated streets. The project, which will be constructed in four phases, includes construction of a new traffic interchange approximately .5 mi. north of the existing interchange. The new interchange will provide access to the businesses at Cordes Junction, the Cordes Lakes community and Arcosanti. The outdated on- and offramps have been removed and replaced with new ramps to carry Prescott-bound traffic over I-17. High speed Prescott-bound traffic is separated from Cordes Lakes travelers driving at slower speeds. The existing bridges carrying I-17 over Big Bug Creek also were replaced and a new interchange to the north will be constructed. Two new roundabouts were constructed to improve safety and traffic flow. “Roundabouts
work effectively in high-capacity intersections and have increased the capacity and movement through the region,” Lewis said. Lewis said the roadways are designed to meet current standards. “The project included the construction of a modern interchange with the capacity to handle increased traffic in the area,” she said. “Because it uses an outdated intersection design, local and through traffic are forced to mix, causing congestion and safety concerns. The new interchange improves traffic flow and safety, while separating local and highway traffic.” Scheduling Funded by federal highway funds, the $50.9 million contract is a joint venture between Vastco Inc. and Sundt Construction Inc., which together become the project’s Construction Manager at Risk. Work started in August 2011. With 12 to 25 workers on site daily during the final phases of the project, Lewis said the project is expected to be completed on time by the end of June 2013. To win the job, Vastco-Sundt needed to demonstrate to ADOT how it intended to keep traffic flowing while the interchange was being rebuilt. The company believes the use of automated machine guidance has been critical for keeping the project on schedule and for providing accurate surveying. The largest part of the project involved the construction of seven new bridges, three of which were built over “live” traffic on I-17. Therefore, construction sequencing was critical, and because the project schedule was very aggressive, there was little room for error. Using dozers, scrapers, loaders, backhoes and haul trucks, crews have maintained a “typical work schedule during the evenings [of] Sunday through Thursday and during the day, Monday through Friday with some weekend work,” said Lewis. That schedule has been difficult, she said. “The largest challenge has been the restriction of only being able to do work on I-

Volvo’s P7110, P7170 Simplify Cold Weather Start-Ups Powered by a Volvo 235 hp (175 kW) Tier IVi-compliant D8 engine, the Volvo P7110 and P7170 pavers are more efficient than previous models, with decreased engine emissions and increased fuel efficiency, according to the manufacturer. The engine’s diesel particulate filter (DPF) and active, semi-automatic regeneration process work without interruption, maximizing machine performance and productivity. Starting the paver in cold weather is made easier due to an available pump decoupler that disengages non-essential pumps for more consistent start-ups. The P7110 and P7170 are powerfully precise, with a foursensor feed system that automatically regulates the delivery and flow of material to match paver speed, ensuring smooth, even paving. With the simple press of a button, the driver and screed operator can extend hydraulically-powered, twostage tunnels, which offer concise control of material flow across the paving width, resulting in a high quality mat. Flow gates, as well as other options, are available to tailor machines to meet individual contractor’s needs. BlawKote protective coating prevents asphalt from sticking to vital components, providing better machine wear and longer life. The P7110 and P7170 pavers offer near 360-degree visibility, giving operators a safe, all-around view of the paving process for greater comfort and confidence. The signature low, single-level platform permits the operator to move freely, easily and safely. Large steps, handrails and anti-slip plates allow the operator to access and exit the platform safely. Rear-Load Wirtgen W 100i Cold Mill Meets Tier IVi Standards The Wirtgen W 100i cold mill provides power and performance in the versatile 39in. (99 cm) wide class, while providing Tier IVi emissions compliance in a rear-loading model. The cutting width of the W 100i is 39 in., and the maximum cutting depth is 12 in. (30.5 cm). The W 100i is propelled on two wheels in front and two at the rear. Rear loading offers ease of operation and an excellent cost:benefit ratio to owners and operators of the W 100i, providing a powerful, productive machine at favorable operating costs, according to the manufacturer. It’s the largest rear-loading cold mill in the Wirtgen line and is powered by a sixcylinder Deutz engine generating 215 hp. The W 100i’s engine is equipped with a combined two-way catalytic converter and particulate filter to ensure effective exhaust purification. The available level pro system for the W 100i is an automatic leveling system with two wire-rope sensors, and the available
FCS/flexible cutter system light option permits the use of milling drums with different tool spacings.
It’s the largest rear-loading cold mill in the Wirtgen line… The W 100i offers two different speed options (fast or slow) for adjustment in height via the rear wheels. Ample ground clearance at the hydraulic motors of the rear wheels protects them from damage from high curbs or other obstructions. Simonson noted that construction spending nationally in March was 4.8 percent higher than in March 2012, but down 1.7 percent from a month earlier, according to new Census Bureau data. Only private residential construction spending grew in both time periods, rising 0.4 percent for the month and 18 percent year-over-year. Private nonresidential spending retreated 1.5 percent from the February level, but increased 2.8 percent from March 2012. Equipment Lease Finance Confidence Levels Off in March The Equipment Leasing & Finance Foundation (the Foundation) released the March 2013 Monthly Confidence Index for the Equipment Finance Industry (MCI-EFI) March 21. Designed to collect leadership data, the index reports a qualitative assessment of both the prevailing business conditions and expectations for the future as reported by key executives from the $725 billion equipment finance sector. Overall, confidence in the equipment finance market is 58.0, a slight decrease from the February index of 58.7, reflecting a leveling off in industry participants’ optimism after two consecutive increases. When asked about the outlook for the future, MCI survey respondent Valerie Hayes Jester, president, Brandywine Capital Associates Inc., said, “In the short term we see continued demand for equipment at a lessened pace than we did in the fourth quarter of 2012. H&L Tooth: A Long Tradition of Ground Engaging Tools Since 1931, the H&L Tooth Company has provided quality ground engaging tools for the construction and mining industries. Today, the company continues this tradition at its 200,000 sq. ft. facility in Tulsa, Okla. H&L operates horizontal machines known as upsetters. Under the roof in Tulsa are two 4 in. (10 cm) upsetter lines that have produced millions of small backhoe teeth. Teeth forged on these machines range from less than 3 lbs. and up to 10 lbs. (1.3 to 4.5 kg). Two 6 inch upsetters produce teeth up to 30 lbs. (13.6 kg), but also allows the adaptation of the 4 inch upsetter tools that gives H&L multiple
options for the production of higher volume parts. Ripper and loader teeth of up to 100 lbs. (45 kg) are produced on a 7.5 in. (19 cm) upsetter. Large mining teeth in excess of 200 lbs. (91 kg) are made on a 9 in. (22.9 cm) upsetter. Each forge production line also is equipped with up to six additional support machines, including electric induction heaters, vertical trim presses and hydraulic hole punches. H&L’s upsetters utilize a closed die design that offers several advantages over open die forging. These benefits include closer dimensional tolerances

and a reduced raw material requirement. These features combine to produce an economical advantage on high volume production. The upsetter forging process ensures the development of the maximum strength potential of the steel and helps maintain consistent mechanical properties from one tooth to another. H&L is ISO9001 certified and requires that all steel be purchased from quality mills that produce material that meet or exceed the metallurgical specifications set by the ASTM. The mills are required to provide certification to demonstrate that the material is within the chemical tolerances. The steel bars used by H&L have been reduced in size by the mill to refine the grain structure of the steel ingot. This process removes defects that are inherent in raw steel processing, promoting soundness and improvement in the quality of the alloy prior to forging. The reduction operation reduces the cross section of the steel material, eliminating porosity and causing structure refinement of the base metal. Grain flow produces directional characteristics in the forged product, which enhances strength, ductility and resistance to wear. see H&L page 48

New Extractor Easily Removes Stumps When Ron Maestas, design engineering manager at ANBO Manufacturing, set out to create an innovative new attachment, he knew it would take some out-of-the-box thinking. “I was getting inquiries for an attachment that would dig up large rocks and stumps with the least amount of force or soil disturbance,” Maestas said. “There was a huge need for a new beast of burden — a beast that would apply as little burden to the land as possible.” ANBO’s new extractor does just that. With only two hardened steel tines, the attachment can dig deep into the ground easily and efficiently, zeroing-in on the material that needs to be removed, while leaving most of the soil in place, according to the manufacturer. Furthermore, by equipping the tool with AR-400 steel tines that are intricately serrated, roots can be cut down deep. AR-400 steel is the same steel the U.S. Army uses for armor plating vehicles. The ANBO extractor’s design includes a rounded bottom for added strength and increased leverage; no need to rely solely on the machine’s
breakout force. “We call it good old caveman leverage,” Maestas said. “Those rocks and stumps will be no match for this tool’s capability. More Than 3,100 Bidders Attend Ritchie Fort Worth Auction
M
ore than 3,100 bidders participated online and in person at Ritchie Bros. Auctioneers’ multi-million dollar unreserved public equipment auction in Fort Worth, Texas on May 8 and 9. Bidders came from 50 countries, including all 50 U.S. states. Approximately 55 percent of the equipment was sold to out-of-state buyers, from as far away as Australia, Belize, India, Vietnam and the United Arab Emirates. Online bidders purchased more than 48 percent of the equipment sold (by dollar value). In total, more than 3,150 equipment items were sold in the auction, including crawler tractors, excavators, wheel loaders, truck tractors and more.
