The development of an office, research, and development campus for Apple in Cupertino, Calif., is currently moving forward. Plans are to replace existing office and research buildings to create Apple Campus 2, one mi. east of the existing facility. Most of the 175-acre area see APPLE page 44

is located in the former Hewlitt-Packard (HP) campus. Unanimous approval for the project was received from the Cupertino City Council in Nov. 2013, and demolition began shortly after. All the buildings on the site had reportedly been demolished by the beginning of May. Sidewalks in the area have been closed, and a green privacy fence keeps the area hidden from view.

Data from a new government report shows that if all the structurally deficient bridges in the United States were placed end-to-end, it would take you 25 hours driving 60 miles per hour to cross them. That’s like driving the 1,500 mi. between Boston and Miami. And it’s a problem that’s close to home. An analysis of the 2013 National Bridge Inventory database recently released by the U.S. Department of Transportation (USDOT) shows cars, trucks and school buses cross the nation’s more than 63,000 structurally compromised bridges 250 million times every day. The most heavily traveled are on the Interstate system. The problem could get a lot worse, the chief economist of the American Road & Transportation Builders Association (ARTBA) said, as states across the nation face a slowdown in reimbursements for already approved federal-aid highway projects in August. Without congressional action, Alison Premo Black said there will be no Highway Trust Fund support for any new road, bridge, or public transportation projects in any state during FY 2015, which begins Oct. 1. “Letting the Highway Trust Fund investment dry up would have a devastating impact on bridge repairs,” Black said, noting the trust fund has supported $89 billion in bridge see BRIDGES page 58

Indiana, Illinois Sign Deal to Build Illiana Road (AP) Indiana and Illinois signed an agreement to build the Illiana Expressway toll road, with Indiana paying $80 million to $110 million, Illinois agreeing to pay at least $250 million, and the rest of the $1.51 billion for the project coming

from private investors. The 33-page document outlines the responsibilities of each state and how the 47-mi. (75.6 km) highway will be run. The agreement specifically states the road between Interstate 65 near Lowell

in northwest Indiana and I-55 near Wilmington, Ill., 60 mi. (46.5 km) south of Chicago, will be reserved for vehicles using electronic toll devices with no option for those wanting to pay cash. The road will be a four-lane highway that could

later be expanded to six lanes. The deal also specifies that each state is responsible for the design, financing, construction and operations of the highway in their state, with Illinois being responsible for see ILLIANA page 58

KIOTI Raises More Absence of Windsor-Detroit Crossing Than $25,000 for Funding Sparks Concerns for Many Breast Cancer By Lori Tobias CEG CORRESPONDENT

The absence of funding in President Obama’s $3.9 trillion fiscal 2015 budget for a joint international border crossing project is sparking concerns on both sides of the border that the proposed project could be in jeopardy. But proponents say they are pushing ahead to get the money allocated, however, getting Congress to approve funding for any project these days is difficult and takes time. The proposed New International Trade Crossing (NITC) features a sixlane bridge over the Detroit River between Detroit and Windsor. The Canadian government has agreed to fund construction and land acquisition of the $2.1 billion budget, to be repaid by tolls. The United States was to fund the proposed $250 million customs plaza on the Detroit side of the bridge. President Obama’s omission touched off criticism by Canadian officials, who, according to CBS News “accused the federal government of dropping the ball.” U.S. Rep. Gary Peters, a Democrat representing Michigan 14th Congressional District, said that failing to fund the plaza would be a “grave mistake.” But while there are concerns, it’s much too soon to say the project is in jeopardy, said Tatiana Winograd, communications director of Peters. “We’re in an political environment where it’s hard to get any spending passed,” said Winograd. “Even things for military families. The deficit is high. We’re trying to reduce spending where we can. We all see this as a positive thing for the state of Michigan. But it’s a process. Passing spending legislation takes time. We’re gathering support.” In February, Peters introduced legislation that would prioritize funding for trade crossings with the highest trade volume by value of shipments, including exports and imports. The DetroitWindsor crossing and Port Huron crossing rank number two and four, respectively, in trade volume for land

ports of entry in the United States. Homeland Security Secretary Jeh Johnson recently accepted Peters’ invitation to visit Michigan to discuss “the importance of constructing proposed customs plazas at high volume trade crossings like the Detroit-Windsor border,” Winograd said. While Obama’s budget did not specifically call for funding of the Windsor-Detroit crossing, there is $480 million in the budget for Customs Border Protection, Winograd said. “That money could be used to build a plaza at any one of the locations. The president did not say no we’re not building border crossings, he just didn’t specify what projects the money should be used for.” A spokesman for Michigan Gov. Rick Snyder’s office also denied that the project has hit a roadblock. “We’ve missed no deadlines to my knowledge,” said Ken Silfven, manager of communications coordination. “The project is right on track, according to the timeline set forth in the crossing agreement between Michigan and Canada. Again, just because there aren’t “shovels in the ground” doesn’t mean the project isn’t on track. There’s a lot of preliminary work that needs to be done first. That work is moving forward and we’re pleased with the progress.” The anticipated start date of work is 2016 according to Silfven. In addition to the plaza and six lane bridge, the project would include an interstate connector with I-75 on the Michigan side of the crossing, a Canadian inspection station and a Canadian access road connection to Highway 401. The project would be of “tremendous” value not only to Detroit, but all of Michigan and beyond, Silfven said. It is expected to lead to the creation of 12,000 direct and as many as 31,000 indirect jobs related to construction. “Certainly, the city will benefit from some jobs directly related to the project, as well as spin-off jobs and additional customer traffic for existing businesses. But project jobs will come from

all areas of the state, and the access to international markets will benefit manufacturers, farmers and entrepreneurs statewide, as well as in Detroit. “From a national perspective, an additional span enhances our nation’s economic security. We found out the importance of having more than one span when, in December 2010, a severe storm forced the Blue Water Bridge in Port Huron to suspend commercial vehicle traffic. Trucks were rerouted to the Ambassador Bridge in Detroit, causing significant backups. In turn, those traffic tie-ups led to several manufacturers (auto suppliers, etc.) to lose production. So this project will have a tremendous impact on the economic futures of Michigan, the U.S. and Canada.” Other benefits, according to Gov. Snyder’s office include: • “Allowing Michigan to use Canada’s generous contribution of $550 million as eligible matching funds for U.S. federal aid to support the state’s highway projects. • “A new direct connection between I-75 in Michigan and Highway 401 in Canada that eases traffic congestion at the border and allows trucks to bypass residential communities. The existing bridge at the Detroit-Windsor crossing is the No. 1 traffic bottleneck in the entire Pan-American Freeway System. • “Reducing costs to job providers, particularly the auto industry. Estimates show that border regulations and delays now add significant costs to vehicle production. • “Minimizing the likelihood of an economic disaster for Michigan or Windsor should one of the other border crossings sustain lengthy shutdowns. • “Additional border-crossing capacity to meet the long-term demands of our growing economies. • “New investment being attracted to Michigan by this modern infrastructure.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.) Cat Performance Series Buckets Perform Optimally Cat performance series buckets represent a loading system that balances the shape of the bucket with the wheel loader’s linkage design, operating weight and lift/tilt capabilities. The net result is optimum machine performance in production-oriented applications, whether truck loading, stockpiling, or loadand-carry, according to the manufacturer. Performance series buckets, which incorporate a more-efficient design than that of conventional buckets, are available in a number of styles and application-specific configurations that ensure high production and long-term durability in even the most severe applications. Performance series buckets, compared with conventional buckets, have a number of design elements that account for their enhanced loading characteristics: • wider throat opening (more space between the cutting edge and the spill guard) • longer floor (more surface for entering material before encountering the radius at the back of the bucket) • curved side bars (adding surface area to the side of the bucket to contain more material) • modified strike plane (a geometric aspect of the bucket in its carry position that improves load retention) • increased bucket rack-back (further increases material retention) • redesigned spill guard (increases capacity; protects linkage components, hydraulic cylinders, and sensors; enhances sight lines to the loading area) The tangible results of these design elements include: easier, faster loading — even by lessexperienced operators; increased fill factors (on the order of 10 percent greater than conventional buckets, resulting in fewer passes per truck and more truck loads per day); increased containment of material during transport; and enhanced sight lines to the pile and into the bucket (allowing operators to easily determine when the bucket is full, a feature that eliminates the time and fuel wasted in attempting to load an already-full bucket).

Cat performance series buckets have optimum machine performance in production-oriented applications, whether truck loading, stockpiling, or load-and-carry.

In an evaluation using the Cat 972H and 980H wheel loaders to compare performance series buckets with conventional buckets, the machines, when equipped with performance series buckets, averaged 5 to 7 percent better fuel efficiency, a 3- to 5-second reduction in per-cycle loading time, and a 0.5- to 1.5-ton increase in per-pass payload, according to the manufacturer. Bucket Styles/Configurations The performance series buckets range includes a number of bucket styles — for example, general-purpose, light-material, sand/gravel, and material-handling — as well as a number of specific-application configurations, including rock,

heavy-duty rock and heavy-duty granite. General-Purpose: Among the most popular styles is the generalpurpose, which provides overall performance in stockpiling, material-handling, excavating and bank-loading applications. These buckets are designed for standard breakout forces and moderately abrasive conditions. The base edge accepts either a bolt-on cutting edge or adapters that accommodate K-Series tips. Side wear plates are available. Rock: Rock buckets are designed for use in moderately abrasive face-loading applications, such as limestone and unprocessed rock, as well as in truck- or hopperloading operations with a wide range of quarry materials. A specially contoured spill guard

enhances visibility to the bucket corners and slots in the spill guard improve visibility to the material. An optional wear kit includes floor liner, radius liner, upper/lower outer side plates. A selection of ground-engaging systems is available. Heavy-duty rock: Heavy-duty rock buckets are intended for use in extremely aggressive applications, such as face-loading tightly compacted pit materials, in which materials are moderately abrasive and high impact is frequently encountered. Atlas Copco Unveils PrimO Pilot Bit Atlas Copco Secoroc’s PrimO pilot bit employs enhanced features to increase the bearing and cutting structure life of the current pilot bit design. The PrimO pilot bit features a contoured shirttail to reduce heat on the seal area and carbide inserts on the shirttail to increase the life of the shirttail and seals. The PrimO also employs a dual seal arrangement that includes a primary seal and an excluder for longer seal life. Longer seal life in adverse conditions means longer running hours in the pilot hole and longer holes. In addition, the PrimO design incorporates the use of extremely hard carbide on the cone gage bevels coupled with enhanced carbide on the gage of the bit to reduce wear and improve gage life. Improved gage life means longer pilot holes with fewer trips for the customer and overall faster penetration rate as the insert retains shape longer. The PrimO pilot bit also utilizes proprietary synthetic lubricants for higher loads, longer bearing life and increased RPM. The combined features of the PrimO bit have shown performance in a field test 30 percent higher than the standard product in hard, difficult ground conditions, according to the manufacturer.

Allen Engineering Corporation Celebrates 50th Anniversary

A

llen Engineering Corporation celebrated its 50th anniversary with a huge open house and luncheon at its Paragould, Ark., manufacturing facility on April 24. Founders Dewayne and Mary Ann Allen hosted more than 300 guests at the event, many of whom have played a big role over the years in the success of the company. Political dignitaries from the state of Arkansas and other dignitaries from across the country made their way to the quaint city of Paragould to celebrate 50 successful years of business. After lunch, Jay Allen, Allen Engineering Corporation president, addressed attendees. “Today we are celebrating a unique dream; the dream to start a company from nothing and to grow it into an enterprise that makes a difference in people’s lives around the world. That dream, and this business started in a small rural town in Arkansas and has spread to over 60 countries. You are witnessing the fulfilment of that dream from Dewayne and his wife Mary Ann.” Dewayne echoed the thanks to the people in the room. “It’s been a good run. Anyone in this room has the same opportunity we had, if you want to take the chance. But if you do, you need to have a burning desire in your belly before you start. If you don’t have that, don’t worry about it, it won’t work.” A couple special tokens of appreciation from the employees were presented to Mary Ann and Dewayne Allen and vendors provided door prizes that went home with a few lucky attendees. According to reports, the construction work on the project has been awarded to a joint venture of DPR and Skanska, which serves as general contractor. NCM Demolition & Remediation is the subcontractor for the demolition work. In the original documents, Apple proposed to create “an integrated, unified, and secure 21st century campus surrounded by green space. This new development will provide a serene environment reflecting Apple’s brand values of innovation, ease of use and beauty. The entire 176-acre site will be redeveloped with sustainable, state-of-the-art office, research, and development facilities. The project replaces the current disjointed assemblage of aging corporate facilities with a single high performance office, research and development building, with supporting facilities. The buildings are located in a unified and secure landscape, which extends and connects the interior workplaces to outdoor facilities for relaxation, recreation and reflection.” When the drawings were unveiled at a Cupertino City Council meeting in 2011, late Apple CEO Steve Jobs was there. “It’s a pretty amazing building,” he said. “It looks a little like a spaceship landed, but there it is. The Doosan DXB260H hydraulic breaker features two-speed control of breaker frequency for improved efficiency in demanding demolition and rock-breaking applications. The cradle-mounted grease station delivers continuous grease flow, reducing bushing and tool wear while minimizing maintenance costs and downtime. Blank fire pro-

tection uses a cushion of oil at the base of the cylinder to reduce metal-to-metal contact. The breaker’s suspension system extends excavator workgroup life by absorbing harmful vibrations and stress waves. Also, a main valve design reduces hydraulic pressure peaks that can reduce pump life, crack excavator workgroup welds and cause system overheating. Finally, an energy recovery system on the DXB260H increases strike power by using energy generated by piston rebound. The DXB260H breaker comes with a mounting cap, auxiliary hydraulic hoses, cradle-mounted greaser, two moil points, toolbox and a nitrogen checking device. A one-year warranty is standard. Ron Wagstaff, project manager of Wagstaff Crane, said the Murray, Utah-based company chose the GMK6300L for its quick setup time on jobs that require heavy or high-reaching lifts. “We purchased the GMK6300L because it will save both us and our customers’ time and money,” he said. “For many demanding lifts with long reaches, we spend a fair amount of time rigging a jib for our Grove GMK5275 or GMK7550. But with the long boom and high capacity of the GMK6300L, especially on projects where there is just one lift, such as with HVAC work, we can cut setup times in half.” The 350 ton (317.5 t) capacity GMK6300L offers one of the

strongest lift capacities of any sixaxle, all-terrain crane in its class. The seven-section main boom extends to 263 ft. (80 m), one of the longest in the Grove product

range. The crane’s MEGATRAK independent suspension and allwheel steer system means its tires remain on the ground at all times, allowing it to easily navigate job

sites, according to the manufacturer. “We’ve had such great success with Grove cranes in the past that we’re confident the GMK6300L

will be a great addition to our fleet,” Wagstaff said. “Plus, it makes it easy on our operators to have a large Grove lineup because they are already used to their control systems.” Wagstaff plans to use the GMK6300L on an array of projects that include plant shut downs, HVAC jobs, bridge girder placement, wind turbine maintenance, steel erection and tilt-up projects. Also, the recent addition of two 550 ton (499 t) Grove GMK7550 all-terrain cranes enabled the company to expand into larger projects, as will the GMK6300L. Wagstaff Crane was founded in 1963, and has since grown to be one of the premier lifting companies in the intermountain area. ARTBA Suggests Public Signs Agreement Calls for States’ for Structurally Deficient Spans Contracts of Road By Early ’15 BRIDGES from page 1

construction work by the states over the past 10 years. “It would set back bridge improvements in every state for the next decade.” “The bridge problem sits squarely on the backs of our elected officials,” Black said. “The state transportation departments can’t just wave a magic wand and make the problem go away. It takes committed investment by our legislators. Members of Congress need to come to grips with that. Some of our most heavily travelled bridges were built in the 1930s. Most are more than 40 years old.” Bridge decks and support structures are regularly inspected by the state transportation departments for deterioration and are rated on a scale of zero to nine — nine being “excellent” condition. A bridge is classified as structurally deficient and in need of repair if its overall rating is four or below. While these bridges may not be imminently unsafe, ARTBA suggests they be sign posted so the public knows they have structural deficiencies that need repair. The ARTBA analysis of the bridge data supplied by the states to the USDOT found: • The 250 most heavily crossed structural-

ly deficient bridges are on urban interstate highways, particularly in California. With one exception, all are at least 39 years old. • Pennsylvania (5,218), Iowa (5,043), Oklahoma (4,227), Missouri (3,357) and California (2,769) have the highest number of structurally deficient bridges; Nevada (36), Delaware (56), Utah (117), Alaska (133) and Hawaii (144), the least. • At least 20 percent of the bridges in four states — Pennsylvania (23 percent), Rhode Island (22 percent), Iowa (21 percent) and South Dakota (21 percent) — fall in the structurally deficient category. State specific bridge information from the analysis — including rankings and location lists of the 250 most heavily travelled structurally deficient bridges in the nation and 10 most heavily travelled in each state — is available in the “Economics” section of www.artba.org. INDOT spokesman Will Wingfield said the plan calls for private investors to pay the costs the states don’t pay and then to receive annual payments through the toll collections. Officials have said it could take up to 18 years for the tolls to start generating a profit. The agreement said Illinois will take 39 years to pay its share of the costs, while it will take Indiana 35 years to pay off its share. The agreement estimates the cost of the highway to be nearly $1.51 billion and said that figure could be changed after the environmental impact study is completed. Officials with the two states had earlier placed the estimated cost at $1.3 billion. The states are still awaiting federal approval of the project.
