An original $350 million project cost was reduced to $93 million when the New Mexico Department of Transportation decided to focus on only immediate traffic needs in Albuquerque by increasing capacity to serve the next 20 years, according to Michael Smelker, project engineer of the New Mexico Department of Transportation. The project began in the fall of 2013 and was completed ahead of schedule in December 2014. Some bridge coatings and final paving will be completed in the spring of 2015. The goal is to improve traffic flow and safety at the interchange of Paseo del Norte and Interstate 25 and at the intersection of Jefferson Street and Paseo del Norte Boulevard in Albuquerque, N.M. Confidence Eases in April Confined Spaces 2015 From Four-Year High Rule to Increase The Equipment Leasing & Finance Foundation (the Foundation) released the April 2015 Monthly Confidence Index for the Equipment Finance Industry (MCI-EFI). Designed to collect leadership data, the index reports a qualitative assessment of both the prevailing business conditions and expectations for the future as reported by key executives from the $903 billion equipment finance sector. Overall, confidence in the equipment finance market is 70.7, easing from the four-year high of 72.1 in March. When asked about the outlook for the future, MCI-EFI survey respondent Valerie Hayes Jester, president, Brandywine Capital Associates Inc., said, “We have seen an increase in requests for equipment financing this month. We attribute this demand to increased confi-

dence in the economy and potential concern that interest rates may begin to rise in the fourth quarter. Our economy has shown tremendous resilience in these last years and that has influenced the mindset of those that need to purchase equipment for businesses. Capital and credit windows are at historic points; business owners know that this time is a good one to invest.” April 2015 Survey Results The overall MCI-EFI is 70.7, an easing from the March index of 72.1. • When asked to assess their business conditions over the next four months, 44.4 percent of executives responding said they believe business conditions will improve over the next four months, down see RESULTS page 71

Worker Protection The Occupational Safety and Health Administration issued a final rule to increase protections for construction workers in confined spaces. Manholes, crawl spaces, tanks and other confined spaces are not intended for continuous occupancy. They also are difficult to exit in an emergency. People working in confined spaces face life-threatening hazards including toxic substances, electrocutions, explosions and asphyxiation. Last year, two workers were asphyxiated while repairing leaks in a manhole, the second when he went down to save the first — which is not uncommon in cases of asphyxiation in confined spaces. “In the construction industry, entering confined spaces is often necessary, but fatalities like these don’t see RULE page 74

Children of Fallen Highway Workers Receive Scholarships Ten children of highway workers killed or permanently disabled on the job will receive college financial assistance from the American Road & Transportation Builders Association Transportation Development Foundation’s (ARTBATDF) “Lanford Family Highway Worker Memorial Scholarship” fund. The scholarship program was established in 1999 with a gift from two Roanoke, Va., highway contractors and their companies — Stan Lanford (1999 ARTBA chairman) of Lanford Brothers, and Jack Lanford (1991 ARTBA chairman), with Adams Construction Company. About 100 highway workers are killed on the job every year in roadway construction and maintenance accidents, and thousands more are seriously injured. Over the past 15 years, more than 100 children of these workers from across the country have received Lanford Family scholarships to pursue college and technical training. The 2015 class includes: Vybav Hiraesave, Dover, Del. Vybav’s father, Vasuki Hiraesave, was killed in an accident while working for the

Delaware Department of Transportation in March 2006. Vybav, a civil engineering major, attends the University of Delaware. Lyndsay Morgan, Daytona Beach, Fla. Lyndsay’s father, Steven Morgan, was killed in a November 2011 accident while working on Interstate 75 in Florida. She is a sophomore at Florida Gulf Coast University majoring in communication studies. Amy McNeil, Kountze, Texas Amy’s father, Jeffrey McNeil, was killed in 2005 while working for the Texas Department of Transportation on U.S. 69 in Beaumont. Amy will start a registered nursing program at Indiana State University in the fall. Carl Moser, Middletown, Md. Carl’s dad, Richard Moser, was killed in 2007 while working for the Maryland State Highway Administration on U.S. 340 in Frederick. In September, Carl will attend Franklin W. Olin College of Engineering in Massachusetts and will study electrical and computer engineering. Kaitlyn Henry, Dennison, Ohio

Kaitlyn’s dad, Gary Henry, was struck by a construction vehicle and killed in 2013 while working on a state highway construction project on Interstate 270 near Columbus, Ohio. Kaitlyn is currently attending Ohio University and is an intervention specialist major. Alexis Keefe, Wyalusing, Pa. Alexis’s dad, Bret Keefe, was killed in a car accident in 2001 while working for the Pennsylvania Department of Transportation. A junior, she is a marketing major at Bentley University near Boston. Leah Barnes, Bronx, N.Y. Leah’s dad, Donald Barnes, worked for the New York State Thruway Authority and was permanently disabled in 1995 when he was struck by a vehicle. Leah, a rising senior, is studying elementary education at Delaware State University in Dover. Standra Jones Jr., Gaston, S.C. Standra’s father, Standra Jones, worked for the South Carolina Department of Transportation. In 2007, he was struck and killed while taking down work zone traffic controls on I-26 in Lexington County.

Standra will major in architecture at Clemson University. Willie Blevins, Danielsville, Ga. Willie’s mother, Kathy Blevins, worked for the Gwinnett County Department of Transportation. She had just finished painting turn-lane lines when her vehicle was struck and she was killed in 2004. Willie will be attending University of Tennessee this fall and plans to major in chemistry. Emily Jones, Billings, Mont. Emily’s father, Richard Jones, an employee of Direct Traffic Control, was killed in a car accident in 2013. Emily, a freshman, is currently attending Montana State University majoring in criminal justice. Utility Locating Offers Quantifiable Project Savings By Peter Masters

“Given that it is difficult or impossible to pinpoint specific buried utility locations when viewing most of our as-built drawings, and the cost-overruns associated with poorly or undocumented buried utilities, we decided we needed a different approach to managing them. We were convinced such a system would save time, money, and increase safety in the long run,” said Hayes. However, achieving this goal would take a non-traditional way of thinking — being more concerned with the utility’s future needs, rather than the more common “getting your project done and out the door and moving onto the next project” approach.

Finding utilities buried in the ground so they can be avoided is normally “job one” before any construction project begins. Unfortunately, nine times out of 10, utilities and contractors are faced with the fact that there is no reliable paper record of what has been buried. In some parts of the country, utilities are more than 100 years old, and many utilities have been added or abandoned without being recorded. Damaging utilities can be costly, leading to cost overruns and project delays. In response, many are adopting subsurface utility engineering (SUE) practices that encourage utility locating. One interesting example is the San José-Santa Clara Regional Wastewater Facility, a large utility in the South San Francisco Bay, which developed a toolbox of methods to identify and document buried utilities. The program has already resulted in huge savings on several major capital improvement projects and brought them in on time and within budget. Changing Regulations and Trends Making Utility Locating More Critical Than Ever Most states have quasi-regulatory organizations that serve as a clearinghouse to notify utility owners of upcoming construction projects. These organizations, like Dig Safe in the Northeast or Underground Service Alert (USA) in California, then send out someone to identify and stake where utilities are buried. While this service makes it somewhat less likely that a buried utility will be hit, it is by no means foolproof. The information is rarely backed up with adequate records and employees use a very limited amount of technology to locate utilities. So contractors, utility owners, and others responsible for digging are left holding the bag if something goes wrong. If an accident happens the bill can be extremely high, leading to unacceptable project losses. In addition to project expenses, a few other factors are behind a growing interest in determining where utilities are really buried by using systems — and even more importantly, modes of thinking — that improve utility locating. One is the expansion of gas and oil drilling in the Midwest, where an increase in buried fuel pipelines has led to a greater potential for conflicts. Another factor is the new PAS (Publicly Available Specification) 128 on underground utility detection, verification and location. The PAS, produced by the UK National Standards Body, BSI, is intended to promote the use and drive the advancement of underground utility records during the planning, design, construction, and opera-

tion of underground utility infrastructure. It has resulted in a global interest among engineers and project managers in utilities and concrete to do a better job of locating before digging. California Utility Develops a Structured Toolbox to Respond Proactively One agency that has decided to respond proactively to these trends is the San JoséSanta Clara Regional Wastewater Facility (RWF), located in the South San Francisco Bay. Built in 1956, RWF cleans an average of 110 million gallons of wastewater per day, serving eight cities with 1.4 million residents and 17,000 main sewer connections. The facility is the largest advanced wastewater treatment facility in the western United States. The 2,600-acre site includes a 175acre wastewater operations area, a 750-acre

sludge drying area, and an 850-acre former salt production pond. According to Tom Hayes, Geosystems manager, knowing what is buried to a high degree of accuracy is absolutely critical to any of the many improvement and repair projects being done on the site. In the past, the utility could depend on veteran staff, those who had worked at the RWF for several decades or more, to tell them “what is buried where” even when there was no written documentation in the files. However, in recent years, many of these veterans have retired and current staff has little or no knowledge of the location of buried utilities. Furthermore, Hayes said that the utility did not have a documents management system, with as-built drawings scattered or in huge racks of hundreds of drawings, which makes it difficult and very time consuming to access.

A Look Inside the Toolbox In response, RWF implemented subsurface utilities engineering (SUE) practices, establishing its own Subsurface Utilities Management Program. Their goal was to document at least 90 percent of the utilities on the entire site to avoid problems for their large capital improvement program. They set out to document the utilities both on drawings and in a Geographic Information System (GIS) database. As part of the new program, RWF adopted the American Society of Civil Engineers (ASCE) ASCE C-I 38-02, Standard Guidelines for the Collection and Depiction of Existing Subsurface Utility Data, which helped them quantify how good the locational/positional accuracy of each of its buried utilities is. The goal of the standards is to “allow the project owner, engineer, and constructor to develop strategies to reduce risk, or at minimum, to allocate risk due to existing subsurface utilities in a defined manner.” Each utility in the GIS is assigned a Quality Level according to ASCE 38-02. The SUE practices included the implementation of a specific “Buried Utilities Management Toolbox Strategy” for better locating utilities. The toolbox includes a central GIS system; use of multiple utility designating technologies in addition to available drawings; ground penetrating radar (GPR); electromagnetic (EM) locators; magnetic locators; and a laser rangefinder. The approach is based on the understanding that you cannot depend on any single piece of equipment or data source when you need to locate a buried utility, or a multitude of buried utilities. Each tool or technology has its limitations. Said Hayes, “We found in our situation that the most effective strategy is to use a variety of tools and technologies and develop an approach where they can all work together. The utility soon learned it could not depend simply on its GPS; verification and cross checking of data with a GPR and the EM locator was necessary, since about 60 percent of utilities shown on the drawings were either incorrect or not there. This is quite a common situation at many industrial plants, like oil, wastewater or water facilities, where a maintenance group typically installs pipes, which are then buried. A separate capital improvement program deals with engineering design and drawings. The plant maintenance side typically does not document all the many small pipes and conduit installed over many years. The utility found that GPR was the tool most likely to identify a utility that is not in the GIS. The location and findings of the new information are input directly into the GPS while in the field, and later uploaded to the GIS. The GIS is dynamic, and is updated daily as the utility identifies additional information about each of its buried utilities. It now contains more accurate buried utilities information than the utility’s as-built drawings. “When we go into the field to locate a utility, we upload the GIS data for the area into our GPS, which is connected real-time via cell phone to our GPS Basestation,” explains Hayes. “This allows us to collect data and navigate to any buried utility in our GIS to within 4 inches.” In addition, anytime a hole is opened in the ground, and a utility is exposed, they take a photo of it, obtain the location of each utility with the GPS, and upload the information into the GIS back at the office. When they get a USA Ticket and arrive at a location, they usually know what to expect, what is buried where, and what it looks like based on photos. This saves time — and time is money in the construction business. Hayes calls the use of GPR a game-changer. “Despite the fact that we are located on the edge of San Francisco Bay Estuary with a high water table and clay soils, our GPR is able to function in approximately 70 percent of our service area. In some locations we can see anything up to 6 feet deep, while in

other locations we can only see utilities less than 1 foot deep. Despite these limitations, the use of GPR is absolutely critical to the success of our SUE program.” The team has been in many situations where their only choice was to use an inductive EM locater, which has a high degree of inaccuracy, or use the GPR. In this situation they typically use GPR because it usually allows them to see what is buried. Without GPR, he said, “We would just be literally throwing our hands in the air and saying we cannot help.” SUE Saves — How Utility Locating Reduces Construction Costs and Avoids Delays The SUE program has been successful in reducing construction costs and avoiding construction delays. For example, before the implementation of the Buried Utilities Management Toolbox Strategy, a new headworks facility was constructed at a total cost of about $90 million. RWF had to spend $1 million locating poorly documented or undocumented buried utilities, mostly by potholing at hundreds of locations. Potholing, actually digging holes to locate utilities, is the most accurate way to identify buried utilities, but is by far the costliest method. On average, a single pothole can cost from $2,000 to $5,000. In addition to the high cost of potholing, the poorly or undocumented buried utilities resulted in a sixmonth project delay. Based on a post-project analysis, if the toolbox strategy had been in place for this project, estimated savings would have been approximately $400,000, and there would have been less than three weeks of project delays resulting from poorly documented or undocumented buried utilities. This project was completed millions of dollars over budget and more than a year late. It was this experience that led directly to the development of the Subsurface Utilities Management Program, of which the Buried Utilities Management Toolbox Strategy is a critical component. Bomag BW11RH-5 Offers Centerpoint Articulated Steering The Bomag BW11RH-5 pneumatic tire roller boasts 35 degree centerpoint articulated steering, delivering a short 10-ft. (3 m) inside turn radius. This allows the front and rear tires to maintain tracking in turns, offering full width compaction in tight, winding curves to reduce the number of passes to reach desired densities. The five front tires and four rear tires of the BW11RH-5 deliver a compaction width of 68 in. (173 cm) with zero frame overhang, making this roller a perfect machine for intermediate compaction of highways, urban development roads, parking lots, driveways and chip-andseal applications, according to the manufacturer. The machine’s five front tires deliver +/- 4 degree oscillation on the two outside tires and +/-5 degree oscillation at the three center to kneed and manipulate asphalt, improving mat density. The centerpoint steering joint offers +/- 10 degree oscillation to help maintain wheel contact with material at all times. The nine 7.5x15, 14-ply pneumatic tires offer standard fully ballasted wheel loads reaching 2,222 lb. (1,006 kg) and ground contact pressure up to 82 psi (5.7 bar). Functional machine design of the new BW11RH-5 integrates ballast compartments into the frame. These strategically placed compartments lower machine center of gravity for stability and safe operation. The BW11RH-5 offers a standard 12,231-lb. (5,547-kg) operating weight, which can be increased to 20,000 lb. (9,054 kg) by adding ballast to maximize compaction forces. The Bomag BW11RH-5 pneumatic tire roller boasts 35 degree centerpoint articulated steering, delivering a short 10-ft. (3 m) inside t u r n radius.

This Bomag pneumatic tire roller is powered by a liquid-cooled, 74-hp (55-kW) Kubota Tier IV Final engine, meeting today’s most stringent emission standards. The roller’s hydrostatic transmission offers three travel speeds to match the speed of the paving train: 0 to 8 mph (0 to 12.9 kmh) in low range; 0 to 10.5 mph (0 to 16.9 kmh) in mid-range; and 0 to 15.5 mph (25.0 kmh) in high. The BW11RH-5 comes standard with a 140-gal. (532 L) tank. An optional pressurized spray system, complete with cocoa mats at each tire for even lubrication, is available to efficiently make use of available water and extend intervals between tank refills. When working in cooler ambient temperatures or windy conditions, optional heat shields help to maintain high tire operating temperatures, preventing asphalt pickup that could reduce mat surface quality. A single,

centrally located operator’s console on the BW11RH-5 features a swiveling seat to improve operator comfort and visibility, regardless of travel direction. A single lever provides effortless control of roller travel speed and direction. The operator’s console places controls

within easy reach and provides unobstructed visibility, boosting operator productivity. Designed with the service technician in mind, the BW11RH-5 features a wide-opening rear hood for easy access to the engine and all critical service points. All maintenance and check points are easily accessible from ground level, improving maintenance speed and safety. The maintenance-free, SAHR brakes are integrated into the travel motor, so the brakes apply automatically when the engine is shut down or with the loss of hydraulic system pressure in the transmission. Chicago Pneumatic Construction Equipment has introduced the CombiForm screed rail system, offering customers a total solution for surface leveling applications. The lightweight, leave-in-place screed rail system guides beams and screeds allowing operators to save time, labor, and transport costs compared to traditional methods. The CombiForm assists in the leveling process after the concrete has been vibrated. Utilized for most types of concrete floors in industrial, housing and office building applications, the CombiForm is cast into the concrete, providing operators with an efficient leveling solution. It saves time and labor with easy set up and does not require the concrete to be pre-leveled before screeding. The screed rail system is made of metal with a plastic strip on the top, which allows the beam to run smoothly, resulting in faster and more accurate floor screeding, according to the manufacturer. Suitable for all beddings with the ability to be assembled immediately prior to concreting, assembly is as easy as connecting sections of the CombiForm to create the span and leveling them with adjusting screws. Once the rails are set in place, the operator can pull the screed on top of them to achieve a flat and level floor. The plastic strip on the top controls crack formation, creating an expansion joint that can eliminate the need to

use a floor saw. The C25 can be utilized to make a new concrete surface layer on top of an old one, while the C45 is for standard floors; C65 to C125 is for standard housing applications and light industrial floors, and the C145 is for industrial and heavy duty floors. JCB Announces $1M Donation to Nepal JCB is supporting the relief effort in earthquake-hit Nepal by donating backhoe loaders and electrical power generators worth around $1 million. Ten backhoe loaders were made available immediately to the Nepalese Army and are now at work in the areas worst hit by the disaster, which has left more than 5,000 people dead and 10,000 injured. “It is shocking to see the devastation caused by this earthquake and the resulting widespread damage and destruction,” said JCB Chairman Lord Bamford. “On behalf of JCB, I express my heartfelt condolences to everyone affected by this natural disaster. JCB will continue to help the Nepalese government in every possible way.” JCB supplied the backhoes through its dealer, MAW Enterprises Pvt Ltd, in Nepal. The electrical power generators also are en route from JCB India’s factory in Delhi to help stricken communities caught up in the quake. The JCB backhoe loaders have been deployed to help ground relief efforts in the aftermath of the earthquake, which measured 7.8 on the Richter Scale. In

day about 154,000 vehicles travel this intersection and close to 500 accidents occur each year. The $93 million funding was received from four entities, including $50 million from the city of Albuquerque, $29.75 million from the State of New Mexico/New Mexico Department of Transportation, $5 million from Bernalillo County, and $8.25 million in federal funding. Those immediate traffic needs were identified as: • Traffic congestion for those traveling from the west side to the east side of Albuquerque, the Journal Center and downtown in the morning rush hour, by constructing a free-flow ramp. • Traffic congestion for those traveling from downtown, the Journal Center and the east side to the west side in the early evening by adding a flyover ramp. • Traffic congestion at the intersection of Jefferson Street/Paseo del Norte Boulevard by adding an overpass to improve east/west access and local traffic flow. Paseo del Norte is grade-separated above Jefferson Street to promote better traffic flow for the east-towest traffic on Paseo del Norte and to ease congestion for local traffic traveling north or south on Jefferson Street. Off-ramps from eastbound and westbound Paseo del Norte will provide access to northbound and southbound Jefferson Street. • The lack of connection for bicycle and pedestrian paths across I-25. Improvements will provide a critical bike system link across I-25 and to connect existing paths in the area. • Congested freeway access from east of the Paseo del Norte/Interstate 25 interchange by improving freeway access for traffic originating from the area east of the Paseo del Norte/Interstate 25 interchange. • Alleviating traffic congestion on I-25 between Alameda Boulevard and Jefferson Street to improve traffic flow, which will then enhance safety. The New Mexico Department of Transportation also faced challenges coordinating more than 50 crews using 250 sets of design plans for operations and office management for the day and night operations, that consisted of over 500,000 man hours, to ensure the project is completed on time. Crews worked six or seven days a week with two shifts each day. Daily and weekly coordination meetings were necessary to keep the operation running smoothly. The meetings also helped the management team “to look ahead and find ways to improve the critical path items to help finish them ahead of schedule,” Smelker said. Contractors also faced challenges when working within areas of the job site that were congested areas or corridors.

The project began in the fall of 2013 and was completed ahead of schedule in December 2014. Some bridge coatings and final paving will be completed in the spring of 2015.

The entire project was completed in four phases to maintain open lanes of traffic throughout the course of the project. Traffic switches were coordinated within the baseline schedule to help capture the entire scope of work related to each work zone, allowing

construction to stay on schedule and still be efficient, Smelker said. The north/south I-25 corridor was widened by adding one 3.25 mi. (5.2 km) northbound lane and one 1.5 mi. Also, the San Antonio Bridge was widened and there are additional turn lanes at the intersections of the I-25 frontage roads and San Antonio Street, according to information from the New Mexico Department of Transportation. The project was about 80 percent complete at the end of October 2014 with the completion of three lanes in each direction on I-25 between Alameda Street and Jefferson Street, and two lanes in each direction on Paseo del Norte between I-25 and the railroad crossing just past Edith Boulevard. The I-25 off-ramp was opened in early October with two dedicated right-turn lanes, two through lanes and two left-turn lanes, and a southbound I-25 of-ramp at Paseo del Norte with a through lane, a right-turn lane and a combination through- or left-turn lane. Construction then continued on one open lane on the westbound Paseo del Norte to the southbound I-25 loop ramp also is being completed, along with two open lanes for the new braided ramp just north of San Mateo for a northbound I25 access. On the east/west Paseo del Norte, a 4 mi. (6.4 km) segment is being reconstructed to three lanes in each direction west of Interstate 25 and widened to four lanes going westbound east of I-25. The atgrade crossing on Paseo del Norte west of Jefferson Street will be improved to make crossing it easier. Also, there will be a dedicated triple-right turn at the intersection of Paseo del Norte eastbound from the northbound I-25 frontage road to handle increasing traffic heading east, information from the New Mexico Department of Transportation states. Paseo del Norte will be grade-separated at Jefferson Street, creating free-flow traffic, meaning no signals, all the way to I-25. There will be a tripleright signalized turn lane from the frontage road south of Paseo del Norte to access Jefferson Street. And, the local access road north of Paseo del Norte will be improved to promote safety two-way traffic flow.

An inverted-tee pier cap is a pier cap with a cross-section shaped like an upside down capital letter T. Inverted-tee pier caps offer the advantage of very low depth below the bottom surface of superstructure girders, which improve vertical clearances below the pier cap. Most inverted-tee pier caps are made of concrete, sometimes posttensioned if required to achieve wider column spacings or overhangs, according to the Steel Bridge Design Handbook, Substructure Design by the U.S. Department of Transportation. Integral post-tensioned Pier cap involves construction of columns to the bottom of lower flange or to bottom of the pier cap. Then girders are erected on temporary supports placed near the column locations. The pier cap reinforcement is then placed about the same as con-

ventional construction. The concrete cap is poured up to the bottom deck slab. After removal of the cap formwork, post-tensioning system is placed and stressed. Minn.’s Virnig Manufacturing Grows From Humble Roots Virnig Manufacturing and Welding has come a long way since its humble beginning in 1989. Established in a two-car garage, just outside of the city limits of the rural community of Pierz, Minn., Dean and Lois Virnig started Virnig Manufacturing and Welding. The Virnigs business started with repair work for local farmers and construction companies in Central Minnesota. When it comes to superior service and quality work, word travels fast in a small town, and the Virnigs saw their little business grow quickly. Within five years of opening the doors, Dean and Lois moved from their makeshift shop into a larger building and expanded into manufacturing skid loader attachments and dump trailers, subsequently changing their name to Virnig Manufacturing Inc. High product demand and limited space warranted additions in 1994, 1997 and 1999. Finally, the Virnigs decided to build a state-of-the-art manufacturing facility in Rice, Minn., in 2001. In 2010, the Virnigs constructed an additional facility across the parking lot to add more workspace. To aid this organizational structure, Virnig is also implementing a kitting process supplying each employee with all the items required to complete the scheduled job at hand. Internal processes and space usage are constantly reviewed to find greater accuracy and efficiency within the manufacturing process. With such stringent quality control measures Virnig can offer a product warranty that few can match. Each attachment is tied to a serial number and inventory control system from start to finish. This allows configuration of product options, while still maintaining accurate order fulfillment. Omaha Standard Palfinger Adheres to OSHA Regs With Personnel Basket Responding to changes in OSHA regulations, while aiming to increase safety within the work truck industry, Omaha Standard Palfinger (OSP) has introduced a new personnel basket designed for Palfinger service cranes (PSC). The Palfinger personnel basket is a modern and advanced aerial lift solution developed especially for installation, maintenance and service work. OSP recognized the need for this product development following a change in OSHA regulations, which outlines that work must be performed out of a personnel basket as soon as the job is 3 ft. (.9 m) or more above the ground. The outcome is a light-weight, safe and user-friendly solution that expands the range of jobs that can be completed with a PSC, or PAL Pro package. Until the user is ready to work, the basket is completely stowed in a compact storage box that can be mounted on any work truck body — as long as it is accessible from the top. On a PAL pro mechanics truck it can be mounted right underneath the crane where it is not utilizing valuable cargo space. When the personnel basket is needed to complete a job, it becomes work-ready in less than 10 minutes. The

quick set up time is possible due to the triple lock docking mechanism — called the quick connect — which attaches the basket to the crane boom tip. Developed by the engineering team at OSP to ensure maximum safety, the Quick Connect does not interfere with regular crane operation and can be permanently mounted onto the boom tip. Case Introduces Five New Excavator Plate Compactors Case Construction Equipment introduced five new plate compactors to its attachments lineup — the SC-30, SC-60, SC-80, SC-110 and SC-220. The plate compactors are ideal for utility work, and are primarily used to compact the foundation in shallower trenches and prevent movement/ground upheaval. These plates run on unidirectional hydraulics and are available in a variety of sizes, ranging from 19 by 20 in. to 32 by 42 in. (48 by 51 cm to 81 by 106 cm). For soil compaction, the SC series can compact up to 4 ft. (1.2 m) — more than five times the efficiency of handheld compactors. For slopes, the SC series takes on the challenge of efficiently compacting materials on an incline. The new plate compactors also can drive and extract piles, fence posts, guardrails and more. Because of their design and ease of use, the plate compactors simplify compaction work without introducing another machine or operator into the already cramped space. Durable, Efficient Design The SC series of plate compactors is designed for heavy compaction tasks, with an “Angle Technology” base plate design that transfers and distributes vibratory forces more efficiently, and ultimately protects and extends the life of the compactor and carrier. The design allows for trench compaction in narrow areas where access is limited. The base plate also offers a lower center of gravity, which puts

the attachment’s energy where it’s needed the most, according to the manufacturer. The plate compactor’s shock mounts are tilted 15 degrees outward, allowing better force distribution across the plate, less stress on the compactor during operation and reduced wear. This design also improves performance and durability. Another feature of the plates is their flow control with a reverse flow check valve that’s standard on all models and a stainless steel pressure relief valve for added safety. The SC series features a wide variety of custom mountings available to fit a variety of carriers. Skid-Lift Begins Production of Scissor Lift Attachments Skid-Lift announced the production of its scissor lift skid steer attachment for construction, maintenance and agricultural industries. The Skid-Lift is a powerful but easy-to-operate attachment that allows work crews to reach up to 27 ft. (14 m) in the air, with 4 degree tilt and a stable working platform in the air. The company has teamed up with Norwood Sales of Horace, N.D., to handle distribution of its product, which is available for sale now. “We are excited to bring SkidLift to market. It represents years of design and engineering work that delivers convenience and a major cost savings to skid steer owners and rental stores,” said Guy Nelson, president of SkidLift. Skid-Lift works as an attachment for skid steers as well as tractors. The base legs of the Skid-Lift attachment are adjustable and allow professionals to work on all surfaces, including rough or uneven terrain.

“By eliminating expensive components, such as pumps, hydraulic drive motors, wheels, and batteries

used on standalone scissor lifts, Skid-Lift provides a lower cost of entry and ownership,” said Nelson.

“This unit will go anywhere my Bobcat will go. On our old unit, we had to lay down plywood to get

anywhere with it on soft ground,” said Brad Johnson of Johnson Farms. Loftness Offers TimberAx Doosan Offers Increased Skid Steer Attachment Capacity in Ditching Buckets Loftness’s TimberAx skid steer attachment is part of its VMLogix line of products. The TimberAx uses an exclusive knife system to cut grass, vines, brush or trees up to 6 in. (15 cm) in diameter, or intermittently cut material up to 12 in. (30.5 cm) in diameter. The 17-in. (43 cm) rotor of the TimberAx features a reverse-rotation design to lift material off the ground for proper cutting. Unlike forward-turning rotors, this design offers improved cutting performance and finer mulching without driving uncut material into the ground, according to the manufacturer. The knives are constructed of durable, low-maintenance alloy and can be sharp-

ened directly on the machine. An adjustable shear bar maintains a consistent distance from the knives to precisely control mulch size. The TimberAx is available in 53-, 63-, 73and 83-in. (134.6, 160, 185.4 and 211 cm) cutting widths and comes with a universal mount for attaching to all major makes and models of skid steers. Nine different hydraulic motor options are available to accommodate flow rates from 22 to 54 gpm (83 to 204 Lpm). The drive system consists of a threegroove banded belt with taper-lock sheaves and a spring-loaded belt tensioner. Units also are equipped with heavy-duty, oversized bearings with anti-wrap protection. Other standard features include an adjustable treepusher bar with claw hooks, dual crossover relief protection, pressure gauge, steel deflector chains, tachometer, spare parts kit and adjustable skid shoes. Ritchie Bros. Holds Record-Breaking Sale in Edmonton

R

itchie Bros. sold more than CA$215 million (US$177+ million) of heavy equipment and trucks at an unreserved public auction in Edmonton, Alberta from April 28 to May 1, 2015, making it the largest Canadian auction in company history. The auction broke multiple other company records, including global records for online sales (CA$105+ million or US$86+ million), total number of registered bidders (more than 14,000), number of online bidders (more than 8,150), total number of buyers (more than 3,200) and number of online buyers (more than 1,850), as well as a new Canadian record for number of lots sold (more than 7,700). Bids were made in person at the Edmonton auction site, online in real time at rbauction.com and by proxy. “This auction was certainly one for the record books,” said Randy Wall, president, Canada, Ritchie Bros. “With more than 14,000 registered bidders from more than 55 countries, we surpassed our previous global bidder record by more than 4,550 people. As a result of the high bidder turnout and the strength of the transportation, construction,

forestry and other sectors in Alberta, the rest of Canada and abroad, we saw strong pricing at the auction, despite continued market concerns surrounding lower oil prices. In particular we saw great pricing on all general construction, transportation, and aerial equipment, as well as all rental-related equipment.” The Edmonton auction, Ritchie Bros.’ firstever four-day auction in Canada, attracted bidders from more than 55 countries, including every Canadian province, two territories and 48 U.S. states. More than CA$192 million (US$158+ million), or 89 percent of the equipment was purchased by Canadian buyers, including 51 percent purchased by buyers from Alberta. The rest of the equipment was sold to buyers from around the world, as far away as the United Arab Emirates, Germany, Egypt, Malaysia, Thailand, Poland and the Netherlands. Ritchie Bros. sold equipment for more than 760 sellers, including a complete dispersal for Earth & Iron Inc. and a fleet realignment for A-1 Rentals. “I’m very proud of my iron, and I’m proud of what Ritchie Bros. did to market it.

In fact, we estimate that it will prevent about 780 serious injuries every year.” The rule will provide construction workers with protections similar to those manufacturing and general industry workers have had for more than two decades, with some differences tailored to the construction industry. These include requirements to ensure that multiple employers share vital safety information and to continuously monitor hazards — a

safety option made possible by technological advances after the manufacturing and general industry standards were created. “This rule will save lives of construction workers,” said Assistant Secretary of Labor of Occupational Safety and Health David Michaels. “Unlike most general industry work sites, construction sites are continually evolving, with the number and characteristics of confined spaces changing as work progresses. Bidders came from 49 countries, including 49 U.S. states. Approximately 55 percent of the equipment was sold to out-of-state buyers, from as far away as Australia, Chile, Italy, Taiwan and the United Arab Emirates. Online bidders purchased approximately 53 percent of the equipment sold (by dollar value). More than 3,900 equipment items were sold in the auction, including 310-plus truck tractors, 290-plus trailers, 95 plus excavators, 45-plus flatbed trucks, 50 crawler tractors, 40-plus dump trucks, 40plus winch tractors, 35 plus farm tractors, and much more.
