Progress Made on $125M Grand Avenue Bridge By Chuck Harvey CEG CORRESPONDENT
Auto and pedestrian bridges will be replaced as part of a $125.6 million, Grand Avenue Bridge construction project near Glenwood Springs and Interstate 70 in western Colorado. It’s the largest infrastructure project in western Colorado in more than 25 years. The 1,000-ft. (304.8 m) Grand Avenue Bridge and nearby 600-ft. (183 m) pedestrian bridge serve as a vital connection between downtown Glenwood Springs, the historic Glenwood Hot Springs district and Interstate 70. The 30month project will address the functional and structural deficiencies of the current bridge including emergency service response and reliability as a critical transportation route. The Grand Avenue Bridge was built in 1953 as a two-lane bridge with sidewalks on either side. It had an anticipated 50 to 60 year lifespan. The new pedestrian bridge is expected to be ready for use in February 2017. The bridge project began in January. The estimated completion date for the vehicle bridge is July 1, 2018. Granite/RLW joint venture is contractor for the project. The joint venture is comprised of Granite Construction Inc.

LAS VEGAS (AP) Raiders owner Mark Davis pledged this week to relocate his NFL team from Oakland to Las Vegas if a proposed $1.4 billion, 65,000-seat domed stadium is built. Here are some hurdles the proposal would have to clear before becoming reality.
Securing Funding Public funds would cover $750 million of the project’s construction
costs under a proposal from the Las Vegas Sands casino company and Majestic Realty, which are partnering to develop and operate a stadium. That bill would be financed over 30 years through $50 million annual payments, likely from a hotel room tax. Hotel rooms in and around Las Vegas already face a 12 percent lodging tax that yields more than $600 million a year. About 40 percent of the revenue goes to the Las Vegas Convention and Visitors Authority to see RAIDERS page 24

DENVER (AP) The Colorado Supreme Court struck down attempts by two cities to ban or delay fracking, a major victory for the oil and gas industry. The court ruled that a ban on fracking in Longmont and a five-year moratorium in Fort Collins are invalid because they conflict with state law. State officials and the industry argued the state has the primary authority to regulate energy, not local governments. The courts may not have the final say, however. Fracking critics hope to get at least five measures on the November ballot to amend the state Constitution to restrict the industry or allow local governments to do so.

The industry has said it will fight those proposals. The cases before the Supreme Court were an outright ban on fracking approved by Longmont voters in 2012 and the moratorium imposed by Fort Collins voters in 2013. The Colorado Oil and Gas Association sued both cities, and lower courts threw out the ban and moratorium. The cities appealed, and the cases were put on a fast track to the Supreme Court. The oil and gas association “has always maintained that these bans on responsible oil and gas development are illegal, and we’re pleased that today the Colorado Supreme Court has agreed with us,” said Dan Haley, president of the group. Longmont Mayor Dennis Coombs expressed disappointment in the ruling. But he said the city has other regulations in place, including a ban on drilling in neighborhoods and minimum distances between wells and waterways. Fort Collins officials were reviewing the decision, spokeswoman Emily Wilmsen said. At least three other local governments have imposed a moratorium on fracking or on oil and gas development. The city of Boulder and Boulder County each said it was reviewing the decision. Bill Tuthill, attorney for the city and county of Broomfield, said he expects a judge to over-
turn Broomfield’s moratorium. The oil and gas association also sued Broomfield, and the case was on hold awaiting the Supreme Court ruling. The Colorado decision has no direct effect outside its borders because oil and gas regulation is largely left up to individual states. New York has banned fracking, while lawmakers in Texas and Oklahoma have blocked local governments from imposing bans. In California, Gov. Jerry Brown appointed a panel to study the issue. Fracking, or hydraulic fracturing, has long been a contentious issue in Colorado, the nation’s No. 7 energy-producing state. Fracking injects a high-pressure mix of water, sand and chemicals underground to crack open formations and make it easier to recover oil and gas. Combined with other drilling techniques, it opened up previously inaccessible oil and gas reserves and boosted the economy, although low oil prices have led to widespread layoffs and a steep decline in drilling. Critics worry about danger to the environment and public health from spills and leaks. Others say around-the-clock noise, lights and fumes from drilling rigs make their homes unlivable as oilfields overlap with growing communities. The industry says fracking is safe and that drilling companies take steps to minimize the disturbances. Colorado regulators approved new rules earlier this year intended to ease the conflicts by giving local governments the right to consult with energy companies on the location of multiple-well drilling sites and other big facilities. But the rules generally don’t allow governments to set their own regulations. Many critics of the industry say that’s what is needed to protect property values, peace and quiet and public safety. The industry said the new rules went too far. The Legislature has mostly stayed out of the issue this year, waiting for the Supreme Court's decision. Gov. Mead Hails Carbon-Conversion Lab Possibilities GILLETTE, Wyo. (AP) Gov. Matt Mead and others are hailing the possibilities of an industrial-scale laboratory where researchers will test new technologies to make profitable use of carbon dioxide emissions from a coal-fired power plant. Construction of the Integrated Test Center already has begun at Basin Electric’s Dry Fork Station power plant near Gillette. The governor and others gathered for a groundbreaking ceremony. Officials say the ultimate goal of the project is to prevent Co2 from entering the atmosphere and put the gas to profitable use, such as manufacturing exotic materials. Eventually the lab will host teams from around the world that will compete for $20 million in prize money to develop carbon conversion technology. The project coincides with bankruptcies and layoffs that have beset Wyoming’s coal industry in recent months. The Sacramento Transportation Authority will seek voter approval of a half-cent transportation sales tax in November to cover $3.6 billion in highway, bridge, rail and road maintenance projects within Sacramento County over the next 30 years. The tax, if approved, would generate $120 million for projects annually. With input from city and county engineers, planning staff and members of the community, the authority developed a wish list of projects to reduce traffic congestion and adjust to future growth. “The primary goals are to improve mobility and safety,” said Jeffrey Spencer, executive director of the Sacramento Transportation Authority. He said mobility and safety pertain to movement of both people and goods. County officials began planning major transportation projects three years ago. They determined that a supplemental sales tax was the way to cover needed road work in the long term.

(AP) The board that oversees California’s high-speed rail project approved a revised $64 billion plan that calls for the train to go from the Central Valley to the San Jose area before it heads to Southern California, acknowledging the political reality that federal and private financing has fallen far short of what backers had hoped. The board gave its approval at a brief meeting in Sacramento, a week after postponing a planned vote to make changes to the revised business plan. Central Valley lawmakers and activists complained vocally after a planned stop in Merced already under construction was left out of the most recent proposal for the bullet train
released this winter, prompting officials to reverse course again and restore the stop. Dan Richard, rail board chairman stressed that high-speed rail officials heard the complaints of Madera and Merced officials who were outraged when they learned plans called for their cities to be cut out of the first phase of work. “What came out was a really vital sense of how important this connection was for including those regions,” he said. High-speed rail CEO Jeff Morales told the board that the state will spend $4 billion in Southern California to prepare for the bullet train, seeking to reassure worried officials that a recent change in plans calling for the train to head first to San Jose might mean the train never makes it to the Los Angeles area. choose, by a two-thirds public vote, to tax themselves to implement their community’s transportation agenda. As a member, Sacramento County receives help in getting transportation measures put on the ballot. Also, sales tax funds help secure matching state and federal money for transportation projects. On April 29, the transportation authority approved an expenditure plan that sets priorities and provides funding for various modes of transportation. The plan states that 70 percent of revenue would be allocated to local roads and transit capital, operations and maintenance and two major regional highway traffic relief projects. Capital City Freeway Widening One of the highway projects is to widen the Capital City Freeway (Interstate 80 Business) including widening of the freeway bridge over the American River in Sacramento. Crews would add a new bus-carpool lane in each direction from J Street to Watt Avenue. “There would also be widening for a series of auxiliary lanes and transition lanes in the same area,” said Dennis Keaton, public information officer in Caltrans’ Sacramento office. Construction of wider shoulders to handle stalled vehicles is reportedly part of the plans as well. In addition, a bike and pedestrian travel-way would be built on the
bridge over the American River, separated from cars. It would connect to existing bike trails on both sides of the river. Workers would also make “complete streets” improvements to roads that parallel or bisect the Capital City Freeway, Keaton said. Complete Streets are streets designed and operated to enable safe access for all users, including pedestrians, bicyclists, motorists and tran-
sit riders of all ages and abilities. Transportation sales tax allocation to the Capital City Freeway project is $200 million. Spencer noted that the allocation is local funding and matching dollars from state and federal sources would complete the funding. The project is considered vital because the Capital City Freeway has become one of the busiest routes in the Sacramento area.
The project expenditure plan requires that 75 percent of funding for the first five years be reserved for “Fix it First” projects including road, bridge and infrastructure repairs. Potholes would be filled in and some streets repaved under the plan.
Capital Southeast Connector The other major regional highway project is known as the Capital Southeast Connector. The connector is a planned 35-mi. (56 km) parkway that will stretch from Interstate 5, south of Elk Grove, to Highway 50 in El Dorado County. It would contain two to three lanes in each direction. Sales tax allocation would be

$125.26 million. Estimated total for the project is $456 million. A small portion of the connector is in El Dorado County, so funding for that portion comes from sources other than the proposed local tax. Freeway Views Are Hot: Homeowners Cozy Up to Eyesores By Alex Veiga AP BUSINESS WRITER
LOS ANGELES (AP) Robert Leviton’s loudest neighbor is a 12lane freeway. The busy stretch of highway that runs alongside his townhouse complex is visible from his northfacing windows. The drone of passing motorists is audible throughout. He can even hear a muffled version of it when his windows are shut. “I was a little bit worried about how close it is to the freeway, but it really doesn’t bother me,’’ said Leviton. He paid $666,000 for his townhouse, more than triple the U.S. median home sales price. But it allows him to live in a new home within biking distance of his work and it was cheaper than other homes he considered. Living near highways, train tracks and other urban eyesores has long been an unfortunate fact of life for residents of big, crowded cities around the world, including in tightly-packed cities in the United States. Now the rising popularity of urban living across the country, along with a shortage of land in desirable locations, has made these dingy corners of cities
hot properties for developers and home buyers, despite loud and ugly neighbors and the potential health hazard of living closer to pollution. “Land is so scarce that the properties that are available for residential development tend to be those fringe properties,’’ said Tim Barden, senior vice president at Land Advisors Organization, a national land brokerage. “We generally see multiple offers on all of our listings.’’ The real estate pros call this “infill’’ residential development. Developers buy the land, demolish what was there and remove contaminants that may have leeched into the soil, something common with industrial properties. Trashfilled lots, older buildings, churches, factories, bowling alleys and parking lots are all making way for new housing. These parcels of land are attracting developers even if they aren’t zoned for residential construction yet, especially if they are within or bordering an established residential neighborhood and within walking distance of shops, restaurants and other urban conveniences. “You tend to see this in big metros that have a lot of desirability
because of jobs, because of lifestyle,’’ said Jody Kahn, senior vice president of research at John Burns Real Estate Consulting, which is advising more builders on infill development these days than ever. “People want to live there.’’ In places like Los Angeles, San Francisco and New York, where available land has long been scarce, developers are finding they can develop almost anywhere close to the city and find buyers. One reason is the rise in rents and home values, and the low inventory of previously occupied houses for sale in many markets. These trends, which have been driving gentrification in many big cities, can also make housing on infill sites an attractive and relatively less pricey option for would-be homebuyers. Andrew Skinner recently bought a new townhouse built on the former site of a Sriracha hot sauce factory 8 miles east of Los Angeles in an 88-unit complex that is separated from a phalanx of warehouses by a storm water channel. Skinner and his wife bought a four-bedroom, three-and-a-half bath townhouse for $675,000 after failing to find anything bigger than his former house for $725,000 and up.
He doesn’t have any road noise to worry about. For him, it’s the whistles of trains that rumble on tracks nearby. “My wife is the daughter of a railroader,’’ Skinner said. “She grew up with trains, so we don’t particularly care.’’ Across the country, there is a wave of housing development along a putrid canal in Brooklyn that was designated a Superfund site in 2010. But this kind of development also is happening in U.S. cities that have long been more affordable, like Cleveland and Philadelphia, according to Kahn. “Philadelphia is undergoing this unbelievable change where everybody is moving from the suburbs into the city, so then you have this regeneration of an urban area that had kind of fallen into tough times,’’ Khan said. “You definitely have warehouses and other [places] that are getting reused, generally for higher-density, midrise housing.’’ Southern California builder Olson Homes has bought land from at least five churches the past couple of years, in addition to building on the former sites of warehouses and other commercial properties, and right along highways.
Leviton’s townhouse is one of 33 built by Olson along a stretch of Interstate 210 in Pasadena that sold out as of February. While many buyers may not want to live next to a highway, those who do balance the downside with being walking distance to public transportation, restaurants and shops, said Olson Homes CEO Scott Laurie. “Is it for everybody? Absolutely not,’’ Laurie said. “But it’s for the majority and it’s for the millennial buyer who understands the trade-offs.’’ One of those trade-offs includes the higher health risk of living near major highways. According to the Environmental Protection Agency, people who live near major roads appear to experience health problems associated with air pollution more often and more severely, including asthma, cardiovascular disease and impaired lung development in children. It’s just not something Leviton is worried about. “I ride my bike around town and there are cars all over the place and it doesn’t seem to bother me,’’ he said. communities in El Dorado and Sacramento counties with Folsom, Rancho Cordova and Elk Grove in order to reduce congestion and spur economic investment. The connector would help relieve congestion on two-lane roadways that currently serve the corridor. The Capital Southeast Connector is expected to have a significant impact the area’s economy and job picture. Its construction is forecast to create more than 5,400 new jobs, add $831 million in economic output and provide $23 million in new indirect business tax revenue. Regional labor income should jump by $310 million. The Capital Southeast Connector project is managed by a joint powers authority that includes El Dorado and Sacramento counties and the cities of Elk Grove, Folsom and Rancho Cordova. Population, Need Considered Spencer said the amount of money allocated to each city is driven by population and need. Part of the need is operation and expansion of transit systems. The transportation expenditure plan also allocates 30 percent of revenue to regional transit operations, including buses and trains, and light rail extension. Work would begin on a light rail Green Line from downtown Sacramento to the Sacramento International Airport. Much of the initial rail line work would be on a new multi-use bridge over the American River. The bridge would link Natomas and downtown. In addition to serving light rail, the bridge would provide a Truxel Road
crossing for cars, bicycles and pedestrians. Truxel Road is south of Interstate 80 and east of Interstate 5. Truxel Road would connect with Richards Boulevard after the bridge is built and the roadway is extended to the south. No predictions have been made on when the proposed projects might start. But if the ballot measure is approved, project-specific design and environmental work for major road and bridge projects could begin fairly soon, Spencer said. The project expenditure plan requires that 75 percent of funding for the first five years be reserved for “Fix it First” projects including road, bridge and infrastructure repairs. Potholes would be filled in and some streets repaved under the plan. Many of the infrastructure repair jobs would be able to start right away. “Investing in road repair and Fix it First projects is critical, especially as federal and state funding has become more limited,” said Kerri Howell, Folsom City Councilmember and chair of Sacramento Transportation Authority, in a release. She said it is important to ensure funding for the public transit system is available as well. But construction start of major highway projects may not be too far down the road. If a project is in an area where roads are in mostly good condition based on a formula, then a major project could potentially begin in fewer than five years. PIRTEK Opens San Leandro Location Serving East Bay Area PIRTEK has opened a new service and supply center in San Leandro, Calif., a community south of Oakland with about 400,000 residents. The new facility at 1997 Burroughs Ave. is part of the company’s ongoing expansion efforts throughout the United States. PIRTEK has 57 service and supply centers across the country. PIRTEK provides hydraulic and industrial hose replacement sales and services from its service and supply centers. The new 4,200 sq.-ft. (390 sq m) facility in San Leandro has a staff of seven, with three 24/7 mobile service vehicles ready to be dispatched for on-location work. San Leandro lies in the East Bay area of California. Franchise owner Daniel Currid said this should prove an excellent spot for a PIRTEK service and supply center. “There’s plenty of industrial activity going on in this area,” said Currid, who is operating the business with his wife, Kathryn. “There’s a port and an airport. The region is heavy with companies that do construction, manufacturing, marine work — all kinds of industries. It’s an excellent market.” Currid comes to PIRTEK after 18 years at a local Caterpillar dealer. “It was a great experience,” he said. “But I wanted to be my own boss, so I started

The changes also include adding a station in Wasco, near Bakersfield. The new plan avoids the expensive and tricky engineering work required to tunnel through the Tehachapi mountains in Southern California delaying those residents’ complaints for a while. The first stretch would begin operating in 2025, three years later and 50 mi. (80.5 km) shorter than the original planned route that would have first connected to the San Fernando Valley. The authority is required by law to update its business plan every two years and proposals and funding projects for the system have frequently changed, leading to criticism that the latest proposal is no more likely to become reality than any of the others. The remaining $650 million would come from private sources. Davis said the Raiders are willing to put $500 million toward the project, including a $200 million loan from the NFL. Majestic and Sands might front the remaining $150 million, but they also are proposing a “tax increment area” that could help them recoup that cost and fund ongoing stadium maintenance, said Guy Hobbs, who’s advising government officials on the financial details of the project. That means stadium operators would keep tax revenue generated at businesses close to the stadium. In exchange, operators would bear the risk of operating losses or overruns in construction cost.
Winning Over Panel Stadium proponents made their case to the Southern Nevada Tourism Infrastructure Committee, a group commissioned by Republican Gov. Brian Sandoval to evaluate projects that would keep Las Vegas’ tourism industry competitive. The panel includes elected officials and casino company representatives. The group wants more specifics from stadium proponents about the financing plan, and it will conduct its own analysis to determine what size contribution would be a good deal for the public, said chairman Steve Hill of the Governor’s Office of Economic Development. Board members are trying to balance the stadium proposal with another project that might also tap into room tax dollars — an upgrade and expansion of the Las Vegas Convention Center. Brauer Construction had piles of bedrock lying around its facility. In most cases, Brauer would take the bedrock and fit it into a hole that was large enough to accommodate the size. Sometimes, there are no holes to be filled, so the company would place them in a quarry. That was when Jason Brauer, owner of Brauer Construction, searched the internet for a machine that would help him get rid of his bedrock. When he did his search, he found the MB crusher bucket and purchased it to crush the bedrock. “We didn’t crush before. We used the rock where I would see fit. We would dump the bedrock in a quarry, or bring it to a job and bury it. We would find bigger holes to fill,” Brauer said. “We were looking for a mobile machine [when we were searching the internet].”

Simply replace a worn X-CM module with a new module instead of replacing the entire core bit. Hilti X-CM core bits offer contractors additional productivity by enabling fast and easy core removal and fast bit removal in the event a bit becomes stuck in the concrete. Contractors will find having one barrel and three X-CM modules is comparable to three complete bits, and since replacing a module is less expensive than buying an entire new bit, it is more cost effective, according to the manufacturer. Also, modules are easier to store and transport than complete bits, giving you the ability to always have a back-up. The extreme duty brush cutter (RS72) is the latest addition to the ever-expanding lineup of Worksite Pro attachments and is optimized to work with select John Deere E- and D-Series skid steers, compact track loaders (CTLs).
Site preparation, clearing and maintenance tasks are now easier, safer and more productive for operators with the new John Deere extreme duty brush cutter attachment. Traffic Impacts Exit 116 (main Glenwood Springs to Aspen exit) westbound off-ramp is in a one-lane configuration. The one-lane closure is necessary for a storm drain utility project. Both lanes of 7th Street from Colorado Avenue to Cooper Avenue are closed to traffic. Heavy equipment and construction vehicles are under the Grand Avenue Bridge for the 7th Street utility project. Access to River Street from Laurel Street is restricted to construction traffic only. Access from the Historic Hot Springs District remains open. Interstate 70 eastbound Exit 116 is reduced to one lane of traffic for approximately 2,000 ft. (609.6 m). This will be the condition for throughout Phase 2. The speed limit has been reduced to 40 mph in this area. Project Challenges So far the project has proceeded as expected. But weather can be a problem especially during winter months. “Weather in the Rocky Mountains is always a factor that can impact the project schedule,” Newland said. Gov. Bullock Launches Infrastructure Plan to Build Montana, Grow Economy Gov. Steve Bullock launched his plan to fund millions of dollars of infrastructure needs across Montana and create thousands of good-paying jobs now and for future generations of Montanans. “My number one priority moving into the 2017 legislative session is once again to invest in infrastructure across the state, and I am calling on every legislator that comes to Helena in January to put Montana jobs over Montana politics and get this done,” said Bullock, speaking at a press conference in Billings. “Together we can build up Montana’s infrastructure to ensure that Montana communities, businesses, and residents have efficient and reliable infrastructure that sets the foundation for a thriving economy, creates countless jobs, and protects Montana’s quality of life for this and all future generations,” he continued. Bullock was joined by Dick Anderson, CEO of Dick Anderson Construction, as he called on Montana legislators to put aside partisan politics and responsibly invest in Montana’s infrastructure needs, including water and wastewater systems, public schools and universities, roads and bridges, and create good-paying jobs and grow Montana’s economy. “Infrastructure repair and development in Montana is one of the keys to our continued economic success and Montanans cannot afford to have our infrastructure continue to deteriorate because the legislature’s inaction and political
posturing,” Anderson said. “Montana is a place we are all proud to live, raise our families, build businesses, and call home. Governor Bullock is taking a bold step to develop a sustainable way to fund important infrastructure, and ensure the Montana we pass on to our kids and grandkids is even better than today.” Bullock’s plan calls for a $200 million investment of cash and bonds during the 2017 legislature to fund critical infrastructure needs across the state. In addition, Bullock is proposing a long-term funding mechanism for the infrastructure needs of the next generation of Montanans. Bullock is proposing dedicating 75 percent of the revenue coming in to the Coal Tax Severance Fund to create the Build Montana Trust to fund Montana’s infrastructure needs in the future. The two of the previous sub-trusts that fund the Treasure State Endowment Program (TSEP) and Rural Water Projects will mature in 2017 and be fully funded, meaning that while no additional revenue will flow into the trusts, the corpus’ will generate enough interest to fund projects in perpetuity. Montana Invites PayPal to Set Up Shop After Firm Spurns North Carolina By Bobby Caina Calvan ASSOCIATED PRESS
HELENA, Mont. (AP) Montana officials sought to capitalize on North Carolina’s loss and announced that they would be courting PayPal to open an operations center. In a letter, Gov. Steve Bullock and U.S. Sen. Jon Tester commended the online payment company for its decision to drop plans to invest $3.6 million in a center in North Carolina because a new state law restricts protections for lesbian, gay, bisexual and transgender people. Bullock and Tester invited PayPal to consider bringing the center and its 400 jobs to Montana. “Unlike North Carolina, we believe that an inclusive business environment creates a strong business environment,” the joint statement said. Bullock spokesman Tim Crowe said state officials were prepared to discuss financial incentives involving a possi-
ble move. “There are a few state-funded programs that could be used to incentivize such an investment by them in Montana,” Crowe said. The state could provide as much as $5 million in funding, including as much as $3 million from the Big Sky Trust Fund, which provides grants of $7,500 per job created, he said. Vermont Gov. Peter Shumlin has invited PayPal to expand in his state. In a statement, Shumlin said he had written PayPal, pointing out Vermont’s “history of non-discrimination” and burgeoning high-tech industry. The company said that it will begin a search for a new location that will include consideration of what is best for PayPal, its customers and its employees. The company did not elaborate. The company previously said its decision to pull out of North Carolina reflected its belief that all people should be treated equally.
The controversy over LGBT protections erupted last month when North Carolina Gov. Pat McCrory, a Republican, signed into law a measure barring Charlotte, the state’s largest city, from enacting an anti-discrimination ordinance. On Tuesday, Mississippi Gov. Phil Bryant, another Republican, signed a “religious freedom” bill that allows people, religious groups and businesses to refuse service based on religious belief or moral convictions. Montana does not have a nondiscrimination law protecting people who are gay, lesbian or transgender, but Bozeman, Butte, Helena and Missoula have such local laws in place. In January, Bullock signed an order prohibiting discrimination against state employees and contractors because of sexual orientation or gender identity. Choctaw Nation Brings Tribe Together Under One Roof in Durant, Okla. By Molly M. Fleming THE JOURNAL RECORD
DURANT, Okla. (AP) Choctaw Nation Chief Gary Batton said he focuses on tribal culture. But it’s hard for him to demonstrate that when the tribe’s cultural services office is housed in a double-wide trailer. The Journal Record reported that the location will change by early 2018, when the tribe opens a five-story, 500,000-sq.-ft. (46,452 sq m) headquarters building. T.R. Kanuch, senior executive of commerce said the project will cost $219 million. The building will be on Durant’s south side, west of the tribe’s casino and close to the Big Lots distribution center. The tribe leases space in 32 locations across Durant, meaning employees often have to drive for meetings. For Choctaw citizens, having to visit multiple offices means spending time driving around the city. Batton said the new headquarters will address those issues and help move the tribe forward. Kanuch said he thinks having everyone under one roof will produce many positives for the tribe. “It’s a lot easier to share ideas,” he said. “It creates some synergies. Being the business guy — productivity — it has to go up. We won’t spend as much time traveling around.” But getting people from several places into one building wouldn’t be an easy task. Oklahoma City-based Frankfurt-Short-Bruza Associates designed the building; however, they had a lot of steps before they put pen to paper and planned the facility. The first step was learning who needed to be neighbors, said Jason Holuby, project principal architect. He and a team from FSB went to Durant and met with every office, talking to the employees about their needs and with whom they often work. FSB talked to tribal leadership about future needs. Holuby said the building has space to accommodate expansion for the next 10 years, but the site has room for additional buildings as needed for the next 50 years. The entire third floor is
empty, with other spaces and rooms that can be converted into offices. When the headquarters opens, about 900 employees will occupy it. The office layout was only one part of the pre-design work. The FSB team also had the nation host a cultural immersion workshop so it could learn the tribe’s story and what symbols were important to it. The building’s exterior features red brick, an element in the existing headquarters. It also has a light stone diamond-shape accent. The figure is an important Choctaw symbol and is seen on traditional attire. The large windows have feather-shaped line designs. The windows allow for natural light and create a modern, contemporary look. Since the tribe’s existing headquarters is a 100-year old building, Holuby thought more people would want something historic-looking, but that wasn’t the case. “There was a lot of tribal leadership that really wanted a more modern, contemporary design,” he said. When people enter the building, they will see a two-story rotunda, as well as plenty of seating space. The round lobby was important to the tribe, as a circle associates with family, the tribe and the circle of life, said Toni Brungard, interior designer with FSB. The first floor has more than 20 offices, all of which are highly sought by citizens. First-floor departments include education services, career development and language. Batton and Assistant Chief Jack Austin Jr.’s offices will be directly behind the reception area. “It really speaks to how important it is to [Batton] to be accessible to the citizens,” Holuby said. The lobby’s east wall will have a video board displaying a sun shape made of diamonds that, when touched, tell the story of a Choctaw citizen. The eastern direction is important to the tribe, as that’s the way they traveled to Mississippi. The lobby’s western wall will have a video board telling the tribe’s western migration to Oklahoma. When people walk by the chief’s
office, they will walk through either the Community Hall or the Hall of Chiefs to get to the cafe and conference center, a one-floor facility. Brungard said Batton wanted to emphasize family in the cafe, so a family tree came to mind. There will be a wooden tree on the wall, with diamond and feather-shaped leaves. The cafe is called Roots. There will be natural finishes throughout the building, such as a wooden tile and stonework. Each floor will be accented with colors to reflect earthly elements, such as fire and the water. The first through fifth floors will be fire, sun, earth, water and wind. For example, the fire floor will have red accents, and the sun level will have yellow. Brungard said this will help with way-finding. As the floors progress from the second to fifth levels, the service departments typically have fewer interactions with citizens. The fifth floor will house the agriculture, government relations, public relations and risk management offices. There also will be a large space — where the rotunda ends on the second floor — that was designed for tribal dancing. “We had the structural guys make sure that area can hold dancing,” Brungard said. Bratton requested a storm shelter underneath the building. Manhattan Construction Group will build the facility. Barker Engineering did the civil engineering work. HowardFairbairn Site Design Inc. designed the landscaping. “This is a legacy project,” Batton said. “This is very important to us as a tribe. When I think about all the adversities we’ve faced — like the Trail of Tears — this project really shows that we have arrived as a tribe. This won’t be just a building. Bomag’s Intelligent Vibration Control Increases Efficiency Offering high 4,320 vpm (72 Hz) vibration frequency, the Bomag BW120SL-5 tandem vibratory roller features intelligent vibration control (IVC) to increase compaction efficiency. With IVC, the exciter system guarantees consistent compaction of the material with reliable results achieved in minimal passes. Adding the optional Bomag economizer to the roller removes the guess work out of compaction and eliminates over-compaction by measuring and displaying material stiffness via a simple-to-read LED light gauge on the dash. The BW120SL-5 roller generates 8,993-lb. (40-kN) centrifugal force to deeply penetrate asphalt and base materials. Easy accessibility to the water pump, spray nozzles and central tank water drain allows service personnel to quickly maintain the water system. A centralized lifting point enables the roller to be quickly loaded and unloaded on a trailer, while a foldable ROPS structure reduces machine transport height. The Bomag BW120SL-5 roller’s pressurized water spray system and large 43.6-gal. (165 L) water tank provide long
operating times between refills. The operator can select from five different water spray timing intervals to further extend operating intervals between refilling. The spray nozzles are shielded to ensure uniform drum coverage, especially when operating in windy conditions. Two filters on the water system help keep particles from entering the pressurized system, and the spray nozzles feature a quick-disconnect design for fast and easy unplugging. Center drive is suitable in all paving applications and works best for areas where the width of the pavement is frequently changing such as highways, city streets and large parking lots as well as high speed paving applications, according to the manufacturer. Atlas Copco’s outboard auger drive sys-
tem is ideal for paving wide roads and for normal speed paving applications. The drive box for the left and right auger are positioned at the outer edges, which helps minimize center line segregation and ensure high mat quality and texture. Dynapac’s auger-conveyor feed-control system ensures a continuous material flow. The system uses four ultrasonic sensors that measure paving material and automatically adjust conveyors and augers to optimize material flow. The system eliminates segregation and delivers a constant head of material and the smooth flow needed to produce high-quality mats. The 10-ft. pavers also can include a hydraulic tunnel extension system along with the center drive auger system. The 22in. (56 cm) wide hydraulic tunnel extension will automatically retract when screed extensions begin to retract to prevent collision.
The hydraulic tunnel reduces excess head of material in the tunnel area and prevents asphalt from entering into track components, maximizing productivity and minimizing maintenance. The pavers feature two ergonomic operating stations on each side to reduce operator fatigue. The stations swing out to provide maximum visibility to the front and rear. Controls are grouped based by function for simple operation and the paver features a display for vital paver parameters. The operating station overlooks one of the lowest decks in the industry — 5 1/4 ft. (1.6 m) tall, which contributes to maximum visibility. Mechanics can access all hydraulic system and engine components easily by opening the paver’s steel access doors that feature gas springs. The gas springs make it easy for
mechanics to open the service doors and securely holds the doors open during repairs. In addition, the engine compartment’s configuration allows mechanics to remove internal components independent of others. For example, a mechanic can remove the diesel particulate filter without taking out other components first. The material flows through the Carlson front- or rear-mounted screed to construct flawless mats. A tractor-mounted 34-kW generator heats the screed’s full working width, which is as wide as 28 feet (8.5 m) with the Carlson EZ R-2 screed. The front extension screed is ideal for paving parking lots, county roads and city streets because contractors can change its width quickly to suit to the project’s demands. Tips to Break Seven Common Bad Habits Seen Among Paving Veterans Training isn’t just for the inexperienced. With a number of technology advancements in the past decade — as well as increasingly stringent DOT specifications for smoothness and density — ongoing training for industry veterans has never been more important. If you find yourself justifying paving practices with the line, “That’s the way we’ve always done it,” you may be cutting yourself short on the opportunity to get the job done in less time, and for less money. Here are seven of the most common (and profit-draining) bad habits of paving professionals that can be broken with a little training. 1. Not controlling the head of material More than 95 percent of all material faults are due to improper head of material in front of the screed. One of the most common operator mistakes is allowing fluctuation. If the head of material fluctuates much more than an inch, the chances for speed bumps and waves in the mat are pretty high. Many of the latest machines are equipped with sensors to control head of material — an easy solution to this problem — yet, many operators either choose not to use them or haven’t been trained to set them up properly. 2. Turning the depth cranks too much Some paver operators tend to frequently readjust the depth cranks back and forth throughout the paving process. This bad habit can cause waves in the mat, ultimately requiring milling or repaving to meet smoothness specifications. Once the depth cranks are set, they should generally be left alone, except for the occasional minor adjustment. 3. Changing speeds or paving too fast Inconsistent paving speed not only has a negative impact to uniformity, but it can throw off the timing of the entire paving train. Another common mistake is paving too fast. When the roller operator is faced with trying to catch up, the impact spacing isn’t adequate, causing a washboard effect and problems with density. These problems can easily be remedied by using speed limiters on the paver. Yet, again, many either choose not to use speed limiters or haven’t been properly trained on their use. 4. Not using auto vibration Some veteran roller operators are used to the days when auto vibration wasn’t an option, and have a tendency to man-
ually turn vibration on and off. Worst-case scenario, an operator could forget to turn it off when slowing or coming to a stop, leading to over-compaction. 5. Running a static roller on the first pass Some roller operators have a tendency to run without vibration on the first pass toward the paver — a bad habit that likely developed as a result of dual-amplitude rollers being introduced. The more you can run vibration (when the material allows), the fewer number of passes will be required, the faster you’ll hit target density, and the more likely you’ll be to get a bonus. 6. Not using auto grade and slope control systems These systems can take a lot of guesswork out of paving, helping to reduce operator mistakes and lay a smooth mat. All too often, however, operators either choose not to use them or have had a bad experience with them due to improper setup. If these systems aren’t properly matched to the electronics on the paver, the readings won’t be accurate. Thus, training on proper setup is vital to ensure the systems are effective. 7. Not stopping the roller at an angle Another common mistake is to stop the roller without turning at a slight angle. When stopping squarely, the resulting indentation will be much harder to level out — and, in fact, may get worse — with each future pass. When the operator stops at a slight 20- to 30-percent angle, that indentation is easily smoothed out on future passes. The half-lane Roadtec RX-600e milling machine is now equipped with the ACE grade and slope control system. The automated control of elevation or ACE system from Roadtec uses a network of grade and slope sensors combined with one central microcontroller that is designed to automate the elevation of the milling machine. The RX-600e has an operating weight of 59,220 lbs. (26,862 kg) and features a 620 hp Tier IV Cummins engine, model QSX15. The machine is designed to be light and maneuverable for urban situations. The cold planer is available with fourtrack assemblies or optional three-track assemblies. Milling machines with threetrack suspensions are expected to be more maneuverable in the cut, lower in weight, while four-track machines are designed to provide greater tractive effort and flotation, according to the manufacturer. The machine is designed to allow contractors to cut up to 13-in. (33 cm) deep with width of 6 ft. 3 in. (1.9 m), 6 ft. 7 in. (2 m) or 7 ft. 2 in. (2 m). A two-stage front load-out conveyor, with 60-degree swing to either side, is intended to provide ample loading capacity. The mainframe is constructed from A656 grade 80 steel, which is said to offer twice the yield strength of mild steel found in many machines on the market. Steering of this machine is performed from the tops of
the front legs using steering keys that are replaceable. This design requires no linkage under the primary conveyor between the front legs. Four steering modes include, crab, coordinated, rear only and front only. The cut material conveyor is 32-in. (81.3 cm) wide with 1-in. (2.5 cm) tall molded cleats, and infinitely variable speed. The conveyor features pulleys designed to be self cleaning, releasing wet material from the conveyors to increase efficiency. Canvas conveyor covers also comes standard, designed to provide better access. The cutter housing and drum are modular allowing it to be interchanged with other width housing and drums. The inside walls of the cutter housing are fully lined with replaceable chromium-clad wear plates. Specialty cutter drum designs are available from wide spaced excavating patterns to fine spaced micro milling patterns as well as double hit drums which are designed to improve production without sacrificing quality of cut. Multiple tooling options are available including Sollami, Kennametal and Keystone Quick Change systems. Roadtec can design custom drums to meet user applications. All of the cutter drums are designed and built using three-dimensional solid modeling and robotic welding. Ritchie Bros. Sells $46M of Equipment at Fort Worth Auction

diverse selection of construction, transportation and farming equipment attracted thousands of buyers from around the world to the Ritchie Bros. auction in Fort Worth, Texas, on May 4-5, 2016. By auction’s end, 4,325 people had registered to bid in person and online, and more than 3,750 items had been sold. In total, Ritchie Bros. sold more than $46 million of equipment over two days, including more than $21 million sold to online bidders. Out-ofstate buyers purchased more than $25 million of equipment, from as far as Colombia, Vietnam
and the United Arab Emirates. “We had a very diverse mix of gear across all sectors that attracted strong crowds and active bidding,” said Dolan Aucoin, regional sales manager, Ritchie Bros. “From quality yellow iron and trucks to late-model farm equipment, including combines, tractors and more, this auction had it all.
