Golden Gate Bridge Construction Celebrates 75 Years With Spending Inches Safety Still a Goal Up in March Construction spending inched up in March 2012 to an annualized rate of $808 billion, up 0.1 percent compared to the previous month and is now 6 percent above year ago levels, according to a new analysis of federal data released May 1 by the Associated General Contractors of America. The overall gains mask divergent trends however, as public sector construction activity continues to decline while private sector demand for new construction continues to strengthen. “Private and public sector demand for construction appear to be heading along two distinct directions,” said Ken Simonson, the association’s chief economist. “While it is great to see private sector activity coming back to life, it is unfortunate to see declining public sector demand dampen the industry’s overall growth.” Simonson noted that private construction activity expanded by 11.5 percent between March 2011 and March 2012 and by 0.7 percent compared to February 2012. Nonresidential spending was particularly robust, expanding by 15.2 percent from March 2011 and by 0.7 percent compared to February 2012. He noted that the biggest private nonresidential monthly spending increases were for transportation (up 6.7 percent for the month) and office projects (up 5.4 percent for the month),

NEW YORK (AP) A change to the design of a needle that will sit atop One World Trade Center is raising questions over whether the building will still be America’s tallest when
completed. The 408-ft. (124-m) needle will no longer be enclosed in a fiberglass-and-steel enclosure called a radome, a feature that was recently removed from the original design because the building’s developer said it would be impossible to properly maintain or repair it.
Without the enclosure, it’s unclear whether the needle is an antenna or a spire — a crucial distinction in terms of measuring the building’s height. Without the spire, One World Trade Center would actually be shorter than the Willis Tower in Chicago, which currently see WTC page 12

Bullard has now moved beyond the hardhats and respiratory equipment to make fire and rescue helmets as well; we’ve done that since the 1930s. Starting in 1998 they branched out into thermal imaging for the fire service. Bullard actually makes thermal protection cameras for the fire service which helps to find victims and helps firefighters to find the exit to get out of the burning building as well as to find hot spots for re-kindling. Bullard’s PowerAir purifying respirators allow users to carry the filter on their waist. At the waist is the machine containing the blower, air pumps through it, the air is filtered before going to the hood where the breathing of clean air takes place. After hard hats made from aluminum and fiberglass, plastic became the standard material used in their construction. Bullard was one of the first manufacturers to inject thermoplastic into a mold to produce a hard hat. In 1982, the standard hard hat changed again. The director of safety at Bechtel Corporation, one of Bullard’s major clients, felt that hard hats didn’t have the proper suspension for field work. In response, Bullard introduced a revolutionary new industrial helmet, marking the beginning of a new era in head protection safety and standards. The new design incorporated a non-slip ratchet-suspension with a knob in the back for simple sizing. Within the industry, the hat became known as the “3000 R.” The 3000 R was produced from polyethylene plastic, making it lightweight, durable, easy to mold and non-conductive to electricity. The plastic was treated with an ultra-violet inhibitor
which helped the hats weather the outdoor environment. Bullard redesigned the 3000R and introduced the C30 presenting a significant advancement in worker comfort. Enhanced with an upgraded suspension system, the C30 incorporates easy-lock snaps for simple installation, an improved FlexGear for easy height adjustment, and an enhanced brow pad. Offer the most advanced comfort in the market, the C30 has become known as today’s standard yellow hard hat. Unprecedented changes have occurred in the last ten years. “A great deal of our knowledge comes from designing firefighter helmets,” said Bullard. “We’ve been able to apply research on applied energy absorption to the industrial setting.” From that knowledge, the Advent and Vector evolved. At 25 ounces (709 g) the Advent is half the weight of conventional firefighter helmets and is, in fact, the same weight as many climbing helmets. The Advent is the only protective helmet designed specifically for emergency response services. The compact design is unique. “Not having a rear brim improves freedom of movement both in and out of emergency vehicles and confined spaces,” said Bullard. “A crown pad, and a soft, replaceable, foam-backed vinyl brow pad provide extra comfort. It costs less than half the price of conventional fire helmets, and can be equipped with a variety of accessories, including face shields, ear/neck protectors, hearing protectors and attachments for lamps.” The Vector is the off shoot of the Advent. “The Vector provides impact protection for the top, front, back and side of
the head,” said Bullard. “It uses a full inner shock liner to absorb impacts.” The Advent can come with a brow pad, comfortable suspension, built-in goggle strap and retaining slots. The Vector, along with the Advent, became the first caps to meet the newest ANSI standard for industrial head protection. After gathering input from end-users in the field, Bullard designed the vented hard hat, known as the S62. “The standard complaint we heard about hard hats was that they’re too hot,” said Bullard. “With this in mind, we went to work and came up with a hat that will help keep workers cool. This hat features a vented shell; the S62 allows air to flow inside the hard hat, keeping the user cool and comfortable while providing quality protection.” In 1972, the Company moved its production operations from Sausalito, Calif., to Cynthiana, Ky., for improved transportation costs and a more accessible workforce. Within 20 years the company headquarters moved to Kentucky as well. Though prior to construction of the Golden Gate Bridge there was some local area debate about the wisdom of a building a bridge at the Golden Gate Strait — especially from the area’s local ferry boat operators. But the use of hardhats at this challenging work site and hundreds of others ever since has probably never been questioned. Head protection has always been an idea whose time has come. The skyscraper recently became New York City’s tallest building as workers erected steel columns that were just high enough to rise above the Empire State Building’s observation deck. The building is being constructed to replace the twin towers destroyed in the Sept. 11, 2001, terror attacks. In order to repair or replace a broken panel on the needle’s proposed enclosure, a climber would have to scale the spire, attach a cable to the top, lower the cable about 2,000 ft. (610 m) down, and then use it to hoist a 2,000-lb. (907-km) piece of fiberglass back to the top, said Jordan Barowitz, a spokesman of Douglas Durst, the building’s developer. “This is the stuff of ‘Mission Impossible,’ not skyscraper construction,” Barowitz said. The tower’s architects at Skidmore Owings & Merrill LLP did not immediately respond to a request for comment May 10. Designs call for the tower’s roof to stand at 1,368 ft. (416.97 m) — the same height as the north tower of the original World Trade Center. With the needle, the building’s total height will be a symbolic 1,776 ft. (541 m), referring to America’s founding in 1776.
Experts and architects have long disagreed about how to measure the height of skyscrapers that have masts, spires and antennas that stretch into the sky. The Council on Tall Buildings and Urban Habitat, a Chicago-based organization considered an authority on such records, said antennas do not count when determining building height. An antenna, the group said, is something simply added to the top of a tower that can be removed. By contrast, a spire is something that is part of the building’s architectural design. The council has not yet decided how the needle’s lack of an enclosure will affect its status as either an antenna or a spire, though it will, indeed, function as a broadcast antenna. On its Web site, the Port Authority of New York and New Jersey describes the needle as an antenna. “The short answer is we don’t know yet,” said Kevin Brass, a spokesman of the council. “There is no doubt that this change will raise questions about the height.” The council’s committee on building height will ultimately have to sit down with updated drawings from the architects and developers and make a final determination, Brass said.

The economist added that private residential spending increased by 0.7 percent compared to February 2012 and 7.4 percent compared to March 2011. New single-family construction posted a 10.3 percent yearover-year rise and a 3.8 percent increase for the month. New multi-family construction was up 23.3 percent from the previous March but down 3.1 percent from February. Spending on residential improvements moved up 2.6 percent year-over-year and fell 1.9 percent for the month. Simonson noted that public construction spending declined 3.2 percent in March from a year earlier and 1.1 percent from March. The two largest public categories showed similar results. Highway and street construction, the largest public category, was down 0.5 percent year-over-year and fell 0.8 percent for the month. Educational spending
declined by 2.7 percent over 12 months after dropping 1.2 percent from February to March. Association officials warned that the ongoing declines in public construction spending were making it difficult to benefit from the growing private sector construction activity. While Congress appears to finally be making progress on a long-overdue highway and transit bill, the lack of key bills, the winding down of the stimulus and the conclusion of many military base realignment projects were offsetting growth in private sector activity. “While it is good to see Washington inching closer to passing some key infrastructure measures, at the rate they are progressing, they will be in place in time for the next private sector downturn,” said the association’s chief executive officer, Stephen E. Sandherr. “Instead of holding back a construction recovery, elected officials could support and encourage even more growth by enacting a host of long-term infrastructure bills.”

Felling’s FT-80-3 OTR Trailer Gets Galvanized at AZZ Felling Trailers’ FT-80-3 OTR is the largest trailer ever galvanized at AZZ Galvanizing Services plant in Winsted, Minn. The customer is using the trailer to haul a variety of equipment each month of the year. Even with proper preparation and premium paint, the trailer may eventually corrode due to salt and calcium chloride exposure on roads. Thus, the customer chose to have it galvanized, which protects it from corrosion. AZZ Galvanizing Services, America’s largest galvanizer, has been in business for more than four decades and has grown to a network of 34 locations. AZZ’s goal is to help its customers assure the function, durability and safety of their products for generations. Felling Trailers’
design team fully collaborated with the galvanizers at AZZ to ensure proper venting and airflow in pockets before galvanizing the trailer. “The cooperation between Felling and AZZ really made this project a success,” said Jon Benson, of AZZ Galvanizing Services. After the trailer was manufactured at Felling Trailers, it was brought to AZZ Galvanizing Services’ Winsted location for a process called “hot-dip galvanizing.” First, it was thoroughly inspected for drainage and venting requirements. Next, the trailer is cleaned in three steps: it is totally immersed in a hot alkali solution to remove organic compounds; then acid pickling removes scale; and lastly fluxing eliminates oxides from the surface of the steel and promotes the proper metallurgical bonding of the zinc in the next step. The trailer is then completely submerged in a bath of molten zinc

Volvo Rents Acquires Action Equipment Rental, Expands Volvo Rents, a worldwide provider of small- to medium-sized construction equipment, expanded its operations in New Mexico with the acquisition of Action Equipment Rental, a three-location construction equipment rental company with stores in Alamogordo, Las Cruces and Silver City. Through such acquisitions, Volvo Rents has added 49 stores in the past 18 months and now has 120 outlets in North America, including four in New Mexico. The company’s other New Mexico store is located in Peralta. “We are excited about continuing to introduce our products and services to New Mexicans, providing them with a range of alternatives to meet their construction equipment needs,” said Mike Crouch, vice president of business development of Volvo Rents. “New Mexico provides a great opportunity for Volvo Rents as we continue to grow our business and increase the distribution of our comprehensive line of essential equipment.” The acquisition comes following a recent forecast released by the American Rental Association (ARA) expecting overall North American equipment rental industry revenue to increase at least 6.9 percent in 2012 to total $33.5 billion at year end. The ARA’s
five-year forecast calls for continued annual growth in rental revenue to reach a total of $53.1 billion by 2016. “While some of the expected rental revenue growth will come from increased demand as the construction industry recovers, the benefits of renting equipment have been magnified in today’s marketplace,
resulting in more attention and more customers adopting the rental concept to meet their needs for equipment to complete projects and jobs,” Crouch added. Atlas Copco Celebrates Grand Opening of Sacramento Store The Atlas Copco branch in West Sacramento celebrated its grand opening April 13 with an off-site demonstration of several new surface drill rigs in the morning, and a catered reception in the evening. The new facility, located on two acres near the I-80 and I5 freeways, offers more convenient access for customers and suppliers than the previous store. “We’ve had a lot of positive comments about our new location,” said Ray Hall, Pacific region manager. “Everybody seems to appreciate that our new store is easier to get to, because of the proximity to freeway exits. We also have more usable yard space at this location, which means more room for equipment as we need it.” The morning demonstration was held at Meadow Vista Quarry in nearby Meadow Vista, Calif. A group of approximately 20 customers took advantage of the opportunity to receive hands-on experience with four surface drill rigs that are new to their market. The models demonstrated were a FlexiROC T35-II, a ROC D3-01R and two new ECM model replacements, the PowerROC T45 and PowerROC T35 E-04. Superior Industries has added to its line of Chevron wing pulleys. The company announced today it is now building and distributing a style rated for CEMA construction. CEMA applications are often light duty, portable conveyors that make infrequent starts and stops. Load, dimensions and crown design standards are defined by ANSI B105.1. With their v-shape construction, Chevron wing pulleys are designed to deflect material and prevent it from lodg-

Light, Compact VS Series Shears Allow Scrap Processing to Go Mobile Mobile scrap processing operations can look forward to productivity and durability equal to the standards of today’s most advanced stationary plants, as Vezzani S.p.A. introduces the new VS Series of transportable shears. The new VS model pre-compression shear is offered as a mobile system in the 600 to 700 ton (544 to 635 t) range that utilizes the same gravity feed system that Vezzani used for its PC/AC stationary shears. According to Gabriele Merlo, business development director at Vezzani, the company’s goal in developing the VS Series was to engineer a light, compact and transportable unit that could be manufactured and supported to the same standard as Vezzani’s stationary machines. “Our customers want us to cut scrap, not corners,” Merlo stated. “The VS press shear is built to out produce existing mobile shears for many, many years. And we designed it to ensure that, when you take your shear on the road, you don’t have to leave your service support behind.” While Vezzani has established a global reputation for its large production shears, Merlo said the VS Series incorporates features developed with smaller operations in mind. “The VS Series fills our product portfolio with a product that can help small companies to grow their business. It gives owner-operators and small crews a flexible piece of machinery that can travel anywhere and go right to work without installing a foundation or pit or electrical lines.” Operators of any size also will welcome VS Series for projects facing logistic challenges. High mobility and easy setups provide an option to process the material directly on site and ship the finish product to its final destination right away. Field trials on customer job sites have shown the VS transportable shear is meeting Vezzani’s design goal of achieving greater than 20 tons/hour of dense, high grade material. Customers have been especially pleased with the unit’s ability to load oversize material and to minimize the time required for pre-cutting. This is achieved as a result of the adaptation of the Vezzani inclined-plane gravity feed system. The powerful side compression and cutting operations cycle continuously so no time or energy is wasted on the job site, according to the manufacturer. Simpler Is Better When You Travel The simplicity of the feed system also saves costs. A single operator can load the feed box and operate the shear through a remote control system from the cab of any standard loader. All types of material, including bulky and longdimensioned scrap, can be loaded into the large open target of the feed box, which is inclined to a 30 degree angle. The operator never has to stop loading to process a batch, as the material automatically advances into the side compression chamber. A new evacuation system developed by Vezzani also gives the operator more flexibility for transloading finished material to trucks. Simplicity is a key factor for Vezzani’s engineered approach to reliability and service support. “Our support concept begins with minimizing the number of moving parts in the machine. Now there is less to go wrong. Using the highest grade steels, we bolt on our wear plates, even though it costs less to weld. We do it this way because it lets clients replace just a small part instead of the entire plate. This means less maintenance costs and it also makes the plates easier to uninstall.”
Merlo said that Vezzani’s factory support team actually travels along with the VS shear, due to the remote “teleservice” communications system built into every unit. “To ensure maximum utilization of each piece of equipment, we include advanced training for operators and technicians with the purchase of the machine, so our customers are well-prepared to handle most of their own troubleshooting right on the job. But if they do run into a problem, our factory team can dial in and run diagnostics wherever the shear is working. In most cases, that’s enough to resolve the issue. If not, we’ll have a technician on site within 48 hours — and he’ll arrive with all the necessary information on the nature of the problem, regardless of where the machine is located.” Proven Productivity and Profitability Vezzani was able to adapt the PC/AC shear into the mobile VS shear with relatively few changes in the overall design concept. The single compaction ram of the PC/AC was replaced by two rams, one on each side. This was done to balance its weight in transit. Retractable legs were added

so the machine can self-load on and off a low-boy trailer. This feature allows for fast set-ups and take-downs as the system is moved between job sites. Setup is especially quick as the VS shears require no foundation or pit; their evacuation system allows the material to slide horizontally. The VS shears are sized for “street legal” transport without waivers on most roads and, the machine’s diesel tank was right-sized to allow a full shift of continuous operation without refueling. Like Vezzani’s PC/AC, the VS shear uses a combination of strategies to reduce energy costs and increase profitability. The gravity feed eliminates the cost of conveying material into the compression and shearing zone. The side-compression is concentrated on a very small area, compared to a traditional shear. This results in a much higher specific pressure on the material, up to 10 times the specific pressure obtained in a traditional shear box. The final product is much denser than material produced by traditional shears, which leads to lower costs for shipping it to the final customer and a higher value when the material is sold, according to the manufacturer. Recycling C&D debris requires all the equipment normally needed for recycling concrete and asphalt rubble, plus other specialized elements in the system to handle such incoming items as wood, asphalt shingles, drywall, plaster, plastic, steel, paper, dirt and electrical wire.

A concrete recycling system generally consists of a primary impact crusher, side discharge conveyor, screening plant, return conveyor and radial stacking conveyors. A C&D system typically also will include picking stations to remove many of the unwanted materials by hand. Other important options can include a wood shredder, a low-maintenance air sorting tower to segregate paper and wood from stone, an electromagnetic separator to remove ferrous metals, and water-based dust suppression at locations such as the feed hopper, screening plan and fines conveyor to minimize emissions. The heart of all concrete/asphalt and C&D recycling systems is the crusher, which needs to be a primary impactor. To handle the variety of materials coming
through a C&D recycling operation, the screen plant should be a wet or dry, triple deck, horizontal or inclined type. The electromagnetic separator should be mounted inline, rather than perpendicular, at the top of the side discharge conveyor to assure smooth material flow. The separator’s head pulley and splitter should be stainless steel, which cannot become magnetized. Grasan, of Mansfield, Ohio, produces C&D recycling systems. All Grasan plants utilize Hazemag 1315 or 1515 primary impact crushers with hydraulic controls for more uniform products and 15 to 20 percent greater production than same-size impactors with standard controls, according to the manufacturer. Road-portable Grasan impact crushing plants are equipped with a skid-on, skid-off hopper and six independent hydraulic legs that provide complete operational support and infinite height and leveling adjustments.
