An innovative construction technique — a lateral bridge slide — was employed by the Texas Sterling Construction Company to build a new bridge for the Fred-Med project, a $14.6 million bridge and road project in San Antonio, Texas, with the goals of establishing a free flow of traffic in and out of the Medical Center, improving the safety of people seeking health care and medical assistance, and reducing critical travel time for those seeking emergency care. Confined Spaces Rule to Increase Worker Protection The Occupational Safety and Health Administration issued a final rule to increase protections for construction workers in confined spaces. Manholes, crawl spaces, tanks and other confined spaces are not intended for continuous occupancy. They also are difficult to exit in an emergency. People working in confined spaces face life-threatening hazards including toxic substances, electrocutions, explosions and asphyxiation. Last year, two workers were asphyxiated while repairing leaks in a manhole, the second when he went down to save the first — which is not uncommon in cases of asphyxiation in confined spaces. “In the construction industry, entering confined spaces is often necessary, but fatalities like these don’t see RULE page 49

Oregon Has Plans But Not Enough Money for Highway Jobs By Jeff Barnard ASSOCIATED PRESS

GRANTS PASS, Ore. (AP) Oregon has a plan for retrofitting the hundreds of bridges that are likely to fail in a major earthquake or are getting too old to support heavy trucks. It just doesn’t have a way to pay for it all, and prospects for finding a solution are dim. The federal gas tax hasn’t been raised in 21 years, and Oregon’s share has been declining for years. The state gas tax, a major funding source for transportation infrastructure projects, hasn’t generated enough to repair the state’s roads and bridges as cars have gotten better mileage or quit using gas at all, and a new system of charging motorists by the mile rather than the gallon is still in the experimental stage.

Leaders in the Oregon Legislature agree something must be done, but there is strong disagreement over how. The result has been that while per capita state and federal highway funding in Oregon was up 16 percent from 2003-2008, it dropped 11 percent from 20082013, according to figures reviewed by The Associated Press. “We’re looking at a pretty big cliff’’ with no serious discussions in sight, Oregon Rep. Peter DeFazio, top Democrat on the U.S. House Transportation and Infrastructure Committee, said of the funding picture. Earthquakes were not considered a major threat in Oregon until the 1980s, and bridges built before that weren’t designed to withstand them. Scientists think the region is due for a massive quake, and officials want to make safety improve-

ments to get ready. “Areas of the state will be cut off for years by highway,’’ said Oregon Department of Transportation Assistant Director of Communications Travis Brouwer. “You’ll be relying on helicopters.’’ The Oregon Highways Seismic Plus Report issued last October calls for replacing 138 bridges, and retrofitting 580 over the next 50 years in four phases at an overall cost of $5 billion. Phase one focuses on U.S. Highway 97 on the east side of the Cascades, Interstate 5 through the Willamette Valley, and two routes connecting them. Even without the threat of earthquake, 900 of Oregon’s 2,700 bridges need fixing in the next 20 years, but the projected cost is $230 million a year, nearly five times the $50 million available, Brouwer added. KTC, KCC Corporate HQ Relocates to Grapevine, Texas Kubota Tractor Corporation (KTC) and Kubota Credit Corporation (KCC) will relocate their headquarters to Grapevine, Texas. Both companies are U.S. subsidiaries of Kubota Corporation, based in Osaka, Japan, and have been planning for increased efficiencies on the heels of recent expansions and an aggressive growth strategy. The move will affect about 180 employees and is expected to happen within the next 18 months. “This restructuring and relocation to Texas aligns with our strategic business objectives to strengthen Kubota’s brand in the U.S. marketplace, enter new industry segments, and to position our company for long term, sustainable growth in North America,” said Masato Yoshikawa, president and CEO of KTC. “This is the most significant change we have undertaken during our long and successful history in the U.S., and there was much thought, deliberation and consideration that went into our decision. California has been good to us, but it makes better business sense for us to be centrally located, and we look forward to achieving added operational efficiencies with this move.”

EUGENE, Ore. (AP) By most accounts, Lane County’s construction market is booming. From January to early May this year, more permits for single-family homes were issued in Eugene than that same period in any year since 2007, including a 37 percent jump from 2014. Nine new commercial and industrial projects with values above $1 million each have been proposed in the city so far, the most this early in the year since 2004. Springfield home-building activity is up 27 percent over last year, based on permit activity. But while local builders seem busier than any time in recent memory, some small, midsize and large construction firms say they could be doing more. A shortage of skilled labor in fields such as plumbing, carpentry, electric work and tile laying means local companies are often competing with each other to hire from a considerably smaller list of local subcontractors than existed before the Great Recession. “After everything kind of crashed in 2008 and 2009, a lot of the labor pool went into different occupations or left town,’’ said Shallum Bivens, a smallscale builder and owner of Springfieldbased Nordic Homes. After taking out a total of 10 permits to build Eugene houses from 2010 to 2013, he built six homes in 2014 and has received or applied for four permits so far this year. Business is good, Bivens said, but could be better. “Now that there’s an upswing, the [labor] shortages are driving up costs across the board,’’ he said. “If there was more of a quality, skilled labor force, we could produce more homes.’’ U.S. Bureau of Labor Statistics estimates show a 23-percent decline in the total number of Lane County construction firms between 2008 and 2014, dropping from 1,171 to 898. Those figures cover everyone from large entities like Knife River Corp. and Wildish Construction to one-person subcontracting companies. The shortage is affecting larger companies than Nordic this year. John Hyland Construction Inc. is wrapping up work on the massive Hub

on Campus student housing complex on East Broadway this summer. The Hub project, the new Roosevelt Middle School and a series of industrial buildings in Springfield will keep Hyland’s employees busy this summer. But while the pace of work today is closer to the mid-2000s boom than the depths of the recession, employment at Hyland hasn’t clawed back to prerecession levels, Hyland Vice President Shaun Hyland said. The company relies largely on subcontractors, but also employs drivers, concrete mixers and an administrative staff. “We got really busy last year, we

were just really humming along, and it was hard to basically get our company up to pushing 70 employees,’’ Hyland said. “Ten to 15 years ago, we’d have 100 people working, and it wasn’t hard to find them. ... Frankly, we couldn’t figure out where all the workers were.’’ But after asking other construction companies and subcontractors, Hyland thinks he knows the answer. “What I’ve been told anecdotally is that Intel, with its boom, is just taking all the workforce,’’ he said. The tech giant has been working on a mammoth, $6 billion campus in Hillsboro since 2010, which is due to wrap up next year. “Intel, Nike, those huge campuses [in the Portland area], they’re doing projects that are in the billions. Think about the labor that takes,’’ Hyland said. State employment data back it up. Construction employment rose more than 21 percent in the Portland metro area between 2010 and 2014, Oregon Employment Department data show, a net gain of 9,800 workers.

Drumcutters International Names Tim Schutte Sales, Service Manager Timothy Schutte has been named western sales and service manager of Drumcutters International, an attachment manufacturer with North American headquarters in Apache Junction, Ariz. Schutte started in the construction equipment industry in 1984. His first job was at a John Deere dealership in Tucson, Ariz. There he got his first taste of the construction equipment sales and rental business, and assisted in setting up the first rental division for the dealership. In the years that followed, Schutte sold and rented equipment from a wide range of manufacturers, representing dealers primarily in the southern Arizona region. Most recently, he represented Earhart Equipment in Tucson for six years, where he was introduced to the Drumcutter product line. While at Earhart, he built Drumcutter’s sales in Arizona, and introduced it to rental customers as well.

JCB Sends Additional Machines to Nepal JCB has stepped up its support for earthquake-stricken Nepal by dispatching more machines to help the country with its ongoing clean-up operations. The news of the $250,000 equipment donation came after a second earthquake with a magnitude of 7.3 struck the country just after midday on May 12, killing dozens of people and injuring more than 1,000. The first earthquake just over two weeks earlier killed more than 8,000 people and left thousands more home-

It requires quite a bit of space adjacent to the bridge area, so it isn’t something that would be viable everywhere. But state-wide this has started a conversation and our construction engineers are looking for opportunities to implement something like this where it makes sense elsewhere. [The advantages of] the time savings was a huge advantage. That’s really what this technique is all about.” The bridging technique is used across the country by one of TCS’s sister companies, subsidiaries of Sterling Construction Company, Incorporated. “The process involves constructing the bridge deck adjacent its final location in advance and then using hydraulic jacks and liquid dish soap to slide the bridge deck into place,” said TxDOT engineer Justin Wiatrek. “Using the method, the time required for major traffic interruptions to demolish the old roadway and have a new road surface in place is cut into a fraction of the time other methods require. It takes the time for forming and all that out of the picture. The only time traffic is actually closed is just for the actual move of the bridge to get it into its final position.” TSC crews began the work to install the bridge early on Nov. 7, with the intersection excavated in less than 48 hours — 2 large excavators were used to dig 30 ft. (9 m) down to expose bridge supports built underground during the summer. Specialized crews brought in by TSC set each slab — each weighing nearly two million pounds, on Teflon coated steel plates covered with Dawn dish soap. Then hydraulic jacks were

used to push the decks individually at a rate of 4 to 6 in. (10 to 15 cm) per-minute. The entire sliding process took just 27 hours. “The longest wait of the whole process was for concrete forming the bridge joint supports, poured on the fourth day of the closure, to cure,” said Donat. “By 11:30 p.m. the eighth day the intersection was open for traffic. The early completion will earn Texas Sterling a bonus of about $120,000.” Griffin and his personnel appreciate the TxDOT’s praise. “We encountered many challenges on this project,” he said, “including working 24 hours per-day — six days a week for 12 months; multiple utilities being installed — if not in the same alignment, really close; and a really aggressive schedule. But if there was one single most obstacle, it was the bridge slide. “In Texas there is a lot of earth retaining walls that require drilled shafts and there is a lot of recessed paving that drilled shafts on both sides of them,” he added, “and collectively, with the engineers from RLW Inc., we thought that Texas was an ideal candidate to have a lateral bridge slide because instead of having to set up a bunch of false superstructure, we would just shorten the drill shafts adjacent to the permanent location. Thus the drill shafts run perpendicular, so we shortened the shafts and built a slide pad on them. We then used some pads, and built the new bridge next to its proposed location.” Planning was crucial and thorough — drawings were produced on AUTOCAD — and approved by engineers. XL Specialized Introduces XL 120 Low-Profile HDG Trailer This spring, XL Specialized Trailers introduced the XL 120 low-profile hydraulic detachable gooseneck (HDG), the newest addition to its construction equipment hauling line. This model is rated at 110,000 lbs. in 10 ft. (49,895 kg in 3 m) and 120,000 lbs. in 16 ft. (54,431 kg in 4.8 m) in the center of the deck. Engineered for heavier construction equipment, this model is designed with user-friendly features and the superior reliability that XL Specialized Trailers are known for. The newly designed trailer features a low-profile neck construction that contractors need to load their equipment over the neck. The 13-ft. (4 m) long gooseneck has a 36-in. (91 cm) long flip neck attachment for use with a four-axle truck. This set-up offers a 146-in. (371 cm) swing clearance, allow-

ing weight to be distributed to the steer axle of the truck. The fiveposition variable ride height allows users to adjust the neck height to fit their various loads. Project Engineer Christopher Reyes prepared a submittal with the capacities of the jacks and thresholds and other variables that were very important to the execution of the slide given all the hydraulics involved with the slide. “We had a complete package for internal purposes,” said Griffin, “which TxDOT requested for information only so they could monitor the pressures. We put everything together to have the peace of mind that we got it right. The actual jacking and sliding only took about 24 hours, but we had a 12-hour layover between the two pieces that we installed. “We moved it in two sections because it was heavy to move — the bridge weighs four million pounds,” he added. “Each section weighs about two million pounds and we had to slide the bridge about 190 feet. But the bridge is wider because of the medians and crosswalks on the outside.” To slide the bridge, TSC used four 100-ton Enerpac plunger jacks, a Simplex high capacity electric pump to run the jacks, and 44 teflon pads from Scougal Rubber Corporation. To do the excavations for the slide, one 336 Hitachi and one 350 Cat excavator were used. The excavators removed 33,000 tons (29,937 t) of dirt and overall with the demolition of the existing bridges and roads, 1,144 tons (1,037.8 t) of asphalt

(320 cu m) of concrete, and 41 tons (37 t) of rebar. “We had to build a frontage road on one side to put all the traffic on and another on the other side,” said Griffin, “and then we split traffic and after that was done, we were able to start the construction of the bridge and excavations between the lanes of traffic as the main lanes are recess lanes that go underneath the bridge at the end of the project.” TSC had a minimum of two shifts per-day — 10 to 15 people per-shift, and at times had three shifts, with each shift between 10 to 12 hours. Only a few subcontractors were brought in, including CP Placers for tieing steel “We self-performed most of the work,” said Griffin. “Even with the biggest subcontractor that we had, it was about five additional people on site. We did a lot of the drilling ourselves. When we tore the road out, we went down to about 25 feet. It was a road on top of dirt and from the elevation of the bridge, the road was brought down about 25 feet and given a concrete surface.” TSC rented the plunger jacks from Lifting Gear Hire in Dallas, Texas, and the hydraulic pump from RLW, and it purchased 1,000 linear feet of 1-1/8 in. had to embed the metal plate into the drill shafts while you were installing the drill shafts; and we had to excavate down in front of the drill shafts and expose the metal plates of the drill shafts and then attach a 5/8 inch stud onto it. The conventional method is to have a welder do it with a welding machine, but to expedite this, we purchased the $25,000 stud gun and we had to get a 200 KVA generator to run the stud gun.” Other equipment and vehicles used consisted of four foreman heavy duty GMC trucks with trailers, one Cat 416F and one Case 580 rubber tire backhoes, one Volvo L90G wheel loader, one Bobcat loader and one John Deere skid steer loader, one dozer, one 25 KVA generator, two Ingersoll Rand air-compressors, and three Magnum light towers. TSC had a field office set-up on site and it sent in mechanics as needed for routine maintenance and immediate repairs. “Our mechanics are sent from job-to-job when needed,” said Griffin. “Our operators do a daily inspection and they turn in their inspection books daily. If there is a problem with equipment, they notify somebody right away. Usually the operator notifies the foreman, who then notifies the superintendent, and if he thinks that it needs to be pushed up the

ladder immediately prior to running the equipment, he calls the equipment manager. “We didn’t have any unexpected repairs,” he added, “but we did have some hydraulic issues when trying to switch attachments onto excavators. For instance, when we were removing the asphalt road so that we could slide the bridge, we had to use a hoe-ram to bust it out and when we were trying to switch attachments — from a bucket to a hoe-ram, we encountered hydraulic leaks and we had to repair them immediately. “When you are running a bucket on an excavator, you are not using all the hydraulics,” he explained, “but when you attach a hoe to it, you are using hydraulics that are typically not used and that is hard to catch.” Despite the construction and mechanical difficulties that were encountered, Griffin cited the experience of TSC being involved in many major projects in the past. Concerning the remaining work on the project, Griffin noted: “we just have to put up some wall panels, pour some coping, and put some asphalt and concrete paving down. Ecoverse Conducts Inaugural Showcase in Cleveland Ecoverse conducted the company’s inaugural Ecoverse Showcase at the Cleveland Convention Center in Cleveland, Ohio, on April 14 to 16, 2015. Formerly operating as Doppstadt US, the Ohio-based company recently changed its name to Ecoverse to better reflect its full line of equipment and focus on organic recycling. As well as an opportunity to introduce the company’s full lineup of volume reduction and material processing machines, technical training and educational sessions designed for both dealers and end users were offered. In total, ten machines, including Doppstadt, Backhus, Backers, Tiger, and Harvest Quest were on display on the floor of the Convention Center. Along with sales training sessions geared dealers and courses on maximizing machine productivity for end-user, educational sessions covered subjects ranging from food waste management and removal of plastic contaminants, to anaerobic digestion, remediation of drill cuttings and odor control in compost. Equipment operators and service engineers also received training and certification at the event. As Hugh Fagan explained it, he and Shane Donnelly previously worked for a screening and crushing equipment manufacturer serving the aggregate market when the two identified a need and opportunity in organic materials recycling and construction and demolition material processing. They recognized that, while organic recycling markets were mature in Europe, the market was still developing in the United States. As a result, 12 years ago they received distribution rights to distribute the German manufactured Doppstadt material processing equipment in the United States and formed Doppstadt US. As the company’s customer base grew, demand for a wider range of equipment solutions led to the addition of equipment from additional manufacturers to better serve their clients. Developing their product line also included acquisitions such as N40,

a North Carolina based distributor of Backhus compost turners and Backers star screens equipment, purchased in January 2013. With an equipment line that now includes Doppstadt, Backhus, Backers, Tiger and Harvest Quest, and having traded under multiple names, they felt it was time to change the company’s name to Ecoverse Industries as a better reflection of what they do and the customers they serve. New Track-Mounted GT200 Cone Crusher Plant Unveiled KPI-JCI and Astec Mobile Screens has unveiled its new track-mounted GT200 cone crushing plant, one of the company’s newest additions to the global track product line. The new track-mounted GT200 features a 1200LS cone crusher, which includes a new tramp iron relief (TIR) system that utilizes pressure relief valve technology. Berlon Industries’s Bucket Meets Needs of Companies

Berlon Industries has introduced a heavy-duty version of its extended lip skid steer bucket to meet the needs of construction companies. These attachments are available in four widths offering heaped capacity of up to 30 cu. ft. (.85 cu m). “Construction companies are using larger track machines and skid loaders that have greater horsepower,” said Mike Ebben, president of Berlon Industries. “Our new heavy duty bucket is designed to let those companies operate the bigger machines in the most productive manner.” The heavy duty extended lip bucket is built with quarterinch steel and fitted with a heavy duty dimple plate that makes the floor five times stronger than floors with wear bars under the bucket.
