Ground Zero Storm Shelters Assists John Deere Second on Extreme Home Makeover in Okla. Quarter Profit Rises on Improving Sales Oklahoma is well known for snowstorms, torrential rains, dust storms and, especially, tornados. A tornado is what prompted Extreme Home Makeover to help the Skaggs family, who live in Slaughterville, Okla. They lost their home and all of their belongings in a tornado. When the people at Extreme Home Makeover considered featuring the rebuild of the Skaggs’s home on the show, they tried to think of everything that the new house would need, with a special focus on protection against the severe Oklahoma weather. They approached Ground Zero Shelters of Perry, Okla. The owner of the company, Richard Crow, had suffered damage to his own home during an unprecedented tornado event that took place from May 3 to May 6, 1999. The rarely encountered F5 level tornado raged though Perry, Okla., and then rampaged through Kansas, Arkansas and Tennessee. By the time the storm ended, 50 people had been killed, more than 7,000 homes had been damaged and more than 2,000 homes had been completely destroyed. It was shortly after the Crows’ own experience with a devastating tornado that they established Ground Zero Storm Shelters, Oklahoma City, to protect other families in the future. The Ground Zero team has developed one of the most innovative shelters manufactured in the industry. There are two models that can accommodate six to 12 people and are typically installed underground in a garage or as an above ground safe room. Custom units are available to fit individual needs and have been impact tested by Texas Tech Wind and Science Institute and exceed FEMA requirements. Crow was enthusiastic about working on Extreme Home Makeover. “About eight weeks before the project was to begin, Extreme Home Makeover approached us and asked us to be a partner in the project. We talked it over and decided it was something we wanted to do; to be able to give back to someone who needed help protecting their family from tornadoes,” Crow said. Once the construction of the home began, the real challenge came to Ground Zero. Normally it takes a few hours to dig and install a typical shelter. On Extreme Home Makeover, the crew was asked to deliver, dig the hole, install the shelter, surround the shelter with ready mix concrete and clean up in only one hour. Rising to the challenge, the crew finished the work in just 58 minutes, using their “go-to piece of equipment,” the Ditch Witch MX202 mini-excavator, purchased from Ditch Witch of Oklahoma. “We were able to install the storm shelter in less than the allotted time due to the MX202’s simple operation, access to tight spaces like a garage, maneuverability and versatility,” stated Crow. Ground Zero uses a MX202 to install all of its storm shelters. With a total of 28 families now involved in the business, Ground Zero has the capacity to install shelters in eleven states: Oklahoma, Kansas, Texas, Mississippi, Alabama, Georgia, Arkansas, Missouri, Louisiana, Florida, and Tennessee.

Deere & Co. said May 19 that its second-quarter profit jumped 16 percent as sales of farm and construction equipment improved, so the maker of iconic green and yellow machinery raised its outlook for the second time this year. The Moline, Ill.-based company said it generated $547.5 million in net income, or $1.28 per share, in the quarter that ended April 30. That’s up from net income of $472.3 million, or $1.11 per share, a year earlier. Excluding a charge related to health care legislation, profit was $1.58 per share.

“John Deere is exceptionally well-positioned to help meet the world’s increasing need for farm commodities and other renewable resources as well as for shelter and infrastructure.”

“We were thrilled to work with Extreme Makeover and Ideal Homes to provide the Skaggs family with one of our shelters. It was a great privilege and blessing to help a fellow American family and to be part of this project,” Crow concluded. Deere’s revenue grew 6 percent to $7.13 billion, from $6.75 billion, in the same period last year. Part of that increase came from price increases and favorable currency exchange rates, but sales of large tractors and combines have improved and construction equipment sales are starting to rebound from historic lows as the economy recovers. The results topped analysts expectations of $1.09 per share on $6.6 billion revenue. Deere increased its annual outlook. The company now expects total sales to grow 11 percent to 13 percent and net income to reach $1.6 billion. Last fall, Deere officials predicted a $900 million profit for fiscal 2010, and in March, the company predicted a $1.3 billion annual profit. “John Deere is exceptionally well-positioned to help meet the world’s increasing need for farm commodities and other renewable resources as well as for shelter and infrastructure,” Deere’s Chairman and CEO Samuel Allen said. Deere is predicting that agriculture equipment sales this year will soar 25 percent in South America because of strength in Brazil and Argentina. Sales in the United States and Canada are expected to grow 5 to 10 percent in 2010. The company said those increases will offset weakness in western Europe where agriculture equipment sales are expected to fall 10 to 15 percent in 2010. Deere said it expects its sales of construction equipment to jump 30 percent worldwide in 2010.

Arch Bids $86M for Mining Rights for Otter Creek Coal COAL from page 1

The Montana Land Board met March 18 to consider Arch’s bid. If the company’s offer is accepted, the $86 million bonus bid payment would provide a much-needed jolt to the state’s budget. Declining revenues have led to projections of future deficits. A sale also would provide vindication for Montana’s procoal Democratic governor, Brian Schweitzer, who was sharply criticized for setting the price for Otter Creek too high. Republicans warned he was driving away business. “Forty-nine other governors would pull all of their front teeth out with a vice grip to be in our position right now,” Schweitzer said March 16. “If they don’t develop within 10 years, it’s $85 million that we just keep.” Over the next several decades, a new mine could bring in royalty payments and taxes totaling more than $5 billion, Schweitzer said. The bonus payment offered by Arch was almost $60 million less than the state sought during a prior lease sale that ended in February. That first sale drew no bidders — only a letter from Arch saying the price was too high. Arch spokeswoman Kim Link said March 16 the company had no immediate comment on the lease sale. But with the March 16 bid, the nation’s second largest coal miner is continuing its aggressive expansion in the Powder

River Basin along the Montana-Wyoming border. Arch acquired the reserves interspersed with the stateowned tracts in November, paying 10 cents a ton, or $73 million to Houston-based Great Northern Properties. In October, Arch paid Rio Tinto $769 million for another Powder River Basin mine, Jacobs Ranch. The region’s coal goes primarily to domestic utilities that burn it to generate electricity. But Arch also is now better positioned to ramp up exports to Asia through West Coast ports linked to the basin by rail. Asia and other foreign markets are considered areas of huge growth potential for the coal industry, which faces substantial pressures in the United States due to tightening environmental regulations and competition from renewable power sources like wind. The bid was received by Montana’s Department of Natural Resources and Conservation, which manages state land at the direction of the Land Board. “It’s a good bid,” said DNRC director Mary Sexton.

“We’re very pleased with it, and it certainly reflects well on the process we’ve gone through.” The Land Board includes Montana’s five top elected officials: the governor, superintendent of public instruction, attorney general, state auditor and secretary of state. They approved the 15-cent minimum bonus bid for Otter Creek on a 3-2 vote, meaning there should be enough votes to complete the sale. Environmental groups including the Sierra Club and Montana Environmental Information Center have tried to delay or stop the lease sale. They argue a mine Mary Sexton would industrialize a rural area of DNRC Montana and exacerbate global warming when the coal is burned. Business interests have lobbied for development and point to Otter Creek’s potential to vastly increase Montana’s coal production. A private appraisal done for the state last year suggested the coal could be mined at a rate of 22 million tons annually. That would increase the state’s current production by more than 50 percent.

“It’s a good bid. We’re very pleased with it, and it certainly reflects well on the process we’ve gone through.”

ARTBA Urges Passage of Surface Transportation Bill Prioritizing investments in improved roadway design, construction and operation can help reduce 40,000 preventable deaths and should be a top priority for Congress as it continues working on passage of a multiyear surface transportation program, the American Road & Transportation Builders Association (ARTBA) told a Senate panel. According to the National Highway Traffic Safety Administration, on average, more than 41,000 people have died annually on America’s roadways over the past decade. One key factor jeopardizing travelers is the inadequate capacity in the basic roadway infrastructure. According to the U.S. Census Bureau, since 1982, the U.S. population has grown 31 percent. During that same period, vehicle miles of travel rose by 88 percent; yet, total U.S. road capacity (as measured by lane miles) has increased by only six percent. More cars crowded together on roadways frustrate drivers into minimizing following distances and adopting more aggressive driving styles, ARTBA said in testimony submitted at a Senate Environment & Public Works Committee hearing. ARTBA told senators the nation’s goal should be to develop a “zero-fatality” roadway infrastructure environment, but that it will require new thinking. To date, U.S. transportation policy accepts the fact that we have an imperfect system and we try to reduce the unsafe conse-

quences of that system, according to ARTBA. “Our policy should seek to develop a transportation system that contains zero predictable crashes with severe consequences, beginning with the major networks and following with all other roadways to the extent practicable,” the association said. This vision, ARTBA noted, will require a paradigm shift on two parallel tracks: • The focus of reducing incidents on America’s transportation system must be viewed as reducing severity of injuries as opposed to reducing the number of crashes. • The policy anticipates user errors and emphasizes design, construction and maintenance of a system that will be “forgiving” of errant behavior. While the zero-fatalities goal may take years to achieve, ARTBAsaid there are more immediate steps that can be taken in the new authorization bill, including: • Dedicated Funding/Performance Standards. Increased funding for safety infrastructure activities, such as provided by the Highway Safety Improvement, RailHighway Grade Crossing, and High Risk Rural Roads programs ensure that investments are targeted to produce a more forgiving roadway environment. These same goals can be achieved through the establishment of tangible safety performance standards that require states and other federal highway funding recipients to empirically demon-

strate improved safety. • Work Zone Safety. With as many as 1,000 fatalities occurring each year in roadway construction work zones, improving the safety of these temporary facilities is essential. Establishing policies to ensure unit bid pricing for work zone devices and safety systems is an important step to maintaining the safest possible environment for roadway construction workers and motorists. Continued federal support for the National Work Zone Safety Information Clearinghouse (www.workzonesafety.org) also is essential to ensuring the latest information on safety is available to project owners, the traveling public and construction firms. • Passenger/Commercial Motor Vehicle Separation. Where feasible, federal policy should allow the development of truck-only lanes that will serve the dual purpose of improving goods movement and enhancing roadway safety by physically separating commercial motor vehicles from private passenger travel. The ARTBA “Critical Commerce Corridors” federal goods movement program would allow this type of development and provide a separate revenue source from new freight-related user fees to support these activities. • Older Drivers. Designing and operating roadways to meet the needs of older drivers, particularly by considering the current recommendations and guidelines in the

Federal Highway Administration’s “Highway Design Handbook for Older Drivers and Pedestrians.” • Proprietary Products. States should be free to utilize innovative methods, or equipment that could improve safety, reduce congestion or increase the quality and durability of highways. To that end, the U.S. Secretary of Transportation should be directed to approve the use of federal funds for the purchase of patented or proprietary items to achieve these goals. • Research. Increasing investment levels of research programs and promoting development and implementation of new technologies will significantly reduce the number and severity of crashes in a costeffective manner. These funds also should support improved procedures and processes for collecting, organizing, tabulating, analyzing and disseminating data regarding the safe and efficient operation of the transportation network. “As the committee continues to work to produce a multi-year reauthorization of the federal highway and public transportation programs, the broad-based safety benefits derived from long-term, stable federal investments should not be overlooked. Increased investment leads to improvement in the design, construction, maintenance and safety-conscious operations of new and existing transportation infrastructure,” the association concluded.

New Roadtec Transfer Adjust Paving Width On the Fly Devices Now Feature With Variable Width Spreader Box Hydraulic Drive

The MTV-1000 device uses an offset gravity transfer chute to reblend material just before delivery to the truck.

After making the changeover from axles and gears to hydraulic motors that control each wheel on its flagship material transfer device, the Shuttle Buggy 2500 MTV in 2009, Roadtec announced that all of its material transfer devices are now using this direct drive technology. The additional models are the SB1500 and the MTV-1000. This upgrade makes the machines even easier to shift and operate, according to the manufacturer. The hydraulic system and motors are easier to work on than the traditional axle arrangement and there will be less wear associated with the hydraulics, making the system more durable. The reliability and life span of the

Shuttle Buggy MTV’s transmission also will benefit from the new hydraulic system The SB-1500 is a more compact version of the Shuttle Buggy-2500 and uses the same remixing technology as the larger SB-2500. New ‘Wasp-Waist’Gives W 150 Operator Perfect View of Cut The new Wirtgen W 150 is a large but compact milling machine that can optionally be fitted with milling drums of 4 ft. (1.20 m), 4 ft. 3 in. (1.30 m) or 5 ft. (1.50 m) working width, letting the W 150 be used for a variety of different applications. The machine’s “wasp waist” — the specially shaped central part of the machine chassis — ensures that the operator has an enhanced view of the milling edge, enabling him to precisely steer the machine from the individually adjustable driver’s seat. This free-view concept produces significantly better and more effective milling results without the need for time-consuming manual reworking, according to the manufacturer. The W 150 is equipped with a four-fold full-floating and height adjustment system as a standard machine feature. The system ensures that the machine aligns parallel to

the road pavement automatically both during the milling operation and in transport mode. It also guarantees reliable traction of the W 150’s four crawler track units, enabling the

machine to always adapt to ground conditions dynamically, ensuring permanent ground contact and precise adherence to the selected milling depth. For more information, call 615/501-0600 or visit www.wirtgenamerica.com.

Hamm HD+ Asphalt Rollers Offer Much Improved Visibility The HD+ Series of tandem asphalt rollers from Hamm Compaction Division of Wirtgen America Inc., is drawing attention from coast-to-coast. The HD+ 120 and HD+ 140 rollers — the first of the HD+ line — are articulated tandem rollers, with respective operating weights of 13.2 and 15.4 tons (12 and 14 t), and respective drum widths of 78 and 84 in. (198 and 213 cm). They are setting new standards for compactors, with an unusually large operator’s platform, perfect visibility conditions for the operator, and impressive performance data, according to the manufacturer. The HD+ 120 and HD+ 140 rollers replaced the existing HD 120 and HD 130 rollers in the Hamm lineup. Each size compactor will be available in three models: the HD+ 120 or 140 VV, with conventional vibration in both drums; the HD+ 120 or 140 VO, with vibration in the front and Oscillation compaction in the rear; and the HD+ 120 or 140 VV HF, offering high-frequency vibration to 4,020 vpm. Frequency and amplitude can now be controlled independently on either drum, providing increased flexibility in the roll train. “This machine has been developed specifically to meet the criteria of the North

American contractor,” said Richard Evans, vice president-sales, Hamm Compaction Division of Wirtgen America Inc. “They are available as conventional vibratory machines and, of course, exclusive Hamm Oscillation compaction is available on either model. A third option is a high frequency HD+ machine that features 4,020 vpm.” Unlike some machines, which require

physical movement of weights on the side of each drum to change amplitude, amplitude and frequency adjustment on the HD+ models can be done by the operator on the dashboard. New on the HD+ models is the ability to pivot both the seat and the console across the full width of the big HD+ platform, for much better control and visibility, particularly to

the drum edges. Operator comfort is enhanced with cup holders and lunch box tray. “In addition, if you are a big guy, the steering column tilts up out of the way when you are climbing in or out of the seat,” Evans said. “Also, the drive levers are wide, so you have plenty of room for your legs.” Also unique is the HD+ Series’ offset capability, which is close to 7 in. (17.7 cm). “We can roll around a curb with the front drum without risking damage by the rear drum and now, with the extra 3-in. offset over the older model, we now have enough offset for a good roller operator to pinch a joint,” Evans said. That means an operator can keep the front drum on the hot material and offset the rear drum so it can bridge between the pre-compacted hot material and the cold joint, potentially saving a pass for higher productivity, and avoiding travel in the other lane of traffic, for enhanced safety. New drum edge lights are now standard on the Hamm HD+ Series. Halogen lights mounted on the ROPS are available either in a four-light or six-light configuration. A xenon light option on the ROPS for those markets with this requirement also is available for use where it’s specified.

EXACTCOMPACT HELPS SPEED COMPACTION BY MONITORING IMPACT SPACING Take a high-frequency Sakai roller and you can speed compaction. With EXACTCOMPACT, you can be sure that you’re rolling at the precise impact spacing. EXACTCOMPACT is a simple visual monitor: Red = You’re rolling too fast. Yellow = You’re rolling too slow. Green = You’re right on target to reach density at the fastest possible ground speed. EXACTCOMPACT is standard on mainline Sakai rollers – optional on all others. Put it to work on your next HMA job.

Springtime Repaving Projects in California Get Started By Erik Pisor CEG CORRESPONDENT

This summer in opposite regions of California, two large repaving projects — a $47 million project to repave more than 1,000 city blocks in San Diego, and a $74.3 million rehabilitation project along I-680 in Contra Costa County — will be underway. Both of these projects are long overdue, as the city of San Diego has been notorious for having some of the worst street conditions in the nation, while for years commuters along the heavily-traveled portion of I-680 — which spans from San Ramon to Walnut Creek — have requested rehabilitation work. For San Diego, the repaving of more than 134 mi. (216 km) of damaged streets represents the largest repaving project in the city’s history, and nearly equals the amount of asphalt resurfacing work performed during the previous eight fiscal years combined. “It’s definitely an ambitious project,” said Mayoral Spokesman Alex Roth. “It’s no secret that some of our streets are in dire need of fixing.” Asphalt overlay work began in late April 2010. As part of the project’s first contract — valued at $11 million — SRM Contracting & Paving will complete asphalt overlay work on 111 city streets before January 2011, according to Rick Fouquette, SRM’s general superintendent. On each street SRM first completes base repairs to the distressed pavement, followed by header cuts along the side of streets. The header cuts are part of the edge milling process, which is followed by asphalt overlay and roadway striping. On streets that serve as major thoroughfares, SRM will set up traffic loops prior to edge milling. Throughout the project, SRM will utilize a companyowned Blaw-Knox PF 6170 rubber tire paver that features a standard paving width of 10 to 18 ft. (3 to 5.5 m), Fouqette said. Other equipment currently being used onsite includes an Ingersoll Rand DD-90HF breakdown roller, an Ingersoll Rand PT125R pneumatic rubber tire roller, and a Hypac C350 finish roller. As part of the $11 million contract, SRM will perform overlay work on several major city streets including Balboa Avenue — from Genesee Avenue to I-805 — and a stretch of Harbor Drive beginning at 32nd Street. “The only challenge with larger streets is controlling traffic and protecting the crew from drivers,” Fouqette said, adding work often occurs several feet from traffic. When work covered under the $11 million contract is

completed, SRM will have used nearly 67,000 tons (60,781 t) of .5 in. (1.3 cm) city mix asphalt for overlay; and 10,000 tons (9,072 t) of .5 in. city mix asphalt for base repairs. Major streets that will be repaved as part of future contracts include stretches of Mira Mesa Boulevard, Spring Canyon Road, Carmel Mountain Road, La Jolla Village Drive, Nobel Drive, Morena Boulevard, Aero Drive, Soledad Mountain Road, Richmond Street, and Hotel Circle North. A tentative completion date of summer 2011 has been set

for the entire repaving project. In addition to the 134 mi. of asphalt-overlay, the city will be performing slurry-seal resurfacing on an additional 147 mi. (237 km) of roads. Slated to cost around $15.5 million, slurry seal work will tentatively be completed by spring 2011. A contract for the work has yet to be awarded. Los Angeles Board Backs Plan to Speed Up Transit Projects By Daisy Nguyen ASSOCIATED PRESS WRITER

Jobs Under Way to Upgrade Contra Costa County, San Diego Roadways REPAVING from page 23

County, a $74.3 million roadway rehabilitation project that will repave, repair, and upgrade 100 lane mi. (161 km) of Interstate 680 is scheduled to begin in late summer. Focusing on a busy 12.8-mi. (21 km) stretch of I-680 that passes through the cities of San Ramon, Danville and Walnut Creek, the project is currently advertised and out for bid. Broken into two portions, the project entails improvements to the freeway’s concrete slabs, barriers, ramps, shoulders, HOV lanes, auxiliary lanes, and bridges. “It’s something that’s been desired by the community (for a long time),” said Allyn Amsk, public information officer for Caltrans District 4. The northern portion of the project, which runs from Diablo Road to Rudgear Road, will include a “crack and seat” operation and a 0.9-mi. (1.4 km) extension of the southbound, I-680 HOV lane. Used during this portion of construction will be a special crack and seat machine capable of cracking 3 lane mi. (4.8 km) in 8 hours. “It’s quite a bit quicker (than older crack and seat machines),” Amsk said, adding other crack and seat machines typically crack one lane mi. (1.6 km) in an 8hour period. After the concrete roadway has been cracked, commuter traffic will seat the roadway by driving over the “micro-cracks” created by the machine. The roadway will then be paved using rubberized asphalt derived from used tires.

Additional aspects of the project’s northern portion include replacing freeway barriers; repairing and repaving on/off ramps and freeway shoulders; replacing bridge approach slabs and bridge hinges; and repairing bridge deck surfaces. Running from Alcosta Boulevard to Diablo Road, the southern portion of the project focuses on replacing failed freeway, mainline concrete slabs; and grinding and repaving HOV lanes. Grinding all concrete paving and repairing on/off ramps and freeway shoulders also are significant aspects of the project’s northern portion. During both portions of construction a significant amount of night work will be conducted and freeway closures will occur. Currently Caltrans has permission to conduct 33-hour, partial roadway closures on the weekends. “This is a very busy freeway and always has to be open for traffic,” Amsk said. Besides the utilization of rubberized asphalt derived from used tires, there are other “green” aspects of this project such as crushing demolished concrete into usable base material. Additionally, areas under new guardrail will be treated with landscape fabric and concrete to eliminate weed growth; and the need to use herbicides for fire control. Throughout construction — which is set to run until winter 2012 — all areas subject to erosion will be treated in order to eliminate sediment from reaching storm drains and waterways.

LOS ANGELES (AP) Los Angeles County transportation officials agreed April 22 to support Mayor Antonio Villaraigosa’s ambitious plan to accelerate construction of a dozen transit projects by borrowing $8 billion from the federal government. The show of support by the Metropolitan County Transportation Authority board allows the agency’s lobbyists to pursue federal loans in Washington. In 2008, county voters approved a measure to increase the sales tax by a half-cent to raise about $40 billion for transportation improvements over the next 30 years. Villaraigosa wants to build and open those projects, including the long-anticipated subway to the sea, in 10 years by borrowing $8 billion from the federal government and paying it back with the sales tax revenue. “The federal guarantee or subsidy of loans on the magnitude that we’re asking for has never been done,” Villaraigosa said. He acknowledged he may not get the loans and that there is no specific federal program to deal with such a request. However, he said the region’s poor air quality and notorious traffic, plus the opportunity to create some 166,000 construction jobs, demand that it be tried. The mayor has traveled to Washington to lobby for his “30/10 Initiative” and has garnered support from many members of the California congressional delegation. He pushed for the plan when President Barack Obama was in town for a trio of fundraisers. “He told me it won’t be easy but he thought that this is certainly the template for what cities and states around the country ought to be doing,” Villaraigosa said in a telephone interview. “We’re not coming to Washington asking for a handout,” he added. “This is an opportunity to say you got to reward cities and counties that are willing to put up their own money.”

Participants Needed for Highway Adoption California’s Adopt-A-Highway (AAH) program is looking for new adopters. Adoption opportunities include litter removal, graffiti removal, vegetation control, tree planting and wildflower planting. The Caltrans Adopt-A-Highway Program was established in 1989. There are approximately 2,575 active groups statewide, representing an estimated 11,500 participants. Approximately 7,725 shoulder-miles of highway are currently adopted; from July through December 2009, program participants collected nearly 8,893 cu. yds. of litter from California’s roadsides. For more information on adopting an available section of highway in District 5 North, contact Jeanette Green (Monterey/San Benito/Santa Cruz counties) at 831/372-1132. For more information on adopting an available section of highway in District 5 South, contact Keli Kolaczyk (Santa Barbara/San Luis Obispo counties) at 805/542-4755 or visit http://adopt-a-highway.dot.ca.gov/

New Rules Offer Conservative Way to Monitor Pressure CEMENT from page 1

partly because faulty cement work — either badly mixed or poorly placed against well walls — is so prevalent at offshore wells. An AP review of federal accident and incident reports on offshore wells shows that the cementing process has been implicated at least 34 times since 1978. Many of the reports, available from the U.S. Minerals Management Service that regulates offshore wells, identify the cause simply as “poor cement job.” In a November 2005 accident where the Deepwater Horizon was positioned above another well in the Gulf, faulty cement work allowed wall-supporting steel casing to come apart. Almost 15,000 gal. (56,800 L) of drilling fluid spilled into the Gulf. Just a week later in a nearby well at another platform, cement improperly seeped through drilling fluid. As a result of an additive meant to quicken setting time, the cement then failed to block a gas influx into the well. When the crew finally replaced heavy drilling fluid with lighter seawater, as they also did in April before the blowout at Deepwater Horizon, the well flowed out of control and much of the crew had to be evacuated. Cementing was identified by federal investigators as a cause of an August 2007 blowout, also off Louisiana. They said, “The cement quality is very poor, showing what looks like large areas of no cement.” Reports by MMS, a branch of the Interior Department, also provide evidence of the role bad cement work has played in accidents. One study named cementing as a factor in 18 of 39 well blowouts at Gulf rigs from 1992 to 2006. Another attributed five of nine out-of-control wells in the year 2000 to cementing problems. Cementing in the oil rig business is a sensitive, involved process. Well cement constitutes an essential barrier that is difficult to install and control, said Gene Beck, a petroleum engineer at Texas A&M University at College Station, Texas. Deepwater wells pose special challenges: severe pressures and temperatures, as well as the need for specialized equipment and lots of cement. The wellhead of the Deepwater Horizon operation sat on the ocean floor, nearly a mile (1.6 km) from the surface. The drill hole itself went another 13,000 ft. (3,960 m) into rock. All cement begins as a slurry with cement flakes and water. Contractors then add ingredients to make the cement set at the right time and to keep out gas and oil. There are three major U.S. cementing companies: Halliburton, Schlumberger and BJ Services. Cementing is typically performed by such rig contractors as part of a broad range of drilling services that they

supply. Halliburton, which had the Deepwater Horizon job, mixes in nitrogen to make its slurry more elastic. The nitrogen also helps create a lightweight cement that resembles a gray foamy mousse and bonds better to the casing. But the recipe also depends on the job, because cement must respond to varying pressures and temperatures. Cement contractors work closely with oil and gas companies on the formulas for individual wells. The oil and gas companies have the final say on what is used. Once the consistency of the mix is decided on, it is pumped deep into the well, where it first sinks to the bottom and then oozes upward to fill the narrow spaces between the steel casing pipe and rock walls. When the cement sets, the casing and cement are supposed to form an impenetrable wall to keep gas or oil from pushing into the hole anywhere but the bottom, where its flow up the pipe can be controlled. But if gas bubbles invade the setting cement, they can form a channel for pressurized gas and oil to surge uncontrollably up the well, usually around the casing. The cement must be strong enough to withstand up to 5,000 lbs. (2,270 kg) of pressure per square inch (6.45 sq cm), to keep the well walls from collapsing. “Cement is cheap, and it fixes a lot of problems, but it’s not a good place to cut corners,” Beck said. Many oil and gas companies will scrimp, though, if they don’t think they need all the ingredients in the cement, he said. Cement is often squeezed in later to try to fill gaps, but Beck said the success rate of this remedial work is low. And if cement was part of the cause of the Deepwater Horizon catastrophe, it also could be part of the remedy. Two relief wells are being drilled to intersect the leaking well and plug it with cement. Halliburton was completing the final cement work on the exploratory well beneath Deepwater Horizon in the wee hours of April 20. It added an initial cement plug to the well to act as a cap until a later production phase. Workers started running a series of tests to check if the cement and casing could stand up to sufficient pressure. The first tests of outward, positive pressure showed no problems. In the first sign of trouble, though, the well then failed a negative pressure test, where

internal fluid pressure is reduced, according to congressional testimony from a BP PLC executive. It showed different pressures in two areas, indicating an unseen leak somewhere in the well. Despite the test, managers eventually decided to replace drilling fluid with seawater and set a final cement plug so the well could be mothballed pending a decision to possibly begin production drilling. And while it is not yet clear what sections of the casing or cement may have failed — or why — it is known that the blowout ignited and exploded before the last plug was set, according to AP. In the aftermath of the blowout, questions have been raised about the safety of nitro-

but cement is the glue that holds it together. On federal projects, “just about everything is regulated, from the thickness of the concrete, to the strength of the concrete, to the type of aggregate that’s used,” said Brian Turmail, spokesman of the Associated General Contractors of America. Oil companies test the thickness and strength of cement in wells by shooting sound waves into the cement. This kind of test, called a sonic logging test, wasn’t run on April 20 at Deepwater Horizon. A Halliburton manager said it’s the most realistic way of testing the quality of the cement bond, but a BP manager said pressure tests are better and log tests are used only if there’s already a sign of a problem. Either way, these tests are not 100 percent reliable. Sometimes, oil companies don’t discover a bad cementing job until it fails, according to AP. There can be early warning signs, though. Acondition called sustained casing pressure — usually gas caught between the casing and well wall — is a major problem that typically signals bad cement work. In the August 2007 blowout, investigators cited tests showing high casing pressures that could E l m e r D a n e n b e rg e r have indicated suspect cement work. The platform owner MMS reported a problem to federal regulators, but nothing was done before the blowout, the report said. gen-laced cement foam. WasteExpo 2010 Reels in More Exhibitors Than in 2009 EXPO from page 14

Attendees stop by to inquire about the latest Bomag compaction machines.

Taking bids for a great cause is Ritchie Bros. Auctioneers’ Divisional Manager, Gary Seybold, who donated his services for WasteExpo’s annual absolute auction with all proceeds benefiting the Environmental Research and Education Foundation.

Attendees stop by the Diamond Z booth to get more information on its line of grinders and screens.

Compactor, Boxed Lunch discussions: Contrasting Public and Private Models of Success; Public Perceptions on the Solid Waste Industry; and Management Accountability — Making Safety Part of the Evaluation Process, the Zero Waste Initiatives Breakfast forum, and closed with the final special event, the 16th Annual EREF Equipment Auction, Silent Auction and Raffle, which raised more than $954,000. The EIA Women’s Council Carts On Parade fundraiser project was a success at this year’s WasteExpo. Forty 96-gallon carts were decorated in the theme, “Environmentalists Every Day,” by sponsors or by artists commissioned by sponsors. Decorated carts came from across the country and were on display at the Georgia World Congress Center during the show. Several sponsors made this an employee team building exercise, while others worked with local groups such as the Boys and Girls Clubs, Scout Troops, and grammar school classrooms. The proceeds of the sponsored carts funded the Council’s academic scholarship and environmental education programs for the solid waste and recycling industry professional. For more information, visit www.wasteexpo.com.

Dan Stevick (second from L) and O.T. Bradley (second from R), both of CEC, Tualatin, Ore., discuss their company’s line of crushing, recycling and screening machines.

Standing in the hopper of the new DuraTech 5064 horizontal grinder (L-R) are Mofdy Morgan of Hundz Soil, Gaithersburg, Md.; Laurens Robinson, DuraTech Industries, Jamestown, N.D.; DuraTech product representative, Dave Heath, Shermans Dale, Pa.; and Bob Strahm, DuraTech Industries.

Murray McIntyre (L) of Rotochopper Inc., St. Martin, Minn., speaks with John Hafner of Waste Connections Inc., Elreno, Okla., about the microprocessor that controls the EC-266 model and its ability to change the set up to accommodate grinding a variety of different products without mechanical adjustments.

The Wastequip booth kept the crowd entertained with illusions, card tricks and some incredible billiards trick shots.

This year’s WasteExpo’s annual charity raffle prize was quite an attention grabber —a 1971 Chevy Nova SS with a 427 c.i. V8 and cowl induction.

Steel Track Option Available for Compact Track Loaders Bobcat Company has introduced an all-steel track option for compact track loaders. The steel track option is similar to the tracks used on bulldozers. Customers who work exclusively in earthmoving or abrasive environments, such as demolition or forestry, will experience increased pushing force and longer life out of the undercarriage, according to the manufacturer. The steel track undercarriage is best suited to contractors working in conditions where rubber or rubber-reinforced steel tracks could become damaged. For instance, the jagged edges of concrete and rebar that demolition contractors encounter and the sharp tree branches forestry contractors come in contact with can quickly wear down or damage rubber tracks. With steel tracks, these customers reduce the potential for downtime. The steel track undercarriage also is recommended for earthmoving contractors because the steel tracks increase the traction of the compact loader. By increasing traction, the operator can move more material in less time. Unlike dozers, compact track loaders are not dedicated to one task. Through the use of attachments, compact track loaders become multifunctional machines and are a good option for contractors looking to lower their fleet overhead by using a single machine to perform many tasks. The new Bobcat steel track undercarriage is available on the Bobcat T250, T300 and T320 compact track loaders. For more information, visit www.bobcat.com/ The steel track undercarriage is best suited to contractors working in conditions where rubber or rubber-reinloaders/product_lines/track. forced steel tracks could become damaged.

Sales Stay Strong at Vaughan Auction Group Event in Wills Point, Texas

V

aughan Auction Group held an auction event May 13 in Wills Point, Texas. While the live turn out was again solid with total sales staying strong, the internet bidding has increased exponentially. B.J. Reid (L), an independent farmer in Heath, Texas, and his brother Mike Reid, a rancher in Canton, Texas, may share this Cat D6H dozer.

Bobby Cole (L) and Randy Thedford of Thedford Construction in Tyler, Texas, are thinking this Fiat Allis 65-B motorgrader might help in their power line construction cleanup. Kevin Douglas of Kevin Douglas Construction in New Haven, Ky., tries to make all the Vaughan auctions to see machines like this Bobcat T250. Shane Nichols of Cornersville Cattle Company in Winnsboro, Texas, has been looking for a backhoe loader like this Ford 555D to work around the cattle.

James Berry of Neches Construction in Chandler, Texas, has really been checking out this Dynapac CA 15 smooth drum roller.

The track-type loaders and dozers do their preview parade for the bidders tent. Barry Burgess of Barry Burgess Equipment in Kemp, Okla., takes a photo op with this Mega 15000 water wagon.

C. E. Vaughan (L) lets Danny Faulkner of Faulkner Investments in Rowlett, Texas, know when his machine will be up on the bidding block.

The bidding keeps a brisk pace at the sales tent.

James Whiting of Bombardier Aircraft in Dallas, Texas, mixes his mechanical skill from aircraft to heavy equipment with machines like this Yanmar V10 27 mini-excavator.

Grant Cook (L) and Gregg Scott, both of WCA, had a busy day helping potential bidders.

Backhoes like these were popular items during the bidding.

Auction Generates $4MinSales for WCA

M

ore than $4 million in inventory was sold recently when WCA held a heavy equipment auction at its auction yard in Perris, Calif. Of the 1,000-plus people in attendance, more than 800 were involved in the auction bidding. Attendees had the opportunity to bid on 480 drive-thru lots, 350 stationary lots and several hundred smaller tools and attachments. More than 82 percent of all the bidders present were repeat customers and of all the sellers, 74 percent had sold with WCA at least once. Of the sellers offering items, 24 percent had sold with WCA 12 or more times. The biggest seller of the afternoon was a 2003 Putzmeister TB105 conveyor that sold for $150,000. Other highlights included a 2000 Cat 325BL excavator that brought in $59,000 and a 2002 Cat 320C excavator that got a winning bid of $58,000.

The large turnout of attendees contributed to a strong day of bidding.

Hector (L) and Raul Castellon of Herca Telecom Services in Perris, Calif., take a break from all the bidding action.

A variety of light towers were available at the auction.
