In order to improve mobility through the downtown Riverside area, the California Department of Transportation (Caltrans), in partnership with the Riverside County Transportation Commission, is constructing one High Occupancy Vehicle (HOV) lane, also called a carpool lane, in each direction of State Route 91 (SR91) from Adams Street to the 60/91/215 interchange in the City of Riverside. SR91 is a primary truck and commuter route and carries approximately 170,000 vehicles per day within the project area on the existing three lanes in each direction. The route is often highly congested at current traffic levels, and with Riverside County’s population expected to reach 3.5 million by 2030, the vehicle pressure in this corridor will continue to increase. River Users Say Planned AGC Asks Obama Columbia Bridge Too Low Administration to PORTLAND, Ore. (AP) A newspaper investigation has turned up new questions about the proposed design of an Interstate 5 replacement bridge across the Columbia River. Documents show the project’s sponsors either didn’t know about or didn’t accommodate concerns about the bridge’s height, the Oregonian newspaper reported June 8. For instance, the paper reported after seven years of work the planners didn’t know until February that the 95-ft. (29 m) clearance would be too low for a U.S. Army Corps of Engineers dredge that’s 116 ft. (35 m) high. And the proposed bridge isn’t high enough for a growing number of companies along the river that employ a total of 600 people making big equipment such as oildrilling rigs that get sent downriver a few times a year. see BRIDGE page 12

Improvements to SR91 Freeway Unfolding in Stages, 2015 End in Sight DESIGN from page 1
freeway through this widening project are designed to help alleviate congestion through this hub. The cost of the project is estimated to be $232 million and is funded by Measure A, Riverside County's half-cent sales tax for transportation; federal funds; and $157 million in Corridor Mobility Improvement Account (CMIA) funds, the state Proposition lB funding. Sema Construction Inc. of Lake Forest, Calif., is the prime contractor. The SR91 freeway serves the entire inland region as primary freeway connection to communities including Riverside, Corona and San Bernardino. Over the past few years, significant investments have been made to improve SR91 with the reconstruction of the 60/91/215 interchange in downtown Riverside and the widening of the freeway from Adams Street to the Orange County line. One section of the freeway that has yet to be widened is the 6-mi. (9.7 km) segment between Adams Street and the 60/91/215 interchange. The addition of a carpool lane through this area will provide HOV continuity, improve traffic safety and improve the level of service of SR91 through Riverside. Moreover, the widening of the freeway and its ensuing investment will lead to many other adjacent improvements including improved on and off-ramps at 14th
Street and Arlington Avenue, relocating the 9th Street on ramp to 10th Street and the replacement of a number of bridges that cross the freeway. The overall result will be a modern transportation facility that serves motorists by adding capacity while easing access to and from the community. The project anticipates creating an estimated 1,500 jobs during its construction. A project of this magnitude takes place over a period of several years. Work began on the SR91 HOV project in 2006 with the completion of the project study report. The project report and environmental documents were completed in August 2007. Next came the final design and groundbreaking the spring of this year. The project will be complete by 2015. Construction will be phased along the project corridor in order to minimize disruptions to traffic. Throughout the summer, crews will be working on clearing, grubbing and retaining walls. Demolition of the 14th Street Bridge will take place this fall. For more information, visit www.caltrans8.info. $3B Project Will Address Commuter, Safety Concerns BRIDGE from page 1
The bridge is expected to cost $3 billion and accommodate vehicle traffic, light-rail mass transit, bicyclists and pedestrians. The sponsors say it would help commuter and freight traffic and be less vulnerable to earthquakes. The current bridge is two spans, one dating to 1917, the other to 1958. Planners have already spent $140 million and redesigned the proposed bridge once when outside analysts faulted a plan as risky and untested. Another redesign might add $100 million in costs. The current bridge has a lift section that can provide clearance of 178 ft. (54 m). Project sponsors said a 95-ft. clearance on a new bridge would accommodate all but a few river users. But, the Oregonian report shows, the project’s planners overlooked the dredge and didn’t notice that more steel fabrication companies were joining the likes of Thompson Metal Fab, which operates in a former Kaiser shipyard on the north bank of the Columbia in Vancouver, Wash. In October, the Coast Guard’s bridge administrator, Randall Overton, said in a letter that the bridge design had too little clearance, and that the project planners failed to mention the fabricators in an environmental review. In response, project leaders defended the design. “We have confidence that the technical work that has been in process for the past several years is a sound body of work,” said Paula Hammond and Matt Garrett, heads of the Washington and Oregon transportation departments, in a November 2011 letter to the Coast Guard. “A project of this
magnitude must address the total array of users in the decision making process and the 95-foot clearance meets those needs.” In March, the Coast Guard’s opposition became public. The discovery that the Corps of Engineers’ Yaquina dredge wouldn’t fit added to concerns. “Think about if we had another Mount St. Helens, with silt dumping into the river, and the dredge couldn’t get under that bridge,” said Capt. Mark McCadden, chief of external affairs for the Coast Guard’s District 13 in Seattle. A higher bridge would require a steeper grade over the river, which engineers felt was unacceptable for safety reasons, and eliminating a hump in the span would entail extending it north and south. That would have significant impacts, such as making it difficult to connect to a state highway to the north. There also are concerns about traffic from nearby Pearson Field, the municipal airport east of downtown Vancouver. Project officials are proposing compromises to salvage the
current design, such as persuading the fabricators to leave their hulking products partially assembled until they clear the bridge and then to finish assembly downriver. “You might as well bankrupt us,” responded Jason Pond, CEO of steel fabricator Greenberry Inc. of Corvallis, which leased space along the river in 2010. “I just don’t get it. This is a project that’s all about jobs. I just assumed that they wouldn’t kneecap these companies that are offering great jobs.” The corps is looking at the feasibility of modifying its dredge. Lowering its mast, lights and other structural elements could cost more than $500,000, said spokeswoman Amy Echols. Capt. Last summer, a review instigated by Gov. John Kitzhaber and Oregon Treasurer Ted Wheeler found toll revenue projections inflated and traffic projections outdated.

Caterpillar Plans $37M Visitors No Construction Planned Center, Eyes October Grand Opening in 2012 for Anchorage Port By Scott Hilyard (PEORIA) JOURNAL STAR
PEORIA, Ill. (AP) The $37 million Caterpillar Visitors Center is on schedule to open the same day as its next-door neighbor, the $100 million Peoria Riverfront Museum. Save the date. It’s Oct. 20, 2012. With a world-class hotel tied in with the expanded space at the Peoria Civic Center and the two new shiny metal-and-glass buildings that fill up Museum Square, “Peoria has some extremely positive things to talk about for residents and for people who come to visit,” said Jim Baumgartner, director of public affairs of Caterpillar Inc. Baumgartner and company spokeswoman Kathryn Spitznagle led a tour through the center May 2. The tour required safety glasses, hard hats, closetoed shoes and a lot of imagination. While it is 60 percent complete, the building now more resembles a construction zone than the company’s future global showcase for its heritage, products and services. Buckets of paint are clustered on unfinished floors. Sheets of gypsum board are stacked against unpainted walls. The building currently is lit by sunshine and construction lamps attached to electrical
cords that hang temporarily beneath unfinished ceilings and exposed HVAC duct work. But the spaces are taking shape. The center will have exhibits and features that represent all facets of the Caterpillar experience; product development and design; a heritage gallery; a tribute to workers around the world; a theater inside a life-size replica of a two-story tall, 380-ton 797 mining truck; and a makeup of an actual construction site with at least 10 Caterpillar tractors and machines on display. A construction trailer will hold several simulators of Caterpillar products that visitors will be able to operate. An expanded Caterpillar merchandise store welcomes visitors at the front of the building. The top floor, with the best views of the river, with floor to ceiling windows on the back of the building, will have office space, a conference room and kitchen and dining areas. It will not be accessible to the general public. Baumgartner said the building was designed to be used and seen by a variety of visitors — school groups, Caterpillar dealers and customers and regular folks off the street with an interest in the company, its people and its products. An admission price has not been set and it will include exemptions for dealers, customers and the elderly, Baumgartner said.
ANCHORAGE, Alaska (AP) Expansion of the Port of Anchorage is on hold while engineers try to figure out what’s wrong with the current design. “There is no construction plan for this summer and the likelihood of there being any is very, very low,” said Steve Ribuffo, interim director of the port. The city-owned port turned 50 last year. The Anchorage Daily News reported the municipality for more than a decade has worked to replace and expand it. The port’s dock is on corroded piles that are expensive to maintain. Workers in 2009 began hammering steel replacement piles into the seabed to form a new dock but the piles bent and jammed together. The port project was supposed to be finished by 2011 but is years behind schedule and hundreds of millions of dollars over budget. The project in 2005 was estimated to cost $350 million. That has tripled to more than $1 billion.
The municipality at the end of May assumed responsibility for the project, taking over from the federal Maritime Administration. The city agreed in 2003 to let the Maritime Administration take the lead on the project. The agency hired Integrated Concepts and Research Corp. to oversee construction. An extension of the federal government’s contract with ICRC ended May 31. The engineering firm CH2M Hill is conducting an independent study of the design under a contract with the Army Corps of Engineers. It’s expected to be completed by July or August, according to the Corps. The Corps is conducting its own companion study and another engineering firm, AECOM, is conducting a root cause analysis of what went wrong. Also, U.S. Department of Transportation inspector general is auditing the Maritime Administration’s work.

bly prescriptive new hiring mandates. “The administration is getting ready to impose a tremendous new regulatory burden on thousands of employers to fix a problem that doesn’t appear to exist,� said Stephen E. Sandherr, the association’s chief executive officer. “The administration is trying to mandate away the symptoms of a broader problem: a stagnant economy that has left too many Americans out of work for too long.� The new rules, which are being proposed by the Office of Federal Contract Compliance Programs (OFCCP), are designed to have firms working on federal contracts hire veterans and people with disabilities at the same rate at which they apply for positions. Yet Sandherr noted that federal officials have failed to provide any data indicating that veterans or people with disabilities are being treated unfairly with regard to hiring. The rules also require firms to meet sweeping new reporting requirements, establish formal partnership agreements with community outreach programs to help with recruiting, and put in place new training programs, among other costly new measures. If firms fail to meet the “goals� set out in the two proposed rules, they face federal audits and potential debarment from working on future federal contracts.
Sandherr noted that construction firms across the country are already taking aggressive steps to recruit and hire veterans and people with disabilities. He noted, for example, that many firms participate in the Helmets to Hardhats training program that prepares veterans for careers in construction. And firms across the country have created

apprentice, safety and training programs designed to recruit and prepare people with disabilities. The association executive noted that the construction industry alone has lost more than 2 million jobs since 2008 and that the industry’s unemployment rate was 14.5 percent; nearly double the national average and the highest for any industry type. “The problem isn’t that construction firms aren’t hiring veterans or people with disabilities, it is that they are too busy struggling to survive to do any hiring at all.�

Newspaper Finds Apparent Bay Bridge Work Defects SACRAMENTO, Calif. (AP) A newspaper reported May 27 that it has found records of an apparent defect in the construction of the new San Francisco-Oakland Bay Bridge. Records provided by Caltrans last fall show that a builder failed to report that a 19-ft. (5.8 m) section of concrete in the foundation of the span’s signature tower had not hardened before tests were conducted, according to The Sacramento Bee. By failing to disclose the matter, the builder prevented further examination or repair of the concrete, the newspaper said. Kiewit-FCI-Manson, an Oakland-based joint venture, built the foundation as part of a $177 million contract. It did not provide the 2007 test results until after a Bee investigation in November showed that a Caltrans employee skipped required test preparation for separate checks of the same foundation and fabricated results on other Caltrans projects, the newspaper said. The newspaper said experts who reviewed concrete and engineering records for The Bee questioned the ability of the main tower foundation to resist an extreme earthquake, which was the reason for building the new bridge. Caltrans said it believes the concrete has hardened and that the bridge is sound and can withstand any anticipated earthquake. Besides the concrete in question, the Bee’s examination also found other problems with the piles, as well as with test data. During its review of Caltrans records, The Bee said it also
found that two of the 13 piles that rise out of the Bay to hold up the main tower were not tested properly. Among the more than 20 errors found in test reports, according to The Bee, were errors indicating what piles were tested, the test dates and pile measurements. Olson Engineering, a Colorado-based firm, which conducted sonic tests of the piles, detected the problem concrete in 2007, referring to it as “a batch of concrete that has not fully set at the time of testing” or “a very poor area of concrete.” The company suggested new sonic tests, but no new tests were conducted, according to Caltrans. When The Bee asked Olson president, Larry Olson about
the tests, he referred questions to Kiewit Corp., which referred questions to Caltrans. In an email to The Bee, Caltrans spokeswoman Tamie McGowen said “substantial evidence” indicated that the abnormal concrete in one of the piles, referred to as Pile 3, eventually hardened properly. “We are confident in the structural integrity of the main tower foundation and that the bridge will perform as designed to handle an extreme earthquake,” McGowen wrote. Caltrans plans to open the $6.5 billion structure by Labor Day 2013 to serve an estimated 100 million drivers annually.
Cal High-Speed Rail Must Hustle to Keep Funding LOS ANGELES (AP) California will need to build its high-speed train line in record time if it doesn’t want to risk losing federal funds — indeed, it will have to be the fastest piece of transportation construction in U.S. history, experts said. Under a federal deadline, the California High-Speed Rail Authority has until September 2017 to finish the first segment of the line in the Central Valley. In that time, the project will need to acquire some 120 permits, 1,100 parcels of land and a huge workforce. At a projected cost of $6 billion,
California would be spending $2.7 million a day to finish on time, according to an estimate by John Popoff of Parsons Brinckerhoff, a consulting firm working with the rail authority. The figure could reach $3.5 million a day when the cost of buying land is added to construction, management and environmental costs, construction experts told the Los Angeles Times. By comparison, the spending rate for the $6.5 billion Bay Bridge replacement project in Oakland is tagged at about $1.8 million per day.
Construction of the Alameda Corridor freight rail line in Los Angeles, completed in 2002, also ran about $1.8 million per day. “It is a very aggressive plan,” said Manuel Garcia, associate director at the Construction Industry Institute affiliated with the University of Texas at Austin. “It does appear that it will be a challenge.” Delays caused by legal, political or technical problems could leave the first segment uncompleted by the deadline, which potentially could halt the flow of federal money. The project is nine months behind schedule in securing approval from the Federal
Railroad Administration, a consultant for the rail authority said in a status report. Land acquisition also is facing problems, Mark Ashley said. “It is dicey right now whether that is going to hold up our construction or impact our schedule,” he said. Contractors must submit bids by September to build the first section, from Madera to Fresno. The rail authority contract terms call for builders to face $1 million per day in penalties for failing to meet final deadlines after March 1, 2017.

Anderson Machinery Becomes Certified Service Provider Anderson Machinery Company is one of the first LiuGong Certified Cummins Service Providers in its dealer network. LiuGong recently formed a strategic alliance with Cummins, a long-term partner and supplier of engines for LiuGong products. Today’s Terex Bid-Well 4800 bridge paver boasts new features that improve the machine’s flexibility and ease of operation. The new fogging system offers adjustable and removable spray nozzles that make the system even more userfriendly. Located on each side of the paving rollers, at the burlap drag and drag pan, the independently adjustable nozzles can be positioned to direct the fog where it is required to adjust for wind, mix conditions or to certain specifications. New polyethylene tubing eliminates corrosion within the system to improve system uptime, according to the manufacturer. The 4800’s new skewable power crown adjuster can be mounted in-line on a straight paver or positioned on the frame at the skew when contractors are paving decks with a skew angle. This optional system simplifies making crown adjustments when paving at extended machine widths. The power crown adjust allows the operator to make quick crown adjustments on-thefly as the paving carriage reaches the end of the paver. Two new 23 hp (17 kW) evaporative emissions (EVAP) Tier IVcompliant gas engines power the 4800. One engine powers machine function and movement, while the second engine provides dedicated power to the paving carriage for more consistent paving operation. The new engines meet current emissions standards, improve the operating environment around the machine and provide more fuel efficiency than previous engine models.

The Terex Bid-Well 4800 paver displayed at World of Concrete in Las Vegas was equipped with several options that tailor-suit the paver to meet job site conditions. The available 15-in (38.1-cm) Rota-Vibe system on the show machine’s paving carriage is 30 percent larger than the standard system. This provides longer machine advancements, advantageous when paving streets and highways. The paver’s two double-flighted
augers efficiently meter the concrete in front of the paving carriage. Dual, 5-ft. (1.5-m) long paving rollers provide an improved finish to the concrete surface. The paving carriage on display was equipped with the available dual drag pan arrangement, which helps contractors achieve a better concrete seal and enables the pans to drag directly to the side of the slab, according to the manufacturer. The show unit featured two leg options available to paving con-
tractors. By offering zero-clearance paving, the machine’s optional swing leg design gives paving contractors an edge when paving in tight site conditions, such as overlays next to live traffic lanes and new bridge construction adjacent to the existing bridge. An available pivot leg design for the 4800 improves paving efficiency when working on severe cross slopes of 6 to 8 percent. This option allows the leg to be pivoted to a true perpendicular position,
removing stresses on the side rails and eliminating the need for extra shoring. With its 48-in. (122 cm) truss frame depth, the 4800 offers standard paving widths ranging from 36 ft. to in excess of 170 ft. (51.8 m). The 4800 paver display unit was set to a 36-ft. Dynapac Unveils Fifth Generation Volvo to Offer of CA Single Drum Vibratory Rollers Wedge-Lock Asphalt Screed Update

Dynapac USA has introduced four new models of its CAseries single drum vibratory rollers. The CA5000, CA5500, CA6000 and CA6500 have been equipped with a number of enhancements over previous models, including optimized drum amplitude, automatic bouncing control and an overall design that makes it easier to service the equipment. Compaction is delivered by the new models utilizing drum amplitude of .083 in. (.2 cm.) This increased force allows rock fill to be compacted in layers almost 9 ft. (2.7 m) thick with rock sizes up to 3 ft. (.9 m) in diameter. It also requires fewer passes to reach compaction specifications. Automatic bouncing control measures feedback from the drum and eliminates drum bouncing or over compacting. This new feature improves compaction performance while extending the useful life of the equipment by eliminating drum doublejump, which could lead to premature failure of machine components, according to the manufacturer. The CA6000D model also features a governor to avoid compacting at a too high a speed. A full package of design features enhances the serviceability of all models. The new cross-mounted engine not only offers easy access for service and maintenance, it also provides enhanced weight distribution and reduces overall machine length. The hydraulic pumps, arranged in line with the engine, are easily accessed for servicing. Another key new feature is the “ECO mode” fuel conservation system that minimizes fuel consumption as well as carbon dioxide emissions by ensuring that the roller does not consume more power than needed at any given time. The new models also give attention to enhanced safety features with electronic drive control, which provides a “quick brake” function and a tilt
indicator. Dynapac’s anti-spin traction system ensures consistent on-the-go traction and gradeability. The combustion air intake is placed on the engine hood with the outlet running down the sides, thereby keeping the inlet air as clean as possible. When combined with the ejector exhaust outlet, this placement also serves to minimize noise levels. The new CA rollers have static linear loads of 280 pounds per linear inch (pli) on the CA5000, 310 pli on the CA5500, 335 pli on the CA6000 and 365 pli on the CA6500. All four models are equipped with interim Tier IV engines from Deutz, and can use a mix of biodiesel and regular diesel fuel. Optional features on the new rollers include • Service interval alert on instrument panel indicates when a particular service is required • Sustainability package: an rpm management system, biodegradable fill-for-life hydraulic fluid, 50 hours service kit, electrical engine block heater and working lights with LED lamps (CA6000D only.) • Air-conditioned cabs with spin-around seat and steering module, offering movement of up to 180 degrees without stressing neck or body. Spin-around seats also are available as a standalone option, without the cab. • Productivity software, including Dynapac CompBase, providing task planning, execution and analysis, and CostCtrl webbased software for life-cycle cost control and increased machine availability. The new CA rollers are available in standard models with a choice of specifications and available options allowing customers to “build” their own machines, or choose from a number of pre-defined packages. Volvo Construction Equipment has entered into a strategic alliance with Carlson Paving Products in an effort to further serve asphalt paving market needs and offer additional screed options for Volvo pavers. Through the agreement, the Wedge-Lock screed will undergo design updates along with manufacturing and field support by Carlson Paving Products. The screeds will be sold exclusively through Volvo dealers in North America. In addition, an OEM supplier agreement between Volvo Construction Equipment and Carlson Paving Products now makes the existing line of Carlson EZ highway class screeds available on new Volvo asphalt pavers and through Volvo dealers in North America. Included in the agreement are the 8- and 10-ft. (2.4 and 3 m) EZIII and EZIV Series screeds, which can be factory-installed on Volvo pavers. Carlson Paving Products will be responsible for field support of the EZ screeds. The Wedge-Lock screed is designed for use with Volvo 6000 Series asphalt pavers. The electrically heated self-contained vibratory screed will pave a basic 10-ft. wide asphalt mat with crowning capability at the mid-point. Power Crown is standard on the Wedge-Lock and adjusts from a 3-in. (7.6 cm) positive crown to a 0.75-in. (1.9 cm) negative crown. The paving screed is available in two basic configurations — a standard screed and a screed with 3/6 hydraulic extensions. The basic screed and all optional extensions are equipped with bolt-on replaceable, abrasion-resistant, 0.5-in. (1.3 cm) screed plates. All heating elements also are easily removable without requiring removal of the screed plate. The electric-heated screed incorporates advanceddesign heating elements positioned in direct contact with the upper surface of the main screed plate to deliver even, controllable heat. Service-friendly design allows heating elements to be replaced without dropping the screed plate. Control consoles on each section of the main screed provide effortless electrical switching control for extension, retraction, crown and slope. The consoles also allow for auger/conveyor speed range and on/off override. Crew comfort is assured with new features, including conveniently located cup holders and lockable storage trays. Fully adjustable end gates have been updated on the new paving screed to allow for better joint control. An option also is now available for heated end plates on the Wedge-Lock screed. The Wedge-Lock screed with 3/6 extensions has two options — a round nose or mini-shoe screed plate. The round nose screed plate is 1.5 in. (3.8 cm) wide and uses curved strike-offs. The mini-show screed plate is 6.25 in. (15.8 cm) wide and uses flat strike-offs. The new Wedge-Lock screeds will be manufactured by Carlson Paving Products at its production facility in Tacoma, Wash.

CEI Offers Range of Products for Many Asphalt Applications CEI Enterprises has expanded its product range to include equipment for virtually any asphalt application. This product range extends from CEI’s asphalt tanks and hot oil heaters to complete hot mix asphalt plants, heating and cooling systems for liquid asphalt, blending systems for modified asphalts, heating systems for asphalt terminals, asphalt emulsion plants, emissions control equipment and more. Hot Mix Asphalt Plants CEI Enterprises offers two lines of complete, hot-mix asphalt plants: Nomad and RAP King. Nomad asphalt plants, are highly portable and are available in 80, 130, and 175 tph (72.5, 118 and 158 t) capacities.
All are available in primary and advanced designs. The primary design features a dryer/mixer unit with integral aggregate bins and wet scrubber. The advanced design uses larger aggregate bins mounted on an independent chassis, as well as a portable baghouse. RAP King asphalt plants feature a counter-flow drum mixer capable of producing mixes with up to 50 percent RAP content with no added fuel cost. Production capacity is 180 tph (163 t). Asphalt Heating & Cooling Systems These systems include asphalt tanks with coils for heat transfer oil, hot oil heater, insulated piping, chiller and asso-
ciated temperature controls. They are used in applications where liquid asphalt is used in a production process where the asphalt becomes super-heated, and unused asphalt is returned to the storage system. Initially, liquid asphalt in a storage tank is kept heated by heat transfer oil from the hot oil heater. This “hot oil” flows through coils in the asphalt tank, transferring heat to the stored asphalt to keep it in a usable, liquid state. Later, when unused, super-heated asphalt is returned to its storage tank, it is cooled by a similar method. The heat transfer oil is pumped through the chiller, reducing its temperature. Then, the cooled heat transfer oil is pumped through the coils in the asphalt tank, drawing heat out of the asphalt until its temperature is decreased to the desired level. Blending Systems for Modified Asphalts Since 1991, CEI Enterprises has produced asphalt-rubber blending systems. Modern controls provide blending with a simple-to-use interface. PLC-based, “recipe-driven” logic, simplifies operator functions. CEI Enterprises also repairs, upgrades and rebuilds AR systems produced by other manufacturers. In addition to asphalt-rubber systems, CEI Enterprises also offers SBS polymer blending systems for producing polymer-modified asphalt cement. Heating Systems for Asphalt Terminals Asphalt terminals require a substantial amount of heat in order to maintain millions of gallons of liquid asphalt at a usable temperature. CEI Enterprises produces heating systems designed specifically for this purpose. These systems frequently include twin hot oil heaters that can be used in unison or independently. The heaters feature a high Btu/hr output, (typically 5-million Btu/hr) or more. The heaters raise the temperature of the heat transfer oil that is piped through coils in the bottom of bulk liquid storage tanks. Heat is transferred from the coils to asphalt stored in the tank, raising it to the desired temperature and then maintaining that temperature. CEI Enterprises also manufactures the piping and heating coils used in bulk liquid storage tanks. Asphalt Emulsion Plants In recent years, CEI Enterprises has worked closely with many asphalt emulsion suppliers to provide storage tanks, blending tanks, piping systems and temperature controls. Expanding on this base, CEI Enterprises now offers complete emulsion plants. Highly configurable to meet the needs of local markets, CEI Enterprises asphalt emulsion plants blend liquid asphalt with a variety of additives. These emulsified asphalts are then stored in holding tanks prior to loadout.

Bobcat Launches ’12 Lineup of Light Construction Products Bobcat has announced its 2012 lineup of light construction products, featuring a revamped line of air compressors, generators and pressure washers, as well as compaction equipment, including plate compactors and upright rammers. Powered by fuel-efficient, Honda engines, these models are designed to provide reliable performance for job site development and cleanup operations.
