April 2011. Approximately 6 mi. (9.7 km) of two-lane roadway received the works — complete reconstruction with horizontal and vertical realignment, and new shoulders. “WY 34 had horizontal and vertical curve deficiencies,” said Steve Cook, WYDOT resident engineer of District 1. “The roadtop was only 22-feet wide, and the shoulders were practically non-existent.” The new and improved stretch of highway boasts 12-ft. (3.7 m) lanes, with 4-ft. (1.2 m)

KETCHIKAN, Alaska (AP) The chance of building a bridge from Ketchikan to its airport on Gravina Island is remote, according to former Alaska Gov. Frank Murkowski, given the project’s national stigma as “the bridge to nowhere.” He’s suggesting an alternative — an underwater tunnel. The technology already is in use in North America, Europe and Japan, he said. The Ketchikan Shipyard could help build prefabricated tunnel sections that would be lowered into a trench on the floor of Tongass Narrows, Murkowski said. He offered his assistance to encourage evaluating a tunnel’s chances, “because I think the community really needs to focus on the viable alternative, and then let the chips fall where they may.” The Ketchikan Daily News reported Murkowski spoke as the Alaska Department of Transportation is nearly done with an environmental review that will determine the most fiscally responsible alternative for access between the islands. The review does not include the original state preferred alternative that drew national attention. That project included a bridge from Revillagigedo Island to Pennock Island and a second bridge from Pennock to Gravina Island, home to the state-owned airport and acreage where the city could expand. Caterpillar to Sell Part of Bucyrus Distribution Business to Barloworld BAYONET

Caterpillar Inc. and Barloworld Limited announced that Caterpillar Global Mining LLC and Barloworld have signed an agreement for Barloworld to acquire the Bucyrus equipment distribution and support business in South Africa and Botswana. The transaction between Caterpillar and Barloworld is valued at approximately $115 million. In addition, Caterpillar Global Mining has assigned to Barloworld its agreements with Eqstra NH Equipment (Pty) Limited and Eqstra Botswana (Pty) Limited (together referred to as ‘Eqstra’) for the purchase of Eqstra’s South Africa and Botswana Bucyrus distributorship and mining services businesses. For Barloworld, the total transaction, including the former Eqstra mining services businesses, is valued at approximately $175 million. “We’re pleased to announce this agreement today as we continue to make good progress on our transition of the product distribution and support of former Bucyrus machinery to Cat dealers around the world,” said Steve Wunning, Caterpillar group president with responsibility of Resource Industries. “Barloworld and Caterpillar have a longstanding relationship, and we look forward to realizing the growth opportunities created by this agreement.” Subject to customary closing conditions and required regulatory approvals, it is anticipated that the transaction will close in the third quarter of 2012. Upon completion of these transactions, Barloworld expects to begin providing sales, service and support for all of the former Bucyrus mining products in all its dealership

territories in southern Africa. Clive Thomson, CEO of Barloworld said, “This acquisition is perfectly aligned with the group’s growth strategy. It builds on our existing strengths and will enhance our leading position in the mining industry by significantly expanding the range of equipment solutions we are able to provide to customers operating across southern Africa.” Following completion of the acquisition, approximately 470 former Bucyrus and Eqstra employees and contract workers are expected to transition to Barloworld. Discussions are continuing between the companies in relation to the former Bucyrus distribution and support businesses in the Barloworld dealership territories in Russia and Iberia. Caterpillar continues to hold discussions with other Cat dealers that have mining activity in their territories and will continue to operate the former Bucyrus distribution business until the transitions have occurred in a given territory. To date, Caterpillar has closed similar transactions with Sime Darby Industrial and Finning International Inc. (for portions of the Bucyrus distribution and support business in South America and the U.K.). The company also has announced deals with three other dealers including Finning International Inc. Construction employment fell in May by 28,000, the largest decline in two years, and is now at the lowest level since last August, according to an analysis of new federal data released June 1 by the Associated General Contractors of America. The drop in construction employment comes as new figures show a 1.4 percent decrease in public construction spending restrained overall construction activity growth to 0.3 percent. “With construction employment shrinking for the fourth month in a row, the industry is clearly having a difficult start to the year,” said Ken Simonson, the association’s chief economist. “In particular, cuts to public sector investments in construction are taking their toll, given that heavy and civil engineering construction experienced the largest employment decline within the sector.” Total construction employment now stands at 5.5 million, or 0.5 percent lower than a month earlier but 18,000 higher (0.3 percent) than in May 2011, the economist said. Meanwhile the industry’s unemployment rate is at 14.2

percent, nearly double the national average. He added that overall construction employment is still far below its peak level of 7.7 million in April 2006. The nonresidential construction sector lost 17,400 construction jobs in May, Simonson noted. Heavy and civil engineering construction firms — which perform a large share of publicly funded construction work — shed 11,200 jobs while nonresidential specialty trade contractors lost another 7,700. Nonresidential building contractors added 1,500 for the month. Residential construction lost 11,000 total jobs as the residential specialty trade contractors shed 10,000 jobs and residential builders lost 1,000 positions in May. Meanwhile, construction spending in April increased by 0.3 percent compared to March 2012 and 6.8 percent compared with April 2011 and is now at an annualized rate of $820.7 billion. Private sector demand for construction expanded by 1.2 percent for the month and 12.5 percent year-over-year, but overall growth was held back by a 1.4 percent monthly decline in public construction

activity and a 3.2 percent drop from the April 2011 level. Association officials said the new construction employment and spending figures underscore the need for quick Congressional action on a number of long-term infrastructure measures, including reauthorizing clean water and surface transportation programs. They said members of Congress participating in a conference committee negotiating what could possibly be a new highway and transportation bill should feel a new sense of urgency given the grim construction employment figures. “Getting a highway and transit bill passed would certainly help counter any possible backslide in construction employment,” said Stephen E. Sandherr, the association’s chief executive officer. “While the overall economy will need to be much stronger before private sector construction activity and employment begin to approach pre-recession levels, investments in infrastructure will certainly help put more construction workers back on the job.”

Manitowoc Opens New Product Verification Center A crane can only be as good as the sum of its parts. That’s why Manitowoc Cranes has built a multimillion dollar, testing facility to rigorously scrutinize the components that go into its cranes. The Product Verification Center at Manitowoc’s Shady Grove, Pa., facility will help produce stronger, more-reliable cranes. By allowing rigorous testing of component performance and working life cycles, it will give Manitowoc engineers new insight into the anticipated performance of cranes in the field. It also will speed up the product development phase for new designs, reduce warranty claims and on-site stoppages, and allow for the direct comparison of supplier components, according to the manufacturer. Eric Etchart, Manitowoc’s president and general manager, said the Product Verification Center represents an investment in quality. “For Manitowoc and its customers, this new center marks the beginning of an exciting phase in modern crane design and testing,” he said. “By meticulously inspecting the quality and endurance of individual components, we will be able to reach new, unprecedented levels of quality. We believe there’s no other facility like this in the crane industry.” The center features a number of technologies that will deliver detailed pictures of anticipated component performance. Among the most significant are: • A severe environment test (HALT) chamber that can mimic extreme temperature swings and test component reaction to continuous vibration. • A walk-in temperature and humidity chamber that’s large enough to fit entire crane cabs, consoles and power boxes. • A four-channel structural test system with advanced feedback control. • An electrical and software testing lab. • Imaging systems for forensic analysis, including a thermal imaging camera and microscopes. • A materials lab with a scanning electron microscope, flaw detector and hardness tester. • A cyclic corrosion chamber, which recreates salt water exposure and fog conditions. The Product Verification Center will test designs earlier in the product development process than was previously possible. That means suppliers and their components can be vetted before the products are placed in cranes. Also, the head start allows Manitowoc engineers to discover any potential difficulties at an earlier stage and devise solutions long before equipment reaches job sites. Jim MacIntyre, director of global quality systems of Manitowoc, said the Product Verification Center is already improving crane performance. “It’s still very early, but we’re already seeing some inter-

As a result, we adjusted the design to increase fuel economy and improve productivity,” he said. “In the future, we will be able to replicate this kind of innovation on a much bigger scale.” Alan Calta, director of the Product Verification Center, leads a specially-trained staff of 41 managers, technicians and engineers. The team has fashioned a proprietary verification management system to organize, prioritize, summarize, compare and archive the center’s test results. Additionally, Manitowoc’s experts will be able to develop competitive standards for verification and processes in the future. The new facility allows for the testing of entire cranes, too. Engineers are able to view cranes being tested on one of the

center’s six test pads, for example, and monitor the results in real time. The center’s roof is tall enough to allow for the full extension of crane booms, so engineers can accurately recreate job site conditions. The Product Verification Center took less than a year to build with an aggressive schedule and major push by key individuals from Manitowoc’s plant operations, engineering and purchasing teams. The biggest challenge was recruiting talent for a team that could meet the heavy demands of the product verification requirements. Manitowoc started researching and planning for the center in 2009 as part of its commitment to continuous quality improvement. The company discovered that many of its suppliers weren’t able to test their own products and when they did, the measurements were often incomplete. Driven by the desire to understand as much as possible about each component that goes into a Manitowoc crane, the company decided it should create its own verification facility. Vermeer Corporation was awarded the Joseph L. Abbott Jr. Innovative Product Award (New Installation Category) by the North American Society of Trenchless Technology (NASTT) at the 2012 No-Dig Show, held March 12 to 15, 2012, in Nashville, Tenn. Vermeer won the award for its D36x50R Series II Navigator HDD, equipped with the rock-focused MAGnum drilling system. The MAGnum drilling system uses rapidly rotating magnets of alternating polarity within the carriage assembly, which generates a high frequency percussive action to fracture and effectively bore through tough formations, including solid rock. This hammer technology was developed in collaboration with FlexiDRILL, a New Zealandbased engineering company, and is licensed for exclusive distribution in the HDD market by Vermeer. Not a dedicated rock drill, the MAGnum system can be disengaged by the flip of the switch, and the D36x50R Series II will perform as a conventional HDD drill. This versatility qualifies the drill for a range of ground conditions to help boost overall utilization “Vermeer is humbled to receive this

shoulders. Three retaining walls were installed by the Bryan Miller Company of Denver, Colo. The walls are a precast component system put in place to protect North Sybille Creek and its inhabitants. The North Sybille Creek Bridge also received a facelift with a new deck overlay and approach slabs. S&S Builders of Cheyenne were subcontracted for the bridgework. Precision Drilling, headquartered in Billings, Mont., performed the blasting and rock bolting on all three WY 34 projects. Oftedal proceeded with grading, placing crushed base and replacing the existing drain pipes. It utilized a Hitachi 850 excavator, five Cat 773 rigid frame trucks, Cat motorgraders and Cat D9 dozers. No specialty equipment was needed for the job. McGarvin-Moberly Construction, based in Worland, Wyo., finished up with paving, and Wishbone Fencing Company of Aladdin, Wyo., installed an 8-ft. (2.4 m) game fence along the highway. The Wyoming Game & Fish Department operates the Thorne/Williams Wildlife Research Center of Sybille adjacent to the road project. The Research Center and its surrounding 3,000-plus acres of land serve as a winter range for mule deer and provide the public with recreational hunting and fishing opportunities. Additionally, the Research Center has been home to captive breeding programs for the endangered black-footed ferret and the Wyoming toad. The WYDOT game fence stretches 3 mi. (4.8 km) to protect the animals of the Research Center which, include elk, big horn sheep and buffalo. Construction crews maintained the flow of traffic by keeping one lane open at all times and employing pilot cars. A 30-minute delay was put into effect during blasting. The contractors operated one day shifts, which included weekends. This job required 402,849 cu. yds. (308,000 cu m) of balanced earthwork, and 27,558 tons (25,000 t) of asphalt

paving. “The most difficult part of the job was working in the tight conditions of the Canyon,” noted Cook. “The material was all drill and shoot rock. Fortunately, we learned a lot by working on the previous two segments of WY 34, so there were no surprises here.” Oftedal’s $10.5 million contract allowed for two construction seasons, but the prime contractor was able to complete the majority of the work in just one. Reclamation and chip seal work will be done this spring, and the job will be complete by the end of June. Urban Artists Turn Aerial Platform Safety Into Art Mr. Shiz and Foundry, artists from Paris and Brighton, have created two pieces of urban art commissioned by IPAF celebrating aerial platform safety. The artists from Wet Paint Productions sprayed two 23 by 13 ft. canvases over six days at the Intermat construction show in Paris, working from a boom and a scissor lift. They were challenged by rain and strong winds during the show, which meant that the work had to be stopped at times and the machines “grounded” for safety reasons. But Mr. Shiz and Foundry are not only skilled graffiti artists. They also have been trained to use aerial platforms safely and effectively at IPAF-approved training centre Facelift near London and both hold IPAF PAL Cards (Powered Access Licenses). Mr. Shiz is a native Parisian who has lived in London for 10 years and has been painting graffiti for more than five years. He graduated from art school and is a professional graffiti artist who is just as comfortable painting for diverse clients including Channel 4, Just Beats and UEFA, to bodypainting models for film shoots — something he has become renowned for. His style ranges from classic graffiti to impressive photorealism. Foundry comes from Sheffield and is now based in Brighton. He started drawing at an early age. While he uses a variety of media, he prefers the magical qualities of aerosol, which has no direct contact with the surface, but works well both on microscopic detail and vast areas. Over the last 15 years, Foundry has painted murals and large-scale

Honda Introduces All-New Spline Terex Woodsman Debuts New Trommel Range Shaft V-Twin Engine Models Honda has introduced spline shaft models of its VTwin general purpose engine. The new spline shaft brings an increased ease of assembly and connection with a more compact design for V-Twin engine users working with hydraulic power pump industrial products. Offered in horizontal engine configurations, the new spline shaft V-Twin engine models will offer construction customers more flexibility to efficiently install engines directly to a variety of diverse applications. Wright Express Releases Monthly Construction Fuel Index Wright Express Corporation, a global provider of value-based business payment processing and information management solutions, in collaboration with IHS, a global source of information and analytics, released results of its Wright Express Construction Fuel Consumption Index (FCI), which indicated an increase of 3.5 percent in March versus its level the previous year. New home sales declined by 1.6 percent in February, but inventory continues to shrink, which is good news since builders will have to replenish stocks by ramping up starts once demand rebounds. Housing starts were down in February, but were still at their third-highest level since October 2008. Meanwhile, housing permits rose 5.1 percent in February to a 717,000 annual rate, which is the highest level since October 2008. The pickup in permits in February is a good sign for future homebuilding activity. 2012 should be a better year for housing than 2011. Students Step in on Building Project By James Brooks KODIAK DAILY MIRROR

KODIAK, Alaska (AP) For a moment on the afternoon of June 13, the sun came out in Kodiak. Breaking through clouds, sunlight lit up the Emerald Isle in a scene to make tourism promoters smile. Sierra Callis didn’t see any of it. Grimy and dusty, she maneuvered a rake in the cramped crawl space beneath a new construction project on Signal Hill, spreading gravel. She was smiling. “In how many other places do you get an opportunity to do something like this?” she asked. Since May 29, three students from the Kodiak High School construction academy and two instructors have been hard at work on an expansion of the Kodiak Island Borough projects office. “I’m pretty certain it’s not easy for them to be getting up early on their summer vacation and shoveling gravel,” said Barry Altenhof, one of two adults supervising the construction project. The project began last year when the borough began looking for a contractor to connect two small cottages used by its engineering projects office. The project involved construction of a simple conference room between the two buildings, but using a contractor to build the room would have cost at least $77,000. That’s when Kodiak High School stepped into the picture. Students in the high school’s construction academy, which teaches basic residential building techniques and practices, had just completed a banya as part of their classroom lessons. As students looked for summer jobs, the construction

academy suggested that it could do the work cheaper than an off-island contractor. A deal was struck: The borough would provide $24,000 in supplies and a $15,000 stipend to pay for labor, which would be provided by the construction academy. The only thing the students can’t do is the electrical work. Once the students have their framing work inspected for safety the siding and roofing will be finished and interior work begun. “I think they’ve made pretty darn good progress,” Altenhof said as he and student Jessica Emmerson laid a waterproof membrane on the new roof of the conference room. Below, Callis and Eldon Lester, under the supervision of KHS drafting teacher Jeremiah Steck, shoveled gravel into the crawl space beneath the addition. The work was hot and tiring, but no one seemed to mind. “We built the banya and now an actual building,” said Emmerson, who will be a senior next year. There are practical advantages as well. Kodiak is undergoing a government-fueled building boom topped by the $76 million Kodiak High School renovation and expansion project. Altenhof hopes eventually to use that project as a training ground for kids in the construction academy, getting them to help build the classrooms they will use. Even if that doesn’t take place, the skills learned this summer will help these students find jobs with construction companies working on-island, Altenhoff said. “With the amount of work going on over the summer, they probably have a pretty good chance of doing that,” he said.

Volvo CE Confident of Sustained Recovery Volvo CE President and Chief Executive Pat Olney has used a press conference in Miami to confirm his belief that the recovery in the North American construction equipment market is gathering momentum. His comments to a group of leading Americas business journalists attending an event on sustainability during the Miami stoppover of the Volvo Ocean Race came shortly after the company posted a spectacular 111 percent uptick in North American revenues in the first quarter of 2012. “Demand for construction equipment in North America jumped 35 percent during the first three months of the year,” Olney stated. “This shows us that the recovery that began last year is gathering pace and that our earlier forecast of a 15 to 25 percent year-on-year improvement for 2012 is attainable.” Volvo CE’s North American performance during the quarter helped the company to a 17 percent increase in global net sales and to post record levels of profitability for a first quarter. Prefabricated tunnel sections in Europe are mostly concrete and a mix of concrete and steel in the United States, he said. “The sections of the tunnel could be built at the existing [Ketchikan] shipyard, which would stimulate, obviously, the contribution of that organization to the community,� Murkowski said. Segments would be floated to the tunnel site and lowered into a trench.
