Texas Two-Fer: U.S. 281 Bridge Replacement By Lori Lovely CEG CORRESPONDENT

Built in 1936, the bridge that carried U.S. 281 over the Colorado River near Marble Falls, Texas, was considered “functionally obsolete” despite a 1974 rehabilitation of the cantilever deck truss. The first bridge at this location was built in 1891, but a flood destroyed it in June 1935. Ferry operation took over until the cantilever bridge was completed the following year. It’s not a flood requiring replacement this time. The outdated steel structure can no longer keep pace with

traffic on the heavily traveled route through Marble Falls that sees an average of 26,000 vehicles per day cross the river. Population growth in Burnet County is one of the driving forces behind the plan that targets improved traffic flow as a goal. To accomplish that will require two bridges: one serving northbound traffic, the other serving southbound traffic. “Once this project is complete, citizens will enjoy two bridges, each with two 12 feet travel lanes for vehicles, large 10 feet shoulders and sidewalks for pedestrians and cyclists,” said TxDOT spokesperson Kelli Reyna. see BRIDGE page 16

Kirby-Smith Earns High Ranking in Trade Publication Kirby-Smith Machinery Inc. was recently ranked the 27th largest rental company in the nation by two national rental sources for 2012. This is an increase from a 32nd ranking in 2011. Kirby-Smith Machinery Inc.’s crane division also was ranked the 43rd largest crane distributor in the nation, an increase from the 47th largest in 2011. JCB South Texas Cuts Ribbon on Official Grand Opening More than 175 people attended South Texas’ official Grand Opening Ribbon Ceremony on May 23. The company, which officially opened its doors for business in November of 2011 under the direction of Branch Manager Jacobo Rodriguez, has prospered and grown to gain the respect and admiration of its customers within its large 20 county territory in south Texas. Aside from providing an excellent barbeque brisket and all the trimmings for lunch, customers were able to enjoy the world famous “Dancing Diggers.” Two loader/backhoes and a JCB skid steer loader performed hydraulic acrobatics with a musical background. As part of the on-going efforts of its customer care program, JCB holds yearly sales training sessions for its dealer representatives in order to make sure its customers are provided with the very latest in machine information. JCB of South Texas hosted the training sessions this year and planned the ribbon cutting ceremony accordingly so they could take advantage of having JCB Corporate on hand. JCB of South Texas is the “brain child” of Owner and CEO Francisco Zorrilla. With the success of his initial location in the state of Puebla, Mexico, Zorrilla determined to establish his name in Texas with JCB of South Texas. The new facility sits on 4.5 acres located on the southeast side of San Antonio along the I-10 corridor. The 7,700 sq. ft. facility has six

Nortrax Equipment Holds Purple Heart Fishing Trip Nortrax Equipment Company, along with Sage’s Angle West Resort, sponsored a special fishing trip May 31 to June 2, to the Northwest Angle of Lake of the Woods, Minn., for three wounded soldiers from Texas. Dale Gessell, regional vice president of Nortrax, wanted a way to say “thank you” to military veterans, so he and friend, Lance Sage, came up with an idea to host a true north woods-style fishing trip. They contacted Operation One Voice (OOV) a not-forprofit corporation designed by police officers and firefighters dedicated to raising funds and awareness for the financial needs of the children and families of wounded and fallen Special Operations Forces soldiers. OOV chose three soldiers, Johnnie Yellock II, Sgt, Brian McGuire, 3rd Ranger Battalion, and Erich Ellis, a Marine special operator. All three men were wounded by IED blasts while serving in either Iraq or Afghanistan. The soldiers were flown to Minneapolis and then flew approximately 375 mi. north aboard a private flight to Warroad, Minn. Upon arrival, they visited the Warroad Veteran’s Memorial and then traveled to Sage’s Angle West Resort, owned by Sage’s parents, Brian and Jane. That evening they

were treated to a steak dinner by their hosts, the Sage family and Gessell. Bright and early the next morning, they were aboard boats and fishing Lake of the Woods. The three soldiers enjoyed two full days of fishing in somewhat chilly conditions. They caught primarily walleye, but also smallmouth bass, perch and northern pike. They were treated to special shore lunches and home cooked meals. Nortrax sponsored the trip by providing all travel and food expenses. The Sage family provided the cabin accommodations, boats and bait. “It was an honor to put on this special fishing trip for these guys. It’s just our small way of saying thank you to these soldiers who gave so much. Their positive outlook on life is absolutely remarkable. I am fortunate to have spent time with them,” said Gessell. AEMP Appoints New Executive Committee Members The Association of Equipment Management Professionals (AEMP) elected its new 2013-14 executive committee members and named new directors during its 2013 Management Conference and Annual Meeting March 17 to 19 in Jacksonville, Fla. The board also appointed a new president/CEO and chairman. Bob Merritt, the director of equipment at URS Corporation’s Energy and Construction Division, is the new president/CEO and AEMP board chairman. He said his priorities for the coming year are to expand the AEMP footprint, enhance the association’s educational offerings and further its efforts in telematics. “Telematics is a big driver for me,”

Merritt said. “This is important technology, but unfortunately there is still a lot of misunderstanding and mystery surrounding it. We need more training and experience with telematics so we can make it easier to use, so we get better information from its application and so we can better apply that information to benefit our companies.” Active AEMP members elected Thad Pirtle, the vice president of equipment at Traylor Bros. Inc., as the 2013-14 chairmanelect, and Dave Gorski, the shop administrator at K-Five Constructions Co., as the new secretary/treasurer. Construction Workers Find New Opportunities in Trucking More than 1.4 million residential construction jobs were lost between April 2006 and October of 2011, according to Bob Nielsen, chairman of the National Association of Home Builders. Timothy Wagner, who used to own a painting company, went from picking and choosing which jobs he wanted to not having any at all when the housing and construction market crashed. After a few years of trying to make ends meet, he decided to look at a new career path — this time as a professional driver in the trucking industry. Wagner’s search led him to Prime Inc., where he has been a driver since January 2012. “I didn’t go to college, so I knew that my options might be limited,” said the 42-year-old. “I was looking for steady work that I could do and truck driving seemed like the logical answer. It’s nice now to get a paycheck without having to chase my money down myself.” The American Trucking Association (ATA) is conducting a national driver recruitment campaign in order to employ a Global Insights Inc. predicted shortage of 111,000 drivers by 2014 in the trucking industry. The campaign focuses on increasing its pool of driver applicants by appealing to people like Wagner who are looking to embark on a second career. The ATA estimates that at the current trends, the driver shortage

could balloon to as much as 239,000 drivers by 2022. In addition, the ATA estimates that 96,178 drivers will be needed every year over the next 10 years to account for the shortage. The transition of individuals from other industries into trucking can play a large role in bridging the gap on the driver shortage. According to the U.S. Department of Labor, employment in the construction industry remains at low levels because of the 2007-09 recession, and employment in most construction occupations is not expected to reach pre-recession levels. An Engineering News Record Construction Industry Confidence Index (CICI) survey shows the construction industry’s uncertainty. The second-quarter 2012 CICI fell six points from the first quarter to 50 on a scale of 100, which represents a flat market. The 378 executives of large construction and design firms responding to the survey believe the market will not begin to show signs of growth until the end of 2013. As for the current market, 32 percent of industry execs polled believe it is still in decline, while only 17 percent believe it is growing. Only 25 percent believe the market will be growing within the next six months, while an equal number believe it still will be in decline. However, 51 percent believe the market will be on the

upswing by the end of 2013, compared to only 8 percent of respondents who believe the market will continue to be in decline in 12 to 18 months. For Wagner, the decline in the construction industry meant seeking out a second career. He researched several trucking companies online before deciding on driving for Prime. Wagner found that the company had the stability he needed with consistent freight and competitive pay. “Jumping careers at this point in my life wasn’t something I planned

on, and I wanted to get the best grasp on it that I could,” he said. “What really got me was that Prime had better training pay that anyone else. Wagner to go home immediately, but the company gave him as much time as he needed to grieve the loss. “I was worried about getting time off because I hadn’t been working here that long, but Prime was more than gracious,” Wagner said. “The first thing they said to me was, ‘family first.’ They said I had a job to come back to whenever I was ready and I respect that.” The professional driver’s schedule has taken some time for Wagner and his family to get used to, but they all agree that the benefits far outweigh the change in lifestyle. With one daughter in college and another one in high school, working for Prime allows Wagner and his wife Claudia to continue enjoying their New Jersey home and plan for the future. “You have to be prepared because it is not only a job, but it’s truly a lifestyle,” he added. “Once you’re ready, you make the commitment and go at it full force. place,” Reyna said. “Crews spend a large amount of time and effort controlling the heat of hydration in the high-strength concrete during the hot summer and winter months.” Since this is a cast-in-place, post-tension bridge, the vast majority of the bridge is Class H (high early strength) concrete and American-made steel strand cable and rebar. Using standard construction equipment typically used on most construction projects, with the exception of the Form Traveler System, which is new in Texas, approximately 30 to 35 active workers plus approximately 5 to 10 supervisors are on site during a normal day when they’re building segments of the bridge or during the demolition process. The use of the post-tension castin-place construction method seems to be an excellent fit for this project, Reyna said. “While castin-place segmental bridges have been used for a number of years around the world, they are just now

Sennebogen Growth Stragety Reflected in Versatility at Alco It all started with just a quarteracre site in San Leandro, Calif., in 1953 but now, in its 60th year and with a network of four scrap-processing locations throughout the greater San Francisco region, Alco Iron & Metal Company is finding that old-school values are still the best path to growth. Still owned by the same family, Alco Iron & Metal is spread out over 35 acres in four separate locations in Northern California. The company currently employs more than 200 employees including scrap metal buyers, processing crews, new and usable buyers, sales staff, demolition experts, certified welders, and a complete fabrication shop staff. “Our business model evolved from our customers,” said Kari Fletcher, manager of the Vallejo yard. “We build good relationships based on trust with our service and our knowledge and the right equipment. Then the customers ask us what else we can do for them to assist them in their businesses.” A Complete Circle in Metals Unlike many recycling businesses, Alco is engaged in the full circle of metal and iron services. Along with collecting and processing both ferrous and non-ferrous metals, Alco takes on demolition projects, which provide a primary source of materials for recycling. The company also is a large distributor of new structural steel, aluminum and copper. Backed by its service ethic, the scope of Alco’s metal interests creates opportunities to grow within its own customer base, as both a seller and a buyer of its customers’ metal. At Alco’s newest recycling yard in Stockton, General Manager Jerry Lynch has also seen firsthand how its growth strategy works. “Our business plan is all

about taking care of the core customer,” said Lynch. “We’re your one-stop shop: we’ll recycle your materials and we’ll sell you your new materials from the mills.” Versatility Supports Responsive Business This underlying philosophy reveals itself in every aspect of Alco’s business, from its administration to the equipment it operates. The newest machines in the Alco recycling yards are Sennebogan 825 M rubber-tired scrap handlers. “Our facilities here (in Vallejo) and in Stockton are very similar,” Fletcher continued. “They are both 15-acre paved sites. We buy ferrous metals at the rear of the yard and we make our nonferrous purchases in the building at the front of the yard. At any time, we could need our material handler

to move right to the opposite end of the yard. We were looking for wheeled machines for their mobility, and Sennebogan won out. It’s very helpful being able to bring the Sennebogan right into our warehouse.” In the Stockton yard, Lynch sees his 825 M as more than a scrap handler. “We have a lot of jobs that need equipment like this, so we use the Sennebogan a ‘utility’ type of machine. It gives us the versatility we need to be flexible. It can load different containers and move material in the yard. Or we can put it on a truck to help process material on a demolition site.” Speed, Simplicity, Service Lynch’s yard still relies on older tracked equipment for much of the day-to-day loading work, but he sees a growing role for the 825 M.

“We’ve been limited by the tracked equipment. It tears up our concrete, so we’d be hesitant to zip over 100 yards to move some material. The Sennebogan can go 12 mph without damaging the yard. Its speed and ease of handling lets it step into multiple uses.” Alco’s scrap handling operators are experienced with various makes and models of equipment. Their reports to Fletcher and Lynch have been more than favorable, according to Fletcher. “They like the visibility from the elevating cab and from the safety cameras strategically placed on the machine. The high resolution monitor allows them to see their working area. They have also mentioned how the wheels make it much easier for them to get around the yard,” she said. The operators at the Stockton

Family Values at Work The right equipment reinforces Alco’s ability to respond flexibly to market demands. According to Lynch, the dynamics of a familyrun business are strategically valuable, too. “Our ownership is directly involved every day. It’s great to have them involved so our decision-making can be very fast. It allows us to be responsive to opportunities and customer requests.” That sentiment is a familiar one to Jay Alias, the Bejac representative who has been working with Alco. “We see it, too, in the way Sennebogan operates. Others may be responsible for positioning a piece of mobile equipment at the beginning of the work day, but may not be back behind the wheel until day’s end, so that their daily drive time is actually minimal. Those who transport construction materials may spend substantial time in a queue to pick up or drop off those products. However, in the indiscriminate eyes of the hours of service rule, these examples of nondriving activities are still considered on-duty time and can end up prohibiting industry employees from carrying out their driving duties past 14 hours on a lengthy work day.” The association noted that transportation construction industry commercial drivers generally do not operate in a manner that leads to concerns over fatigue and cited a lack of any conclusive data to demonstrate that driver fatigue and ancillary health issues are a significant problem in the transportation construction industry. Moreover, transportation project owners, the driving public

and commercial shippers are expecting more timeliness and efficiency in the delivery of transportation improvement projects, as well as less disruption to traffic. Transportation construction firms will often work very long hours to complete these projects expeditiously, especially in regions of the country where seasonal weather is a factor. ARTBA pointed to existing precedent for exempting other classes of industries or providing certain exceptions, including: agricultural drivers during planting or harvesting season; vehicles operated by the federal, state or local government; drivers for movie and television productions; drivers transporting propane heating fuel during the winter; retail deliveries; and utility service vehicles. “ARTBA and its members continue to be concerned about the wholesale application of the hours of service rule to the transportation construction industry. Contractors make every effort to comply, but often to the detriment of efficiency in the project’s time and cost. Treating short-haul transportation construction industry drivers the same as longhaul commercial truckers defies common sense.
