It is fitting that the Oregon Zoo’s (in Portland) eight Asian elephants are among the many watching construction of Elephant Lands, a $57 million project that will quadruple their habitat from 1.5 to more than 6 acres. From the beginning, zoo officials have said that everyone working on this project has been aiming to look at it through the elephants’ eyes. “At every stage of design and construction, we ask ourselves how we can make this a better home for elephants,” said zoo bond program director Heidi Rahn. “Animal welfare has been our guiding principle every step of the

way.” The ambitious new Elephant Lands project is the fourth of eight major projects funded by a community-supported 2008 zoo bond measure, which ultimately will renovate more than 40 percent of the zoo. Not only will the elephants enjoy a much larger space, but the infrastructure supporting them will receive state-of-the-art upgrades aimed at making their lives more comfortable, providing greater opportunity for choice and encouraging natural behaviors. “It is designed to keep elephants active for 16 to 18 hours a day outdoors,” said Jim Mitchell, the zoo’s construction manager, “but also an opportunity to stay inside if they want. Senators Propose Industry Adds 6,000 Jobs, Gas Tax Increase Unemployment Rate Drops for Transit Jobs Construction employers added 6,000 workers to payrolls in May as the industry’s unemployment rate dropped to 8.6 percent, its lowest May level in six years, according to an analysis of new government data by the Associated General Contractors of America. However, association officials cautioned that gains remain spotty and that thousands of highway construction jobs are at risk because of a pending halt in federal transportation funding later this summer.

“Even with five straight months of construction employment gains, the industry remains vulnerable to sudden shifts in demand,” said Ken Simonson, the association’s chief economist. “Should Washington allow federal highway funding to come to a halt as predicted later this summer, the sudden loss of billions of dollars worth of demand would cost many construction workers, as well as workers from other segments of the economy, their jobs.” see JOBS page 49

WASHINGTON (AP) Two senators unveiled a bipartisan plan June 18 to raise federal gasoline and diesel taxes for the first time in more than two decades, pitching the proposal as a solution to Congress’ struggle to pay for highway and transit programs. PIRTEK Expands Its Wild West Presence in Arizona PIRTEK Palo Verde opened its doors on May 27, in Tucson, Ariz. Local companies and their equipment idled by failed hose assemblies will benefit from the new PIRTEK Hose Service Center located at 3455 South Palo Verde Road, Suite 117. The service-based company is committed to minimizing equipment downtime by bringing on site hose workshops directly to customers’ job sites within one hour of a call for assistance. PIRTEK Palo Verde operates three on site hose workshops manned by fully trained service technicians that provide an on site service to replace hydraulic hose assemblies and other ancillary products. The Tucson Hose Service Center provides over-thecounter service for custom built hose assemblies while customers wait. The location is set up with the capacity to assemble hoses up to 6,000 psi and carries a wide variety of parts and accessories including hard to find metric fittings and adapters. Okla. Firm Changes Disposal of ‘Cuttings’ Landscape When owners Lance Schultz and Jason Swanson founded J&L Oilfield Services LLC in 2002, their goal was to service 10 drilling wells. They have long surpassed that mark, and along the way have built a business that’s changing the landscape when it comes to disposing of the cuttings from oil- and gas-drilling wells. Based in Shattuck, Okla., J&L Oilfield Services provides land application services of “cuttings” or “drilling mud” from drilling sites. It handles two types of cuttings: water-based and oil-based. Water-based mud is directly applied to existing ground. Oilbased mud is blended with a mixing agent, such as low-grade lime, before application. Additionally, the company hauls water from drilling sites to its own disposal wells. J&L Oilfield Services works with a large list of customers, mainly in western Oklahoma and the panhandle of Texas, servicing nearly 70 wells. It employs about 400 people, and in addition to its headquarters in Shattuck, the company has yards in Enid, Chickasha, Burns Flat, Cheyenne and Vici. It services more than 35 percent of the active rigs in Oklahoma and more than four percent of the active rigs in the United States. “Last year was a record year for us on several fronts,” said Schultz. “Our employee list increased to nearly 400, our hours of service jumped 20 percent, and we logged a record number of miles traveled. More importantly, our safety record continued to shine. Our total recordable incident rate was well below the national average. We also maintained our record of zero regulatory fines since we founded the company.” “Our adage is ‘Let’s do what is right!’” added Swanson. “We follow that philosophy in everything we do, from the safety of our work force and practices to providing the most environmentally sensitive way of disposing of the cuttings. We carefully plan to ensure sustainability and minimize impact.” J&L Oilfield Services takes a diligent approach to cutting disposal, starting with assessing the land where it will apply the cuttings. The company takes samples from a potential disposal site and tests

the existing soils in its lab. It also coordinates with independent labs to conduct soil and waste research. “We want to ensure the land can handle the cuttings with no detrimental effects,” said Schultz. “If it’s all right, we’re good to go. We apply the cuttings right on top of the existing ground. Under most conditions, the area where we place the cuttings will be back to original ground level within a few months.” Launches ECO1 J&L Oilfield Services pioneered innovation in environmental sensitivity when it introduced its ECO1 land application system. pleted multiple university research projects that analyzed total petroleum hydrocarbon degradation and salt leaching. “Traditional waste management

presents challenges, including the chance that even the most skilled operators will make mistakes that could have negative impacts on the environment,” said Swanson. “We

designed ECO1 to mitigate that possibility through automated application management. It starts with capturing site-specific characteristics, such as vegetation, slope, sensitive areas and site perimeters, on a mobile mapping device. It’s similar to GPS systems for planting and fertilizing on a farm or preparing a construction site.” Armed with the information, site specialists can establish an application plan. The system’s control center combines site-suitability findings, lab analysis and regulatory standards and sedimenttrapping calculations to create application instructions that are wirelessly transmitted to the company’s fleet of trucks. When an application begins, the instructions automatically govern the applica-

tion rate and material placement, and it ceases if a boundary is breached or if rates approach regulatory or environmental limits. “We believe this revolutionizes waste disposal from an oil- and gas-drilling standpoint,” said Swanson. “It also has applications for mining or other industries that produce waste. For instance, we can conduct a land analysis to determine if an area is suitable to take iron-rich waste from a mine. The earth will take back the natural products it produces, and ECO1 determines the proper rate to apply it. It’s true recycling.” Greatest Assets J&L Oilfield Services Soil Scientist Daniel Kelln helped develop ECO1. He’s one of several staff members who have worked for the company for a decade or more. Original employee Bill McClain is now J&L’s data analyst, and Bryan Appel, the business’ second hire, is now parts manager. Zoo’s $57M Elephant Lands Project Proceeds on Schedule ZOO from page 1

research at other zoos around the world and visited them to figure out what made for the best habitat and sub-strata for elephants and what type of activities they would like to engage in.” The research took staff to the Dublin, Copenhagen, Dallas, Denver and Syracuse zoos. Elephant Lands construction is being conducted by Lease Crutcher Lewis (with offices in Portland and Seattle) and Goodfellow Bros. (with offices in Washington, Oregon, Hawaii and California). Both companies recognize the complexity and challenges of the project. The new habitats feature shade structures, pools, misters, and a lot of enrichment aspects including timed feeders, logs, sand mounds and browse hoists. “It really encompasses all trades, with an emphasis on heavy civil work,” said Lewis’s Andy Dykeman, manager of the project. “The enclosure is surrounded by a bollard cable barrier system. There are also some shotcrete walls. The design and infrastructure have to work on multiple levels and the construction unifies the many systems required to run Elephant Lands smoothly and efficiently.” The new buildings, barrier system, mechanical and plumbing system and other elements will likely require 5,000 cu. yd. (4,180 cu m) of concrete, 595 tons (540 t) of steel, 30,000 ft. (9,144 m) of trenching and various piping, and 60,000 cu. yd. (45,873 cu m) of excavation and embankment. To keep the elephant family comfortable throughout the project, animal-care staff and construction managers devised a plan to open Elephant Lands in phases, gradually expanding the elephants’ accessible space. “We are making sure the elephants always have at least as much space as they did before construction started,” said Rahn. The project reached a big milestone in February as crews completed work on what’s now known as the Encounter Habitat — a sandy field in the southern portion of the site, which the zoo’s elephant family is now enjoying daily. “Lease Crutcher Lewis has done an amazing job of phasing the construction, so the elephants can stay on site the entire time,” Mitchell said. In March, crews began laying groundwork for what will soon be known as Forest Hall — a vast, sunlit arena housing one of the largest, most innovative indoor elephant spaces in the country. Adjacent to Forest Hall, a spacious new indoor holding area — with three 1,600-sq.-ft. (149 sq m) stalls for elephant care — will replace the zoo’s current holding area, which dates to 1959. Together, the two facilities will sit on 32,000 sq. ft. (2,973 sq m), with a roof reaching up to 36 ft. (11 m) at its highest point.

Both indoor spaces will be filled at least 4 ft. (1.2 m) deep with sand to cushion and protect the elephants’ feet. An elephant-sized “air curtain” separating Forest Hall from the outdoor areas will maintain a constant, comfortable indoor temperature for pachyderms and visitors, while providing the herd around-the-clock access to the rest of Elephant Lands’ 6.25-acre spread. Dykeman said building this spacious new structure will require everything from traditional building components, mechanicalelectrical systems, concrete and glazing to “lots of structural steel components for the barrier systems surrounding elephant enclosures.” In addition, the rooftop will feature a huge array of solar panels as well as an 8,600 sq. ft. (799 sq m) green-roof system designed to save energy, decrease stormwater runoff and absorb carbon dioxide. The entire structure will use 60 percent less energy than a typical code building, according to Mitchell, and produce 40 percent fewer greenhouse gas emissions. “Sustainability is a priority for the zoo and for the voters who approved the bond measure,” Rahn said. “It’s something we’ve looked at since the planning stages for all of our projects.” All the bond-funded projects have a goal of achieving LEED Silver certification, she said. “But we always strive to do better than that,” added Mitchell. “The last project we completed, a new veterinary medical center, was certified LEED Gold.” “Sustainability components have become the norm for higher-end construction, especially on the West Coast,” said Dykeman, who has been involved in many LEED projects and is considered an authority on sustainable construction. “We’ve implemented systems within the company — and the architects and subcontractors are used to working with them — so the actual cost to manage or implement LEED certification is pretty minimal and routine.” The zoo’s Lilah Callen Holden Elephant Museum was demolished in November 2013, as was a minor concrete trussle, which resulted in significant amounts of concrete and steel material that was able to be recycled. “Material recycled from the museum demolition consisted of CMU block and round wooden timbers that were used to support the roof structure,” said Dykeman. “The CMU was crushed and repurposed for fill, and the heavy timbers were reused as windscreen walls. The recycling of materials is a unique and interesting story and important for LEED certification. A high percentage of the zoo’s old elephant barn, a primarily concrete structure, will also be crushed and used for fill. It is important to make sure that we’re using as much of that as possible and

diverting it from the landfill.” Demolition of the elephant barn — an Eisenhower-era relic that has seen more than 25 elephant births starting with Packy in 1962 — is expected to occur in June 2015. Bringing it down will result in significant amounts of concrete rubble— all of which will be recycled to be reused in the project as fill material. Once complete, Elephant Lands will

extend around much of the Oregon Zoo’s eastern border — from south of the current elephant habitat north into the area that formerly housed Elk Meadow — and connecting all the acreage has required major changes to the terrain, including regrading and earth-moving work by Goodfellow. “There has been a significant amount of cut-and-fill to get the grades right,” Dykeman said. “We added a retention system to actively manage stormwater and minimize the discharge. And we installed a series of H-pile walls, lagging and soil nail walls to assist with some of the changes in the terrain.” Because site grading is so important, a treble GPS system is being used, including a total station. “It’s a heavily forested area,” said Goodfellow’s John Kirsch. “And with traditional GPS we can’t get enough satellite signals, so we have to augment that with a total station. Our dozers and excavators are all guided, plus we’ve got two rovers and a total station controlling the work. This helps to meet the tight schedule. We also have a 3-D model for the civil side that allows us to stage the work. There are multiple stages, so it is a bit of a balancing act to ensure we have enough materials to make the fills for the various stages.” Dykeman said planning for the project began a year and a half prior to last June’s Elephant Lands groundbreaking, with the building of a service road that ran alongside several animal areas, including lions, cheetahs and African wild dogs. “We are working in close proximity to a number of animal habitats, so good communication with the zoo’s curators and keepers is critical,” Dykeman said. “We let them know in advance when we’ll be in a certain area and what we’ll be doing there. If they think there is going to be an impact, they’ll move an animal out of the area. They do a really good job of monitoring the animals and letting us know if we need to minimize our activities or restrict them to certain times.” So far, an average of 55 construction personnel have been on site daily; that number will grow to between 110 and 130 when construction of the new buildings peaks. TRK Attachments MultiGrab Manual Screw Coupler A multi-grab screw coupler is a type of manual coupler that differs from conventional couplers because the operator can pick up attachments with different pin centers and it only requires one person to operate. To change an attachment using a multi-grab screw coupler, the operator only needs a ratchet with a 1-1/8 in. socket. The grabber is driven back and forth by the screw mechanism using the ratchet and socket. This system enables the coupler to cinch up tightly to the pins even when there is wear in the pins or coupler. An easy-lock plate is then placed over the top of the screw head and secured with the 1-1/8 in. socket. At the front of the coupler there is a secondary lock system. This system prevents the attachment from coming off due to operator error or the unlikely event of failure of the screw mechanism. While there are many instances where hydraulic quick couplers are advantageous, there is still a case for manual quick couplers, particularly when it comes to cost, productivity, and safety. Atlas Copco Unveils PrimO Pilot Bit Atlas Copco Secoroc’s PrimO pilot bit employs enhanced features to increase the bearing and cutting structure life of the current pilot bit design. The PrimO pilot bit features a contoured shirttail to reduce heat on the seal area and carbide inserts on the shirttail to increase the life of the shirttail and seals. The PrimO also employs a dual seal arrangement that includes a primary seal and an excluder for longer seal life. Longer seal life in adverse conditions means longer running hours in the pilot hole and longer holes. In addition, the PrimO design incorporates the use of extremely hard carbide on the cone gage bevels coupled with enhanced carbide on the gage of the bit to reduce wear and improve gage life. Improved gage life means longer pilot holes with fewer trips for the customer and overall faster penetration rate as the insert retains shape longer. The PrimO pilot bit also utilizes proprietary synthetic lubricants for higher loads, longer bearing life and increased RPM. The combined features of the PrimO bit have shown performance in a field test 30 percent higher than the standard product in hard, difficult ground conditions, according to the manufacturer. The massive concrete structure is more than 60,000 sq. ft. and required 480 loads, or 19,000,000 lbs. (8618,255 kg) of concrete to complete. Dedicated on June 9, the building sets new standards for form and function and is a showpiece for the area. Setting the standard for industrial facilities, the 22 full service bays spanning 30,000 sq. ft. allows Honnen technicians to service heavy equipment

quickly and efficiently. The indoor wash bay keeps the equipment looking new, while the parts warehouse in this new building can accommodate more than 10,000 unique parts. The entire facility is dedicated to exceeding customer expectations, according to the company. National Demolition Association Unveils Its New Web Site The National Demolition Association has launched a new Web site with greatly improved, user-friendly features, streamlined content and mobile-response design that allows the same site to be accessed from desktop, tablet or mobile phone. Web site visitors will find clear visual navigation cues to help them quickly scan for what they need, assuring that no information is more than three clicks away. “The new NDA Web site was designed with NDA members — and the many publics we serve — in mind,” said Kim Wieland, director of member services of the NDA. NDA members now can enter the Web site through a members-only portal that delivers a more enhanced viewing experience, giving them access to information not available to the general public. The section is integrated into the main Web site so they no longer need to navigate through a second site. The homepage of the Web site now includes weekly updates of industry news, a link to the NDA blog to keep members and the public up-to-date on regulatory and compliance issues, and the latest on safety, environmental and business topics. The NDA Twitter feed from @NDAMakingWay is now prominently displayed on the left side of the landing page as well as all internal pages, delivering the news as it happens. Fecon’s FTX290 mulching tractor is a low ground pressure (3.4 psi) tractor with an oscillating steel track undercarriage, providing balanced traction for rough or soft conditions. Like other Fecon tractors, the FTX290 features a spacious cab, operator comfort and ergonomic control layout as well as maintenance friendly service access. Powered by a Cummins QSC8.3 290 hp diesel, the hydraulic flow to the mulching head peaks at 100 gpm. The FTX290 features the Fecon BH120 forestry mulcher with variable speed motors and three optional rotor systems including Fecon’s new depth controls rotor (DCR) technology. Fecon DCR rotors feature the reversible samurai knife. The samurai is incorporated into a depth control design that provides fast cutting in all materials and the most efficient use of horsepower. The cutting, slicing and splitting action of the samurai knife as it chips is far more productive than straight edge tools or saw teeth. The Journal Star reported that the former Illinois congressman will be the company’s representative on policy matters. LaHood was transportation secretary from 2009 to 2013, when he retired from the Obama administration. Since then he has said he will lecture at Bradley University, work with the Chicago law firm DLA-Piper and the Dirksen Congressional Center in Pekin. Talbert Introduces Ultra-Low, 18-Inch Deck Height The 55-ton (50 t) spread-axle, low-deck trailer (55SA-LD) from Talbert Manufacturing features an 18-in. (46 cm) deck height and an E1Nitro so it can run with three axles, four axles close-coupled or as a 3+1 spread-axle. The trailer is an optimal solution for haulers who need the flexibility of a low deck height and the flexibility to run a variety of configurations, according to the manufacturer. The 55SA-LD is an East Coast trailer whose height is 2 in. (5 cm) lower than Talbert’s standard 55SA unit. The extra 2 in. provides an advantage for haulers who need to haul heavy and oversized equipment under bridges or through tunnels with low clearance rather than making trips around. In addition, the lower deck height equates to additional load opportunities. The standard Talbert 55SA-LD features a non-ground bearing hydraulic gooseneck design with a 108-in. (274 cm) swing radius. The trailer’s 24-in. (61 cm) flip gooseneck extension results in a 132-in. (355 cm) swing radius that allows haulers to transfer additional load from the drive axles to the steer axle of their tractors. The E1Nitro also allows companies to expand their service regions into states that require the fourth axle to be at least 14 ft. 1 in. (4.3 m) from the third

The system also

acts as a hydraulic shim point between the trailer and the spreader. It also incorporates two-speed dual landing gear for greater stability when the E-Nitro is disconnected from the trailer. The four-beam trailer is constructed with 12-in. (30.5 cm), T-1 main beams and 2 in. of apitong decking. It also features 12-in. swinging, removable outriggers for wider loads and a 25-ft. 6-in. (7.7 m) cleared deck length (26 ft. [7.9 m] actual). Talbert’s 55SA-LD trailer provides

More Than 2,890 Bidders Attend Ritchie Bros. Houston Sale

ore than 2,890 bidders participated online and in person at Ritchie Bros. Auctioneers’ multi-million dollar unreserved public equipment auction in Houston, Texas, on June 18. Bidders came from 50 countries, including 49 U.S. states. More than 50 percent of the equipment was sold to out-of-state buyers, from as far away as Belize, Australia and the United Arab Emirates. Online bidders purchased 46 percent of the equipment sold (by dollar value). In total, more than 3,050 equipment items were sold in the auction.

Concerning the equipment used for the project, Kirsch said that on the civil side, it is traditional heavy civil equipment — a combination of excavators, trucks, bulldozers, and compactors to move and place the soil. Kirsch has a full-time mechanic and service oiler on site to ensure that the equipment is maintained, along with technical support that can be brought in and support from dealers. Dykeman added that few equipment issues have cropped up. “We have a fairly new fleet of equipment,” Kirsch said, “so it is generally preventative maintenance as opposed to actual repairs. We own the majority of our equipment and we have rented a few small and specialized pieces for the project such as conveyor trucks and dewatering equipment. To help monitor the safety and operation of the equipment on the job site, Goodfellow has equipped every machine with the Zonar System. Zonar’s EVIR (Electronic Vehicle Inspection Report) verifies that daily visual safety inspections are being performed by all operators on every piece of equipment. “Every machine on the Elephant Lands

job site is equipped with Zonar’s RFID tags installed in specific zones,” said Kirsh. “The Zonar 2010 handheld reads each zone tag visited by the operator. It’s a step-by-step inspection process, and if there are any needed repairs or maintenance issues that are detected, they are noted and sent by text or email from Zonar to the mechanics, and to our main office shop to either schedule the repairs or order parts to keep the equipment up and running.” Utilizing Zonar has helped reduce breakdowns and lower repair and parts replacement costs. Goodfellow, has been using Zonar throughout its fleet since 2008 and Kirsh said that makes it easy for the operators to note any defects on their equipment and that the mechanics rely upon Zonar for instant notification of defects and planning the needed repairs. Elephant Lands is expected to be complete by the fall of 2015, while the overall work at the zoo should be complete by 2019. “We’re bidding each job as they come up and we basically have the schedule worked out so that as one project is complete, another begins,” said Mitchell. “The next project will be a new education center.”

Construction employment totaled six million in May, the highest total since June 2009 and an increase of 188,000 or 3.2 percent from a year earlier, Simonson noted. Residential construction employers added 3,300 jobs in May and 105,600 (4.9 percent) over 12 months. Nonresidential construction firms added 2,700 employees since April and 82,000 (2.2 percent) since May 2013. The unemployment rate for workers actively looking for jobs and last employed in construction declined from 10.8 percent a year earlier to 8.6 percent in May — the lowest May rate since 2008. Simonson noted that the unemployment rate for construction workers had fallen by more than half since May 2010, when it reached 20.1 percent. During that time, the number of unemployed workers who last worked in construction declined by more than one million, but industry employment increased by only 480,000.
