Last month, after Memorial Day weekend, floods left much of Houston underwater, crews went to work cleaning up as soon as they could safely do so. Even so, Gary Readore, chief of staff of the Houston Solid Waste Management Department, expected it would be nearly the end of summer before the city was back to normal. “I would think in about two months everything should be looking pretty good,” Readore said. “Probably before that, but I don’t want to underestimate. I’m hearing reports we may have a pretty rainy summer, which could compound matters, generate more debris or slow us up. We just saw the start of hurricane season. That’s another thing that is always in the back of our minds.” As well it should be. Just weeks after Houston began cleanup efforts, the city posted a new warning of yet another trop-

SEATTLE (AP) Seattle Tunnel Partners finished disassembling Bertha, the world’s largest tunnel-boring machine, recently and said the damage the machine sustained when it broke down in December 2013 was more extensive than previously thought, which means they have to revise their schedule for when they will resume drilling. Also May 18, state transportation officials released the findings of two reports on the ground settlement near
the Seattle Tunnel Project. Both said the removal of water near the repair pit that was dug to access Bertha was a factor, but so was natural settlement and the removal of water for other construction projects. Building a 2-mi. (3.2 km) tunnel under Seattle was the project of choice to replace the Alaskan Way Viaduct, which was damaged in a 2001 earthquake. Crews spent much of 2014 digging the 120-ft. (36.5 m) deep access pit to reach the front of the machine so it could be pulled out and repaired. Concerns about ground stability were see BERTHA page 52
Forty-six percent of highway contractors reported that motor vehicles had crashed into their construction work zones during the past year, according to the results of a new highway work zone study conducted by the Associated General Contractors of America. Association officials urged summer travel motorists to stay alert while driving through work zones, noting that drivers and passengers are more likely than highway workers to be hurt or killed in work zone accidents. “If the thought of saving someone else’s life isn’t enough to get you to slow down, just remember that you and your passengers are more likely to suffer in a highway work zone crash than anyone else,” said Tom Foss, president of Brea, Calif.-based Griffith Company and the chairman of the association’s Highway and Transportation Division. “In most work zones, there just isn’t enough see AGC page 52

Hlavinka Equipment and JCB officially joined forces in December 2014, and on June 12 and 13, the Texas dealer held a Grand Opening and Ribbon Cutting event at its location in Angleton, Texas. Vice President and General Manager Terry Hlavinka, with help from the Angleton Chamber of Commerce, cut the ribbon to get the event rolling. More than 200 people attended the two-day event, which included a demo of two 3CXECO loader/backhoes with JCB’s Larry Ashley presenting, opportunities for customers to do “hands-on” inspections of the equipment, tours of the facility, and of course, a performance by the world famous “Dancing Diggers.” Hlavinka and JCB personnel also were available to answer questions throughout the event. Later in the evening on the 12th, Hlavinka provided a delicious crawfish boil with all the trimmings to approximately 150 attendees. For Terry Hlavinka, the decision to work with JCB proved easy. “We looked at the JCB line and determined that the equipment performed as promised and that it was, overall, simply the kind of company with which we would want to be associated,” he said. The Hlavinka family is entering its fourth generation of operating Hlavinka Equipment Co. “My grandfather, Joe Hlavinka Sr., immigrated to the United States in 1905 from Czechoslovakia. In 1939, he purchased the International Harvester dealer for $18,500, founding what is now Hlavinka Equipment Co.,” said Hlavinka.

“My father, Joe Jr., and his brother, Bill, took over the reins after my grandfather passed on and I have assumed responsibility now, even though my dad still has a steady hand in the business at 80 years old,” he added, “The first fourth-generation member, Byron Hlavinka, is active in the business. Kenneth, my brother and partner, expects to add to this legacy soon. “All the Hlavinka kids, boys and girls, work in the company in some fashion so they make their own determination if this business is the desired career path. There are likely easier ways to make a living but we get to deal with the best folks on earth.” Hlavinka Equipment Co. consists of eight locations covering 30 counties from Corpus Christi, Texas, to the Louisiana border and employs 150 people. Special I-90 Overpass Will Help Animals Cross Safely By Sandi Doughton THE SEATTLE TIMES
SEATTLE (AP) Interstate 90 is a lifeline for the Northwest, connecting people and economies across the Cascades and linking the region to the rest of the country. For wildlife, though, it’s a killer — and not just because many of them wind up squashed. Multiple lanes of pavement and high-speed traffic bisect habitat more ruthlessly than any fence, isolating populations and undermining the genetic vigor that’s key to long-term survival. But part of that barrier is now being lifted. On June 9, the state Department of Transportation broke ground east of Snoqualmie Pass on the state’s first freeway overpass for animals. The 150-ft. (45.7 m) long structure is designed to provide safe passage for species ranging from black bear and cougar to deer, elk — and even squirrels, mice and lizards. It’s part of an ambitious project to convert a 15-mi. (24 km) stretch of interstate into one of the world’s most wildlife-friendly highways. “This is really a remarkable effort,’’ said Patricia GarveyDarda, a biologist of the Okanogan-Wenatchee National Forest. “The goal is to connect all the species and all the habitat.’’ When finished, the section of I90 from Hyak to Easton will incorporate more than 20 major underpasses and overpasses engineered partly or wholly with wildlife in mind. Dozens of small culverts also will be rebuilt to allow easier passage. Four new underpasses are already open, and cameras are capturing images of deer, ducks, coyotes and river otters moving through. “We think this is going to make a lot of difference for wildlife,’’ said WSDOT project manager Brian White. The wildlife structures are being piggybacked on a nearly $1 billion project to widen I-90 from four lanes to six, straighten curves, reduce avalanche hazards and generally improve driving conditions on one of the nation’s busiest mountain highways. Some 28,000 cars traverse Snoqualmie Pass on
an average weekday, and the number can more than double on sunny weekends. Except for reducing collisions with vehicles, animals weren’t especially high on WSDOT’s priority list when the agency started planning the expansion more than 10 years ago. But restoring connections between wildlife populations in the North and South Cascades is a long-term goal for the U.S. Forest Service, which owns the right of way. The area also is of keen interest to conservation groups that toiled for decades to eliminate a historic checkerboard pattern of timber ownership and bring almost 100,000 acres back into federal management. “I-90 has a tremendous impact on wildlife in the Cascades,’’ said Jen Watkins, of Conservation Northwest and the I-90 Wildlife Bridges Coalition. “Animals fundamentally require the ability to move on the landscape, and if we prevent them from doing that we can block their ability to find food and mates and new habitat when conditions change.’’ An Interstate Runs Through It Vast swaths of federal land are the main reason Washington is blessed with such robust wildlife populations, Garvey-Darda pointed out. “It’s contiguous forest on both sides of the Cascade crest all the way from the Canadian border down to Oregon.’’ But I-90 slices through the heart of that forest. That can cause problems, especially for big predators like cougars and bears, that require expansive territories. It also can hinder recovery of rare species like wolverines and pine martens, for whom mates are already in short supply. And for all species, isolation can reduce the genetic diversity that helps populations survive disease outbreaks, shifting climate and other environmental turmoil. Though the genetic well-being of bobcats or tailed frogs isn’t WSDOT’s mandate, it was clear that the I-90 project wouldn’t happen unless the Forest Service and conservation community were on board, White said. between engineers accustomed to precision and biologists focused on animal behavior and herd dynamics. But WSDOT quickly morphed from a reluctant partner to an enthusiastic supporter of the wildlife projects, Garvey-Darda said. “We had to learn from them, and they had to learn from us.’’ From an engineering standpoint, it wasn’t that tricky to lengthen bridges to create expansive undercrossings and enable streams and wetlands to meander naturally, White said. The old bridge at Gold Creek, near milepost 55, was only 150 ft. (45.7 m) long and surrounded by embankments that few animals could navigate. The new version, which was finished last year, includes a 1,100-ft. (335 m) span that allows the creek to flow freely underneath and provide upstream passage for fish, like bull trout. The expansive opening also preserves wetlands and opens up a natural flood plain for Keechelus Lake. A separate undercrossing provides year-round passage for land animals, even when the lake is high. Gold Creek and other underpasses will all be planted with native vegetation, to blend seamlessly with the surrounding environment. Tangles of wood and piles of rock scattered under the Gold Creek bridges serve as avenues and hiding places for small creatures, like pikas, voles, shrews and snakes. Successful Models Tweaking bridges to accommodate wildlife may not be much of a stretch for a transportation agency, but building overpasses strictly for wildlife is unprecedented in Washington. Plans call for at least two and perhaps more, if funding
allows. The first will be located at Price Creek, just east of Keechelus Dam. The site was picked based on topography and monitoring that found the area is a natural wildlife corridor. Scheduled to open in 2019, the $6.2 million overpass also will be planted with native vegetation. Ideally, animals will stroll across undeterred by cars and trucks zipping past under their feet, White said. Similar structures are working well on U.S. 93 through the Flathead Indian Reservation in Montana, where 30 species have been documented making more than 20,000 transits a year. The world’s most extensive network of wildlife crossings is on the Trans-Canada Highway in Banff National Park, said Mike Sawaya, a biological consultant who has studied wildlife movements at several projects. Vehicles there used to slam into deer, elk and moose so frequently that the highway was called the “meat maker.’’ With a combination of fencing and 44 crossing structures, the collision rate dropped more than 80 percent. Sawaya and others found that it can take several years for some species, like bears, to get accustomed to using underpasses and overpasses. But once they do, he found that up to 20 percent of bears living around the roadway use them. In one experiment, Sawaya strung single strands of barbed wire near the crossings to snag hair from grizzlies and black bears for DNA analysis. He discovered that many of the bears that crossed the road also bred once they got to the other side — thus boosting genetic diversity.
Possible Savings Marcel Huijser of the Western Transportation Institute at Montana State University, has analyzed wildlife-crossing structures around the world, from elevated rope bridges for dormice in the U.K. to culverts in Brazil designed to keep 100-lb. rodents called capybara off the road. Cost is always an issue, he said. But on roadways with a high rate of vehicle-wildlife collisions, he found that some types of crossing structures can actually result in savings, compared to the expense of vehicle damage and human injury. It’s not clear how that cost-benefit equation works out for I-90, with an average of four to five serious vehicle-animal collisions a year in the project area. It’s also hard to estimate how much the wildlife crossings add to the total cost, since all the bridges and culverts had to be replaced anyway, White said. The price tag for the first 7 mi. (11 km) is $551 million, funded through a gas tax imposed by the Legislature in 2005. WSDOT estimates it will cost an additional $390 million, which hasn’t been budgeted yet, to complete the final 8 mi. (12.8 km). On the wildlife side of the ledger, researchers from Central Washington University have been monitoring creatures great and small along the corridor for several years. The goal is to gather baseline data before construction, then quantify the impact of the crossing structures, which also are monitored via camera. It’s early days, but the signs are promising, said CWU graduate student David Reavill, who’s tracking and tagging frogs and salamanders. Individual amphibians may not travel far in their lifetimes compared to elk or cougars, but that doesn’t mean they won’t make use of the crossings, he said. At Rocky Run Creek, where an impassable culvert was torn out and the streambed restored, salamanders have already taken up residence across the entire area. The saying, "One door closes and another one opens," may be trite but is still very true. However, some doors can be harder to open than others depending on where one is in his or her career. Stephen “Shorty” Wilson had spent the past 20 + years working as a foreman at Morgan Tools, a contractor that built locations for oil and gas industry in Artesia, N.M., when the company decided to close shop. Wilson, already in his early 60s, needed to find a solution and fast. A big career move was necessary, not something many people enjoy doing when they're nearing retirement age. But Wilson wasn't done by any means. He decided to pursue a dream, and a challenging one at that. He already knew the industry, so he thought that it was time to start his own company and pick up as much of the oil pad construction business as he could. Using another old saying, “better late than never,” Wilson founded his new business in March 2014, also in Artesia, N.M., naming it Storm Construction after his youngest son Destry (Storm) Wilson. Storm Construction specializes in oil drilling pads, commonly called “locations” in the industry. These are slabs that oil rigs are set up on. The drilling pads vary in size, but are typically around 300 by 400 ft (91 by 122 m). The work is challenging. Most of the sites in New Mexico require significant crushing and leveling, sometimes cutting them into the sides of mountains. Caliche dirt with rock is common but can create challenges for the equipment and operator. Wilson determined that he needed to begin looking for a long-term solution at the very start of his company. formations is the only option when a well pad must be placed in a specific location. “Komatsu’s equipment has always been top shelf, but we really appreciate the service we get from Road Machinery in general," Wilson said. Storm Construction owns three D65 EX 17 dozers, a WA320 wheel loader and is looking to add a trackhoe from Komatsu in the upcoming month from Road Machinery. It also has three motorgraders, two backhoes and two dump trucks. “It has been awesome to see them grow from nothing," Road Machinery's Robert Carillo said. "They have become a great customer." Storm Construction consists of seven employees, including Wilson’s three sons — David, Stephen Jr. and Joshua. Protection for Truck Service Bodies STAHL, a Scott Fetzer Company, is now offering Rhino Lining vehicle protection to its work truck and service body customers. Landoll Corporation Unveils Next Generation Trailer The Landoll Corporation trailer division unveiled the “Next Generation Landoll” (NGL) at its annual dealer meeting held at The Landoll World Headquarters in Marysville, Kan., on April 24, 2015. The 400 Series traveling axle trailers are the first models that have received the new hydraulic operating systems and the all-new Grote lighting package. Dealers saw firsthand the amazing transformation the trailers have underwent, with increased operational speed and the dynamic lighting package that increases visual awareness and driver safety. “The new hydraulic operating system, nicknamed HOSS, was a total collaboration between customers, vendors and the Landoll engineers,” said Jim Ladner, Landoll Corporation’s national sales manager. HOSS took over a year to develop. Research started in late 2013 with customer interviews revealing great opportunities to improve. Operational efficiencies, heat buildup and noise reduction, and

IROCK now offers the Sidewinder-15 with a 350-hp Caterpillar C-9 diesel engine, which powers a 100-kW generator for full on-board power. The power system is an alternative to the standard electric option. The crusher is V-belt driven and features a P.T. Tech clutch, which decreases power loss and increases fuel efficiency. An optional vibrating feeder with a tipping grid can be powered by the sidewinder via a variable frequency drive and remote control. The machine incorporates a 5 by 16 ft. design and a four-bar impactor, and they can produce up to four product sizes — three uniformly sorted and one oversized. A flop gate within the pant leg chute gives operators the option to either recirculate the crushed oversized material for further screening and crushing or divert it to be stockpiled as a 100
percent crushed material. Sidewinders are practical for primary crushing in sand and gravel applications and recycled asphalt operations, or for secondary use with materials such as recycled concrete and quarry rock. There are three sizes available, each with a three-deck horizontal
screen. With screening areas of 210, 288 and 360 sq. ft. (19.5, 26.7 and 33.4 sq m) respectively, the Sidewinder 15, 20 and 30 can process 400, 600 and 750 tph (363, 544 and 680 t). The mobile crushers feature IROCK’s rock box, an innovative alternative to discharge chutes found on similar units. The rock box uses a shelf system with abrasionresistant wear bars so crushed material can build up and act as a wear liner to effectively reduce maintenance. In addition, standard catwalks alongside the unit provide full access to each side of the screenbox for ease of maintenance or screen media changes. Caterpillar’s New MD5150C Top Hammer Drill Out-Performs in Tough Situations Even in granite-like conditions the new Cat MD5150C top hammer drill is out-performing down-the-hole rigs with its higher productivity and much lower fuel consumption — while achieving comparable hole straightness, according to the manufacturer. Beyond feet per minute, the cost per foot is a clear winner, too. At Iron Mountain Quarry, St. Louis, Mo., the MD5150C drills 5.5-in. (14 cm) diameter holes to 70 ft. (21.33 m) deep using 68mm-diameter drill rod, commonly called drill steel. The bit can last 1,100 to 1,200 ft. (335 to 366 m), which is the same consumption rate as the previous down-the-hole drill. Fuel consumption, on the other hand, is much less. Further, the drill steel experiences less wear and long life. Owning and operating cost for the Cat machine is lower with the simple rock drill design, which can be serviced in the field, according to the manufacturer. Matt Jacobs, Cat Drills commercial manager said, “We saw similar results in an earlier trial at a Tower Rock limestone quarry near St. Genevieve, Missouri. That site has softer rock conditions and the MD5150C dramatically outpaced a DTH drill. Austin Powder conducted a bore tracking test and the results showed a hole deviation rate with the MD5150C top hammer drill that was within the desired range. WSM Auctioneers Holds Monthly Public Consignment Sale

SM Auctioneers held its monthly public consignment auction on June 13, at its facility on South 67th Ave. in Phoenix,
Ariz. The auction included a large number of utility trucks as well as bucket trucks, crane trucks, heavy equipment, and a variety of construction materials. Approximately 800 bidders from throughout the Southwestern states and Mexico were present. WSM Auctioneers specializes in the sale of heavy equipment, bucket trucks, steel, farm implements, construction materials, fleet & utility surplus, used vehicles and hand tools. WSM Auctioneers’s next auction will be held on July 11.

When they leave the route they have to go to the dump and the monitor verifies how much material is on it before and then again when they get to the dump. It’s just check and balance. If you don’t have it in place, you probably won’t be reimbursed for the material. “We do have abandoned vehicles on the street,” Readore. “We have big equipment trying to get it. We use 60 cubic yard trailers and a cherry picker or big clam shell grapple. It picks up material and loads it onto the trailer. One grapple truck fills one trailer, then he goes to the dump while the other truck can continue picking. When the first trailer gets back, the second is full, and it can go to the dump. The contractors have similar type equipment. They have tandem trailers so they can hold more material. They are paid by the yard so it behooves them to have a large cavity or trucks with the capacity. You load as much as you can as quick as you can. Just keep dumping and loading, dumping and loading.” There’s good reason to work fast. In the areas where streets are blocked with cars that got flooded, the streets are congested. It’s making it difficult for trucks to get down there. And the scavengers are making it difficult. Nor can they expect full reimbursement. “Previously, we got 100 percent reimbursement,” he said. “This time I believe we’ll get 75 percent. The city will have to pay 25 percent. But after Hurricane Sandy and so many disasters, FEMA has looked at them and said they can’t fund everything. Sharon Driscoll Joins Ritchie Crashes Have Pronounced Bros. as New Company CFO Impact on Road Schedules Sharon Driscoll will be joining Ritchie Bros. as chief financial officer, effective July 6, 2015. Driscoll will have a key role on the executive team, partnering with the CEO and regional business unit leaders to reinvigorate growth in revenue, earnings and cash flow. In particular, she will focus on driving initiatives to optimize the balance sheet with an emphasis on capital allocation, capital structure and improving return on net assets to enhance shareholder value. “We’re very excited to welcome Sharon, a highly accomplished CFO, to Ritchie Bros. Sharon’s business acumen, strategic thinking capabilities, M&A expertise, and significant experience in capital allocation in multi-unit businesses will make her an outstanding business partner in our journey to execute the strategic plan and deliver the evergreen financial model over the long term,” said Ravi Saligram, chief executive officer. “With a team-oriented, collaborative approach to management and a talent for coaching future leaders, I’m confident Sharon will foster an even better understanding of financial metrics and drivers throughout the company, and enable our business to deliver superior results.” Driscoll has more than 17 years of senior executive experience, overseeing financial operations for large, multi-channel businesses. Most recently, she was executive vice president and CFO of Katz Group Canada Ltd. (more commonly known as Rexall), a national pharmacy retailer based in Canada with more than 450 locations. In this role, Driscoll was responsible for all financial operations, including: capital allocation and acquisition decisions, financing strategies and treasury operations, regulatory compliance, risk management and financial talent development. During her time at Rexall, Driscoll championed the acquisition and integration activity of independent pharmacy businesses into the Rexall family of corporate drug stores and strengthened financial governance over capital investment and allocation decisions. Prior to Rexall, Driscoll was senior vice president and CFO of Sears Canada Inc., one of Canada’s largest retailers. At Sears, Driscoll was responsible for all financial management and oversight of the company’s operations, providing leadership and coordination of the organization’s overall financial plans, policies and accounting practices. There, she successfully handled complex situations and was responsible for building relationships with external constituencies,
including shareholders, lending institutions and regulatory bodies. While in her role, Sears Canada registered as a foreign private issuer with the United States Securities and Exchange Commission, established a secured revolving credit facility, and unlocked substantial capital through lease surrender transactions. Prior to being appointed CFO, Driscoll was SVP Finance at Sears Canada. Driscoll also has held numerous roles over a 20 year career with Loblaw Companies Limited, a leading Canadian grocery and food distribution company, including: SVP Corporate Development, SVP Finance — National Merchandising, SVP Finance — Ontario Division, and, VP Finance — Loblaws Supermarkets Limited. During her time at Loblaws, she led major transformation initiatives that centralized processes and captured meaningful cost savings. Specifically, he will be in charge of, and instrumental in, Ritchie Bros.’ M&A strategy — both in the evaluation of potential targets and the eventual execution of the acquisition, as well as the integration of new businesses into Ritchie Bros.’ suite of services. In addition, Rob will provide oversight to global sector champions for the agricultural, transportation and oil and gas sectors to drive the transfer of best practices across geographies to accelerate priority sector penetration. margin for error for anyone to speed through or lose focus.” Foss said that 41 percent of contractors reported that motor vehicle operators or passengers were injured during work zone crashes this past year, and 16 percent of those crashes involved a driver or passenger fatality. Highway work zone crashes also pose a significant risk for construction workers, Foss noted. He said 16 percent of work zone crashes injure construction workers and 9 percent of those crashes kill them. Work zone crashes also have a pronounced impact on construction schedules and costs, Foss said. He noted that 26 percent of contractors reported that work zone crashes during the past year have forced them to temporarily shut down construction activity. Those delays were often lengthy, as 48 percent of those project shutdowns lasted two or more days. Association officials said that 69 percent of contractors nationwide feel that tougher laws, fines and legal penalties for moving violations in work zones would reduce injuries and fatalities. In addition, 80 percent
of contractors said that an increased use of concrete barriers will help reduce injuries and fatalities. And 70 percent of contractors nationwide agree that more frequent safety training for workers could help. They added that many firms and the association have crafted these types of highway safety programs. But Foss suggested that the best way to improve safety was for motorists to be more careful while driving through highway work zones. “With the summer travel seasons starting, our message to every motorist is this: when you see construction signs and orange barrels, take your foot off the gas, put the phone down and keep your eyes on the road,” Foss said. The work zone safety study was based on a nationwide survey of highway construction firms the association conducted in March and April of this year.
