Bridge Enterprise, a funding source for repairing and replacing poor-rated bridges across the entire state highway system.

Construction is continuing on an $8.1 million Eagle-Vail Interstate 70 bridge improvement project in northwestern Colorado. The project is located where I-70 crosses over the Eagle River and U.S. Highway 6 in Eagle County. On March 28 workers began construction on the westbound I-70 bridge after a winter break. Work started in August 2014 on the project to restore two bridges, one eastbound and the other westbound on I-70. The project is slated for completion in late-June of this year. Remaining work includes deck repair on westbound I-70, slope and ditch paving and median work. The project is funded through Colorado

Original Bridges Constructed in Early 1970s “It is hoped that new construction will allow another 30 years of service life,” said Gus Bieber, project engineer with Atkins Global, a design, engineering and project management firm with offices in North America. Bieber added that traffic volume has increased on I-70. Crews will replace joints on the westbound I-70 bridge, conduct slope and ditch paving in the area and reset the median to its pre-construction configuration. A series of explosions demolished the 24-story Monaco Tower around 2:30 a.m., with the building crumbling from the sides and then into the middle, kicking up a mountain of dust. A fireworks display erupted moments before the demolition. “The Riv” closed in May 2015 after 60 years on the northern end of the Strip. The shuttered casino’s owners, the Las Vegas Convention and Visitors Authority, spent $42 million to level the 13-building property. Officials said the Monte Carlo Tower will be imploded in August. The tourism agency bought the 2,075-room property that spans 26 acres last year for $182.5 million, plus $8.5 million in related transaction costs, with plans to expand its Las Vegas Convention Center. More Students in West Maui Spur $8M Expansion Plan WAILUKU, Hawaii (AP) Education officials have proposed an $8 million elementary school expansion to accommodate west Maui’s growing student population. Princess Nahienaena Elementary School’s enrollment has increased every year since 2010, the Maui News reported. There are 113 more students on campus than there were in 2010. Enrollment currently stands at 720 students. A draft environmental assessment says King Kamehameha III, the only other elementary school in the area, is no longer able to expand. Once full, the school sends students to Princess Nahienaena. Each floor of the proposed two-level building would cover about 10,000 sq. ft. (929 sq m). Air conditioning would only be installed in the new computer center and in communication rooms. All other areas would be ventilated and

have ceiling fans. Plans also include a partially covered outdoor learning area. Construction could start in April 2017, with completion expected before fall 2018. Department of Education spokesman Brent Suyama said $825,000 would go toward planning, with the remaining $7.3 million funding construction. The state education department reviewed the draft environmental assessment. Officials expect to determine the project will have no significant impacts. HELENA, Mont. (AP) Hecla Mining Co. has reached a nearly $30 million deal to acquire Mines Management Inc., the owner of the Montanore Mine in northwestern Montana, company officials announced. In the proposed merger, each outstanding common share of Spokane-based Mines Management will be exchanged for 0.2218 of a common share of Hecla Mining, which is based in Coeur d’Alene, Idaho. Mines Management shareholders still must approve the deal. “The Montanore Project has been significantly advanced by Mines Management and, with the issuance of the final Environmental Impact Statement and Records of Decision early this year, now is the time to pass it on the Hecla to further advance the project and put it into production,” said Glenn Dobbs, CEO and chairman of Mines Management.

Hecla owns the Rock Creek Mine, also under Montana’s Cabinet Mountains Wilderness, and about 10 mi. (16 km) away from Montanore. Hecla also owns the Lucky Friday Mine in Idaho, which is about 50 mi. (80.5 km) from Montanore. “Hecla is the logical company to move the Montanore forward, with its close proximity to Rock Creek, as well as its similar geology and scale,” Phillips S. Baker Jr., Hecla’s president and CEO, said in a statement. The U.S. Forest Service has given its conditional approval to the Montanore Mine, but the mine still needs a water pollution permit from the Montana Department of Environmental Quality. DEQ Director Tom Livers has said mine officials need to show the mine won’t degrade five nearby creeks and the East Fork of the Bull River. The mine also needs a permit from the U.S. Army Corps of Engineers. Environmental groups filed a lawsuit arguing the Forest Service ignored studies that found the Montanore Mine could drain groundwater supplies in the area, damaging the habitat of federally protected bull trout. Mines Management estimates the Montanore deposit contains 230 million oz. (6.5 million kg) of silver and 2 billion lbs. (907 million kg) of copper. The mine would disturb more than 1,500 acres and remove up to 120 million tons (109 million t) of ore. Its entrance would be just outside the wilderness area — a rugged, remote landscape and one of a handful of areas in the United States where the government is seeking to restore grizzly bear populations. KETCHIKAN, Alaska (AP) A dam project to increase hydroelectric lake storage for three southeast Alaska communities is under way after officials sorted out issues related to water levels that hampered progress on construction. Crews encountered some difficulties beginning the project due to a warm winter and wet spring that left water levels higher than expected at Swan Lake near Ketchikan, KFSKFM reported. While construction continues, the Southeast Alaska Power Agency’s hydroelectric plant will continue generating power for Wrangell, Petersburg and Ketchikan. Eric Wolfe, SEAPA’s director of special projects, told the agency’s board that the work would result in a 30 percent increase of water storage at Swan Lake and also increase capacity at SEAPA’s other plant at Tyee Lake near Wrangell. Crews with the Seattle-based construction company Pacific Pile and Marine will be installing large panels along the top of the spillway at Swan Lake this summer. CEO Trey Acteson said the lake level had made it difficult for crews to begin work. “I mean they’ve gotta build, put anchors on, put the safety walkways up, and these were all the functions that had planned to be taken at that time,” Acteson said. Acteson said Ketchikan Public Utilities didn’t initially agree to buy more power in an effort to lower the lake so crews could begin work. A power sales agreement allowed Ketchikan and Petersburg to use their own cheaper electrical sources before purchasing SEAPA electricity. SEAPA had asked KPU to buy more from Swan Lake and use less of its local power resources. Board member Stephen Prysunka said Wrangell and Petersburg were on board with the project and voiced frustration. “What bothers me with this is that our community voted overwhelmingly to support this project and to put our lot in with this bond and to make sure that this project moved forward,” Prysunka said. Another SEAPA board member and KPU’s electric division manager, Andy Donato, said the utility tried to help lower Swan Lake but also had to worry about its own business plan. “The unfortunate thing is, I think operating this utility or KPU, KPU also has a business plan,” Donato said. The water levels in the lake have been lowered, but project managers said they are working to protect crews working on top of the dam by reducing the water even further to be prepared for potential heavy rains this summer. McMillen Jacobs Moves Earth to Move Water in Valdez In the Chugach Mountains, about 1,310 ft. (399 m) above the city of Valdez, Alaska, Hitachi excavators are helping to deliver sustainable solutions by working on a hydroelectric site. Four ZX470LC-5 excavators, a ZX50U-5 and a ZX85USB-5 are moving earth on the Allison Creek Hydroelectric project, which is spearheaded by McMillen Jacobs. The environmental, engineering and construction firm provides comprehensive technical capabilities on a wide range of water resource, hydropower, dams, transportation and tunnel projects, using design-bid-build and design-build delivery methods. McMillen Jacobs’ Hitachi excavators are moving about 400,000 tons (362,873 t) of earth for the project, which primarily includes creating a structure to divert water from Allison Creek into a penstock that will carry the water 7,000 ft. (2133.6 m) down a mountain to a self-running powerhouse capable of producing 6.5 MW of electricity per hour for consumers. Delivering Efficiency As a former operator, Cody Wilson, McMillen Jacobs project superintendent, knows how equipment can make or break project progress, and he’s been pleased with the Hitachi excavators’ performance. “The cab is comfortable for the operators,” Wilson said. “You sit in the cab 10 hours at a time; you need to be comfortable. It’s little things, like if windows fog up because of vent placement, that really matter. Hitachi is very user-friendly and designed well. When your operators are comfortable, they’re happy and they can work.” Along with other tasks, the ZX470LC-5 excavators are hammering rock, digging dirt and placing 171 sections of approximately 40-ft. (12 m) pipe, which weigh about 9,600 lbs. (4,354 kg) each, for the penstock. Each ZX470LC-5 is outfitted with single steel grousers for added traction in the mountainous terrain. “The 470 has good power,” said excavation foreman Jacob Macial. “We’ve got tough conditions here in Alaska, and the Hitachis can handle them.” The company used the ZX50U-5 to remove about 1,000 cu. yds. (764.5 cu m) of shot rock from the tunnel sill in order to bury the penstock pipe below grade of the 768-ft. (221 m) access tunnel. Wilson said the size of this tiny titan was critical for completion of the penstock work inside the 16-ft.-wide (4.9 m) by 16-ft.-tall tunnel. “It was the biggest machine we could fit in the tunnel that could turn around,” Wilson said. “The zero tail swing was crucial.”

Yes, it’s not unusual to come across bears on job sites in Alaska. Along with bears, it’s also not unusual to face challenges of tough conditions and remote site locations. And Hitachi dealer Construction Machinery Industrial (CMI) understands how to best support customers up against the elements. “Working in Alaska is a challenge,” said Travis Shelton, McMillen Jacobs project manager on the Allison Creek Hydroelectric Project. “We keep a full-time mechanic on site, and the CMI guys are good about responding with product support.” Estimated to be completed this year, the project is expected to save burning 700,000 gal. (2,649,788 L) of fossil fuel and eliminate 12,000 tons (10,886 t) of carbon dioxide annually. Wind Project at Risk Over Tax Talk rAWLiNs, Wyo. (AP) increasing Wyoming’s tax on wind generation could derail a proposed 1,000-turbine wind farm in carbon county, a representative of the company behind the project said. “the discussion of increasing the taxes on wind puts the project at risk,” roxane Perruso, vice president and general counsel of Power company of Wyoming, said. “it’s another uncertainty. one that was unexpected, coming just after our announcement to start construction by the end of this year.” Members of the Legislature’s Joint revenue committee are discussing two proposals that would raise wind taxes. one plan would increase the tax per megawatt hour of wind produced in Wyoming, while the other would require wind companies to give up a portion of a tax credit they receive from the federal government. the discussion comes as Power company of Wyoming continues to seek permits for its proposed chokecherry and sierra Madre Wind energy Project south of rawlins. Perruso told the rawlins daily times that the prospect of higher taxes adds more uncertainty to the project. Perruso noted that Power company of Wyoming doesn’t have any customers lined up yet to buy the wind power to be produced by the project.

(AP) A group of lawmakers is seeking to increase taxes on wind farms to put more money into education, which is mostly funded through payments made by the declining coal industry. The Casper Star-Tribune reports that the Legislature’s Joint Revenue Committee discussed two proposals that would raise wind taxes. One plan would increase the tax per megawatt hour of wind produced in Wyoming, while the other would require wind companies to give up a portion of a tax credit they receive from the federal government. Lawmakers are looking to put more into an account largely funded by payments made by coal companies that supports school construction and maintenance. oKLAHoMA citY (AP) renovations to the oklahoma capitol will reach $245 million after the senate gave final approval to a second bond issue to complete repairs to the nearly 100-year-old building. the bill, approved 30-16, authorizes the sale of $125 million in bonds. the measure heads to Gov. Mary Fallin, who described the plan as a “fiscally responsible, common-sense solution.” “A bond issue allows us to pay for repairs and renovation without draining large sums of money from other government priorities, like education and public safety,” Fallin said in a statement. “Furthermore, 41 percent of the state’s bond indebtedness will come off the books in 2018, and over 86 percent will be eliminated in the next 13 years.” the Legislature approved a $120 million bond issue to begin repairs in 2014, but senate President Pro tem Brian Bingman, r-sapulpa, stressed the importance of having all the funding lined up so the project doesn’t face costly delays. “the funds for this building won’t be issued until they are needed,” Bingman said. “these bonds will be issued in future years.”

He assured members that previously discussed plans for a reflecting pool, stone archway, and multi-level parking garage were not included in the final plans. the first bond issue was enough to excavate the ground floor, create a new basement-level public entrance, replace the electrical, plumbing and mechanical systems in the basement and the building’s core, and repair its crumbling exterior. But project officials say an additional $95 million is needed to extend renovations into the wings of the building, expand a loading dock, add stairwells to dead-end corridors and make other interior repairs. Crews Restore I-70 Bridge in Northwestern Colorado BRIDGE from page 1

post 168.7. Specifically, work includes girder repair, bridge deck repair and repaving and reinforcing current structures. At completion, crews will have applied 2,200 tons (1,995.8 t) of asphalt and 198 cu. yds. (151.4 cu m) of concrete. Additional materials include 6,090 ft. (1,856 m) of micro pile. Micro piles are deep foundation elements constructed using high-strength, small-diameter steel casing and threaded bar. Asphalt and concrete removed from the project site will be recycled. “Both of these materials are being broken up and being used in the embankment fill,” Bieber said. Structures Inc. of Englewood, Colo., is contractor for the project. The company submitted the low bid for the work. Project manager is Elliott Van Stelle of Structures Inc. The project includes 32 subcontractors. Major subcontractors include: Atkinson Construction of Golden, Colo., micro piles; Elam Construction of Grand Junction, Colo., asphalt; PLM Asphalt and Concrete of Aurora, Colo., asphalt milling; Ideal Fence of Erie, Colo., guardrail and fence; Coating Specialists of Colorado Springs, leadbased paint removal and repainting; Cowboy Trucking of Gypsum, Colo., embankment and mill tailing haul; Your Way Traffic and Sign of Grand Junction, Colo., traffic control; Cooks Welding of Silverthorne, Colo., girder repair; and C & H Solutions of Ault, Colo., girder repair. The number of workers on the job each day ranges from five to 20. Current Construction Activity Crews are busy repairing steel girders including welding of cracks in the webs. Existing girder diaphragms are being reinforced with steel plates at the upper web connections. The deck concrete surfaces are being rehabilitated and repaired with new reinforcing and concrete patches where needed. The bridge decks are also being resurfaced with new asphalt. Micro piles and reinforced concrete are being installed on the south side of both bridges. New expansion joints are being installed at both abutments of each bridge. Bridge railing and fencing are also being repaired. Finally, new slope and ditch paving is being done between the railroad tracks and the westernmost abutments. Roadway improvements are limited to shoulder upgrades and new guardrail. n May 25, James G. Murphy Co. held a liquidation auction in Columbia Falls for two long-time Montana businesses. Floyd and Sandy Quiram, of Quiram Logging, retired after 37 years and Steve Settle of Settle Contracting retired after 26 years. More than 400 bidders attended the event, both in person and online. Items up for bid included a 2015 Timber Pro TL735C feller buncher; a 2014 John Deere 2154D processor; a 2006 Doosan DX300LC hydraulic excaliner; a 2003 Timbco 445E leveling carrier; and a 1991 Cat D5H series II TSK track skidder.
