WASHINGTON (AP) Congress emphatically approved legislation June 29 preserving jobs on transportation projects from coast to coast and avoiding interest rate increases on
new loans to millions of college students, giving lawmakers campaign-season bragging rights on what may be their biggest economic achievement before the November elections. The bill, which was signed by President Barack Obama on July 6, enables just over $100 billion to be spent on highway, mass tran-
sit and other transportation programs over the next two years, projects that would have expired June 30 without congressional action. It also ends a bare-knuckle political battle over student loans that raged since spring, a proxy fight over which party was best helping voters

Sometimes when you’re driving on a long trip, it feels like the road will never end. But on Oct. 8, 2011, a near half-mile stretch of Utah’s SR-14 actually came to an end when a massive landslide swallowed up the road. The landslide dumped nearly a million cubic yards of debris — 100 ft. deep in some areas — down the mountainside. Located in Cedar Canyon along the route between Cedar City and Cedar Breaks National Monument in southern Utah, the road was going to need some huge equipment to reconstruct a passage for motorists who depend on the road on a regular basis, as well as those who would be traveling through the area when tourist season ramped up again. The Utah Department of Transportation (UDOT) immediately began aerial surveys and piecing together funding scenarios to move the monumental work forward while also assembling a design team that would pull in construction expertise geared toward massive earth removal, according to Kevin Kitchen, public involvement manager, UDOT. “Within a few weeks the Utah Transportation Commission allocated $3-million toward the proj-
ect,” said Kitchen. “Several design variations followed while geotechnical and additional survey data was collected under winter conditions and fed to the team. Environmental documentation, application for emergency funds, right-of-way acquisition and risk analysis were ongoing in a race to provide access through the landslide at the earliest possible date.” Big Slide Means Big Iron Kiewit Infrastructure West was awarded the $11-million base contract to remove the slide debris, establish a temporary roadway, pave the roadway and make other safety improvements. see LANDSLIDE page 42
Arizona Receives Fed Funds to Help Fix Bridge LITTLEFIELD, Ariz. (AP) The state Department of Transportation has secured a federal grant to help fix a heavily traveled bridge in the northwest corner of the state. Improvements to the bridge spanning the Virgin River Gorge bridge are expected to cost up to $250 million. The state will use a $21.6 million grant from its federal counterpart to replace the
girders, decks and railings that don’t meet modern standards. A paving project on the Arizona side of the interstate is expected to begin in July, with money also budgeted for a similar project in 2015. State officials say more than 1.4 million commercial trucks travel through the 29-mi. (46 km) stretch of interstate in Arizona each year.

muddle through the economic downturn. “Both Republicans and Democrats deserve a lot of credit for the new surface transportation law the President signed today. This law is going to restore public confidence in the federal highway and transit investment program,” said ARTBA President and CEO Pete Ruane. “This wasn’t business as usual, just ‘rearranging the deck chairs,’ adding pet programs and throwing money at congressional earmarks. The new law is truly a ‘good government’ measure that makes the significant program reforms necessary to set the stage for meaningful, transparent and accountable federal transportation investments in the future.” The bill consolidates various transportation programs and reduces the number of programs by two-thirds. States will have more flexibility on how they spend transportation aid. It also revamps rules on environmental studies of the potential impact of highway projects, with an aim toward cutting in half the time it takes to complete construction projects. And the measure contains an array of safety initiatives, including requirements that would make it more likely passengers would survive a tour bus crash. “It doesn’t have everything,” Rep. John Mica, R-Fla., chairman of the Transportation and Infrastructure Committee said. But “we were able to do more with less and move transportation for the nation forward.” The bill will spend about $100 billion on federal highway programs over two years,
but puts off the politically tricky decision on how to pay for them after that. The federal 18.4 cent-a-gallon gasoline tax and 24.4 cent-a-gallon diesel tax are no longer enough to pay for current spending on highway and transit programs. And two commissions and an array of private sector experts have said the United States should be spending about twice as much or more on its transportation infrastructure as it does now. But Congress and the White House have refused to discuss raising fuel taxes or an alternative long-term source of money. The fuel taxes are not indexed for inflation and haven’t been increased since 1993, so their buying power has steadily eroded. Also, cars and trucks today are more fuelefficient and the number of miles driven has flattened, resulting in less gas tax revenue. Since 2008, Congress has three times dipped into the national general treasury to borrow a total of $34.5 billion to keep transportation programs going. Obama signed a one-week temporary measure the evening of June 29, permitting the highway and loan programs to continue until the full legislation reached his desk. “We have a bill that will boost this economy. We have a bill that is supported by conservatives and liberals, progressives and moderates. I think it’s a great day,” said Sen. Barbara Boxer, D-Calif., who led Senate negotiations on the transportation portion of the package. Boxer estimated the bill would save about 1.8 million jobs by keeping aid for highway and transit construction flowing to states and
create another 1 million jobs by using federal loan guarantees to leverage private sector investment in infrastructure projects. Under the bill, interest rates of 3.4 percent for subsidized Stafford loans for undergraduates will continue for another year, instead of doubling for new loans beginning on July 1 as scheduled by a law passed five years ago to save money. Had the measure failed, interest rates would have mushroomed to 6.8 percent for 7.4 million students expected to get the loans over the coming year, adding an extra $1,000 to the average cost of each loan and antagonizing students — and their parents — four months from Election Day. The Democratic-led Senate sent the measure to Obama by a 74-19 vote, just minutes after the Republican-run House approved it 373-52. The unusual display of harmony, in a bitterly partisan year, signaled lawmakers’ eagerness to claim credit for providing transportation jobs, to avert higher costs for students and their families and to avoid being embarrassed had the effort run aground. “The law has no congressional earmarks,” Ruane said. “It focuses federal dollars on meeting critical national needs like efficient freight movement and driving down the number of motor vehicle crashes that result in unnecessary American deaths and injuries. It eliminates, consolidates or streamlines dozens of programs, giving state and local governments more decision-making control. It opens the door to more private investment in large, congestion-busting transportation projects. And, most impor-
tantly, it ushers in performance standards and reporting requirements so that the public will now know how their federal transportation dollars are being used and what kind of return on investment they are receiving.” This year has seen the two parties mostly drive each other’s plans for tax breaks and economic revival into a stalemate, although lawmakers have enacted bills retaining the Social Security payroll tax cut for a year and renewing a government agency that promotes U.S. exports. “It’s important for Congress to act, not just talk about problems we have but to get things done,” said Rep. John Mica, R-Fla., a chief House author of the transportation measure. All the no votes were cast by Republicans. The compromise ended up sprinkled with unrelated nuggets dealing with Asian carp, roll-your-own tobacco and federal timber aid. But its most significant provisions dealt with transportation and student aid. The final transportation measure dropped a provision — which had drawn an Obama veto threat — that would have forced government approval of the controversial Keystone XL oil pipeline from Canada to the Texas coast. But it contains curbs on environmental reviews of transportation projects. Republicans sought those curbs in hopes of cutting construction time almost in half. The bill consolidates federal transportation programs and gives states more flexibility in spending money from Washington. It also contains an array of safety initiatives see BILL page 34
Key Components of the Highway Bill • Reauthorizes transportation programs through September 2014 at a cost of more than $100 billion. About 80 percent of that goes to federal highway programs, 20 percent to mass transit. • Retains the federal taxes — 18.4 cents a gallon for gasoline and 24.4 cents for diesel — that have been unchanged since 1993. Because the gas taxes are inadequate to pay for the bill, it includes other savings such as $9.4 billion from changing the method of calculating pension plan liabilities, $10.8 billion from increasing Pension Benefit Guaranty Corporation premiums and $2.7 billion from raising premiums in the flood insurance program. It also saves $100 million by ending a loophole where machines selling roll-your-own
cigarettes are not subject to tobacco taxes. Those savings also make up for the costs in the student loan bill. • Ensures that 80 percent of Clean Water Act Violation fines paid by BP and others held responsible for the Deepwater Horizon oil spill goes to Gulf Coast states. • Gives states more flexibility over how they spend federal highway aid and consolidates the number of highway programs by two-thirds. It also expands a loan guarantee program aimed at increasing private investment in infrastructure projects. • Leaves out several items sought by House Republicans, including government approval of the Keystone XL oil pipeline and a stop to the Environmental Protection Agency regulating ash
generated by coal-fired plants. • Speeds up environmental impact studies on highway and transit construction projects and effectively reduces spending on “transportation enhancements” such as bike paths and sidewalks, with the agreement of Senate Democrats. The Senate also acquiesced to House demands that $1.4 billion for general land and water conservation be stripped from the bill. • Extends for one year a federal timber subsidy program that provides $346 million to 700 counties in 41 states. Almost one-third of that goes to Oregon. • Directs the Army Corps of Engineers to speed up efforts to protect the Great Lakes from Asian carp.

ARTBA Foundation Announces College Financial Assistance The children of highway workers killed or permanently disabled on the job will receive financial assistance in their pursuit of higher education thanks to scholarships announced by the American Road & Transportation Builders Association Transportation Development Foundation (ARTBA-TDF). Students from Virginia, Pennsylvania, Georgia, Wisconsin and Indiana have been named 2012 recipients of the ARTBA-TDF’s “Lanford Family Highway Worker Memorial Scholarship.” The program was established in 1999 with a gift to the foundation from two Roanoke, Va., highway contractors and their companies — Stan Lanford (1999 ARTBA chairman) of Lanford Brothers, and Jack Lanford (1991 ARTBA chairman), with Adams Construction Company. On average, about 100 highway workers are killed every year on the job or in roadway construction work zone accidents. The 2012 class includes: • Brianna Keefe, Wyalusing, Pa. Brianna’s dad, Bret Keefe, was killed in a car accident in 2001 while working for the Pennsylvania Department of Transportation. She attends Northwestern University near Chicago and is majoring in journalism and international studies. • Allison Moore, Chula, Ga. Allison’s father, Steve Moore, was killed in an accident while working as an employee of the Georgia Department of Transportation in November 1996. Allison attends the University of Georgia and is majoring in economics. • Nahun Morales, Springfield, Va. Nahun’s dad, Nahun Levia, was injured and disabled while working on a highway and bridge project in the Washington, D.C., area. Nahun attends George Mason University and is majoring in information systems and operational management. • Shaneeka Morris, Kenosha, Wis. Shaneeka’s father, John Morris, was killed in a January 2012 accident while working on the Palmetto Expressway in Florida. In the fall, Shaneeka will attend Robert Morris University in Pennsylvania, and major in business management. • Dallas Jones, Bluffton, Ind. Dallas’ father, Dale Jones, was killed in a December 2009 accident while working as an employee of the Indiana Department of Transportation. Dallas will attend the Indiana Institute of Technology and major in computer science. Pole Handler for Skid Steers Features Three Axis Positioning The new silence kit is supplied as an option with the new SmartROC T35 and T40 drill rig, improving the on-site environment and meeting increasingly strict drilling noise regulations.
Atlas Copco has announced the availability of a newly upgraded silence kit for its SmartROC T35 and T40 surface drill rigs. The original kit was introduced in 2005, consisting of a distinctive hood enclosing the drill rod. The new silence kit, developed in cooperation with experienced users, reduces the noise generated from the feed by an additional 12 dB(A). Key improvements include a double layer of noise absorbent material together with an upgraded aluminum chassis that has greater resistance to drill rod vibration, according to the manufacturer. Without the silence kit, the noise level of the SmartROC T35 and T40 is 127 dB(A) at peak power. With the upgraded silence kit added, tests show that the noise level drops to 115 dB(A), providing an improved working environment at urban construction sites
and meeting current demands for lower noise levels. From an operational standpoint, this means that site personnel positioned at the recommended safety distance from the rig during operation can converse with colleagues without having to shout, can use a phone, and more easily hear other noise around them while still keeping their ear protection in place. Besides better noise dampening, the new kit also is more functional than its predecessor. It has four access hatches, with a fifth at the very top of the feed. These can be opened two at a time at the touch of a button, allowing access for rod handling, inspection of coupling sleeves or service. Congress Passes Highway Jobs Bill BILL from page 10
including requirements aimed at enhancing bus safety. And it makes advocates of bike and pedestrian paths compete for money with other transportation projects. White House spokesman Jay Carney said the administration was glad Congress acted “before middle class families pay the price for inaction.” He said Obama will keep pressing for approval of more of his job-creating proposals from last year, to hire teachers, police officers and firefighters and for tax credits to companies that hire new workers. Most of the overall measure was financed by extending federal taxes on gasoline and diesel fuel for two more years. Those levies, unchanged for nearly two decades, are 18.4 cents a gallon for gasoline and 24.4 cents for diesel and now fall well short of fully financing highway programs, which they were designed to do. About $20 billion would be raised over the next decade by reducing tax deductions for companies’ pension contributions and increasing the fees they pay to federally insure their pension plans. In return, a formula was changed to, in effect, let companies apportion less money for their pensions and to provide less year-to-year variation in those amounts. To raise other revenue, the government will start charging interest on subsidized Stafford loans no more than six years after undergraduates begin their studies. Today no interest is charged until after graduation, no matter how long that takes. In addition, a loophole was tightened to make it harder for businesses with roll-your-own cigarette machines to classify the tobacco they sell as pipe tobacco — which is taxed at a lower rate than cigarette tobacco. The change is expected to raise nearly $100 million. Some federal workers would be allowed to work part-time as they gradually retire, saving the government money because the workers would receive only partial salaries and retirement annuities. As often happens with bills that are certain to win the president’s signature, the measure became a catch-all for other unrelated provisions. One would order the government to accelerate work on a plan for preventing Asian carp, which devour other species, from entering the Great Lakes from the Mississippi River. It drew opposition from Sen. Dan Coats, R-Ind., and some other lawmakers arguing that blocking the fish could interfere with shipping, but the Senate turned their objections aside. Federal flood insurance programs that protect 5.6 million households and businesses were extended, allowing higher premiums and limiting subsidies for vacation homes to help address a shortfall in the program caused by claims from 2005’s Hurricane Katrina. The measure also steers 80 percent out of billions in Clean Water Act penalties paid by BP and others for the 2010 Deepwater Horizon oil rig explosion to the five Gulf states whose beaches and waters were soiled by the disaster. The money would have otherwise gone to federal coffers. Federal timber subsidies worth $346 million would be distributed for another year to rural counties, while other funds would be steered to rural school districts. The bill also eases restrictions that force most American food aid to be shipped abroad on U.S.-flagged vessels.
The Industry Responds The Road Connection Lisa Carson, marketing manager of KPI-JCI and Astec Mobile Screens, The Road Connection’s primary sponsor, said after three tumultuous years of partisan bickering, the company is pleased to see Congress making strides in protecting and advancing America’s infrastructure and economic growth. “We are proud to say that advocates like The Road Connection and other industry organizations have made a difference by getting Congress to see that this is not an issue they can push aside,” Carson said. “While the measure is far from perfect, it gives our contractors and dealers the stability they need to continue their operations and provide jobs to millions of Americans. As an American manufacturer, we know that this bill will help stimulate equipment sales, which will be used to fix our crumbling roads and bridges.” At the same time applauding Congress’ action, Carson also cautioned supporters that The Road Connection’s work is “far from over.” “This new bill gives us time to ramp up our efforts for 2014, which will come sooner than we think,” Carson said. “If we want to improve our nation’s infrastructure grade from a D- to acceptable levels, we are going to need serious investments that can be promised for more than two years at a time.” Associated General Contractors of America The chief executive officer of the Associated General Contractors of America, Stephen E. Sandherr, issued the following statement in reaction to Congressional passage of a 27-month highway and transit measure: “The passage of the 27-month transportation bill ends nearly three years worth of temporary extensions that have made it increasingly difficult for state and local officials to plan for, fund and execute major new infrastructure projects. The new highway and transit bill should allow construction to finally begin on many longdelayed, yet vital, projects. California OKs Funding for High-Speed Rail Line By Judy Lin ASSOCIATED PRESS
SACRAMENTO, Calif. (AP) California lawmakers approved billions of dollars July 6 in construction financing for the initial segment of the nation’s first dedicated highspeed rail line connecting Los Angeles and San Francisco. The move marked a major political victory for Democratic Gov. Jerry Brown and the Obama administration. Both have promoted bullet trains as job generators and clean transportation alternatives. The bill authorizes the state to begin selling $4.5 billion in voter-approved bonds that includes $2.6 billion to build an initial 130-mi. (209 km) stretch of the high-speed rail line in the Central Valley. That will allow the state to collect another $3.2 billion in federal funding that could have been rescinded if lawmakers failed to act July 6. Brown pushed for the massive infrastructure project to accommodate expected growth in the nation’s most populous state, which now has 37 million people. He said the project is sorely needed to create jobs in a region with higher-than-average unemployment. Members of the state Senate voted 21-16 along party lines after intense lobbying by Brown, Democratic leaders and labor groups. The bill, which passed the state Assembly on
July 5, now heads to Brown for his signature. “The Legislature took bold action today that gets Californians back to work and puts California out in front once again,” Brown said in a statement. The first segment of the line will run from Madera to Bakersfield. The final cost of the completed project from Los Angeles to San Francisco would be $68 billion. Republicans blasted the Senate decision, citing the state’s ongoing budget problems. “It’s unfortunate that the majority would rather spend billions of dollars that we don’t have for a train to nowhere than keep schools open and harmless from budget cuts,” Sen. Tom Harman, R-Huntington Beach, said in a statement. The Bay Area Council, a group of business leaders from the San Francisco Bay and Silicon Valley areas, cheered the vote. The council backed the 2008 statewide bond measure regarding the rail line and had been working to sway legislators in support of the project in recent weeks. “This is a courageous step forward for California’s future,” said its president and CEO, Jim Wunderman. In recent days, Democratic leaders included more funding to improve existing rail systems in an effort to entice support for the bullet train. The bill now allocates a total of $1.9 billion in bonds for regional rail improvements in Northern and Southern California. The upgrades include electrifying
Caltrain, a San Jose-San Francisco commuter line, and improving Metrolink commuter lines in Southern California. Dan Richard, chairman of the California High-Speed Rail Authority, which is managing the project, said California would have lost billions of dollars in federal aid if the Senate fails to pass the bill before adjourning for a monthlong recess. California entered a contract that called for the federal government to provide money for building the Central Valley segment if the state also put up its share, he said. “Not only will California be the first state in the nation to build a high-speed rail system to connect our urban centers, we will also modernize and improve rail systems at the local and regional level,” Richard said. California was able to secure more federal aid than expected after Florida, Ohio and Wisconsin turned down money. Steinberg, the Senate leader, said the vote signaled the “biggest, boldest public works project in decades in California.” He likened it to the state water project that was first undertaken by Brown’s father, Gov. Pat Brown, in the late 1950s. The massive network of dams, reservoirs and canals is still used today. The bill approved July 6 authorizes the state to sell a portion of a $10 billion high-speed rail bond that voters approved in 2008 under Proposition 1A.
‘Ramp Jam’ Is Los Angeles’s Latest Freeway ‘Fright Fest’ By Andrew Dalton ASSOCIATED PRESS
LOS ANGELES (AP) Some are calling it the “Rampture,” others “Ramp Jam.” But there’s no disagreement that Los Angeles’ next big freeway shutdown will be a long and serious headache. Saturday drivers in west Los Angeles will be the first to feel the effects of the project, in which eight ramps connecting Wilshire Boulevard and Interstate 405 — one of the nation’s busiest streets and one of its busiest freeways — will be demolished and rebuilt. The major shutdown is the next phase of the Sepulveda Pass Improvements Project and one of several this summer that could make for an especially rough season for Los Angeles area travelers, commuters and tourists. Work crews began the planned 90-day
shutdown of the first two ramps, connecting westbound Wilshire and northbound I-405, late June 22, with the rest closing in phases in the coming months. “There’s no end to the misery after 90 days,” Dave Sotero, a spokesman of the Los Angeles County Metropolitan Transportation Authority, told the Los Angeles Times. “It continues.” Weather and other conditions permitting, work will continue 24 hours a day, seven days a week until the project is finished. “There is no way of sugar-coating it: there will be significant traffic impacts,” wrote Steve Hymon on the official MTA blog. Even on a normal day, the ramps represent one of the worst traffic grinds in the region and a spot of frequent accidents. “The status quo in the area has been pretty much horrible for as long as I can recall — way too many cars competing for space
while trying to enter and exit the freeway,” Hymon said. “The reconstruction of the ramps should greatly improve the way that traffic flows in the area, but there’s no getting around the pain that ramp reconstruction will inevitably cause.” “Ramp Jam” is considerably smaller in size than last summer’s so-called “Carmageddon,” which saw the shutdown of the entire 405 while part of a bridge was torn down. But while the “Carmageddon” lasted just a weekend, this one will take up to a year, and its long-term effects are bound to be far greater. Transit officials are following the approach that made “Carmageddon” a major success — flooding the public with warnings and reminders, urging drivers to find alternate routes and ride-sharing opportunities and assuring them that it will all be well
worth it once the project is finished. Southern California drivers, including some famous ones, have joined in, warning fellow motorists on social media about the troubled spot. “LA west side drivers — remember that the Wilshire ramps off the 405 are closing tomorrow,” actor William Shatner tweeted June 22. Like “Carmageddon,” officials used overthe-top Biblical references in the run-up to the project, dubbing it the “Rampture.” But as the project grew closer, the less menacing “Ramp Jam” came into use. Both projects are part of a $1 billion overhaul of a 10-mi. (16 km) stretch of Interstate 405 through the Sepulveda Pass that will end with the construction of a high-occupancy vehicle lane on the freeway’s northbound side.

Heavy Equipment Goes Into Action to Clear Landslide LANDSLIDE from page 1
Kiewit also was given the job of addressing other trouble spots along SR-14, including an active slide at mile post 17. The first heavy construction equipment began arriving at the site on March 2. About 25 oversized tractor trailer loads and 10 regular loads of equipment were trucked to the site over the next two weeks. Kiewit’s Cat 5130 excavator with a 13-cu. yd. (9.9 cu m) bucket was the first to arrive on the site. It took 11 oversized tractor trailer loads to haul it there and required one 100-ton (91 t) truck crane to assemble it. In addition to the large excavator, Kiewit also brought in various excavators, rock trucks, dozers, articulating trucks, front end loaders, road graders and cranes. In all, approximately 25 oversized tractor trailer loads and 40 regular loads of equipment was hauled to the site and assembled. Once the equipment arrived and was assembled, the contractor began breaking up and hauling away debris from the site. There were a lot of unknowns at that point. They didn’t know what they were going to encounter as far as rocks and boulders. The landslide contained many large rocks, some as large as buildings or 18-
wheelers, which had to be broken up in order to haul them to the fill area. A Komatsu PC 400 track hoe with a 10,000 lb. rock hammer was used to break up the rocks to meet project specifications. Keeping the road in its previous location would have required moving one million cubic yards (764,555 cu m) of material. Designers and the contractor decided that moving the road slightly north would require the removal of less than half that amount: 400,000 cu. yds. (305,822 cu m) of material. To put that into perspective, that is the equivalent of 40,000 regular dump truck loads. Another way to think of it is, if all that earth were placed on a football field, the debris would be 190 ft. (58 m) tall.
Cat D9 and D10 bulldozers, Cat 777 trucks and other heavy machinery. They tackled the landslide from both the east and west sides of the road as well as at the foot of the slide area near the creek. Workers built access roads to move equipment to different areas of the slide so they
could access and remove additional material and begin construction of the temporary roadway. Besides replacing and improving the section of SR-14 affected by the landslide and implementing mitigation measures for that see LANDSLIDE page 50
Moving the Project Forward UDOT kept an online weekly update so folks could keep informed about the progress they were making on the project. The following gives the highlights of the story: A couple of weeks after the equipment was set up, work started on building pioneering roads to access the top of the landslide. Kiewit used the Cat 5130 excavator,

GOMACO is experiencing an increased demand for the new pavermounted GSI (GOMACO Smoothness Indicator) as a tool for paving contractors checking their rideability on-the-go. GOMACO introduced new hardware and software for this paving contractor’s tool at World of Concrete 2012 in Las Vegas. The paver-mounted GSI was displayed on a GOMACO GP-2400 two-track slipform paver. The new paver-mounted GSI will feature new durable hardware with a wider, 7 in. (17.8 cm) diagonal touch-screen monitor and a new adjustable mount for achieving the optimum viewing angle. A single CAN-based connection is all that is now needed to the screen, reducing cable runs and connections while adding versatility to the adjustable screen mount. WiFi, Bluetooth and USB connectivity also will be added to the new model to provide wireless printing and wireless downloading and uploading capabilities from a laptop. Behind the scene software enhancements will include easier setup and troubleshooting guides, as well as new user-friendly screens for data visualization. The paver-mounted GSI provides immediate smoothness readings, right out of the paver, and displays these readings on the touch-screen monitor so they can be viewed instantly. The GSI traces the slab and takes smoothness readings simultaneously from three different sensors on each trace. The GSI can trace up to eight wheel tracks, for a total of four lanes in a single pass. The GSI trace over the new slab will provide smoothness readings in multiple indexes, including the GSI number, IRI, PI (profile index based on the California profilograph), or it can be exported as an .erd file to create several other indexes. The indexes are derived from the true profile of the surface, determined by the data collected. These indexes are viewed
and monitored on the GSI’s touchscreen monitor. The on-the-go surface smoothness information includes station and footage documentation for later reference of bump and smoothness locations. The GSI’s bump alarm can be set with project parameters. If a bump occurs during paving that is out of parameter, a bump warning is displayed and the bump’s station location is marked on the graph for exact reference. The GSI’s feedback allows onthe-go adjustments to fine-tune the paving operation. Contractors instantly know how changes to a number of different paving variables directly affect the quality of the ride. Instant results eliminates having to wait until the cured concrete has been profilographed to see how the variables affected ride. The GSI also is available as a mobile unit, providing the same smoothness monitoring and quality assurance as a paver-mounted GSI. It also can be outfitted with GSITools, GOMACO’s software application that performs post processing of exported GSI trace data. With GSITools, the GSI can be used in a variety of applications, including the Grade Analysis Tool, which can build a profile of the grade and estimate the concrete yield of the project. The GSI Survey Tool is a new application. A GSI trace over an existing roadway can provide data for a 3D model in an overlay application. The GSI will collect the data with multiple traces (up to eight) in a single pass. This single pass with the GSI on the project totally eliminates the tedious handwork of two survey engineers and provides an accurate visualization of an existing roadway for a 3D model to be used for stringless paving of an overlay project. Terex CR662RM Features Improved Fuel Efficiency
Powered by the Cummins QSB6.7 turbocharged diesel engine, the new Terex CR662RM RoadMix material transfer vehicle and paver meets stringent Tier IVi (Stage III B) emissions standards. Offering the same 260 hp (191 kW) output as the previous model, the machine’s new power unit is 5 percent more fuel efficient to extend operating intervals between tank refills. The engine features a cooled exhaust gas recirculation (EGR) system with diesel oxidation catalyst (DOC) and diesel particulate filter (DPF) to substantially reduce emissions. Regeneration of the DPF occurs automatically without affecting machine performance. A new cooling system arrangement features larger radiator core size and improved airflow to increase ambient operating temperatures to 120F (48.9C). To offset increased space requirements of the Tier IVi engine components, Terex engineers developed a new lowprofile hood design that slopes downward away from the operator to improve of the hopper. The working visibility radiator is integrated into the hood design, so the cleanest air possible is drawn for cooling engine components, so the machine runs cooler. Components from the paver’s fume recovery system have been moved from underneath the operator’s platform to under the hood, lowering operating noise levels and improving operator comfort. Measured at 320 by 240 pixels, a new, high resolution display with backlit screen and 15-bit color makes it easy for operators to see the display. This large display helps to alert operators of underlying issues with machine performance, and the system expands diagnostic capabilities over previous
models, according to the manufacturer. It also includes setup and calibration screens for use in configuring and calibrating the machine performance. The Terex CR662RM RoadMix maximizes utilization rates by operating both as a material transfer vehicle (MTV) and paver. Machine design allows contractors to quickly switch machine’s conveyor system and screed between the within a matter of hours. When equipped as an MTV, the CR662RM delivers continuous, non-contact and off-set paving capabilities with its swiveling conveyor that swings 55 degrees to the left or right of center. As a paver, the CR662RM features two, 5-ft. (1.5 m) long spread auger sections that are driven by two independent variable-speed outboard motors, which eliminate the center gearbox drive to reduce the occurrences of centerline segregation. Contractors can equip the CR662RM with one of three different screed models — the diesel or electric Terex Fastach 10, electric Terex VersaScreed, and the electric or
diesel Terex Stretch 20. This 10-ft. (3 m) paver delivers mainline paving widths reaching 30 ft. (9.1 m) at depths of up to 12 in. (30.5 cm). Delivering fast truck exchanges, the CR662RM RoadMix’s variable-pitch in-hopper auger design offers high material throughput. Pitch spacing — transitioning from 10 in. (25.4 cm) in the front to 11 in. (27.9 cm) and then to 12 in. (30.5 cm) in the rear — aggressively channels material to the rear of the machine. This auger design helps to boost production capabilities — up to 900 tons per hour (816 t per hour) when equipped as a paver and in excess of 500 tons per hour (454 t per hour) as an MTV. Combined with the aggressive pitch, the auger’s constant-diameter continues to reblend 100 percent of the material to virtually eliminate material and thermal segregation, according to the manufacturer. Whether equipped as a paver or an MTV, the CR662RM features the Terex Smartrac rubber track drive system for more reliable operation. Oscillating bogie wheel assemblies combine with the system’s frictionally driven rubber tracks to automatically apply the correct tension, whether moving forward or in reverse. The self-tensioning system does not over tension the track, significantly extending its life. The rubber track drive spreads the machine’s 53,000 lb. (24,040 kg) over a wide area, resulting in a low ground contact pressure of less than 12 psi. Doosan Portable Power Tier IVi Mobile Generators Available Doosan Portable Power has released four models in its Tier IV Interim (Tier IVi) mobile generator portfolio. The G150, G190, G240 and G325 mobile generators are new to the lineup of 10 Doosan models ranging from 25 to 570 kVA and became available Dec. 1, 2011. These models complete Tier IVi development from Doosan Portable Power for products with power ratings greater than 174 hp (130 kW) and have been designed for the implementation of Tier IV final (Tier IVf) technologies effective in 2014. In addition, Doosan is finalizing the development of new G70, G85 and G125 models to meet the 2012 Tier IVi regulations for the respective power ratings. New G25 and G45 models will meet Tier IVf regulations required in 2013. “Doosan Portable Power has been developing emissions related product innovations since 1996 with dedicated engineering and design,” said Todd Howe, manager of global generator products of Doosan Portable Power. “We proudly premiered the world’s first 2011-compliant Tier IVi generator at ConExpoConAGG. Longer runtime — exceeding 24 hours at any load factor — also is achieved with these new generators due to increased onboard fuel capacity. The operator-preferred analog control panel has been enhanced with large, brightly lit meters for at-a-glance monitoring. And the onboard engine diagnostic display panel from Doosan now includes the controls and indicators required to operate and maintain the aftertreatment regener-
ation system that is a key component of the new Tier IVi technology to meet engine emissions. Workers Keep Brisk Pace to Reopen Utah’s SR-14 LANDSLIDE from page 42
section, the Restore 14 project also addresses other smaller slides and erosion issues between mileposts 7 and 17. At milepost 9.7 crews were tasked with rebuilding the end of tunnel under SR-14 and restoring the shoulder, mitigating an active slide at milepost 10, and installing a wall to repair an active slide at milepost 17. By the first week of April, workers were moving an average of 900 cu. yds. (688 cu m) of material an hour, though they expected that rate to increase significantly as the project progressed. Once they were able to get the haul roads created, and get a system in place, the work went more smoothly, depending on the material. Crews working on a drop structure in the water channel at the west end of the project placed 1,400 yds. (1,280 m) of rip-rap to protect the structure. Meanwhile, workers on the west end of the slide started seeding the top and seeding and mulching along the cut slopes of the main slide area. Pre-emptive measures also were needed to stabilize the hillside farther west at MP 7.5 to prevent future landslides. At the main slide site, crews worked day and night excavating the area using the Cat 5130 and 777 trucks, with the goal of having the roadway
open by June. Workers prepared for the installation of an earth stabilizing wall. The excavated material from MP 10 was used as fill for the stabilization wall at MP 8. The roadway at MP 17 is unstable and continually moving. In order to stabilize the roadway in this location, construction crews will install a 200-ft. (61 m) long soldier pile wall to keep the roadway in place. Much of the work on the landslide was weather dependent. The construction team was ready to adjust production rates and crew size to make up for lost time due to weather delays. Fortunately for the most part the weather was on their side, and didn’t create many problems. They were shut down for just a couple of days in late March due to about a foot of snow. By the beginning week of May, the mass excavation work was done, and the major pieces of equipment that were utilized during excavation, including the 777 trucks, were demobilized and parked at the bottom of the canyon. While this marked a significant milestone on the project, there was still a lot of work to do to get the road ready for opening. Construction of the 3,300 sq. ft. (306 sq m) earth stabilizing wall was nearly complete. Crews set their sights on finalizing the
roadway grade and getting ready to place road base in preparation for paving activities. Specifications called for a hard packed dirt road for motorists to go through by Memorial Day weekend, but due to their productivity, they were able to have a section of the road paved for the opening. Crews opened the road on May 24, and had made more progress on paving than they had originally expected, so vehicles traveling through the canyon would have better access. One small section near MP 7.5 remained unpaved. Currently the road is opened only at night and on weekends. This will continue to be the schedule now through the month of July. The Challenges of Geology Despite finishing initial pre-emptive stabilization efforts in their original work contract, the mountain began to bulge out at MP 7.5, west of the main slide. UDOT approved additional excavation to further reduce stress loads in this area. Currently workers are hauling out an additional 309,000 cu. yds. (236,247 cu m) of dirt and rock from the upper slopes across the road, amidst occasional rolling boulders from the excavation. Doing the work during the day ensures the safety of workers and motorists and keeps
project costs down. Kiewit Infrastructure West is a subsidiary of Kiewit Corporation. Kiewit is accustomed to challenges. One of North Americas largest transportation contractors, they constructed some of the most difficult and picturesque miles of the highway system, including sections through Arizona’s Virgin River Canyon and Colorado’s Glenwood Canyon, the Eisenhower Tunnel through the Colorado Rockies, and the Fort McHenry Tunnel beneath Baltimore Harbor. The company built more lane-miles of the interstate highway system than any other contractor, prompting Forbes magazine to call the company’s founder, Peter Kiewit, The Colossus of Roads. Kiewit has worked with eight subcontractors on the project, with more than 60 workers on the site during the peak of work activities. The project is scheduled for total completion in September 2012, which will provide more travel options for the folks who work and live in the area, as well as those who are driving through to take in the views of this scenic byway. Atlas Copco Names Joey Parker Ancient Artifacts Found at Service Operations Manager Phoenix Construction Site Joey Parker has been appointed service operations manager of Atlas Copco Construction Equipment in Commerce City, Colo., effective May 21. In his new role Parker will report directly to Matt Cadnum, vice president, aftermarket. Since 2003 Parker has served as service manager of the Covington, Ga., service center. He began his Atlas Copco career in 1990 as a field service representative for the rental division. In 1993 he was promoted to rental operations manager and later to fleet upgrade manager. In his new role Parker will be responsible for managing and growing the service and parts business for diesel-driven compressors, boosters and generators, hydraulic attachments, Dynapac compaction equipment, light compaction equipment and hand held equipment. PHOENIX (AP) Archaeologists said they have found ancient artifacts at the Phoenix construction site of the Maricopa County Sheriff’s Office’s future headquarters. The Arizona Republic reported preservation experts believe pottery fragments found by workers in May date as far back as 1,600 years ago. Archaeologist Mark Hackbarth — whose firm, Logan Simpson Design, is contracted with the county to examine any findings — said the grindstones predate even the Hohokam Indians, a tribe that once lived where downtown Phoenix is today. The fragments were likely from an era known as the Red Mountain Phase, Hackbarth said. “That’s because there’s no way to archaeologically say that’s a tribe at that time,” he told KPNX-TV. The fragments will eventually go to the Pueblo Grand Museum for research and future exhibits. Laurene Montero, a city of Phoenix archaeologist at the museum, called the possible Red Mountain period artifacts an exciting discovery. “It’s an early phase we don’t see too much of. In May, workers at the site dug up remnants of graves that local experts said had ties to Arizona pioneers who died in the midto late-1800s. Their findings included coffin handles, wood slivers and even some human remains.

Ritchie Announces First Quarter Results; CNH Teams Up Adjusted Net Earnings Total $18M With Thunder Creek Equipment Ritchie Bros. Auctioneers Incorporated announced net earnings and adjusted net earnings for the three months ended March 31, 2012, of $18.0 million, or $0.17 per diluted share. This compares to adjusted net earnings of $13.6 million, or $0.13 per diluted share, for the three months ended March 31, 2011, representing a 32 percent increase in adjusted net earnings. Adjusted net earnings is a non-GAAP financial measure and is defined below. The company’s auction revenues for the first quarter of 2012 grew 14 percent to $101.3 million compared to $88.5 million for the same period in 2011. The company conducted 38 unreserved industrial auctions in nine countries throughout North America, Europe, the Middle East, Central America and Australia during the first quarter of 2012. Gross Auction Proceeds and Auction Revenues For the three months ended March 31, 2012, gross auction proceeds were $865 million, 2 percent higher than the same period in 2011. Gross auction proceeds is a non-GAAP financial measure and is defined below. The company’s auction revenue rate (auction revenues as a percentage of gross auction proceeds) was 11.71 percent during the three months ended March 31, 2012, compared to 10.39 percent in the same period in 2011. The company’s revised fee structure, which came into effect on July 1, 2011, contributed $10.8 million to auction revenues for the first quarter of 2012. The company’s at risk business, comprised of guarantee and purchase contracts, represented 29 percent of gross auction proceeds in the first quarter of 2012 (2011: 32 percent). Summary Comments “We are pleased to have achieved record first quarter gross auction proceeds and auction revenues during the first quarter; our performance was in line with our plans,” said Peter Blake, Ritchie Bros. CEO. “During the quarter we saw strong equipment pricing at our auctions and competition remained intense for good quality, low hour used equipment. This was reflected in our at risk business, which remained above historic levels. We saw improving optimism among our customers and ongoing original equipment manufacturer backlogs have created pent up demand for new and near new equipment, driving strength in the used equipment market. We remain confident that our performance for 2012 is on track with our plans. “Our strategic initiatives are also progressing well as we continue our efforts to develop innovative solutions to enable the world’s builders to exchange equipment easily and confidently. In the first quarter we completed a key strategic initiative, our organizational realignment, and we are already seeing the positive results of this.” Quarterly Dividend The company also announced the declaration of a quarterly cash dividend of $0.1125 per common share payable on June 8, 2012, to shareholders of record on May 18, 2012.
Online Bidding Statistics Ritchie Bros. sold more than $275 million of equipment, trucks and other assets to online bidders during the first quarter of 2012, representing a 23 percent increase compared to the same period in 2011 (first quarter of 2011: approximately $223 million). Internet bidders continued to comprise over 50 percent of the total bidder registrations at Ritchie Bros. industrial auctions during the first quarter of 2012. Since launching its real-time online bidding service in 2002, the company has now sold over $5.5 billion worth of trucks, equipment, and other assets to online bidders, confirming Ritchie Bros.’ position as the world’s largest seller of used equipment and trucks to online buyers.

CNH Parts & Service, the product support business of agricultural and construction equipment maker CNH Global, announced a new supplier agreement with LDJ Manufacturing Inc. of Pella, Iowa, to offer its Thunder Creek Equipment line of fuel and service trailers through Case Construction Equipment, Case IH, New Holland, New Holland Construction and Kobelco equipment dealerships in the United States.
