The extension of I-580 from the Mt. Rose Highway to Bowers Mansion cutoff will connect Reno and Carson City, effectively completing I-580 in Washoe County. NDOT has been planning for several decades to improve I580 to freeway standards for its entire length in Nevada. Piece by piece, the long-range plan is

taking shape. This new freeway segment covers 8.5 mi. (13.7 km) and is scheduled to officially open to traffic in mid-August 2012. Development of I-580 in Washoe County has been a work in progress since 1957. The first segment of the freeway constructed was from the Carson City/Washoe County line to Lakeview in 1964, followed by the Lakeview to Winters Ranch segment, which opened in see PROJECT page 20

HONOLULU (AP) Traffic officials will be using a federal grant to develop a high-resolution image database of Oahu to help determine where to best use road repair and maintenance resources. Honolulu Mayor Peter Carlisle announced July 6 that a $1.05 million grant to the city will be used for a so-called Pavement Management System database. The database also will be used to develop recommendations for rehabilitation and reconstruction of city roadways. The city is contracting with Sam O. Hirota Inc., a local surveying and construction consulting company, to use a car equipped with mobile 3-D mapping technology to establish the database, the Honolulu Star Advertiser reported. “Our goals are to make good roads last longer and stop potholes before they even start and to make sure bad roads are identified early and schedule for proper repairs,” Carlisle told the newspaper. The technology was developed with the help of NASA and captures high-resolution 3-D images at normal driving speed, said Dennis Hirota, the company’s president. The technology is similar to street-mapping camera systems used by Google, and is being used in only a dozen locations around the world, Hirota said. A complete survey of Oahu roads is expected to be completed by the end of the year, he said.

Construction Hits Two-and-a-Half Year Peak in May Construction spending in May reached the highest level since December 2009 as widespread gains in private nonresidential construction, single-family and multifamily homebuilding more than offset a continuing downturn in public construction, according to an analysis of new federal data released July 2 by the Associated General Contractors of

America. Association officials said they expect the disparity between private and public construction is likely to persist, although enactment of a federal highway and transit bill will cushion the decline in public spending. “It is encouraging to see such a broad-based pickup in private construction,” said Ken Simonson, the association’s chief economist.

Simonson noted that private nonresidential spending climbed for the third month in a row and was 19 percent higher than in May 2011. Residential construction surged 3 percent for the month and 8 percent year-over-year, with new multifamily construction leaping 6 percent and 50 percent, respectively, and singlesee REPORT page 53

H&K’s Pocono Raceway Paving Work Earns Rave Reviews The H&K Group’s recently completed paving project at Pocono Raceway received rave reviews from NASCAR drivers following the Pocono 400 Race on June 10, 2012. The famous triangular-shaped track, located in Long Pond, Pa., embarked on an enormous reconstruction project with the Skippack, Pa.-based H&K Group to completely repave the track and add several safety upgrades. The “Tricky Triangle Track Transformation,” as it has been affectionately named, began in late summer/early fall of 2011. This was the first track repave since 1995 (which also was performed by The H&K Group) and the third repave in the track’s existence. This is only the second time the track has been repaved from the dirt foundation. The last time it was exposed was when the track was initially built in 1971. In a project of this magnitude, with tight deadlines, strict NASCAR rules and regulations, and the end result of racecars ripping down the track exceeding 200 mph, there is no room for error. That in itself makes it especially impressive that this was an H&K Group “Design/Build” project from the very beginning. In the early phases, The H&K Group’s Director of Business, Tommy Letwinch, and The H&K Group’s Chief Operating Officer, James T. Haines, met with executives in the NASCAR organization, including NASCAR President Mike Helton, NASCAR Vice President for Competition Robin Pemberton, as well as traveled to Michigan to meet The final layer of asphalt is being placed on turn one adjacent to the safer barrier. NCCCO to Issue Separate CCO Certification Cards The National Commission for the Certification of Crane Operators (NCCCO) will issue separate CCO certification cards to CCO-certified crane operators who also have been certified in the CCO rigger and/or signalperson categories. Previously, all certifications were listed on one card. The new cards also will reflect the full five-year certification period for each category. Previously, all certifications had a common expiration date, regardless of when the candidates passed the test(s). Riggers and signalpersons who are not certified in crane operation have always been issued their own separate cards, and this policy is unchanged. The new policy is effective July 2. However, previously CCO-certified crane operators who hold rigger or signalperson certifications also will be issued new rigger and signalperson certification cards at no charge. Mailing of the new cards to existing certificants will be completed by midsummer. “This major policy change will make it much easier for employers as well as state and federal authorities such as OSHA to determine the qualifications of those working onsite,” said NCCCO Commission Chairman, Kerry Hulse. “And it will ensure that certificants receive a full five-year certification period for each of the certification categories that they have earned.” CCO certification cards are nationally accepted as official proof of certification, and the new cards have been designed to meet all federal OSHA and state requirements, including the need to have details about the certifications (such as the types of signals in which a signalperson is certified) readily available on the job site. The new cards have been color coded for each certification category. Operator CCO cards continue to have a black band across the bottom, while rigger and signalperson cards feature a green band for easy recognition. The new policy of separate expiration dates does not affect the crane operator certification program, however. “All crane operator certifications will continue to have the same expiration date regardless of when new crane operator designations are added,” said Joel Oliva, NCCCO program manager, test development. NCCCO currently has nine crane operator designations, three crane inspector designations, two rigger designations and a signalperson designation. New certifications for digger derrick operators and lift directors are currently in development for launch before the end of 2012. The National Commission for the Certification of Crane Operators is an independent, non-profit organization established in 1995 by industry to develop and administer a nationwide program for the certification of crane operators and related personnel. Since then, NCCCO has administered more than 625,000 nationally accredited written and practical examinations to more than 170,000 operators in all 50 states.

AGC: Obama Admin Underestimated New Hiring Quotas Cost Administration officials significantly underestimated the cost to construction employers of proposed new hiring quotas for federal contractors according to a new analysis released June 27 by the Associated General Contractors of America. According to the analysis, a proposed new hiring quota for the disabled would cost employers 30 times more than officials predict while a new hiring quota for veterans would cost employers 20 times more than originally estimated. “The administration has grossly underestimated the financial and administrative burdens that these new rules would impose, particularly on small businesses,” said Brian Turmail, the association’s spokesperson. “If the proposed rules take effect, many small construction firms may no longer be able to afford to work on federal projects.” Turmail noted that the administration’s proposal to force federal contractors to make sure that 7 percent of their workers in each job category are disabled would cost construction firms $14,056 per year for each of their office locations, 30 times higher than the $473 compliance cost the administration suggested in its proposed rules. In addition, employers would have to spend at least 1,444 hours per office location complying with the new rule, 185 times longer than the 7.8 hours federal officials estimated. The spokesperson added that the administration’s proposed veterans hiring quota would cost construction firms a minimum of $11,333 per year per office location, 25 times more than the $560 estimated by the Department of Labor. That rule also would force construction employers to spend at least 1,267 hours per year per office site to comply, 140 times longer than the nine hours Labor officials originally suggested. Turmail noted that the added burden the new rules would impose on firms, when combined with the cost of complying with other regulations would likely be too much to bear for many small firms considering working on federal projects. The analysis was based on detailed evaluations of the hiring quotas conducted by construction firms that would be covered by the rule. Association officials added that the new rules aren’t even needed, considering federal data indicates contractors are already doing everything within their power to hire people with disabilities and veterans. And the current unemployment rates for people with disabilities and veterans — which the Department cites to justify its new quotas — are lower than for construction workers. The proposed new rules require firms to meet sweeping new reporting requirements, establish formal partnership agreements with community outreach programs to help with recruiting, and put in place new training programs, among other costly new measures. If firms fail to meet the “goals” set out in the two proposed rules, they face federal audits and potential debarment from working on future federal contracts.

NDOT Acknowledged for I-580 Project PROJECT from page 1

1970. Additional segments faced opposition to the alignment recommendation, and lawsuits were filed in the early ‘70’s. One corridor was approved in the late ‘70’s, but Environmental Impact Statements (EIS) on further sections were not released until 1983. From 1983 until present, the freeway has progressed southward through a series of construction projects, first from South Virginia Street to Del Monte Lane, then northward from Del Monte Lane to South Virginia Street, and most recently from South Virginia Street to the Mt. Rose Highway. The final link from Winters Ranch to the Mt. Rose Highway will complete the freeway improvements in Washoe County. The I-580 Freeway Extension Project marks the final segment in NDOT’s plan to construct a safe freeway from Carson City in the south through the Reno-Sparks area, to Panther Valley in the north. The existing highway was under great strain because of increased commuter traffic and development in south Truckee Meadows, Pleasant Valley and north Washoe Valley. Anticipated growth will burden the route even further with continuing negative impacts on congestion and traffic safety. The freeway extension will provide a safer and more efficient route to serve growing traffic needs. The project originally went out for bid in June 2003 and Edward Kraemer & Sons Inc. was awarded $79.5 million for what was referred to as “Package A.” Construction on this contract began in November 2003. However, in May 2006, NDOT and Kraemer mutually agreed to terminate their contract due to a disagreement on the constructibility of the pilot truss for the Galena Creek Bridge. Kraemer received $50 million for work completed. Contract termination was approved by the State Transportation Board on June 6, 2006. In an effort to get the project on track and completed, all remaining work was combined into one contract, 3292. An extensive contractor outreach program was put into place to find a qualified contractor — Fisher Sand & Gravel — who then commenced work with a $393 million contract. Fisher subcontracted C.C. Myers of Reno for bridgework. The remaining work included within Contract 3292 includes five bridges; grading and paving for the 8.5 mi. of

roadway between the Bowers Mansion interchange and the Mt. Rose interchange; construction of the Bowers Mansion interchange; and the completion of the Mt. Rose/I-580 interchange. Contract 3292 also includes sculpting of the rock cuts, re-vegetating slopes, and construction of retaining walls on the downhill slopes. A now-famous portion of this project is the Galena Creek Bridge. Measuring 1,722 ft. (525 m) long, with a 300-ft. (91.4 m) high arch, this bridge is the longest concrete cathedral arch bridge in the U.S. A tremendous amount of public interest was generated by the project design for this segment of the freeway extension. Communities affected by the freeway extension have historically proven to be highly active and involved from the project start. Recognizing this, NDOT's multi-faceted public involvement program included the Stakeholder Working Group (SWG) as a mechanism to keep project stakeholders directly involved. On this final segment of I-580, NDOT implemented a design approach different from historic design and construction projects. Through a process referred to as Context Sensitive Solutions (CSS) or Context Sensitive Design (CSD), NDOT developed and implemented an integrated public outreach plan to solicit public involvement and communicate openly with stakeholders. During final design, NDOT integrated stakeholder input into the proposed roadway alignments and bridge designs to develop a project that blends with the terrain, minimizes impacts and has community support, while maintaining safety and mobility. The I-580 project was awarded “Notable Practices” by AASHTO for demonstrating the successful application of Context Sensitive Solutions in a freeway application. Many of the aesthetic treatments have taken shape during construction. More than 3 million cubic meters of earth have been hauled from the north end of the project to the south end of the project. When the project is complete, the price tag will be close to $550 million — after totaling the contracts with Kraemer and Fisher, change orders, designs and right-of-ways. Terex Announces HyPower Hybrid System Retrofit Program Terex Utilities now offers customers the option to retrofit their current utility truck fleet with the Terex HyPower hybrid system, a plug-in power take-off (PTO) system that uses stored energy from the system’s rechargeable batteries to power the non-propulsion functions of most utility vehicles. The system helps customers save fuel and reduce exhaust emissions while allowing operators to function in a relatively quiet work environment, a benefit for noise sensitive job sites. “Retrofitting our HyPower system onto a current utility truck, including aerial devices and digger derricks, can help customers ‘green up’ their fleet at a reduced capital investment versus purchasing a new HyPower unit,” said Nick Cammisa, Terex national accounts manager. “Not only is this a less expensive option, but it’s also a faster way for customers to meet their company’s green initiatives. The HyPower system reduces the engine idle hours on the job site, resulting in fewer oil changes, lower fuel consumption, as well as reducing the amount of times an engine will need to go into re-gen mode. Most competitive aerial device makes and models qualify for this retrofit option.” The Terex HyPower Hybrid Retrofit Program can be applied to any Terex or competitive manufacturer’s aerial

devices five years old or newer and can be completed at any one of its 14 different Terex Equipment Services (TES) locations. HyPower retrofitted trucks come with the standard oneyear warranty from the date of in-service on the system, the same as on new HyPower equipped units. “Not only is the Terex HyPower Hybrid System simple enough to be retrofitted onto existing utility vehicles,” said Cammisa, “but it is also durable enough to outlive its first vehicle and be used on another.” The Terex HyPower Hybrid System The ARB-approved (#11-643-002) Terex HyPower Hybrid System is designed to reduce the use of fuel for the work done while the vehicle is sitting still. Complying with national and regional air pollution rules and regulations, the Terex HyPower system reduces a whole range of exhaust emissions produced from diesel fuel and eliminates the noise from an idling engine normally used to run the hydraulic system. The HyPower system recharges from the electrical grid using a standard 110V — 15 AMP outlet. Mack Expanding Offer to Include Construction Applications Mack Trucks is expanding its natural gaspowered offerings and has taken a key step forward in its hybrid vehicle development process. Mack plans to offer natural gas-powered versions of the Mack Pinnacle and Mack Granite models in 2013. Both models will utilize the Cummins Westport ISX12 G engine. Customer testing is scheduled to begin this year. The addition of the 12-L natural gas-powered models expands Mack’s current natural gas solutions to on-highway and construction applications. Mack already offers natural gas-powered Mack TerraPro low entry and Mack TerraPro Cabover refuse models. Like their Mack TerraPro natural gas counterparts, the Mack natural gas-powered Pinnacle and Granite models will feature maintenance-free aftertreatment and require

only a three-way catalyst to meet EPA 2010 and CARB emissions standards, setting a new benchmark for lower alternative fuel vehicle lifecycle costs and improving customers’ return on investment. Mack’s natural gas-powered trucks are available with compressed (CNG) or liquefied (LNG) fuel systems. “Mack has a long history in alternative driveline technologies and in particular, natural gas,” said Kevin Flaherty, president, Mack Trucks North American sales and marketing. “We’ve offered natural gas since it became clear that it was a viable energy solution in the refuse segment. Mack also is investigating other alternative driveline technologies, including high pressure direct injection, which uses a combination of natural gas and a small amount of diesel in the combustion process, and DME (dimethyl ether), which can be produced from natural gas. New Cross/Over Dump Trailer Available at Felling Trailers Felling Trailers added to its product line with the X55 cross/over dump trailer. Primary applications for Felling’s X55 cross/over include hauling materials such as rip rap, clay, demolition and a multitude of other materials that current bottom dumps cannot haul. Felling’s X55 maintains 70 percent of weight over the chassis. This product design greatly minimizes rollover issues currently experienced in the side dump and end dump industry, according to the manufacturer. The fixed caliper type brake uses a modulated hydraulic pressure source, such as a master cylinder, to control brake torque. It can be mounted in a vertical or horizontal position and linings can be replaced without removing the brake. The brake includes two ductile iron caliper halves that are pressurized by a single inlet port cross-over tube feature, which allows hydraulic pressure to actuate the 2.25-in. (5.7 cm) diameter piston in each half. The unit provides for continuous duty pressure of 1,000 psi and intermittent duty pressure of 1,500 psi. Weighing approximately 17 lbs. ICON Slide Rail Systems Versatile on Challenging Jobs ICON slide rail systems give contractors versatility and options to help them shore everything from simple pits to elaborate excavations with utility problems, overhead clearance projects or difficult soil conditions, according to the manufacturer. ICON’s slide rail shoring systems are made of high-yield, Grade 50 steel and are comprised of lineal panels, rails or posts and bracing. This allows contractors install three or four sided pits and two sided trenches in a variety of excavations and soil conditions. Contractors can choose slide rails in single-, double- or triple-rail designs with either roller rail frames (struts) or fixed-position braces. Slide rail systems are used for the excavations of sewer lines, water mains, tunnel-access pits or shafts, tank installations, pump or lift stations, wet wells, manholes, junction boxes and many other uses. ICON’s slide rail system is installed at the same time as a trench or pit is excavated. Installation of the slide rail system starts by excavating the trench to 4 ft. (1.2 m) deep. Next, workers install rails and plates to help square up the system. They continue to dig on the inside of the system to remove the excavated soil as needed. KPI-JCI Embraces ‘Green’ Coating, Pretreatment Process on Certain Parts

As part of its mission to be eco-friendly whenever possible, Kolberg-Pioneer Inc. (KPI-JCI) is implementing a sustainable pretreatment and coating process on certain equipment parts that maximizes performance while minimizing the impact on the environment. Before the parts utilizing the new process are ever painted, the metal is first cleaned (pretreated), thereby helping the coating stick to the metal and slowing corrosion if the paint gets damaged during use. The new pretreatment process uses Zirconization, a water-based, low-temperature pretreatment technology based on highly corrosion-resistant materials that are free of solvents, phosphates and heavy metals. Kolberg-Pioneer Inc. (KPI-JCI) didn’t stop with simply improving the pretreatment process, according to Bruce Dunham, marketing/technical manager of DuBois Chemicals Surface Finishing Sector. The company also installed a coating system capable of applying and curing a powder coating versus a liquid paint. This coating system not only enhances the appearance of the equipment, but also protects it from the elements that cause corrosion, thus maximizing the product’s useful life, according to the manufacturer. “If you have ever used a can of spray paint, you are familiar with the strong solvent odor,” Dunham said. “When used on an industrial level, solvent-based liquid paints can add cost associated with environmental and health and safety

monitoring and reporting. Kolberg-Pioneer Inc. has mitigated these issues by specifying a powder coating that provides a durable, corrosion-resistant coating to protect its customer’s investment.” The pretreatment and coating process takes approximately 2.5 hours, which is a significantly shorter turn-around period than when using liquid paint, according to Mark Folkers, production manager at Kolberg-Pioneer, Inc. To begin the process, parts are hung on a line and passed through a five-station wash before a part can enter the powder paint booth. Once a part is painted, it is passed in front of an 850-degree infrared heater for one minute then enters a 350-degree oven for 50 minutes before entering the cooloff tunnel. Once the part is cooled and fully-cured, it is ready to be sent to assembly. family homebuilding up 2 percent and 15 percent. The construction economist said that four private nonresidential categories each posted 12-month spending increases of more than 25 percent: power and energy construction, 35 percent; hotels, 29 percent; educational and manufacturing, 27 percent apiece. There also were improvements in year-over-year totals for private transportation such as trucking and rail facilities, up 17 percent; health care and commercial (retail, warehouse and farm), 11 percent each; and office construction, 7 percent. In contrast, public construction slumped for the fifth consecutive month, falling 4 percent below the May 2011 level, Simonson noted. He said the largest public category, highway and street construction, slipped 0.5 percent from April but edged up 2 percent year-over-year, while the second-largest segment, educational construction, fell 3 percent and 7 percent, respectively. “Based on the number and variety of projects that have been announced in recent

months, I expect the private nonresidential sector to keep posting hefty gains for the rest of 2012 and beyond,” Simonson predicted. “Apartment construction seems sure to remain strong as well. Single-family homebuilding is not as solid but has apparently passed its low point. Together, these categories should mean that total construction spending in 2012 will be positive for the year for the first time since 2007 despite ongoing weakness in public construction. Association officials said the enactment of a federal highway and transportation bill that slightly increases spending over the next 27 months will keep public construction from falling further. But they urged Congress to include more funding for essential water and wastewater projects. “Getting a highway and transit bill passed is a great first step,” said Stephen E. Sandherr, the association’s chief executive officer. “Next, Congress should focus on keeping other forms of infrastructure from falling behind while enacting measures to support broader economic growth.”
