I-90 Creates Safe Passage for Humans, Animals By Lori Lovely CEG CORRESPONDENT

Due to heavy volume on I-90 in Snoqualmie Pass, which is expected to increase 2.1 percent annually until it reaches an average of more than 41,000 vehicles per day by 2030, the Washington State Department of Transportation determined that capacity needed to be added. The condition of the existing roadway and surrounding environment indicated the need for safety improvements along the corridor. The Anaheim City Council has moved to extend an admissions tax ban to the Walt Disney Co. in exchange for its pledged billion-dollar expansion. According to the Orange County Register, the City Council approved a 30-year entertainment tax exemption after 5 1/2 hours of public deliberation on July 8. The deal requires Disney to begin construction by the end of 2017 and finish within seven years. “What we’re talking about is that next generation of economic growth for the city of Anaheim,” Councilwoman Kris Murray said. “I think this will be remembered as a hallmark opportunity for economic development.” Disney officials said they are still considering potential rides, themed lands and other details for the expansion, see DISNEY page 49

Texas’s Entertainment District...
New Cowboys Headquarters Shines as Star of City’s $5 Billion Mile Project FRISCO, Texas (AP) Construction started in July on the entertainment district that will serve as the gateway to the Dallas Cowboys’s new training facility in Frisco. Much of the work this past year at the site known as The Star in Frisco has focused on the public portion of the project — an indoor stadium, an underground parking garage and two outdoor practice fields — along with the team’s new headquarters building. The Dallas Morning News reported the private development piece is just getting started as part of this joint effort among the Cowboys, the city of Frisco and Frisco Independent School District. Despite some setbacks from the rainy weather, crews are putting in extra hours to meet the June 2016 opening date for the main attraction. Frisco Assistant City Manager Ron Patterson said safety is the Number 1 goal for the more than 575 people on site each day. But a close second is staying on schedule. “We are going to have the doors open on time,” he said. Costs are capped at $90 million for the city and school district to contribute to the publicly owned portion of the project. The remaining costs come from the Cowboys. The Frisco City Council has so far approved 14 work authorizations with expenditures totaling more than $220 million. “And it’s still going in an upward direction,” Patterson said. That’s mostly because of additions and upgrades made by the team. Patterson said work doesn’t proceed until the money is in the bank from the Cowboys. But that hasn’t been a problem for the team’s owners, who are up to date on their share, Patterson said. Initial estimates put the guaranteed maximum price for the public amenity at more than $252.5 million. Patterson said that figure, like the work authorizations, includes pay and performance bonds from contractors. Those will eventually go away once the project is done. He said he believes actual construction costs will end up being about $219 million. A major milestone came as crews set the first of what will eventually be
about a dozen trusses to support the roof of the indoor stadium. The 395-to420-ft.-long steel trusses require a special crane to do the heavy lifting. “It’s quite a process to install the roof,” said Shannon Jones, senior superintendent of Manhattan Construction, the project’s general contractor. Once the roof is done, the bulk of the indoor work on the 557,000-sq. ft. stadium can begin.
but that figure could go up as plans continue to fall into place. It’s one of four projects touted in the city’s $5 Billion Mile, which also includes Frisco Station, The Gate and Wade Park. The developers for the various projects are talking with each other as well as properties to the north and south to improve connectivity. The idea is to make it easy for folks to travel from one project to the next, whether by road or by trail.
Frisco Assistant City Manager Ron Patterson said safety is the Number 1 goal for the more than 575 people on site each day. But a close second is staying on schedule.

The 12,000-seat stadium will serve not only as a training ground for the Cowboys but also as a hub for high school football games and other youth events. The stadium and a convention center planned inside the adjacent Omni Frisco Hotel also are attracting outside interest. Marla Roe, executive director of the Frisco Convention and Visitors Bureau, said her office is already negotiating with a handful of groups looking to book events there in 2017. And now that the public portion is well under way, construction on the rest of the site is getting started. Concrete for the streets is being poured. And dirt is being moved to make space for the two parking garages south of the stadium. Those will get wrapped with retail and restaurants that play prominently along The Star Boulevard. Construction on that entertainment district starts this month, Patterson said. The entire 91-acre site sits along the Dallas North Tollway just north of Warren Parkway. Early estimates peg the project as a $1 billion development,
Construction, meanwhile, continues with the Cowboys’s headquarters, which consists of two six-story towers. A good chunk of space will be taken up by the team’s operations. But officials are also looking for private companies interested in leasing space there. Conventions, Sports & Leisure International, a sports facility planning and advisory firm based in Plano, is studying offerings for an exclusive members-only Cowboys Club adjacent to the headquarters. As described in an online survey, the club could include a 12,000-sq. ft. restaurant and lounge. Members would have views of the teams’ outdoor practice fields and be eligible for invitations to watch team practices. They might also have access to Cowboys FIT, a health club with workout equipment, a rooftop pool and spa services. The club also would have space for members to conduct business, host meetings, and network with other professionals. Hilti is now calling Texas home for more than 250 team members. To celebrate, Hilti held grand openings at its Hilti Western Hemisphere Product Development and Tool Service Center and North America Corporate Headquarters on June 18. The morning began with a ceremony at the Hilti Western Hemisphere Product Development and Tool Service Center Facility in Irving, Texas. Speakers included Gerald Farris, mayor pro tem; Christoph Loos, Hilti Group chief executive officer; Stefan Nöken, member of the executive board; and Cary Evert, Hilti North America president and CEO.

The facility houses the Product Development and Testing Lab and the second largest Hilti Tool Service Center in North America. With more than 65,000 sq. ft., the space allows for cutting-edge technology and equipment so Hilti can better serve its customers. The facility serves two main purposes — certified technicians perform tool repairs and maintenance, laser calibrations, and battery checks; engineers, designers and product specialists develop, test and provide customer support for fire protection, anchoring and direct fastening products and applications. “This new facility represents the next step in growing our Hilti North America presence over the next decade,” said Cary Evert. “The further strengthening of our service network and product development capabilities ensures that Hilti will continue to provide innovative solutions to our customers that drive productivity on the job site.” Later that evening Hilti hosted Lori McMahon, deputy chief of staff of Congressman Sam Johnson; Lissa Smith, mayor pro tem; and Dr. Christoph Loos,

The office space places special emphasis on its people and innovative products through unique architectural and design elements. The 10th floor highlights elements of team members working together in a collaborative environment. A special feature on this floor is the personalization wall in recognition of team members who made the move to Plano to be part of the Hilti North America Corporate Headquarters team. Whereas floor 10 puts special emphasis on the people, Floor 11 showcases Hilti products. Throughout this floor customers will find awards, exhibits, and other elements that highlight the innovation Hilti is committed to creating. Kenco Barrier Lifts Everything From Curbing to Jersey Wall
The barrier lift hooks up with a sling and shackle to any type or model of machine with lifting capabilities.
The Kenco barrier lift will lift everything from curbing to large jersey wall. It also can be used to align barriers that have already been placed. Lifting capacities are available from 1,500 to 40,000 lbs. (680 to 18,143 kg). The barrier lift hooks up with a sling and shackle to any type or model of machine with lifting capabilities. There is no need for additional hydraulics and handles on both sides allow ground personnel to safely guide the lifter into position. The lifter grabs automatically as it is lowered onto the wall; it won’t release until the wall has been set firmly into position, according to the man-
ufacturer. Six-inch (15 cm) wide pads provide an enhanced grip and performance even in wet weather. All models are available with optional self-aligning guides. The guides extend down from one set of the pads to allow the lifter to align itself with the barrier wall whenever the lifter is lowered into position. For more information, call 800/653-6069 or visit www.kenco.com. (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)
HammerHead R600 Completes Line of Roughneck Rock Drills HammerHead Trenchless Equipment has introduced the HammerHead Roughneck R600, the largest of its pneumatic percussion drilling systems for use in horizontal directional drilling applications. Designed for drilling solid rock with bit diameters of 7.25 to 8 in. (18 to 20 cm), the R600 gives HDD contractors the ability to complete larger diameter bores in fewer passes as well as access to a wider range of single-pass boring applications. Josh Hood, HammerHead HDD product manager, said the R600 opens up new possibilities for the horizontal driller. “A typical large-diameter bore might take several passes to open to the final diameter. A larger pilot can help save time and money by eliminating some intermediary passes.” The larger bits driven by an R600 also increase the range of single-pass applications the driller has access to, Hood Full line of HammerHead Roughneck rock hammers — R400, R500, and the new R600.
said, such as in communications and or other service installations. The R600 completes the range of existing HammerHead Roughneck rock drills available to HDD customers. It joins the R400 designed for 5.25-in. (13 cm) straight and offset bits and the Roughneck R500 for straight and offset bits to 6.25 in. (15.8 cm) in diameter. All three Roughneck hammers turn any horizontal directional drill in the construction industry into a high-production rock drilling machine. Capable of penetration rates of 150 ft. (45.7 m) or more an hour, the rock hammers feature heavy-duty, high-flow housing; pullback kit; control station/oiler; and drill conversion kit. Their heavy-duty housing permits directional
drilling in varying rock conditions without changing out the housing. The larger bore diameter of the Roughneck housings allows the hammer to send more air to the internal piston for maximum efficiency, resulting in faster and harder blows. Standard API thread makes housing connections easy. And a pinned-on lid design and isolation package secures and protects electronic investment, according to the manufacturer. The offset rock bit design increases steering precision, allowing the operator to navigate a wide variety of ground conditions. Integrated face-cleaning exhaust ports of the hammer ensure reliable performance, and the check valve located within the bit eliminates ingestion of debris.
The control station utilizes the drill’s existing mud pump to efficiently deliver air, oil and fluids down hole, reducing footprint size and weight. Integrated electronics facilitate the drilling operation and provide the operator with control and increased productivity without leaving the drill operator’s station. All Roughneck control stations can be installed with a tee and a ball valve on the high pressure side of the mud pump, which directs airflow to the drilling fluid supply line. As with all HammerHead products, easeof-maintenance is built in. The roughneck system is equipped with spanner wrench holes in the front and rear of the hammer, reducing the number of breakout tongs required to change out the bit or service the tool. Minnich Mounted Drills Increase Safety, Productivity
Primarily used for full-depth repair, or “patchwork,” Minnich Manufacturing offers excavator/backhoe/skid steer-mounted units that are ideal for horizontal patchwork jobs with a relatively long distance between the areas to be drilled.
Minnich Manufacturing’s series of machine-mounted drills are now available with a number of features engineered to increase safety and productivity in dowelpin drilling applications, and are available in both hydraulic and pneumatic options. Primarily used for full-depth repair, or “patchwork,” Minnich Manufacturing offers excavator/backhoe/skid steer-mounted units that are ideal for horizontal patchwork jobs with a relatively long distance between the areas to be drilled. Apart from increased portability, the dowel pin drills also are a safe alternative for operators, eliminating fatigue by utilizing the carrier to transport the drill. Minnich’s pneumatic machine-mounted drills are powered by a compressor, mounted to the counter-weight of the carrier or in the bucket of a backhoe, offering a self-contained solution for patchwork jobs. Many patchwork jobs require the work to be done in high-traffic areas, which make it of the utmost importance to utilize a highly mobile carrier and drill combination. Available in either hydraulic or pneumatic versions, Minnich offers a number of different sizes of machine-mounted units to
accommodate any application: • A-2: pneumatic, two-drill unit, 1,250 lb. (567 kg) operating weight • A-3: pneumatic, three-drill unit, 1,500 lb. (680 kg) operating weight • A-4: pneumatic, four-drill unit, 1,750 lb. (794 kg) operating weight • A-5: pneumatic, five-drill unit, 2,000 lb. (907 kg) operating weight • A-6: pneumatic, six-drill unit, 2,125 lb. (964 kg) operating weight • H-2: hydraulic, two-drill unit, 1,250 lb. operating weight • H-3: hydraulic, three-drill unit, 1,500 lb. operating weight • H-4: hydraulic, four-drill unit, 1,750 lb. operating weight • H-5: hydraulic, five-drill unit, 2,000 lb. operating weight • H-6: hydraulic, six-drill unit, 2,125 lb. operating weight For more information, visit www.minnich-mfg.com. The “Stumpiranha” from Leading Edge Attachments Inc. is a stump removal tool that replaces the slow process of stump grinding and allows for complete removal without leaving grindings or stump remains that can cause sinkholes later. The Stumpiranha, originally offered for backhoes and excavators, is now available for skid steer loaders. Stump grinders are expensive, slow and tap into the hydraulics of a machine which can introduce contaminants in the excavator’s complex hydraulic system, according to the manufacturer. The Stumpiranha attaches to a skid steer loader using the conventional connection method, and allows the stump to be cut and ripped under the stump from the roots. The staggered sharp pointed blades cut the roots under the stump one pointed blade at a time, thus allowing the maximum cutting force to be achieved. The vertical arms of the tool straddle the stump while the blades rip the roots below, thus allowing the stump to be removed completely, only leaving the ends of the roots. The stump can then be scooped up and loaded into a truck, without leaving grindings at the site. The Stumpiranha is manufactured in the United States using high strength T1 alloy steel for long wear and abusive conditions. The price is currently $2,490. For more information, visit www.stumpiranha.com. (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

‘Five Days to Victory’ Puts Participants on Fast Track to ALI Certification
The Automotive Lift Institute’s (ALI) “Five Days to Victory” training, testing and inspecting event helps ALI Lift Inspector Certification Program participants quickly move through the certification process. It will be held Nov. 1 to 5 in Las Vegas.
Participants in the Automotive Lift Institute (ALI) Lift Inspector Certification Program can fast-track their certification by attending the “Five Days to Victory” training, testing and practical inspection event sponsored by ALI member manufacturers at the College of Southern Nevada in Las Vegas, Nov. 1 to 5, 2015. Five Days to Victory helps candidate inspectors who have passed the program’s pre-course exam complete all other certification requirements. During the five-day event, each candidate will have the opportunity to attend an orientation workshop, take part in a study session prior to sitting for the course exam and perform all 12 vehicle lift inspections required to complete the practical portion of the program. “Five Days to Victory condenses what can be a yearlong certification process into just one week,” said R.W. “Bob” O’Gorman, ALI president. “Its accelerated timeline provides a huge opportunity for program participants, since they can satisfy their certification requirements in one place and quickly join the ranks of ALI certified inspectors working in the field. The demand for professional lift inspections is growing, and Five Days to Victory helps us efficiently fill the need for inspectors.” The ALI Lift Inspector Certification Program was created to provide thirdparty qualification of vehicle lift
inspectors and to certify those who demonstrate that they are capable of properly inspecting any type of lift from any manufacturer in accordance with the ANSI standard governing vehicle lift inspection and in support of compliance with OSHA’s General Duty Clause, as well as provincial requirements in Canada. The program is open to inspection companies with employees having a minimum of 12 months experience. Five Days to Victory kicks off on Nov. 1 with an orientation session that outlines administrative aspects of the Lift Inspector Certification Program, introduces expectations and answers candidate questions. The second day is dedicated to a group study session led by ALI factory designated trainers and certified inspectors, where participants can prep for the course exam. After the group study day, candidates can take the course exam on Nov. 3. Those who have already taken the exam at a testing facility or previous ALI event may start conducting their practical lift inspections. The practical inspection portion runs through Thursday and provides participants with the opportunity to conduct their required inspections on 12 different light-duty and heavy-duty lifts set up at the College of Southern Nevada. “Lift Inspector Certification Program exams are available at testing centers across the globe, and we host
orientations regularly throughout the year, but Five Days to Victory is the only event that offers the unique opportunity to conduct 12 inspections on a variety of lifts in one place,” said O’Gorman. “The first Five Days to Victory event held in 2014 helped 91 inspector candidates move through the certification process, and we expect to draw even more participants this year.” Registration for Five Days to Victory is $60 per participant and includes an ALI branded shirt, safety glasses and a clipboard. A meet-andgreet cookout dinner at the College of Southern Nevada on Nov. 2 is open to all registered attendees. At the conclusion of the program’s activities, ALI will draw winners for a $1,000 Visa Gift card, $500 Visa Gift card, iPad mini 3, Xbox One and various other prizes from those participants who completed certain inspection requirements at the event. To sign up for Five Days to Victory, call ALI at 607/756-7775. Registration is limited to those who are enrolled in the Lift Inspector Certification Program. Participants must pass the pre-course exam prior to the Las Vegas event. For more information, visit www.autolift.org. Wacker Neuson Trowels Score Big on Sacramento Kings Arena Project After working together for years to build a new arena, the city of Sacramento, Calif., and its professional basketball team, the Sacramento Kings, will soon have a 17,000 seat, multi-use facility in the heart of downtown. One of the many local contractors on the Sacramento Entertainment & Sports Center (ESC) project, Urata & Sons Concrete Inc. of Rancho Cordova, Calif., is handling the majority of the concrete work. The scope of concrete work for this major urban project includes floor slabs, interstitial stone fill and superstructure concrete walls. To alleviate

ROAD MACHINERY Ricky Ruiz, place and finishing superintendent, Urata & Sons Concrete Inc., Rancho Cordova, Calif., uses a Wacker Neuson CRT 48-35V ride-on trowel on the new Sacramento, Calif., arena. The light (C) weight machine was a perfect fit for the multi-level arena.

congestion while working in the busy center of Sacramento, all of Urata’s major concrete pours and base rock installation takes places at night. According to Ricky Ruiz, place and finishing superintendent of Urata & Sons, during the course of the ESC project, the contractor will oversee approximately 70 concrete pours. Working at night for long hours is tiring and contractors need equipment that not only performs reliably to get the job done, but is designed and built to keep the operator comfortable during long periods of operation. Knowing that operator comfort as well as performance is important, Paul Hanson, territory manager of RGW Equipment Sales in Livermore, Calif., recommended to Ruiz that they use a Wacker Neuson CRT 48-35V ride-on
trowel. “We thought this 48-inch gasoline powered trowel would be a great fit for the Kings Arena project and Urata’s needs,” said Hanson. “The unit is lighter weight for easy placement on the elevated decks, plus it is built for comfortable operation,” he added. With each deck pour, roughly 15,000 to 30,000 sq. ft. (1,394 to 2,787 m) of concrete needs to be finished, according to Ruiz. “We have used the Wacker Neuson unit for all aspects of the surface finishing process; panning, combo and finishing blades. We are running the trowel on and off at least 10 hours for each pour and we haven’t had any problems. It’s been very reliable,” Ruiz said. The CRT 48-35V is an 8-ft. (2.4 m), ride-on trowel powered by a 35-hp air-
cooled Briggs & Stratton Vanguard engine. The mechanical steer unit has a torsion assist steering system making it easy to operate and reduces operator fatigue. A rigid heavy-duty frame leads to more responsive steering and excellent feedback from the concrete conditions, according to the manufacturer. These features did not go unnoticed by Ruiz and his team. “The mechanical steer is easy to operate,” said Ruiz. “It runs smoother and the controls are easy to handle. It’s more controllable compared to the big hydraulic units and that makes it easier to maneuver around obstacles,” Ruiz added. Ruiz also likes the open design of the unit. He said it makes it easier to clean, change the blades and transport the machine. He added, “We will be using this unit on all the pours, which should be through the end of the year and we’re very happy with it.” Construction began on the ESC in October 2014 and is scheduled for completion in October 2016. While the arena will be used mainly for Sacramento Kings basketball games, it can be expanded to 19,000 seats for other sports and music events. Landoll Introduces H.O.S.S. for Traveling Axle Trailers July marked the arrival of the Next Generation Landoll Trailer and the introduction of the new hydraulic operating systems, nicknamed H.O.S.S., and High Visibility Lighting package. The 400 “A” Series traveling axle trailers will be the first models with these added standard features. H.O.S.S. cuts the overall operational time in half. The axle traveling forward has increased by 36 percent and moving back by 58 percent. Tilt deck positioning has increased to nearly 63 percent, while winch in and out speeds are closer to 66 percent. This improvement will allow for more loads to take place, according to the manufacturer. “The speed is the most noticeable change, but the long term value is the damage and downtime prevention,” said Gary Dwerlkotte, Landoll Trailer sales coordinator. Removal of restrictors eliminate considerable back pressure, resulting in cooler operational temperatures and a quieter environment. Continuous oil encasement of valves in the control panel require less maintenance. Previously, oil circulated through the entire system before returning to the tank, allowing for only a 14 gpm (53 Lpm) flow. Oil now only travels through the closed center inlet and back to the tank, creating a 20 gpm (75.7 Lpm) flow. Brad Bergman, Landoll Engineering project
manager, said “there was extensive field testing with three prototype valves in real life harsh environments before ever going into production.” Testing occurred in the New England region, as well as Northern Alberta and Quebec provinces of Canada. Long term testing will continue to gather data for future development. The chosen closed spool valve system was designed and built in Italy. Jim Ladner, Landoll Corporation’s national trailer sales manager, explained “the Italians are world famous for their expertise in hydraulics. We are bringing world knowledge and technology to the Landoll trailer.” “For several years we’ve needed to clean up the system to be more user friendly,” said Dwerlkotte. The control panel is at chest height, encouraging ergonomic and visual improvement, versus being located on the lower arm of the gooseneck. Controls are in five predetermined hydraulic function locations, cutting out the need for modifications to the frame. For more information, call 800/428-5655 or visit www.landoll.com. (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

IROCK’s TJ-3046 Crusher Designed for Easy Operation The TJ-3046 track jaw crusher by IROCK Crushers is a high performance primary jaw crushing plant designed for medium-scale operators in quarrying, demolition, recycling and mining applications. The TJ-3046 features a 13-cu.-yd. (9.9 cu m) feeder and includes a grizzly pre-screening grid. The feeder drive features a load control system to ensure continuous, uninterrupted crushing. An optional level sensor can be fitted to the jaw and control the feed rate to the crusher, therefore maximizing production. The jaw crusher has an inlet opening of 46 by 30 in. (117 by 76 cm) and is equipped with a hydraulic wedge adjustment to give operators total control of product size down to 2 in. (5 cm). TJ-3046’s high swing jaw generates an aggressive crushing action and accelerates movement of material into the crushing chamber. The 48-in. (122 cm) crusher discharge conveyor can stockpile up to 11 ft. 6 in. (3.5 m). A dirt conveyor is standard on the machine. The 110,250-lb. (50,008 kg) TJ-3046 can be equipped with a wireless remote control and features track mobility for relocation around a job site or onto a heavy-haul trailer and its hydraulic folding sides make for easier set up and tear down. Fecon Inc. introduced the BHP270 modular power pack featuring Fecon’s power management system for maximizing performance and torque while minimizing fuel consumption. The BHP270 is designed for use on most excavators in the 20 to 30 ton (18 to 27 t) range. The modular aspect of the BHP270 overcomes custom engineering of the power pack and dramatically shortens lead times so the installer can begin their work more quickly. Where industry lead times for power packs had run 6 to 8 weeks or more, the modular design of the BHP270 allows Fecon or its dealers to have units in stock for immediate shipment, according to the manufacturer. The BHP270 comes with a universal adaptor plate that also speeds up the installation process. The universal adapter plate fits a wide variety of excavator designs; the power pack is then mounted to the adapter plate. This eliminates the need to custom
design the entire power pack per specific brand, model, and year of excavator design. Fecon’s BHP270 comes with a Cummins QSB 6.7 260 hp engine, 105 gpm (397 L) hydraulic flow, swing out hydraulic oil cooler, reversing cooling fan, and an 84 gal. (318 L) fuel tank to work a full 8-hr day or more between re-fueling. Attachments that can be run with the BHP270 power pack include Fecon’s BH200EXC-3SDV and BH80EXC-4SDV Bull Hog mulchers and the SH360-100 Stump Hog stump grinder. Fecon machines and other machines with Fecon attachments are used for clearing, site prep, firebreaks, orchard clean-up and removal, prairie and wetland restoration, agricultural preparation, land development and stump removal applications. For more information, call 800/528-3113 or visit www.fecon.com. (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

Uninterrupted Movement of Environment Key to Vitality ROADWAYS from page 1
improvement project from Hyak to Easton. The I-90 project will increase capacity and improve safety by building a new six lane highway, replace deteriorating concrete, reduce road closures due to avalanches, add and replace bridges and culverts, straighten sharp curves and stabilize rock slopes. Moving People and Wildlife The uninterrupted movement of people, freight and business over I90 Snoqualmie Pass is essential to the economic vitality of the state. Similarly, the uninterrupted movement of animals in the region is essential to the region’s environmental vitality. One of the unique aspects of the project is the inclusion of overpasses and underpasses specifically designated for animals, reconnecting wildlife trying to move northsouth (while improving transportation moving east-west) by creating underpasses and building bridges over the freeway for wildlife to allow the animals to move safely. “Twenty-eight thousand vehicles per day bisect the Cascades,”

Preparing for the I-90 Snoqualmie Pass East project went well beyond the typical environmental impact study. It took five years of pre-construction baseline wildlife monitoring to identify different species and provide recommendations to guide the project design. These monitoring efforts included camera studies, snow tracking, movement data, public reporting, habitat studies, genetic sample collection and inventory of dead animals removed from the side of I-90.
WSDOT Photo
Construction on the two-mile section that includes the wildlife overcrossing started May 2015 and is scheduled to be complete in fall 2019
said Jen Watkins, conservation associate with Conservation Northwest. “We can’t block their ability to move safely.” “I-90 acts as a barrier to wildlife trying to migrate through the Central Cascades and is likely isolating wildlife populations,” said Megan Lott, who works in communications for the South Central Region of WSDOT. “As I-90 expands, it will make this barrier worse. As part of the I-90 project we are building bridges and installing culverts to correct fish passage and reconnect habitat along the Central Cascades and improve motorist safety by reducing dangerous collisions between wildlife and vehicles.” The National Forest Service manages the land and has been
pushing for this for years. So have state conservationists. The overpasses and underpasses will reunite wildlife populations divided by the highway, allowing animals to more easily find food, homes (especially when conditions change, such as a result of wild fires) and even new mates, which will add to the genetic diversity. The 150-ft.- (45.7 m) wide overpass will be planted with native trees and shrubs to mimic the forests on either side so that the animals will think they’re still in the forest. The $6 million wildlife crossing is the first of more than 20 planned overpasses and underpasses spanning the landscape along Washington’s central Cascade Mountains. “We are building approximately
20 wildlife crossings in areas where streams already cross under the highway and where monitoring data helped prioritize areas to invest in enhancing connectivity,” Lott added. “The wildlife overcrossing we started construction on in late May is the first crossing to be built over the roadway. During the planning phase of the I-90 project, this location was identified as a good location for potential connectivity due to diverse wildlife species. Wildlife naturally migrate through the Price Creek area and it’s a logical crossing for wildlife around the east end of Keechelus Lake.” Four underpasses are already open. Game cameras have caught video of animals from river otters to deer crossing under the highway. The underpasses provide waterways, extra width for land animals and piles of rocks for small mammals to safely traverse the busy highway. ATC 3210 Makes Tight, Tree-Lined Road Journey to Shore CONNOLLY from page 1
Photo/DronePro Tahoe
The second 21,000 lb. (9,525.4 kg) barge is carefully maneuvered through the trees and onto Lake Tahoe.
Photo/DronePro Tahoe
Lake Tahoe provided a beautiful backdrop for the crane’s first job. Representatives of Nixon-Egli, who sold the crane to Connolly, were on hand to assist.
Photo/DronePro Tahoe
The 100 ft. (30.5 m) plus radius was handled easily by the 210-ton Link-Belt crane.
Photo/DronePro Tahoe
The “roadability” of the AT C3210 was impressive, Connolly said. Speeds of up to 62 mph were maintained.
But the California drought threatened this year’s event. The water level in Lake Tahoe is at its lowest point since 1992, which presented quite the challenge for Gardnerville, Nev.’s Connolly Crane. The receding water at the boat ramp at Ski Beach would require the barges to be moved a radius of more than 100 ft. (30.5 m) from the trailers they would be brought in on. Three of the four barges weighed more than 21,000 lbs. (9,525.44 kg) each and a fourth weighed in at 12,000 lbs. (9,525.44 kg). But that wasn’t the only problem. Incline Village is known as a playground and tax haven for wealthy Californians — some of the more famous residents include Michael Milken, Warren Buffet, Larry Ellison, Aaron Rogers and Mike Love, to name a few. And they don’t like noise and disruption. Their community organization IVGID (Incline Village General Improvement District) was created to keep such activities that would cause these to a minimum. In addition, there also was the far from crane-friendly tight, winding, tree-lined road leading to the beach, as well as the limited timeframe required for both set up and tear down. Connolly Crane has relied on its Link-Belt RTC 8090 for the past five years, but owner Kelly Connolly knew that the crane would not handle the increased radius caused by the drought this year. Luckily, Connolly had been introduced to the Link-Belt ATC 3210 at ConExpo 2014 and had spent the past year working with Link-Belt and its dealer, Nixon-Egli, to order and customize the model to meet his company’s specific needs. The 210-ton (190.5 t) capacity crane, which would become the largest in his fleet, arrived just in time for the “Red, White and Tahoe Blue” event, with mere days to spare. Connolly put the crane right to work and he said the crane performed flawlessly. “This was a very tight job site,” said Connolly. “The coordinated front back steering was crucial or we would not have maneuvered in there.” Less support was needed to accompany the crane to a job, which impressed Connolly. “We got there faster, with fewer trucks and personnel than before,” he said. see CONNOLLY page 48

Connolly Cites Nixon-Egli Folks as ‘Key’ to Job’s Success CONNOLLY from page 46
“It [ATC 3210] does everything Link-Belt said it would do,” said Operator Travis Phillips. “We took the second load to 90 percent of load chart and the crane handled it very well.” In addition to performance, comfort was at an all-time high with the crane’s cab. The ATC 3210 was a pleasure to drive the 35 miles or so of winding road from Gardnerville to Incline Village, Phillips said. “The crane is very smooth. It felt good at 62 mph with the dolly behind it.” Due to the combined performance, capacity, transportability and comfort of Link-Belt’s ATC, in conjunction with Connolly Crane’s team, a job that could have ended up in disappointment for thousands of fireworks viewers was completed in the nick of time. During Connolly’s almost 30 years in business, crane technology has changed and so has his business. But Connolly’s philosophy has not. “We continue to be solution

driven,” he said. “We are committed to having the right equipment and the right personnel for the job.” That he proved on this job. But he also credits Nixon-Egli. “The folks at Nixon-Egli were key to this whole thing,” he said, whose relationship with the dealer
goes back to the company’s first purchase, an RTC 8070. “Mark Lomas, our salesman, Dana Randle, their vice president of sales, and Vern Gunderson, the general sales manager, were all great.” “I love Nixon-Egli … it is all
about service with them,” Connolly said. “When I call them and say ‘crane down,’ it means something — they react. If it’s in the middle of the night, they are on the way. Their parts guy Randy Davis has bailed us out many times in the middle of the night. He has
About Connolly Crane Kelly Connolly founded Connolly Crane in 1986. After years of working as a crane operator, he decided to take the next step, purchasing a Grove TM180 and venturing out on his own. His company grew steadily over the next couple of decades and became known fondly around the West as “the mountain crane people.” The company grew rapidly in the early 2000s and has quickly become a major player in the crane industry in northern Nevada and adjacent California. His company employs 12 people and has a fleet of six cranes, including a Link-Belt HTT867 and an HTT86100 along with Manitex and National cranes. Travis Clark Dies at Age 48 Travis Sidney Clark of Crossville, Tenn., passed away of cancer July 11, 2015, at his home in Crossville. He was 48. Mr. Clark was born Oct. 13, 1966, in Canton, Ohio, son of the late Grady Meadows Clark Sr. and Roxie (Hall) Clark. He was a long-time employee at TAP Publishing’s Rock & Dirt and was a member of the Main Street Church of Christ. Mr. Clark began working at Rock & Dirt in May 2000, starting out doing UCC sales and eventually moved to full-time advertising sales in 2005, when he became sales manager. “He was very well known and very well liked in the industry,” said Mike Stone, publisher of Rock & Dirt. “And he was very involved in his church. “There were three important things about Travis: He was a very talented worker manager, he was completely devoted to his faith and he adored his family. He was just one of the best guys ever and one of those people you ask, ‘Why did this person have to go?’” Stone said that while the sales business may seemed to have changed with digital media, Mr. Clark never forgot what selling is really about. “When you talk to equipment people, regardless of all the online aspects, it’s still a
relationship business,” Stone said. “And Travis was a relationship person.” In addition to his family, Mr. Clark’s passing is being mourned by customers, peers, fellow employees, and many friends in Crossville and far outside. “There’s been an outpouring of sympathy and sorrow and regret from folks all over he place,” Stone said. “Travis will be greatly missed by so many.” Mr. Clark is survived by his wife, Sandra Clark of Crossville; son, Silas Clark of Crossville; daughter, Sydney Clark of Crossville; brother, Rick Clark of Lafayette, Tenn.; and sister, Ann Allen of Red Boiling Springs, Tenn. In addition to his parents, he was preceded in death by his brother, Grady M. Clark Jr. Funeral services were held at the Main St. Church of Christ July 14, with Bro. Barry Kennedy and Bro. Brian McLaughlin officiating. Interment was in Green Acres Memory Gardens. Memorials can be made to Hospice of Cumberland County, 30 East Adams St., Crossville, TN 38555, or at www.cumberlandhospice.com. Florida, Montana and a few other states have built similar animal crossings. Canada has constructed 44 of them along the Trans-Canada Highway. They have proved successful. The number of collisions with animals dropped by 80 percent by the time the Canadian project was finished. Banff National Park in Alberta, Canada, even has video of animals using these bridges. There will be more in Washington too. Lott said preliminary designs of the remaining 8 mi. (12.9 km) of the I90 project have incorporated one more overcrossing at Easton Hill. “Easton Hill provides a critical north-south migration for wildlife. An overcrossing at this location would provide the greatest opportunity for year-round use by the largest number of wildlife species, compared to other crossing structures like culverts or crossings under the roadway.” Project Details The I-90 project runs through the Central Cascades across Snoqualmie Pass to the town of Easton in Washington State. The 15-mi. project is broken into three different phases. The first phase consists of a 5-mi. (8 km) project from Hyak to Keechelus Dam. The second phase is a 4-mi. (6.4 km) project from Keechelus Dam to the
Cabin Creek interchange. The third phase is 6 mi. (9.6 km) from the Cabin Creek interchange to the town of Easton. The Washington State Department of Transportation received $551 million to design and construct the first 5 mi. of the I-90 project from Hyak to Keechelus Dam from the 2005 gas tax, Lott said. “Due to project savings from the five-mile project, WSDOT is using $107 million to build the next two miles from Keechelus Dam to the Stampede Pass interchange, which includes the wildlife overcrossing.” The remaining eight miles of the project are unfunded. Construction on the 2-mi. (3.2 km) section that includes the wildlife overcrossing started May 2015 and is scheduled to be complete in fall 2019. The 5mi. project started in spring 2010 and is scheduled to be complete in fall 2018. “The benefit of this 2-mi. section of I-90 will improve capacity by adding a new six-lane highway, reducing rock falls by stabilizing rock slopes,” Lott continued. Atkinson Construction is the general contractor and is in charge of building bridges and other structures. Sub-contractors include KLB for earthwork, Gary Merlino Construction for PCCP paving, Columbia Asphalt for HMA paving, Northeast Electric and M2 Industrial for the guardrail.
“All types of heavy construction equipment are required, including excavators, off-road haul vehicles, conventional dump trucks and front end loaders,” Lott said. Cranes also will be used to set precast panels and girders for the wildlife crossing and bridges. Roadway excavation is anticipated to top 662,000 cu. yds. (506,135 cu m). Materials needed to complete the project include 114,000 tons (103,419 t) of crushed surfacing, 561,000 cu. yds. (428,915 cu m) of embankment, 41,000 cu. yds. (31,346.74 cu m) of cement concrete pavement, 59,000 tons (53,523.9 t) of hot mix asphalt and 4,400 cu. yds. (3,364 cu m) of concrete. Phase 2 began in March. That work includes expanding the roadway to six lanes, doing highway improvements for 2 mi. and building the first wildlife overcrossing. Lott said it’s very similar to overpasses for vehicles. “The wildlife crossing is supported by footings. The load from the embankment above is transferred to the footing by the precast arch panels.” The project remains on target to hit its deadline. “Crews haven’t run into any challenges yet on this section of the project,” Lott said. Project Promises to Create 1,400 Jobs in Addition to $15M DISNEY from page 1
which may bank off the company’s newly acquired “Star Wars,” Marvel and Pixar franchises. The project promises to create 1,400 jobs and bring an additional $15 million in annual city tax revenue. The tax exemption will expire if Disney fails to meet these requirements. However, it also could be extended if Disney continues to expand. Currently, no Disney parks in the world have an admissions tax. “We applaud Anaheim's leaders for their continued foresight in ensuring the city remains a vibrant tourism destination by extending a proven policy that has created two decades of unprecedented economic and job growth,” Michael Colglazier, president of Disneyland Resort, said in a statement after the City Council’s vote. Representatives from the Angels, business organizations, trade unions and nonprofit groups supported the plan. Opponents included several community activists and Latino residents who said Anaheim’s low-income neighborhoods do not see the economic benefits created by Disneyland’s presence in Anaheim.
