The majestic mountain views of SR 10 may once again be enjoyed by travelers who no longer have to worry about keeping their eyes glued to the precarious roadway. A new 3-mi. (4.8 km) stretch of SR 10 is now open to car and truck traffic between Emery and Muddy Creek in Emery County, Utah. Nielson Construction of Huntington headed up the $7 million project that resulted in a new alignment
28 ft. (45 km) over from the existing two lanes. “The roadway was very dilapidated and unsafe for the heavy truck traffic that it receives,” said Utah Department of Transportation (UDOT) Project Manager Daryl Friant. “It consisted of two 12-foot lanes with one foot shoulders and the pavement was falling apart in many sections.” This area of SR 10 plays an important economic role to the surrounding counties of Emery and Carbon, which both produce coal,
The blowout of the Deepwater Horizon oil well in April has been a slow-motion disaster for Gulf states, with the agony measured in economic uncertainty as well as in real-and-present environmental injury. Construction contractors are among the residents of states bordering the Gulf of Mexico who are still assimilating what it all means. There is not yet general agreement whether the spill will end up hurting the industry a little, a lot, or not at all. In truth, the immediate impact on builders is mostly positive. That’s because manmade and natural disasters always spur clean-up activity, which nearly always means building industry job creation in the short term. After Hurricane Katrina smashed Louisiana and Mississippi in 2005, debris removal and then reconstruction of vast stretches of those states were a tremendous boon to contractors. One of the differences between that catastrophe and this one is that most of the oil spillage is affecting Gulf waters and coastal areas. While some sand bermbuilding and coastal dredging work suddenly has been needed, the bulk of the

Growth, Jobs Should Be Bill’s Focus, Cat Exec. Says Fostering long-term economic growth and creating American jobs should be the top priorities in the passage of a new, multi-year federal highway and transit investment bill, Caterpillar Inc., Worldwide Product Manager Larry Tate told attendees at a July 14 hearing called by U.S. Department of Transportation to discuss the overdue legislation.
In a panel session “Transportation: Making the Case to the American Public,” the 2010 American Road & Transportation Builders Association (ARTBA) chairman said it was time to level with the public about the scope of the transportation challenges facing the nation and how much time and money it will take to address them. He outlined a series of trans-
portation-related “truths” during his remarks. “First and foremost, the nation’s future economic growth, which makes possible our quality of life, is heavily dependent on the state of our transportation infrastructure network,” Tate said. ”If, in the future, we invest in making our network more efficient in moving people — and particularly goods
— by adding capacity across all modes, we will be competitive internationally and able to create and sustain American job growth. If we make the wrong choices, we won’t.” Another truth, according to Tate, is that by 2050, the American population will grow by an estimated 112 million people, to 420 see BILL page 56

ODOT Officials Order Truss Bridge Modifications
OKLAHOMA CITY (AP) Oklahoma transportation officials have ordered modifications to bridges in the state that are similar to one that was involved in a deadly collapse in Minnesota in 2007. Gary Evans, the chief engineer for the Oklahoma Department of Transportation, said July 6 that officials have ordered a design review of 95 truss bridges in the state. Evans said reports on 30 of the bridges have been received so far and that nine of them needed modification. Eight of those bridges have been modified. Work is planned for the ninth bridge, which is located in Cherokee County and crosses Dry Creek. Officials said a study of the Minnesota bridge collapse indicated inadequate gusset plates may have played a role in that structure’s failure. Gusset plates connect structural members that are part of a truss bridge’s design.

Still Too Early to Evaluate Full Effect of Gulf Oil Spill SPILL from page 1
manpower enrolled to contain the oil has been way offshore. That work recovery dynamic could change, however, should a summer storm carry oil-laden waters farther inland. By the end of July, two tropical storms had threatened both the clean-up work and the painstaking effort to finally contain the leaking oil. The biggest economic blow so far has been to industries inextricably linked to the Gulf of Mexico waters — fishing, tourism and offshore drilling. Most operators of fishing boats and charters in Louisiana are now working for British Petroleum, containing oil or skimming oil from the water instead of throwing lines into it. State governors tried for awhile to stave off tourist cancellations by putting out brave calls for tourists to come on down. As for oil drillers, President Obama’s moratorium on offshore drilling remains a threat to close the doors on any number of drilling support companies in Louisiana and Mississippi. A judge initially halted the ban, ruling it regulatory overkill, but the administration promptly issued a second moratorium and hopes its language passes judicial muster. In response to the second ban, one company — Diamond Offshore — announced it was moving its drilling rig from the Gulf to waters off Egypt. If undersea boring in the Gulf is stopped by the administration for six months, hundreds of construction and machinery contractors for the industry — many of whom never leave dry land — will face hard times. An oil industry-sponsored report by the American Energy Alliance issued July 20 says the 6-month moratorium could cost the region more than 8,000 jobs – including construction contractors – and $2 billion in economic activity. “The moratorium could be more costly than the oil spill itself,” said the author of the report, Lousiana State University professor Joseph R. Mason. A Moody’s Analytics report issued the same week pegs the cost of the oil spill itself at 17,000 regional jobs lost and more than a billion dollars in economic growth sacrificed. Immediate Work Impact is Positive For now, though, things are not so bad. “Work actually is getting busier,” said Anirban Basu, who is CEO of Baltimorebased Sage Policy Group and economist of Associated Builders and Contractors. “In the short term, any disaster is somewhat positive as a job producer.” Though Basu affirmed the linkage between disasters and work opportunities for construction companies, he, too, saw longterm instability in the industry as a consequence of the spill. State governments already are hard hit by the economy. They
also are about to have the stimulus-funding spigot turned off. As oil spill-reduced tourism further depletes Gulf states’ revenues, state budgetary traumas will only worsen. What Basu finds most startling is the negative reaction of Gulf coast residents to the moratorium and the general response of government to the spill. The residents’ greatest concern clearly is that jobs are at stake. “It is fascinating, frankly, to see the level of outrage directed toward government about jobs,” Basu said. In June, Louisiana’s unemployment rate was 7 percent, up from 6.8 percent in May, but still much lower than the U.S. rate of 9.5. Construction employment in the state increased during the month but the jobless rate remains high. Brian Turmail, an Associated General Contractors spokesman in Washington, reported that members are anxious about the potential impact of the floating oil on Gulf contractors. Turmail said feedback from members in the region has been inconclusive, but worrisome. “Everyone is kind of nervous because of a public view that all the beaches are covered with oil,” Turmail said, which they are not — yet, anyway. “If that fear shakes out to a multiyear concern and tourism is hurt, that will have real impact.” Any reduction in tourism will shrink government budgets and result in less money for school and infrastructure construction, he observed. “We haven’t seen the beginning of the impact, or are just seeing the beginning of it.” But not everyone shares his view. In Baton Rouge, Ken Naquin is not at all worried about job losses. The CEO of the Louisiana chapter of Associated General Contractors is confident that few if any jobs of AGC member companies are jeopardized by the Deepwater Horizon incident. “It’s pretty much business as usual,” Naquin said at the end of June. “The spill and the clean-up really won’t affect our highway, building and utility contractors.” This is partly because Louisiana contractors are still living off stimulus money. The state received $433 million in American Recovery & Reinvestment Act funds. About three-dozen stimulus-funded projects are under way or completed in the state, according to the American Road and Transportation Builders Association, and twice that many are scheduled to start soon. Louisiana’s highway projects are specifically funded by a state fuel tax dedicated to such work, Naquin said, and doesn’t see spill-related layoffs impairing those contracts. “We don’t anticipate any impact at all,” he said. Impact on Some Louisiana Contractors Part of Naquin’s confidence stems from
the fact that Louisiana’s AGC chapter has no members working in the oilfield industry. Those contractors are represented by the Louisiana Oilfield Contractors Association (LOCA), which was formed 43 years ago when some road builders, oilfield service contractors and drilling companies organized to repel attacks upon the industry by union activists. This story is told colorfully in the organization’s published history, wherein it notes that association organizers “are a tough and independent group of self-made individuals who will not be intimidated. LOCA was created by determined men to resolve tough problems… This proud tradition of facing the toughest challenges in the industry head on and overcoming them continues at the Louisiana Oilfield Contractors Association.” The BP oil spill may give the association a chance to add to its toughness tradition. If an offshore moratorium sticks, the impact of it on the Gulf oilfield industry is incalculable, industry observers believe. Dock work and levy construction, pipeline laying and right-of-way clearing, equipment supply and metal fabrication activities as well as on-land and offshore crew assignments would be cut back sharply. A Louisiana Oilfield Contractors Association executive was contacted for this article but did not respond. One Louisiana company already benefiting from the spill is The Shaw Group. The Baton Rouge-headquartered corporation made a name for itself as a disaster-response firm after Hurricanes Katrina and Rita when its construction division was awarded several contracts. It succeeded rather famously in pumping some 50 billion gallons of water out of New Orleans in 17 days, almost two months quicker than expected. Construction crews also temporarily repaired an estimated 1,200 roofs in 24 hours and built 30 temporary housing facilities for refugees of the storm. It subsequently was awarded the contract to erect a two-mile-long Inner Harbor Navigation Canal Surge Barrier to protect New Orleans from future Katrinas, and that work continues. In this disaster, the international firm was awarded a contract to construct more than 120 mi. (193.1 km) of temporary sand berms along coastal barrier islands to — it is hoped — stop the migration of oil into ecologically sensitive marsh areas. The work is being done from a fleet of scows and specialized dredging barges. “Our roots are firmly planted in this state,” Shaw CEO J.M. Bernhard Jr. said in a formal news release about the contract. “As with our Hurricane Katrina recovery work, Shaw has a deep personal interest in our state’s protection and recovery.” Shaw public affairs representatives declined comment for this article.
Equipment Dealers Hold Their Breath Construction equipment dealers in the region are uncertain about how much misery the spill eventually will wash ashore. One of the seven offices of Vermeer Midsouth Inc. is in Gulfport, Miss., and Midsouth president Dennis Vander Molen is keeping an eye on the drifting crisis. “We are still trying to figure out what opportunities for Midsouth there are in this mess. Most of the oil is still in the water and off Louisiana where we don’t have any [sales] jurisdiction,” Vander Molen said in late June. That day, the first oil reached mainland Mississippi, coming ashore in the area of Biloxi. The Vermeer Midsouth executive said he was aware of some funding available for cleanup work, which could include equipment rental or purchase. His dealerships carry such specialty equipment as mobile vacuum excavation systems and compact loaders, both of which might be useable in beach restoration work. “There are some marine grants or something being handed out to the county governments, but those funds are pretty limited,” Vander Molen said. “It is not going to have much of an impact in terms of what those people can buy.” Employment equipment to suck up the crude oil is more likely to occur in Mississippi than in Louisiana, if it happens at all, he added. “Using such equipment in Louisiana is problematic because so much of that coast is bayou and marsh land.” Vander Molen said the business community is not panicking as the oil begins to stain the coastline. “But there definitely is some fear.” Louisiana Machinery is a statewide Caterpillar dealer, with 21 locations. Three of its engine sales and service locations hug the coast. Among the dealership’s offerings are Caterpillar and MaK marine engines. The dealership notes on its Web site that its engine outlets offer “experience to service the needs of the offshore petroleum industry. Our highly trained field service technicians with offshore experience and passports enable our customers to receive specialized marine engine services whenever necessary and wherever they work, worldwide.” The impact of the spill on Louisiana Machinery was still being evaluated as July began. On the one hand, the spill obviously threatens oil-drilling work off Louisiana’s shore. On the other hand, it has augmented the fleet of motorized craft in the Gulf trying to corral the oil. The result is kind of a wash for some equipment suppliers. “We aren’t feeling anything yet,” said Sarah Paola, marketing manager. The mostly unstated hope of construction companies and suppliers across the region is that the feeling continues.

Oversight of Hanford Nuclear Site Construction Increases By Shannon Dininny

YAKIMA, Wash. (AP) Federal officials in Washington, D.C., are assuming a larger role overseeing construction of a massive plant to treat radioactive waste in south-central Washington. The $12 billion vitrification plant at the Hanford nuclear reservation is among the largest industrial construction projects nationally, both in cost and sheer size. The plant is being built to convert highly radioactive waste into a safe form for permanent disposal. The Energy Department has largely overseen plant construction from its Office of River Protection at Hanford. According to an internal Energy Department memo, obtained by The Associated Press, a full-time staffer in Washington D.C. will oversee the project, thus ensuring someone in the nation’s capitol is intricately involved with the high-profile project. The move allows the project director at Hanford greater access to resources in the nation’s capital, Energy Department spokeswoman Carrie Meyer said. The decision follows an independent
review of the project that found the Energy Department needed a full-time manager overseeing it from the agency’s headquarters. The federal government created Hanford in the 1940s as part of the top-secret Manhattan Project to build the first atomic bomb. Today, it is the nation’s most contaminated nuclear site. The government spends $2 billion each year on Hanford cleanup — one-third of its entire budget for nuclear cleanup nationally. About one-third of Hanford’s cleanup money goes for design and construction of the plant, long considered the cornerstone of cleanup. The plant will convert millions of gallons of highly radioactive waste, currently stored in aging underground tanks, into glasslike logs for safe disposal underground. State and federal officials consider the work crucial because at least 1 million gallons of waste have leaked from the tanks, contaminating the groundwater and threatening the nearby Columbia River. Technical problems have delayed construction progress, pushing the plant’s operating date to 2019. The cost has ballooned from $4.3 billion in 2000 to $12.2 billion.

Only the fourth concrete arch bridge to be built in California during the past 50 years, the 627-ft. (191.1 m) long Spanish Creek Bridge is currently under construction in Plumas County. Featuring a 300-ft. (91.4 m) arch span — one of the largest spans in the state —the $12.7 million Spanish Creek Bridge is the 11,000 job funded by President Obama’s American Recovery and Reinvestment Act of 2009. “There aren’t that many concrete arch bridges in California, [so] the bridge could be an icon for the area,” said Michael Mayor, public information officer for Caltrans District 2, explaining the open-spandrel, concrete arch bridge design was selected because of its relatively low cost and maintenance. Located along State Route 70 in Plumas County — a county with roughly 20,000 residents — the new bridge will replace the existing, steel truss Spanish Creek Bridge, which was constructed in 1932 and has exceeded its expected service life. “The [existing] bridge exhibits signs of significant structural fatigue, does not meet modern seismic standards, does not have standard shoulder width, and cannot accommodate some extra large truckloads,” according to a Caltrans fact sheet. Being built approximately 40 ft. (12.2 m) west of the existing bridge, the new structure will be capable of supporting up to 15-axle oversized loads and features a 75-year design life. General contractor C.C. Myers began construction of the new bridge on June 14. Rising 160 ft. (48.8 m) above Spanish Creek, the bridge will feature solid concrete arches that are roughly 8 sq. ft. (0.7 sq m) each and taper towards the bridge’s peak — giving the structure a slender arch profile, Mayor said. Micro-piles, rather than standard piles, will be used for the bridge’s foundations — with 6,000 cu. yds. (4,587 cu m) of concrete and 1.3 million pounds of reinforcement used to construct the entire bridge. Adopted from the states of Wyoming and Alaska, the new

bridge will feature a see-thru barrier existing bridge. railing that is ideal for snow removal and modified to be bicycle friendly. As part of the project, a 60-ft. (18.3 m)-tall retaining wall with a natural rock appearance also will be constructed. Before actual bridge construction can begin, several construction staging areas —one at each corner of the bridge at highway elevation, and one beneath the bridge at stream elevation — will be built. The main construction staging area utilized by cranes, excavators and concrete trucks will be situated beneath the bridge. “Given the depth and required span of the highway crossing, construction from the highway elevation only, without a staging area below the bridge, is not an option,” according to a Caltrans project report. “Cranes typically used in bridge construction would not have the reach and lifting capability needed to construct the bridge from above.” Since Spanish Creek is relatively shallow at the project location, a culvert(s) will be placed in the creek channel for the length of the existing and proposed bridges. Clean cobbles, construction fabric, and a layer of gravel will be placed over the culvert(s) to create a level work pad for the main staging area below the bridge. The project is expected to be reach completion by late 2012. At that time the existing steel truss bridge will be demolished and the Spanish Creek Campground — which lies beneath the bridge — will be reopened. The construction cost of this project ($12.7 million) is 36.5 percent lower than Caltrans’ original estimate. The $7.5 million in project savings will be redirected to fund additional highway projects.
A Second Significant Bridge Project To the Northwest of the Spanish Creek Bridge project — in neighboring Shasta County — the construction of the $125 million Antlers Bridge is currently under way. Located along a portion of Interstate 5, the five-span concrete bridge will be 1,942 ft. (592 m) long and 104 ft. (31.6 m) wide once completed. As of July 1, earthwork operations were under way with work continuing on one of the new bridge’s abutments. During the second week of July, Tutor Perini — the project’s general contractor — continued to place steel reinforcement and forms, with the pouring of one abutment scheduled for the week of July 19, according to a Caltrans project update. The $125 million bridge will replace the existing 1,330-ft. (405.3 m) -long Sacramento River (Antlers) Bridge, which was built in 1941 and spans the Sacramento River arm of Shasta Lake. In addition to new bridge construction, a 0.4-mi. (0.6 km) long section of highway south of the bridge will be realigned and the existing steel truss bridge will be demolished and removed. Currently that 0.4-mi. stretch of highway includes a series of curves on a six percent grade, which makes the accident rate on that section significantly higher than the statewide average for similar highway segments. Preliminary construction for the new Antlers Bridge began in November 2009, with actual construction commencing in January 2010. The new bridge will reach completion sometime in 2014.

Terex PR950B Boasts New Engine, Enhanced Serviceability For the 2010 paving season, the Terex PR950B half/full lane milling machine features a new, quieter C27 Tier II diesel engine and enhanced cooling system. Developing 947 hp (706 kW) at 1,800 rpm, the PR950B offers power to make up to 15-in. (38 cm) deep plunge cuts with its standard 86 in. (218 cm) half-lane cutter. Operating at a 14 percent reduced engine RPM, the PR950B emits lower noise levels, improving the operating environment around the machine. The new PR950B design also enhances machine serviceability. Working from a platform, the service technician now has unobstructed access to the engine, filters and hydraulic pumps for servicing. A new service panel offers quick troubleshooting of the hydraulic system to diagnose issues in the field. A new 20 CFM air compressor available for the PR950B allows service personnel to change cutter teeth. In contrast to previous designs that required the machine engine to run for changing teeth, the new stand-alone air compressor is powered by its own 10 hp (7 kW) diesel engine that is much quieter and consumes considerably less fuel, according to the manufacturer. The engine draws fuel from the main diesel tank.
The PR950B milling machine’s quick mount cutter housing design offers fast removal for simple maintenance and easy cutter change out. Four cutter widths are now available — standard 86; 103; and 135 in. (218, 261 and 343 cm); and full lane 150 in. (381 cm) — increasing machine versatility to tackle a variety of applications. Clean the Machine But before doing that daily walkthrough, make sure the machine is clean. Whereas cleaning an automobile yields aesthetic value, keeping equipment clean results in easier to spot maintenance issues, less extensive repairs and greater uptime. Many times repair events begin with signs of wear or component failure, such as cracks and fluid leaks. And if the machine is covered with dirt and grime, it’s possible these signs can go unnoticed until they become something worse, potentially resulting in equipment failure. Furthermore, filth can hide exterior equipment damage, such as dents and other evidence of operator misuse. Cleaning the equipment could reveal this damage and cue the mechanic to investigate further to check for potential internal issues that lie behind a dent. Additionally, from time to time it’s important to clean what’s under the hood as well, but make sure to do it appropriately. Always wait until the engine and hydraulic system are cool before cleaning. Cold water on a hot engine or hydrostatic pump can cause costly damage. Also, do not direct the stream of a pressure washer directly at the hydraulic system breather since it is possible that water could get into the hydraulic system and contaminate the fluid. Listen to the Machine Beyond the potential maintenance issues one can determine through routine checks and walkthroughs, it’s important for operators to pay attention to other issues the equipment may be indicating through other sights, sounds or smells. Some of the most common indications of trouble include smoke, performance loss, squealing belts and other uncommon engine noises such as knocking sounds. If any of these behaviors are exhibited, one should stop the machine immediately and determine what’s causing the anomaly. All of these are symptoms of burgeoning problems and should be addressed as such to prevent larger, more costly issues from developing. Remember, any change in operation is a sig-
nal that maintenance is needed. Shop Around Of course, it’s important to conduct routine maintenance and watch for signs of problems with any piece of equipment, but is it possible to reduce maintenance requirements before ever purchasing a compact TLB? Definitely. That’s why a potential buyer should take the time to study the available equipment and determine several “maintenance-free” features that some manufacturers are building into their equipment. Due to their extended versatility and ease of use, compact TLBs have become very popular in the rental market. This rental popularity, in turn, has led to benefits for all owners and operators of compact TLBs. How so? Well, in the rental market, a machine with low maintenance requirements is of primary importance. Manufacturers and rental operators alike fully understand that the rental customer will not be conducting any routine checks or maintenance on their machines. Renters need a machine to do a certain job and there’s no way they’re going to spend any rental time maintaining someone else’s machine. All of this maintenance must be done by the rental operator — and the faster it can be completed and the machine can be back out on rent, the better. Therefore, some manufacturers have been building their machines to be more robust and better able to handle the rigors of rental, which results in better equipment for all. Features such as oversized pins on all areas of articulation, composite bearings and sealed joints to keep dirt out and grease in, and the elimination of metal-on-metal contact in the backhoe joints all contribute to machines with greatly reduced maintenance requirements. Furthermore, these machines typically offer more smooth and precise operation, which contributes to better productivity. Obviously, it’s in a manufacturer’s best interests to continue to build compact TLBs with better components to increase durability and reduce maintenance concerns, but there will never be a machine that doesn’t require some regular care. That’s why these same manufacturers pour thousands of dollars into documentation, Web sites and other customer service devices. All that remains is for the end-user to “use” it. No matter how well built the machine, use the manufacturer’s documentation to develop a maintenance strategy, follow it and watch for warning signs. It may take some extra time, but the result is reduced headaches and a reliable investment that keeps paying dividends for years to come. because it is the only route for the coal trucks to travel. Previous maintenance has been difficult due to the narrow shoulders and constant heavy traffic. Construction began on the new alignment in November 2009, while travelers continued to use the old route. The new lanes are 12-ft. (3.7 m) wide with 8-ft. (2.4 m) shoulders. Flagging was necessary during the excavation for the pipe culverts and again during paving. The total project value was $7 million; $5million went to construction costs, with the remaining $2 million covering administrative costs, designs, permits, environmental litigation and construction engineering. Nielson was responsible for the majority of the new road construction duties, including roadway excavation, gravel, and asphalt placement. B. Jackson Construction of West Jordan was subcontracted for rumble strips, Jones & DeMille Engineering Inc. of Richfield provided the surveying services, and Premiere Striping Inc. based in Cottonwood Heights, did line painting. Wall Contractors, headquartered in Price, placed the concrete head walls, Grass Master of Draper was hired for seeding and erosion control, and B&K Construction of Utah pro-
vided fencing, guardrails and signs. Wilco Horizontal Directional Drilling Inc. of West Jordan was hired for pipe culvert placement. Due to necessity of this route remaining open during construction, the process of pipe ramming was chosen over traditional methods of excavation. Wilco rammed 48-in. (122 cm) casings through the embankment to the depths of 30ft. (9.1 m) in three separate areas. Workers used a 24-in. (61 cm) HammerHead ramming tool and a Barbco 48/60 auger boring A Roadtec machine and Cat paver team up to pave to the first HMA lift.
machine for the task. Building the new lanes required 104,000 cu. yd. (79,513 cu m) of earth to be excavated. Two-thirds were recycled on the project and 30,000 cu. yd. (22,937 cu m) was disposed of. Crews used Cat 627G and 637G scrapers, a Cat D9T dozer, and a Cat 825 sheepsfoot compactor for excavation. During pipe installation, Nielson used their own Cat 324B trackhoe, and rented a Cat water wagon and a couple of Wacker walk-behind compactors from the Salt Lake
City location of Wheeler Machinery Company. Crews used 31,000 tons (28,122 t) of hot mix asphalt (HMA) and 6,300 tons (5,715 t) of stone matrix asphalt (SMA) for paving. “This mix adds structural value to the road and serves as a seal coat,” said Friant. The project had 15 to 20 first shift workers onsite for the duration. During paving, the contractor ran two shifts for about three weeks. While there were no major set-backs, the wet winter demanded additional excavation of the subgrade. Nielson consulted Tensar International, the Geogrid dealer, about what course of action to take. “Typically, we use two layers of BX1200 Geogrid for this type of project,” said Tim Guymon, Nielson project superintendent. “Tensar came out and took soil samples, then recommended that we go through the weed barrier and place an additional 18 in. (45.7 cm) of TX140, for a total of three layers.” Conversely, the mild weather allowed the contractor to work through the winter and finish nearly 30 days ahead of schedule, earning them the full incentive bonus. The majority of the work was completed midJune and the new lanes were open for travel. Additional seeding will take place in September.

ore than 2,950 registered bidders participated online and in-person at the Ritchie Bros. multi-million dollar auction July 15 and 16 in Fort Worth, Texas. The bidders came from 46 states, 42 countries and nine Canadian provinces. More than 49 percent of the trucks and
equipment (based on gross auction proceeds) went to buyers from outside the state. More than 3,000 lots were sold on auction day, including close to 500 camper trailers formerly owned by the Federal Emergency Management Agency (FEMA) and used to house victims of Hurricane Katrina

A third truth is that freight demand also will double in the next 40 years, from 15 billion tons today to 30 billion tons. “For the future, we absolutely need to make adding significant new capacity to the nation’s highway system a top federal priority. We need to address the known traffic chokepoints and create regional critical commerce corridors to move goods,” Tate said. ”That is not to say that we don’t also need to add capacity to the other modes. We do, including to our ocean ports and the connections to them. High speed rail could certainly compete with aviation at some point.” In a fiscally-constrained environment, tough choices will have to be made by elected leaders, the ARTBA chairman said. “Spreading the peanut butter around won’t cut it,” he said. “The question needs to be ‘What investments will give the American people as a whole the biggest return on their investment and help ensure a good quality of life for our grandchildren?’” Tate lamented the nearly 10-month delay in passage of a new surface transportation
bill and its impacts on the construction market. The current highway and transit program law — SAFETEA-LU — expired Sept. 30, 2009. The current law is operating on its fourth short-term extension — the latest one expires Dec. 31, 2010. “At Caterpillar, we’ve had to lay off more than 20,000 employees over the past two years, in large part, because the domestic construction market has been so bad,” Tate said. “Contractors will not make investments in expensive new equipment if they are uncertain about the availability of future work. And the truth is, federal funding is what drives the state highway and transit construction programs.” The best thing Congress and the president could do to foster economic growth and job creation is to pass a robust, multi-year reauthorization done right after the election or first thing in 2011, according to Tate. “Again — tell the American public the truth. There will be a direct correlation between the economy and quality of life we leave our grandchildren and the investment choices the president, this agency and the Congress make in transportation over the next several years. Failure to make the hard choices is not an option,” Tate concluded.
