PORTLAND, Ore. (AP) Multnomah County commuters can be forgiven if they are suffering from a lingering case of bridge-repair fatigue. Needed repairs closed the Morrison Bridge for nearly a year recently, and streetcar work shut the Broadway Bridge before that. Construction of a new Sellwood Bridge, meanwhile, is slowing what was already a sloggy commute across the busiest two-lane bridge in the state. Well, for anyone thinking their daily game of bridge bingo is about over, there’s bad news.

AGC Releases Employment Data for Last Year Construction employment increased in just half the states plus the District of Columbia from June 2011 to June 2012, but declined in a slim majority of states in the past month, according to an analysis of Labor Department data by the Associated General Contractors of America. “The latest state data show again how fragile
and fragmentary the construction recovery is,” said Ken Simonson, the association’s chief economist. “Although private sector demand for structures has risen in most states, improvement in single-family homebuilding is spotty and public investment is shrinking.” Simonson noted that 25 states and D.C. added
construction jobs between June 2011 and June 2012, while construction employment fell in 25 states. D.C. added the highest percentage of new construction jobs for the year (17.8 percent, 2,100 jobs), followed by North Dakota (16.2 percent, 3,800 jobs) and Montana (14.6 percent, see AGC page 57

The Case 580N, 580 Super N, 580 Super N Wide Track and 590 Super N loader/backhoes now feature 3.4-L, turbocharged engines, ranging from 78 hp (58 kW) in the 580N to 108 hp (80 kW) in the 590SN.
Case Construction Equipment recently introduced a variety of improvements to its N Series loader/backhoe product line. The upgrades include the application of cooled exhaust gas recirculation (CEGR) emissions-control technology to achieve Tier IV Interim certification, as well as important improvements in performance, productivity and maintainability. The Case 580N, 580 Super N, 580 Super N Wide Track and 590 Super N loader/backhoes now feature 3.4-L, turbocharged engines, ranging from 78 hp (58 kW) in the 580N to 108 hp (80 kW) in the 590SN. The Tier IV Interim-certified engine — with CEGR technology — burns cleaner while delivering superior horsepower, faster response and up to 4-percent better fuel efficiency under load, according to the manufacturer. Other new standard N Series features include automatic ride control on fourwheel-drive models that engages at roading speeds to help reduce bucket spillage; and remote hydraulic test ports that allow easy, ground level access for service diagnosis to
keep the machine up and running, reducing the expense associated with downtime. Case also added a standard panel of dipper teeth on the bottom surface of the dipper, along with an optional extension/replacement pack that can expand the area of the dipper covered with serrated teeth. The dipper teeth enable the operator to secure unusually shaped or oversized pieces of debris or rock by pinning those objects against the dipper with the bottom of the bucket. The dipper teeth not only provide control of materials being moved, but they also protect the dipper from excessive wear. Final Major Freeway Link on $441M SR 905 Project Completed Caltrans joined elected representatives and local transportation officials July 17 to celebrate the completion of the last major segment of a new six-lane freeway on State Route 905, connecting the Otay Mesa Port of Entry to Interstate 805. “This is a vital project that will boost California’s economy by improving the efficient movement of international goods now and in the future as trade grows through the Otay Mesa Port of Entry,” said Caltrans Director Malcolm Dougherty.
Total imports and exports between California and Baja California, Mexico were $15 billion in 1995. Today, they total more than $36 billion, with 98 percent of this trade transported by trucks. In 2005, more than two million trucks passed through the California/Baja California border ports of entry, and the volume is expected to double by 2020. The entire SR-905 Project cost $441 million and constructed more than 6 mi. (9.6 km) of a new six-lane freeway in three phases beginning in 2005. It was among the first in the state to receive funding ($74 million) from the Recovery
Act. California has put more than $2.3 billion of its $2.6 billion in Recovery Act funding back into the state’s economy. This includes nearly 1,000 highway, local street and job training transportation projects. The project also received $85 million from Proposition 1B, a 2006 voter-approved transportation bond. To date, nearly $14 billion in Proposition 1B funds have been distributed statewide. The SR-905 Project was a partnership between Caltrans, the Federal Highway Administration, and the San Diego Association of Governments.

THESSALONIKI, Greece (AP) Archaeologists in Greece’s second-largest city have uncovered a 230-ft. (70 m) section of an ancient road built by the Romans that was the city’s main travel artery nearly 2,000 years ago. The marble-paved road was unearthed during excavations for Thessaloniki’s new subway system, which is due to be completed in four years. The road in the northern port city will be raised to be put on permanent display when the metro opens in 2016. The excavation site was shown to the public on June 25, when details of the permanent display project also were announced. Several of the large marble paving stones were etched with children’s board games, while others were marked by horse-drawn cart wheels. Also discovered at the site were remains of tools and lamps, as well as the bases of marble columns. Viki Tzanakouli, an archaeologist working on the project, told The Associated Press the Roman road was about 1,800 years old, while remains of an older road built by the ancient Greeks 500 years earlier were found underneath it. “We have found roads on top of each other, revealing the city’s history over the centuries,” Tzanakouli said. “The ancient road, and side roads perpendicular to it appear to closely follow modern roads in the city today.” About 23 ft. (7 m) below ground in the center of the city, the ancient road follows in roughly the same direction as the city’s modern Egnatia Avenue. The subway works, started in 2006, present a rare opportunity for archaeologists to explore under the densely populated city — but have also caused years of delays for the project. In 2008, workers on the Thessaloniki metro discovered more than 1,000 graves, some filled with treasure. The graves were of different shapes and sizes, and some contained jewelry, coins or other pieces of art. A massive excavation project also took place during the 1990s in the capital, Athens, before the city’s new metro system opened in 2000. Thessaloniki’s new subway is already four years behind schedule, due to the excavation work as well as Greece’s financial crisis. Thirteen stations will operate initially, before a 10-station extension is added later.
HOUSTON (AP) The Texas Transportation Commission has given the green light to a 35-mi. stretch of U.S. Highway 59 from Houston north to carry the designation as Interstate 69. The section of road — from Interstate 610 in Houston northeast through Montgomery County to just north of the Montgomery and Liberty County line — is the longest stretch of the much-debated I-69 in the state. It joins a 6-mi. portion near Corpus Christi along U.S. 77 as the only pieces of the newest interstate in Texas. Both were reconstructed in recent years to interstate highway standards. For some two decades, backers of the project have longed for an interstate highway that traverses the state from the northeast corner, through East Texas and Houston to South Texas and the Mexico border. The route roughly follows U.S. 59 from Texarkana south and southwest for 600 mi. and includes a split in South Texas into the Rio Grande Valley. No one knows when the overall project may be completed. New road signs with the familiar red, white and blue interstate crest will be going up, marking the newly designated piece of road as U.S. 59 and I-69, Texas Department of Transportation spokesman Mark Cross said July 30. “We do not anticipate having to go out and fabricate new signs,” Cross said. “We will change the emblems on existing signs and replace with new ones as needed.” Two more rebuilt segments of U.S. 59 from Houston to Sugar Land and Rosenberg in Fort Bend County are under Federal Highway Administration review to officially become pieces of I-69. The Transportation Commission also approved a $60 million project to upgrade to interstate standards 10 mi. of U.S. 77 between Corpus Christi and Kingsville in South Texas. According to the Alliance for I-69 Texas, a coalition of cities, counties and local groups along the route that have advocated for the highway, some 230 mi. of road already are at limited access interstate standards. “It is a great thing, it’s happening, but it’s just one project at a time,” John Thompson, the Polk County judge and chair of the alliance, said. “The red, white and blue shield is a very powerful tool in the economic development business, not just the practicality of relieving congestion and moving freight.” Money that was dedicated for the Interstate Highway System expired in the mid-1990s, making new projects more difficult, he said. “You’ve got to figure out how to piecemeal it,” Thompson said. “Absolutely it’s slow. If we had a big pot of money, it wouldn’t be.” In the early days of interstate construction, initiated in 1956 by President Dwight Eisenhower, there were fewer concerns about environmental impacts and land rights. Government money flowed and pavement was laid down. “Now we have a very rigid process and not the least of which is trying to figure out how to pay for it,” Thompson said.

JCB Vibromax is introducing a range of double-drum ride-on rollers, delivering high frequency compaction with JCB reliability and serviceability. The VMT380 and VMT430 models are both available in two drum widths, creating four distinct machines. With modern styling, a frontmounted engine and JCB Vibromax’s tapered front frame design, they offer lower ownership costs with increased productivity and ease of use, according to the manufacturer. The new rollers benefit from an improved drive system that delivers a 20 percent increase in vibration frequency, to 66Hz, and for rolling speeds that are now up to 10 percent higher than the others. Gradeability has been improved by 42 percent, while all models use a mechanical gear shift for smoother starting and braking, according to the manufacturer. With a turning radius of 7.8 ft. (2.4 m) for the 51-in. drum machines and 8 ft. (2.4 m) for the 55 inch width models, the JCB Vibromax rollers offer 13 percent better maneuverability than others. Operators can now choose between singlefront, single-rear or twin drum vibration, for more control on smooth finish asphalt layers. New Operator Station With the engine moved to the front section of the chassis and the larger water tanks now rear-mounted, the VMT machines benefit from a totally new operator station. The ergonomic drive lever now comes with an integrated cutter control, and an optional second drive lever contributes to added versatility. JCB’s automatic vibration control (AVC)
system, which cuts off vibration when the roller stops traveling, remains a standard fit on all models. The machines have three working modes with a detented throttle control for three different frequencies. With less weight and a more efficient vibrator design, the rollers offer up to a 5 percent fuel saving over the previous machines, while a larger fuel tank provides 4 to 8 hours of additional working capability between refills, reducing downtime. The larger 64.7-gal. (245 L) water tank, which has a pressurized water delivery system, also permits longer working between refills. Service Access The sturdy locking engine cover is gas-strut assisted for easy access to the engine and drive system. All models benefit from a center articulation joint that is maintenance-free, cutting the requirement for 500 hour greasing intervals. A single-piece exciter shaft also calls for less maintenance and lubrication, reducing service costs. who has assumed something of a lead role in overseeing bridges, said she is confident county residents will remain patient through the coming years of the anticipated slowdowns needed to complete the work. “One thing I have found in my career is that we are a community that values our bridges,” she said. “You can’t help but love them.” Complaints do pour in when closures are required, Kafoury said. During the Morrison’s extended shutdown, for instance, the gripes never seemed to stop. “My husband used to take it to work,” she said, “and he would complain about it every day.” If bridge closures are frightful for commuters, the prospect of paying for needed repairs amounts to a financial nightmare. Money to operate the bridges and do planning and engineering work required to map maintenance blueprints comes largely from the county’s share of the state highway fund and gas-tax receipts. Together, those will generate about $5.2 million this year. That amount, while not insignificant, is nowhere near the $506 million county engineers estimate they will need for bridge
upgrades during the next 20 years. The seismic retrofits alone are expected to total at least $75 million. Making matters even more daunting is that financing, for the most part, hasn’t been secured. The county, beyond the unenviable task of trying to tap rapidly shrinking pools of federal money, faces the possibilities of measures such as creating a regional bridge authority to wrestle with funding. “We anticipate that the region in the future will need all of the bridges we have now and perhaps more,” Pullen said. “We also realize that paying for all that upkeep is going to be a challenge.” Equally as certain is that an endless series of bridge projects will continue to create traffic-snarling delays. “Any time they do anything on the bridges, it affects traffic,” said Sharon Wood Wortman, a Portland resident who has written a book on the area’s spans. “People slow down and gawk. It’s just the way it is.” Her advice to frustrated commuters is to be as patient with bridge repairs as they are with aging relatives. “They are always in need of new joints, of constant rehabbing,” Wood Wortman said. “When it comes to bridges, you are never done.”

3,300 jobs). California added the most new construction jobs over the past 12 months (27,200, 5.0 percent), followed by Texas (24,400, 4.4 percent) and Arizona (11,200, 10.2 percent). The economist said that among states that lost construction jobs during the past year, Alaska lost the highest percentage (negative 20.5 percent, minus 3,200 jobs), followed by Wisconsin (negative 11.1 percent, minus 10,200 jobs) and Mississippi (negative 9.7 percent, minus 4,700 jobs). Florida lost the most jobs (minus 24,600, negative 7.4 percent), followed by New York (minus 12,500, negative 4.1 percent), Wisconsin and Illinois (minus 9,900, negative 5.1 percent). Less positively, only 18 states plus D.C. added construction jobs between May and June, while construction employment decreased in 27 states and held steady in five. The highest percentage gains for the month occurred in D.C. (7.8 percent, 1,000 jobs), followed by North Dakota (2.6 percent, 700 jobs) and Montana (2.4 percent, 600 jobs). Texas added the most jobs during the month (9,600, 1.7 percent), followed by
California (8,100, 1.4 percent) and Ohio (3,500, 2.0 percent). South Dakota had the steepest percentage decline among states that lost construction jobs for the month (negative 5.2 percent, minus 1,100 jobs), followed by Arkansas (negative 3.7 percent, minus 1,700 jobs) and Iowa (negative 3.4 percent, minus 2,300 jobs). The largest number of construction job losses in June occurred in Florida (minus 5,300, negative 1.7 percent), followed by Iowa and Massachusetts (minus 2,100, negative 2.0 percent). Association officials warned that construction employment was likely to stagnate or shrink in more states if federal and state officials continue to cut investments in public infrastructure and buildings. “Ongoing cuts to vital infrastructure, school and university investments are hurting the overall economy, our future competitiveness and causing hardship for too many construction workers,” said Stephen E. Sandherr, the association's chief executive officer. “Budget discipline should not come at the expense of slashing essential investments.”
